All is not well in the Congress party, even though Okram Ibobi Singh was sworn in as the Chief Minister for a third term. CM Ibobi loyalists including some party heavyweights are opposed to the idea of elevating state Congress chief Gaikhangam to the post of Deputy Chief Minister, while it appears Gaikhangam refuses to be sworn in as a mere Cabinet Minister under O Ibobi Singh. With memos flying in from both the camps to the AICC High Command, the Chief Minister rushed to New Delhi with Gaikhangam and the AICC Manipur incharge Luzinho Falerio a few hours after the swearing in ceremony.

The newly elected Congress MLAs had earlier surrendered their right to choose a leader from among themselves, to the party high command. There are enough speculations on the decision of party President Sonia Gandhi or for that matter the formula worked out by the party high command in the Manipur leadership issue. Has the high command decided in favor of Gaikhangam as the Deputy CM? If that is so, why are they objecting to the decision now? Whatever be the tradition in the Congress party, we are not enamored with the top-down approach in deciding state leadership issues. Look at the recent Uttarkhand example, wherein majority of the newly elected Congress MLAs are objecting to the high command’s decision to usher in Vijay Bahuguna as the new Chief Minister. Of the 32 Congress MLAs in the 70-member Uttarkhand Legislative Assembly, 24 Congress MLAs boycotted the swearing-in ceremony of Vijay Bahuguna. The crisis is boiling over with another CM aspirant Harish Rawat resigning from the Union Cabinet.

Manipur’s case is different. The leadership issue has been settled with the swearing-in of Okram Ibobi Singh as the Chief Minister for the third consecutive term. The dispute, it appears, is over the compromise formula worked out by the party High Command. Going by the track record of High Command decisions with regard to Manipur, it is always wary of Okram Ibobi Singh becoming too powerful. We have seen enough examples of that in the selection of party nominees to the Rajya Sabha and Lok Sabha, when the High Command rejected CM Ibobi proposal to nominate his own men by nominating veteran leader and former CM Rishang Keishing in the Rajya Sabha and Dr T Meinya Singh in the Lok Sabha, and again in rejecting Ibobi’s candidate for the post of MPCC President, which went in favour of Gaikhangam. Further, CM Ibobi Singh could not act against dissident Minister Yumkham Erabot, despite his open criticism of CM Ibobi Singh. Erabot was Gaikhangam’s man in the Ibobi Cabinet. Gaikhangam had been a Cabinet Minister in the first Ibobi led SPF government. But he had resigned following differences with the Chief Minister. He refrained from joining the SPF II citing the ‘One Man One Post’ principle. Besides this tussle, the selection of 11 MLAs from among the 42 elected MLAs is going to be a headache for the Chief Minister, this time. CM Ibobi Singh would certainly have his preferences for inclusion in the government. But, he has also to think of the remaining 30 MLAs who would not be ministers and who would be ever ready to jump the gun. So, he might also be thinking that it is best left to the party High Command even for the composition of his own ministry. But, things are not that easy in politics. Okram Ibobi is not a person who would easily surrender his prerogative or command of the government that he is heading. Despite his past mistakes and indifference to basic issues, ten years at the helm of state affairs has given him enough rope or strings to pull in politics whether in New Delhi or in the state. Yet, he must also understand that the time has come to mend fences with his rivals in the party in the interest of the state.

Imphal, Mar 13: Irom Sharmila who has been on fast since 2000 was arrested by Manipur police. She was released yesterday and was continuing her fast at Porompat, Imphal East.
Chief Minister, O Ibobi singh said, Sharmila is like a sister and daughter to her and he was concerned about her security . Even when the Congress President, Prime Minister were against repeal of Armed Forces Special Powers Act 1958 he went ahead and withdrew the AFSPA from seven Assembly segments in 2004. After the decision was taken he went personally to inform Sharmila about the matter.
Sharmila however informed Ibobi that she would continue the fast until AFSPA is withdrawn from the entire state.
Irom Sharmila Chanu who will turn 40 tomorrow began a fast unto death on 3 November 2000, demanding repeal of AFSPA. The immediate cause was killing of ten civilians in cold blood by personnel of 8 Assam Rifles at Malom, popularly known as Malom massacre.
She was arrested by the police and charged with an “attempt to commit suicide”, under section 309 of the Indian Penal Code, and was later transferred to judicial custody.
She is released and re-arrested every year since under IPC section 309, a person can be jailed for only one year. She has been kept alive by force nasal feeding .

IGAR(South) takes pride in the unique distinction of having been raised in the year 2004 at the historic Kangla Fort which is a historical monument of political and cultural supremacy in the state of Manipur.
Driven by the urge to usher in the well being of each and every resident of Manipur, the efforts of the last nine years of relentness drive against the militant organisations are today visible on the streets of Imphal and the suburbs of Manipur. After a brief stay at Kangla, the IGAR(S) has continued the good work from Mantripukhri. On its raising day Maj Gen U K Gurung, YSM has extended greeting to all ranks of Assam Rifles posted under the aegis of HQ IGAR (South) and reassures the people of Manipur that Assam Rifles will continue to strive for the well being of Manipur, as has been witnessed in the past. Today IGAR (South) has a complement of four sector HQ commanded by a Brigadier each at Ukhrul, Kethelmambi, Pallel and CCPUR under its administrative control all of whom have only one aim of a prosperous and peaceful Manipur. The relentless efforts and sacrifices made by the troops of IGAR (South) are bearing fruits and the successful and peaceful conduct of the democratic process despite the militant organisations issuing cowardly threats in the state probably is a witness to the changes brought about.
The legacy of the good work done by the Assam Rifles in Manipur over the ages is being coordinated by HQIGAR (South) and its contribution towards the development in Manipur has gone much beyond the realms of just operations against the militant groups. In its nine years of being, an all out endeavour has been made to reach out to the people of Manipur and projects for development in the field of infrastructure, sports, provisioning of basic amenities like light and water, assisting in the field of education, organising integration tours and many other such activities are being pursued. After having successfully taken on the operational task of reasserting the government’s will in the so called liberated zone of insurgents groups in the South, South-West and South-East areas of Manipur, HQ IGAR(S) is today busy motivating the misguided youth of the State to get back to the main stream and providing all possible assistance in their rehabilitation in conjunction with the State government. Sajik Tampak valley and Samtal Khangzoi ranges are today free and secured for re- establishment of the writ of the civil administration who had moved out their sub divisions from these areas to Sugnu and Imphal. The free flow of traffic along NH 2,102 and 53 has been made possible due to the day and night vigil maintained by the
troops of Assam Rifles in conjunction with other State and Central law enforcement authorities To instill sense of nationalism among the youth, educational tours to main-land continue till date and lot of sporting events like DGAR equestrian meet, football tournaments and other sports are a continuing feature with the aim of promoting sports. The Sports men and women who had excelled in the sports and won national and international awards are regularly felicitated and budding sports persons encouraged. All these efforts of IGAR(S) have strengthened and broadened the age old adage of Assam Rifles from ‘Friends of the Hill People’ to the epithet of “Friends of Manipur”.
In its short but effective and action packed existence, IGAR (South) has earned a reputation of being unbiased and just in all its actions. The force today is not only entrusted with guarding the borders with Myanmar but is also the most reliable and efficient state tool in assisting development projects, specially in remote areas. On the one hand the force has left no stone unturned in winning the confidence of the people of Manipur and on the other hand the antinational elements and militant groups fear its existence and prefer to stay out of the precincts of the state. Imphal, Mar 13: Yesterday afternoon, a copy of the gazette notification, constituting the Tenth Manipur Legislative Assembly by the Election Commission of India was received by the Governor’s Secretariat. Consequently, the leader of the INC Legislature Party, Shri Okram Ibobi Singh staked his claim to form the new Ministry. The INC has a total strength of 42 in the newly constituted House. No other group has staked claim for formation of the new ministry.
2. Subsequently, the Governor has appointed Shri Okram Ibobi Singh, leader of the INC Legislature Party in the Tenth Manipur Legislative Assembly, to be the new Chief Minister. The Governor also requested Shri Ibobi Singh to submit the list of his new Council of Ministers. The swearing in of the Chief Minister-will take place tomorrow afternoon.
3. The Governor yesterday had also appointed Shri Laishram Nandakumar Singh, one of the senior-most MLA elect in the Tenth Manipur Legislative Assembly to be the person before whom the newly elected members shall subscribe the oath or affirmation and he was sworn in as Member of the Manipur Legislative Assembly today afternoon. He was also appointed as Speaker Pro tern today to perform the duties of the
Office of the Speaker for the election to the Office of the Speaker of the Tenth Manipur Legislative Assembly.It is official now. Okram Ibobi Singh has been appointed as the Congress Legislature Party (CLP) leader after Indian National Congress (INC) won 42 seats in the recent Manipur polls whose results were out on March 6 last.
AICC North East in-charge, Luizinho Faleiro today during a press conference at the State Congress Bhavan here.
The decision to choose O Ibobi, who is going to be chief minister of Manipur for the three consecutive terms, was taken at a crucial meeting of the CLP on March 7, but a CLP leader is chosen by the All India Congress Committee (AICC), Faleiro said and congratulated the CLP leader.
Faleiro, who was flanked by O Ibobi and Manipur Pradesh Congress Committee (MPCC) president G Gaikhangam, said a massive peace movement, particularly in the State of Manipur is necessary in order to have a faster growth in the State economy and fulfill a new aspiration of the people.
He also appealed to all the stakeholders in the State to come forward to facilitate a dialogue process with the State government.
A high power monitoring committee will be set up to monitor the State Congress manifesto, Faleiro added.
This time, the new Congress government, which is likely to form in the next two days, will be facing a big challenge and that there are various problems to be solved, beaming Okram Ibobi Singh told the media today.
The 63-year old Congress leader, who has served the State for two consecutive terms as chief minister, also assured that development on power, drinking water and road will be given first priority by the next Congress government.
The formation of the new government will take place on Wednesday as the tenure of Secular Progressive Front (SPF) government will be completed on March 15, Ibobi said when the media enquired on the much awaited government formation.

MPCC president Gaikhangam expressed happiness on the appointment of Ibobi as the CLP leader by AICC Chief Sonia Gandhi and said he would always remain faithful to every decision taken by the Congress chief.
Ibobi was born on July 19, 1948 to Okram Angoubi Singh and Lukamani Devi in Thoubal Athokpam in Thoubal district of Manipur.
He became the 11th chief minister of Manipur on March 7, 2002 holding the position for two straight terms and now this will be the third time that he becomes the chief minister.
Ibobi is married to Landhoni Devi, now an MLA and the couple has one son and two daughters.
