One piece of good news on the educational front from left wing extremist affected (LWE) districts in the country is that many areas have witnessed a declining trend in the dropout rates since the inception of Sarv Shiksha Abhiyan as was stated by the Minister of State for Human Resource Development, Shri Shashi Tharoor while replying to a question in Parliament during the just concluded winter session
A number of steps have been taken over the years by the centre and the concerned state governments to enroll children in schools in LWE affected areas and most importantly to retain them in schools and thus arrest the high rate of drop outs that these schools have been witnessing for many years .
Central Government Initiatives and Assistance
The opening of residential schools has been quite effective in retaining children in schools .According to official figures there are 77 residential schools/ hostels in LWE districts with intake capacity of 31650 children. 889 Kasturba Gandhi Vidalaya residential schools for girls have been opened in the affected districts for class VI to VIII.
Under the provisions of a scheme of the Ministry for Tribal Affairs 100 per cent central assistance is provided for construction of all Scheduled tribe girls’ ashram schools and boys’ ashram schools in naxal-affected districts identified by Ministry of Home Affairs from time to time .
The Coordination with Ashram Shalas and other SC/ST department schools by giving free text books, the mid day meal, teacher training school maintenance grant and teacher grant for teaching aids has also helped.
Multi Lingual Education in early grades in tribal districts of Odisha, Andhra Pradesh and Chhattisgarh is another step that can improve learning comprehension and retention of children in schools.
The centre has also sanctioned special training for drop outs or never enrolled children. Over 33280 lakh rupees have been sanctioned for 6, 59,668 out of school children for age appropriate admission in regular schools.
Transportation/ escort facility for total of 47,909 children has been provided in 2011-12 and 2012-13 in LWE districts.
LWE districts are treated as Special Focused districts for need based planning and sanctions.
KG to PG Educational Hubs in Maharashtra
The Maharashtra government is planning an initiative towards starting “KG to PG” educational hubs for tribal students in areas affected by Naxalite violence. These residential schools are meant to impart education to students from kindergarten to postgraduate level and are aimed at letting tribal communities enter the mainstream.
Porta Cabin Schools in Chhatisgarh
In Chhattisgarh the state government there has installed pre-fabricated structures, porta cabin schools in all the districts of Bastar region. While it takes a long time to build permanent infrastructure for schools, the Pre-fabricated structures can be moved to areas where Naxalites have destroyed schools or where ever they are required. The porta cabin school scheme in Chhattisgarh has been implemented with the help of UNICEF and the state of Jharkhand has also approved funds for such schools.
Balbandhu Programme of National Commission for Protection of Child Rights
An innovative Balbandhu scheme initiated by the National Commission for Protection of Child Rights (NCPCR) in strife torn areas two years back too has started making an impact. The scheme has been introduced in nine districts affected by civil strife in Sukhma in Chhhatisgarh, Gadchiroli in Maharashtra, Khammam in Andhra Pradesh, East Champaran, Sheohar, Jammui and Rohtas in Bihar and Kokrajhar and Chirang in Assam. Balbandhus are young people recruited from within the community to oversee the children in such areas go to school, return to schools if they have dropped out and trace and restore the missing children to their families . While these balbandhus may not have the power to enforce implementation but they can put pressure on the authorities by involving the community and the Panchayats towards this end An evaluation report on the Balbandhu programme says that these young recruits have given a distinct confidence to the children in these areas specially the school going ones.
Among many other suggestion, recommendations, that the Balbandhu programme should be extended for at least two years in the same block and a new block should be opened up in the neighbouring district where the existing resource person and balbandhu can give basic operational training .
The self help groups and Balbandhu committee should monitor Midday meal scheme and send regular reports.
Students should be encouraged to form self help groups where the students good in studies could help weak children.
According to Dr. Shantha Sinha, the NCPCR Chairperson, the Right to Education Act has shown positive results and there has been an increase in enrolment but a lot more remains to be done in strife torn areas.She said that the things there are moving at slow pace and there is need to replicate the experiences of places that have shown good results.
The President, Shri Pranab Mukherjee has said that Education is the best antidote for violence, intolerance and inequality. After laying the foundation stone of two separate hostels for tribal students in the districts of Chhattisgarh recently, he said faith in humanity must be restored in the minds of youths so that the country can find its rightful place in the world.

The roadside dwellers face trouble time daily from the dawn to dusk inhaling dust studded air. It is a pathetic scene. Somebody, who cares about the well being of the people should come out and say a wrong has been done at this area. Why it happens this question will be asked. Why this area is kept neglected? Time and again we have been telling to stop this madness called addition of WBM on the road. It is wastage of money. Just level the road by filling up the pot holes with gravel and then black top it. That will not only save money but the road too will be strengthened. Unnecessarily WBM is added every time the concerned department takes up road construction programme. WBM is for giving benefit to the contractor and the gain is shared among the contractors and the engineers. In other states the thrust is given in the development of (sadak, bijali and paani). Such idea must come from our respected representatives. They must be moving on these neglected roads for attending social, religious and Government functions. Cannot they feel the need for giving finishing touches to these half completed roads? They act only when the locals raise the issue through print or electronic media. They wait for someone to dictate what they should do. The question remains should we elect men, who can repair roads as our representative. That necessity has arisen. Because a land locked state Manipur, which does not have any means other than road for reaching out must have well maintained roads. When every other state is having well maintained roads why should our people move on dusty and unlevelled roads? Frankly speaking moving on these roads is really suffocating. Traffic jam at the national highway road near Kanglapat will reduce when the link roads are properly maintained. Why should one like to drive on jam-packed roads if the link roads are properly maintained. One is now in a dilemma whether to use the dusty roads or crowded road. But someone, who is wise and whose vehicle is old prefers driving on the dusty road because if he drives in crowded area he may land in trouble when his engine breaks down. At the dusty road nobody will bother when his vehicle is halted even in the middle of the road. It is time the concerned authority thinks for the conscious people, who do not want to add pestering problems like traffic jam that have occurred daily in the heart of the town. Similarly the other roads at Sagolband side near Tera too can be improved. When these roads are improved thousands will automatically avoid using the road near Kanglapat and that will ease the tension of all. Our planners can be asked to focus on these dusty roads. Consequently traffic congestion will go away.

The Zeliangrong Students’ Union, Manipur (ZSUM) has alleged today that one Y Mani Singh who is the graduate science teacher posted at Sibilong Junior High School of Nungba subdivision in Tamenglong district, has not been joining his duty from the beginning but the concerned authority in the state government although aware of it, has not been taking up action against the teacher.
The ZSUM said a transfer order of Y Mani Singh was notified on July 7 last year but the same was again stayed on September 3 of the same year.
The ZSUM terms the move of the state government as ‘self contradictory’ in its dealing. The ZSUM also said that the action of the state government was totally against the service rules. NNN

New Delhi, Jan.8 (ANI): Finance Minister Palaniappan Chidambaram has had pre-budget consultations with bankers and heads of financial institutions here.
Officials from 22 banks made representations before the minister and his panel about the industry expectations from the next financial budget.
Faced with the prospect of fighting elections in 2014 on the back of the weakest economic growth in a decade, high inflation and a possible sovereign downgrade, in September, Prime Minister Manmohan Singh – a veteran economist who oversaw the 1991 reforms – launched controversial new measures to free up the economy, including inviting investment from foreign supermarkets.
Since September, the government has raised limits on how much corporate and government debt foreign investors buy, but the widening deficit has faced headwinds from expensive oil, high gold imports and a sharp drop in exports.
Chidambaram had said gold imports at USD 20.25 billion substantially contributed to the widening of the current account deficit – USD 38.7 billion or 4.6 percent of GDP in the first six months of the current fiscal year ending in March.
In the April-November period, India’s total exports contracted by nearly 6 percent from a year earlier, leaving a trade deficit of nearly USD 130 billion. Worried by the ballooning deficit, the government in March doubled the import duty on gold to four percent.

Rape cases, torture and killing have become almost a daily occurrence in our society which have shocked and appalled us all said a NWU press hand out. NWU denounced the merciless killing of two innocent hunters of Kongkan village area under Kamjong sub-division of Ukhrul District by the UNLF on 28 December 2012, the brutal killing of Laishram Ibohanbi by the miscreants at Hatta Village near Finch Corner in Ukhrul District on 29 December 2012, the abduction of Shankarlal Swamy (59) from Kangla and subsequent murder on 3 January 2013 by the three miscreants including two IRB personnel and one driver by profession and Gongsingam Dangmei (18 years) former ZUF cadre s/o Gonbi Dangmei of Longmai (Noney) Bazar who was killed by 10 Assam Rifles in the evening of 30 December 2012 at Sangji Village.
NWU condemned the beastly act of rape of a minor girl, 4 years and two months by one Soren Raju, from Jharkhand who is a JCB driver working for a local contractor along Maram – Peren road near Tamphung Village on 25 December 2012 evening on the pretext of taking her for a walk. Another rape victim a young housewife who was allegedly raped by her neighbour at Thoubal District locality on 28 December 2012 and the alleged victimization of the victim by the police remanding her in the police custody.
All these unfortunate happenings are attacking the very fabric of our society. Apart from the failure of parents in parenting of their children which have led to worse situation of moral degradation, the present state government has also miserably failed to maintain law and order that is a matter of great concern now.
NWU extends its solidarity to all the victims’ families of these heinous crimes and demands to deliver fair justice to the victims’ families.
The Naga Women Community raises its voice against the police officer in-charge of Khoupum Police Station for not filing its charge sheet to the court till today against the accused Latjanthai Kamei who was arrested and jailed in Sajiwa Jail for kidnaping, gang-raped and attempted murder of four minor school girls of Khoupum Don Bosco School on 5 October 2012. In the Delhi gang rape case of a 23 years old, paramedical student, Delhi police has filed its charge sheet in a court against the five men arrested in the case within 18 days. Stern action against the police officer in-charge of the Khoupum police station should be taken by the government immediately for failing his due responsibility by not filing charge sheet against the offenders even after three months now.

IMPHAL, Jan 8 UNA : Tongjei Maril District Demand Committee (TMDDC) has come up with its demand for creation of a separate district by bifurcating the existing districts of Churachandpur, Tamenglong, Jiribam (Imphal East) and Senapati after remaining silent for the last around one year and set January 30 deadline to fulfill its demand.
A statement of the TMDDC signed by its convener, Abon Kamei said that memoranda had been submitted four times regarding its demands to the state government to the Chief Minister. However, government was yet to give a response to this effect.
The TMDDC had for the first time submitted a memorandum to the government on July 11, 1998 and another the memorandum submitted on August 30, 2011 had reminded the government about the demand.
The demand for creation of Tongjei Maril was among the five such similar demands for creation of full fledged districts. Others pending demands include creation of Phungyar (to be formed curving out Phungyar sub-division of present Ukhrul district, Sadar Hills (to be curved out from present Senapati district, Jiribam to be bifurcated from Imphal East district and Tengnoupal district (to be curved out from present Chandel district.
An area of 952 sq km encompassing Lower Lukhambi of Tamenglong district in the north, Churanchandpur district’s Tuangtu and Tuiphai, Thanlon-Nungsei Kolhen Chothe Munpi of Henglep subdivision to the south, Senapati district’s Sadar Hills’ New Keithelmanbi and Chini-Inkhol to the east and Imphal East’s Jiribam’s Gularthol and Tousem subdivision’s Kaiphundai to the west, comprising of 150 villages and one of the most underdeveloped area of the state have been proposed to be created into a full fledged district, noted the statement.
The statement further went on to say that the approximate population of the proposed district is one lakh composing of Aimol, Gangte, Chiru, Baite, Meitei, Bihari, Bengali Neisel, Haokip, Kipgen, Paite, Zou, Sitlhou, Singsit, Samte, Simte, Vaiphei, Singson, Kharam, Khasi, Hmar, Kom, Nepali, Zeliangrong Zemei, Liangmai, Tongmei, Puimei, all indigenous to the area in question.
Kamei observed that all essential commodities from Silchar were once traditionally brought in through a narrow conduit along the Tongjei Maril by villagers on foot that required several days hiking.
The Zeliangrong people carried the palanquin of King Charairongba in 1704 AD when he went on his pilgrimage to Brindavan through Tongjei Maril and onto Silchar, he said.
He said that the people of the area had extended support by enlisting as soldiers during the reign of King Bhagyachandra and King Gambhir Singh whose sacrifices and martyrdom are still fondly remembered to this day.
He said that healthcare delivery services are pathetic with no doctors and nurses to attend to the healthcare needs of the people.
Many women have died while giving birth, not to mention deaths due to snake bite. The only means of reaching the area is by tracking through the forests for 3-4 days.
There is virtual no education system in the area, Abon said in the statement, adding that the development deficit of the area could only be addressed with the creation of a full fledged district.
If no positive response could be get from the state government regarding its demand on or before January 30, TMDDC will launch a series of agitation with the supports of the people and other civil organizations extending support to its demand, the statement threatened.

IMPHAL, Jan 8 NNN: Showing anger against Manipur Government over its apathy on repairing of road stretch from Wahengbam Leikai to Oriental College, local residents of the area blocked National Highway-37, Imphal Jiribam road for several hours on Tuesday.
The agitating local residents were later pacified by the Additional Chief Engineer, Executive Engineer and Superintending Engineer of National Highway Division, Public Works Department and the contractor entrusted with the road repairing work. Following that, they (agitators) withdrew the road blockade just after midday. They blocked the highway section from 7 am- noontime.
The official assured the local residents who were protesting after joining hands with the Joint Coordinating Committee for Development that the road repairing work would be finished by April. They also said the NH-2 is now being repaired in full swing in view of the forthcoming Asian Car Rally that will pass through the route.
Bikramjit, special contractor entrusted with the repairing work of the road section from Wahengbam Leikai to Oriental College along NH-37, said the work has been delayed due to the tender process and non-release of the amount for the purpose by the Centre. But, It would be completed by April, he assured.
