SHILLONG, Nov 9 NNN : Jowai Sub-Inspector RA Sangma Friday failed to depose before the Justice Rajkhowa Inquiry Commission probing into the May 31, 2009 sensational Shillong jailbreak since he has been \u2018untraceable\u2019 for the last one year which made the Steering Committee against Murder of Democracy (SCAMoD) to suspect foul play by the police.
\nAt the hearing, the Commission said that the West Jaintia hills district Superintendent of Police in his reply to the commission summoning order informed that the Sub-Inspector RA Sangma could not be served personally since he remained \u201cuntraced\u201d from service for the last one year.
\nHowever accepting the request made by the SCAMoD, the commission passed an order directing the Secretary of the Commission to issue a \u2018Public Notice\u2019 with regard to non-appearance of SI RA Sangma named as Commission\u2019s witness asking him to depose before the commission in the next hearing scheduled to be held on November 20.
\n\u201cThe commission had accepted our prayer by directing the secretary to issue public notice through an English daily and a Garo daily asking Sangma that wherever he is, he needs to depose before the commission in the next hearing,\u201d SCAMoD counsel Poonam Yadav told reporters here after the hearing.
\nStating that the committee is trying to bring out the truth and making all efforts not leaving any stone un-turn, Yadav however said, \u201cThe missing of the officer has gave rooms to suspicious and created doubts because they (police) have not given any supporting documents to prove on this regard,\u201d adding, \u201cWe have to examine some officers to certify that he (Sangma) is really missing for one year.\u201d
\n\u201cIf it is really true, the question is why have the police failed to give any missing report, file FIR or some departmental proceedings when they officer has been missing for the last one year,\u201d she argued adding \u201cJust giving a letter, we are in a dilemma whether to believe the report or not. And this only give scope to suspect and doubt that it is true or not.\u201d
\nSaying that Sangma is a very important witness to the case, the SCAMoD counsel said, \u201cSangma was the officer who had conducted the inquest report on the slain Fullmoon Dhar who was shot by the police which in fact was found contrary to what the police are trying to hide by filing of the affidavit.\u201dShe added, \u201cWe feel that there is some other truth to the whole case.\u201d
\nThe counsel further stated that we wanted him to come and depose before the commission because the inquest report,\u201d adding, \u201cWe wanted to further clarify these things of course we have already established inquest made by him (Sangma) through some other witnesses but since he is the one so we wanted to make thing more clear.\u201d
\nAccording to the Counsel, the injuries described in the inquest are different from the injuries described in the post-mortem.
\n\u201cSo there is a possibility that earlier Fullmoon Dhar was shot in a different manner may be from the front side may be it is not an encounter and later on they (police) realize they want to show it as an encounter and they might have shot him from behind,\u201d she said adding.<\/p>\n\n
