Y Joykumar has become the director general of police (DGP), government of Manipur for the second time.
In an official notification issued today by the state Home department, Ratnakar Baral has been replaced by Y Joykumar today and the former has been transferred to Home department as OSD (officer on special duty).
It can be noted that Y Joykumar was the DGP of Manipur for several years but posted as Managing Director of Manipur Police Housing Corporation just before the assembly election few months ago.

Imphal, June 22 NNN: Hundreds of Manipur Pradesh BJP leaders and workers Friday took out in the street in a “Jail Bharo Andolan” as part of the “Jan Sangrash Abhiyan” storming outside the Manipur Chief Minister’s bungalow in Imphal.
The BJP demonstrators holding party flags and some of them who were wearing it on the heads chanted slogans against the government outside the chief minister’s bungalow demanding complete rollback of the recent petrol price hike. They said in the last seven years of UPA rule, the national economy has gone havoc and the unabated price rise has impacted the common man.
The Jail Bharo Andolan was started from 11:30 am and continued till around 2:30 pm during which police picked up hundreds of state BJP leaders and workers including its president Sh Shantikumar.
However, the police later freed them on the outskirts of the city at Koirengei around 2 pm. Normal traffic in the city also disrupted by the demonstration.
The decision to launch the Jan Sangrash Abhiyan was taken during a meeting of the saffron party’s national leaders on May 31 last under the chairmanship of its national president Nitin Gadkari.
The major demand of the agitation is to complete rollback of the recent petrol price hike. The government of India has once again indulged in eye wash by reducing Rs 1.60 per litre, but the people of India take this partial rollback of petrol price as a political gimmick, the state BJP said.
The import of crude oil is now about 85 per cent, the party said, adding that during the NDA regime, it was 65 per cent to 70 per cent only because the NDA focused on alternate sources like piped gas, bio-diesel and ethanol.
It also blamed the UPA government at the Centre for continuously increasing price rise in the last seven years of its rule, saying the common man is suffering the burden of inflation. The Congress led UPA government should immediately take steps not only to check price hike but also bring down the price of essential commodities.

The apprehendee was identified as SS Pvt Yumnam Bimol Chand Meitei, 43 yrs, s/o Late Yumnam Ningthemjou Meitei, r/o Chengdong Leikai, ward No 7, Moreh, chandeldist. 01x 9 mm Pistol with Mag and 02 Live rounds of 9mm was recovered from the apprehendee who alongwith recovery was handed over to Imphal West Police station.

Imphal, June 22 NNN: At least six people, including two civilians and four Naga militants were killed and another six injured in a heavy shootout reportedly ignited after a brawl in the village of Houchong in Tamenlong district of Manipur in the wee hours of Thursday, police sources said in Imphal.
The heavy exchange of fire took place around 2:30 am among a group of NSCN-K and Zeliangrong United Front (ZUF) militants inside a house in Houchong village when the unspecified number of heavily armed militants from both the Naga militant groups started opened fire among themselves after a brawl, killing two civilians and another four militants, and injuring six others, the police source said.Houchong village in Tamenglong district is about 10 km from Noney.
The source further said the two civilians killed in the shootout included the owner of the house where the incident occurred and a neighbour. They have been identified as Nk Gakhujiba 70, the house owner and Meijiru 55. However, the identities of the four militants killed in the shootout and the injured are yet to be established. It is said that about 40 militants from NSCN-K and ZUF have been camping and dawdling in the village of Houchong for the last few days.

Imphal, June 20 NNN: The Committee on Protection of Tribal Areas, Manipur (COPTAM) has on Wednesday decided to resume its agitation very soon to put pressure on the state government to fulfill its ‘rightful and legitimate demands’.
A meeting of the COPTAM Central Committee was held on June 16 during which the government was condemned for neglecting the plight of the tribal people, the tribal civil body said in a statement signed by its secretary, Thangkham Lupheng.
It said COPTAM had decided to suspend its agitation after its leaders met with the Chief Minister at his office chamber last year hoping that the Chief Minister would keep his assurance.
But nothing has been done so far despite the assurances given by the Chief Minister to COPTAM, the statement said, adding that the Chief Minister has failed to redress the grievances of the tribal people till date.
COPTAM also denounces the state government for failing to respond to the letter sent by National Commission for Scheduled Tribes on the issues raised by it, the statement added. The state government is deliberately undermining and neglecting the queries made by a constitutionally instituted Commission, it alleged and said that the act of the government amounts to contempt of the Indian Constitution.
In view of the indifferent attitude of the state government to its rightful and genuine demands, COPTAM is constrained to resume its agitation sooner or later after seeking support from the civil apex body and student organizations, it threatened.
COPTAM also said it appeals to the people of the state not to get the wrong impression when it takes up the agitation again, seeking cooperation and support from all concerned in its effort to fulfill its legitimate demands.

In the meant time, AMWSRDS submitted a memorandum to the state Chief Minister and one copy each of the memorandum to women legislators including AK Mirabai, Minister, Social Welfare, O Landhoni Devi, MLA, Khangabok constituency and Nemcha Kipgen, MLA, Kangpokpi constituency requesting the to meet its demand.
The AMWSRDS was set up back in 1975 and registered under Society Registered Act in 1978 with registration number 2441, Sobita, organizing secretary of AMWRSDS told newspersons at Sanjenthong footpath where the demonstration took place.
A makeshift office was later constructed at a small piece of land close to the Palace after paying the required money to the then titular king of Manipur Okendro, she added.
However, on September 23, 2004, the then government led by the incumbent Chief Minister O Ibobi and Art and Culture Minister, Parijat evicted the said office building and confiscated it for construction of Cultural Complex there, she informed.
She said AMWSRDS in collaboration with its branch members have decided to launch various democratic forms of agitations with support of the public to press its demand to the government.
“If the government fails to meet its long pending demand within July 20, the women society will take up various agitations over the issue,” Sobita threatened.
She also appealed to the Chief Minister to bring an amicable solution on the issue at the earliest possible.

Imphal, June 19 NNN : The Mapithel Dam Affected Ching-Tam Organization (MDACTO) and the Mapithel Dam Multipurpose Project Displaced Villages Committee (MDMPDVC) have submitted a joint memorandum to the state Chief Minister on Tuesday pushing the latter for completion and also payment of
compensation for properties and RR programmes in the public interest.
The Mapithel Dam known as Thoubal Multipurpose Project is being constructed over Thoubal River, Maphou village on the west, Nongdam villages, Ukhrul district to the east of the Dam. The main purpose of the dam is for water supply, irrigation, electricity, water management and others.
The dam whose construction works began in 1980-81 has submerged six villages namely, Phaiyang village, Louphong villages, Lamlai Khullen (Ramrei) village, Lamlai Mongbung village, Lamlai Khunou village and Chadong village, MDACTO and MDMPDVC said in the joint memorandum submitted to Chief Minister O Ibobi.
The two organizations organized a joint meeting on June 15 during which they minutely discussed the present problem faced by the affected villages like payment of compensation for the displaced villages that has not been completed and cleared till today.
The villagers of serial number 1, 2, 3 and 4 have already shifted to new villages and settled down there at higher hilly areas, the memorandum mentioned. They also said they have stopped improving their living condition and all development programmes since 1980-81.
The villagers of Louphong village, Ukhrul district had received a sum of Rs 29,000 only for family from the Irrigation and Flood Control Department but any RR packages in favour of the villagers have not been paid so far for construction of houses, granaries and others, the memorandum further said.
It also urged the Chief Minister for payment of amicable packages to the ten affected villages whose lands have been affected by the Dam . The villages are Nongdam Kuki , Nondam Tangkhul villages, Bethelphai village, Maphou (Kuki) village, Tumukhong village, Moirangpurel village, Itham Meitei , TC Pokpi Bonyang (Kuki) and Risongphung .

The Un-scheduled Interchange (U/I) is a must mechanism in the operation of Grid , Chief Engineer, N Sharat told reporters at the Conference hall of Power Department.
The U/I receivable and payment account of Un-scheduled Interchange mechanism are now kept with full knowledge of the public, he maintained and said that the department has its record too. Anyone who wants to know about it can come to the office and enquire.
Efforts are on to arrange a proper network of transmission at the earliest to facilitate the share absorb in respect of Manipur, the chief engineer further added.

Imphal, June 18 MNS/NNN: Thousands of people in Manipur including various leaders from outside the state today paid fitting floral tributes to the 18 people who sacrificed their lives in safeguarding the territorial integrity of Manipur during the June 18, 2001 uprising.
The All Manipur Clubs Organization (AMUCO) observed the day as “Unity Day” while the United Committee Manipur (UCM) observed it as “The Great June Uprising Day.”
Y. Nabachandra president UCM, Akhup Serto Aimol, Asong Koireng, Lengkham Thangal, S. Tangkhul, C. Haokip, Modar Maring. Alu Kamei Pui, Lholar Kom, Rose Mangshi Haokip, Akim Serto, Haokhothang Baite, Md. Jakir Hussain, RK Ranendrajit, H. Ibotombi Khuman, Ph. Shakhi Devi, Y. Leirik Leima, Binod Khaba, Y. Devabrata, T. Shyamkeshwor were on the dais in the function organised by UCM.
The Government of India and NSCN-IM signed a ceasefire agreement “Without Territorial Limit” on June 14, 2001 that came to be known as the Bangkok Agreement, which sparked widespread violent protests in the state. The AMUCO called a 66-hour general strike to protest the Bangkok Agreement during which 18 people were killed.
The UCM, a conglomerate civil society of various NGOs which was formed after the June uprising also took major role in the unrest and in spearheading the mass movement against the policy of Indian government.
The main function of the observance was held at Kekrupat in Imphal, the memorial complex of the 18 people who were killed in the security force firing. Yumnam Nabachandra, president, UCM and KT Rahaman, president, AMUCO led thousands of people including ministers, MLAs, people from other states among others in paying rich tributes to the martyrs at Kekrupat.
As part of the 11th Unity Day observance, AMUCO organized a public meeting at Thangmeiband Thau ground here.
Speaking on the occasion, KT Rahaman, president, AMUCO said the major Naga ethnic group Zeliangrong has started to raise voice against the special administrative arrangement, a demand of United Naga Council (UNC) as it is based on communal line.
AMUCO has a firm believe that unity does not meant only for the Meiteis but it includes both the hills and the valley, he asserted while adding that AMUCO always stands for integration among all the ethnic communities in the state.
NC Modhuchandra, secretary general, AMUCO while delivering keynote address at the public meeting at Thau Ground said the Naga and the Kuki groups in the state are now trapped in the divide and rule policy of the Indian government.
He said the most unfortunate major controversy with regard to the state integrity is caused due to lack of unity between the hills and the valley people and a common political aspiration.
In the meantime, Yumnam Nabachandra, president, UCM while addressing the gathering at Kekrupat said the UCM is for all the people of Manipur and is an apex body in the state.
“The great heroes who sacrificed their lives in the Great June Uprising are a part of the history of Manipur and that we should never forget them”, he maintained.
He reiterated the martyrs laid down their lives for safeguarding the territorial integrity of the state so we the citizens of Manipur should not forget them.
“We the citizens of Manipur should not forget that we are all brothers and sisters,” the UCM president added. “We must all stand for our state and collectively fight for the unity and prosperity of the state,” he said.
On the other hand, as part of the June 18 event, the UCM also organized the 11th Voluntary Blood Donation Camp at Kekrupat. Two medical teams from RIMS and JNIMS conducted the blood donation camp.
In all, 42 people donated blood during the blood donation camp out of which 36 were male donors and six female donors.

Dimapur, June 17 NNN: Troops of 6 Assam Rifles based in Mon district of Nagaland under the aegis of Headquarters 7 Sector Assam Rifles busted ‘an adhoc transit camp’ of NSCN-K and apprehended two cadres of the outfit including ‘an officer’ who was in charge from Chenmoho under Aboi police station, Mon and recovered arms, ammunition, war-like stores and huge quantity of rice on June 14.
Assam Rifles source said today in Kohima that the cadres have been identified as Self Styled Lieutenant Awok Konayk, age – 25 years and his bodyguard, self styled ‘private’ Honlem @ Alem Konyak, age 20 years. Both the individuals are residents of Chenwetnyu village in Mon district.
During the operation the security force had seized one pistol, one 12 bore rifles, several live rounds of various calibers, explosives and many other warlike stores.
However, the biggest recovery during the operation was 3000 kg of rice. The interrogation revealed that the recovered rice was actually meant for people from ‘Below Poverty Line’ which is being supplied to the state under government scheme, the source added. The house from which recoveries were made belongs to Mrs Yannon Konyak of Chenmoho village.
The cadres were utilizing the vacant house as transit point for the cadres of the outfit who are active in Myanmar (a violation of Cease Fire Ground Rules) and as a warehouse for storing the supplies. The busting of this adhoc transit camp is a major blow to the other IIGs operating in Myanmar, said the Assam Rifles source.
The apprehended cadres have been handed over to Aboi Police station.

Imphal, June 17 NNN: The United Naga Council (UNC) sponsored 48 hour bandh in “Naga areas” of Manipur went off peacefully on the first day today. However, the bandh was almost total concerning the vehicular movement in the Naga dominated districts of Senapati, Tamenglong, Chandel and Ukhrul. Inter state and inter district public transports did not ply today.
Reports said strict security vigil is being carried in these Naga dominated districts due to the bandh. Police personnel in large number are seen in the district headquarters of Senapati, Ukhrul, Chandel and Tamenglong while in ready to thwart elements attempting to take law into their hands.
The 48 hour bandh has been supported by the All Naga Students Association, Manipur (ANSAM). ANSAM general secretary Seth Satshang informed Newmai News Network that since everyone has been co-operating with the bandh enforcers there was no untoward incident till this evening.
Last week, the United Naga Council (UNC) had announced to call the total bandh including construction of rail lines in ‘Naga areas’ from the midnight of June 16 in protest against the alleged lack of interest of the government on the demand for ‘Alternative Arrangement’
The UNC’s contention is that the democratic process of dialogue on the demand for an ‘Alternative Arrangement’ for the Nagas in Manipur through the tripartite talk of the Government of India, the Government of Manipur and the United Naga Council, which was initiated by the Union Home Minister is a registration and recognition of the sharp ‘social divide’ on communal lines due to the marginalization, discrimination and domination, which has led systematic degradation and obliteration of Naga and tribal history, culture, identity and rights to land and resources.
According to the Naga body, the last tripartite talk was held on June 30, 2011 at Senapati. Subsequently, submissions were made to the Ministry of Home Affairs(MHA), GoI urging for expeditious resumption of the tripartite talk. The Union Home Minister at Senapati and the Prime Minister at Raj Bhavan, Imphal had urged the UNC on November 2, 2011 and December 3, 2011 respectively to continue with the dialogue process.
After the last submission to the Ministry of Home Affairs made on April 13 this year the UNC has held series of the consultations with Naga frontal organisations and Tribes leaders on the movement for an alternative arrangement outside the government of Manipur.
Meanwhile, the bandh will conclude in the midnight of June 18.

The home minister Gaikhangam said every MLA elected from different constituencies is for every citizen of Manipur and the MLA should not do for a particular A/C. People should not think an MLA for an A/C and all MLAs should not be constituency oriented.
He was speaking at a felicitation function organized by Langol Area Village Council, Thangmeiband at Langol Tarung Khul community hall where the home minister, Gaikhangam, Khumukcham Joykishan, MLA, Thangmeiband, Janghemlung Panmei, MLA, Tamenglong and Z. Kihoubou, Tamei were felicitated.
The home minister further said, we should work together for the development of the society and state. Citing an example of King Solomon, before we accessing someone, we should correct our mistake.
If we want to form a stable environment in Manipur, We should first correct the mistake. Manipur is a land of different communities at it is a beautiful garden of God. He was of the view that every community should try to preserve unity and integrity.
Regarding the changing scenario at Lamphelpat where various trees were damaged, Lamphelpat, Loktakpat and other lakes are the beautiful gifts of God. The said lakes prevented from floods during rainy season however due to personnel advantage people build houses, buildings, walls on the lakes causing imbalance to national environment. It is necessary to wage agitation for the preservation of lakes and jungles.
Joykishan MLA also said, we should forget the past mistakes among various communities and should proceed towards the path of development and he also released an album of Lu Anaolu’s ‘ Karam Jin- vol II and he also donated Rs five thousand to the singer.

Imphal, June 16 NNN : Doctors at the Manipur TB Control Society (MTBCS) at Lamphelpat on Saturday said there is a need of providing proper infrastructure at the society, accusing the state government of lacking political commitment in this regard.
The government has failed to provide requirements of doctors like laboratory technicians and that most of the doctors do not work at the society for long time but are often transferred elsewhere after working a few months, they alleged while talking to reporters at the office of MTBCS here.
Problems are created as most of the doctors do not take enough time to treat TB patients, causing another serious impediment to the newly posted doctors while treating the same patients, they said. Saying that the MTBCS is now in need of technicians, they stressed that TB related societies are more important than any other societies such as HIV/AIDS. They said TB is a kind of disease which required special type of treatment as it can spread easily to other people through normal coughing. Human secretions like saliva and phlegm carry the TB virus and when these things are left without proper care the spread of the virus becomes easy.
Proper flooring of the buildings, hospitals and societies where TB patients are housed is also a must, the doctors said. They said, at the same time some TB patients sometime try to commit suicide because of social discrimination and taboo so the society building has to keep secured by taking up various safety measures like fencing of the building in order to avoid such attempts of the patients.
TB is mostly suffered by people with poor family background and financially constrained, they further maintained and said that a TB patient has to spend at least Rs 2 lakh while undertaking treatment.
For instance, the number of TB cases is recorded higher against normal at the society as there are number of drug resistant patients too who had already treatment but later relapsed as they stopped taking medicines midway. Such negligence on the part of the TB patients in taking a complete course of medication often leads to return to the society for further treatment, they added. The best way to avoid such inconveniences, it is quite necessary that almost all the patients are directly treated by doctors at the centre.
Dr RK Lakshana working at the MTBCS said now the RNTCP has left with only Rs 10 lakh to be sanctioned to the society for development of its infrastructure and other purposes but this amount will not be able to complete all the present requirements of the society. Imphal, June 16 (NNN): In order to bring peace and tranquility in Manipur, the All Manipur Tribals Union (AMTU) has suggested to the minister of Tribal Development and Hills, government of Manipur with four points in the form of a memorandum submitted to the minister recently.
“It is implored that in order to bridge the gap in the socio-economic development of Manipur tribals and to pluck the loopholes in implementation of tribal sub plan cetain action plans are suggested,” the AMTU said in the memorandum submitted by its general secretary Romeo Bungdon, secretary of public affairs Mr R Wilson Gangmei and one of its executive member Thuisingam.
One suggestion has been that a separate account for tribal sub plan be opened and its funds be earmarked as it is done in Sikkim state government.
The second one is that the tribal Development department be exclusively made the nodal agency for tribal sub plan and a certain percentage of the fund be sanctioned under job card system similar to MGNREGS to enable to reach the target common tribal people and bigger chunk of the funds be emphasised on agriculture (with fencing components to facilitate round the year cultivation), horticulture and cattle rearing as these are the sole socio-economic means for the Manipur tribals and also similar size of fund for various education sectors.
Another suggestion put before the concerned minister is that the tribal sub plan be made non divertible and ombudsmen be appointed to regulate the transparency of its fund execution and implementation.
It lastly suggested that the directorate office of Tribal Development be provided the post of chief engineer similar to those of Manipur Development Society and Manipur Police Housing Co-operation since the Tribal Development department is vast.More engineering posts be created and more tribal engineers be accomodated including at district levels to augment the practical development of the tribal areas through the department with such entitled funds which will create job opportunity and enhance basic amenity developments as well.
“We shall be highly grateful if anticipated and necessary measures are taken as the matter is seriously affecting the peaceful co-existence between tribals and non-tribals in the spectrum of equal privilege as the tribals are lagging behind to far extent which has been the reason for social embroils like bandhs and economic blockades in frustration,” AMTU memorandum prays.
Giving the background, AMTU said the Manipur tribal people have been marginalised concerning their development facilities, as against their feeble socio-economy. In such type of weak mechanism of development for them due to manipulation of fund flow system meant for tribals coupled with topographical terrains, many schemes and funds entitled for tribals can never reach the target people. This is a matter of serious concern indeed, AMTU added.
“That, as a matter of fact, the fund flow of tribal sub-plan from the Union government of tribal affairs had and has been diverted to other non-tribal areas mostly in the valley districts as we suspected. As such, Right to Information was filed to the chief secretary of Manipur. However, no relevant information has been provided so far. Incidentally, it was published in some local newspapers on August 1 last year by one tribal elder that the Tribal Sub Plan for the fiscal year 2010-11 has been kept under the state head-8449 but the rest process is not known. Similarly, on May 22, 2012 Federation of All Tribal Youth Clubs Manipur (FATYCM) in their press conference published in the local dailies that an amount to the tune of Rs 7 crores meant for medical fund under Tribal Development 2008-09 had been delivered for Airport expansion. So it is obvious that something has gone wrong somewhere for the funds entitled for the Manipur tribals. Information on such funds matters are also being twisted and made purposely obscure for poor tribals who are turned down helplessly,” the tribal body alleged.
It then said the basic objective of the Tribal Sub Plan is to channelise the flow of the outlays and benefits from the general sectors in the plan of the state for the development of the scheduled tribes at least in proportion to their population both in physical and financial terms. However, in the context of Manipur, no specific appraisals of working of Tribal Sub Plan were made so far, it further stated.

Imphal, June 15 : The Zeliangrong Youth Front (Assam, Manipur & Nagaland) has decided during its emergency meeting held today at the ZYF Head Office to refrain from participating in the United Naga Council (UNC) sponsored bandh called from June 16 midnight .
Necessary instructions in this regard have been intimated to all the ZYF zonal .
The decision to refrain from participation and involvement in the bandh was to express disagreement with the UNC arbitrary decision taken without giving ZYF to express views and opinions although ZYF is one of the frontal organizations of the UNC .The ZYF, all these while, in the larger interest of the Nagas have been fully involved in all activities relating to Naga issues without having any reservation and hesitation considering it as utmost responsibilities despite the fact that UNC failed to provide space for ZYF in the past occasions.
However, the silence maintained by the ZYF is ignored and leaving aside ZYF has become almost a regular practiced for the UNC which can be considered as intentional and deliberate act the ZYZ said.
