IMPHAL, January 6 (Newmai News Network): The Indigenous Democratic Front (IDF) has returned from New Delhi after having got assurance from Central leaders that power will be devolved to the grass root level.

Meanwhile, the IDF has announced to endorse any move of agitation of the Autonomous District Councils (ADCs) Co-ordination Committee in protest against the state government for not devolving power to them.

“The move of the ADC Co-ordination Committee is bold, prompt and appreciable. We will endorse the ADC members in the event of launching any democratic agitation,” the IDF leaders pledged today.

The IDF leaders then rued that after two years of  having had held elections to the Manipur Autonomous District Council (ADC) the state government could not even make it functional till today.

According to IDF leaders, the front is an `apolitical` organization with a sole aim to evolve a system of local self government. They claimed that IDF has been fighting for the decentralization and devolution of power in Manipur since its inception in the year 2008.

It is worth noting here that the Autonomous District Council Coordination Committee, Manipur (ADCC) on Saturday had accused the state Government of Manipur of ignoring the Autonomous District Councils (ADCs) making them totally powerless and that the Government is not heeding to the demands of the committee.

Hemjathang Khongsai, secretary, ADCC and Sadar Hills ADC member said that intense agitations like mass strike, bandh and blockade and en masse resignation of ADC members will be the only option of the ADCC if the state Government fails to give any response within a week with regard to its demands while addressing a news conference held at the Council Bhavan, Chingmeirong here.

He said although the Government had conducted the ADC elections in the state after a gap of 20 long years giving an impression to the hill people for a new development and prosperity in various spheres, it has ignored the ADCs making them totally powerless till date. ADCC had submitted a memorandum raising various demands to the Chief Minister on November 10, 2012, but the Chief Minister has not yet given any response to the memorandum till now, he said warning that ADCC will launch various forms of agitations if the Government fails to heed to the representation within a week.

IMPHAL, January 6:  A fire today burned down a house suspected to have spread from a bonfire which was left burning by a group of children after warming themselves this evening around 6:10 pm at Sekmaijing Wangma Hangoon Makha Leikai under Kakching police station.

The thatched roof of the house further helped aggravate the fire, informed source.

Fire sub station Mayang Imphal identified the owner as Md Pharijuddin.

The wind might have carried the fire from the bonfire and inflamed the house, said the fire tenders.

Properties worth around Rs 50 thousand were gutted in the fire.

IMPHAL, January 6: A poets meet “Our Poetry Our World” was organized jointly by the Sahitya Thoupang Lup and Sui Generis Inc. at the Sui Generis House, Kwakheithel Lamdong Leikai, Imphal today.

Noted poets Yumlembam Ibomcha, Robin S. Ngangom, Nabanita Kanungo and Shreema Ningombam attended the function as presidium members.

The meet was also attended by locals who remained enthralled till the end.

Giving the key-note address at the poets’ meet, Saratchand Thiyam said that poets have their inner world and that the poets’ meet was held to explore the inner world of the poets, adding that poets depend on words, singers on tune and painters on colors.

The poetry reading was marked with an introduction of Nabanita Kanungo and her works by the well-known poet Robin S. Ngangom.

Ngngom opined that Nabanita kanungo’s poems reflected her refugee status in Meghalaya. “Nabanita hailing from East Pakistan wrote poems while she was studying in Shillong and her writing reflects her roots and experiences,” Ngangom added.

Nabanita while reading out her poetry also reflected on how her refugee status led to various difficulties in her life. 

“After the completion my graduation, I got a job in Shillong but an NGO raised a hue and cry against it. Consequently, I had to leave my job,” said Nabanita adding that the incident seemed to foretell a fearful future filled with insecurity.

Shreema Ningombam a noted poet shared that she started writing after the completion of her Ph.D. against the backdrop of  the bloodshed going on eternally.

Yumlembam Ibomcha read his poems, most notably  “Nirvana” which reflects his feelings of being fed up with the bloodshed and his attempt to escape from the  mundane with his Nirvana, only to have his wife  waking him up from his day dreams and leading him to his mundane life again.

All the poems read by the presidium members enthused the admirers of poetry thronging into the Sui Generis Inc. House. Forty poets from Meghalaya and Manipur participated in the poets meet.

When asked on what basis the poems were selected, Saratchand Thiyam said that there was no set theme but that the poets were invited to read the poems of their own choice.

IMPHAL, Jan 6: Greeting the people of Manipur on the occasion of the eve of the first foundation observation of the United Revolutionary Front (URF), Manipur, the Central Executive body has in a press note appealed for the public to encourage the group. It also added that the group will work relentlessly towards fighting off the oppressive nature of the Government of India.

“The Government is obvious in the manner of its war with the people of this state,” the statement said adding that the imposition of AFSPA was an admission of its intent.

The unending number of paramilitary forces and sophisticated arms and ammunition being sent into the state is proof of India`s attempt to take over the state, it said while cautioning that such attempts would never bear fruit.

Expressing a firm belief in unity among the hill and valley people, the statement noted that plebiscite and referendum should be practiced to ascertain the destiny of the people of the state.

The URF has also extended its greetings and solidarity to the members of CorCom, to all cadres and members of other armed groups in the neighboring region and thanked the people of the state for their support.

IMPHAL, Jan 6: In a hit and run, a 6-year-old boy was killed when a Maruti Van hit him at Thoubal Wangmataba Okram Lamkhai under Thoubal police station yesterday at around 2:10 pm.   

The victim has been identified as Okram Robinson, 6, son of O Robin, a resident of Thoubal Wangmataba Okram.

He succumbed to his injury on the way to RIMS.

The dead body was handed over to his family after a post mortem was conducted at JNIMS today.

A case has been registered at Thoubal police station regarding the incident however, the Van is still absconding.

IMPHAL, Jan 6: In a press release, the Joint Students’ Co-ordination Committee (JSCC) has said that the committee has been preventing students of the state from carrying out activities that could adversely affect them since 2012. It said that students are prohibited from using mobile phones and taking intoxicants like jarda, talab, kheini as they are injurious to health. The  JSCC also reminded students, parents and educational institutes that the dress code will be effective when the new session for 2013 starts.

JSCC also appealed to teachers and concerned authorities  to consider the matter on the introduction of uniforms of  teachers –saree, half saree or salwar kameez. On the day of wearing other dresses, inappropriate dresses should be prohibited.

The scenes of garbage piling up on the streets of Imphal have become a common feature no matter how many declarations of keeping Imphal clean are made. A host of programs and projects have been launched with fanfare and hoopla but the stench of rotting garbage in Imphal tells its own story. On the few days that waste disposal pick up vehicles come by to pick up garbage from households, the streets of Imphal may well look a bit clean but such days then mean it is the turn for people living around the Lamphel and Langol foothills have to live with stench and filth, thanks to the accumulated garbage that gets dumped in their vicinity. IFP’s piece yesterday on how the cease work strike by employees of the Imphal Municipality Council points the sorry state of affairs where Government apathy towards employees on one hand and the lack of responsibility and ownership amongst IMC employees on the other, is taking its toll on the civic appearance and hygiene and sanitation of Imphal areas.

The IMC employees getting short shift from the Government in terms of not getting their pay is getting repetitive and mirrors the travails of the now defunct Manipur State Road & Transport Corporation. Given the fast urban growth in and around Imphal and the lack of proper drainage and dumping ground for garbage and wastage, the idea of doing without an agency to take care and responsibility of waste care and its management will do nothing for the ‘development’ that Manipur is attempting to seek. The IMC and other agencies come into the picture at the stage of waste collection and disposal but it is necessary also to address ways of preventing garbage accumulation as well. The latest vehicles on the street also have people who throw waste right in the middle of roads to start with and there must be a way of naming and shaming this section of people so that the habit does not become a legitimate common activity.

One other way of not contributing to waste build up is by not using polythene bags, which is incidentally banned. But, the manner and degree in which polythene bags are being used throughout the state dispels any notion of the ban being implemented. Compare this with states where Government takes strict action against the use of plastic bag use by making that shopping establishments use paper bags. Elsewhere in the country, walk into any major store, and customers who opt for plastic and polythene bags are charged extra thereby indirectly leading the common man to start thinking about using jute, paper or cloth bags. In Manipur, apart from the cement structured dumping areas in residential areas, the roads do not have public dustbins while plastic/polythene bags have become a much-needed commodity. There is no reason why we in Manipur cannot curtail their use when other states have been able to do the same. It just takes some effort on our parts and a bit of the authorities being serious with its intent of limiting plastic and polythene use.

In terms of waste disposal and dumping, once plastic use is limited, bio-degradable waste materials no longer need to be burnt but can be utilized to make compost organic manure or be recycled. While the Government needs to decide what it wants the IMC to be doing as a stakeholder in the civic and sanitation sector and address the grievances of its employees, it should also be noted that apart from Imphal, there are semi urban areas developing in the districts without any agency in place to look into waste disposal and management. It is only a matter of time for the spectacle of waste piles that we see in the streets of Imphal to be seen in these semi urban areas and there is an urgent need for a systematic approach to be put in place. If steps are not taken to address the filth and the stench that we are beginning to regard as ‘normal’ and acceptable, we will soon come to a stage where Manipur may well be known only for its garbage.
