GOA, November 25: Celebrated Manipuri filmmaker Aribam Syam Sharma, who is also the Chairman of the Feature Jury of the Indian Panorama section, received a “Red Carpet” reception while coming to attend the screening of the “Imagi Ningthem” at the Maquinez Palace theatre, INOX, Goa on Monday last.

The film was being screened as a part of IFFI’s Focus on North East Cinema presently going on at Panjim, Goa.

Sharma was accompanied by renowned veteran actor of Manipur Yengkhom Roma, Ksh. Rashi and T. Leikhendra Singh, who acted as a child artiste in “Imagi Ningthem”.

“I am delighted and feel honoured. It is a long journey from 1972 onwards to this stage,” said Syam Sharma while addressing the audience.

Earlier on the day, during the interactive session of the Open Forum floated by the Federation of Film Societies of India, Syam Sharma spoke about what really makes an Indian director.

“Are Indian film only the films made in Hindi or Bollywood? What is after all an Indian Film?”, said Syam Sharma. Sharma continued, “When I represent the country in many international film festivals, I am called an Indian Filmmaker, but here in India I am called a Regional Filmmaker. Sometimes we get offended.” “We are small but seriously and honestly film makers.”

IFFI’s Focus on North East cinema includes fourteen of Syam Sharma’s restrospective films and other films of seven new directors from the north east region.

IMPHAL, November 25: A team of the Food Safety checking food stalls at the Manipur Sangai Festival today expelled a stall for selling below-standard food items.

The team consisting of 10 officials was set up under the aegis of the State Health department with the aim to ensure that the stalls maintain proper hygiene in their cooking and service.

Speaking to media persons, the in-charge of the team Th Sunilkumar Singh said that the team under his supervision is conducting regular and routine inspections of the food stalls.

He said that the Sangai Festival is one of the biggest festivals of the State drawing not just domestic but foreign visitors as well and the stalls need to maintain proper hygiene in their service.

He said we will continue to conduct the inspection till the end of the festival.

During an inspection round of the stalls today, the team also distributed food gloves, caps, and rendered awareness on food hygiene to the stall owners and chefs.

Compared to the previous editions, the Sangai Festival 2015 has less food stalls numbering just 63 which are all registered and allotted the Food Safety and Standards Authority (FSSAI) certificates, Sunil said.

IMPHAL, November 24: In an impressive feat, the Bharatiya Janata Party (BJP) Manipur today won the bye-poll in the two constituencies of Thangmeiband and Thongju, handing over a resounding defeat for the ruling party in both Assembly constituencies.

In Thangmeiband Constituency, BJP’s Khumukcham Joykishan emerged the winner with a total vote count of 12,104 while his nearest rival Jyotin Waikhom of the Congress secured 10,197. The only other candidate Dr G Tonsana of the Manipur Democratic People’s Front received only 55 votes, while 72 persons pressed the None of the Above (NOTA) button.

In Thongju Constituency, BJP’s Thongam Bishwajit defeated his nearest rival by a margin of nearly 3000 votes which is far worse than the last election when Bishwajit had contested on a Manipur Pradesh Trinamool Congress ticket in 2012.

According to the election results, Bishwajit secured 14605 votes while his rival candidate Bijoy Koijam of the Congress secured 11393.

Dr Tonsana of the MDPF secured only 54 votes, while, 78 voters opted for NOTA.

There were no reject votes in both the assembly constituencies.

Many perceive the development to be a game changer to the almost 15 years of Congress rule in the State.

It may be mentioned that the Thongju and Thangmeiband Assembly seats were left vacant after the State Assembly Speaker disqualified the MLAs Th Bishwajit Singh and Kh Joykishan on May 27 under the anti-defection law following a petition moved by Andro MLA Thounaojam Shyamkumar.

Along with the two MLAs, Wangoi MLA O Lukhoi was also disqualified however, following an appeal before the High Court, the court had ruled in favour of the Wangoi MLA.

IMPHAL, November 24: The two BJP candidates who emerged winners in the Thangmeiband and Thongju Constituencies bye-election today said the election result is an indication that the people want to bring a change in the State and that they will not be subdued by muscle and money power anymore.

The two assured to fulfil the aspiration and assurances they had promised to the people of Thongju and Thangmeiband Constituencies.

Speaking to media persons at the Imphal West DC office complex after receiving the election winning certificate, Thangmeiband Constituency MLA Khumukcham Joykishan said he will soon work to strengthen the BJP before the 2017 general election and help bring a corruption free government in the State.

He said that the Congress led government is a corrupted government.

Stating that he was always confident of winning the bye-election, Joykishan elaborated although the Congress tried to buy off votes using money, he knew that the people will not conform to such practice anymore.

The results have made it crystal clear that the people are against corruption, he observed.

Joykishan said development of Thangmeiband constituency had nothing to do with the election result.

He said he continued taking up developmental works in his constituency even when he was disqualified and will continue to do so.

Joykishan said he will also raise several issues relating to the State on the floor of the Assembly.

He further thanked his supporter for the win.

Thongam Bishwajit of Thongju Constituency said his main objective is to develop Thongju to be a model constituency.

Construction of infrastructure in his constituency including roads and bridges will be completed before 2017 he said and added further that he will work to strengthen the basic sectors like education, sports and culture.

Speaking to media persons at the Porompat DC office complex, Bishwajit also said he was confident of winning the bye-election.

To bring good governance in Manipur is not just his but also the BJP’s main objective, he added.

Bishwajit also lauded and thanked his supporters and workers.

BJP Manipur president Thounaojam Chaoba said the thumping majority of the BJP in both constituencies shows that the people want change.

Choaba said the bye-election result will certainly have a bearing on the 2017 election.

This is the peoples’ victory and today is a dark day for the Congress, he added.

He said his party will try to come to power after the 2017 general election and bring good governance in the State.

He said the party has already informed Prime Minister Narendra Modi about the result and that the Prime Minister is very happy and will be coming to Manipur this month.

IMPHAL, November 23: The outlawed United National Liberation (UNLF) has extended greetings to the people of the State on the occasion of its 51st Rising Day which falls on November 24.

In a statement issued by Central Committee of UNLF, the outfit said ‘Chahigi Warol-2015’ of the Central Committee has been released in connection with the rising day.

It reiterated that people of Western South East Asia (WESEA) share common origin, identity and need collective effort to become self-reliant.

It said the healthy relationship shared by the outfit with other revolutionary groups in the State is based on these strong beliefs.

People are aware of the fact that the revolutionary movement in the State which has crossed 60 years is going through a difficult phase. On one hand, the revolutionary movement launched based on ethno exclusive has been degraded while on the other, the revolutionary movement solely launched for national liberation struggle has also been heading without much significant achievement, the statement said.

Admitting that the much needed collective strength to achieve the set revolutionary goals is lacking behind which is due to the revolutionary wars waged and sought only for a particular community, the UNLF Central Committee pointed out that there is an apparent contradiction between the people in terms of beliefs and mindset which needs to be rectified.

UNLF strongly believed that only collective revolutionary movement in the State can address and bring an amicable solution to the witnessing trust deficit, confrontation and misunderstanding amongst the people, it maintained.

Referring to the ideology of ‘Chahigi Warol’-2015’, the outfit said human freedom will be attained only when there is no enmity, suppression and communal mindset in the world.

It asserted that revolutionary movement in the society will continue till there is suppression and oppression of community group by another group.

UNLF alleged that the alarming influx of outsiders into the State is a deliberate attempt by the colonial rule to establish racial assimilation to create animosity amongst the different communities.

It also charged the Central Government with trying to create enmity amongst the people of hills by hinting that Meitei community would prosper if it gets ST status.

The revolutionary movement sustained by UNLF is a democratic revolution for saving every community from falling prey to the hands of the colonial rule, the statement said.

Stating that the first and foremost goal of the outfit’s revolutionary movement is to fetch independence of Manipur kingdom from the clutches of the Indian colonial rule, the Central Committee in the statement pledged that the outfit will continue with its struggle to root out authoritarian rule and establish an egalitarian society.

It also mentioned that UNLF terms its revolutionary movement as National People’s Democratic Revolution as the inevitable movement is being lunched to free people from suppression and establish a people government where there is no dictatorship and authoritarian rule.

Democracy and socialism are two inseparable entities much needed for establishing an egalitarian society, it added.

On the eve of its 51st Rising Day, the Central Committee of UNLF in the statement also greeted the revolutionary outfits of WESEA, party members of CORCOM, victimised Kashmiri people and Indian Maoists fighting against Indian capitalist rule.

Voting for the r-poll which was scheduled to start from 7am started around 30 minutes late due to the late arrival of INC agent at the polling station and as such polling ended 30 minutes later than the scheduled time of 4pm.

However, re-poll ended peacefully without any untoward incident.

Torban Kshetri Leikai has 967 voters.

BJP and Congress candidates Thongam Bishwajit and Bijoy Koijam visited the polling station. The counting of by-election will be held on November 24.

During a press meet held at the party office today, M Asnikumar, general secretary administration said once the bye-election results are declared tomorrow, the Congress will come to realise that this time it has been taught a lesson by the people.

He claimed that the big factor for the downfall of Congress is its failure to deliver its promises made to the Hiyanglam people during the bye election in 2014.

The people of Thongju and Thangmeiband had learnt a big lesson from the Hiyanglam bye-election, he said adding that the so called promises made by the Chief Minister and Deputy Chief Minister then had all turned out to be mere lip service.

The public are not ignorant as the Congress presumes, he said referring to the tall talks during the election rally to bring all round development in Thongju and Thangmeiband in the remaining one and half years.

Moreover, people are aware of the financial crisis the present Congress government has been facing due to its own incompetency, he claimed.

Further pointing other factors that led to the Congress’ fall, he observed that many schemes could not be properly implemented in the State.

At the same time, the State government is unable to maintain transparency and accountability of those schemes which are implemented in the State, he claimed.

Every programme or project are being taken up without proper policy programme considering its long term value but temporary for personnel gain, alleged Asnikumar.

He said the ‘Sangai Festival’ which is a calendar programme of State is one such example of the government making preparation on the eleventh hour on a war-footing instead of making preparations beforehand.

The inauguration of the new Sanjenthong on the eve of the just concluded bye-election speaks for itself the desperateness of the Congress to woo voters, asserted Asnikumar.

The BJP general secretary further alleged the Congress party of intimidating voters during the election especially minority communities and non-locals. He said that with this victory the BJP will be able to open its account in unfolding a new chapter for new Manipur.

CHURACHANDPUR, November 23: The issue over the proposal and desire of the JAC formed in against the three bills to bury the nine tribal martyrs on November 30 has been hot topic in the district as different groups continue to oppose the JAC’s decision.

The bodies have been kept at the Churachandpur District Hospital morgue for more than 80 days now.

This afternoon opposing the decision, people of Pearonmun Village organised a signature campaign which was signed by 693 villagers and submitted the same in the afternoon to the JAC at their KKL Complex office.

The campaign addressed to the chief convernor of the JAC H Mangchinkhup said that the death will not be buried until the three “anti-tribal bills” are withdrawn or amended in the interest of the tribals.

One of the nine dead, Khamsianmung is from the village.

It further said if the JAC has to go against their will, the JAC should hand over the body of the village’s hero to them so that they could bury the body themselves in their own soil.

It may be recalled that the JAC’s decision had drawn many opposition including from the Manipur Tribal Forum Delhi.

Meanwhile, a group of the anti-burial supporters confronted the JAC’s chief convenor at his residence yesterday opposing the decision to bury the nine at the ADC complex.

Meanwhile, in light of the development, the JPO had approach the ADC Churachandpur through its chairman Langkhanpau Guite to expedite the installation of deep freezer, cold storage facility at the Churachandpur District Hospital Morgue following which the chairman has been asking the concerned company based in Guwahati to expedite the installation of the facilty.

Meanwhile, with the opposition from different sections, it is very likely that the JAC’s decision to bury the nine could be cancelled.

IMPHAL, November 23: Irom Sharmila who has been fasting since November of 2000 demanding repeal of the draconian Armed Forces Special Powers Act (AFSPA), 1958 from the State, was produced before the court of Chief Judicial Magistrate/Imphal West, A Noutuneshwari Devi in the Uripok Cheirap Court today.

Sharmila is under judicial custody after police arrested her for launching an indefinite hunger strike.

She was accompanied by authorities of Central Jail and police personnel for the court appearance.

Sharmila was produced before the court in connection with the ongoing trial following registration of a case by City Police under IPC Section 309. In the court, she is being charged with trying to commit suicide by launching the hunger strike.

During her appearance, the court fixed date and time for conducting further trial of the case.

Speaking to newspersons at the court complex, Sharmila pledged to carry on her hunger strike movement till AFSPA is lifted from the State.

She appealed to the people to extend full support to her movement.

Referring to Manipur’s exceptional quality, he maintained that the Sangai festival has become one of the biggest and colourful festivals, not only in the State but it has become a national festival attracting many visitors from abroad.

He said by the middle of 2016 in the run up to the 2017 general election, several heavyweight politicians who are voicing support for the BJP at the moment will tender their own resignations from their political careers.

IMPHAL, Nov 21: Troops of the 16 Assam Rifles of 10 Sector Assam Rifles under the aegis of HQ IGAR (South) along with Imphal East Police Commandos arrested one suspected cadre of PLA/RPF during a joint operation in Nungshum area on November 20.

According to a press release PRO IGAR (South), the arrested person has been identified as Wahengbam Tombi Meitei, 23, son of Wahengbam Sanatomba of Keibi Heikak Mapal, Imphal East. The arrested person revealed that he joined the group through one Kanta of Taretkhul in the year 2006 and trained in the same year at Tanan Training Centre, Myanmar and after completion of basic training he was posted at different camps of the outfit in Myanmar, it said.

He has been handed over to Sagolmang Police Station, the release said.

Meanwhile, a team of Imphal West District Police commando apprehended S/S Deputy Secretary Revenue /Finance of NSCN(K) Maringmei Nelson alias Gaisenlung, 37, son of M Digongthu of Makti Samjang Part-II, Nungba in Tamenglong district from the gate of Sangai Hotel, Nagamapal on November 20.

A press release issued by PRO Manipur Police department claimed that Nelson had served demand letters and extorted huge amount of money from railway project companies working in Tamenglong district. He was also involved in an ambush on Assam Rifles convoy at Nungba Bazar in the first week of October and came to Imphal on November 17 to collect extortion money from truck owners plying on Imphal-Jiri highway. During investigation, he also revealed that he was also observing the movement of IRB/MR convoys escorting trucks plying on this highway, the release added.

IMPHAL, Nov 21: The dual bandh imposed by two underground outfits against the 5th edition of Manipur Sangai Festival organized by Tourism Department, which commenced today at Hapta Kangjeibung, affected normal life in the State.

The bandhs were called by United Revolutionary Front, Manipur (Lanheiba Meitei) and Kangleipak Communist Party (Poirei Meitei). The bandh imposed by URF (Lanheiba Meitei) started from 8 am today while the KCP (Poirei Meitei)’s bandh had begun from yesterday midnight.

Educational institutes, State and Central government offices were closed though few employees attended their offices. The rate of selling and buying items at Khwairamband Keithel was minimal due to the bandhs.

Business establishments in and around Khwairamband Market, oil pumps and cinema halls also remained closed. Inter-district and inter-state passenger vehicles stayed off the roads.

However, some private vehicles were seen plying on the roads. There is no news of any untoward incidents during the course of the bandhs till the inauguration of the Sangai Festival.

CHANDEL, November 21: A convoy of vehicles coming towards Moreh to receive the foreign delegates for Sangai Festival could not proceed and returned from Saivom Village due to the indefinite bandh of the Kuki Student’s Organisation ( KSO ) along Imphal-Moreh road today.

The bandh supporters who enforced the indefinite bandh along the Imphal-Moreh road halted the convoy of vehicles who came towards Moreh from Imphal to receive a team of foriegn delegates for the ongoing Sangai Festival at Saivom Village and were made to returned back.

After failing to arrive on any solution during the meeting with the State’s Education minister and IGNOU’s Regional Director, the student body intensified their agitation and enforced the indefinite bandh at several places along the section of National Highway.

Large number of bandh supporters blocked the road at Saivom, Tengnoupal and Chahmol Village and prohibited vehicular movement along the Imphal-Moreh road.

Meanwhile, Kuki Chiefs’ Association (KCA) Tengnoupal Block has urged the State government and concerned authority to bring amicable solution on the ongoing agitation at the earliest.

In a press statement signed by Holkhokhai Haokip, president of KCA Tengnoupal Block stated that economic activities and vement of general public particularly the villagers of the area has been severely affected due to the indefinite bandh imposed along the Imphal – Moreh road by the KSO since last Saturday.

Condemning the Regional Director of IGNOU Regional Centre, Imphal for shifting the D.El. Ed 2yrs examination centre, the Chiefs’ Association’s president also appealed the concern authority to settle the issue at the earliest.

GOA, November 21: The Indian Panorama section at the ongoing 46th International Film Festival of India 2015 at Goa was inaugurated today by the Minister of State for Ministry of Information and Broadcasting, Rajyavardhan Singh Rathore at INOX, Old GMC Building, Campal, Panjim, Goa.

It was a packed auditorium at INOX and the inauguration function was attended by a large number of directors and cast & crew of the opening films.

This year two Manipuri film-makers will be the members of the respective Jury of the feature and the non-feature category of the Indian Panorama section of IFFI 2015. Renowned Manipuri director Aribam Syam Sharma is to be the Chairman of the Feature Jury while another film-maker of Manipur Sunzu Baspatimayum will be member of the Non-feature Jury which is to be chaired by Rajendra Janglay, winner of four National awards.

Sanskrit film “Priyamanasam” is the opening film in the feature section, while docu-movie “Goonga Pehalwan”, based on the life and struggles of Virender Singh, one of India’s most accomplished deaf athletes kick-started the non-feature category.

Addressing the gathering during the inauguration, Rathore stated, “It is my proud privilege to be here today. I am in the company of people who are experts in story-telling. Films are a very important and powerful medium in spreading message across the world. It promotes friendship. Films made in any part of the world are enjoyed across the globe irrespective of language”. The minister also felicitated all the jury members and the cast and makers of the opening films.

The Indian Panorama section received a total of 384 films from different regions of the country including 238 Feature and 146 Non-Feature films. This year will screen 26 features in 10 Indian languages including Sanskrit, Wancho, Bodo and Konkani, and 21 non-feature films.

The enthusiasm and excitement of this edition of the festival, particularly to the Manipuri film lovers, will be the screening of fourteen films of Aribam Syam Sharma including the famous “Emagi Ningthem” which will be shown during the festival in the Retrospective Section as well as in the Focus on North East Cinema section of the festival.

“Phum Shang” another award winning documentary of Pawan Kumar Haobam will also be screened in the non-feature category of the Indian Panorama section.

IMPHAL, November 21: Governor V Shanmiganathan today inaugurated The Manipur Sangai Festival 2015 at 4:30 pm at the Bheigyachandra Open Air Theatre, Hapta Kangjeibung.

The inaugural function was also attended by Chief Minister Okram Ibobi Singh, Royal Norwegian Embassy, New Delhi Ambassador Nils Ragnar Kamsvag, Deputy Chief Minister Gaikhangam and Parliamentary Secretary (Tourism/YAS) Mairembam Prithiviraj Singh as president, special guest and guests of honour respectively.

Chief Minister Okram Ibobi Singh welcomed the Ambassador of Norway for his presence in the inaugural function and said we are really happy to have you with us and hope that you will carry back a beautiful memory of Manipur.

“I do extend my warm greetings and welcome the participants from our neighbouring Countries as well as from other States.”

He further expressed expectations to see Ambassadors/ high commissioners of their representatives from Bangladesh, Indonesia, Bhutan, Japan, China, Sri Lanka and others during the festival and said their participation would foster stronger relations between their countries and India in general and with Manipur in particular.

“The annual schedule of Sangai Festival of Manipur has been noted in the itinerary of tourists all over the world and our country. The continuous participation of foreign countries in our Festival would make it into an ‘International Event’ that would be looked forward to by all tourists in the world.”

The ‘Festival’, he said emphasizes to bring to the world, the best of what Manipur has to offer, be its cultural heritage, folk dances, indigenous cuisine and music or adventure sports and natural beauty.

The event is watched and publicized across the world through social media and live streaming, he said.

He said this year, we are having a separate Manipur Tourism Pavilion showcasing the Arts & Crafts, Food, Handloom etc. of Manipur like the Kouna Craft, Pottery, Phe, Embroidery, Bamboo Craft, Wood Carvings, Crafts, Dolls and Toys, Thang Saba, Indigenous Musical Instrument, Tribal Jewellery, Tribal Textiles etc, Traditional Huts depicting way of life of different Tribes of Manipur, a 2nd World War Exhibition Pavilion where Photographs, Displays, Maps, War Records etc. of Second World War would be showcased.

The Ministry of Tourism, Government of India has recently sanctioned the project ‘Development of Tourist Circuit in Manipur: Imphal-Moirang-Khongjom-Moreh’ under Swadesh Darshan and we hope to take our steps forward for developing reliable infrastructures, the Chief Minister continued and thanked the ministry.

“We have the Manipur Tourism Policy, 2014 for comprehensive development, promotion and marketing of Manipur Tourism.” Further, to utilize tourism infrastructures optimally, our Government has also approved policy for leasing out these facilities under Public-Private Partnership with a view to make these functional and tourist worthy, he continued.

We are also taking-up development of World Class Tourism Facilities at Loktak Lake and towards this ends, we are in the process of implementing another ambitious project i.e. ‘Integrated Cable-Car and Lakeside Tourism Development Project at Loktak Lake, Manipur’ which has been sanctioned during 2013-14 by Ministry of Tourism, Government of India for implementation in Public Private Partnership mode under Large Revenue Generating Scheme, he added.

This year, we are conducting several events simultaneously to make the Sangai Festival livelier and enjoyable by tourists. As part of the Sangai festival, we have the Asian Theatre Festival, the Manipur Film Festival, Indo- Myanmar Conference, the Shumang Leela, Thabal Chongba, the Indigenous Sports Events at Hapta Kangjeibung as well as Khuman Lampak, the International Polo Tournament simultaneously. This is an attempt to meet the appetite of all kind of tourists coming to Manipur. Not only these, but we also have adventure sports and events going on at different places, he said.

Norwegian Ambassador Nils Ragnar Kamsvag speaking at the function said having travelled around in the “very beautiful Manipur” the last couple of days he found that there are more similarities between Norway and Manipur then he knew beforehand.

“We both have an abundance of wide and beautiful mountains. But I have to admit that we don’t have the richness of flowers and trees as you have here,” he said.

“We also do share the appreciation or maintaining our own tradition and culture in a world which becomes smaller and smaller where we travel more, we trade more, with each other.”

“At the same time we do understand that it is important to honour and to keep a good understanding of our history and our culture. That is why a festival like this is so important.”

He said for over ten years he has been supporting cultural events all over India in all the States.

He said he has been promoting traditional Indian cultural together with Norwegian culture in India in the same way as they have promoted Indian culture in Norway.

“Because to become global theatre it is important to be aware of our roots,” he said.

“I think this festival where you are displaying your very rich and diverse culture and combining with the astonishing beauty of Manipur would be a very way good of attracting more and more tourist to this part of India which is so far, too far unknown to many.”

“I wish good luck with the festival. Congratulation,” he added.

Governor V Shanmuganathan, who was attending his first public function in the State, addressing the function said he is deeply impressed by the overall concept and the splendid arrangement for this festival.

He said Manipur is well known for its rich traditions and culture and it is a beautiful state with tremendous natural resources.

With the steady improvement in the tourism infrastructure such as hotels, road transport and the initiatives taken up by the State Government like the Sangai Festival, things have started to look up in the tourism sector, he observed.

Tourism is very important for the economic development of the State, he said.

He said by organizing a festival like this we are inviting the world to come to Manipur.

The main propose of this festival is that when the tourist comes here, they should get a clear message that Manipur is a peaceful State, it is a State for harmonious living and the people are by nature very kind, very hospitable and at the same time they understand each other and absolutely there is no problem in Manipur, he said.

“That stage is definitely going to come. I am able to visualize in a very near future all the problems of Manipur will be put to an end,” the Governor said.

We have some small problems that definitely can be solved, he said.

“…In our Tamil Nadu there was a separatist movement. There was a separatist attitude…”

“…because of dialogue, understanding, mutual give and take attitude the separatist attitude has gone… it has vanished.”

“There was a problem in Punjab also. There was a Kalisthan movement.”

“With continuous dialogue the Kalisthan movement also is over. It is because of democracy.”

Coming back in the context of Manipur he said whatever your conflicts are, all will go if we have the attitude of dialogue, discussion and understanding each other.

“Then your fine day will come. The glorious time for Manipur is going to come,” he said.

All this festival, tourism thing are all aim at lifting the economic condition of Manipur to a great level.

The economy, the industry, education, infrastructure, everything should be development so every Manipuri lives a happy live and slowly let us give up violence, he added.

Around 90 percent turnout recorded at Bye-election

IMPHAL, November 21: With much anticipation and speculation, bye-election in Thangmeiband and Thongju Assembly Constituencies was conducted today with no reports of any major untoward incidents.

In Thangmeiband constituency, 89.5 percent of voter turnout was recorded while Thongju constituency witnessed 88.8 percent voter turnout.

However, re-poll will be conducted in 5/25 polling station of Thongju Assembly Constituency due to error in EVM voting machine.

An estimate of 26, 537 voters of Thangmeiband Constituency cast vote in 41 polling booths while around 28, 214 voters of Thongju Constituency exercised their franchise in 45 polling booths to decide the fate of five candidates.

The by-election in both the constituencies began at 7 am and continued till 4 pm amidst tight security.

Jyotin Waikhom fought from INC ticket in Thangmeiband constituency while Khumukcham Joykishan stood from BJP ticket.

In Thongju Assembly Constituency, Bijoy Koijam fought from INC candidate while Thongam Bishwajit fought from BJP ticket.

G Tonsana Sharma of Manipur Democratic Peoples’ Front (MDPF) contested in both the assembly segments.

The by-election in the two constituencies went peacefully though some minor incidents mainly argument at the time of casting vote occurred in few polling stations.

At around 1.10 pm, the EVM machine at 5/25 polling station at Torban Kshetri Leikai Primary School of Thongju Assembly Constituency encountered technical error in the machine during casting of vote.

While voting the total number of voter and vote recorded in the EVM machine was found unmatched with a differentiation of 13 voters.

Though a total of 501 voters out of the total 967 voters registered in the polling booth exercised their franchise, the EVM machine registered a total of 513 voters.

Sensing the inaccuracy, voting in the polling station was halted. Later, DC Imphal East M Joy along with RO arrived and decided to conduct re-poll in the polling booth.

Speaking to media persons after the poll, DC Imphal East clarified that voting in the polling vote was made to halt due to technical error in the EVM machine.

He said that a report regarding the error in the voting machine will be conveyed to Election Commission of India (ECI) and need for re-poll in the polling booth thereof.

BJP candidate Thongam Bishwajit talking about the error in the voting machine said that the error might have occurred due to voters pressing the voting button repeatedly intentionally or unintentionally.

He exuded confidence that voters will be voting for him for the sake of development in the constituency with the belief that BJP is the only party which can fulfil people’s expectation.

He further said that the decision to conduct re-poll in the polling booth was arrived after thorough discussion amongst DEO, ARO, RO and DC Imphal East.

INC candidate of Thangmeiband Constituency Joytin Waikhom asserted that he is committed to bringing notable development and welfare in his constituency as the Congress party is ruling in the State.

BJP candidate Joykisan said that he decided to contest in the by-election with the firm aim to bring drastic change in the constituency.

The Congress has completely neglected development in the constituency despite of many years of ruling in the State. So far, no MLA has shown courage to meet expectation of people in the constituency, he said.

IMPHAL, November 20: Chief Secretary O Nabakishore who is also the State Chief Electoral Officer said 12 company of the Central Para Military Forces have already arrived and a section each of the CPMF will be deployed in every polling stations to ensure free and fair bye-election in 5-Thongju and 9-Thangmeiband constituencies.

The Chief Secretary addressing a press conference at his office chamber today said poll hours for the November 21 bye-election to 5-Thongju and 9-Thangmeiband Assembly Constituencies will be from 7am to 4pm.

He said all electors who have been issued EPIC shall produce the EPIC for their identification at the polling stations before casting their votes.

Those electors who are not able to produce the EPIC shall produce any one of the alternative photo identity documents for establishing their identity.

He said three election observers are also appointed in every polling station.

Meanwhile, in connection with the Sangai Festival which will also begin from November 21, the Chief Secretary said the Bhutan Ambassador is arriving tomorrow and about 35 officials and delegates from Myanmar are also coming for this festival.

Security arrangements in and around the festival venues have been beefed up, he added.
