Imphal, July 19: All the 60 MLAs of Manipur have voted for the UPA sponsored candidate, Pranab Mukherjee. Two former Speakers of the Congress party, TN Haokip and I Hemochandra were the polling agents for the Congress. Voting to elect a new President began here today at the Manipur Legislative Assembly at 10 am amid tight security. United Progressive Alliance (UPA) candidate Pranab Mukherjee and Opposition-backed PA Sangma are in the fray.
Chief Minister O Ibobi was the first elector to cast his vote in the presidential poll began at 10 am and ended at 5 pm. Next to him, Speaker Th Lokeshwar gave his vote and followed by other MLAs.Six MLAs cast their votes till 12:35 pm.
Chief Minister, O Ibobi said all the MLAs voted for Pranab Mukherjee.
Congress Gaikhangam said it is a historic event in the history of the state and he extended gratitude to all for supporting Pranab Mukherjee. It is a remarkable accomplishment during his term as President of Congress and O Ibobi’s stint as Chief Minister. There was no bargaining but the party requested all political parties to support Pranab Mukherjee, Gaikhangam said. All the political parties on their own conveyed the decision to support Pranab he further said.
Gaikhangam said regarding the issue of Congress President he will abide by the decision taken by the AICC. His term will end in Sep 2015. He further said ten new police stations will be opened.
The police stations in the state will now have about 50 to 60 personnel . He further said the police headquarter will alsob e constructed at a suitable place. The government is considering few places.
The state has 60 MLAs which include 42 Congress MLAs, 7 Trinamool Congress MLAs, 5 MSCP MLAs, 4 NPF MLAs and one MLA each from NCP and Lok Janshakti Party. The state has three Congress MPs hence all the votes of the state have gone to Pranab Mukherjee. Gaikhangam said the three Congress MPs have also exercised their franchise at Parliament House.
The value of a vote of an MLA of the State is 18. For the 60 MLAs the total vote value from the state will be 1080.The value of the votes of the three MPs of the state is 708. Indira, Secy Manipur Legislative Assembly and M Ramani, Dy Secy are the two AROs and Anup Chandra Pandey the Election Observer. The ballot box will be sealed and the AROs will personally take it to Parliament House tomorrow .
A confident Pranab Mukherjee cast his vote in Parliament earlier in the day looking all set to occupy the nation’s highest position. He was flanked by Prime Minister Dr. Manmohan Singh and Congress President Sonia Gandhi.
Pranab Mukherjee’s son, Abhijit Mukherjee, appeared to be delighted about the presidential election.
“First time may be in Indian history, the presidential candidate himself is a voter from Lok Sabha, and his direct descendent son is also a voter form one of the assemblies. This may be the first time in the history of Indian presidential elections, the first time. It is a great feeling,” he said.
Incumbent President Pratibha Devisingh Patil’s term is coming to an end on July 24.
Pranab Mukherjee’s chances got a major boost on Tuesday after West Bengal Chief Minister and Trinamool Congress chief Mamata Banerjee pledged to support him the Raisina Hill race.
4,896 lawmakers- 776 MPs and 4,120 MLAs are voting in Parliament and state assemblies. They do not use EVMs (Electronic Voting Machines). Each of them will list their preference on a ballot paper.
The total vote value is 10.98 lakh and a winning candidate needs to get 5,49,442 vote value if all of them exercise franchise.
The votes will be counted on Sunday and the result is likely to be known by early evening.
Besides the UPA and its four supporting parties-SP, BSP, RJD, JD (S), NDA partners JD (U) and Shiv Sena as also the CPI (M) and Forward Bloc have declared their support for Mukherjee.
There are around 32,000 votes with smaller parties, who have no presence in parliament but have legislators in the states.
Sangma, a former Lok Sabha Speaker, jumped into the fray playing the tribal card with the initial support of the Biju Janata Dal and the All India Anna Dravida Munnetra Kazhagam.
The BJP and Akali Dal decided to back Sangma, who quit the NCP, the party he founded with Sharad Pawar, to contest the election.
The President of India is the head of state of the Republic of India. The President is the formal head of the legislature, executive and judiciary branches of Indian Democracy and is the commander-in-chief of the Indian Armed Forces. The powers to pardon and clemency are vested with the President of India.
The President is elected, from a group of nominees, by the elected members of the Parliament of India (Lok Sabha and Rajya Sabha) as well as of the state legislatures (Vidhan Sabhas), and serves for a term of five years.

National Handicapped Finance and Development Corporation (NHFDC) was set up by the Department of Disability Affairs, on 24th January 1997 with the objective of serving as a catalyst in the economic development of Persons with Disabilities (PwDs) by helping them in setting up self employment projects.
The vision of NHFDC is to empower the Persons with Disabilities in order to break away from the dependence on others and from the depressed economic and social conditions by engaging themselves in productive ventures and thus help them to move up the social and economic ladder with dignity and pride.
NHFDC functions as an apex financial institution of the country and provides financial assistance, in the form of loans, for wide range of income generating activities to eligible Persons with Disabilities. The fund is channelised through the State Channelising Agencies (SCAs) nominated by the respective State/UT Government and Regional Rural Banks (RRBs). NHFDC also provides grants to its partner agencies and reputed training institutes to conduct skill development programmes in various trades to help PwDs in self employment.
CONCESSIONAL CREDIT
NHFDC makes available the concessional loans on convenient terms to all eligible Persons with Disabilities with 40% or more disability, between 18-60 years of age.
Interest Rates
The interest rates of NHFDC ranges between from 3.5% to 8% p.a. :
1500 Scholarships Under Two Schemes For Students With Disabilities
National Handicapped Finance & Development Corporation (NHFDC) is implementing two Scholarship schemes ? 1000 Scholarships under Trust Fund & 500 Scholarships under National Fund ? on behalf of Ministry of Social Justice & Empowerment. These scholarships are for students with disabilities (40% and above disability) for pursuing professional/technical courses.
1000 scholarships under Trust Fund are awarded every year to students with disabilities for professional/technical courses at Graduate and Post Graduate level. Under this scheme, total non-refundable fee is reimbursed as applicable to Government Institutions. In addition, maintenance and books/stationery allowance to the tune of Rs. 31,000/- for Graduate Course and Rs. 40,000/- for Post Graduate Courses are also allowed. Financial assistance is also be provided for purchase of aids and appliances for visual & hearing impaired students which is once in life-time. This scholarship scheme is restricted to those students with disabilities whose total family income is not more than Rs. 3.00 lac per annum. A novel feature of this scheme is that students can apply anytime during the academic year. Even students pursuing correspondence courses are eligible under this scheme. A student is required to send an advance copy on-line to NHFDC.
Similarly, 500 Scholarships under National Fund are awarded every year to students with disabilities for higher academic/professional or technical courses Ph.D/M.Phill/PG Level/Graduate or at Diploma/Certificate level. Financial assistance is given for computer with editing software for blind/deaf graduate and post-graduate students pursuing professional courses and for support access software for cerebral palsy students. This Scholarship scheme is restricted to those handicapped students whose total family income is upto Rs. 1.80 lac per annum.
GRANTS
The Corporation also provides financial assistance for various non-credit based activities for the development of Persons with disabilities. These activities include :
Grant for conducting/sponsoring the training under the scheme of Skill & Entrepreneurial Development. A stipend of Rs. 1000/- p.m. is given to each participant during the training duration.
Sponsoring the beneficiaries to various Exhibitions & Fairs as marketing assistance.
Funds are provided to State Channelising Agencies (SCAs) for organizing workshops and conferences to sensitize the officials involved in implementation of schemes for the target group and awareness creation amongst the state/district level functionaries.
Funds are made available to SCAs for advertisement and publicity of schemes of the Corporation for the benefit of persons with disabilities.
Partnership with Regional Rural Banks (RRBs)
NHFDC has tied-up with Regional Rural Banks for the flow of collateral free concessional credit to PwDs under credit guarantee scheme of the Government. At present, NHFDC has signed agreements with 17 RRBs covering the States of Uttar Pradesh, Uttarakhand, Haryana and Gujarat.
Efforts are being made for similar tie-ups in the States of Maharashtra Odisha, Assam, Madhya Pradesh, Andhra Pradesh, Meghalaya and West Bengal.
In addition, efforts are on to bring in Public Sector Banks as partners. Union Bank of India, Bank of Baroda, Punjab National Bank, Punjab & Sindh Bank, Oriental Bank of Commerce and State Bank of India have shown positive response to the proposal.
This alternative route vis-à-vis conventional route of loaning through SCAs has two advantages – Block Government Guarantee from States/RRBs/PSBs is not required. The collateral from the potential beneficiary is also not required as the guarantee is covered under Credit Guarantee Trust Fund scheme of the Government.
Proposals Sent to Planning Commission
Four proposals have been submitted to Planning Commission for effective implementation of NHFDC schemes. These are:
Proposal for fund to provide 25% back-end subsidy to loanee(s) of NHFDC.
Proposal for grant of Rs. 5 Crore per year to NHFDC for skill training of 4000 PwDs.
Proposal for grant of interest free education loan to students with disabilities.
Proposal for grant against service charges and annual charges (i.e. 1% of loan amount) levied under Credit Guarantee Scheme.
Tie-up with Vocational Rehabilitation Centers (VRC) for Handicapped for Skill Training
In order to provide Vocational Training to PwDs as per the Modular Employable Scheme (MEB) prescribed by Ministry of Labour and Employment, NHFDC tied up with VRCs through Director General Employment and Training (DGET). This will enhance the quality loaning to PwDs. Liberalization of Lending Policy to Enhance Effectiveness
Removal of Income Criteria, Delegation of Authority to SCAs upto Rs.5 lac, Incentive for Higher Turnover: 0.5% of annual target and Incentive for Good Recovery (95%) : 0.5% of repayment made during the year. This will speed-up the implementation of NHFDC schemes at the state level.
PROGRESS
NHFDC has so far released loans of Rs. 316.12 crores for disbursement to 64,385 beneficiaries throughout the country. Thus, the Corporation extends help to nearly 6000 PwDs in a year.
Major Activities funded under NHFDC Scheme of Self-Employment include, Pick-up-van; Dairy farm; Kirana store; Readymade garments; STD/PCO; Seeds & Fertilizers Store; Shoe shop; Stationery; Tailoring & Xerox centre.

Private partnership in taking up Government developmental programmes is time tested practice that makes Government programmes a success. Just a few weeks back when the Planning Commission Deputy Chairman Montek Singh Ahluwalia gave plan money he stressed the need for involvement of private partners in taking up Government development programmes. But all that is happening in Manipur has turned out to be a night mare for private partners. Though the construction works have been completed funds are not released. IFCD Government of Manipur took up the ambitious task of erecting concrete walls to strengthen river banks at different parts of the state. No doubt these walls will go a long way in the protection of the banks. Since the construction of the retaining walls the roads running along the course of the river too have been widened. Such programme put a feather on the cap of the SPF Government. A magnificent task that helped the Government returned to power again. But the contractors are putting their hands on the head not knowing what to do. Engineers avoid meeting with the contractors. These engineers too do not have the answer to the pestering question about payment of money. Their straight answer is how can they issue cheque when the funds are not released by the Government. Everybody knows IFCD, which exists like a bird the wings of which have been clipped has the habit of retaining back contractors bill. Despite knowing the fact that the IFCD never releases bill in time and in some cases the bills are buried forever the young contractors joined the massive retaining wall construction programme as it was launched under the centrally sponsored scheme called Brahmaputra Board. These young contractors sought the advice of engineers closed to them before jumping into the construction spree. Perhaps they were told by the engineers that payment would be smooth like the greased wheel rolling steadily on the road. They have been cheated once again in the same manner the companies looting money from gullible people using the name Visarev, Unipay, Forex etc. In the name of construction using the name of Brahmaputra Board IFCD Government of Manipur had put the lives of hundreds of young men in quagmire. Family fabric of these young men has been shattered. Gold and land that were mortgaged to take up the construction work cannot be retrieved with the paltry sum released by the Department that works out to around 30 percent of the total value of the project. Some others infused their hard earned money in the construction of the retaining walls. They say stomach aches when they think of the time and money spent on the project. There is a saying you cannot fool all people for all time. In future a time may come when none comes out to take up development programmes announced by the controversial department. That should be seen as a slur on the face of the department. The fund that the department owed to the private contractors of Brahmaputra Board project should be released without delay. Because it is said the central share for the retaining wall construction had already been released by the Union Government. The attention of the highest authority of the land is drawn to look into the matter.
