Counting the dead in Manipur’s shoot-to-kill war

Soutik Biswas on the wave of extra-judicial killing in India’s insurgency-ridden NE State….
(Contd from yesterday)
Last July, responding to a petition filed by the families, the Supreme Court, in a landmark judgement, asked the petitioners to collect more information about the alleged murders. Even if the investigations revealed that the victim was an “enemy and an unprovoked aggressor”, the judges said, it had to be determined whether “excessive or retaliatory force was used to kill the enemy”. So the newly empowered civilian “investigators” put out adverts and appeals in the local media, and began gathering information – and potential evidence – on the killings.
