IMPHAL, Sept 18: Saying that September 14, 2012 is a ‘dark day’ for all the Indians, particularly the Manipuris, the Manipur state Communist Party of India (CPI) today announced to support and enforce the 12-hour nationwide bandh being called by Left parties to protest against the UPA Government’s decision on diesel price, LPG cylinders and FDI in multi-brand retail.
The all-India strike will be enforced from 6 am till 6 pm of September 20.
The state Communist Party of India in collaboration with other seven political parties— the All India Forward Block (AIFB), CPI, JD (S), JD(U), Manipur People’s Party (MPP), National People’s Party (NPP), RSP and the Coordinating Body of Trade Unions, Manipur (CBTUM) jointly took the decision to support the general strike.
Lashing out at the UPA Government at the Centre the frequent increase of essential commodities in the country, the CPI, Manipur state secreatry Dr M Nara called the Congress-led Government a ‘shameless Government.”
Dr Nara was addressing a press conference held at the Irawat Bhawan, during which he announced the bandh.
The hike on diesel price will have an escalating impact on the people of the state where food items and other essential commodities are transporting from other states, the CPI leader insisted.
Manipur state CPI-Marxist president Sharat rubbished the UPA Government’s claim that the price hike on diesel was the effect of the increase in international crude oil price.
Terming the FDI (Foreign Direct Investment) as a ‘new name of erstwhile East India Company,’ the CPI-M leader condemned the new LPG cylinder policy of the Government.
MPP president L Umananda, who was also present at the press conference, said the proposed strike is a reasonable move and sought support of the public in enfocring it.
He said the common people, who are already reeling under high price, will bear the brunt of the of the price hike.

Imphal, Sep 18 : Carrying forward the campaign for mass awareness on the various developmental projects initiated by the Government of India, a five-day photo exhibition on the theme ‘Development Initiatives in North East’ was set rolling Tuesday at Lilong Higher Secondary Madrassa, Lilong in Thoubal District of Manipur. The exhibition with a collection of 130-odd photographs was opened by Md Shah Alam, Chairperson, Lilong (Tbl) Nagar Panchayat. The five-day campaign which would continue till September 22 is being organized by the Field Exhibition Office, Directorate of Advertising & Visual Publicity, Ministry of Information & Broadcasting, Government of India, Imphal.
Addressing the gathering, Md Shah Alam noted with satisfaction about the photo exhibition that aims at creating mass awareness about the pace of centrally-sponsored schemes in Manipur. ‘This photo exhibition teaches us the road for development, particularly in Lilong’, said the Chairperson and called upon the public for grapping the opportunity of photo exhibition to learn about the programs of the Government. The outspoken chairperson mince no words in hitting out the lapses in implementation of various centrally-sponsored projects in Manipur.
‘The tragedy is , about 90% of the populace is not aware of those beautiful schemes. On the other hand, the 10% of those who have the knowledge of these schemes misused it’, lamented the chairperson. Narrating his survey, Alam said that 90% of beneficiaries who have availed Old Age Pension schemes were between the age of 25-45. Widow pensions were taken away by those whose husband were still alive and mid-day meals were pocketed by the school authority’, said the chairperson. On NREGS, Alam said that funds were being misused so much so that there are occasions where cases have landed into Court! Putting up the case for Lilong, the chairperson regretted that there is no Community Hall worth the name in Lilong.
Md Islauddin Shah, Principal, Lilong Hr Sec Madrassa said that the success of centrally-sponsored schemes lies in sincere and honest implementation. ‘We all have the responsibilities for the successful implementation of centrally-sponsored schemes’, said the Principal and informed that his Madrassa is getting the benefit of central schemes such as RMSA, SSA, Mid-day meal, Pre-Matric & Post-Matric scholarships, etc.
In a fitting response from the public, many visitors were seen visiting the exhibition hall, glancing the photos one after another. Commenting on the exhibition, O Noyon Singh, Lecturer (Physics), Lilong Hr Secondary Madrassa said the photo exhibition is an excellent platform to know the development of the people of our country, particularly the North East. ‘It helps in knowing the development in North East’ echoed RK Sanatomba Singh, Lecturer (Eco).
Md Nasir Hussain Shah, Lecturer (Edn) feels that the photo exhibition is a good medium to educate the public on various government projects. ‘Good exhibition and first time at Lilong’ concludes Shah. Adding more significance to the campaign, the photo exhibition is an excellent source of information and knowledge for the students and young learners. ‘This photo exhibition teaches me many things. It’s informative’, said Kh Rukshana, a Xth grader of Lilong Hr Secondary Madrassa while talking to visiting media persons on the sideline of the exhibition.

Imphal, Sep 15 : The President of Popular Front of India, Manipur Mufti Arashad Hussain Quasmi submitted a memorandum to Gaikhangam, Home Minister as a part of national campaign for the amendment in UAPA and AFSPA. release of under-trial prisoners on bail.
It was stated that hundreds of people mostly youth belonging to minority communities, Adivasis and Dalits are in jail under the rigorous provisions of Unlawful Activities Prevention Act (UAPA) especially in states like Maharashtra, Jharkhand, Chhattisgarh, Odisha, Karnataka and Madhya Pradesh. As well as other black laws Armed forces Special Power Act (AFSPA) in Manipur. Since they are jailed under repressive laws, the courts usually refuse to release them on bail. If there is a terrorist appellation and the resultant obtrusive media trial, it becomes almost impossible for the remand prisoners to come out. There are instances of young men going to jail as under- trials and coming out after long years of incarceration. When the courts acquit them, no compensation is given to them and they are forced to live with the indelible stigma of a former prisoner. Jails are meant for those who are convicted and punished after trial in the court, but unfortunately in our country, they have become bleak houses for under-trial imprisonment. It is a basic legal principle that no person should be treated as guilty unless and until his crime is proved in the court through a fair trial. Persons facing trial on alleged crimes are to be treated as innocents until the court finally declare them guilty and1 imprisoned. That is why our country has liberal provisions to grant bail to those arrested. The Supreme Court has made it very clear that bail is the rule and jail is the exception.
After the repeal of previous black laws like TADA, POTA and AFSP the Parliament has amended Unlawful Activities (Prevention) Act (UAPA) incorporating provisions to deny bail and keep the accused indefinitely in jail.
He added the party believes that no democratic government can allow this violation and no civilized society can remain passive to this grave injustice. So we request you to initiate immediate action to remove the undemocratic provisions in the UAPA and AFSPA which gives unlimited power to the police to arrest and detain people on charges which are usually dismissed by the courts. We also request you to direct the state governments to free the under-trial prisoners on bail and to provide compensation to those people who are forced to remain in jail as remand prisoners.

IMPHAL, Sept 15: Not satisfied over the way the state Government is distributing forms for Teacher’s Eligibility Test (TET) to the intending candidates, the student organisations the KSO, TKS and AMSU Saturday have threatened to impose parallel bands in Manipur on September 19 and Septemebr 20 respectively if fails to set up TET form distribution centres in all the district headquarters within September 17.
A joint press conference of All Manipur Students’ Union (AMSU), Kuki Students’ Organisation (KSO) and Tangkhul Katamnao Saklong (TKS), Imphal was held at the AMSU head office here.
The Kuki students’ body has decided to declare a state wide bandh to protest the act of Board of Secondary Education (BOSEM) Secretary who has expressed his inability to open distribution centres for TET forms in all the district headquarters, KSO vice president (administration) Mangcha Baite told the pres conference.
A state wide 48-hour bandh will be imposed with effect from 5 am of September 19 if the wishes of the intending TET candidates and the demands of KSO are not met on time, Baite said.
He said the KSO has already submitted a memorandum to the state education Minister pleading him for opening of TET form distribution centres and also exam centres in all the district headquarters.
Saying that distribution of TET forms at a single centre in Imphal has brought immense hardships and difficulties for people settling in the hill areas, the KSO leader maintained such situation has caused unnecesary problems to all the people seeking TET forms in long queue.
People coming to Imphal to get TET forms from remote hill areas have to endure all sorts of harships such as transport bottlenecks, financial problems and the trouble of spending two-three days in Imphal, Baite further said.
He also said the high pricing of TET forms at Rs 300/- per one copy is also not appropriate as the poor and deprived people will not be able to afford the rate.
The KSO also demands extension of the last date of submission of TET forms and deferment of the date of examination as it collides with the date of SSc exam, he informed.
AMSU, KSO and TKS in addition decried the recent controversial results of the Master of Commerce (fourt semester) exam conducted by Manipur University last June. AMSU president Th Suresh, who was also speaking during the press conference, said the results have created a big confusion among students.
He referred to the controversial results pointing out that on September 7 last, the MU had announced Sh Timothy to be the topper among top 10 merit list. But, later on, the MU authority notified that the Msc (fourth semester) results were wrong and instead listed one Kh Vijyata Devi as the topper of the top 10 list in June, saying it was done after making improvement.
KSO president Baite further speaking on the controversial exam results also threatened to boycot the ensuing Convocation programme of MU if the concerned authority fails to settle the matter by September 17.
The three student bodies once again urged the Government to set up TET form distribution centres at every ZEO offices across the district headquarters by September 19 to address the issue and warned that they will call a parallel bandh on September 20 as soon as the dateline ends.

Imphal, Sep 15 : The closing function of the Year Long Diamond Jubilee Celebration of the All Manipur Bar Association was held today at Cheirap.Governor Gurbhachan Jagat, Minister I Hemochandra, Justice T Nandakumar and others attended the function.
The Governor said “ The primary objective in setting up this Association was to help in ushering in a more just society in Manipur and helping in dispensing of justice to all.
The legal fraternity is not only there to argue cases in court but it has a far bigger role. The work of this fraternity begins with the introduction of Bills in Parliament, the debates in Parliament and outside the Parliament, the response of various civil societies to certain Acts being proposed or those which have already been passed and finally to actively engage themselves in these discussions in the forums that are available to them. The Bar Associations are in the unique position of initiating such debates and dialogues and make suggestions to the State and Central Governments through their elected representatives or through the media or by directly meeting the concerned representatives of the Government. The Bar Association should be constantly holding Seminars, Workshops, etc on subjects of topical importance which impact even the common man. The common man is not aware of the intricacies of the various Bills in Assemblies and Parliament or the various Acts that have been passed, especially in the field of social legislation and the taxation regime which have a direct impact on their daily lives.
An active Bar Association should also hold Workshops and Seminars where distinguished legal experts from different specializations can come and participate along with retired Supreme Court and High Court Justices and top known lawyers of various Bar Associations. This would go a long way to educate the younger Members of the Bar Association and also nudge the senior Advocates to keep updating their knowledge.
There is another field in which they can play an important part and that is in rendering help to poor litigants. There are various rules and regulations regarding admission of BPLstudents in Schools and Colleges in various professions, in hospitals, etc, but these are more often flouted than
followed. I would request this Association to deal with this problem, through their clinics, etc. Litigation is an expensive affair and begins with villagers coming from some outlying areas of the State spending money on travel and lodging, payment to those representing them and then these cases can carry on for years if not decades. This will really be a major step in social upliftment of the poor. Another area where initiatives of the Bar Association could prove to be very useful, especially in troubled States is in conflict resolution. The Bar Association normally enjoys great respect amongst common people and various organizations and if it takes the lead in conflict resolution also, it would be serving a great National purpose.
We are in a situation today where investigation levels of Police all over the country has gone down abysmally. Standards of prosecution are even poorer but I would not like to comment on the state of the third pillar of the system. The common man has almost lost faith in the criminal justice system and has started resorting to various unfair practices in order to achieve his objectives, that is, through corruption or extraneous influences. We have reached a stage where local people even in Manipur have started destroying houses of suspects and lynching them even before the Police reaches the spot. This is a matter of great concern and has to be taken up at all levels because providing security of life and property is one of the basic functions of the State.”

Imphal, Sep 15 : Federation of All Tribal Youth Clubs Manipur (FATYCM) and All Tribal Disables’ Union Manipur (ATDUM) submitted a memorandum to M. Oken , Education Minister today demanding to issue TET forms in district headquarters make it downloadable in website and open exam centre at all district headquarters. R Asing, President FATYCM, Momo Tantanga, President ATDUM said Manipur is inhabited by tribaIs/groups of different communities and development activities are concentrated only in the valley . They alleged that tribals have been systematically exploited for ages, since the past 60 years after India’s Independence. The various tribal Organizations have voiced their problems and grievances from time to time and yet the state government has not given any serious attention. Any important examination ends up in Imphal.
Patience is running out and if this state of affairs continues, law and order problem can crop up it was stated. How long can the tribals of Manipur tolerate, such kind of step-motherly treatment it was asked.
They demanded that the forms should be available in all district, internet, extend date for form submission and open exam center in all hill districts .
The aspiring candidates of TET are facing multi-problems in getting TET forms in the state capital Imphal as they have to spend days together and thousands of rupees.
Federation of All Tribal Youth Clubs Manipur (FATYCM) and All Tribal Disables’ Union Manipur (ATDUM expressed strong dissatisfaction with the attitude of the state Government and concerned department for failing to open TET examinations qentre at district headquarters despite their assurance last year. It is said that the issuance of forms at only one centre in Imphal has caused a lot of inconvenience for aspiring candidates from other district of the state as they have to spend three-four days in collecting the form.
If and no corrective measure is taken within September 20, agitations under the ambit of democratic will be taken up in the Hill districts of Manipur.

Imphal, Sept 14 MNS/NNN: It is raining of bombs in Manipur.
The government of India’s elite intelligence agency, Research and Analysis Wing (RAW) is not spared.
Since September 5, rarely a day has been passed off without an incident of either blast or discovery of a planted explosive.
On Friday, a BSF head constable was wounded in a bomb explosion that occured at Heirok Part-II, Tomal Makhong in Thoubal district around 4:30 pm Friday, police sources said here.
Peoples Liberation Army (PLA), an armed wing of Peoples Revolutionary Front (RPF) has claimed responsible for the blast.
The BSF head constable injured in the blast suspected to have been triggered by militants, belongs to the 116 F Coy of the boarder guarding force posted at Heirok Chingdongpok. He has been identified only as Rohtag.
He was taken to Thoubal Hospital where he received first aid. The condition of the head constable is stated to be out of danger as he suffered minor injuries in the blast.
Meanwhile, a powerful IED was found at the residential complex of 25 BRTF Commandant located at Lamphel here this morning.
The IED was first spotted by the gardener of the residential complex who in turn informed the other personnel who were on sentry duty at the gate of the residential complex. Later, Manipur police bomb experts were called in at the site who seized the bomb.
Police said the IED was very powerful and that an FIR has been registered in connection with the incident.
Goutam Sahani, the gardener of 25 BRTF Commandant Mohanlal SE (civil) told media persons that he discoverd a trash like package wrapped with a polythene bag inside the complex yesterday. He later threw out the bag outside the gate thinking it as a litter.
However, the sentries were informed about the unknown bag around 8:30 am Friday only.When opened the bag an IED was found wrapped inside it, the watchman said.
The police said the bomb was not a local made one but made by a well established company. It could have destroyed everything within a 100 metre distance. They said a defusal plan for the bomb was aborted as it was very powerful so they seized it after registering an FIR.
On Thursday, a blast had occurred at the campus of the Special Bureau office of Reasearch and Analysis Wing (RAW) at Lamphel in Imphal. no was injured the incident.

IMPHAL, Sept 14 MNS/NNN: At least three people were killed and 10 others injured after a Tata truck and a packed Maruti Gypsy collided at Maibam Lokpa Ching Mamang under Nambol Police Station, Bishnupur district of Manipur just before midday on Friday.
The injured were taken to Shija hospital, Imphal where they are now receiving treatment. Six out of the 10 who have sustained injuries in the road mishap are reported to be critical.
The victims are identified as Samina,45, wife of Noor Mohamad, a resident of kwakta in Bishnupr district but presently staying at Hatta Golapati here, Md Afzal,18, son of Md Hussain from Heibungmakhong Khelakhong, Thoubal district and Ruksana,15, daughter of Sanatomba of Hatta Golapati. Ruksana succumbed at the Shija hospital.
The mishap occurred around 11:30 am after a Tata truck and a Maruti Gypsy, both were driving in high speed, had a head-on-crash at Maiba Lok Ching Mamang, killing two passengers of the Gypsy on the spot and injuring anoher 10.
Reports said around 15 passengers were traveling in the Maruti Gypsy.
Both the vehicles were overturned by the impact of the collision and badly damaged.The truck was heading towards Bishnupur from Imphal and the Maruti Gypsy was coming towards Imphal from Kwakta when the fatal accident happened.

Six persons including a jawan of 4th IRB were injured in the confrontation.
The corpse of Maibam Milan, who was found hanging on September 9 is still at the mortuary of Jawaharlal Nehru Institute of Medical Sciences, Imphal.
It all began late morning of today with the locals started blocking road from Leishangthem to Keibung in protest against government decision to dispose off on Saturday the corpse of Maibam Milan if the family members do not claim it by Friday.
While blocking the road by the locals, a police sub-inspector (SI) while trying to deal with the protestors had reportedly used some “communal language” against the protestors. Hurt by the police sub-inspector’s attitude, the protestors confronted the police head-on. More forces rushed in to quell the growing number of protestors. Tear gas shells were used and in the process six persons including a security personnel were injured.
Minutes later, the superintendent of police and the deputy superintendent of police (DSP) rushed to the spot and assured the angry locals that action would be initiated against the sub-inspector. Following the assurance, the mob fury cooled down.
It can be noted here that on September 9, an alleged suicide committed by a boy over a love affair with a girl had caused a mob fury in a locality in Manipur’s Thoubal district the following day.
Maibam Milan, a 15-year-old boy had allegedly committed suicide by hanging himself in the middle of the night yesterday at Keibung Primary School under Thoubal district Police Station, Thoubal district of Manipur.
Maibam Milan, son of M Shyam of Leishangthem Keli Makhong, Thoubal district took the extreme step after family members along with some neighbours of his girlfriend named as Anna reportedly gave him advice not to engross in love affairs as they were very young.
The family of Milan along with hundreds of local residents of Leishangthem Keli Makhong had stormed the house of Anna showing anger and shock over the death. However, police arrived at the scene and managed to control the angry crowd.
A case was registered with the Thoubal Police Station regarding the incident.
The body is still lying at JNIMS mortuary.

IMPHAL, Sept 13 MNS NNN: The 4th Panchayat polls in four valley districts of Manipur recorded a heavy turnout today with 85 per cent voters exercising their franchise but violence marred some polling stations.
Poll violence was witnessed in some parts of the four districts when two persons sustained injuries and an incident of booth capturing was also reported during voting. No voter was turned up in five different polling stations.
Voting was started from 7 am and ended at 4 pm. Till 1:30 pm, around 50 per cent voting was registered but 85 per cent turnout was recorded at the end of the polling.
Repoll is likely in Thanga Part-I under Thanga constituency in Bishnupur district where two rival groups of workers of two Zilla Parishad candidates engaged in a disorderly fight which impeded the voting process. Repolls are also expected at Kameng polling station in Seijang Gram Panchayat in Imphal East and another polling station in Thoubal district where polling did not take place following violence.
At the start of polling at a booth at Chanam Sandrok LP School under Irilbung Police Station in Imphal East, two workers were hurt when supporters of two rival candidates engaged in a violent standoff.
Takshellambam Kameshwor, 55, a resident of Chanam Sandrok Mamang Leikai and Thiyam Nabakumar, 47, a resident of Sandrok Awang Leikai sustained injuries in the heads when one Huidrom Dhamendra, brother of Pradhan Huidrom Suresh attacked them with the butt of a double barrel gun.
Meanwhile, reports said not a single voter was turned up in five different polling stations in the four districts. In the meantime, unidentified miscreants have captured a ballot box from a polling booth at Wangjing Khunou in Thoubal district.
A total of 6,51,817–3,18,122 male voters and 6,51,817 female voters– were officially declared valid for the Panchayat polls. In all, 9096 polling personnel were used at 1,516 polling stations spread across the four districts. During the polls, 5,000 security personnel including state police, Manipur Rifles, India Reserve Battalion, Village Defence Force and Home Guards were deployed to ensure free and fair polls.
The polls were held to elect 60 Zilla Parishad members, 161 Pradhans and 1,514 Gram Panchayat members from four valley districts of Imphal East including ADC Jiribam, Imphal West, Thoubal and Bishnupur.
In the Panchayat polls, 231 candidates are contesting for the 60 Zilla Parishad seats, 595 candidates for 161 seats for Pradhans and 3794 candidates are in the fray for 1514 seats of Gram Panchayat members.
The Government this time had opted secret ballot papers replacing Electronic Voting Machines (EVMs) in the Panchayat Polls. EVMs were used in the last state general elections.
In Imphal East ADC Jiribam, 10 polling stations were officially declared as hyper- sensitive, 19 as sensitive and 23 as normal out of 57 polling stations, while in respect of Sawombung, Porompat and Keirao Bitra of the district having 433 polling stations, 77 had been declared as hyper-sensitive, 218 as sensitive and 138 as normal.
In respect of Imphal West’s Lamshang, Patsoi and Wangoi which had a total number of 327 polling stations, eight were declared as hyper-sensentive, 48 as sensitive and 271 as normal.
For Thoubal district’s Lilong, Thoubal and Kakching, all the 480 polling booth were declared hyper-sensetive. For Bishnupur district’s Nambol, Bishnupur and Moirang which had 219 polling stations in total, no official statement was released regarding sensitivity of the polling booths.
Counting of votes fo the Panchayat polls will take place on September 17 .

Tamenglong, Sept 13 NNN: In a move to expedite various pending works in Tamenglong district, the Zeliangrong United Front (ZUF), the militant outfit based in Zeliangrong region has said that government officers and staff should be regular in their offices. The ZUF stated that the deputy commissioners, sub divisional officers, EACs, SDCs, BDOs and government departmental staff should not neglect to their work places where they are posted.
ZUF information secretary A Dangmei said that all the liaison offices of the hill districts that are operating in Imphal should stop immediately so that the various work programmes are implemented without further delay.
“All the developmental and funding packages should be utilized properly and effectively to leave remarkable impacts according to the sizes of the fund allocated without corruption or akash bills. Irregularities in official works and utility of allotted fund shall no longer be tolerated at all. All should bear in mind to do their best for the sake of prosperity and posterity n the region. Road connectivity and transportation should now revamped to avoid frequent accidents and inconveniences to the daily passengers moving out in their errands for livelihood and advancement,” the Zeliangrong based underground organisation stated.
It then alleged that all the paid teaching and non-teaching staff of autonomous district councils and officials of the department of Education, government of Manipur, SSA, National Rural Health Mission (NRHM), PHCs staff, Veterinary and Animal Husbandry, Fisheries, Horticulature and Agriculature and Soil Conservation, Forest and many other departmental officials from district level down to chowkidars are seldom attending their duties.
Meanwhile, ZUF has summoned one alleged imposter identified as James to surrender before the outfit withing a few days time. James had allegedly issued demand letters for financial assistance to the Taxi Association of Imphal – Ukhrul on August 24 in the name of the outfit.

Youths, clubs, community self help group and women society opened altogether 14 stalls. Those exhibitors who stood positions in the competition will be allowed to take part in the exhibitions being held outside Manipur.
Th. Chittaranjan, DC, Chandel said, the grown up youths have been given chances for the success of the future. The roles of youths have taken vital responsibility to identify a nation.
Till today, NYKs have been taking great role in moulding the morals of youths and others. DC of the district also inspected the items shown in the exhibition.

IMPHAL, Sept 13 NNN: Sardar Hills witnessed a deserted look today following the 24-hour bandh imposed by Kuki Students Organisation, Thadou Students Association, COPTAM, Kuki Inpi of Sadar Hills, SANPO and many others in protest against the inclusion of some villages of hill districts in the Panchayat election held today.
Shops, business establishment, education institutes and transports were non-functional today.
When a team of media persons visited Kangpokpi this afternoon, a big black banner written “Black Day” was stretched across the market place with people remaining indoors. Today’s bandh was coincided with Kukis’ Black Day.
Black flags were seen erected from Motbung besides the road and atop their houses till Kangpokpi and beyond.
The Kuki inpi had gone ahead observing the Black Day today remembering the Kukis killed in the 1990s ethnic clashes.
Meanwhile, in Saikul area of Sadar Hills, the people have boycotted the Panchayat election.
At Soraland polling station, the visiting media persons witnessed only security force personnel and polling officers present.
At Irong Part-1, only 11 voters cast their votes. However, in a polling station Phoibi Government UJB School (Saikul area) at least 129 voters turned out to cast their votes.
Villagers of the Saikul subdivision said they are already under Autonomous District Council so “it is not legitimate to be under Panchati Raj”.
Though the media could not visit all the polling stations under Saikul area due to time factor, it was learnt that the people in the area in general have boycotted today’s poll.
Meanwhile, the Committee on Protection of Tribal Areas, Manipur (COPTAM) has strongly condemned the alleged atrocities committed by the security forces on the Gorkha/Nepali villagers of Saikul area today.
” As the Gorkhas/Nepalis have opted to remain under the hill administration, they have decided to abstain from Panchayat/ Zilla Parishad elections and related activities. However, some security personnel at the instigation of some politicians/ MLAs coerced the Nepali voters, drag them out of their houses, assaulted them and forced them to cast their votes. The security forces are openly abusing their duties in the interest of some vested politicians. This is an act of violation of people’s liberty,” COPTAM general secretary Thangkam Lupheng stated.
He added that since the Gorkhas/ Nepalis of Saikul area have willingly opted to stay away from Panchayat elections, they have not cast a single vote in the elections. But, some voters have been made to cast their votes forcibly by the security forces. And proxy-voting by security personnel has also been done, Thangkam Lupheng further alleged.
The COPTAM also denounces the “unbecoming action” of the Assam Rifles on COPTAM leaders in Churachandpur district who enforced the general strike for their democratic rights and justice to the tribal people of Manipur.
“We will like to thank each and everyone who supported and co-operate with COPTAM in its 12 hours general strike today,” expressed COPTAM.

Imphal, Sep 12 : More than six lakhs of people will cast their franchise in the panchayat election being started from seven a.m. to four p.m. tomorrow.
231 candidates will contest for 59 Zilla parishad seats and for 160 seats of Pradhan 595 candidates are in the fray and 3798 candidates will also contest for 1471 panchayat members.
It may be mentioned here that one candidate for ZP, one candidate for Pradhan and 97 members were already elected uncontested.
Polling officials and personnel left the district HQ for their destination today.
Altogether 651817 people will cast their votes tomorrow.
Four districts of Manipur will go to poll on Thursday amidst tight security arrangement to elect 60 Zilla Parishad members, 161 Pradhans and 1,514 Gram Panchayat members, and no stone will be left unturned to ensure a free and fair Panchayat elections.
However, a 12-hour bandh will be enforced in the four hill districts from 5 am by Committee for the Protection of Tribal Areas, Manipur (COPTAM) in protest against the inclusion of some tribal villages in the Panchayat poll.
Meanwhile, amidst tight security, voting will take place in four valley districts of Imphal East including ADC Jiribam, Imphal West, Thoubal and Bishnupur.
Voting will begin from 7 a.m. and close at 4 p.m.
In the Panchayat polls, 231 candidates are contesting for the 60 Zilla Parishad seats, 595 candidates for 161 seats for Pradhans and 3794 candidates are in the fray for 1514 seats of Gram Panchayat members.
Adequate state forces including personnel from state police, Manipur Rifles, India Reserve Battalion, Home Guards and Village Defence Force have been deployed in all the polling stations spread across the four districts.
The Government this time has opted conventional ballot papers to put in service taking the place of Electronic Voting Mchines (EVMs) in the Panchayat Polls.
In all, 1516 polling booths have been opened for the voting spread across the four districts for tomorrow’s polls.
In Imphal Eas ADC Jiribam, 10 polling stations have been officially declared hyper- sensitive 19 sensitive and 23 as normal out of 57 polling stations, while in respect of Sawombung, Porompat and Keirao Bitra of the district having 433 polling stations, 77 has been declared hyper-sensitive, 218 as sensitive and 138 as normal.

IMPHAL, Sept 11 (NNN) : While Committee for the Protection of Tribal Areas, Manipur (COPTAM) has called a 12-hour bandh on September 13 in all the hill districts of Manipur against the Panchayat election in some “tribal areas”, Autonomous District Councils have joined the tribal band-wagon today. 
The “core committee” of the Autnomous District Councils (ADCs) of Tamenglong districts, Chandel districts, Ukhrul districts and Senapati districts informed Newmai News Network today that they seriously viewed the development while Committee for the Protection of Tribal areas, Manipur (COPTAM) and All Manipur Tribal Union (AMTU) have urged the people of these tribal villages to boycott the Panchayat election due on Thursday.
COPTAM general secretary Thangkam Lupheng who is currently camping in Delhi on tribal issues announced to boycott the Panchayat election in the hills. “The state government’s decision to introduce the Panchayati Raj in the hill districts has been a mechanism to intrude into tribal land and administration,” Thangkam Lupheng stated. Echoing the similar view, AMTU general secretary Romeo Bungdon said, “We hereby urged the tribal villages which are illicitly included in Panchayat election to abstain from polling and carry out the normal chores as usual as these villages are already included in the Autonomous District Councils (ADCs).”  To top of it, R.K Kaba who is the Core Committee convenor of Chandel ADC, Ukhrul ADC, Tamenglong ADC and Senapati ADC said, “Inclusion of 15 villages of tribal area in the Zilla Parishad and Gram Panchayat constituencies in the coming election is a unilateral decision on the part of the state government which is against the Constitution and anti-tribal policy.” The Core Committee therefore requests the state government to immediately revoke the orders in the interest of the tribal people. “In view of the above decision and orders of the government of Manipur, we fully endorse the 24-hour bandh called by the Kuki Inpi, Kuki Students’ Organisation (KSO), COPTAM, Saikul Area Naga People Organisation (SANPO) and Vaiphei Chiefs Association,” said R.K Kaba.
In that line of thought, AMTU while giving their reasons for opposing the Panchayat election in “tribal areas”, has said the participation of the tribal people in that election will amount to urbanisation of the villages which would mean the destruction of the hill village structure.
Meanwhile, according to COPTAM, even though the state cabinet had withdrawn Panchayati Raj administration in some parts of hill districts, the Panchayat system id still functioning in some areas. Regarding its bandh, the COPTAM warns anyone for the violation of the agitation. The bandh will begin from 5 am and ends at 5 pm.
These developments have come a day after certain groups had announced to call a 24-hour Sadar Hills bandh on Thursday, the day when the election to the Panchayat election will be held.
