Imphal, Sep 2 : Yambem Pushparani Devi (17) of Uripok won the Miss Pineapple Queen at the 5th State Level Pineapple Festival Miss Pineapple Contest 2012 on Saturday held at Sendra Mela ground. Hawaibam Penky of Lilong Chajing and Tingminkim Chongloi of Kangpokpi won the 1st runners up and 2nd runners up titles respectively. The Pine Apple queen was given Rs 50,000, first runners up Rs 40000 and second runners up Rs 30000.
The two day-long “5th State Level Pineapple Festival 2012″ dedicating to the people of Manipur which was held with an aim to promote large-scale cultivation of the fruit in the state organised by Manipur Pineapple Festival Committee concluded at Sendra, an attractive tourist spot in the district of Bishnupur, Manipur yesterday.
Speaking on the second day of the festival, Manipur Home Minister Gaikhangam underlined the need of scientific mode of pineapple cultivation and large-scale production of the fruit which is called ‘Kihom’ in the state.
“Such festival will not only serve to encourage pineapple cultivators but creat a work culture for all the farmers of other fruits,” said Gaikhangam who also holds the posts of Horticulture and TD (Tribal Development).
Gaikhangam also assured that he will try his level best to provide adequate financial assistance to pineapple plantations by joining hands with the state Horticulture Department and the Government as well.
A vast land area of Manipur mainly the gentle and rolling hill slopes are very good for commercial cultivation of pineapple. The agro-climate of Manipur is suitable for this crop.
During the festival, a souvenir entitled “Footprints 2012″ was also released by Gaikgangam marking the ocassion. IFCD Minister Ngamthang Haokip, RD & PR Minister Francis Ngajokpa, MLAs Y Surchandra, Yamthong Haokip, Victor Keishing, T Manga Vaiphei, T Mangibabu and 33 Assam Rifles CO Colonel N Bhardwaj also attended the event.
Certificates were given to the best three women pineapple producers for this year, namely Taiboi of Khoushabung village, Chongthiyam of Bunglon village and T Shenu, also from the village of Bunglon.
Home Minister Gaikhangam also had a glance of all the pineapple stalls participating in the festival and also interacted with pineapple cultivators.
The concluding day of the pineapple festival was held in two separate sessions–morning session and evening session. In the evening session, glittering cultural programme including music and the Manipur Pineapple Queen Contest were held.
Altogether 24 contestants took part at the pineapple queen contest. At the beauty contest, which included six sub-titles, five aspirant pineapple queens were selected in the final round for the title.

It was asked, “ In which Districts of Manipur,. the RGGVY (Rajiv Gandhi Grameen Vidyutikaran Yojana) scheme are being implemented and carried out? Is it true that, under RGGVY scheme Package-B in Tamenglong District, works had been offered to a firm named-”M/S Shyama Power India Ltd.’ without tender. And, if not true; please give the details of the tenders of the said works. Kindly make available the names of the works which had been offered to the said ‘M/S Shyama Power Indian Ltd.’ from the year 2008 till date with date of issue of the work orders and date of the first bill payments. Whether normal proceedings and guidelines had been followed for the said works carried out by the firm.
2. What is the cost of construction of the LOKTAK PROJECT? When was the construction of the project work started? And, when was the COMMERCIAL PRODUCTION begun? How much of the ‘POWER UNITS YEAR WISE was generated since the very 1st day till date? Please provide the authenticated data recorded.
3. Important places and vital areas in the Churachandpur District, such as the District Administration Office, Offices/Departments of the State Government, District Hospital etc are not given the supply of the so called un-interrupted (V.I.P) line but it is given to certain areas such as New Lamka, specially the Khominthang area and Rengkai; what is the reason of it?
Please provide the Feeder Service Record maintained in the Office.
4 What benefits or good effects could bring by the previous drive of the Electricity Department against the unauthorised connections? While undertaking the drive, a girl was humiliated and the girl is uffering from Tension, Anxiety and Depression; thus admitted to the Psychiatric Department of RIMS for treatment. What was the follow-up action of the drive and of the girl career and life were shattered ?
5. If there arises any defect in the installed transformer and despite the repeated complaints for repairment or replacement, the Department took time months together, deceitfully saying- there is no transformer. Please provide the stock and issue position from 2007 to 2012 as maintained in the office stock register.
6. The LOKTAK PROJECT is not upto date. The system of operation and its machines, the infrastructures are all outlived. Why not the Govt. think and look into the matter for modernisation? As for example, the Reversible Pump Storage, installed and operated at the Nagarjuna Sagar and Srisailam LBPH of Andhra Pradesh. Do the state of Manipur ever had its Hydro-Power Policy as that of the Arunachal Pradesh, Himachal Pradesh, Uttaranchal, Jammu & Kashmir and Assam? If not please give the basic reason.
7. The Electronic Meters installed in every household consumers has of no much use. Why don’t it be replaced by the Electronic Meter Reading?
8. Why don’t it be planned to replace the conventional bulbs used in every household consumers by the LED, CFL bulbs for less energy consumption? If there is any plan, please provide the modus operandi.
9. The present position of energy supply to the domestic consumers by the Electricity Department is hardly 5 & 6 hours only in a day i.e., in 24 hours. The calculation shows 150 hrs & 180 hrs i.e., 6.25 days or 7.50 days say 8 days in month i.e., 30 days. The tax charged for the 8 days in a month is Rs 410. If calculated it comes to Rs 215 only per
month @ of 200 units per day. Why is it charging almost the double? The tax imposed to the consumers is drastically unreasonable. Surprisingly and amazingly, 8 days energy supply out of 30 days that too charging Rs 410 by a Department of Electricity of a State in this modern world could be a sorry specimen of wonders of the world in
this nuclear age. Why not the over charged taxes imposed on the innocent consumers be refunded? Please provide the audited annual income and expenditure statement of the Department for the last three years along with the annual Departmental Working Report for the”last three years.
10. Despite the Electricity Department had made it known to the public that the requirement of energy in the peak hours of summer is 110 MW and in the winter it is 180 MW, Why did the Department not show the requirement to the North Eastern Regional Loads Dispatch Control, Shillong by putting up the proposal for the above required MW till to-day? Is that the requirement of energy for the state of Manipur is below 100 MW or showing the surplus energy to take advantage of selling out by the officials which is the deemed share of the consumers? Because of these malpractices, the Micro, the Mini and the small Industries in the State are all strangled. The Department Is responsible for the failure of the industrial growth in the State. The Department is responsible for poor supply of energy in the State for the last many decades. This is the clear evidence of inefficiency.
The Head of the Department should take the moral responsibility and should resign from holding of the responsibility of the power Department.
Please provide the number of industrial units registered with the Electricity Department with the system of power supply to the units. And, why the Department not take up any specific steps to improve the power supply for so many years?
11. How many Sub-Stations of 132 KV Transmission, 33 KV Transmission and 11 KV Transmission are there in Manipur? How the Electricity Department do the Transformation of Energy and Wheeling Charge?
12. In other states the Employer Cost for the supply of energy is 30 paise only per unit -, and why in Manipur the Employer Cost is above Rs 3.00 (three). As done in other 3 states, is it not the Electricity Department’s duty to make arrangements for getting the 3 energy at subsidised rate by the consumers?
13. Why most of the electric poles erected are corroded at the foot after few years of installation? Why are they not quality products? Whether the quality test were not conducted at the time of purchase? How is the process of purchase made? Please provide the copies of the invoices for the purchase. If tendered, please provide the name(s) of the contractor/Farm applied thereof. Please also provide the name(s) of the manufacturer of the poies. How many poles are purchased at a time and at what rate?
14. Please provide the latest status (construction, erection, commissioning) of Power components of the Khuga Multi-Purpose Project When was the Power Components of Singda Dam Project commissioned and who had done its distribution of power? What is the present position of Power Components of the Thouba! Project Thoubal Project (7.5 MW), Khuga Dam Project (1.5 MW), Singda Darn Project (1.5 MW)- the tote! of the three is 10.5MW and cannot easily be neglected.
15. Please provide the machine-wise running hours and ihe unit production of the Leimakhong Heavy Fuel Power House during the period 2009-2010 and 2010-2011,
16. How many Feeders are there for distribution of power from the Leimakhong Heavy Fuel Project? Please provide the names of the Feeders. How many of the MW are despatched from each of the Feeders to which of the Sub-Stations?
17. In accordance with the Electricity Act; what is the legitimate voltage available at the LT and HT? Tubs Sights, TVs and other electronic apparatus could not be used and utilised in the domestic connection. Please provide the steps taken and the programmes executed by the Department to improve the energy in the state.
18. As mentioned in the CAG Report, is it true that the state do not fully utilised the available energy from the Central Generating Stations? If it is true, what is the reason behind? is it the incompetency of the officials? With what hindrances, why is the period of Load Shedding be minimised by availing the legitimate powers? Please provide how many MW are allocated and available from the Central Generating Station for the State of Manipur? And, how are they utilised?
19 Manipur as the whole is economically backward. Everything depends on electricity in this Hi-Tech age. It is the key infrastructure for the sustained economic growth and improving the quality of life. Since the power supply of Manipur depends upon the Central Sector Generating Stations located in the North Eastern Region, there has always been shortfalls through-out the year. It affects a lot to the development process and activities in the state and caused inconveniences to the pubite years together. What measures had taken up by the Power Department to overcome the Pro-rata load shading of the state and to supply Reliable-Quality Power in an efficient manner?
20. Please provide the name(s) of the contractor/ supplier/ firm for providing the prepayment energy meters for the recently introduced scheme. How was the process of purchase done? How many meters were purchased for the scheme? Whether the quality of the meters were tested? What is the sanctioned amount of the scheme? How much are encashed? How much are yet to be encashed?

Two VDF personnel were held for allegedly providing intoxicants to jail inmates of Sajiwa jail today. The two were identified as E Chittaranjan and O Surchandra. They were hiding the banned items in their shoes. Immanuel Muivah, SP Jail said the Home Minister Gaikhangam was requested to replace the guards by a neutral force. Nando an inmate was rearrested for allegedly attacking the residence of A Mobi, President AMWJU. Nando purchased a mobile at Rs 5000 from a VDF man, Nanao of Yairipok and another from a PLA cadre.
The VDF personnel were caught with six packets of chewing tobaccos and two boxes of cigarette added the SP (Jail).
The items were concealed inside their boots . They were handed over to the Heingang police station, Imphal East .
Singjamei police has arrested another person involved in the recent bomb attack at the residence of All Manipur Working Journalists Union (AWMJU) president A Mobi. With this, four persons involved in the crime have been arresed by police so far.
Laishram Ibochoucha alias Tachou alias Chaoba, son of L Shatpa, a resident of Khangabok Lamlong Makha Leikai, Thoubal district, was nabbed by a team of Singjamei Police Station led by SDPO Th Vikramjit from Sofia Printing Press run by himself at Khangabok Lamlong bazaar during an operation yesterday. One laptop computer and another mobile handset were seized from him.
Ibochouba is the person who recently sent a threatening email statement of KYKL (MDF) Lalhaba Tengol group to media houses based in Imphal. The statement triggered a media outcry and the subsequent bomb attack at the residence of Mobi.
The arrest of Ibochouba, who was directly involved in the bomb attack carried out at the residence of AWMJU president Mobi, was disclosed by SDPO Vikramjit while addressing a press meet held at his office chamber, Singjamei Police Station Saturday afternoon.
He said a report on the bomb attack that occured on the night of August 11 was filed at the Singjamei Police Station following which an investigation into the incident was launched with himself being the Investagation Officer (IO) of the case.
During the course of the investigation, Thokchom Nando, the kingpin behind the bomb attack, was arrested with the order of the concerned Chief Judicial Magistrate (CJM) from Central Sajiwa Jail on August 14. Nando, better known as KCP Nando is presently languishing in the jail facing various charges including the killing of Luningla Elizabeth.
Two mobile handsets with two sim cards were seized from him during the arrest made inside the jail.
Another individual, namely Md Akbar, hailing from Yairipok in Thoubal district but staying at Hatta Golapati was also arrested in connection with the case on August 16. Akbar works under the command of Nando, the SDPO further said, adding one bomb and another mobile handset were recovered from his possession.
Thingbaijam Chitaranjit, the assailant who carried out the bomb attack was also arrested from his residence on August 29. Chitataranjit alias Kamcha alias Ibochouba, son of late Th Manikunja, is a resident of Heirangoithong Awang Maibam Leikai, Imphal.
Chitaranjit received two bombs from one individual working under the command of Nando, the mastermind of the bomb attack, Vikramjit further added. He used one of the bombs in the attack that occurred at the residence of Mobi and the other one was seized from him, the SDPO said. Another Honda Activa scooter along with one mobile handsest was also recovered from his possession, he added.
On Aug 12 last members of the All Manipur Working Journalists Union (AMWJU) took out a protest rally against bomb attack at the residence AMWJU president, A. Mobi Singh located at Thongju Part-11 Pechu Lampak, Imphal East on Aug 12 around 8.10 pm. The grenade exploded at the courtyard of the house. The president was inside his house when the attack came.
After taking out the rally the members discussed about the situation with Home Minister, Gaikhangam. The Home Minister condemned the bomb attack on the residence of the AMWJU. He immediately asked senior police officials to nab the culprits. The AMWJU also submitted a memorandum to the Chief Minister, O Ibobi Singh.
The CM was informed that the attack could have caused many casualties. Fortunately, no one was injured, but the incident has created a fear psychosis among media persons so much so that functioning of media houses has been severely disturbed.
That, the attack followed recent threats to media persons including bomb hoax calls to media offices from certain organisations.
In view of the above facts and circumstances, the AMWJU demanded secure environment where media persons can work freely and without fear. It also demanded full proof security cover for residents of Editors and office bearers of AMWJU. It demanded that village defence force (VDF) personnel deployed at media houses should be replaced with armed state police personnel.
It lastly demanded an enquiry into the incident to find out collaborators and also to book them. The AMWJU had also convened an emergency general body meeting at Press Club which concluded at 2 pm. After the GBM the rally was taken out.
A . Mobi President said he has been receiving threats repeatedly from militant outfits for refusal to publish news items of some militant groups.

IMPHAL, Sept 1 NNN : Movement for Tribal People’s Rights, Manipur (MTPRM) has expressed unhappiness over the order of August 27 issued by the Department of Tribal Affairs and Hills, government of Manipur regarding the transfer and posting and work allocation of departmental staffers saying that the order has exposed bias, impartiality and favouritism infested nature of management of affairs within the establishment.
The tribal rights body said the purpose of issuing the said order particularly in respect of post matric scholarship is only to serve the purpose of the vested interest groups and influential persons amongst the employees of the department which is absolutely against the interest of the tribal students in particular and tribal people in general.The said Order issued was in complete violation of the model Code of Conduct which is strictly enforced effectively till date for Panchayat election which is to be held on September 13.
“The dealing of the post matric scholarship assignment should be allocated to the tribal employees who would be well acquainted with the tribal students instead of giving the assignment to other employees who are Field Assistants (FA) which is purely a technical post specifically for veterirary department or veterinary section. On many occasions the tribal students have faced some unnecessary problems due to unwillingness on the part of the dealing and concern staff reluctantly for identification of students who came to withdraw and collect their respective scholarship amounts.Such problems would not crop up in case of tribal employees are given the opportunity and chance to serve the tribal students,” said the MTPRM.
The Movement for Tribal People’s Rights, Manipur(MTPRM) strongly demands that the said order effecting allocation or assignment of works among the staffers of the Directorate of Tribal Affairs and Hills be revoked immediately. The rights body threatens to resort to further democratic steps in order to rectify the anomaly and to protect and safeguard the interest of the tribal people into the matter in case of no positive corrective measures is being taken up from the side of the department.

Imphal, August 31 NNN: The Manipur police continued to pull up foreign nationals in the state on Friday with around 450 migrant workers were picked by the state police from different places in Imphal during operations Friday.
Several teams from Imphal West District Police carried out separate operations at places like Nagamapal Kangjabi Leirak, Pandon, RIMS road, Uripok where around 450 migrants including one Nepalese national having no proper document were rounded up. All were found staying at rented houses.
The police later brought them to Bengali High School here and conducted verification. But, later all the non-Manipuris were freed except six of them on suspicions because they did not have legal documents.
Most of the migrant workers were from Assam and West Bengal.However, only one out of the six, a Nepalese national was further detained as he did not possess valid document, police sources said.The Nepalese national is identified as Manoj Shah. He will be produced before the CJM, Imphal tomorrow under Foreigners’ Act, they informed.
Manipur police pulled up 43 foreign nationals, including 24 Bangladeshis and 19 Myanmarese in the early morning yesterday from Hatta and Lilong areas. They were mostly natives of Bangladesh’s Chappai Nabaganj and Latsahi Nabaganj districts while the 19 Myanmarese were from Arakan region of the neighbouring country.The 43 illegal residents of the state have also been registered with Foreigners’ Act.

IMPHAL, August 31NNN: A Joint Action Committee (JAC) has been formed in connection with the mysterious death of Pangabam Rabi. He was found dead in a jungle in Chandigarh on August 29 last.
Rabi, a student of Bsc second year of Government College of Male (GCM), Chandigarh, was a native of Khurai Ningthoubung Leikai, Imphal East district.
Under the aegis of the JAC, which was formed yesterday at a joint public meeting of four localities, a sit-in-protest was staged at Thoubanthong along Tinsid Road decrying the death of Rabi. The demonstration was participated by local meira paibis and members of the JAC.
A protest rally was also taken out starting from the protest site and culminated at Khurai lamlong Bazaar.
A statement released by the JAC has also demanded justice for the killing saying the culprits should be booked within five days and a CBI probe into the death. It also demanded that the body should be carried out post mortem examination at Chandigarh as well as at Imphal.
The JAC also said if the Government fails to meet its demands at the earliest it would take up various forms of agitations by seeking supports from different NGOs in the state.
Meanwhile, a member of the JAC seeking justice for the death of Rabi said the body of Rabi is now in a highly decomposed state and that lower part of his right arm was found amputated and his ankle was also cut off besides his lips were broken.
He said a memorandum regarding the death was submitted to both the state Chief Minister and Home Minister today. The Chief Minister assured that the state Government would take up initiative on the death.
As of now, the Government has sent ADGP L Khoute and Principal Secretary (Home) Suresh Babu to Chandigarh to find out the facts over the death, the Chief Minister aslo told the JAC.
Reports said the last rites of Rabi are likely to be held at Chandigarh as his body is highly decomposed.

Imphal, Aug 30: Normal life was completely affected today due to an 18 hour Manipur bandh called by Joint Action Committee (JAC) against abduction of Irungbam Irabanta by suspected
NSCN(IM) cadres. The JAC had imposed the bandh from last midnight and concluded at 6 pm . Irabanta, a sand supplier for Maphou Dam was allegedly kidnapped by cadres of NSCN-IM on May 27 last. Irabanta a resident of Nongdam Maning Leikai , Imphal East district was summoned by NSCN(IM) cadres and he went to meet NSCN(IM) cadres.
Due to the strike all inter state passenger services were cancelled. Vehicles were off the roads in the state and educational institutes and business establishments were closed down. Oil depots, banks were also closed down. As movement of vehicles were restricted attendance in most government offices were thin. The JAC convenor I Echan stated that the 18-hour general strike had been called to protest failure of the state Government to trace Irabanta.
A man has been arrested so far and the JAC members had discussed the matter with Home Minister Gaikhangam twice.

Imphal Aug 29 UNA: The 81st death anniversary of Haipou Jadonang who fought against the colonial British Empire in Manipur was observed today at the Jadonang Memorial Park in Imphal organized by the death anniversary observation committee of Haipou Jadonang.
During the observation representatives of civil organizations like, United People Front, All Manipur United Club organization, Zeliangrong Union Assam/Manipur/ Nagaland, Poirei Leimarol, ICHAM, IPSA attended the function.
The leaders of various civil societies paid homage to the late freedom fighter who worked for the Zeliangrong people by liberating his people from the rule of British. A two minute silence, shouting of traditional ho hoing, offering of sacred wine, paying of floral tribute and singing of prayer songs written by Jadonang marked the observation.
ICHAM president, N. Rajendra said that it is unfortunate to know that till today the government of Manipur is yet to recognize Haipou Jadonang and demanded that the day should be observed as state function. Today various freedom fighter whether from state or outside , many of them are recognized and observed the day of the freedom fighter by announcing state holiday or national holiday.
He further said that this kind of action shows that the state government is not aware of Manipur freedom movement.
LP Golmei, (IAS) who was present in the function also said that Jadonang was a social reformer, a person with political vision , and worked for the welfare of the Nagas and also to bring peace, harmony and development between the various communities residing in Manipur.
He also added that, though he is not in the midst of us, his sacrifice will always be remembered .
Jadonang was born in 1905 to Thiudai Malangmei and Tabonliu at Kambiron village in Tamenglong district. He was the first Naga who claimed himself to be “Messiah King” of Nagas to liberate his people from the rule of Bristish.
Jadonang was jailed in Tamenglong jail in 1927 for calling the people to fight against the British government and thereby causing unrest among the Zeliangrong people. Confronted by the outburst of violence the then political agent of Manipur state J.C. Higgins arrested Jadonang from Cachar in 1931. On August 29, 1931, after a short trial, the then political agent J.C. Higgins passed a death sentence and was hanged to death on the order of the British government at the bank of Nambul River behind Imphal Central Jail where a memorial park is maintained.

Imphal, Aug 29: The Committee on the Protection of Natural Resources in Manipur (CPNRM) stated that the three public hearings organized by the Manipur Pollution Control Board, government of Manipur at Jiribam, Parbung and Nungba Town on 30th July, 8th and 17th August 2012 respectively for petroleum exploration, drilling and allied activities in Jiribam, Churachandpur and Tamenglong has been a complete failure as the indigenous communities to be affected by Petroleum Exploration in Manipur expressed strong objections to petroleum exploration and drilling by Jubiliant Oil and Gas Private Limited, (JOGPL) a company based in Netherlands. CPNRM expressed gratitude to all communities for expressing their voices against petroleum exploration in Manipur.
It opposed filing of First Information Report (FIR) to communities objecting Petroleum exploration at Nungba on 17th August 2012.
There are serious violations and immense points of condemnations in inviting communities for environmental Public Hearing and later threatening them with arbitrary arrest and detention for expressing their rightful opinions. The filing of FIR only indicates that the Government of India, Govt of Manipur and the profit mongering JOGPL only insists on undemocratic and militaristic forms of development. Introduction of forcible means of development and relying on police and military to subdue the peoples voice will only infuriate the communities to resort to all means of possibilities to defend their land and resources and to stop all petroleum exploration.
As the communities fully expressed their opposition to the public hearings against Oil Exploration and drilling and allied activities in Manipur, the Government and Jubilant Energy should respect the wishes, sentiments and desire of the people to protect and defend their land for their present and coming generations and immediately halt all process for oil exploration and drilling and allied activities in Manipur. The Government of Manipur, JOGPL and the Government of India should abide by the official written declaration at the Nungba Public Hearing to cancel public hearing future public hearing on petroleum exploration for block 1& 2 once and for all in Manipur. The Committee would like to reiterate our opposition to the signing of Production Sharing Contracts, Petroleum Exploration License
Agreements between the Government of India, JOGPL and the Government of Manipur in 2010 without the knowledge and consent of indigenous peoples of Manipur. CPNRM will oppose any move of the Government to sell any resources and land of Manipur to any profit mongering groups.
The CPNRM would like to call upon the Government of India, Government of Manipur and the Jubiliant Energy to Stop all Oil and Gas Exploration, Drilling and allied activities in Tamenglong, Churachandpur, Jiribam in Manipur and also to Immediately withdraw the FIR and other cases lodged against communities attending the Nungba Public Hearing on 17th August 2012, failing which will invite stern mass communities actions from all communities for which the government of Manipur and India will be solely held responsible for any untoward incident said Pamei Tingenlung, Convenor.

Imphal, Aug 29: The Citizens Concern for Dams and Development (CCDD) expressed serious concern with the formation of Sub Group between the Governments of India and Bangladesh for conducting joint surveys to assess the issues of Tipaimukh Dam and to facilitate an early construction of the proposed 1500 MW mega dam over Barak River at Tipaimukh Village in Manipur. More concerning is the fact that the Sub Group of the two countries had finalized a Term of Reference (TOR) for assessment of Tipaimukh Dam issues on 28th August 2012 at New Delhi, India, where each country is envisaged for assessments in their respective sides.
The CCDD would like to outline clearly that any decision on Tipaimukh Dam construction cannot be bilaterally decided only by India and Bangladesh as the land, rivers, forests and all resources in Manipur belongs to all indigenous peoples of Manipur, and hence, their rightful rights to participate and involve in all decision making processes affecting their land, rights and survival is mandatory and is their undeniable rights.
CCDD would also like to point out that the Government of India is yet to conduct a holistic impact assessment of proposed Tipaimukh dam in Manipur and that the EIA and EMP prepared for proposed Tipaimukh Dam has been criticized widely for mis information and undermining the rich biodiversity, natural and cultural heritage of Manipur and other social, cultural impacts etc.
Forming sub group between the two countries also excludes indigenous communities to be affected by the Tipaimukh dam, constituting a complete disregard of the long standing demands of the indigenous peoples of Manipur to respect their rights over their land and resources and to stop Tipaimukh Dam construction processes without their free, prior and informed consent. Of late on 11 February 2012, several community organizations of Manipur called for revocation of the memorandum of understanding signed with the Government of Manipur, the National Hydroelectric Power Corporation and the Satluj Jal Vidyut Nigam Limited on 28 April 2012 without informing and taking consent of the people of Manipur.
The UN Committee on the Elimination of all forms of Racial Discrimination (UNCERD) had urged upon the Government of India in 2007 and in September 2011 to respect the right to free, prior and informed consent of indigenous peoples before Tipaimukh Dam construction. The Sub Group formation without indigenous communities is disregarding this recommendation from the UN.
Indigenous Peoples of Manipur cannot accept any secretive and compromise deals between the Government of India and Bangladesh for Tipaimukh Dam construction. All affected peoples along Barak River should be rightfully involved in all decision making process on the proposed dam with due recognition of their inherent rights. Till then, the MOU signed between the Government of Manipur, the National Hydroelectric Power Corporation, the Satluj Jal Vidyut Nigam Limited should be revoked.
Further, the Environmental Clearance granted by the Ministry of Environment and Forest (MoEF) of the Government of India should be revoked as affected peoples opposed all the five public hearings and to construction of Tipaimukh Dam. Given the extensive forest areas to be submerged to the tune of more than 300 Square Kilometres of Forest areas, and to fell more than Eighty Lakhs trees and subsequent multidimensional impacts, all processes for granting forest clearance should be suspended immediately.
The recommendations of the World Commission on Dams, UNCERD and the provisions of the UN Declaration on the Rights of Indigenous Peoples which recognizes indigenous peoples inherent rights over their land and resources should be fully adhered to in its entirely.

Based on specific intelligence received from a sources regarding presence of KNO cadre in general area village Thadou Veng under Thinghat Sub Division, Churachandpur, a joint operation was launched by the Security Forces and Police. They apprehended one KNO cadre who was identified as Self Style Capt Tinlal, KNO cadre, 56 years, Son of Late Pauzathang of Thadou Veng. One 9mm Pistol along with magazine and four live rounds were recovered from his possession. The apprehendee along with the recoveries was handed over to Lamphel Police Station, Imphal.
A cadre of URF was nabbed by Imphal West police from Tera yesterday. He was identified as Premkumar.

Imphal, Aug 28: The 47th foundation day of All Manipur Students’ Union (AMSU) was observed here today at AMSU headquarter, DM college complex. AMSU President, Thokchom Suresh unfurled the AMSU flag in presence of other office bearers and former members. Th Suresh said the students community were not able to concentrate on their studies owing to the fluid political condition in the state. He assured that the AMSU will continue to work in the interest of the people and the students. AMSU Secretary General, Dipanjit Ningthoujam said AMSU launched successful movements on food, education, language, human rights and he appealed to all to continue to support the students’ body.
Founder members of AMSU who were also present in the function said the AMSU was formed one day after the Hunger Marchers’ Day, Aug 27, 1965.
