United NGOs mission demands repeal of AFSPA

IMPHAL, Dec 14 NNN : Saying that the recommendations of the Justice Jeevan Reddy Commission (2005) and 2nd Administrative Reformed Commission of India (2007) are the “democratic voices” of the people in the country, the United NGOs Mission, Manipur (UNM-M) has on Friday urged the Government of India to repeal AFSPA immediately from Manipur.
Addressing a press conference at Manipur Press Club in Imphal, U Nobokishore, secretary, UNM-M said the people in the North Eastern states of India and both the Central and state Governments are aware of the fact that Armed Forces (Special Powers) Act, 1958 was imposed in the region with the strategic reasons to counter insurgencies.
However, he asked why such Act is still imposing and continuing in spite of the reality that number of insurgent movements in the region has been increasing and there are strong protests by people against AFSPA in various states in the region. He further said the Government of India’s own committee headed by Justice Jeevan Reddy set up in 2004 and the 2nd Administrative
Reforms Commission which is chaired by Congress leader Veerapa Moily recommended that AFSPA be repealed. So far, 14 United Nation’s Special Rapporteurs have recommended the Government of India to shun the grave human rights violation which is persisting in the NE region as a product of AFSPA and protect human rights issue in the region, Nobokishore cited.
In spite of strong movement from the people in the region and Manipur in particular and pressure from many countries in the world to repeal AFSPA, the Union Government of India has decided not to respect the democratic voice of the people, he accused.
Saying that the UN Committee on Elimination of Racial Discrimination (CERD), the committee formed by a body of experts on racial discrimination from different parts of the world has also proved that AFSPA is a “racial discriminatory Act,” he suggested that the people of Manipur need to understand and debate on the issue of racism very soon.
UNM-M, therefore, humbly recommends six-point to the Prime Minister and Union Home Minister and Government of Manipur for kind consideration and urgent action, he said. The six- point recommendation says that UNM-M welcomes and extends its deep honour to the proceeding of the Supreme Court of India in relation to AFSPA.
It also says that UNM-M urges to repeal AFSPA as per the recommendation of the Justice Jeevan Reddy Commission and 2nd Administrative Reformed Commission of India because these recommendations of such committees are the democratic voices of the people and India should respect them and repeal AFSPA immediately.
Pushing the Government of India not to repeat the experience of the Supreme Court judgments on AFSPA in 1997, it further urges the Government to start political dialogue with the armed political organizations for a long term sustainable peace and political settlement in the state of Manipur.
It finally urges India to ratify the International Criminal Court immediately.

IMPHAL, Dec 14 NNN: Even though New Delhi has intimated to the Kuki National Organisation (KNO) officially yesterday in written assuring to begin a political dialogue, no invitation has come from the government till today to sign for the extension of Suspension of Operation (SoO).
Sources from the KNO informed NNN this evening that no official invitation from the government has come forth till today.
The SoO term between the government and the KNO had expired on November 22. The KNO had refused to sign for the next extension of SoO term during the meeting in New Delhi on December 5 saying unless a written assurance was given by the government in written to begin a political dialogue it would not sign.
As of now, the KNO has not abrogated the SoO nor it has signed for the extension.
SoO was first signed seven years ago but till date no political dialogue has begun albeit there have been periodical ‘tripartite’ meetings involving the KNO, the Manipur government and the Centre.
The KNO had expressed more than on one occasions that non-holding of political dialogues would jeopardise the ongoing SoO agreement. On November, the KNO had threatened to abrogate the SoO if the political dialogue was not begun by November 22.
Dr Seilen Haokip, spokesman of the KNO told a strong posse of journalists in New Delhi last month that the KNO could no longer go on like this saying the outfit had waited without holding any political dialogue for seven long years.

Politics free Orange festival

TAMENGLONG, Dec 14 NNN : Expressing strong objection to the Manipur government for using the celebration of “Orange Festival” as a platform only to gain political mileage without actually recognizing the hard toil of growers and fulfilled the intended purpose of celebrating the festival for the last many years since its starting of organizing the festival, the Zeliangrong Youth Front (ZYF), All Zeliangrong Students Union (AZSU) and Zeliangrong Students Union Manipur (ZSUM) appeal the general public to abstain this year celebration.
“The Manipur government has transformed the festival into a platform for propagating communal and anti-Naga campaigns with venomous language and suppressive measures by displaying military might towards the peace loving people. The atmosphere is vitiated whenever the State government started preparation of the programme for the celebration of the orange festival. People of only confused mind may participate this year orange festival where Mr. O. Ibobi Singh, Chief Minister, will display his oratory skills,” the ZYF,AZSU and ZSUM said.
The State government sponsored orange festival has never provided benefits instead the celebration has reduced the dignity of the growers in particular and Zeliangrong people as a whole by projecting to the outside world that Zeliangrongs are festival loving people.
“There is depletion of orange production in Tamenglong district which is once considered to be the land of orange since the celebration of orange festival. This is really a serious matter to ponder at this point of time why the State government despite of all tall previous promises announced every time orange festival is celebrated to provide assistance to orange growers fail to materialize. The State goverment is only fooling the Zeliangrong people on the pretext of orange festival celebration,” the three organisations expressed further.
They then said the fruit orange is a natural gift of God particularly for Tamenglong district to tell the world that this fruit is abundantly found there but this gift is misused by the State government sponsored celebration.
“Therefore, it is appealed to general public to response with responsibility and utmost reasoning that Zeliangrong people cannot be fooled always,” the three Zeliangrong organisations said.

AIZAWL, Dec 14 NNN: As there have been erratic power supply continues in Mizoram, the Mizo National Front (MNF) youths have no other option but to criticise Mizoram chief minister Lal Thanhawla in a peculiar manner.
Candles named after the chief minister christened as “Hawla Current” were distributed to the people by the MNF youths on Thursday in front of Vanapa Hall in Aizawl.
“Hawla’ is a shorter name for Lal Thanhawla popularly called by the Mizos.
The leaders of MNF youths held its last meeting for the year at Mizo Hnam Rûn, in which they declared ‘Rescuing Zoram’ as their yearly theme for 2013.
The MNF youths meeting was attended by the party president and former chief minister Zoramthanga.
The MNF president in his speech said that the MNF youths who uphold the theme ‘For God and for our land” cannot behave like others, adding, “May be the Congress party people (of Mizoram) celebrates puja, which is what they ought to do. But for MNF there are things which are not nice and ought not to do. Since we are those who uphold the principles of the Mizo nation, as such we shall avoid which are not nice for a Christian and a Mizo to do”.
Given that there is acute disruption of power supply these days in the State, the MNF youths distributed candles which they called ‘Hawla current’.
MNF youth wing president, P.C Laltlansanga, who spoke before distributing candles, said, “During the 10 years’ rule of MNF, there had been winter too, and the vais (non-Mizos) had also celebrated puja every year but never was so much electricity problem as it happens now during the Congress government. P.C Laltlansanga also said that whenever the Congress comes to rule, there is a shortage odf LPG supply as well as the erratic electricity supply, adding, “Since they are very much annoyed with the power supply provided on alternative manner, we have to disdribute the candles.”
