IMPHAL, Dec 2: Discovering the movement of UG cadres between Namlee and Wanglee of Ukhrul district, troops of 44 Assam Rifles of 10 Sector under HQ IGAR(S) launched an operation in the areas and apprehended two PREPAK cadres on December 1.

According to a PRO release,  the apprehended persons were  identified as  No.6008 Modu Chandra,37,son of  Irawat, resident of Sagoban Moirang Leka, Imphal West and No.45980 Pitanjit,26,son of  Jayanta, resident of Amban Phuiching, Bishenpur dist. One 7.65 mm Pistol with magazine and live rounds, two IEDs containing 100 gms of plastic explosives, two RPG bombs, one Chinese hand grenade, four 1.2 volt Ni Mh batteries, one 9 volt battery Duracell and one carry bag were  recovered from them who  along with the recoveries was handed over to  Yaripok police station, it said.

IMPHAL, Dec 2:The Governor of Manipur  has announced a 7 days state mourning with effect from November 30 to 6 December as a mark of respect to the departed leader, , Inder Kumar Gujral.

The Governor’s order said that national flags will be flown half mast on all buildings throughout the state where it is flown regularly and there will be no official entertainment during the period of state mourning.

Meanwhile, a condolence meeting of the sad demise of the former Prime minister was held on November 30 at the office of Janata Dal, Secular, Imphal with Ex Member of Parliament, W Kukabidhu Singh in the chair, the press release of the Janata Dal said. A two minutes silence was observed for the peaceful soul of the deceased, it added.

IMPHAL, Dec 1: Manipur State Commission for Women organised a One Day Awareness Programme today at Moreh Trade Centre, Moreh as part of the observation of “International Day for the Elimination of Violence Against Women”. Mrs. Wansuk Syiem, Member, National Commission for Women attended the function as Chief Guest with Dr. L. Ibetombi Devi, Chairperson, Manipur State Commission for Women as President. Mrs. Syiem stressed the need to spread awareness of HIV/AIDS among women, particularly of Moreh so that they would be able to protect themselves from the disease. The programme disseminated information on the various activities of MSCW and also spread awareness on whom to approach and how to go about it in case of any violence against women. The programme was attended by various women leaders belonging to different communities and Anganwadi Workers and Helpers.

According to a PRO release, the tour which included 28 Children and 2 teachers  from  Sehlon, Changjal, Phoilen, Tuitong, M Bijangphai, JM Moljol, Wayang, Old Samtal and New Samtal  villages of Chandel district were flagged  off from Kakching  by Colonel Sandeep Singh Bajaj, Additional Sector Commander HQ 28 Sector on 1 December. What is more repulsive? Watching gladiators fight in movies or being a witness to mob violence on the streets? When we as a generation look at our outlook and reception to the concept of violence, it reflects a lot on why we can believe that the end of the world is not a tough presumption to take after all.

World Health Organization defines violence as the intentional use of physical force or power, threatened or actual, against a person, or against a group or community that either results in or has a high likelihood of resulting in injury, death, psychological harm, mal-development or deprivation.

And however much we do not like it, violence has more or less been an indispensible element in the society. The animalistic instinct of “survival of the fittest” is already suggestive of the idea of violence. And our civilizations and societies are built on the use of violence either social or institutional. “When violence is exercised by oppressed or dominated groups in society against the legally established order with the goal of bringing about social change, it is termed social violence. When violence is exercised by dominant groups through the government apparatus against subordinated classes in order to maintain the status quo, it is termed institutional violence.” (CIDCA Study 1980; Antonio Cassese 1991)

In short we have witnessed certain types of violence that are loosely clubbed in the following list.

1.     Social Violence

2.     Institutional Violence

3.     Collective Violence

4.     Interpersonal Violence

As seen, I have deliberately kept away from the idea of intellectual violence. But man as a social being have exercised at least one or more of the 4 types of violence as described above.

Censor systems have upped their radars on the increasing media coverage of violence in real lives. But we should know that this increased detailed reportage of violence in Media has been a result of the growing amount of tolerance of the idea of violence. A direct result of the society’s accepted norms in understanding the underlying implications of the various types of the violence and how people place their realistic expectations on it. With the boom in free flow of information, open communication will simultaneously increase. Though there are certain protocols for best practice reportage and awareness of people’s personal sentiments; which means not crossing the threshold of “grossing” people out with too many details on gory and crime.

But looking at it, we seem to have accepted violence as a part and parcel of life. Cultural upbringing, ethos and social structure are fundamentals in this creation of systems and implications. Take a look at the amount of shock factor in horror movies or the nature of gory and bloodshed in new-age action movies, the violence in video-games, online games… all of which exemplify the gradual tolerance towards it and the “matter-of-fact-ness” of the situation.  The depiction of death and fatalities in video games for instance is a real example of how tolerant the younger generation are becoming to the idea of pain and violence. And while the action hero killing or beating up the evil warlord is shown as “good violence,” this shows the interesting dichotomy between people’s perception of the so-called “good” and “bad” varieties of violence; which hence eventually means that the person/thing who/which has the higher power in the equation in any relationship, be it interpersonal or intrapersonal gets to choose, in metaphorical terms, the lesser of the two “evils” per se. And we are left with the idea of “acceptable” violence and “non acceptable” or “criminal” violence.

The threshold of tolerance for violence has increased day by day, where we have come to take information on killings,bombings, shoot-outs as common jargon. We are no longer as scared of guns, bombs, tanks or bunkers. We have started accepting them as normal, at least most of us.  And with certain instances where violence is correlated to notions of “manlihood”, “glory”, “strength” and “victory”, the parameters become more complicated. This hence presents an interesting take on how we observe and react to the idea of violence in our day-to-day lives culturally, politically, psychologically or socially.

Therefore, we see a paradoxical situation where in some ways the openness in the discussions of violence is a good take on realism, on the other hand, we become more tolerant to increased levels of violence. And the parameters of “excessive violence” or “higher levels of violence” become an arbitrary valuation dependant on the society’s reaction to it. Because, either for a good cause or not, violence is violence after-all. And we cannot overlook this.

(The columnist believes that adult supervision and guidance is crucial in educating children on the idea of violence.  Psychologists have vouched that proper mitigation on critical media viewing can help children not to glorify or misinterpret forms of violence.)

The Government may have committed mistakes, if so, as Dr Manmohan Singh appealed, punish it but not the Nation. The BJP however preferred to throw national interest to the winds once again and stalled Parliament for days on a total non-issue. This is political vandalism at its worst and no amount of sophistry on the part of the Party leadership can obscure this depressing fact. The BJP has lost its way and stands both suspect and diminished. The Left and others went along with the charade but the real mischief was caused by the BJP.

The issue kept changing. First, it was opposition to FDI in multi-brand retail as anti-farmer and small trader, anti-federal, economically ruinous and bowing to WalMart and Western capital in general. Then, when the federal issue was cured by making the legislation purely enabling and leaving the decision to introduce FDI retail or not to the States, the issue became failure to consult and fashion a consensus. This argument was totally destroyed with the revelation that the Commerce Minister and other officials had written to all CMs and Chief Secretaries and that a majority of States consulted had approved as had other stakeholders like farmer, consumer and industrial associations. This brought forth the charge that national leaders were not “consulted”, a stance akin to the Hurriyat or Anna/Kejriwal’s demand for veto powers – “my way or no way”.

On the Government’s explaining that if implementation was solely in the hands of the States and the States were largely on board, what further consultation was required, the argument shifted to the proposition that any major executive policy decision requires parliamentary sanction through a debate ending in a vote, especially as the UPA is a “minority” Government. The fact is that a motion of no-confidence was moved by the Trinamool Congress as the very first order of business of the winter session and received ludicrously little support, and certainly none from the BJP. So what remained was the demand that the accepted principle of separation of powers, the executive’s prerogative to take policy decisions should be abrogated in favour of prior parliamentary approval by the Opposition. This right, if pressed and expanded, would rob the executive – Central and State – of basic power and responsibility to govern. The argument that there is a precedent in the matter insofar as Parliament debated the Government’s decision to disinvest in BALCO, a PSU, is to make an inappropriate comparison. Even otherwise, two wrongs do not make a right.

In the Westminster model of democracy that India has adopted, being in a “minority” is irrelevant. The fundamental requirement is enjoyment of the confidence of the Lower House calculated on the basis of the number of members present and voting. Proving a mathematical majority of the total membership of the House is unnecessary.  

The BJP has been proved wrong, frivolous and anti-democratic on every single count in its efforts at political sabotage through strong-arm tactics to block the proceedings of Parliament, aided by ideologues and sundry small groups out to squeeze concessions out of the Government rather than uphold any great principle. This is sheer political blackmail and threatens to make India ungovernable and stall development, investment, employment and growth at a time of national economic peril and international economic crisis. BJP’s disrupting Parliament virtually session after session, aided by the Left and others, has retarded India’s growth story.. The real, and not just presumptive loss, entailed by these irresponsible capers must far outstrip the aggregate of all touted scam “losses” by a considerable factor. According to the Parliament Research Service only 17 per cent of Parliament’s productive time has been spent on discussing and passing legislation. The pendency is alarming.  

As a result of inter-party negotiations, the Centre agreed to voting on an FDI motion in the Lok Sabha, having mustered the required numbers in that House, but a non-voting motion in the Upper House where the numbers are lacking. However, the Rajya Sabha protested against this differential treatment, compelling the Government finally to accept voting motions in both Houses. This does not augur well and the best the Government can now do is to declare that this should be treated as a one-time exception. 

Meanwhile, the controversy over the CAG’s calculation of loss in the 2G matter continues. The former DG P&T in the CAG’s office, R.P. Singh’s statement that he was left with no choice but to sign a document with calculations of losses up to Rs 1.76 crore that he was unable to accept has been sought to be debunked by reference to the record. Be this as it may, what is not controverted is that the JPC Chairman, Dr M.M. Joshi of the BJP did phone CAG officials urging them to hurry with the 2-G report before the Government had time to cover its tracks and suggesting a method of calculating the losses. The CAG very correctly told his officers to resist responding to these queries and is above reproach in this regard.

However, Dr Joshi has justified summoning CAG officials to his residence in his capacity as Chairman JPC, and compared this with the PM summoning the Cabinet Secretary to his residence on a holiday to discuss some important matter. The analogy is inapt. The Cabinet Secretary is a key official in the executive hierarchy over which the PM presides. The CAG, on the other hand, heads an independent constitutional office which works with the PAC/JPC but is not subordinate to the latter. Dr Joshi clearly acted beyond his competence in seeking to advise CAG officials to hurry a report for collateral reasons and in advocating a particular line of action in the preparation of the report. Politics rather than principle was at work.

This own goal by a ranking BJP functionary was followed by another own goal with the BJP parliamentary leadership criticising the naming of a new CBI chief a few days before the incumbent officer retired on November 31. The reasoning was that a parliamentary select committee on the Lok Pal Bill, due to submit its report very shortly, was unanimous in recommending that this appointment be made by an independent selection panel. Followed the charge that the new appointment was hasty and intended to put a pliable officer in place before the new and more transparent procedure was activated.

The argument is fallacious. Sensitive appointments should not be kept vacant. Existing procedures were followed and, judging by the fate of other select committee reports, there is no knowing when the Lol Pal select committee’s recommendations will be enacted. The BJP again put partisan politics over sound governance.

Similarly, the announcement that the Aadhaar scheme is being rolled out to facilitate direct cash transfers to beneficiaries of various government social programmes and prevent much red tape and leakage has also been greeted with disdain and scorn by critics and its timing called in question. Of course there could be teething problems. But is that reason for masterly inactivity?

All this constitutes a sorry exhibition of total negativism and obstruction. Yes, do criticise the Government where necessary, but do not punish the nation.

State Governor Gurbachan Jagat lighting up the inaugural lamp of the World AIDS day at MFDC on Saturday

The function was graced by Chief Medical Officer, Imphal East and District AIDS Control Officer, Imphal East Dr Momota Mukherjee, and K Birjit Singh, President, SASO as Chief Guest and President respectively.

Dr Momota Mukherjee said awareness on HIV and AIDS among every section of the people is very less. So awareness is very much needed to attain the theme of the observation.

A training programme is being conducted for women living with HIV. Forms for the second phase of the programme will be available in the CMO office from December 15, 2012. BPL cards were also provided to 196 families of the people living with HIV, she added.

Meanwhile, World AIDS Day has also been observed along with a rally today at Ningthoukhong organised by District AIDS Prevention and Control Committee, Bishnupur under the year’s theme “Getting to Zero”.

Giving her keynote address at the occasion District AIDS Officer Dr W Purnima said, the observance would give awareness on the disease and its prevention among the people. There are 5 HIV testing units, along with HIV clinic and ART centre in the district.

The occasion was graced by RK Bimola, Councillor of Ningthoukhong Municipal Council; Dr NG Hemantakumar, CMO; and Dr Th Premchand, Medical Superintendent as Chief Guest, President and Guest of Honour respectively.

Meanwhile, the 27 Assam Rifles of 28 Sector has also organized a seminar cum presentation on the theme ‘AIDS: Global Pandemic and its Impact on the Local Communities.’ on the occasion of World AIDS day at KHA Manipur College, Kakching on December 1.

The speakers informed the locals that the theme for World AIDS Day 2012 is `Getting to Zero` and after 30 years of the global fight against HIV/AIDS, this year we are committed to focusing on achieving 3 targets: “Zero new HIV infections. Zero discrimination. Zero AIDS related deaths”, the PRO release said.

The event also included free testing for HIV for the volunteers, demonstration and awareness capsule and concluded with a pledge taken by all present that World AIDS Day provides an opportunity for all of us- individuals and communities to take on the challenge of getting to zero, the release added. 

In another occasion, 35 Assam Rifles of 28 Sector also organized an awareness campaign against HIV/AIDS on the occasion of “World AIDS Day” at Sajik Tampak.

Similarly, 44 Assam Rifles of 10 Sector under HQ IGAR (South) in collaboration with Compassion School, Kamjong observed World AIDS Day at Chassad-Kamjong villages of Ukhrul District.
