IMPHAL, March 4: Succesful social reformation and economic sustainability of the state could be achieved only through the recognition of the rights for the labours and the services delivered by them for the welfare of the society.

This was stated by the state Labour and Employment minister, Ph Parijat while attending the inaugural function of the observation of the 40th National Safety Day/Week Campaign held this morning at the Manipur Press Club, Imphal jointly organized by the coordinating committee of the Trade Unions of Workers and the office of the Deputy Labour Commissioner Manipur.

The minister while inaugurating the function further mentioned that, there is an immediate need for the general public to get knowledge of laws and other regulations framed by the state Labour department so as to avoid exploitations of the labours.The state labour and employment ministry has also amended its labor act to include a landmark 28 points for the benefit and protection of laborers in the unorganized sector of the economy under the unorganized social security act, 2008.

The amended act has attempted to address, inter alia, the issue of child labor and the plight of construction workers in the State. While the act has initiated a safety net such as Manipur building and other construction workers’ welfare board, it has also empowered the labor department to monitor child labor closely.

The newly amended labor act and labor welfare board will monitor employers in the unorganized sector and attempt to keep vigilance on unscrupulous employers who engaged laborers unilaterally for more than the universally accepted 8 hours norm and on their repudiation to sufficiently compensate during accidental injury at work, stated the labor minister Parijat.

He further mentioned that, it is also a must for the employers to provide adequade infrastructures and equipments to their labour in order to get satisfactory service provisions from the labour.

The labour minister further mentioned that, as per the official labour tariff fixed by the department, it is a must for the employers to give Rs. 122.10 per day for the unskilled labours, Rs. 129.97 for Semi skilled labours and Rs.132.60 per day for the skilled labours.

The inaugural function of the campaign was attended by Th. Shakhi Devi, president, coordinating Committee of the Trade Unions and the office of the Deputy Labour Commissioner, Manipur, T Pammei, IAS, director of Commerce and Industries, government of Manipur, E Binoykumar Singh, retd. chief engineer (Works), G Tombi Sharma, chairperson Manipur Building and other Construction Workers’ Welfare Board and NS Gokulmani, executive director, Manipur State RSBY Society as president, and guest of honours respectively.

IMPHAL March 4:The DGBR Lt Gen S Ravi Shankar, visited the National Highway NH-53 for the second time in two months, underlining the urgency BRO has accorded to improving the highway. During his last visit he had travelled along the entire 294 Km stretch assessing the works in progress. During this visit, he inspected works around Noney (Km 54), Nungba (Km 136) and Kaimai (Km 166) and expressed satisfaction at the progress.

The immediate concern is to keep the highway open during the monsoon and thereafter further improve it so that the road is completely restored to National Highway standards by end of 2012. With this in view the work being carried out is a combination of strengthening bad patches and resurfacing where the road permits it now. Production centre for supply of wet mix macadam and hot mix are now in position to speed up the work.

The DGBR also interacted with the local formation Commanders and the Chief Secretary of the state. An update was also given by him to the Governor who was keen on keeping abreast with the progress on NH-53. CE (P) Pushpak, Mr Vinod Kumar accompanied the DGBR during the visit,stated a press release by the BRO.

Leader Writer: Hrishikesh Angom – Manipur is rightly called the “power house” of sports in India. The performance of state players at the recently concluded 34th National Games held at Jharkhand testifies the very fact. However, continuous outflow of talented players from the state has become a major concern for the state. Many Manipuri players have represented other states and secured several medals at the National Games. The contribution of these players could have made Manipur the overall champion of the Games, but lack of limited opportunities in the state has compelled them to go to other states. There seems to be a laxity in sports development policy of the state government resulting in discontentment of the players. The state players have brought so many laurels from various international competitions such as Common Wealth Games and Asian Games but they are not given handsome incentives through which they could be motivated to achieve furthermore.

The outflow of talented players from the state itself indicates the failure of the state government towards the development of games and sports. Comparing the performance of Manipur at the Guwahati National Games and Jharkhand National Games, the performance at Jharkhand was lower than Guwahati even though it could secure the second position. The reason behind this retardation is not the degrading performance of the players but the very outflow of players who have secured medals in the last National Games to other states. A medalist of National Games gets handsomely rewarded in other states and as a result the state players have been lured to represent other states. It’s not a question of selfishness but a compulsion for a player to see for opportunities so as to excel in his or her sporting career.

It has been reported that in Jharkhand a gold medalist of National Games will be given Rs seven lakh while silver medalist and bronze medalist will be rewarded Rs five lakh and Rs three lakh respectively. Other states also make lucrative offers to the medalists of National Games. The question out here is not about just money and job but the policy for the development of sports. Nothing can be achieved without necessary help and support even if a person is highly talented. The same thing can be applied to the players of the state. The Manipuri players are mostly from economically backward families and as a result they struggle a lot while trying to pursue their respective discipline of sports.

The gold medalists of Delhi Common Wealth Games, namely weightlifter Renuka, weightlifter Sandhyarani, boxer Suranjoy and others have struggled in their life so as to become shining sports stars in the country. Despite of such outstanding performance in various international competitions the state government seems to neglect the meritorious players of the state. These players have once raised complaint against the state government for failing to give the announced incentive awards.Moreover, the sports infrastructures of the state need to be developed to provide better training to the young players of the state. The people of the state should give pay utmost regards to the players who have brought laurels to the state rather than underestimating them as belonging to backward classes. The rich art and culture as well as sports are the real showpieces of the state and so the people should try to upkeep them. The outflow of talented players from the state should also be controlled by providing adequate sports infrastructures as well as incentive awards for encouraging them to perform better in various competitions. Every Manipuri player would have desired to represent the state and win medals for the state but such is not the case out here presently. One day there might be no player to represent Manipur at the National Games if the concerned authority does not initiate policies for the welfare of the sportspersons by providing state-of-the-art sports infrastrucututes as well as lucrative incentives and job opportunities to meritorious players.

IMPHAL, March 4: At least three persons belonging to different under ground organizations have been apprehended by the security during separate counter insurgency operations conducted in Thoubal district in the last two days.

According to an official release of the SSP Thoubal, the combined team of Thoubal district police cammandos and personnel of 28 Assam Rifles apprehended two cadres of under ground KCP (KK Nganba) group identified as Koijam Imoba alias Chalamba, 46, s/o (late) K Gandhar Meitei of Bashikhong Panthoibi and his wife Koijam Ongbi Thoudam Ningol Chaoba Devi, 34, from Waithou area during a checking and frisking exercise yesterday evening.

It further mentioned that, during further verification it has been revealed that the arrested couple was working in the finance section of the said outfit and one NOKIA mobile handset and a sum of Rs.18,000 were recovered from their possession.

In yet another incident, the combined team of Thoubal district police commandos and the personnel of 28 Assam Rifles again arrested on cadre of under PULF (MI-Khan) during search operation conducted at Keibung area yesterday evening around 7 pm and recovered one .32 revolver.

The official release further mentioned that, the arrested person has been identified as Md Sana Khan, 30, s/o (late) Md Alimuddin of Keibung Wangmataba who is reportedly an active member of the PULF.

Furthermore the said combined team on his disclosure arrested another PULF activist identified as Md Abdul Hasim alias Nightem, 58 s/o (late) Md Abdullah alias Asei of Keibung Wangmatab, the release added.

IMPHAL March 4: 29 Assam Rifles of 26 Sector under aegis of Headquarter IGAR (South) conducted a Medical Camp for the villagers of Ril Ram Centre village. The Medical Officers and a team of paramedical staff attended to more than 323 men, women and children from Ril Ram Centre, Kampang Khunou, Lamlong, Chalktong, Sita, Shaibol, Narum, Waksu, Kharau Khunou, Kharau Khullen and other neighbouring villages.

In yet another occasion, the unit in association with district health authority conducted a pulse polio camp for the children of Tengnoupal village. More than 254 children were given pulse polio drops and medicine was also distributed to the villagers, the release added.

The release further states that, the decision is a part of ‘Operation Clear Cut’ of the outfit and dictates several strictures including the ban of sale of land and property to outsiders, not to employ non locals and not to rent out living quarters, not to transport non locals within and outside the state and for all non locals to close shop etc.

The release also urged sitting MLAs to re impose the Inner Line Permit. The dictates of the outfit should be heeded by the concerned after April 4 or suffer consequences if unheeded. The release appeals the public to support the endeavor of the outfit.

NEW DELHI, Mar 4: The Central Vigilance Commission (CVC) disposed of 668 cases during January 2011 referred to it for advice. Of these, 518 complaints were sent for necessary action/ATR whereas 27 complaints were sent for investigation and report. No action was required on 81 complaints.

According to official sources, the Commission advised imposition of major penalty against 116 officers including 26 from Central Board of Excise & Customs, 20 from Central Bank of India, Ministry of Railways, 18 from Delhi Development Authority, 9 from Oriental Insurance Co. Ltd., 8 from Deptt. Of Chemicals & Petrochemicals, 6 from Employees Provident Fund Organisation, 3 each from Indian Overseas Bank and Delhi Transco Ltd. Remaining 23 cases pertained to different departments of the Government of India and PSUs.

Recoveries to the tune of about Rs.14.88 crore were effected after Commission conducted technical examination of some departments.

NEW DELHI, Mar 4: Department of Bhopal Gas Tragedy Relief and Rehabilitation, Government of MP is providing free of cost medical facilities through its 6 Hospitals and 9 Day Care Units and 3 Ayurvedic, 3 Homeopathic and 3 Unani Dispensaries to the Gas Victims. Bhopal Memorial Hospital and Research Centre, a super speciality hospital is also providing free medical facilities to Bhopal Gas Victims. Municipal Corporation, Bhopal is providing pure drinking water to gas affected localities of Bhopal.

Government of India has provided its share of 75% of of total outlay of Rs. 272.75 crore as Additional Central Assistance for various rehabilitation activities for the gas victims under the new Plan of Action submitted by Government of Madhya Pradesh. This includes a provision of Rs. 30 crore earmarked for payment of pension @ 1000 p.m. for estimated 5000 widows of Gas Victims for 5 years.

This information was given by the Minister of State for Chemicals and Fertilizers Shri Srikant Kumar Jena in a written reply in the Rajya Sabha today.

In reply to a question he said that the Bhopal Gas Victims are not being given any pension.

NEW DELHI, Mar 4: Engineering Export Promotion Council (EEPC) India with the Ministry of Commerce and Industry, organized the Buyer Seller Meet at Indian Trade Promotion Organization (ITPO) here today. Shri Sumanta Chaudhuri, Joint Secretary, in the Ministry of Commerce & Industry, delivering the key note address on this occasion, stated that, “India is a major exporter of light and heavy engineering goods and has a well developed and diversified industrial machinery and capital base’. He further said, “Exports of engineering goods from India are likely to be over US $ 50 Billion in the current fiscal”.

According to official sources, buyer Seller Meet (BSM) has participation of over 40 delegates from USA, Canada, CIS, ASEAN & South Asian countries. This BSM organized by EEPC India is the second in the series this year. Engineering Sector is the most important sector in India’s global exports. This event was organized in conjunction with India ASEAN Business Fair and Business Conclave coordinated by FICCI, and is an initiative to provide a platform to engineering companies for mutual interaction.

Shri S.C. Ralhan, Regional Chairman- EEPC India, Northern Region in his address stated that, “India is in fact one of the countries which produces the highest numbers of Engineers in the world. He also stated that Asia as a continent is going to play a very important role in shaping the destiny of world trade and that the world should look at Asian markets afresh.” The export of engineering goods are in a state of flux at present and highlighted that the growth of exports of engineering goods during April-January 2011 has been to the tune of 70% over the same period last year, he added. During the meeting, the next edition of the India Show to be coordinated by EEPC to be held at Toronto, Canada from October 17-20, 2011 was also announced.
