IMPHAL, May 18: On the occasion of the International Museum Day, the Chief Minister, O Ibobi Singh has appealed for the land area of the last king of Manipur in the palace compound to be well preserved. The place in the palace compound where the last king lived is part of Manipuri history of Manipur, he said.

Speaking at International Museum Day, 2013 held at the Manipur state Museum, Chief Minister O. Ibobi Singh said that the palace which is the symbol of Manipur as a kingdom should be preserved under the historical monument Act.

Expressing that the government will not interfere into customary and religious rights of the family of the king and the descendants, he continued that due compensations will be awarded to the pattadars in the area for their properties. He stated that he will look into the matter of shifting of the Imphal Treasury office near Civil Secretariat, Mantripukhri to enlarge the existing Museum in view of the role of the museum and its importance.

During the function, the Chief Minister also inaugurated a temporary exhibition displaying precious items of gold and silver of Manipur state Museum. The precious items at the exhibition include a golden hookah used by Churachand Maharaj and Maharani Dhanamanjuri, gold and silver ornaments, dishes and bowls, a golden mask of a human skull found during the excavation of Lamboi Ching of Chingmeirong (Cheiraoching) range, a golden peacock found during the excavation of Kangla, golden jugs found at Sekta and a treasure trove section. The function was presided over by Dr. RK Nimai Art and Culture Commissioner.

It may be mentioned that the observation of the International Meuseum Day was started by International Council of Meuseum (ICOM) on May 18, 1977 with an objective to generate public awareness about the importance of museums. The theme of this year is `Social change:  Brought from the Ideas of Memory and creativity of mueseums.`

IMPHAL, May 18: Speaking to IFP over the phone, N Chingkheiganba`s father said it was a momentous occasion for him. His voice brimming with excitement and emotions. Nameirakpam Tomba who is now a Pradhan of the Patsoi Gram Panchayat and incidentally a founder member of the Manipur Mountaineering and Trekking Association (MMTA) said how in the late 80`s MMTA had first dreamt about scaling Mount Everest. “But then,we had no sponsors and no backing,” says Tomba who underwent a basic course in mountaineering in Himachal Pradesh in 1984 and an advanced course at the Himalaya Mountaineering Institute in Darjeeling in 1985.

Interestingly, N Chingkheinganba is the eldest and the only son in the family with a younger sister. “I have been on tentherhooks since the expedition team reached base camp. I have been part of mountaineering expeditions and know exactly about how tough the conditions are. I have not been able to sleep or eat properly but when I heard the news that Chingkheinganba had reached the summit, I felt as if I had set foot on top of the world,” says the father adding that his wife Nameirakpam Ongbi Savitri is still being kept in the dark about where their son is. “Both my son and myself agreed that it was best not to inform her or she would have been emotional about sending her only son to Everest,” he laughs out loud.

Nameirakpam Chingkheinganba undertook a special basic course from the National Institute of Mountaineering in Uttarkashi 2012 and then went on to be a part of two pre-Everest expeditions all in the same year. He had set out for the Everest Expedition after appearing for his final class XI examinations at Kanan Devi Memorial School.

IMPHAL, May 18: Following the “North East People Convention on Water” held on 17-18 May 2013 at Dimapur, Nagaland, which was jointly organized by 26 indigenous peoples organizations from the region, the participants unanimously adopted the `”Dimapur Declaration” to protect inherent rights over water, land, forest and other resources based on customary and international laws, primarily as guaranteed by the Universal Declaration of Human Rights and UN Declaration on the Rights of the indigenous People 2007.

“The representatives of the people`s organizations of India`s North East concerned over the issue of water and adverse impacts of -mega development processes, such as mega dam constructions, mining in the region has resolved to affirm our right to use, manage and control all water bodies in India`s NE, which is crucial for our agriculture, food, sustenance of our rich biodiversity, civilization and cultures etc,” the declaration said.

Concerned with the aggressive development interventions on water bodies in our region, such as the construction of series of mega dams over Brahmaputra River by the Governments of India and China, with minimal consideration of the rights and relation of indigenous peoples to these rivers and without their participation and free, prior and informed consent, the Declaration by the conglomerate of civil society organizations expressed its concern with the increasing number of mega dams and other unsustainable mega projects in the region which destroyed our forest, depriving key water sources. “The Loktak Project in Manipur, Doyang Project in Nagaland, Dumbur Dam Project in Tripura, Pagladia Project in Assam,, Ranganadi Project in Arunachal has destroyed peoples` lives, livelihood sources, ecosystems and violated indigenous peoples human rights and fueled conflicts.

The declaration while asserting to stand together to protect water bodies and other natural resources in the region and to ensure perennial rivers have freshwater flow all-round the year has further called upon the Government of India and the Government of the People`s Republic of China to recognize indigenous peoples` rights over their waters, land and resources and their self-determined development of their water bodies in the region as enshrined  in the UN

Declaration on the Rights of Indigenous Peoples, 2007. It also stated that any decision making for intervention on Water bodies, especially Transboundary Rivers passing through India`s NE such as Brahmaputra and Barak River System should be with due and rightful participation of indigenous peoples in the region.

The Dimapur Declaration also urged the Government of India to fully implement the recommendations of the UN Committee on the Elimination on Racial Discrimination in 2007 to take the free prior and informed consent of indigenous peoples of NE India before construction of mega dams; to decommission all the dams which has caused to loss of livelihoods of the indigenous people such as the Ithai Barrage of the Loktak Multipurpose Project in Manipur, Dumbur Dam in Tripura etc.

IMPHAL, May 18: Chief Minister Ibobi Singh is reportedly set to meet with representatives of the ILP demand committees to hold  talks with them.

The Joint Committee on Inner Line Permit System and the Joint Committee on Inner Line Permit System of Students’ Unions have been demanding implementation of the Inner Line Permit in the state and had also announced that various forms of agitation will be launched incase the ILP system is not enforced in the state within May 31.

According to a source, an official of the secretariat of the Chief Minister at Bapupara informed Sapamcha Jadumani, president of Federation of Regional Indigenous Society (FREINDS) as well as the Convenor of Joint Committee on Inner-Line Permit System (JCILPS)  that the Chief Minister is keen to have a talk with the representatives of the committees.

The source further said that representatives of the committees will meet with the Chief Minister on May 20. Ministers and MLAs and officials attending the meeting on behalf of the state government will be led by the Chief Minister Okram Ibobi Singh while representatives of the committee who will attend the meeting include the co-convenors of JCILPS, leaders of civil society organizations, Mutum Churamani, Kh Ratan, Joy Chinakham, Somendro Thockchomand and Haopu Kom etc.

Leaders of Joint Committee on ILP system of students union will also attend the meeting, the source said.

Mention may be made the two committees were set to launch severe agitations in association with the general public if the state government fails to enforce ILP within May 31. The agitations include ban on intrusion of Non-Manipuris into the state. It may be recalled that a resolution that ILP system should be enforced was adopted at the Manipur Legislative Assembly on July 13, 2012 and was forwarded to Ministry of Home Affairs, (MHA).

IMPHAL, May 18: The fate of 772 teachers appointed on contract basis has been left uncertain. The Directorate of Education (Schools) of Manipur Government appointed in 2006 on contract basis since their services were required to teach students.

According to a source, the teachers were appointed under All Manipur Hill District Contract Basis Teachers’ Association (AMHDCBTA).

The state government appointed the teachers on contract basis in Jr. High schools and High schools located at Churachandpur, Ukhrul, Senapati, Chandel, Tamenglong and Sadar Hills.

The source further said that initially the teachers were appointed on contract basis for three months following which, their term of service was extended for four months.

Their term of service was later extended for six months after the expiry of the first term. The teachers appointed on contract basis in 2006 were made to teach in 2008. But their term of service on contract basis has not been extended since 2008.

On the other hand, it has not been brought to their notice whether they have been terminated from their service on contract basis or not.

The Director of Education (S) conducted a physical verification of teachers in 2011 after being left in such conditions and selected 772 teachers engaged on contract basis as genuine.

However their case is still pending though 772 teachers were approved during physical verification.

The answer to a query about the fate of the teachers was that their matter will be discussed later on after the problems of part-time teachers are resolved but no further action has been taken up yet.

Preparations to seek legal advice have been initiated to ascertain the fate of the teachers, according to sources.

IMPHAL, May 18: Two advanced life supporting ambulances were launched today at Regional Institute of Medical Sciences (RIMS) here by its Director Prof S. Sekharjit.

Speaking on the occasion the Director said the two ambulances will be at the service of the patients from Tuesday in greater Imphal areas.

Prof S. Sekharjit said that there will be staff round the clock to receive emergency calls even as there would be a need  to verify the calls and provide security to the ambulance staff and equipments.

The Director also said that unless all sections of people extend full cooperation these ambulances cannot be placed at the service of the needy sections of the society. With the introduction of this ambulance service RIMS will be in a position to serve the people better.

Prof N. Damayanti of Anatomy Dept underlined the need to limit the distance the ambulances should cover in view of the prevailing situation as the ambulances and gadgets are costly.

Interacting with media persons at the sideline of the occasion, Prof S. Sekharjit said there are many ambulances in the state however RIMS will be the first to have ambulances which houses most number of advanced life supporting systems.

The two ambulances are equipped with defibrillator, ventilator, oxygen cylinder, batteries, electric and hand suction, monitor to measure Blood Pressure, pulse, oxygen, carbon dioxide, system to regularly administer injections by observing the monitor, walkie-talkie, a movable trolley etc, the Director said.

He added, as the vehicle used is a Tata Winger the ambulances will accommodate more persons for it has bigger space. The ambulance is like that used in Commonwealth Games in terms of the equipments fitted and will be at service for patients from May 21, 2013 in Greater Imphal areas in the beginning, and if everything goes fine, the service will cover other areas.

IMPHAL, May 18: A press release from the Governor’s Secretariat, Raj Bhavan, Imphal has said that the Governor of Manipur Gurbachan Jagat conveyed his congratulations to the 1st North East Top of the World Mount Everest Expedition Team which by today had successfully sent up 9 climbers to the top of the highest peak in the world while stating that he was proud that two Manipuris are among the nine namely N. Bidyabati Devi and N. Chingkheinganba, who by their achievement have made the state proud.

He continued that MMTA, which is organizing the expedition with support from various agencies deserve all the praise for the momentous effort in bringing climbers of the north eastern states to make a successful attempt to scale the highest peak, which is fraught with risk and danger. In two days, climbers from 6 north eastern states have reached the peak, the states being Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram and Sikkim, it added.

IMPHAL, May 18: Jewellery shop owners along Wahengbam Leikai shut down their shops and staged a protest against the one year monetary tax reportedly served by the RPF (PLA) today at Wahengbam Leikai.

Speaking to the media, one of the protesting shop keeper said that the jewellery shops had been served a monetary demand by the RPF (PLA) in the form of a one year tax reportedly signed by one Imo, District revenue officer- 2, Finance department RPF a few days back.Saying that the monetary demand was a huge financial burden to the small time traders, the shopkeepers appealed for the demand to be waived.

A source added that there was no external or internal reason or political issue for the outfit to avoid entertaining participants of the general public and others except that the schedule program would not be including other public entertaining programs apart from mass fasting prayer of the outfit active cadres.

Mentioned may be made that, in the previous years on the outfit`s rising day, all business establishment, educational institutions, govt.offices, etc. were informed to close. But this year,  no such thing happened in and around Kangpokpi and its surrounding areas.
