SHILLONG, Nov 16 NNN: The High Level Committee on Influx in its meeting today decided to recommend the introduction of inner line permit (ILP) besides implementation of the three tier identity card system to the government of Meghalaya for countering illegal immigration in the state.
\n\u201cWe unanimously decided to recommend for the introduction of the ILP in the state,\u201d Meghalaya Deputy Chief Minister and Chairman of the committee Bindo M Lanong told reporters after the meeting.
\nThe committee has also sought to recommend the introduction of a three-tier Identity Card system as an alternative option besides the ILP.
\n\u201cAt the same time another alternative option that is the introduction of the 3-tier ID system will also be included in the recommendation to the government,\u201d he said, adding that it will then depend on the government which recommendation to implement and how to implement it.
\nAccording to Lanong, the 3-tier identity card system will include permanent identity card which will be in green colour for permanent citizens of the state while the semi-ID card (blue) and temporary ID card system (red) will be issued to those coming from outside the state like tourists, businessmen, contractors and others. \u201cThese ID cards would be issued by the deputy commissioner after identification process to be done at the Dorbar shnong level,\u201d he added.
\nHe further informed that the committee would be meeting again on December 4 to place the draft recommendation before the members of the committee before the same is sent to the government.
\nThe Committee has also said that it depends on the government to introduce ILP in parts of the state or in the entire state.Garo Hills region which was removed from the purview of the Bengal Eastern Frontier Regulation Act, 1873 in 1897, may not be covered under the ILP even as the committee sought the state government\u2019s consideration to include Garo Hills region in the purview of the Act.<\/p>\n\n
