IMPHAL, May 11:The BJP Manipur Pradesh has kicked off its ADC election campaign from today hoisting flags for 13-Kangchup ADC seat at resident of Beltinkhup Vaiphei of L Tungnaum Village under Sadar Hills District.

Addressing the function as chief guest, Laimayum Basanta Sharma, general secretary media affairs BJP Manipur Pradesh said that BJP is focussed on the three Insurance schemes recently launched by the Prime Minister Narendra Modi.

The Prime Minister Jivan Bima Yojna insurance scheme which gives benefits to the poorest people of India at lowest instalment will reach to every nook and corner of India, he said.

He further said that BJP Manipur Pradesh is fighting the ADC election in triangular contests. The BJP will fight the NPF in the Naga inhabited areas, Congress Party in Kuki inhabited areas. He is confident in the present situation, BJP is on the top position to bag most of the 144 ADC seats in all the six ADCs.

He said around 340/350 candidates vied for the BJP ticket adding Sadar Hills is a stronghold of the BJP.

BJP will work hard for development if BJP gets the majority seat in the ADC, he said.

If BJP also gets the opportunity to rule in state, there will be power devolution directly to the ADCs and central funding will reach directly to the ADCs, he said.

The BJP will fight the ADC election on the development plank in hill districts which had so far been suffering prolong neglect under the Congress, he said.

He said the BJP candidates will collectively focus on development reaching the hill districts. This will include drinking water and PDS items, he added.

The Indian Government schemes which Manipur government has not extended to the people will be all made available directly to the ADCs he said.

He said this dream of the BJP can only be fulfilled if the people supported the BJP and its`™ candidates said Basanta Sharma.

Beltikhup Veiphei candidate of 13-Kangchup ADC from L Tungnaum village said if the BJP gets majority in the ADC, he will work for for development in his area and in Manipur.

IMPHAL May 11: The Chief Minister Okram Ibobi Singh who inaugurated the Science Meet 2015 today said next year the organizers should consider shifting the venue to places like City Convention Centre for students`™ convenience so as to attract more participants.

The Science Meet on the theme `Science for Nation Building`™ organized by Manipur Science and Technology Council (MASTEC) was held at National Institute of Electronics & Information Technology (NIELIT), Akampat, Imphal.

The Chief Minister continued that this Science Meet is held every year as part of the National Science Day and National Technology Day observed across the country on the anniversary of Pokhran Nuclear success since 1998.

To strengthen the scientific temper among the students, Manipur Science and Technology Council has been taking the lead role of popularizing science and technology in the state through such meets. It gives a platform for exchanging scientific ideas among different institutions, he said.

Such participatory exposures will also help students to comfortably opt for science in their later academic pursuit, he added.

The Chief Minister congratulated and encouraged the students, teachers and organizers to motivate innovators and boost scientific activities in the State.

Director Manipur Science and Technology Council (MASTEC) explaining the objective of the Science Meet said `To inspire the young minds with modern innovative science and technology applications and mentor their scientific progress. We facilitate such exciting shared platforms to exhibit and exchange their creative ideas through various models and improve their knowledge beyond bookish learning with hands on experiment.`

Works Minister , Dr. Kh. Ratankumar Singh, Nithi Mani Tripathi, Secretary, Science & Technology GoM and Th. Surendranath, Director, Manipur Science and Technology Council were also present in the function.

Students across the state participated and 60 stalls showcased different innovative ideas. The dignitaries lead by the Chief Minister visited the stalls and interacted with the enthusiastic students. The science meet 2015 will continue till the May 15.

Among the attractions were, Science Model Exhibition, Book Exhibition, IT Show, Science Short Play Competition, Puppet Show, Science Behind Miracle Show, Spot Painting Competition, Science Film Show, Science Drama, Declamation Contest, Science Quiz Competition and Best Appreciation Award.

As withdrawal deadline ends, 495 candidates remain to fight for 144 ADC seats

IMPHAL, May 11:: Even as the deadline for withdrawal of candidature expired, altogether 495 candidates remain in the fray to fight for 144 seats in six ADCs in the five hills district of the State.

According to official of State Election Commission, as the day for withdrawal ended, altogether 507 candidates were found valid for contesting ADC elections.

Earlier in the day, around 51 candidates submitted applications for withdrawal from contesting ADC election to state election commission.

Of the remaining 507 candidates 12 candidates will win unchallenged, as nobody else filed nominations for their seats. This has left only 495 to fight on the day of the polling.

Among 51 candidates who withdrew candidature today, one was from INC, two from JD(U) and 48 were Independent candidates. District wise, from Senapati three Independent candidates withdrew; from Sadar Hills five Independent and one Congress candidate withdrew; from Tamenglong, three Independent candidates withdrew; from Churachandpur district, 19 Independent candidates withdrew; from Ukhrul district, four independent and one JD(U) candidates withdrew; and from Chandel, 14 Independent candidates and one JD(U) candidate withdrew.

The 12 seats won uncontested were, from Chandel district four NPF candidates and one BJP candidates; from Senapati and Sadar Hills two Congress candidates each.

The fate of the 495 candidates will be decided on June 1 when their electorates go on polling.

IMPHAL, May 11: The Education Minister Moirangthem Okendro while officially declaring the HSE result 2015 at his office today said that the result has marginally drop in the overall success rate, now standing at 61.11 percentage as compared to the past percentage of 75.67, 82.86, 81.44, 76.89 in the last four years examination.

The Education Minister expressed that it was unfortunate but he is satisfied with the result though the pass percentage dropped compared to the previous examination as the students were strictly monitored by a government form observer during the examination.

As this policy will give a better quality education in the state by bringing out the quality students each year though with less pass percentage each he added.

He also said that each coming year examination will be conducted in a fairer manner without allowing unfair means during the examinations.

Altogether a total of 24742 students appeared in the examination and a total of 15120 students pass the examination.

There is also now only a marginal difference in the pass percentages of male and female candidates with males candidates pass percentage standing at 61,59 against females candidates pass percentage of 60.59.

According to the data available this year, the private institutions had better results than the government schools and colleges. While 68.34% passed from private institutions only 45.78% could get through from the government run schools and colleges.

This year Thoubal districts came out with the highest pass percentage of 80.06 and Bishnupur district with the lowest of only 40.43.

IMPHAL, May 11: Following the brutal assault on five villagers of Sehao and six labourers engaged in the construction of PMGSY road allegedly by cadres of KNLF, many Sehao villagers including women and children have started fleeing their homes in fear since last Saturday evening.

On receiving the news about the incident, a team of Kuki Student`s Organization (KSO) Khengjoi Block and former ADC Member of Songjang Constituency Paokhosei Haokip along with a media team visited the villagers and the victims who are taking shelter at the outpost of 6 Dogra Regiment located at Kemdo today.

The assaulted villagers have been identified as Seikhomang Haokip, 27 son of Late Jamkhotil Haokip, Chief of Senam; Seichon Haokip, 30 son of Late Onthang Haokip; Lunsei Haokip, 35 son of Thangsat Haokip; Lunkhosat Haokip, 29 son of Thangsat Haokip; Jamkhongam Haokip, 38 son of Late LimseiHaokip.

While the labourers assaulted by the KNLF have been identified as Sh Subash, 44 of Keirao Wangkhem (Work Supervisor), JCB driver Kh Subash, 30 son of Kh Ibo of Wabagai, JCB driver S Herojit, 19 son of Kanhai of Nongmaikhong, JCB driver Salam Romesh, 28 son of S Thoiba and JCB 2nd driver Chungkham Naoba, 20 son of Ibohal of Sekmaijing.

According to the victims, two armed cadres of Kuki National Liberation Front (KNLF) brutally assaulted the five JCB Drivers and a villager near Sehao village while returning back from a work site at around 6 pm last night. The cadres also assaulted four other villagers and the work supervisor who came to search the JCB drivers after they failed to return for long. After beating black and blue using woods, the armed cadres also threatened to kill all the villagers if they inform the army and media persons about the incident.

Fearing reprisal from the armed outfit, the villagers were compelled to flee their homes along with the labourers and took shelter at the Out Post of 6 Dogra Regiment. The Officers and personnel of 6 Dogra Regiment administered first aid treatment to all the assaulted individuals besides providing shelter and food for the villagers till Sunday morning.

After interacting with the villagers, Paokhosei Haokip, former ADC Member of Songjang and KSO Khengjoi Block made a temporary arrangement to accommodate the villagers at Khangbarol BDO Office as the villagers refused to return to the village fearing dire consequences.

Speaking to media persons, Seikhomang Haokip, Chief of Sehao who is also the vice president of KSO Khengjoi Block said that the incident of last night was not the first atrocity meted out by the KNLF cadres upon the villagers. There had been an incident where cadres of the armed outfit indiscriminately fired several rounds in the villagecreating fear psychosis among the villagers particularly to the women and children, he added.

Moreover, the cadres of the outfit also kidnapped one labourer engaged in the construction of the PMGSY road from the village on April 22 last but the labourer managed to escape from the captors. There had been another incident in which a Shaktiman Driver was tortured some days back. Since the said armed outfit established their designated camp at Semol, villagers of the area particularly the Sehao villagers cannot settle peacefully, lamented the Village Chief.

While appealing the concerned authority to shift the KNLF designated camp from the area, Seikhomang Haokip said that the villagers will not return to their homes until and unless the concerned authority shifted cadres of the outfit from their Semol designated camp.

Strongly condemning the action of the KNLF Cadres, Paokhosei Haokip who is also the Chief of New Songjang Village said such mindless action and atrocities of KNLF upon the innocent villagers and labourers should be condemned by all. He expressed gratitude to the 6 Dogra Regiment for providing assistance to the aggrieved villagers.

IMPHAL, April 11: Shedding new light to the assault of sub-inspector Arambam Amitabh by Th Lokeshwar escort personnel yesterday at Kangla gate, during the time of attack, Amitabh was handicapped in his right leg and wearing a crepe bandage due to a sprain. The armed escort of Lokeshwar also had snatched away his gold chain and mobile too.

However, in a report lodged by the escort party said three of the armed escort party wwere attacked by Amitabh himself. This counter report was lodged by the said escort team to City Police station today.

Simply said, the report meant that the nearly 15 heavily armed guards were attacked by a lone handicapped unarmed individual who was accompanied by his wife and two children.

Amitabh Arambam, who was physically incapacitated in the first instance was also mugged by the escort team of Lokeswar of his gold chain and mobile, after badly beating him up. Confirming this at Shija Hospital to this reporter, Amitabh reiterated his ordeal. He said that he was driving along the Kanglapat stretch when a Gypsy which was honking bore down on his tail. The vehicle then turned on the siren and Amitabh had also given way. But , the gypsy nearly brushed aside Amitabh`™s vehicle and as the pilot vehicle overtook, the driver had shouted at Amitabh with abusive language.

Amitabh had also replied of what the big hurry was and the pilot vehicle sped away. The next escort vehicle was following the first one at a distance. As Amitabh swerved his vehicle towards Johnstone School side, the gypsy which was following him suddenly rammed his vehicle from the back and another came up from front and smashed his bumper. `I feel that the pilot vehicle must have contacted the back vehicle on the radio set and ordered to smash into my back bumper,` he said. Then, another vehicle drove up from front and collided with the front bumper. His wife and children were all inside with him during the time of incident.

Amitabh got down from his vehicle and demanded why they had perpetrated the action, he identified himself as a police officer to which came the reply, ` If you are a police officer, what can you do,` by one from among the escort team. The escort party mauled him with their service weapons and sticks and Amitabh defended himself but was overpowered due to the sheer numbers and his sprained leg (which was in a cast). After roughing him up and snatching his gold chain, taking his mobile, the team drove away.

Amitabh`™s wife Vandana told media persons at Shija today that during the whole ordeal, she was repeatedly threatened by the escort party when she asked them to stop assaulting her husband. During the time, Th Lokeshwar was sitting inside his vehicle and watching the scene. Later, they drove away. Another interesting point is that , at the said area, the OC of Narcotic Cell, Shanti was with a number of policemen at the spot and saw the incident. He did not lift a finger to stop the assault.

Later, Vandana lodged a complaint to City Police Station at around 1 am yesterday `This is clear manipulation from higher authorities as my husband who is himself a policeman was assaulted and the criminals are still at large, this is a clear case of nepotism and justice being denied. Those who should serve the public turns on the public and tries to cover it up,`™ she said. . But, the filed report was not registered by the concerned police station till the filing of this report.

Amitabh, who is presently hospitalized at Shija had given his statement of the account to higher police authorities including CO of 8th MR, Leikun of Chandel district to whose unit the escort party belong. `This is too much, the blatant misuse of power by authorities must stop,` Amitabh said, sources mentioned that feelers have been sent from the VIP`™s side to negotiate the matter.

The INC campaign was launched at 19 Dolang Autonomous District Council Constituency, Tamenglong District.

President Manipur Pradesh Congress Committee, MPCC Gaikhangam flagged off the ADC election campaign for the INC candidate at the residential premises of the Alar Thoitak at Dolang.

During the campaign speech, Gaikhangam who also holds the portfolio of Deputy Chief Minister and Home Minister said that ADC election was once suspended for about 22 years as it was boycotted by some hill based groups.

Further mentioned that the current Okram Ibobi led Congress Government had strived hard to ensure the ADC election for the upliftment of the hill areas of the State.

He said that the determination to conduct free and fair ADC election was seen during the ADC election 2010, with the Government striving against all the odds. The trust of the people also ensured INC candidates could win all the six District Councils.

No one can suppress the power of common man, said MPCC president Gaikhangam and appealed the hill peoples of the State to come out and caste their valuable votes in the upcoming election.

He said that there are vested interests currently provoking hill people to create disturbances. Many of these are sponsored by some political party, but this only shows their own weakness.

`Unity and Development`™ is the theme for INC and only Congress can bring peace and harmony in the State he said.

He added that without development in the hill districts, no development can be there in the State as whole.

He summed up that to reach development to the grassroots works have already been initiated in the hill districts. This initiative includes constructing mini secretariats where all the concern departments will be working in one campus for efficient administration.

He continued construction works of these mini secretariats have neared completion and will be inaugurated after the ADC election. He further said there many other developmental works in the pipeline adding these will be announced after the election.

He added that above all the Congress Government is promoting sports and upgrading schools in the remote area of hill districts.

He said that to bring better road connectivity, the existing dirt roads like Tongjen Marin road, Noney Thangal road connecting to New Cachar road are in process of being widened with funds from the Asian Development Bank.

He called for cooperation of the people to the engineers and workers for swift completions of the projects. He said that development will follow if the villages are well connected through by roads.

The ADC election plays an important role in the development of the hill districts said Gaikhangam and added that the public must support and participate in the election.

He revealed that Congress candidates have won the largest number of uncontested seats having bagged six already, and he further appealed to all concerned to make the ADC election a free and fair.

The manner in which the escorts of the Manipur Assembly Speaker, Th. Lokeshwor Singh, savagely assaulted a person, who too turned out to be a police officer himself though in civil dress at time, is to say the least, scary. It tells of the same climate of impunity and that people have so far associated with the Armed Forces Special Powers Act, AFSPA, only this time, the atrocity committed was not by forces empowered and protected by the AFSPA, but by the state police. It would also not be wrong to say the brazenness of the assault is unparalleled. Not even the AFSPA empowered Army personnel would have gone to the extent. The assaulted man, Arambam Amitabh, was beaten up in broad daylight, in spite of his identifying himself as a police officer, in front of his wife and children, that too on the busy thoroughfare outside the Kangla western gate. It was indeed an arrogant pronouncement of impunity, and wilful disregard for the law. It was equally a declaration that the only effective law in this land is defined by the power that flows out of the barrel of the gun, and that the bigger the gun, the more forceful the law. There is nothing reassuring about this outlook, for history is lesson that this can only lead to a competition to own the biggest guns.

What makes the matter even worse is, the violence witnessed was not on account of anything grand like waging war against the nation. The poor man was being publicly savaged and humiliated because he was not prompt enough in allowing a motorcade of the Speaker to overtake and pass his vehicle. Since the Assembly is currently not in session, we cannot help wondering what the urgency was all about. Or were the Speaker`™s escorts given the impression that the Speaker owns the roads in Imphal, and that all traffic on the roads must side and come to a grinding halt to make his vehicle pass every time he decides to be on the road? And if somebody, for whatever the reason fails to do this as if by instinct, they have the right to simply beat and humiliate him like an animal? Since nowadays even animals have rights, such cruelty would have amounted to an affront on the law. Hence while cow slaughter has been made illegal, in Manipur it seems humans can be brutalised and slaughtered at will by those who are supposed to be holding up the law.

The complete absence of remorse could not have been more chilling. The VIP convoy simply drove away after the assault. At no time did the VIP make a move to intervene and put a halt to the nonsensical savagery. It was as if he was endorsing the whole macabre drama. We can be only grateful that as his convoy left the scene, the VIP did not roll down his window halfway and throw a coin at the injured man before rolling up the window again, in the manner the noble in Charles Dickens`™ `A Tale of Two Cities` did to the peasant his horse carriage injured on a street of Versailles. There has not been any apology from his side either, and instead, there are already talks of filing counter charges of first assault against the injured man, and that the security escorts were merely acting in self defence. Imagine an unarmed man, travelling with his family, which included young children, making a bare hand assault on a score and more men with lethal weapons. The conclusion is simple. Either the injured man thought he was Superman, or one of those Marvel Comic heroes, or else those reportedly making these counter charges are liars.

Let us come back to earth. Nobody will deny VIPs do deserve some priorities. But this cannot be to all extent. Moreover, even if there have been perceived breaches of the law, there are civilised ways of dealing with these. The brutish manner in which the VIP escort party resorted to assaulting a man for delaying the passage of the Speaker`™s convoy on the road, is nothing but hooliganism. Let the law take note of this, and if it is interested in saving itself some grace, have the thugs punished.

Adequate security deployment, emergency services for ADC election sought

IMPHAL May 11: `The State Election Commission has requested for deploying required adequate security and also to arrange all necessary emergency services in view of the ensuing ADC election to be held on June 1` said Th Chitra, Secretary of State Election Commission during a press conference at its office at DC Complex, Lamphelpat in Imphal West today.

51 Autonomous District Council Candidates have withdrawn their candidatures from the ensuing election. Out of them, 48 were from Independent parties, two from Janata Dal United (JDU) and one from Indian National Congress (INC).

Interestingly, there was not a single withdrawal from the Naga Peoples Front (NPF) and Bharatiya Janata Party (BJP).

There are 11 Autonomous District Council candidates from different constituencies who could win the election uncontested. Amongst them, it included six from INC, four from NPF and one from BJP. Amongst the INC candidates, four are from Moreh and another from Kangpokpi. The four NPF candidates are from Paomata, Purul, and Pudunamei.

After the election scrutiny, 558 candidates from 144 constituencies were approved. However, due to the withdrawal of 51 candidates and 11 uncontested winners, a total of 496 candidates will contest the election. NPF party has fielded 86 candidates who will be contesting from different constituencies.

On June 1, 709283 voters comprising of 360363 females and 348920 males will elect the new Autonomous District Councillors for a term of five years. Voting will be done through ballot boxes in 1163 polling stations in the six autonomous districts namely 206 in Ukhrul, 144 in Chandel, 165 in Tamenlong, 290 in Churachanpur, 186 in Senapati and 172 in Sardar Hills.

Five Civil Polling Personnel each will be engaged for all the 1163 polling stations.
