Manipur, IMPHAL, January 31: The State Advisory Committee on RTE constituted under Right of Children to free and Compulsory Education Act 2009 rule number 26 with the Education Minister, Moirangthem Oken as the Chairperson has appealed to the Catholic School Society not to conduct any admission entrance tests for this year.

Speaking to media persons during a press meet at his office, the Education Minister said the committee was formed to give advice to the Government in relation with the educational system in the state.

“The committee also will decide along with intellectual persons to make-up a new system akin to screening tests for the new enrollment for the next year,” he said while adding that RTE must be implement in all the Catholic School and there should be 25% reservation for the minorities.

The voice made by various civil society organizations to change the education system is appreciated by the Government, he added while saying that such calls were aimed at bringing about a better educational system. 

The Minister further requested the public to inform if anyone use the name of the Education Department and takes bribes under promise of employment, adding that such complaints should be immediately taken up to the concerned Minister or to a nearby police station to take action.

Manipur, IMPHAL, January 30: A minor girl belonging to the Scheduled Caste community of Kakching was allegedly seduced, kidnapped and raped in Thoubal district on January 25 and a FIR has been registered according to a press release of the North East Support Centre & Helpline, Manipur Branch.

The press statement has said that sources reaching North East Support Centre & Helpline has said that a 17 year old girl Ms Geeta (name changed) was kidnapped by a man, accompanied by three other men, in a red colour Maruti Van on January 25 at around 1:30pm from Kakching.

While she was coming from the market along with her younger brother, the men pulled her down from their vehicle and forcefully pushed her into the vehicle and they closed her mouth with some suspected substance following which she felt unconscious, it said.

“When she gained her consciousness, she found herself with a man named Prameshwor Singh (19) alone inside the Maruti van parked at an isolated place and she found she was bleeding  and soon realised that she had been raped by the man”, the statement alleged.

“Thereafter, she was taken to the house of the man. His family members forced her to accept that she eloped with her consent. Then his family members took to her back her home next day and she reported the matter to her mother and father”, it said.

It has further identified the accused as being the son of Yengkokpam Rameshwor Singh of Charangpat Mayai Leikai, Thoubal.

“A fact finding team, led by Madhu Chandra,spokesperson of North East Support Centre and Helpline and Rev N Debendra Singh, member of the Manipur Station Minorities Commission after hearing the report rushed to the victim. The fact-finding team went to Kakching police station to register FIR against the charges of kidnapping, seducing and raping a minor girl. Kakching police has registered a FIR against charges of kidnapping, seducing and raping a minor girl”, it said.

The father of the victim lamented to the fact finding team that the future of her daughter is shelter by the crime committed against his daughter and said “I want stringent punishment to the rapist and others involved in kidnapping her daughter” , the statement said.

KOHIMA, Jan 29 (NEPS): Much anticipated Mega “2nd IFMA-WMC Imphal National Muaythai Challenger Cup 2013 and 2nd Imphal IFMA National Muaythai Convention 2013” is coming to enthrall the sports and martial arts lovers of Manipur with the opening of these Mega Muaythai Events on February 1, 2013 at Khuman Lampak Sports Complex, Imphal, Manipur.

Around 300 participants including 100 officials from across the country are expected to take part in this “2nd IFMA-WMC Imphal National Muaythai Challenger Cup 2013 and 2nd Imphal IFMA National Muaythai Convention 2013” from February 1 to 4, 2013.

The “IFMA-WMC Imphal National Muaythai Challenger Cup and Imphal IFMA National Muaythai Convention” is an annual permanent project of Muaythai Federation of India (MFI) for the State of Manipur in which all the 28-MFI affiliated units from across the country are invited to take part. The “Event” is organized by MFI Pro-Muaythai Promotional Council under the aegis of International Federation of Muaythai Amateur, IFMA, world headquarters, Bangkok, Thailand and MFI.

There will be 14 weight categories for Senior Male, Junior Male, Senior Female and Junior Female and Sub-Junior Divisions.

During this “2nd IFMA-WMC Imphal National Muaythai Challenger Cup 2013 and 2nd Imphal IFMA National Muaythai Convention 2013,” there will also be several “Muaythai Programs” like Seminars and Camps. During this time, MFI leaders who have been sacrificing for the “promotion and development” of Muaythai in the country will be awarded “Highest Honor.” “Awardees” of this “Highest Honor” will be screened by the MFI Award Screening Committee.

IMPHAL, January 28: Ipak films Production and Animoon India jointly organized a mega film star night at Bheigyachandra Open Air Theatre (BOAT). The mega function was attended by Padmashri awardee Heisnam Kanhailal, President IPAK films Production Nongmaithem Noren, Film forum Manipur Chairman Laimayum Surjakanta Sharma and MD Animoon India Arup Thokchom as chief guest, president and guests of honour respectively.

The mega film star night was organized primarily to promote the artists of Manipur. Producers, Directors, Script writers, actors and singers of the state were presented with a memento each to show respect and appreciate their contribution in the entertainment media of the state. A total of 71 artists were felicitated with mementos.

The mega film night had postponed from December 20 2012. The main attraction of the night was supposed to be the magic show of Laser Oscar winner PC Sorcar from Kolkata. However, Secretary IPAK film Production Rakesh Naorem stated that due to the poor law and order situation of Manipur, PC Sorcar failed to turned up for the show.  He added that it was unfortunate that some of the artist failed to show up for the mega event. He further said that IPAK film production has plans to conduct mega film nights at larger platform outside Manipur. Several popular artistes of the state performed during the mega film night in the forms of dialogues, songs etc.

NEW DELHI, January 28 (MIC): Noted film director, Aribam Syam Sharma`s latest Manipuri feature film-Leipaklei (2012) has been invited for participation at the Jeonju International Film Festival to be held at Jeonju, South Korea from April 25 to May 5, 2013.

The Programme Coordinator of the Festival June Yun-kyung Kim informed the film maker Syam Sharma for screening the film in the section- `Special Section: Beyond Bollywood` of the 14th edition of the international film festival. The invitation came after the Jeonju festival authority selected the Manipuri film during the Kolkata International Film Festival.

Based on the Sahitya Akademi Award winning drama- Leipaklei written by Arambam Samarendra, the film tells the story of a woman- Leipaklei who is separated from her husband and whose life is surrounded by the hard trials of fate and is burdened with sustaining herself and her little daughter.

Leipaklei had an enthusiastic response from the audience and critics when it was screened during the 18th Kolkata International Film Festival held in Kolkata in November 10-17, 2012 and was the inaugural film of the 5th Guwahati Film Festival held at Guwahati in December 10-16, 2012.

It may be mentioned that Aribam Syam Sharma made his directorial debut in Lamja Parshuram (1974) after scoring music as well as acting in the very first Manipuri film, Matamgi Manipur (1972) directed by Deb Kumar Bose. His directorial debut is said to have beat the then superhot Hindi film running in another theatre in Imphal, Raj Kapoor`s Bobby. 

His second Manipuri film was Saphaabi (1979), based on a Manipuri folk story and received the national award in regional category.  His third Manipuri film, Olangthagi Wangmadasoo (1980) was a block buster film and also bagged the regional award in the National Film Awards.

Syam Sharma`s  Imagi Ningthem in 1981, marked the first Indian film to have won the top prize of `Grand Prix` in the Festival of Three Continents, Nantes in 1982.

His Ishanou (1990) which was screened in the Un Regard Section of the Cannes International Film Festival in 1991 and travelled to many major international film festivals was considered as another masterpiece of Syam Sharma and was screened recently in Indian International Film Festival, Goa in the Centenary Indian Film section among 27 Indian films selected. Acclaimed as one of the most original film makers of India by international critics, Aribam Syam Sharma, now 73, had won five National Film Awards in Manipuri features and eight National Awards in non-features.

A recipient of Padmashri in 2007 and V. Shantaram Lifetime Achievement Award in 2008, Syam Sharma  was the first Managing Director of the Manipur Film Development Corporation Ltd, a Government of Manipur Undertaking established in 1987. During his tenure, he laid the foundation for infrastructure development and film promotional activities like organizing national and foreign film festivals and has authored an autobiography entitled –Living Shadows which was published by the Guwahati Cine Club.

IMPHAL, Jan 27 (NNN): The Kuki State Demand Committee (KSDC)`s sponsored agitation entered its third day today in Manipur with a vehicle reportedly burnt down along the Imphal-Jiri road (National Highway 37).

KSDC sources said a vehicle was burnt down along the National Highway 37 while one of its volunteers was beaten up by IRB personnel in Churachandpur district.

The KSDC sources alleged that one PK Singson (26) was assaulted by IRB personnel in Churachandpur district today. The KSDC has condemned the incident. Meanwhile, KSDC information Secretary George Guite informed NNN that their agitation will continue as long as the Central government refuses to start a political dialogue with the Kuki militant outfits.

The KSDC has started its `public blockade` since January 24 evening in Kuki areas.

Under this form of agitation, no movement is allowed in Kuki areas.

IMPHAL, January 25: A Milad-Un-Nabi celebration was organized by the Pangal (Manipur Muslim) Political Forum (PPF) Manipur at Keikhu.

The Milas Un Nabi celebration was attended by Working President PPF, Azizul Haque Khan, Chief Advisor PPF, Abdul Rehman Khan Retd. IAS, former PPF Alhaj Zalalluddin, Associate Professor Alhaj Serajuddin, Pesh Imam of Babupara Maulana Shaeed, Madrassa Majahrul Uloom of Mayang Imphal Mufti Abdul Helim, President PPF AR Shah, Advocate Md Abdul Quayum, Mufti Safiullah and Deputy Director Horticulture Alhaj Hafizuddin as presidium members of the celebration.

Spokesperson of the PPF, MI Khan delivering the keynote said that today is the birth day of Prophet Muhammad who is the messenger of Allah. He elaborated that his birthday is celebrated in many parts of the world today. He added that at the age of 40 years Muhammad was given prophet hood during one of his meditation session at Mount Hira when revelation of the Holy Quran started. He further said that since his prophet hood Muhammad begun campaigning to spread the message of love, peace, brotherhood, forgiveness, sacrifice to the people around him which later spread far corner of world.

MI Khan said that one must learn and follow Prophet Muhammad and spread the message of peace and unity. He said that in the current conflict situation and fear psychosis of the state could be erased if we all follow and learn from Prophet Muhammad’s teaching.

PPF advisor Md Abdul Rehman Retd. IAS rendering vote of thanks said that Prophet Muhammad had multi divine personality as prophet, as reformer, as refuge of orphans or as saint.

IMPHAL, January 24: The  2nd State Level PMEGP Exhibition began today at Bijoy Govinda Lampak organized by the Khadi and Village Industries Commission State Office, Paona Bazaar, Imphal under the Ministry of Micro Small and Medium Enterprises Govt. of India. The Prime Minister Employment Generation Program (PMEGP) is a beneficial scheme established in the year 2009 and implemented in the year 2010 in Manipur.

While speaking at the inaugural, Govindas Konthoujam, Minister of Commerce and Industries, Govt. of India said that he bank and beneficiaries of the scheme have made the scheme fail despite the Central Government sanctioniong 5 lakh as banks have not allocated all the money. He also alleged that the undue influence of MLAs and Ministers have also lead to the scheme failing since  they put their own people as beneficiary. “For the year 2011-2012 the number of beneficiaries to be selected is 470 but 2500 beneficiaries were selected clandestinely. After investigations,  it has been reduced into 1400,” the Minister said. Adding that while giving the loan, the banks have to check properly whether their entrepreneur is genuine or not, he further said that the selected beneficiares who have got loans should repay their dues to clear their loan which will only enable them get more loan amounts and assist in establishing more number of private units under the PMEGP scheme to wipe-out the unemployment. 

Tolthang, Additional Director for Commerce speaking during the function said that  PMEGP is one of the best schemes which has ever implemented. Saying that ICM Lamphelpat had provided training program to the beneficiaries to ensure that the scheme works well, he maintained that the beneficiaries on their part should work sincerely.

J Thatlinga, Assistant General Manager of  SBI regional office said that the PMEGP is meant to generate  employment and give opportunities to settle in their own respective areas and give the capacity to establish their own enterprise. While taking loan by the beneficiary the loanee should not forget about the repayment of their loan. “If the loanee repays their loan in time then the bank will be ready to sanction more loans, he said. 

However, Khundrakpam Munal, a participant of the PMEGP exhibition from Khangabok Pallileikai and a state awardee, Thoubal Distrit who has a stall of mats made form “Kouna” said that he was assured a sum of Rs 50000 but that he had not received the full amount. He said that though he had applied for a loan of 5 lakhs, he had only got 44,000 which is not enough make the products as per the demand of customers.

IMPHAL, Janaury 24: The Beru-Unopat Golden Jubilee Celebration was held at Unopat village located at  Chandel district today under the theme “Apthang (to build), Apakha (to live) and Apatol ( to choose). 

Addressing the gathering, S. T. Nunghlung Victor,  MLA (41-A/C) Chandel said that all the communities in Manipur have their own customs. While applauding the efforts and and the courage of the village founder Late Kl Thungshal, he noted that though there were various problems in the village from various quarters, the village has become a peaceful one now with the arrival of security forces. He appealed to the villagers of Beru Unopat who have settled in different villages to live in unity and integrity.

Presenting a brief history of Beru Unopat at the function, Ex chief Kl Rumngkhol recalled that Late Kl Thungshel founded the village on 17 October, 1962 and the government of Manipur inaugurated a JB school and a dispensary. He said that the village had a population of 512 and 75 households from 1992 to 2012. The Beru-unopat village authority also submitted memorandums to the MLA, DC and SDO in the district. The main demands in the memorandum called for up gradation of the primary health sub-centre to primary sub-centre and the renovation of the playgrounds in the village.

IMPHAL, January 23: There is a growing apprehension amongst the people of the state on whether the Right of Children to Free and Compulsory Education (RTE) Act, 2009 is being properly implemented in the state. The Act was passed by the Parliament in the year 2009 with the vision of providing free and compulsory education to every child between the age of 6 and 14 of the country. It came into being the next year from April 1, 2010 after the then Indian President gave assent to it on August 26, 2009.

Several provisions of the Act provide that every child should be entitled to education. One of the provisions says, “Education is a process which engages many different actors. These actors influence the Right to Education. It provides for the right (entitlement) of Children to free and compulsory admission, attendance and completion of elementary education in a neighbourhood school”.

But in the face of several demands by organizations and students bodies for doing away with entrance tests in various private and missionary schools in the state, it is critical for the concerned authority which is the Education Department in this case to clarify over the mater of whether the RTE is applicable to all the schools of the state and if not, then which schools should come under it`s purview.

While some schools are preparing to hold entrance admission tests for students, certain schools have said there will be no school admission test being conducted. The demand for seats in mission and private schools on the other hand, has made guardians to demand that school admissions be done through the lottery system. There is every likelihood that the said face-off between guardians and student organizations on one hand and private or and mission schools on the other can snowball into a major crisis.

On April 12, 2012 the Supreme Court of India had passed a judgement which had said that the act is not applicable in “Minority un-aided private Schools”.

The  judgement had said said, “Accordingly, we hold that the Right to Children to free and compulsory Education Act, 2009 is constitutionally valid and shall apply to the following: a school established, owned or controlled by the appropriate government or a local authority; an aided school including aided minority school(s) receiving aid or grants to meet whole or part of its expenses from the appropriate government or local authority; a school belonging to specified category and an unaided non-minority school not receiving any kind of aid or grants to meet its expenses from the appropriate government or the local authority. However the said 2009 Act and in particular Sections 12 (1) (c) and 18 (3) infringes the fundamental freedom guaranteed to unaided minority schools under Article 30 (1) and consequently, applying the RMD Chamrbaugwalla vs Union of India (1957 SCR930) principle of severability, the said 2009 Act shall not apply to such schools”.

In the backdrop of this, mission schools in Manipur technically claim that they are `minority educational institutions` and are unaided by Government. But many question the truth of such a claim considering that such schools are not aimed to educate children of minority groups but take in children from the general class, not to mention from the elite section of the state.

IMPHAL, January 22:(NNN) The Kuki National Organisation (KNO) has firmly opposed oil exploration in Churachandpur and parts of Tamenglong districts of Manipur, claiming that they are the ancestral land of the Kuki people.

In a memorandum submitted to the Prime Minister of India today, KNO, one of the two umbrella organisations of the Kuki militant outfits claimed that Churachandpur and parts of Tamenglong districts are the integral part of Kuki ancestral lands. “Kuki National Organisation firmly resolves to oppose the current process of oil exploration in these regions,” it said.

The KNO said Kukis are a deprived people. “In the state of Manipur, apart from economic and political exploitation, discrimination and outright deprivation at the hands of the Meitei people dominated state Government, our people have also suffered immense atrocities at the hands of National Socialist Council of Nagalim (Isak & Muivah) and the valley-based Meitei insurgent groups,” the KNO alleged.

“Our cries for justice and intervention by the Centre as well as by the state Government have been categorically ignored. Neither the Centre nor the state have initiated a single attempt to address the plight and needs of the Kuki people,” the KNO memorandum signed by its president PS Haokip added.

KNO said it appreciates the government`s commitment to begin political dialogue and so have given written assurance on November 13, 2012, prior to the ASEAN car rally passing through Moreh. “However, till date, the Ministry of Home Affairs (MHA) have not invited KNO to sign extension of Suspension of Operation (SoO). More crucially, the government of India has not started dialogue with KNO. Therefore, in the midst of such persistent and stark unequal treatment, KNO resolves strongly to not permit the Centre and state Governments to exploit our natural resources, especially in regard to oil in Churachandpur and parts of Tamenglong districts,” the KNO further alleged.

KNO then said it cannot envisage its God-given natural resources to be exploited by authorities (especially the state Government, but not least the Central Government), which have never taken the time to assuage the Kuki people`s hurts and outright deprivations. It then said KNO will only consider oil exploration at Churachandpur and parts of Tamenglong districts to continue only when there is concrete deliberation from Government for the Kukis` political self-rule, which will ensure their direct participation and fair entitlement of benefits and proceeds for the Kukis.

IMPHAL, January 22: The Manipur Alliance for Child Rights (MACR) has submitted a memorandum to Social Welfare Minister AK Mirabai Devi on January 21 with a charter of demands fast track rape trials and a women helpline and juvenile justice.

“Taking into account the relentless sexual assaults on women and minor girls, including murdering of the rape victims across the state in recent times, which necessitated a prompt executive decision and response of the state, and the unduly delayed fund flow of Department of Social Welfare, Government of Manipur, eventually impacting a severe blow to all the child related institutions such as destitute children homes, shelter homes, statutory bodies viz child welfare committees and juvenile justice boards,” the memorandum said.

Saying that the State Platform of Disable People Organization, Manipur is made up of all communities, he said that the people with disabilities 1985 act is yet to be implemented in the state. “We are yet to have a state disabilities commissioner for the welfare of the disabilities,” he added.

Kohima, Jan 21 (NEPS): Parliamentary Secretary for Social Welfare, Child and Women Development, Chotisuh Sazo, who was elected as an Independent candidate from 18 Chozuba Assembly Constituency in 2008 general election, has today resigned from the membership of the 11th Nagaland Legislative Assembly to enable him to formally join the ruling Naga People’s Front (NPF). So that he would be able to obtain NPF ticket to contest as a NPF candidate at 18 Chozuba Assembly constituency in the ensuing State General election slated for February 23 next.

It may be mentioned that Sazo contested in 2008 general election from 18 Chozuba Assembly constituency as an Independent and won by defeating strong regionalist and veteran politician Thenucho of NPF.

Enlightening his joining the NPF-led DAN Government after being elected as an Independent Candidate from 18 Chozuba Assembly constituency in 2008, Sazo said he had genuine faith and confidence in the leaderships of the NPF that they would deliver goods to the people and with this “understanding and appreciation,” he facilitated his supporters to join the party (NPF) enmass in 2008. “Thereafter I have been closely associated with the NPF party while being in the Government,” he recalled.

Stating that with the firm belief in the able leaderships of NPF Party president Dr Shurhozelie and Chief Minister Neiphiu Rio, Sazo said he had resigned from the membership of the 11th Nagaland Legislative Assembly today so as to enable him to formally join the party (NPF) to “ensure development and peace for development.”

In the meantime, it is learnt that his resignation was accepted by the NPF party.

KOHIMA, Jan 20 (NEPS): Former Nagaland Assembly Speaker and Adviser to Chief Minister Neiphiu Rio Zhovehu Lohe has dismissed the news item appeared in Nagaland Post on January 20 edition that he would be contesting as an “Independent candidate” in the ensuing State general elections from 17 Chizami Assembly Constituency.

Clarifying his decision to enter the fray here Sunday, the Adviser to Chief Minister said he had called a Press Conference at his private residence on Thursday to publicly announce to contest in the ensuing State general elections on NPF ticket, for which he had already applied.

“I had never mentioned before or after the Press Conference nor even during the Press Conference that I would be contesting as an Independent Candidate from 17 Chizami Constituency in the ensuing State general elections,” Lohe asserted terming the report appeared in Nagaland Post as “politically motivated” with an “intention to obstruct me from getting NPF party ticket by misguiding people in authority.”

IMPHAL, January 20:Addressing media at a press conference held at the Manipur Press Club today noon, staff and members of the Emergency Essential Service of the Tulihal Airport, Imphal have voiced their concern and condemnation over the brutal assault of women staff by contractor Kangjam Nilabir, son of K Pishak of Malom bazaar on 21 December last year at the airport arrival area.

Narrating about the incident, Geeta Maibam a Supervision staff of the EES of Tulihal airport said that contract works for cleaning the premises for the year 2013 was given to Kangjam Nilabir on December 4. Following this, he ordered all the staff working in the EES to come to his house and sign on a paper that stated that all the staff were getting 6 thousand rupee monthly while he would only be giving 3 thousand only, Geeta alleged. Nilabir asked all the staff to sign the paper in case they wanted to resume their work, she maintained. All staff members opposed the condition made by the contractor. Later on December 21, Amom Tembi wife of A Khamba of Tabungkhok Makha Leikai was brutally assaulted by the contractor Nilabir at the arrival area of the airport around 8.30 am following which she was hospitalized at RIMS.

Geeta further mentioned that the staff filed an FIR regarding the incident at the Singjamei Police Station which led to the arrest of the Nilabir but he was let free by the police without any compromise or negotiation with the assaulted victim.

Speaking at the press conference, S. Ibetombi President of the Women Association for Civic Action Kangleipak said that the incident of brutal assault to the women staff by the contractor in question is very condemnable. She asked the contractor Nilabir to come to the organization within five days of time and clarify regarding the incident without fail. She further demanded to know the intention of asking only for the women staff to come to his house for their signatures.

Accusing the police personnel of Sinjamei Police who were involved in the investigations against Nilabir of being corrupt, she asked over how much money they have would taken as a bribe from Nilabir for letting him go.

K Memchoubi of Poirei Leimerol Meira Paibi Apunba Manipur said that the action of the contractor shows that he does not have any amount of respect for women in the state. She further stated that her organization would complain to the concerned department regarding the release of Nilabir from the custody of Singjamei Police.
