New Delhi, Dec 20: 20 States have constituted State Human Rights Commissions. These are Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Uttar Pradesh and West Bengal.
8 States have not constituted the State Human Rights Commissions. These are Arunachal Pradesh, Goa, Haryana, Meghalaya, Mizoram, Nagaland, Tripura and Uttarakhand.
The responsibility to ensure adequate manpower and infrastructure for each SHRC lies primarily with the respective State Government. The Govt. of India and National Human Rights Commission (NHRC) are keen that each State sets up a State Human Rights Commission. The Govt. and NHRC have been requesting to all those States, which have not yet constituted their State Commission, to do so at the earliest. This was stated by Shri Jitendra Singh, Minister of State in Ministry of Home Affairs in written reply in the Lok Sabha today.

Imphal, Dec 20: The last Assembly session of the ninth Manipur Legislative Assembly began today at the new Assembly building for the first time. The new complex was inaugurated by Prime Minister Dr Manmohan Singh earlier this month.
The members paid obituary reference to K Wungnaoshang Keishing and Dr H Borajao who died recently. Chief Minister, O Ibobi Singh, Opposition leader, Radhabinod, Ph Parijat, Minister, Morung Makunga, N Mangi and others remembered the great works of the two departed leaders.O Joy suggested that no other proceedings should be done as obituary references were made.
Chief Minister said Wungnaoshang worked hard for his constituency and many people of his constituency had not even seen the district headquarter. Dr Borajao was a simple and sincere leader.
Chief Minister, O Ibobi singh presented the report of the Business Advisory committee and introduced Manipur Lok Ayukta Bill. Th Debendra, Minister Law and Legislative Affairs presented a report on band and blockades. MPP leaders, O Joy and others moved a private members resolution on bandh and blockade on 9 July 2010 in the House and the House formed a committee.
As per the report tabled in the House “The Manipur Bandh, blockade and economic blockade (Prevention) Bill 2011” was prepared. As it is a money bill recommendations of the Governor is necessary.
As the session was held for the first time in the new complex special security arrangements were taken up. Over 400 police personnel were on duty inside the complex and security personnel formed a ring around the complex.
Officials, media were not allowed to take in vehicles, mobile, cameras for security measures. Over a 1000 security personnel were stationed outside the complex since early morning.
Some members however felt discomfort over the sun rays coming directly to their faces. Sitting arrangements needed some change as some members had to pass next to the seat of the Leader of the House whenever one comes in or goes out.

BJP will prepare a Vision document 2025 and if BJP comes to power in 2014 there will be proper check on fund.
He cited the example of Chhatisgarh where there is corruption free PDS. Talks were held with MPP he said when asked about pre poll alliance. On AFSPA he said it is a sensitive issue and the party will discuss it properly. Situation between NE and JK is different he added. A BJP delegation also discussed the matter with the Prime Minister he further said. Killings of innocent people should be stopped and human rights should be protected he added. The Congress led government in the centre is embroiled in corruption and the state Congress leaders have considered it their birth right to resort to corrupt practices.

New Delhi, Dec 20: Fragmentation of habitats is known to have adverse impact on biodiversity. Taking note of this in the North Eastern States, the Government has taken up a number of measures. These inter alia include the following:
(i) Documentation of plant and animal diversity of the north eastern States by the regional centres of the Botanical Survey in India and the Zoological Survey of India, respectively.
(ii) Biodiversity characterisation at the landscape level using satellite remote sensing in parts of North-eastern India jointly by the Department of Biotechnology and Department of Space in order to comprehensively map the bioresources, including providing population status of more than 1000 species.
(iii) Establishment of the Institute of Bioresources and Sustainable Development in Imphal, Manipur in 2001 by Department of Biotechnology for development and sustainable utilization of bioresources through biotechnological interventions for socio-economic growth of the North-Eastern region.
(iv) Setting up of the North-Eastern Region-Biotechnology Programme Management Cell by Department of Biotechnology to effectively coordinate various programmes implemented in the region.
(v) Supporting of a number of research and development projects by the Government towards restoration of degraded habitats in the North Eastern region. This information was given by the Minister of State for Environment and Forests (independent charge) Shrimati Jayanthi Natarajan in a written reply to a question by Shri Kumar Deepak Das in Rajya Sabha today.

The apprehendee was identified as No 306 Moirangthem Sanjit Singh alias Santosh, s/o Moirangthem Ibotombi Singh, r/o Khangbok Khunou Leikai, Thoubal. 01 x 9mm Pistol and 03 x live rounds of 9 mm were recovered from the apprehendee who alongwith recoveries were handed Kakching Police station.A combined force of 15th AR and Thoubal Police commandos apprehended a cadre of KYKL from Wangjing Bazar last evening around four p.m.
The apprehandee was identified as Mayengbam Premjit alias Hemanta (26) Pangaltabi Awang Leikai.
