IMPHAL, Feb 13 NNN: The Kuki Students’ Organisation-general headquarters (KSO-GHqs) has decided to oppose to the proposed talks between the state government and the All Tribal Students Union, Manipur (ATSUM) slated for February 16.
ATSUM was agitating since February 4 but it had tem[porarily suspended its protest as the state government had invited it for talks.
On Wednesday, the KSO said, “It is unfortunate and astounding to hear that, even after fully aware of the ATSUM’s failure and formation of pseudo ATSUM by just 2 to 3 vested interest persons who don’t have the mandate to do so, have been invited for talks related to triblals cause by the state government,” the KSO slams.
The KSO stated that right from the beginning of this ATSUM formation, it had made its stance clear to the public that it will never be a party to this ATSUM unlike the past so many years. The KSO said it is doing so for the cause of tribal unity and to preserve the integrity of ATSUM and re-install the genuine ATSUM. “Till date the KSO along with the senior Naga student leaders have been working tirelessly to form the genuine ATSUM. Moreover, we are much aware of tribal people being deprived and discriminated in the state but taking advantage of the situation by a dubious ATSUM is much more unfortunate,” the Kuki students’ body rues.
“Therefore, if the State government continues to hold talks with this pseudo ATSUM which is run by non-experienced and self-interest persons. The KSO will not take it lightly, and considered it as have cahoots with this ATSUM to fool the tribals of the state. If any misunderstanding arises out of this proposed meeting the state government will solely be held responsible to it,” the Kuki students’ body cautions.

M. Okendro during discussion on food security bill

Manipur Information Centre
NEW DELHI, February 13: The Minister of Consumer Affairs, Food and Public Distribution of Manipur Moirangthem Okendro drew the attention of the Centre for providing special fund to the North Eastern States for implementation of the National Food Security Bill.
Speaking in the meeting of the Food Ministers and Secretaries of State and Union Territories on the National Food Security Bill held at A.P.Shinde Symposium Hall, NASC Complex, Indian Council for Agricultural Research (ICAR), Pusa here today, Minister Okendro stated that the Government of Manipur examined the recommendations of the 27th Report(15th Lok Sabha) of the Standing Committee on the National Food Security Bill, 2011and the State had no comments on the various procedures of the proposed Bill other than the recommendations in some paragraphs.
Referring to the funding pattern on creation of infrastructure, constitution of State Food Commission, creation and maintenance of scientific storage upto block levels and setting up of vigilance Committees at various levels for implementation of the National Food Security Bill that the Category A States had to bear the expenditure by themselves, the Category B States with 50% funding and the category C States with 75% funding from the Centre; the Minister stated that North Eastern States were economically poor states and depended highly on the transfer of funds from the Centre. They were treated as Special Category States. Thus he proposed for introduction of the Category D States comprising the North East states with 90% funding from the Centre, which was still practiced in the implementation of Centrally Sponsored Schemes for the NE states.
He also stated that the time of one year given for preparatory works in the enforcement of the Act was too short for the North Eastern States and proposed to give two year time in view of the poor infrastructure availability in the region.
The Minister also pointed out that cash transfer scheme in lieu of foodgrains initiated by the Government of India might not be uniformly applicable to all the areas in Manipur as there were remote and inaccessible areas in the hilly region of the State where there was no banking facility and faced poor availability of food grains. For such areas, the traditional system of PDS might need to be continued, he added.
In regards to the doorstep delivery of PDS items, the Minister pointed out that it would increase the financial burden of the State as trucks and vans were to be purchased to enable efficient and effective delivery by the departmental vehicles and demanded the one time fund for purchase of the vehicles.
For setting up District Grievances Redressal units and the State Food Commission, the Minister also proposed the Centre for providing 100 % funding for the North East States.
During the meeting, Moirangthem Okendro drew the attention of the Centre for sanction of Rs 34.54 crores for construction of 21 godowns of 200 MT capacity, four godowns of 400 MT and one godowns of 500 MT; which the State government had proposed to the Department of Food and Public Distribution in December last year. The Additional Chief Secretary A. Luikham who was in charge of Public Distribution was also with the Minister in the meeting.
After the meeting, the Minister met personally Union Minister of State for Consumer Affairs Food and Public Distribution Prof K.V. Thomas and requested him for inauguration of the 5000MT capacity godown in Senapati. The Union Minister agreed to visit Manipur for inauguration of the godown in March this year.
In his address, Union Minister of State for Consumer Affairs Food and Public Distribution Prof K.V Thomas said that the Government intended to present the revised National Food Security Bill in the Parliament during Budget Session for consideration and passage, so that the people were ensured of its benefits at the earliest. The Bill, to provide food security for all in a rights based manner, was being finalised in the light of recommendations of Parliamentary Standing Committee.
He said that the States had to play a very crucial role in this historic and path-breaking initiative and urged them to strengthen Targeted Public Distribution System (TPDS) including intermediate storage facilities at all levels in order to be able to successfully implement the Act.
He also drew the personal attention of State Food Ministers to ensure time-bound accomplishment of certain critical components of strengthening such as elimination of bogus ration cards, door step delivery, first phase of computerisation of TPDS, setting up or strengthening of State Civil Supplies Corporations, setting up of Vigilance Committees and ensuring their regular meetings etc. He further reminded that the Supreme Court had also from time to time passed orders for strengthening of TPDS on which States/UTs were also required to file their responses.
The National Food Security Bill was introduced in the LokSabha in December, 2011 and thereafter was examined in detail by the Parliamentary Standing Committee. State Food Ministers’ meet has been called by the Centre to have final consultations on the Bill in the light of recommendations of the Standing Committee.

Where lies the necessity for alternative arrangement when the people in the state of Manipur are living peacefully. The representatives of the Union Government indicated that they did not come for holding talk about implementation of alternative arrangement. Highlanders are peaceful loving people. They are happy with the functioning of the state government. That is indicated by the fact that only a minuscule number of protesters came out to demand alternative arrangement. It is time UNC realises the futility of demanding alternative arrangement. UNC cannot think of taking away the community they represent from the state in which they are living. The people of the state rejoice when Union Government representatives said they do not come to discuss about alternative arrangement. Their statement reveals all that is in the mind set of the Union Government. Time and again the Government of India has been maintaining that nothing that will be detrimental to the well being of the state of Manipur in particular and the NE region as a whole will be done. After all a state like Manipur, which saw landslide victory for Congress party in the 2012 election will not receive drubbing from the Union Government, which too is led by the Congress party. Moreover Nagaland is ruled by NPF led Government. Simple question being asked is should a politically sensitive party like Congress work to harm the interest of the same party? NPF as it attempted to cling to power continuously for three terms threw abusive words against the Congress party. Congress party is different from other parties. It knows who the enemies are? Like any other ruling party it also feels the need for crushing a party that threatens to the smooth running of a party that runs Government. In the past when Indira Gandhi was the Prime Minister of the country she went to the extent of dislodging non Congress Government if such Government worked against the Congress party. The time has changed. Sonia Gandhi led Congress party has given immense power to the non Congress led Government. In Jharkhand BJP led Government passed resolution for dismissal of the state assembly without giving opportunity to the Congress led opposition parties. Congress party did not say anything to such proposal. Nor it attempted to politicise the issue. It shows Congress party is a sensible party it does not want to rake up issue unnecessarily. But it is really wise party it does not allow the thorn to remain imbedded in the body forever. The the party will make all out endeavours to ensure that NPF is ousted from power in Nagaland. NPF in Nagaland is detrimental to the well being of the country. Because it works to serve the interest of a rebel organisation. NPF cannot maintain equi-distance from rebel organisation like NSCN for minus NSCN the party will be in no position to win even a single a seat in Nagaland assembly. Having identified the enemy the people should work to eject NPF from power. Whatever the case may be the Union Government had made its stand clear, nothing that may hurt the interest of Manipur and its people will be done by the Union Government. Manipur is important.

The post Local news flavor appeared first on  KanglaOnline.com.

In the news room, there are times when a few lines that come in the form of a press release triggers off some serious thinking. Mostly, it is the flurry of such releases that come in with seemingly polite instructions on how much of column space and which page number though of course, it should be Page 1 that occupies our minds. It is not too sure just how many people read and take seriously what press notes say since the standard for every such note is to put the line of thought or action of the person or organization that has set out the release. Then there is the social factor too: where living in a tight knit small community means that everyone who knows a staff at the new room will put their pressure on putting ‘their’ releases. No matter if it they happen to be of the most inconsequential nature. For them, it is imperative that they see the light of the day and again on Page 1. How do the desk staff at newspaper rooms cope with the pressure would make a modern epic tale of bearing it all, letting some go to the dust bin and hoping that no will complain the next day. The media is in no doubt in a critical position in Manipur today. There are now more newspapers and more news agencies doing its job of informing people and shaping opinions. The advent of social media and the opening of newspaper websites also facilitate more interactive processes with the ‘like’ button becoming the alternative of a letter of appreciation. Yet on the ground, newspapers function under the shadow of directives that may or may not be too polite. The notion of a ‘free press’ or a ‘free media’ is debunked every time there is a mail from one group or the other that hints at how important the release is. Over and above this, is the implied accusation that the Manipur media is biased for not using the actual language being used by certain civil society groups. Whoever heard of editorial liberties are certainly absent in the state.

Yet, these are symptomatic of the conflict situation in the state: the conflict for power, resources, a greater say, for identity, for ethnicity and recognition. Increasingly, there is the growing tendency for press conferences alleging everything under the sun without any room for verifying claims and counter claims. The media is party to the issue when it does not bother to verify the claims or counter claims. We end up saying we have resource constraints and that we cannot possibly follow up every story. And then we end up waking the next day and filling the pages with counter allegations and counter press conferences. In the process, we shortchange our readers who may well be wanting to read something else than is being said and challenged. Given the nature of stories that we wake up every day to read or hear around us, it is not really surprising that the most read and appreciated piece of news or reporting happen to be about stories of hope and inspiration. The news stories about a woman mechanic and a woman auto driver still brings in voices of admiration and request for such life experiences to be shared.

Maybe, it is the fatigue of negative news and those of gloom and doom. Or maybe, it is the stage where people at large want to have something working and happening but on our social networking pages, the photo of locally made ice creams brought in the most readership. The same happened in the cases of two women entrepreneurs who took to cake baking. There is a genuine appreciation and an eagerness to recognize local talent and local products that is so different from a phase where everything local was suspect and not to be dwelt on. Maybe the public wants something to feel good about. And maybe, the readers will shape how news gets shaped. Hopefully, there will be a day when so and so groups will not pull the shots literally on what piece of news gets printed on which page and readers by their encouragement sets the tone on what gets on the pages. Amen!

Over 20,000 people have been killed in the last five decades due to ongoing conflict in Manipur. Today more than 30 armed groups operate in Manipur – ranging from small outfits to organizations with several thousand members. Besides them, dozens of battalions of the Indian Army and several units of Indian paramilitary forces are stationed throughout Manipur. Manipur is one of the most conflict-ridden states in India. Women and children of Manipur suffer most in this conflict. Every year 300 widows are born in the state as a result of arm violence.

In Manipur, violence against women is increasing. There were 269 cases of violence against women during the period between January and October of 2012 as per record published by local newspapers. The above cases include 21 rape cases, two rape and murder cases, 16 suicide cases, 7 molestation cases, 4 kidnapping cases, 56 missing cases and 78 trafficking cases. There has been a steep rise in crime against women in Manipur despite the emergence of a large number of women’s vigil groups and civil bodies and higher recruitment in the police department. There are various forms of violence against women. Violence at home – it can be physical abuse, it can verbal abuse. Then, there is violence in public places such as buses, trains where women are sexually harassed. Then we have a third form of violence where there is conflict, where there is structured conflict going on since decades. Women in Manipur face all the three types of violence. Manipur has the second highest rate in domestic violence in the country.

Gender analysts here said, delayed delivery of justice; poor economic condition and imposition of the controversial Armed Forces (Special Powers) Act (AFSPA) are some of the factors fuelling crime against women in the state. They said lack of human rights and gender equality education in police training and non-implementation of gender issues in education are adding to the problem.

Women of Northeast India are joining the One Billion Rising Global Campaign in solidarity to stop any form of violence against women. The One Billion Rising Campaign is a global campaign by women for women. The campaign calls for an end to violence, and for justice and gender equality. On February 14, 2013, a one-day event will be held, a call for one billion women around the world to walk away from their homes, businesses, and jobs, and join together to dance in a show of collective strength. The word “billion” refers to the one billion women who are survivors of abuse. As of September 20, 2012, people from 160 countries have signed up to take part in the campaign. The campaign was initiated by playwright and activist Eve Ensler. The campaign was in part inspired by the Todd Akin ‘legitimate rape’ and pregnancy comment controversy. Ensler, shocked at Akin’s statement, wrote an open letter in response. Around 5,000 organizations have joined the campaign, which has also been aided or endorsed by religious ministers, movement builders, actors Rosario Dawson, Robert Redford, and Stella Creasy, British Labour Co-operative politician.

Manipur Women Gun Survivors Network and Northeast India Women Initiative for Peace will be organising a meeting on the theme “Strategizing to End Violence against Women in Manipur” on 14 Feb 2013, 10 am to 12 pm at the Classic Hotel, Imphal, Manipur. The event was organized to support and join the One Billion Rising Global Campaign in solidarity as we feel that, gender equality is, first and foremost, a human right, women are entitled to live in dignity and in freedom from want and from fear. Empowering women is also an indispensable tool for advancing development and reducing poverty. The conference will find ways to address the issue and to ensure for immediate steps from concerned authorities to stop violence against women.
