Imphal, Dec 14: NNN The Election commission of India (ECI) on Wednesday announced that cameras would be installed in certain remote areas of Manipur for the purpose of live broadcasting of polling in the forthcoming polls to the 10th Manipur Legislative Assembly due next February while the commission has also decided to rope in MLAs who are misusing local area development funds in the polls.
This was announced by Chief Election Commissioner (CIC) Dr. SY Quraishi while talking to the media in Imphal today.
Earlier the ECI chief, who arrived here this morning along with his four- member team, also met with leaders of six different political parties of the State during which Quraishi held consultations with the leaders on the upcoming general elections and discussed in length about their views and opinion.
“All the political parties have suggested having only one single day for voting in the elections showing their apprehension the possibility of double voting”, Qureshi told the media after the meeting.
The six political parties apprised him on the present situation of the State and indicated of possible proxy voting. They also suggested that cameras must be installed in every polling booth, the ECI chief added.
The parties also demanded that micro observers should also be appointed for every polling booth, particularly in the hill districts of Manipur where armed militants move freely and said sufficient deployment of Central security forces is to be ensured so as to make free and fair polls, Quraishi further told the media.
Qureshi repeated MLAs who are misusing their local area development funds will be strictly monitored by ECI. He stated this when the political parties present at the discussion told him that some MLAs are using their local area development funds to woo voters and spending them in preparations for the polls.
Polling stations will be classified as normal, sensitive, hyper-sensitive, apart from this the ECI has also made some changes with regard to voting where it would study with great care if the voting percentage goes up above 90 per cent, and if 20 per cent -25 per cent voting is done then the ECI would take it as vulnerable, Quraishi said.
He also assured that adequate Central security forces will be provided for the general elections to ensure Manipur to have free and fair voting.

A School Heath Examination Camp was organized by 42 Assam Rifles of 26 Sector Assam Rifles under the aegis of HQ IGAR (S) at Thanai Memorial Training Institute of Chandel district. During the camp approx 100 students from class nursery to Xth were examined for common ailment like Respiratory Tract Infection, skin diseases, worm infatuation, ENT problems and dental caries. The students were also advised to maintain personal hygiene, sanitation and take balanced diet. The students and teachers of the school were provided free medicines.
37 AR of 26 Sector under the aegis of HQ IGAR (South) has gave emergency trauma care to 24 yr old civilian from Nakong village on 13 Dec 2011 who had fallen from electric pole while laying new line in Nakong village area. Individual was brought in extreme agonic state to unit hospital from Nakong village near Joupi in the evening. He had received severe injuries in groin and abdominal area. Immediate surgical repair near Lt side of groin was done as some of viscera evaginated out of the body. Patient was relieved of excruciating pain with help of analgesics & resuscitated with IV fluids and then reffered for further treatment to Imphal.

The Award comprised of a trophy, a letter of appreciation and cash incentive of Rs.3.00 lakhs in cheque.

Imphal, Dec 13: A Delhi based women rights group on Wednesday said the controversial Armed Forces (Special Powers) Act (AFSPA) should not be used as a tool to curb insurgency problem in any part of the country because the Act commits various atrocities, rebuffing it as an anti-democratic, unconstitutional and rampant violation of human rights. The Government of India should review its stand on AFSPA and reconsider the wishes of the people who are raising voice to repeal the Act, said Aruna Roy, president of National federation for Indian Women (NFIW).
Aruna came to Manipur on Wednesday to show solidarity and support to Irom Chanu Sharmila who is on fast over11 years on the demand of withdrawal of AFSPA from Manipur. “We should render utmost support to Sharmila and civil societies, particularly the women NGOs and join the struggle in an all out effort to fight against AFSPA”, Aruna told a press conference here today. She also said AFSPA should not be an option to counter insurgency problem in any part of the country but the problem should be tackled by a more suitable act which does not harm the public and violate their rights.
Asked about the way in which National Rural Employment Generation Scheme (NREGS) is being implemented in the State, Aruna said the people of Manipur are not fully aware of the scheme and needed mass awareness programme on it through putting up of billboards in every corner of the State where their rights are clearly written through which they can understand their rights. “If the people know their rights that they should get from NREGS, the authorities could be prevented from wrong doing in implementing the scheme”, she further asserted.
Anni Raja, general secretary of NFIW who was also present at the press conference said, “It is easily comprehensible that more than 10 years of fasting by Sharmila as well as the nude protest staged by a group of women in front of Kangla here showed atrocities are committed by security forces under the AFSPA.”
AFSPA is a political question and it should be solved only through political means, she said.

Such attack will defame democracy. Shri O. Ibobi came to Thoubal as a beggar and he is at present taking shelter at Thoubal but there is a qualified person at Thoubal therefore he should leave the area.

Imphal, Dec 12: 10 Assam Rifles under the aegis of Loktak brigade of Red Shield Division celebrated Advent Christmas on 11 Dec 2011 in unit location at Noney. This is the start of the Christmas season and the unit decided to celebrate it with everyone so that the happiness is shared and spread.
The program was organized in the convey ground of 10 AR where both civilians of Nonei and pers of 10 AR got together to celebrate the event. The guest of honour for the event was Col Ajay Sharma, Commandant 10 Assam Rifles. The event had Rev Sangaimei Gangmei as the speaker. The afternoon was laced with prayers, scripture reading and benediction. Apart from these special numbers were presented by schools of Noney. The program was followed by Christmas lunch which was enjoyed by everyone.

The cycle expedition will cover 27,000 kms in approximately 450 days. He is a member of International Eye Bank, Kolkata and is promoting the cause of Eye Donation through the length and breadth of the country. Mr Gautam Mohan Chakraborty, Police Commissioner, West Bengal flagged him off on 07 Nov 2010. He has travelled from Kolkata to Southern India followed by Western, Northern and now Eastern India, binding the country through a unique expedition for a Noble cause. On 12 Dec 2011, that is after 13 months and 04 days of his journey, he was flagged off by Lt Col K S Bisht, Second in Command 33 Assam Rifles from Moirang Sendra. The state level Nupee Lal memorial celebration was held at Nupilal Memorial Complex today.
Ph. Parijat, agriculture minister, IFCD minister N. Biren graced the occasion as chief guest and president respectively.
The gathering led by the dignitaries paid floral tributes to the memorial statue of Nupi Lal.
Ph. Parijat said, to organize the day far and wide, the December 12 has benn a state holiday.
This shows that govt. treats and honours the role of Manipuri women. The state women are taking various responsibilities in many incidents when the males fell into grief, the women could save them. He was of the view that women should being a various responsibilities for a better Manipur. Minister N. Biren said, the first Nupi Lal started in 1904 when British sent all the males of Manipur to fetch teak trees from Burma for the construction of Bunglaws.
The second Nupi Lal was against the artificial scarcity of food. All the movements of the Manipuri women were successful.
Till today, the women are taking important responsibilities against various wiolent activities ina democratic way. He was of the view that women of Manipur should do good works and will bring laurels for the state.
A Nupi Lal drama jointly presented by Nupi Lal memorial assn. Nupi Lal and Khongjom war memorial society was also staged.
The health and family welfare minister L. Jayentakumar, N. Mangi, MLA, top officials of state govt. also attended the function.
Meanwhile, Smt. Ketuki Devi, President of state level Nupi Lal Ningshing Lamjel organizing committee flagged off altogether 471 women for the Nupi Lal ningshing lamjel 2011 from the Nupi Lal Complex.
Smt. Thoudam Ekasini stood first position in 60 above while Smt. K. Sonia Devi also stood first position in the race in between 39-49 years.
Though men have been dominating women for centuries, the women of Manipur have a unique place in the history of the State that can unquestionably facilitate them to be the dominant opposite group over men in Manipur.This was stated by State Agriculture Minister Ph. Parijat while speaking as a chief guest at the observation of Nupilal Day at Nupilal Complex here on Monday.
On December 12, 1939, Manipuri women fought against the British for exporting rice in other states when the people were starved owing to scarcity of rice that even one kg of rice was not found in the market during those days. Nupilal is also known as “Women war” by the British, Parijat remembered on the occasion.
Nupilal Day is observed across the State on December 12.
The first Nupilal broke out in the year 1904 during which thousands of Manipuri women stormed the residence of the British political agent Calle Maxwel to protest exporting of rice to other states. However, the uprising was timely controlled and stopped by the British.
Again, the Nupilal which broke out on December12, 1939 injured many rebellion women in their sacrificial movement against the artificial famine like situation, the minister added.
IFCD minister N. Biren Singh who was also present at the event said Manipuri women have to play a big role in bringing the State in the streamline as they did in the past.
National Federation of Indian Women president Aruna Roy and its secretary Ani Raja who also attended at the observation paid floral tributes to the departed souls of those women who bravely took part in the women war of 1939.
The MPP Chanura Marup has observed the 72nd Nupilal today at Party office Mapal Kangjeibung. Dr. Nimaichand Luwang president MPP, Dr. L. Chandramani ex dy. CM, L. Jatra ex-minister, S. Umananda vice president MPP, O. Thoibi Devi president MPP Chanura Marup, R.k. Kunjeshori Devi working president MPP Chanura Marup spoke at the occasion. Floral tributes were also paid to the photos of women who fought the then British during the Nupilal 1939 Dec. 12.
The All Manipur Nupi Marup also observed the 72nd Nupi Lal today at Manipur Press Club Major Khul. P. Imphal, Dec 12: The BJP on Monday demanded imposition of President’s Rule in Manipur and a CBI inquiry into the incident where party’s vice president Najma Heptullah and her supporters were allegedly attacked by supporters of Manipur Chief Minister Okram Ibobi Singh during a public meeting yesterday following which a ruckus occurred over the issue during zero hour in Rajya Sabha today.
Informing about the pandemonium in the Parliament over the issue, Manipur Pradesh BJP president Sh. Shantikumar told the media here that the party’s central leaders today took up the matter with regard to the incident that occurred in the home constituency of Chief Minister Ibobi.
BJP national spokesperson Prakash Javedkar raised the issue during zero hour of Parliament around 12; 30 pm and informed it that the party’s vice president Najma Heptullah, who was in Manipur on a three-day visit, was attacked by Congress workers threatening the lives of Heptullah and her supporters during a public meeting at Thoubal, the home constituency of Chief Minister Ibobi.
Javedkar, who was backed by party’s leader Alluwalia, strongly demanded imposition of President’s Rule in Manipur and urged the house to initiate a CBI inquiry into the incident so that a free and fair poll could be conducted in the State, Shantikumar added. Earlier in the day, a BJP team led by Prakash Javedkar also met the Prime Minister and briefed him the incident which they termed as “unfortunate” and demanded imposition of President’s Rule in Manipur, he further informed.

Imphal, Dec 12: A 43-year-old woman received gunshot wound when one of her neighbours attacked her over a debt at Sagolband Bojoygovinda Leikai in Imphal West district under Lamphel police station on Monday. The accused is absconding.
The victim has been identified as R.K. Thabaton, 43 D/o R.K. Modhusana, a resident of Sagolband Bijoygovinda while the accused was one R.K. Naocha, 28 S/o R.K. Sanatomba of Sagolband Bijoygovinda Mamang Leikai. Thabaton was rushed to the RIMS hospital after she sustained one bullet injury on her left thigh in the attack.
Sources said the homestead of the victim, Thabaton has been mortgaged for the last four years to one Kiranmala, a cousin of the accused and a few days before, the mortgager was asked to return the money she borrowed and warned that she would be vacated from the debt land within 10 days. Today being the last day of the dateline, the mortgagee, Kiranmala came to the residence along with her cousin Naocha this morning only to have an altercation as Thabaton failed to give back the money.
According to eyewitnesses, Kiranmala and Naocha left the residence after a brief quarrel but Naocha returned to the house with zipping a gun under his belt and fired two rounds at Thabaton and her husband Bijoy after calling them out at the courtyard. One gunshot hit on the left thigh of Thabaton and the other missed. A case has been registered in connection with the incident at the Lamphel police station and the mother of the accused, R.K. Prnimashi was also in their custody for investigation on the weapon her son possessed, a police source said.

Imphal, Dec 11: The national VP of BJP, Dr. Najma Heptullah said, the CM of Manipur O. Ibobi who is holding the charges of Home is unable to control law and order even in his constituency at Thoubal.
Talking to media this afternoon, she said, the CM O. Ibobi can’t control the law and order in the state as it is evident from today’s incident in which congress workers disturbed the one day Mahila Morcha convention held at Thoubal Moijing today.
The national VP further said, she condemned the attitude of congress workers who tried to disturb the meeting.
The BJP national secy. Tapirgao also said, the issued will be raised in the Parliament.
Congress workers today attacked a meeting of BJP at Thoubal district the constituency of the Chief Minister O Ibobi Singh. BJP national Vice-President Dr Najma Heptullah , State BJP Chief Sh Shantikumar and other BJP leaders were present in the meeting when the attack was launched.
Those who came pelted stones and some persons were injured. Police rushed in and controlled the situation .
The security dispersed the miscreants by firing actual bullets and tear gas shells. A branch of BJP Manipur Unit was also inaugurated at
Thoubal. The national president of BJP will come to Imphal on Dec. 19 next and a public meeting will be held at BOAT Palace compound at 11 a.m.

Imphal, Dec 11: The All Manipur Working Journalists Union (AMWJU) today decided to launch a stir if the government fails to apprehend those responsible for assault of a scribe by Dec 14 next. On Dec 8 night L Keshonanda, Sub Editor of Poknapham was assaulted by some persons coming in a Hundyai Verna MN-04 A/4504 at Babupara.
As the police has failed to apprehend those responsible for the crime it was decided to boycott police activities from today. If those responsible are not nabbed by Dec 14 the AMWJU from the next day will boycott the government. If there is no action by Dec 17 then from December 18 next the AMWJU will boycott all political parties supporting the Ibobi government. The AMWJU today discussed the matter and one of the perpetrators by phone offered to come for talks at the Press Club, however he did not turn up.
Meanwhile, S. Surjeswar Singh, General Secy, of AMWJU has advised all scribes to be careful while going for reporting as there are threats from various quarters of late.

A Maruti Van bearing No MN 01W 6585 moving from Imphal to Moreh and carrying electronic and electrical goods worth Rs. 1 lakh caught Fire due to short circuit in its electrical system near village Bongyang at 0930 am today.
A Quick Reaction Team of 42 Assam Rifles of 26 Sector under HQ IGAR(South) alongwith Fire Fighting equipments rushed to the spot and brought down the fire using the fire extinguishe. The driver of the vehicle along with the goods were safely rescued.
Prompt and timely action by the Assam Rifles personel saved precious life of the driver and the valuable stores. The fire was timely bought down which ensured further spread of fire which would have led to an explosion and cause further damage to the houses and villagers in the close vicinity.

Imphal, Dec 10: : Fifteen cadets of the prestigious National Defence Academy, Khadakwasla, Pune hailing from different parts of Manipur were invited by Maj Gen U K Gurung, YSM, IGAR(South) for a lunch at the HQ IGAR(S) Mess today. All the cadets are products of Sainik School, Imphal which has once again risen up to its expectations with 18 more students qualifying for entry to the NDA in the current year.
NDA is the premier military institute which has produced brave and elite officers of Army, Navy and the Air Force and also chiefs of the tri services. These cadets are an example worth emulating and would serve as source of inspiration and guidance to their brethren.
The General revived fond memories of his academy training days in the company of these cadets who have come for their term break. The General during his interaction with the cadets also dwelled upon the importance of being physically and mentally strong. He added that the aptitude and outlook towards life imbibed during training at the academy develops in them the quality of character that goes into the making of a good leader. The General shared with the cadets the proven belief of NDA being the nursery of defence leadership in India since it is here that a great deal of time, thought and resources is invested on the core purpose of the services which is character development.
The cadets were overwhelmed to meet the General Officer and other alumni of the NDA. The interaction would definitely encourage them to attain greater laurels and would boost their morale.

Imphal, Dec 10: The Bharatiya Janata Party (BJP) on Saturday attacked the Congress saying the Northeast region has been kept isolated from the mainland India by this party thereby making the region underdeveloped.
“In the 60 years of Congress rule in India, we do not see development in the Northeast. There is no road connectivity in the region”, BJP vice president and former Rajya Sabha deputy chairperson Dr. Najma Heptulla told pressman at the Manipur State unit BJP office here. Dr. Heptulla arrived here today on a three-day visit.
She said the Government has done nothing for the youth of Manipur even as they have made the country proud, particularly in the field of sports.
The BJP vice president categorically made assertion that some anti-BJP people are deliberately trying to spread propaganda against BJP for what they say an anti-Muslim party which is totally wrong and destructive.
“My forefathers were used to work with Congress party but I joined BJP as I like the way the party works for the public”, she added.
Heptulla also earnestly appealed to the Muslim community of the State not to consider BJP an anti-Muslim party and said that they need to join and work with non-Congress parties for their betterment.
A reception function of O. Indira Devi an aspiring candidate of BJP of Thoubal Kendra was held today at BJP office Nityaipat Chuthek Keishampat. O. Indira Devi had joined BJP with 1500 followers. Dr. Najma Heptulla general secy BJP, Sh. Shantikumar Sharma, BJP Manipur unit were also present on the occasion.
O. Indira Devi said that she joined BJP because the party can save Manipur from corruption. She will fight the ensuing tenth assembly election at Thoubal. Thoubal is the most backward constituency in Manipur she said. There is no drinking water in Thoubal. No water reservoir. She will make up the deficiencies if she is elected in Thoubal. She wants to change the present culture of corruption and muscle power in election. The Chief Mninister O. Ibobi betrayed the people of Thoubal for the last ten years. But now, the people of Thoubal has wake up and it is the time to defeat the corrupted Chief Minister, she added.

Imphal, Dec 10: The Manipur Students’ Association Delhi (MSAD) had participated in an observance programme on the day of the International Human Rights Day, at Jantar Mantar, New Delhi. The programme was observed jointly by various institutions, civil organizations and other different student communities wherein almost more than 200 members were present. A march was taken out from Mandi House to Jantar Mantar before converging at Jantar Mantar.
The members took a deliberate discussions and debates on the issues of human rights and its violations in different parts of the world specially India. Many of the members opined for an objective and a democratic procedure for the movement against human rights violations and deprivations.
As one of the organizers of the programme, MSAD had also put a few words on the very issue. MSAD said, today i.e. the “10th of December must be the world’s, mostly the workers’ and the peasants’ happiest day, for, their rights of being human have been suppressed, oppressed and exploited by the bourgeois. However, we the people have been fighting back with positive determinations for these very rights of our own, for more than thousands of years.
If these suppressors, oppressors and exploiters don’t try to give us back the very rights of us, as they have been doing for the last thousands of years, then, we the people would be compelled and determined to fight them for the same, even forcefully, if needed, so that we can teach them a lesson so as to make them understand the real meaning of life, for they are still acting so childishly as far as their minds are concerned. Also, it’s the time that we through our togetherness make such people understand how much wrong they are doing and what can it bring to our societies? So as to gain these very rights, we will be very much needed to fight back with a sense of togetherness.
The Save Sharmila Campaign Committee organised a daylong event in New Delhi today to coincide with the 63rd International Human Rights Day celebrated globally on the 10th of December since 1948. Raj Ghat, the historic memorial of Mahatma Gandhi came alive today with activists from Manipur as well as from the length and breadth of India – Assam, A.P., Bihar, Delhi, Gujarat, Haryana, Jammu and Kashmir, Maharashtra, M.P., Punjab, U.P., the press note from Just Peace Foundation.
It said the event which was supposed to be a day of fast was denied permission, however not to be deterred the activists gathered for a day of fast beginning with a prayer meeting of more than two hundred people.
“The spirit of Gandhi is being kept alive by Irom Chanu Sharmila” affirmed eminent activist Ms. Medha Padkar at the Save Sharmila Campaign. She added that it was indeed a national embarrassment that the organising of one day of fast in solidarity with Irom Sharmila’s twelfth years’ of fast was being denied permission at the capital. Swami Agnivesh stated that it is not for herself that Sharmila is fasting, neither is it for Manipur or India alone but for the cause of entire humanity. “We should understand and rally behind her cause”, he added.
At the end of the day of fast the activists assembled again at the Press Club of India and interacted with the media.
“It is a matter of shame, a matter of embarrassment that we were denied permission to hold a fast on this very day declared as the International Human Rights Day” stated Ms. Aruna Roy an eminent activist who is also member of the National Advisory Council. Anandi Khangembam, Managing Trustee of Just Peace Foundation, Manipur expressed that “One should not look at Irom Sharmila alone to resist the repressive laws which oppresses women; women all over India and the world should begin to voice their protest against all repressive laThe statement said noted academician and activist Prof. Nandini Sundar, Shabnam Hashmi of Anhad also addressed the media asking for the repeal of AFSPA and expressed their solidarity with Irom Sharmila. Human rights activist, Babloo Loitongbam expresses immense grief over the state of affairs. He stated “The twelfth year of Irom Sharmila’s fast which fails to move the state speaks a lot of the lack of maturity of the Indian State”. He added that 60,000 soldiers terrorising citizens in Manipur is not a sign of a mature, democratic nation that India claims to be, rather fostering solidarity amongst people, like this event organised by NAPM and others will herald the birth of a new democracy in India.
The Naga Peoples Movement for Human Rights (NPMHR) observed the International Human Rights Day to commemorate the 63rd year of the adoption of the Universal Declaration of Human Rights on the theme “Social Media and Human Rights in the Local Context”, at Ana Ki Conference Hall, Dimapur today. Aside from members of NPMHR, among those who attended were representatives from the Naga Mothers Association (NMA), Naga Students Federation (NSF), United Naga Council (UNC), Nagaland University Teachers Association (NUTA), pioneering senior members of NPMHR, and other well wishers.

Imphal, Dec 10: The 37 Assam Rifles of 26 Sector under HQ IGAR(S) conducted free HIV screening and counseling for 175 villagers and Medical screening of 50 students including girls at primary school of Joupi village in Samtal Salient, Chandel district. Joupi is one of the remote villages near Indo – Myanmar border, basic medical facilities are not available in this region.
The medical staff of 37 Assam Rifles treated more than 75 students for upper respiratory tract, ear and skin infection. A Medical record of all students of the school is being maintained and will be periodically monitored by the medical staff of 37 Assam Rifles, to ensure good health of the students and on the same occasion Stationary & CSD items were also distributed to the students.
The Doctor delivered a lecture on personal and Oral hygiene to school students and teaching staff. Villagers and the teaching staff have expressed their deep gratitude to Assam Rifles for looking after the school children and imbibing in them, the important aspect of health and hygiene.
