IMPHAL, 18 January: Health & Family Welfare Minister Phunzathang Tonsing administered polio drops to the attending children launching the Intensified Pulse Polio Immunization Programme today.

Directorate of family welfare services, Government of Manipur in association with State Health Society, Manipur organised the launching function of Intensified Pulse Polio Immunization Programme today at the premises of the family welfare services, Manipur.

The Minister who attended as chief guest of the launching programme said that polio immunization programme is for children of age 0 to 5 years. Polio is incurable it can only be prevented.

It was totally eradicated from India in the year 2014 but immunization programme carries on as our neighbouring country like Pakistan or other country like Nigeria still has this incurable disease at present.

Three day long IPPI programme is targeting to render its services to 334054 eligible children in all districts of the state with 3341 dedicated booths.

Family welfare services will also utilise 670 supervisors and 13364 vaccinators for the programme.

President of the function Principal Secretary Health & Family Welfare J Suresh Babu, IAS said that children are our future and to protect them is our main agenda.

He said that small pox and polio are two dreaded diseases and fortunately these diseases are eradicated from India but need to have prevention measures as neighbouring countries still fighting to eliminate these diseases.

He lauded the contributions from the parallel NGOs for extending their services in process of immunization programmes.

The function was also attended by Director (Health)/SMD, (State Health Society) Manipur Dr O Ibomcha Singh and Director Family Welfare Services Dr K Rajo Singh as Guests of Honour.

Meanwhile, the 1st Phase of Intensified Pulse Polio Immunisation (IPPI) Programme for this year was also launched at various places of the Thoubal District today.

The programme has been officially launched with dignitaries providing polio drops to children at the DC Office Complex, Thoubal with Deputy Commission, Thoubal, Takhellambam Ranjit formally kicking off the campaign at the district.

As part of the campaign, health workers, nurses and anganwadi workers and helpers administered polio drops to children at various localities.

Chief Medical officer (Thoubal) Doctor S. Saratkumar Singh, Adhyaksha and Thoubal Zilla Parishad, Kh. Surnalata Devi and District Health Society and Thoubal Programme Manager, H. Rishikesh Sharma were also present at the launch function.

Health workers will administer polio drops to children through door-to-door campaign during the 2nd and 3rd phases of the campaign.

It must be quite an irony of fate that three traditionally heavy drinking states, Nagaland, Mizoram and Manipur, were till recently the only dry states in the entire Northeast, that is till Mizoram in July last year decided to reversed its policy on sale and consumption of alcohol. This was after 18 years in the case of Mizoram, when the government of the day decided its prohibition law Mizoram Liquor (Total Prohibition) Act of 1995, was an exercise in futility and lifted it partially to be replaced by Mizoram Liquor (Prohibition and Control) Bill 2014. By this Act, sale and consumption of liquor is no longer illegal, but are still under stiff restrictions. This is an important development, for let there be no dispute about this, in the case of Manipur and Nagaland too, though the states are officially dry, liquor is still freely available in the black market. What prohibition has done is far from eliminating the business or the drinking habits of people. It had only driven the business underground. Businesses of licensed vendors were put to an end, only to the benefit illegal traders, which incidentally include some units of the security forces stationed in these states, who it had been alleged on several occasions, including in a court case by a soldier of a particular unit, that subsidized rationed consignments of liquor of these units were being systematically siphoned off to the black market for respectable premiums. It is only common sense that the business continues to thrive in the black market because there is a demand for the commodity. Indeed, people in these states never gave up drinking like good law abiding citizens once the law banned it. In Imphal, practically every brand of foreign liquor is available. The extremely potent locally brewed rice wines also still flows. There is also a danger associated with prohibition especially for the poorer section who cannot afford branded bottled drinks. Left with little choices they begin to drink whatever is available and since legal vigil of quality is absent because of the prohibition, what are available are not always up to prescribed health standards.

This is a plea that Manipur should consider the Mizoram approach. Alcoholism is a scourge and it must be fought, but prohibition is not an effective way of doing this, as the state has been witnessing in all the nearly two and half decades it was under official prohibition. Make sale and consumption of liquor legal and open, and then control the trade legally by putting suitable restrictions to prevent its abuse. The debate on prohibition had repeatedly come up in the state Assemblies of both Nagaland and Manipur, but with no substantive decisions taken till date. We hope some changes come about in the months ahead in both the states. There are other organizations and institutions, also opposed to lifting of prohibition. In the case of Manipur these are some powerful insurgent groups, and in the case of Nagaland it is the church. The thought that we want to float at this junctures is, conditionally lifting prohibition is not about encouraging alcoholism but of fighting it. Manipur became officially dry in 1991 during RK Ranabir`™s MPP government. But what must be remembered here is that the ban was not just by the government but also by the underground parallel governments. In fact the ban on liquor was first by the underground organizations, a move which was immensely popular at the point in time, and the government had to also follow suit so as to save itself losing face by attempting to claim some of the winds from the initiative by these groups. A lot of water has flowed down the many rivers of Manipur in the decades that have passed by, and now it is time to review the situation to weigh the pros and cons of the ban and reshape so only its good features are allowed to remain while its detrimental aspects are done away with.

Governance has now attained the “the status of a lost word of the English language to a fashionable and challenging concept in a range of disciplines and research programmes.” In fact, governance is now a key word in every discussion of a society and its economy. But any discussion on governance is never complete without referring to a 1532 book, The Prince, of Niccolò Machiavelli. Looking at the challenges of reforms and the absence of political responsiveness to widely shared public issues in Manipur, Machiavelli sounds like the most appropriate commentator. He wrote in 1532 thus: “And it should be realized that taking the initiative in introducing a new form of government is very difficult and dangerous, and unlikely to succeed. The reason is that all those who profit from the old order will be opposed to the innovator, whereas all those who might benefit from the new order are, at best, tepid supporters of him. This lukewarmness arises partly . . . from the skeptical temper of men, who do not really believe in new things unless they have been seen to work well. The result is that whenever those who are opposed to change have the chance to attack the innovator, they do it with much vigour, whereas his supporters act only half-heartedly; so that the innovator and his supporters find themselves in great danger.” This sounds exactly like a commentary on contemporary Manipur. The response in terms of electoral outcomes, the responsiveness of the political elite to the core issues of the people, and the very character of action of the administration in Manipur all reflect the very phenomenon explained nearly five centuries back.

But this is not the end. Manipur has now acquired additional aspects in this and with a very dangerous outlook for the society. The degraded character of governance functioning has now taken roots in the very functioning of the individuals themselves. Till recently the problem was one of divergence between the stated beliefs of the political class and the beliefs revealed in their actions; there was no convergence between the two. The public felt this and despite the Machiavellian weakness of inability to effectively organise at the collective level, there were voices of dissent loud and clear. Now this has almost disappeared. In a context where the government sector is the only effective and widespread employer of people, the governing class has been able to corrode the core values and principles of governance of every government sector and institutions such that the relevance of dissent has been murdered. All in the government sector and all those who aspire to get access to the facilities of the government have only sacrificed their personal beliefs and joined the bandwagon of sycophancy. This has led to the below par quality in any delivery by the government and the institutions in Manipur in every aspect of performance. The situation has reached such a level that even the non-state forces, which had promised a better world and elimination of the negative traits in the governance in the beginning, are now strong partners in the game of non-convergence between stated beliefs and revealed actions. This is a very violent atmosphere where the very source of any dissent could be eliminated as the two partners, the state and pseudo-anti-state forces, have the capability to indulge in any violence without accountability; there have been and there are examples of this in Manipur. It is a kind of scenario where the scope for recovery to an ameliorated social context is hugely stunted.

Now we may wonder how such a situation can prevail for long. The answer has to be found in what is happening with information sharing. A very systemic disease of the governance as manifested in the functioning in every government sector and institutions in today’s Manipur is the indulgence in information manipulation. Information is manipulated in such a way that the stated beliefs are taken as genuine ones by the populace. It is also done to cover the revealed actions so as to make them appear as truly reflecting the stated beliefs. There is a large scale indulgence in information manipulation. Some people are aware of this game but there is the Machiavellian weakness and the contextual danger of being victim to elimination.

Thus such a beautiful land of Manipur is now dominated by people who manipulate information to portray positive images while stealing in every possible way. This game is administered by the sharing of booty by state and pseudo-anti-state forces. This has murdered the scope for common people to organise in any way to voice dissent with every probability of getting lives eliminated without accountability. Manipur is now really dirty, dangerous and deadly. One has to be a practitioner of the game or leave the land behind. It is a place where there is no scope for theory, no scope for critique, and no scope for social amelioration. Who cares?

IMPHAL, January 18: Another report of recovery of human skeleton from campus used by paramilitary force has surfaced, in the wake of the clamour to determine the mystery behind the recovered skull and bones from erstwhile Tombisana High School.

In this fresh case, skeletal remains were reportedly unearthed while digging the campus of a VDF post to construct the fencing situated at Chothe village, Bishnupur district head quarter. The camp was used by paramilitary forces.

This was disclosed by the People`™s Action for National Democratic Movement (PANDM) president, Yumnamcha Dilipkumar today at the fifth foundation of the group held today at Manipur Press Club.

The PANDM president said that they received the information from local sources of Chothe village adding that they would set in motion an investigation to authenticate the report.

Dilipkumar appealed all the NGOs, intellectual etc to visit the place to obtain more clues presuming that it could be victims of enforced disappearance.

Stating that PANDM will extend their full support, Dilipkumar said that it would leave no stone unturned.

Meanwhile, the PANDM president spelling out the objective of the group was to make a corruption free state, he informed that it will soon launch a campaign call `Zero-Corruption`.

Even as the MLAs, Ministers and other to bureaucrats speaks of wiping out corruption, they are the one responsible for the menace, said Dilipkumar adding that he exhorted the need to end the trend of taking bride from candidates while recruiting Government job.

Retd Lt Col, RK Rajendra, addressing the gathering as the chief guest termed the prevailing situation unfortunate for the state State government has not able to give any information about the recovered skulls and skeletons from former Tamphasana High school campus.

He asserted that a suo-moto case would have been registered against the Government had the State Human Right Commission is operational today.

IMPHAL, Jan 17: The proscribed Revolutionary People`™s Front has claimed that its armed wing PLA has carried out an attack on the security forces leaving many casualties on the night of January 14 at Machi crossing in Chandel district under Tengnoupal police station.

It also claimed that due to the said attack the Indian Army Day celebration in Manipur to be held on the following day was disturbed and could not celebrate successfully.

A press statement of the banned outfit signed by its secretary publicity Roben Khuman said that the attack was carried out as a part of operation `Willy Civet` of the PLA`™s Tactical Command.

The PLA carried out the attack on a combined team of 24 Assam Rifles and 20 Assam Rifles who actually came from different direction and met there at the Machi Khul crossing in Chandel district at around 10:30 pm of January 14, the statement said.

Bombs, assault rifles, UMG, M-79 and RPGs were used in the attack. Two anti-tank mines and 12 claymores which were earlier planted were blasted in three phases to start the attack, it said.

In the attack the PLA has killed and wounded many enemy soldiers, the statement claimed and said that the dead and wounded personnel were taken away using five ambulances and helicopter.

The security forces retaliated using Para Troopers, Unmanned Arial Vehicle (UAV), Helicopter and on foot personnel but all efforts go in vain, it claimed.

The Indian Army Day celebration was turned into a day of receiving death bodies and chasing after the PLAs, it said.

The statement also mentioned that the `colonial rule` will not reveal the casualties on their side which clearly shows that India is waging a secret war in Manipur. When they can even hide their soldier`™s death then how can we expect to find the missing persons who were actually killed by them (security forces), it charged.

The chief of army staff from PLA`™s War Office has congratulated and thanked the Tactical Command team who took part and organized the operation successfully, the statement added.

IMPHAL, January 17: The Joint Action Committee formed in connection with the alleged mob killing of Md Firoj alias Amu has announced a 24-hour-bandh along the Thoubal stretch of the National Highway 2 from 6am of January 18 to 6am of January 19.

The JAC has demanded the case regarding the alleged killing of Md Firoj alias Amu, 28 S/o Late Noordin from Lilong Mayai Leikai to be handed over to an independent investigation agency like the CBI, arrest of the culprits at the earliest, ex-gratia of Rs 10 lakhs to the family and a suitable government job to a family member and to bring out the truth in the incident within three days.

Speaking to media persons at the Manipur Press Club today, JAC convenor Kh Zakir Hussain said religious activities and emergency services will be exempted from the purview of the bandh.

Muslim Council Manipur, MCM secretary Haji Arafat Ali said the council also supports the bandh.

Amu was an innocent labourer who was staying at the Telipati area he said and further alleged that Amu was killed in a suspicious manner at Khangabok.

Amu has left behind his wife and four children.

The JAC along with the MCM had also submitted a memorandum with five demands to the State deputy Chief Minister who is also the Home minister, director general of police and the SP Thoubal.

Setting three days for the authorities to find the truth and produce it before the public, Ali said the dead body will not be claimed until the demand is met.

Meanwhile, a sit in protest was also staged at Telipati today demanding arrest of the culprits involved.

IMPHAL, January 17: The District Women Committee, UNM-M Chandel in collaboration with ATSUM conducted a one-day consultation programme on International Humanitarian Law and Right to Life at Lokhijan Primary School, Sugunu.

Speaking as a resource person, Babloo Loitongbam talked about International Humanitarian Law and stated that AFSPA violated the Indian constitution as well as International Humanitarian Law.

He said the amelioration on sick and wounded soldiers during war, a proportionate means or method of warfare and protection of civilian population are the three principles of International Humanitarian law. The plan allocation of Rs. 4000 crores is not only for the pockets of politicians but also for respecting human rights of citizens. This should be fulfilled by the government and the rights of every citizen should not be violated, Babloo said.

The Geneva Convention declaration on International Humanitarian Law has mentioned that the right to a fair trial, right to life and right against torture must be respected even when emergency is declared in a country or state. The additional protocol-II of Geneva Convention laid down some principles to be followed by the state and non-state actors.

Babloo said that now the time has changed as non-state actors are also accountable for their activities. If any non-state actor violated the law, they are punishable by law because they have to follow the humanitarian law and rules. So, the humanitarian law can help bring peace in the areas affected by insurgency and insurgency prone areas.

Shangnaida Tontang spoke on the participation of women in governance. In her lecture, she said the culture, custom and traditions of society have restricted the potentials of women. Especially in the context of Manipur, women of the tribal community are not consulted even if they have more knowledge than their male counterparts in the village or community administration, she added.

She said that daughters can`™t lay claim to the property of their fathers. Women are also human beings and they also have the same rights under the Indian constitution or International Humanitarian law. So we need to enjoy the same right as men but social norms have restricted our rights, she added.

If the system allows, women can take part in administration and bring down crime against women. Now, women have no security and are vulnerable in every place, she added.

UKHRUL, January 17: Even as Ringui (Tongou) village in western Ukhrul recently hit the headlines by declaring its revolutionary decision to allow elected female representatives into its traditional village court as well as in the Church administration of the village, Tangkhul Naga Long (TNL), the apex body of Tangkhul community is earnestly seeking a consensus of opinion from various quarters from across the district after Tangkhul Shanao Long (TSL) recently petitioned for admission of women`™s representatives to the decision-making process of the apex body.

It may be recalled that TSL last year submitted a petition to the apex body seeking inclusion of its representatives by way of amendment to TNL`™s Riyan (By-laws) during the ongoing constitutional review of the latter.

Talking to Imphal Free Press in this regard, TNL general secretary K Dickson informed that currently a 7-member By-laws review committee comprising of former TNL functionaries and Tangkhul intellectuals, is looking at the possibilities of the proposal by seeking varied opinions from across the community so as to reach a consensus on the matter.

`Since TNL is an all-encompassing body of the whole Tangkhul community, it is bound to obtain consensus before making any decision regarding the matter in question,` he said while also adding that for the proposal to see the light of day, there must be a consensus of opinion among all the frontal organizations under TNL and the public of the district.

`The committee has had three sittings so far to discuss inter alia the TSL`™s proposal over the last few months, but the final decision on the matter will be known only after completion of the current constitutional review process` he added.

IMPHAL, January 17: The case of the recently recovered skeletal remains from the old campus of Tombisana High School should be probed by a high level independent committee as involvement of security forces can`™t be ruled out, stated former minister Okram Joy.

Speaking at a press meet at his residence in Kakwa this afternoon, he said the recovery of some skeletal remains from the site is a sensitive issue and it should not be taken easily by both the State and Central government. The government must find out those persons to whom these skeletons belonged to assuage the suspicions of the people and to bring the truth to light.

He said he also share the suspicions of the common people that those skeletal remains could belong to those missing people who are feared killed by security forces under the cover of Armed Forces Special Power Act, 1958. The State government can`™t remain silent by simply stating that the case has been handed over to the CBI, he added.

`Apart from the investigation by the CBI, the government needs to form an independent high level inquiry committee.

The CBI probe may unveil the truth but people won`™t be satisfied. The high level inquiry committee would help in giving a credible final report.

The right to life given by the Indian Constitution must be respected. Even after science has developed and advanced so much it still can`™t create a single species. So the life of a human being should be respected`, he said.

Since the1980s when AFSPA, 1958 was first imposed in Manipur, 20 persons have gone missing after being arrested by security forces, he said, adding another two persons are reported to be missing now.

Now, altogether 22 persons have simply disappeared from our state and there are many more unreported cases from various places of Manipur in which the whereabouts of the missing person remains untraceable, O Joy said.

Alleging that the site where the skeletal remains were found used to be the camps of security forces engaged in Counter Insurgency operations, he said the first case of the disappearance of a person in India was reported in Kerala when an engineering student went missing after being arrested by security forces. During that time such incidents were very rare and it was taken very seriously by the government but after AFSPA, 1958 was imposed in the state, many cases of people who went missing after their arrests by security force in Manipur were reported.

`The first victims of AFSPA, 1958 in the State were Thokchom Lokendro from Thongju and Kangujam Loken of Khongman Basikhong who were arrested by the15th J&K Rifles on September 23, 1980. The two persons remain untraceable to this day. After this incident, many people who were arrested by Hindi speaking security forces such as JK light Infantry, CRPF, Sikh Regiment, Indian Army, Assam Rifle, Madras Regiment and Rajputana Rifles have disappeared`, O Joy said.

`Many cases regarding the missing persons have been registered at the High Court and then Supreme Court. The Supreme Court has also in one of its verdicts directed that Indian security forces should be held accountable for those people reported missing in Manipur`, he said.

Okram Joy said that while he was an MLA in 2007 he came across such a case when he intervened to save a person reported missing after being arrested by the Army who handed over the person after torturing him for days.

A former member of an UG group who was staying at home with his family was arrested by AR personnel who kept him in their custody for many days, he informed, adding the Assam Rifles didn`™t release the person from their custody even after being directed by a court. During that time, O Joy said, he took the help of the then Manipur Governor Ved Marwah and secure the release of the person after being brutal tortured by the security forces.

If the person was not rescued from AR custody, he might be one among the missing people, O Joy said.

IMPHAL, January 17: A civilian was injured when miscreants reportedly attacked a patrolling team of 2 JAKLI by lobbing hand grenades this afternoon along Tiddim road at Moirang.

Police source informed that the attack occurred around 1.35 pm near Moirang police station in between Moirang fire sub-station and the oil pump located along the Tidim road.

A team of the Gothol post 2 JAKLI were scattered at the area as a part of their routine patrol.

It is reported that the attacker who came in a four-wheeler lobbed two hand Chinese made grenades one at a time towards the security forces.

However, none of the security forces were injured in the attack. The explosion instead hit a Bolero travelling along the route and injured the driver besides inflicting damage to the vehicle.

The grenades reportedly exploded about 15 feet apart from each other.

The injured has been identified as one Yumnam Ranjan 29, son of Y Gobardhon of Uripok Kabrangbam Lamkhai. The Bolero bearing MN1W-3854 belong to Reliance Company.

Ranjan and another person were returning to Imphal from Churachandpur after doing repairing works of mobile towers.

A team of Bishnupur district police rushed to the area and a case has been registered with regards to the incident.

It may be noted that this is the second attack of 2015 on security forces. The first attacked of the year occurred on the night of January 14 at the Company Operation Base (COB) of the Assam Rifles situated at Machi during which two personnel were injured.

IMPHAL, January 17: The road safety week 2015 organised by the Department of Transport, government of Manipur under the theme `safety is not just a slogan it`™s a way of life` concluded today.

A cycle rally was also taken out as part of the concluding programme today. Around 40 cyclists took part in the rally which was organised by the department and the Manipur Cycle Club.

Spreading awareness of the benefits and tips of cycling, the cyclists set out from the Transport department office and after passing along Keishamthong, Nityaipat Chuthek concluded in front of the Ima Keithel.

A walkathon was also organised by the department in collaboration with WOL media with students of GP College, TG Higher Secondary School and Jonhstone taking part.

The students who were seen holding placards which read `Obey traffic rules`™, `no mobile phones while driving`™, `reduce speed at turns`™, use helmet`™, `use dipper at night`™, `respect the pedestrian`™, `don`™t drink and drive`™, etc. also spread awareness of road safety to the passers-by.

Transport director Maracnchan Luikham said students will have to play a vital role in spreading awareness on road safety tips.

He said the week will be conducted in the future too.

Allergy is one word we often hear and even use in case of any illness. But do we really know what an allergy is? How it creates a reaction in the human body and the effects it has on the body? So today, I shall try to keep it as less technical as possible to explain some basic information about allergy.

So starting with the first and basic question, what is an allergy? An allergy is a response of the human body from its immune system which is the defence system of the body, to normal harmless substances, or environment or other conditions which normally do not cause any harm or cause any reaction in other normal human beings. But to individuals who are prone to allergic, the exact same substances are identified as a `threat`™ causing their immune system to create a reaction which is known as an allergic reaction. As we already know, the immune system of our body is the natural defence mechanism, and when any kind of a threat is identifies whether it may be virus, bacteria or an allergen, the immune system creates a natural defence reaction and shows it in the form of various reactions in the body. These substances which cause an allergic reaction are known as allergens. The sources of allergen may be from pollen, dust, food articles, animal hair etc.

So what happens in an allergic reaction? When an allergic person is exposed to certain aggravating allergens, it causes the activation of certain type of white blood cells, which are usually activated after exposure to a disease producing germ. This in turn creates an inflammatory reaction in response to the allergen, and this is manifested differently according to the type of exposure and the part of the body which is exposed. For example, an allergic reaction in the nose may result in runny nose, sneezing etc or a bout of allergic sinusitis. Eyes could react by watering, itching in the eyes etc. The respiratory tract may react by sneezing, coughing, wheezing in the chest, an asthmatic reaction, etc. Skin may show rashes, and hives like eruption at the exposure of an allergen. Occasionally the allergic reactions may be very severe and sometimes even fatal in nature.

Allergens may be from various sources and it also depends on the individual. One may inherit allergy genetically from the family history as well. Allergens can also be of various types, some may result from food, insect stings, or even certain kinds of medications. Food allergens are very common. It could be from cow`™s milk, eggs, peanuts, and certain kinds of fishes. Their reaction may include abdominal symptoms like bloating, vomiting, diarrhea, etc. Likewise insect stings often lead to skin reactions like urticaria or hive like eruptions. And allergic reactions to medicines like aspirin, penicillin etc may sometimes give fatal reaction.

Diagnosis of allergies is usually confirmed my different tests like a blood test or a skin prick test where small quantities of common allergens may be inoculated into the skin and the causative allergen may give a reaction on the site of inoculation. Similarly a patch test can also be done to ascertain the reaction. Antihistamines or anti-allergic, or steroids may be administered to cure allergies. However, in cases of serious reactions, prompt hospitalization is definitely called for. As the axiom goes prevention is the best cure. It is advisable to stay away from substances which may cause allergic.

The other day I was walking along the unpaved path on airport road when suddenly out of the blue, a car driven by a young man and his friends came barging towards me at full speed followed by a cloud of flying dust. For a moment I though a tornado was swirling behind the car. My mind was very much on tornado as the previous night I was reading about the strong winds and storms my friends in US has posted about in her Facebook status.

Alas! We have no tornados but dusty roads in the dry winter months in Manipur. Many people are down with cough and cold when winter approaches. But many of us living in Manipur are not aware that we are allergic to dust and this can lead to serious complication to our health. The first winter I faced after many years of living outside I had dusty phlegm and throat infection, irritation of the eyes, nose and throat. Congestion, coughing, phlegm, chest tightness, and shortness of breath that lasted the whole of winter and I thought I was seriously ill. Now my system has acclimated to dust somewhat but not completely.

The Tiddim stretch of road leading to airport road is particularly heavy with dust particles as many houses and shops were brought down by the mighty JCB that took almost a year to complete. Now we have half paved and half unpaved road on a very busy highway. With almost a four lane busy road the dust pollution seem to have increased tenfold. Has anyone done dust pollution survey ever in our state?

Few days back, we had the first wakching rain of the year and as I rush to collect the day`™s washing drying on the roof all I could smell as the rain patters on the dusty road was `Dust` Can one smell dust really? Yes it assaults your noise with such high intensity that it has its own aroma. Soon we can have bottled dust perfumed as a brand of Manipur.

Earlier I was surprised to see many auto drivers and two wheeler drivers wearing mask and merrily driving away at such high speed but not anymore. I truly understand their need to protect their lungs and their health. It`™s a proven fact that dust pollution can caused respiratory disorders like Asthma, Bronchitis, Allergies, COPD (Chronic Obstructive Pulmonary Diseases, lung fibroid, Tuberculosis (TB), Whooping cough, Sinusitis, Lung Cystic Fibrosis, Lung Abscess etc.

Do the people of this state attribute their state of health to the dust /air pollution we are facing on a regular basis? People over here think it`™s normal to inhale dust. I doubt if people take it as a serious matter or complain about it. It`™s time we send a petition to the department concerned to campaign for a less dusty Imphal. I am ready to support it.

In all the articles related to Manipur many writers have pointed out that our state is dusty and full of dust everywhere and in the raining season muddy roads abound. Kudos to our expert drivers for maneuvering such slippery roads in Manipur. The latest I read was an article titled `The Best Kept Secrets of Manipur` by Saladru Ojha. He wrote an interesting travelogue about the important tourist spots of Manipur where he did mentioned about the dustiness that prevails everywhere. Wherever he went, dust followed. If you own a white shirt and don`™t travel by AC fitted cars be assured it will soon change colour.

I remember walking on the deserted road the day our Prime Minister was to visit us and gallons of water being sprinkled on the unpaved roads leading to the airport. It was a pleasure walking that day as dust didn`™t bother me. So the government did notice the `Dust `and how it bothers the citizen of Manipur but choose to do nothing about it (let me put it that way).

You must be wondering, why I am going on and on talking about dust and air pollution. The reason is because I am seriously afraid of the consequences of dust /air pollution on our health.

Air pollutants that are inhaled are known to have serious impact on human health affecting the lungs and the respiratory system; they are also taken up by the blood and pumped through the body. These pollutants are also deposited on soil, plants, and in the water, further contributing to human exposure and its effect on our health. Will the people of the state attributes lung cancer, heart attacks TB etc on dust/ air pollution? No they blame it on diabetes (every second person in Manipur suffer from diabetes) Substance abuse and on HIV but never on dust pollution. Strange isn`™t it? Someone should do a research.

I am so concerned because people are not bothered about the issue; it`™s of no importance to them when there are more pressing issues like crimes against women, AFSPA, joblessness and inadequate food supply. Our people are too busy working for their daily sustenance that they cannot think of other important things.

Are People not bothered about dust in their house and on the roads? I am sure they are. Just as we aren`™t, concern about the lack of trees in and around our neighborhoods. Let`™s just pause and think – does the dustiness of our environment not bother you at all? I was appalled at the lack of tree while visiting old Churachandpur. Instead of trees I see weeds (long grasses and burnt down stump along the road).

Why that is when you travel outside the state there are paved roads with trees lining it, beautiful garden, parks, green belt full of trees and flowers and no dust and people look so clean. While the opposite hold true for our state.

We are trying to promote our state as the next tourist destination in India. If I, as local person notice dustiness then won`™t our outsiders notice it too? Foreign tourists and back packers like to rough it out while travelling and will surely use the auto rickshaw transport. I swear that the parking areas for the auto rickshaw in Imphal are the dustiest part of the city. ( dust and noise, total chaos! )

The first time our Manipuri traveler travels`™ to Delhi in summer, the minute she /he step out of the airplane she is assaulted by a whip of hot burning heat. They say it is like `Meiphuyaiba` so similarly the minute our tourists step into the town all they will faced will be swirling dust and dust in their eyes, hair, clothes and everywhere. Won`™t it be shameful and unhealthy?

My dream for the Government of Manipur is to open a separate department to tackle the dust in our state. Soon we can have business enterprises working on how to make your home dust proof and conduct seminars on 10 ways to eliminate dust in your home and in the environment etc.

Manipuri by nature are enterprising and innovative surely we can come up with a novel idea on how to dust proof our state and make it the best city to live in. The government needs to improve the infrastructure, which is a big word. Please translate it into by action black topping our existing roads. So when big donor visits our state we can boast and say we have utilised the funds by improving our roads and making it world class standard.

People love naming their cities and towns so Imphal can have a new name `Dusty land` instead of Sana Leibak, land of gold. I guess all the gold has melted and turned into dust. My apologies to all the citizen of this state, we inhale dust and eat dust on a regular basis. We folks are literally biting the Dust.

IMPHAL, January 17: The Joint Committee on Inner Line Permit System has said that two Tata Wingers were stopped while trying to sneak in non-locals without proper verification papers this morning.

According to a press statement of the committee, a team of the JCILPS student wing including leaders of MSF, on getting information that two vehicles were coming from Dimapur carrying non-locals, went till Saparmeina to check the vehicles.

It said the two vehicles however went pass the team ignoring calls to stop.

The vehicles were stopped at Kanglatombi and checked during which the two were found carrying 21 non-locals without any proper verification papers and who are not Inter State Migrant Labours registered with Labour department, it said.

The statement further said that the vehicles were later made to turn back with the non-locals.

In 2014, the committee had held a meeting with transporters, drivers and owners of vehicles plying along Imphal-Dimapur and Imphal-Guwahati routes and counter services and decided not to bring any non-local without proper verification until the ILPS or a similar legislation is passed, it said.

It also said that there are laws which bars entry of inter State migrant labours without the registration certificate of the Labour department.
