Imphal, June 10 NNN: The United Naga Council (UNC) has announced to call a 48-hour total bandh including construction of rail lines in ‘Naga areas’ from the midnight of June 16 in protest against the alleged lack of interest of the government on the demand for ‘Alternative Arrangement’
“The democratic process of dialogue on the demand for an alternative arrangement for the Nagas in Manipur through the tripartite talk of the Government of India(GoI), the Government of Manipur(GoM) and the United Naga Council(UNC), which was initiated by the Hon’ble Home Minister of India is a registration and recognition of the sharp “social divide” on communal lines due to the marginalization, discrimination and domination, which has led systematic degradation and obliteration of Naga and tribal history, culture, identity and rights to land and resources,” the UNC said today.
The last tripartite talk was held on June 30, 2011 at Senapati. Subsequently, submissions were made to the Ministry of Home Affairs(MHA), GoI urging for expeditious resumption of the tripartite talk. The Hon’ble Home Minister, GoI at Tahamzam(Senapati) and the Prime Minister, GoI at Raj Bhavan, Imphal had urged the UNC on November 2, 2011 and December 3, 2011 respectively to continue with the dialogue process, it added.
After the last submission to the MHA, GoI, made on the 13th April ,2012, the UNC has held series of the consultations with Naga frontal organisations and Tribes leaders on the movement for an alternative arrangement outside the GoM.
“After the series of consultations highlighted above, in the Presidential Council meeting of the UNC held on the 8th June, 2012, it was decided that a 48 hours total bandh including railway construction works would be observed in Naga areas from the midnight of 16th June, 2012 to midnight of 18th June, 2012 to protest against the lack of sincerity of the GoI and GoM in taking forward the democratic process of dialogue and to urge the GoI for intervention with an alternative arrangement. The total bandh was felt necessary because the GoM has willfully evaded continuation of the democratic process of dialogue brought into place through the tripartite talk at the instance of the GoI and also because both the GoI and the GoM have amply demonstrated that they will not respond to the civil submissions made time and again in good faith and with confidence in the sincerity of the State and Union Government towards the democratic process of dialogue. It was also decided that the 48 hours total bandh would be followed by series of other agitation activities if no response is forthcoming from the GoI and the government of Manipur,” .

Subhir Bhaumik said these militant organisations of the northeast have three options–joining a dialogue with India, seeking and getting Chinese support and santuary, or returning to fight within their own state like the Maoists do and risk military and political annihilation.
“For the last captains of the Northeastern rebellions, there is not much time before they have to make a difficult choice,” Subhir Bhaumik said.

He said if the government has an ‘institutional memory’ the numerous mistakes committed by the government would not be repeated.

Imphal, June 9 : The north eastern region has enough hydro power resources to meet the demands of the people state power official today said. A discussion on the power situation in the region specially Manipur was held here today at Press Club organised by Senior Citizens, All Manipur Working Journalists Union, State Electricity department and Joint electricity commission for Manipur and Mizoram.
N. Shyamsunder, CE of Joint Electricity Commission said production, distribution of power has become a huge industry in the country and state power departments should take up steps to ensure that loss in power distribution is reduced. Transmission lost from state to state is about 4-5 percent. There is loss of about 25-30 percent during domestic supply by the state units. Central power agencies are trying to reduce domestic loss to 10 – 15 percent he added.
State power official said as per the National Electricity Policy 2006 per capital consumption should be 1000 units by 2015. After 2003 power reforms were carried out throughout the country. To check theft and increase revenue state power department has started pre paid service and the progress is remarkable. At Paona market where it was first taken up numbers of consumers increased. The power consumption earlier was 1075 kw and revenue collection Rs 4 lakhs and now consumption has been reduced to only 500 kw and revenue has increased to Rs 12 lakhs. There is no room for theft and manipulations and pre paid system will be introduced soon in other parts of the city .
Prof IS Khaidem, Chief Guest of the function said people should honestly use electricity.
N. Binoy president Senior Citizens for society Manipur and A. Mobi president AMWJU also spoke.
In the academic session, I. Arun Senior journalist was the moderator. Resource persons S. Chaoba president AMPCA, Ch. Narendra legal advisor consumer club spoke.
The deficit is about 50 p.c. during the dry season. The State will get additional 20 MW of base load power from Tripura within a couple of months. The State needs to move the Central Government for allocation of additional power .
Power market has already been created in India. Inter-State Open Access facilities have also been provided by CERC. A number of private power producers are selling power in the market The State can get ample power, as done by other State utilities, from these sources through Energy exchange, Power Traders and Power Purchase Agreements etc. However, it has not yet purchased through this source to mitigate the deficit Thus, the State is expected to receive a total maximum of 132 MW as per the allocation of the Central Sector Generating Stations. However, the practical reality is different as it gets at an average 80 MW only.
As per 18 Electric Power Survey of India, the peak demand of the State, if not restricted during peak hours, shall be about 201 MW. This projection is based on the normal growth rate applied to the restricted demand The demand is mainly from domestic consumers. The growth rate is expectedly very low because of load shedding and zero industry in the State. However, with a little bit of check on theft and unauthorized use of electricity, the manageable demand shall be about 160 MW. The annual demand growth varies from 5 p.c. to 10 p.c.
The State is drawing its allocated share of power from the NER Grid to which all the Central Sector generating stations are connected, with the help of 3(three) Nos. of 132 kV Inter-State Transmission Lines. Two of these lines i.e. Leimatak-Jiribam 132 kV Single Circuit (S/C) line and Leimatak-Yurembam-Dimapur 132 kV (S/C) line are owned and maintained by the Power Grid Corporation of India (PGCI) and the remaining one from Leimatak to Mao via Yurembam by the State. The State has another 132 kV Inter-State Transmission Line from Leimatak to Jiribam for receiving power from lower Assam side. However, this line has been lying unused for more than a decade now due to large scale theft of conductor. This line is required to be used for drawing the additional allocated share from the newly coming up projects before 400 kV line is completed Revival of this Leimatak-Jiribam Inter-State line is therefore a prime importance for import of the entire allocated power.
A 400 kV line (DC) line in between Imphal and Shrikona(Silchar) and associated sub-station at Imphal are also
The existing transformation capacity at 132 kV level for catering power supply of Imphal is not adequate. Therefore, the 132/33 kV (3×20 MVA) Sub-Station at Yurembam has to be augmented by 3 Nos. of 30 MVA Transformers on war footing.

Guwahati, June 7 NNN : Acting based on a complaint lodged by the southern Assam-based Barak Human Rights Protection Committee to the National Human Rights Commission (NHRC) on the allegation that 23rd Assam Rifles personnel were involved in the killing of one Laishram Nobin and two others even after they had surrendered to the security force on May 9 last in Manipur’s Ukhrul district, the NHRC has asked the paramilitary force to give its version.
The National Human Rights Commission (NHRC) issued notices to the secretary, Ministry of Home Affairs of the government of India, district magistrate and district superintendent of police of Ukhrul district asking for a report and action taken within two weeks time on the alleged torture and the extrajudicial killing of three people in a staged encounter by the personnel belonging to 23rd Assam Rifles (AR) under the command of Major Hanuman near Maphou Dam, Nongdam village of Ukhrul district.
Regarding the killing of the Manipuri youth, the Barak Human Rights Protection Committee received information from Manipur based human rights organization Centre for Organisation Research & Education (CORE), the NHRC’s notice mentioned.
The three armed militants were reported to have been killed in an encounter with troops of 23 Assam Rifles near Chadong Tangkhul village under Litan police station in Ukhrul district was a clear case of fake encounter, said the father of one of the deceased militants.
The three deceased militants have been identified as Laishram Nobin Singh @ Khuman (42) s/o L. Shyamkishore of Tumukhong Awang Leikai, Ningthoujam Ingocha (42) s/o (L) Pasot of the same village and Irengbam Rosan (26) @ Boicha s/o Ibomcha of Khagenpali Ningom Leirak, Imphal.
Father of late Nobin, L. Shyamkishore had told the media on May 10 that his son along with two of his companions were handed over to one major Hanuman, post commander of 23 Assam Rifles posted at Nongdam Kukikhul, along with arms for surrendering to the government of Manipur, but they were killed in a fake encounter and their dead bodies deposited at the morgue of Regional Institute of Medical Sciences (RIMS).
The father of the deceased had narrated that his son, Nobin had expressed his desire to surrender around April 26/27 this year so that he can return home and join the mainstream, and he had talked to the AR officer regarding the matter. The AR officer came to his house on May 6 and asked him to tell his son to surrender within two days, he had added.
Shyamkishore contacted his son Nobin and told him to get ready to surrender to the AR officer by May 8, to which Nobin said that the date was too early and to fix another date. But the AR officer did not agree and on May 9 the father went with the AR officer to a spot at Hidabi Lok where his son would surrender. There was no sign of Nobin and his companions at the spot, he added.
The father of Nobin was then asked to go ahead by the AR officer and wait at the AR post as he had come on a two wheeler. But the AR team to whom he had handed over his son and two of his companions did not return till noon the next day and though he heard about an encounter taking place near the spot where his son had surrendered, he thought nothing of it because he had handed over his son to the AR.
The father of late Nobin had revealed that the three dead militants belonged to a group MNLF which is a faction of the KYKL, but this has not yet been confirmed officially.
