IMPHAL, August 19: Taking strong exception to the assault on a staff of Hueiyen Lanpao daily and other two staff of another media house by a team of Manipur Police Commando on August 17, Editors`™ Guild Manipur (EGM) has demanded those commando personnel involved in the brutal act be awarded strict action visible to the public.

According to a statement issued by general secretary of EGM Y Rupachandra, a meeting of the media`™s body presided over by its president A Mobi held on August 18 vehemently decried the undisciplined act of the police commando meted out to the three journalists whose duty is to disseminate daily information to the masses against all odds.

Demanding the government and concerned authorities to allow media houses to perform their duties without fear in the present prevailing situation in the State, the meeting endorsed the resolution adopted by All Manipur Working Journalists`™ Union (AMWJU) regarding the assault on the journalists by the rowdy commando personnel.

Following the condemnable assault, representatives of EGM also met Deputy Chief Minister Gaikhangam who also holds the portfolio of Home yesterday.

During the meeting, Dy CM Gaikhangam admitted that the act of the commando personnel is unacceptable not only to the media fraternity but to the people as a whole.

Assuring that the erring commando personnel involved in the act will be identified and awarded action visible to the public, Gaikhangam made an announcement that the government will bear medical expense for the injured journalists.

IMPHAL, August 18: Even as the movement demanding the Inner Line Permit System in the State has intensified during the past few weeks, the violent conduct of some agitators has been under much criticism from the general public.

A day after JNIMS director appealed to the strike supporters to provide free passage to medical staff during the general strikes and public curfews, Khurai Kendra Gram Panchayat today called a press conference in connection with the assault of a pradhan by bandh supporters.

Speaking to media persons today at the Manipur Press Club, Khurai Nandeibam Leikai pradhan Y Chitra said Moirang Kampu Gram panchayat pradhan L Indira Devi was accompanying a neighbour who was being taken to the JNIMS around 10:30pm on August 16 when they were attack by agitators at Khurai Ahongei area.

She said Chitra along with five others including four men and a woman were taking their neighbour Khoisnam Boi, 35 to the hospital in Chitra`™s Bolero vehicle.

However, as their vehicle was passing through the Khurai Ahongei area, they suddenly came under a flurry of stones pelted by agitators, she said.

It is unfortunate that the agitators didn`™t even seek their explanation, Chitra continued.

In the attack, Khurai Nandeibam Leikai pradhan Y Chitra received a broken collar bone and an injury on her head and is presently under examination in the ICU of Raj Medicity, she said.

All the other occupants of the vehicle were also injured. While four others have been discharged from JNIMS after first aid was administered, two others are still under treatment at the JNIMS, she continued.

Chitra also lamented the improper conduct of the agitators and said it is very much unfortunate.

IMPHAL, August 18: The Senior Citizens for Society (SCS) today met the Chief Minister regarding the preparation of the ILP bill and also shared concerns over the present turmoil, according to its secretary Khaidem Mani.

Speaking to media persons at the Manipur Press Club, Mani said a five member team of the society met the Chief Minister today.

`We feel that the five-point demand of the JCILPS has been incorporated by the government except for some minor modification/editing of language,`™ Khaidem Mani.

He said at this juncture it would be appropriate for the JCILPS to get involved in the drafting process to ensure that the end result is acceptable to all stake holders.

We are not against outsiders coming here instead we need to boost entry of outsiders to promote tourism under a regulated system, he said.

He also said that the SCS endorse the legitimate five-point demand of the JCILPS.

Mani also said that the public is wary of the manner the government has acted in the past and there is widespread mistrust of the government among the general public.

Now the public is not convinced with just assurance from the government, he continued.

Although the movement has been gaining much momentum with almost every section of the society joining in, lately some miscreants under the influence of intoxicants seem to have hijacked the genuine movement, he observed.

Despite the repeated appeal from the JCILPS for the agitators to provide free passage to essential services like media, health, religious services, agitators continue to harass people from these services, he elaborated.

Unfortunately, a divide has also crept in among the leaders of the movement as is evident from the JCILPS SW and DESAM row, he continued.

Now, we are witnessing bandhs and general strikes being imposed even without any early announcement from anywhere, which is creating much inconvenience to the public, he observed.

There are also several cases of provocation among groups of agitators, he said.

Patients who are being taken to the hospital have been affected with cases of even death being reported, Mani continued.

This is unfortunate and at the same time, the support from the people to such an important movement seems to be dwindling, he said.

It is important for the agitators to follow the directives of the JCILPS or to make prior announcement of any general strike or bandh, Mani observed.

The JCILPS which is spearheading the movement, should also put a check on the unruly behaviours of its volunteers and revert the movement back in its proper direction, he continued.

The JCILPS should also address the present pattern of anarchy and chaos and take timely suggestions from the experts and intellectuals, he further proposed.

The present movement is fully justified as it is a demand for a legal mechanism to protect the indigenous people, said general secretary SCS Laishram Sadananda.

However, the approach of the agitators and the inconveniences it is causing to the general public is also becoming a concern, he added.

The split visible in among the students is unfortunate, Sadananda observed.

The press meet was also attended by other members of the Senior Citizens Society.

The SCS also expressed concern over the tension in Moreh area and appealed to all for peaceful settlement of misunderstandings and reiterated that the ILPS is in the interest of all communities of the State.

Seven hunger strikers arrested

IMPHAL, Aug 18: Altogether seven persons including five students who launched hunger strikes demanding implementation of the Inner Line Permit System or similar law in the State have been arrested

IMPHAL, Aug 18: Altogether seven persons including five students who launched hunger strikes demanding implementation of the Inner Line Permit System or similar law in the State have been arrested by police from different places today.

The five students were picked up from Ananda Singh Higher Secondary Academy around 8 am while the other two identified as Leishangthem Pratap of Thangmeiband Sinam Leikai and Laishram Gunindro of Thangmeiband Hijam Leikai were pulled up from opposite to THAU Ground waiting shed.

Health condition of the seven arrested hunger strikers deteriorated when they were arrested by police.

After they were arrested, another six persons including five students came out and launched fast unto death stir. The five students are fasting in front of Ananda Singh Higher Secondary Academy while the remaining one namely Thongam Ongbi Apabi Devi, 65 wife of Th Modushudon Singh of Thangmeiband Hijam Leikai is fasting opposite to THAU Ground waiting shed.

The five students are identified as Mangsatabam Nongdonleima Chanu (Class XII science student of Lamlong Higher Secondary School); Thongam Malemnganba Meitei (Class X student of Lamlong Higher Secondary School); Thingujam Ricky Singh (Class IX student of Eastern Ideal High School); Irom Jotin Kumar Singh (Class XII science student of Johnstone Higher Secondary School and Samurailakpam Susil (Class XII arts student of Ananda Singh Higher Secondary Academy). They began fasting at 11.30 am.

On the other hand, a large number of youths of Yumnam Patlou took out a cycle rally in Imphal area demanding enforcement of ILPS in the State at the earliest.

IMPHAL, Aug 18: Irom Chanu Sharmila, who has been on hunger strike for the past more than 14 years demanding repeal of the AFSPA , was produced before the court of the Chief Judicial Magistrate, Imphal West RK Memcha today morning at around 11.

Before entering the court room Sharmila had a brief chat with the reporters.

Speaking to the reporters, she expressed her concerns on the present scenario of Manipur.

She expressed her disappointment over the State government for taking too much time in fulfilling the people`™s wish of the ILP or a similar law being implemented in the State.

She also expressed her concern on the reports of some ILP protesters under the influence of intoxicants causing harm to people, public properties and vehicles.

She said this kind of things can show the movement in a bad light.

When asked what she thinks about the students who are on hunger strike demanding ILP in Manipur, she replied `I would not suggest anyone to carry out this form of protest (hunger strike) because I don`™t want anyone to suffer the way I am suffering now.`

`In one`™s life the stage of a student is very important.

`In fact students are our pillars of tomorrow. We should free the students from the problems and issues faced by the State from time to time. Let them study peacefully,` she continued.

`I think it is possible to achieve the goal of the masses successfully without much destruction and also within a limited time frame if the civil societies, political parties and other organizations work together with trust, unity and sincerely,` she said.

She further said that her movement has crossed 14 years now. `They (government) have, under charges of attempt to commit suicide, awarded me with one year penalty every year and then I am released for few days before I am again re-arrest,` she said.

While urging the people to support her movement she questioned whether it is `dharma` to treat a person, who is only fighting against a brutal law for the sake of truth in a non violence form, like this in a democratic country.

IMPHAL, Aug 18: Deputy Chief Minister Gaikhangam who is also the Home minister has assured media persons in the State that he will take disciplinary action against the Bishnupur District Police personnel who had assaulted a staff of the Hueiyen Lanpao last night in front of the newspaper`™s office.

The assurance was expressed before a team of the All Manipur Working Journalists`™ Union during a meeting today at the deputy CM`™s office.

It may be mentioned that police had assaulted Hueiyen Lanpao staff Willar Leimapokpam last night around 8:51pm in front of the newspaper`™s office.

Reacting to the police brutality, journalists in Imphal took out a protest rally headed by AMWJU from Manipur Press Club Majorkhul to Nupi Laan Complex to submit a memorandum demanding actions against the rogue police personnel within 48-hour.

A six-member AMWJU team later met the Home minister.

The Home minister tendered apology on behalf of the erring police personnel and assured befitting actions within 48 hours after a lengthy meeting.

During the meeting, the AMWJU team led by president Wangkhemcha Shyamjai showed the Home minister CCTV footages of the incident where the police personnel assaulted the scribe.

The AMWJU team also highlighted the present grievances of the State based media persons during the ongoing movement spearheaded by the JCILPS and the conflict situation in the State.

Harassment of journalists by the police has been a frequent occurrence in the State, the AMWJU president told the Home minister.

In such a hostile situation, the media persons are continuing to carry out their duties he said, and further appealed to the Home minister to look into the issue and ensure that such incidents are not repeated in the future.

In his reply, Gaikhangam assured that the incident was unfortunate and the government will ensure that such incidents are not repeated in the future.

He also ensured to visit and extend maximum help to the Huiyen Lanpao staff who is undergoing treatment at Raj Medicity.

Meanwhile, residents of Wangkhei Ningthem Pukhrimapal staged a sit in protest against the assault on Willar by the police.

IMPHAL, Aug 18: `Manipur is presently in a very highly charged situation. And such eruption as witnessed in Moreh at this hour is very unfortunate, Kuki Innpi Manipur president Thangkhsei Haokip said regarding the Moreh violence today.

Speaking at a press conference held at the UCM office today, he said `The Kuki Inpi Manipur strongly condemns any kind of violence, because every issue can be sorted out by dialogue even though differences in opinion may arise.`

He further said that Kuki Inpi Manipur shares the sorrows of the Meiteis at Moreh as they are also minorities in Moreh.

He informed that to avoid further spread of this issue, representatives of Kuki Inpi Manipur (KIM), United Committee Manipur (UCM) and All Manipur United Clubs Organization (AMUCO) will go to Moreh tomorrow early morning to meet the community leaders to bring a solution to the issues.

AMUCO vice president Ph Debam Sharma speaking to media persons said that while trying to take out a peace rally in connection with ILP demand in Manipur an unwanted incident happened leading to a communal tension in Moreh.

`It is very unfortunate and we strongly condemned it. We have always appealed to the people not to create such tension,` he said.

`Moreh is a very peaceful place where various communities reside together. This happens only because of some miscreants who have failed to use their senses,` he added.

He also appealed to the State government as well as the security personnel to be vigilant especially in the night time to avoid further spread of violence.

UCM president Jonson Elangbam while strongly condemning the incident said the incident happened only because of some people who have vested interests.

Every community residing in this land needs to understand that the ILP issue is for all the communities residing in Manipur and not for a particular community, he continued.

He said that the Kukis and Meitei have been residing there for a long time now and similar incidents had happened in the pass but have managed to settle the issue peacefully and quickly.

If there is any misunderstand with the ILP demand then we can sit together and sort it out peacefully, he said.

`Let`™s stop these people who are trying to create communal tension. We don`™t consider this as a communal issue but rather an issue created by some mindless people,` he declared.

`Don`™t spread rumours and don`™t believe in rumours as well and please calm down. Let us all try to bring a solution to this issue together,` he added.

IMPHAL, August 18: Parliamentary Secretary of MOBC and Science & Technology Amin Shah has been re-elected as the Chairperson of the Manipur State Haj Committee for three years by voice vote under Section 21(1) of Haj Committee Act 2002 today.

As per a government order, the Manipur State Haj Committee was officially formed on August 7, 2015 with 16 members and conducted its first sitting at the mini conference hall of MONEDS at around 11 am with Salaudin Khan Member and Executive office of MSHC Imphal in the chair.

The committee in its first meeting held today endorsed to elect Amin Shah as its Chairperson.

While elaborating on his three years tenure programmes and projects as the Chairperson, Amin Shah appealed to Haj pilgrims from Manipur to offer prayer at the holy place for Muslim community at Mecca for peace and tranquillity in the State.

He informed that the State Haj pilgrims will leave Imphal on August 19 and 20 for Saudi Arabia from Imphal Airport.

He also appealed to the concerned civil society organizations engaged in the ongoing mass movement demanding introduction of Inner Line Permit System in the State to allow free passage to Haj pilgrims during the two days.

All Muslims in the State also fully endorsed the collective demand for ILPS enforcement in the State which is much necessary, the Parliamentary Secretary said.

Assuring that he as the Chairperson of Manipur State Haj Committee will try to increase the number of Haj pilgrim from the State by requesting India Haj Committee, he further informed that this time the State Haj pilgrims will be led by Moulana Mukti Salatu Rahaman.

IMPHAL, Aug 18: Annoyed at the government`™s utter inaction over the long standing demand for introduction of Inner Line Permit System or a similar Act to effectively regulate the alarming influx of outsiders into the State which has threatened the existence of the indigenous people, women vendors of Khwairamband Market have imposed a 72-hour closure of the main market with effect from August 18 midnight.

The call of the closure of the market was taken during a joint meeting of women vendors of Khwairamband Market convened today at 11 am wherein leaders of the four market sheds attended.

The meeting strongly decried the government`™s lackadaisical attitude towards the mass movement despite launching severe forms of agitation from many sections.

Reiterating that it is not the time for the government to merely discuss the people`™s movement launched solely for safeguarding the indigenous people, women vendors attending the gathering asked the government to recollect undeniable contribution made by women vendors of Khwairamband Market towards the security of the State.

Certain resolutions with regard to the ongoing mass movement were also unanimously adopted during the meeting.

It resolved to bar non-locals from selling wares in and around the four market sheds, Thangal Bazar, Paona Bazar, MG Avenue and BT Road till ILPS is implemented in the State.

The meeting also firmly resolved to restrict non-locals from transporting goods at the four market sheds till ILPS or similar law is introduced as per the wishes of the people.

Enraged women vendors during the meeting further resolved to launch intense agitation in case ILPS or similar law is not enforced by the government before August 21.

IMPHAL, August 18: Tension erupted in the border town of Moreh cohabited by different communities today as a a mob protested against an Inner Line Permit rally in the town.

A mob went on a rampage for more than three hours damaging more than 45 houses and business establishments including hotels and more than 20 vehicles belonging to a certain community, informed a source.

The violence has since been brought under control with the arrival of SP Chandel, an official report said.

Meanwhile, the DC Chandel has imposed an indefinite curfew in Moreh.

Leaders of civil organisations of Moreh have agreed on holding a public meeting to solve the issue. According to a latest report received, things are under control now as both the sides have come to an understanding, according to a NNN report.

More than six persons were also injured in the mob violence, informed local sources.

Several houses including the offices of the Meetei Council Moreh and the All Community Development Organisation Moreh were also set ablaze by the mob even as the police remained as mute spectators, the sources informed.

Sources informed that around 9am today, the All Manipur Students`™ Union, Chandel district, Kha Nongpok Apunba Nupi Lup, Moreh and Nupi Khunai Chaokhat Lamjing Lup, Moreh organised a rally supporting the demand for ILPS in the State.

According to sources, a mob came out and disrupted the rally.

This resulted in stone pelting between the ILP supporters and the other group.

However, the mob ran berserk and started singling out houses and business establishments belonging to a certain community in the heart of the Moreh bazaar. Properties worth more than one crore rupees were damaged in the violence, informed a source.

Meanwhile, locals have also claimed that no security forces including both the State police and the Central forces came to control the mob in time.

A joint statement of the Meetei Council Moreh and the the All Community Development Organisation Moreh has strongly condemned the violence during which their offices were set ablaze.

The statement said the two organisations strongly condemned the action wherein the offices of the two which has been working to bring peace and development in the town were set ablaze.

It continued, the two organisations also strongly condemned that the mob had singled out houses and business establishment of a single community.

The mob after robbing the houses of their belongings including valuable ornaments carried them away in Tata DIs, hand carts and other vehicles, it claimed. The houses were then set ablaze or damaged, the statement continued.

The two organisations have also condemned that the mob which included properly armed individuals also attacked the women participating in the rally. They even fired towards the womenfolk, it said.

It is also unfortunate and condemnable that no security forces arrived to control the mob which went on a rampage for more than three hours, it said.

KOHIMA, Aug 15(NEPS): Members of the Lions Club of Kohima (LCK) led by its president Lion Tali Jamir marked Indian Independence Day by visiting differently abled students of the Cherry Blossoms School, Kohima on August 15 today. The visit to the School was part of the 69thAnniversary of the Indian Independence Day Celebrations. After a short service, the Club’s Members distributed towels to each students of the School.

Appreciating the service rendered by the Principal and her team for the differently abled students, LCK President Tali Jamir told the parents who were also present during the visitation program at the School that they should not feel otherwise of having their children disabled. “These disabled students are more abled than the abled ones,” he told the parents. “Because,they are having extra-ordinary sensitive nature given by God and once they learn, it will be there forever.”

Senior Club Member Lion Maren Paul also spoke on the occasion.

Headmistress Purnima Kayina briefed the Club Members about the School history and the present position. She disclosed that they were having about 200 students including 30 differently abled ones. She said the School was established in 2007.

After the service, the Club Members, the students,teachers, and parents had lunch together in the School.

JCILPS` unclear timing of general strike irks public

IMPHAL, August 17: A 2-hour long general strike called by JCILPS disturbed the general traffic and public activities today.

As there was no clear cut time spelt out by JCILPS for imposing the strike, many commuters faced several grievances due to the hurriedly called unclear agitation.

As strikers came out in the morning and took to the streets, roads were blocked at Sagolband area of Imphal west.

Later, the road blocks spread to many areas in Imphal East and Bishnupur districts.

Public travelling from other hill areas including Tamenglong, Ukhrul, Churachandpur were affected by the bandh. It was complained from various quarters that there was no clear cut time fixed by the JCILPS and people had no idea of when and where the general strike would be imposed.

As sporadic road blocks appeared in Imphal and greater Imphal area, vehicular traffic was hindered inclusive of public transportation. Many people were left stranded due to the strike and had to walk till their destination.

The urban areas inclusive of Thangmeiband area remained closed to traffic, as two hunger strikers are presently undergoing their agitation in the area demanding implementation of ILP system in the State.

As vehicles were forced to turn back from Thangmeiband and Dingku Road, the main route connecting Imphal East and West via the Minuthong remained congested while, the Chingmeirong traffic island was also heavily jammed.

As there was no clear indication about the time when the strike was supposed to start, agitators started from different timings.

There were a lot of arguments between motorists who were going to their work and the unrestrained agitators.

Once a road was blocked, there was no clear cut timing of when it will end and the protestors had a field day disrupting public conveyance.

Many voiced that the JCILPS method of calling a strike for two hours without indicating to the time was a huge problem for the general public. They voiced that there should be a well notified timing when a protest should be held.

Public transportations from other districts too faced the brunt of the unorganized strike. Travels from other districts were particularly agitated especially from Churachandpur area, as protestors butt off the road at Malom area. There were voices of concern raised from the public that the JCILPS need to be more mature in spearheading the agitation.

The unorganized strike also affected those going to the airport and availing taxi services to other districts. Such events and inclusive of medical services, media have been greatly disturbed by agitators despite the JCILPS constant appeal to agitators to give the mentioned free passage.

Later, it is also learnt that the very confusion had led to a confrontation between groups of youth of two adjoining localities of Khagempalli and Kwakeithel areas. It is learnt that both sides indulged in firing catapults and pelting stones reportedly injuring around four people including a meira paibi.

Meanwhile speaking talking to IFP a resident of the area has appealed the JCILPS to be clear on their announcement of their agitation agenda so as to avoid unwanted confrontation which could possibly lead to undesirable consequences.

IMPHAL August 17: Reacting to claims of the Democratic Students Alliance Manipur that two of its members were assaulted by volunteers of the JCILPS students`™ wing, the latter has clarified that DESAM`™s position in such a crucial juncture of the peoples`™ movement is unfortunate.

Speaking to media persons at the AMSU office this afternoon, Oinam Nandababu convenor of the JCILPS students`™ wing said DESAM`™s position could mislead the people at such a crucial juncture.

He said the JCILPS SW has been appealing to all not to spread any rumour regarding the present movement for ILPS including in the media or social networking sites.

Going against the appeal, a DESAM volunteer had made certain remarks on a social networking site on the present movement which could mislead the public, he said.

Considering the harm the remarks could do to the movement, the JCILPS SW wrote to DESAM on August 11 and then convened a joint meeting, he said.

During the meeting, he said, the DESAM president assured to bring the volunteer responsible for the remarks within three days time. However, DESAM failed to bring out the volunteer for dialogue, so volunteers of the JCILPS SW went to DESAM office in search of the volunteer, he added.

They entered into a minor scuffle with the DESAM volunteers and later brought two DESAM volunteers along with them so as to find the culprit, he claimed.

On the alleged physical assault of DESAM volunteers, he said `We took them so that they could help us find the culprit who made the demeaning remarks.`

Now, the DESAM president`™s tenure has already ended, he said.

He further claimed that instead of encouraging the students on fast, the DESAM volunteer made mocking comments on them.

He further said that the no group would be allowed to derail the ongoing movement for implementing the ILPS in the State.

According to a press release of PRO (Defence), Maj Gen L N Singh has a wide experience of field service and profession knowledge. A JAKLI Officer, presently commanding a training establishment of the Army, he did his initial schooling from THINGEN LP School, Gurukul Junior High School & Tombisana School and later joined Sainik School Purulia.

He had the distinction of securing first position in Manipur in CBSE`™s Higher Secondary exams in 1975. The General who, having honour of Bar to Vishisht Seva Medal (VSM), has also been awarded with `Army Commanders Commendation Card`™ three times. He played a key role in the rescue mission, in Afghanistan, in 2010, of Indian Medical Mission, after it was attacked by terrorists.

He joined NDA in July 1975 and was commissioned into the Army (9 JAKLI) in June 1979. He has commanded the prestigious unit in Delhi and he was an Instructor at Army war College for more than two years. He also served in Bhutan on Deputation, it said.

The General Officer is M Phil in Defence studies from Madras University. When he was dealing with Afghanistan, on February 26, 2010, he organized the rescue mission after the Indian Medical Mission in Afghanistan was attacked by terrorists. This mission sent back the body of Late Maj Laishram Jotin, who was later awarded Ashok Chakra.

Married to Sanjenbam Nandita daughter of Sanjenbam Vedajit Singh and Prabha Devi, she is granddaughter of the famous freedom fighter M Koireng Singh who fought as an INA (Indian National Army) worker against the British, the release added.

IMPHAL August 17: Following an alleged physical assault on two volunteers of the Democratic Students Alliance Manipur by members of the Joint Committee on Inner Line Permit System Students`™ Wing yesterday, the student body has decided to launch its own parallel campaign demanding implementation of the Inner Line Permit System in the State.

This was stated by DESAM president Angamba during a press meet in their office this morning.

He denounced the physical assault on their volunteers in the strongest terms and demanded a clarification apology, failing which he said DESAM will be compelled to respond in a befitting manner.

According to him, yesterday at around 3 in the afternoon more than 50 members of JCILPS Student Wing stormed the DESAM head office and dragged away two of its members namely Elangbam Musuk and Ronil and brutally assaulted them.

Angamba expressed shock at such conduct of the JCIPSSW and questioned the legitimacy of the action.

He said there was a joint meeting held a few days back over certain statuses/comments made on the social network/ Facebook.

`Similar and more severe comments were also made on me by members of JCILPSSW. However I have not reacted or imposed accountability on such comments.`

So such violent reaction was not anticipated at all, he said.

He disclosed another recent incident where Ashok Kumar, member of DESAM Imphal West of Langthabal Mantrikhong was brutally beaten in his own house by members of JCILPSSW for an unfounded reason.

DESAM considers such actions as a deliberate attempt to tarnish its image in public and of those members in JCILP who share our ideology, he said.

Further we feel such attempts are meant to derail the core purpose of the ILPS movement, he alleged.

Instead of acknowledging DESAM`™s contribution since the inception of the movement for implementing Inner Line Permit, we are framed as a party to the government and supposedly distributing pamphlets, he said.

This is an attempt to belittle our contribution and mark as an opposition to the public movement, he remarked.

Whereas, DESAM has been a forerunner since the beginning of the movement, he claimed.

In fact some of DESAM members are presently partaking in the indefinite hunger strike, he asserted.

Unfortunately, differences in ideology, disrespect and distrust have crept up within JCILPS, he lamented by citing the manner in which he was replaced as a convenor without any prior information to him.

`Yet we continue to show our solidarity and support for the movement.`

Unfortunately JCILPS started adopting several undemocratic approaches, he claimed.

Groups within JCILPS started behaving in their own and also started to give their independent thoughts through the media without the approval of the collective leaders, he said.

For instance AMSU has announced the closure of Moreh route without the mandate of the JCILPS Chandel District Unit, he claimed.

Such action exposes the undemocratic patterns within the collective movement, he alleged.

He also said that such incidents have further brought differences among the people which is aggravated by assaulting two innocent DESAM members.

He narrated, we had immediately informed the JCILPS convenor i/c Kh Ratan and he had assured us immediate release of the two members.

However we waited in vain till midnight when THANIL meira lup and Poirei Leimarol Apunba Meira Paibi brought the two brutally assaulted members of DESAM, he claimed.

It is unfortunate that unrelated mothers are used in this manner, he added.

Hence DESAM demands public clarification for such conduct of assaulting two members, he said.

For all the above difference, DESAM have decided to detach from JCILPS and along with shared ideology groups will renew the movement for implementation of ILPS under `Reconsolidation Campaign for Implementation of ILPS (Phirep Chetsinhanba Khongjang)`™, the president announced.

Public consultations at several places will follow as part of the campaign, he informed.

We will soon convey a peoples`™ convention draw out the line of agitation for achieving the demand of safeguarding the indigenous peoples`™ rights and towards solutions for other issues that confronts the State, he said and appeal to all for support towards safeguarding the Indigenous people.

IMPHAL, August 17: The Jawaharlal Nehru Institute of Medical Sciences may be compelled to close down, if the present trend of disrupting medical staff by bandh supporters continues unchecked, JNIM director Prof L Deben informed media persons today.

Deploring that free movement of staff of the hospital including doctors, nurses, operation theatre staff, attendants, etc have been seriously disturbed by bandh supporters of the ongoing movement in the State, Deben strongly appealed to the public to allow free passage to the medical staff so that they could discharge their duties properly.

Addressing a press conference today at the JNIMS hospital, Prof L Deben informed the media that if such inconveniences and disturbances continue, the hospital may be compelled to shut down or cease operation for some time since the staff are wary of facing the harassments.

He continued on August 16 (Sunday) afternoon around 2, four doctors of the hospital commuting in an ambulance were hurled many verbal abuses and were also detained by bandh supporters at Tiddim Road, Singjamei-Langthabal-Lilong.

A lady doctor was also asked to get down from an ambulance some four days back at Tellipati and walk the distance on foot, he added.

Doctors, nurses and the other staff of the hospital are serving the people, providing 24×7 services and not having fun, he said.

The hospital along with the local organisations has also been operating `Relief Committee, JNIMS` since August 5 especially for those hurt or injured during the public movement, he said.

Meanwhile, the Churachandpur District Students Union in a press release signed by its information and publicity secretary has also strongly condemned an alleged attack on an ambulance of the Kuki Khanglai Lompi GHQ on August 14 by bandh supporters.

It said essential services like media, medical staff, water supply etc are exempted from the purview of the bandh.

IMPHAL, August 17: Furnishing details of the status of the preparation and implementation of the Inner Line Permit System Bill or a similar system in the State, the government has appealed to Joint Committee on Inner Line Permit System (JCILPS) and people to extend full cooperation in passing the new bill at the earliest.

A statement issued by Home department today informed that the first demand put up by JCILPS to issue a permit or pass for migrants as regards their purpose, whereabouts and validity etc of their presence has been included in the proposed new draft bill to be introduced and its subsequent Rules.

Referring to the second demand of the committee which is a cut-off base year of 1951 to all people participating and creating of demographic influx into the State, the official statement said that it is proposed to include the cut-off year of 1951 in the new draft bill to define the people of Manipur whose names are in the National Registrar of Citizens, 1951.

On the third demand which states that no land ownership rights are to be given to all non-indigenous people and necessary procedures be included in the preparation of the bill proposed, the statement said the State government proposes to insert a provision in the Manipur Land Revenue and Land Reforms Act, 1960 by an amendment bill to regulate the land ownership rights to the non-Manipuri people as provided under Article 19 (5) of the Constitution of India.

While on the committee`™s fourth demand which is a full-fledged Labour Department which has outreach in all the districts of Manipur be strengthened in operational matters for registration and regulation of inter-state migrant labourers and its necessary rules be framed, it assured that the demand to monitor and regulate the visitors and tenants has been taken care of by the new draft bill by establishing a separate Directorate of Registration of Visitors and Tenants.

The existing Labour Department will be strengthened for effective implementation of the existing Labour laws of Centre and State government in regulating the inter-state migrant labour, it said.

On the last demand put up by JCILPS which is detection and deportation of illegal migrants or other non-indigenous peoples should be included in the proposed bill and necessary action thereof, the Home Department in the statement said that detection and deportation of illegal immigrants falls under the Foreigners Act, 1946 and necessary steps will be taken under the said law.

Migrants`™ in-terms of visitors and inter-state labourers will be regulated as per the new draft bill and its subsequent rules, it further assured.

IMPHAL, Aug 17: An all political parties meeting chaired by Chief Minister Okram Ibobi Singh has today passed three resolutions in regards to the GoI-NSCN (IM) Accord signed recently.

According to an official statement during the meeting, the representatives of the political parties unanimously resolved that any agreement or accord with the NSCN (IM) by the government of India shall not affect the territorial integrity in letter and spirit in the interest of the State of Manipur at any cost.

The statement said it was also decided to urge the State government to pass a resolution on recently signed `Framework agreement` in the ensuing Manipur Legislative Assembly to protect the territorial integrity of Manipur and its interest in letter and spirit.

The meeting also unanimously decided to send an all political party delegation led by the CM to meet the Prime Minister and Union Home Minister and appraise the implications and present scenario with respect to the recently signed frame-work agreement, informed the official statement.

Deputy Chief Minister Gaikhangam and Th Debendra both of the Congress also attended the meeting.

IMPHAL, August 17: The State MLAs should tender their resignations if they are unable to support the demand for implementation of the ILPS in the State, and if they do support the demand then they should act accordingly, asserted Laishram Gunindro who had launched an indefinite hunger strike yesterday demanding implementation of the ILP in the State, today.

Laishram Gunindro a member of Thangmeiband Leo Club and Leisangthem Pratap, president of the Thangmeiband Sinam Leikai Naharol Leisemba Club had launched their hunger strike since yesterday at the Thangmeiband Sinam Leikai bus shed. Six others had also started a similar hunger strike near the Khurai Lamlong Bridge yesterday.

All the eight hunger-strikers refused a medical team to conduct their health check-up at their respective sheds and mockingly demanded that the team first check the conditions of the Chief Minister, deputy Chief Minister and the Education minister.

At the same time, the five students continuing a similar indefinite hunger strike in front of the Ananda Higher Secondary School had also refused medical check-up today.

Speaking to media persons, Gunindro said all the MLAs of the State should clarify on their stand regarding the present demand for ILP.

He said all those who cannot support or endorse the demand should step down, whereas those who support it should come out and joint the people in their movement.

The present government, which has created this more than a month and a half long chaos in the State, is a total failure, he said.

Our indefinite hunger strike is only against the government`™s neglect of the ongoing agitation, he claimed.

Laisangthem Pratap further appealed to their supporters and friends not to bring their family members near their station.

He said seeing their family member will weaken his will to continue with the strike.

Pratap also lamented the government saying that it is surprising that the government neglect the people to such an extent.

The government seems to have no consideration for the daily bread earners who are the most affected by the present turmoil in the State, he added.

Meanwhile, Pratap vomited some bile around 11:30am, but he and his supporters didn`™t allow the medical team to check his condition.

The six agitators at Khurai Lamlong Bridge namely Sumanta Manoharmayum, Romendrajit Moirangcha, Tenison Akoijam, Yumnam Langdaiba Meetei, Deepshor Lairikyengbam and Jamson Hourokcham also denied the medical team to check their health.

They also asserted that it is unfortunate that the State police seem to be unaware of the meaning of hunger strike.

Sumanta said their fasting was started voluntarily since 7am yesterday endorsing the demand for the ILPS and the JAC Robinhood.

He said it is however, unfortunate that the Imphal East commandos fired tear gas shell towards their fasting shed last night.

Meanwhile, a medical team of the CMO Imphal East had reached out to the site to check their agitation, however, they were denied by the hunger strikers.

The hunger strikers`™ and their supporters`™ main contention for denying the medical team was that the team was there to only ascertain whether they had survive last night`™s police action of firing tear gas shells.

Sumanta said they had told the medical team to first check the Chief Minister, deputy Chief Minister and the Education minister.

The ministers seem to have gone out of their mind in the present situation, and need the medical check-up more than us, he mocked.
