30 AR ORGANISED THE GRANDIOSE CARNIVAL OF NINGOL CHAKKOUBA

1. As a part of the Military Civic Action programme, 30 Assam Rifles part of 9 Sector Assam Rifles under the aegis of HQ IGAR (South) organized  a social cultural event “Ningol Chakkouba” on 19 Nov 12.  In keeping with the Manipuri traditions and true to its credo of “Friends of Manipur”, IGAR (South) celebrated the Ningol Chakkouba festival, wherein womenfolk from various walks of life and communities of the State were invited.  Maj Gen UK Gurung, YSM extended a traditional welcome to the Ningols drawn from the Meitei, Muslim and Tribal communities and the womenfolk offered fruits and other eatables (Athenpot) to the rank and file of the IGAR (S).

2. Maj Gen UK Gurung, YSM in his message, appreciated the invaluable contribution of the Manipuri womenfolk in all walks of life and added that it was an honour to host the Ningols, who are like sisters to them.  He appealed to the women folk to continue their inimitable role of maintaining peace, development and harmony in the society.  Emphasizing that the state is undergoing a transformation and in the current milieu, it is the women who can make a difference, he conveyed.  On behalf of the participants, women speakers expressed gratitude towards the gesture of the Assam Rifles to strengthen the brother- sister bond and emphasized that the cordial relationship between the security forces and the general public will definitely achieve new height.

3. Manipuri traditions were strictly adhered to, with the women eating on plantain leaves and the Assam Rifles officers attired in Pheijoms serving them.  This was a spell binding moment for the IGAR (South) and all officers and ladies who attended the function, which is indeed a quintessence of Manipuri tradition.  Indeed, Assam Rifles has treaded an unconventional path which will be a milestone in strengthening the bond with the locals.

Last year when Vivek Sherode from Pune told his children that he was taking them for a holiday, they were more than excited “Will their father take them to Mumbai or Goa?”They started guessing among themselves? But Vivek had some other plans this time. He had heard about village tourism and this time he wanted to give his children the taste of village life. The children were disappointed when they first came to know about it. But the moment they landed in a village they fell in love with the place. For them it was a different world altogether. Vivek said he had never seen his children so happy as they ran about, sometimes climbing the tree to pluck chikoos or riding a bullock cart or a tractor or simply playing with water at the village well. Vivek said that he had never seen his family enjoy the holiday so much as in this village. He said at night the local dance and music with rustic flavor was organized, something they would never had the chance to see in a city.
Living in high rise buildings amidst noise and coping with the fast paced life, people want to get away from the daily hustle and bustle for a quiet holiday and breathe fresh air. Rural tourism as a concept was envisaged in the National Tourism policy in 2002. It was defined as a form of tourism that showcases village life, art, culture and heritage at rural locations, thereby benefiting the local community economically and socially as well as enabling interaction between the tourists and the locals for a more enriching tourism experience.
Rural Tourism Scheme
The Rural Tourism Scheme was formulated with a focus on developing tourism related infrastructure that would help promote village tourism. This was later supplemented by a pilot project Endogenous Tourism Project (ETP) in collaboration with United Nations Development Programme (UNDP) by building and strengthening tourism livelihoods-linked capacities of local communities. The project also aimed at convergence of issues like sustainable livelihoods, gender equality, empowerment of women, youth and other disadvantaged sections of the community, and working towards cultural sensitivity and environmental sustainability.
Since 2006 the funding of the capacity building activities has also been going on under the capacity building scheme of the Ministry of Tourism.
Panduranga, who is into rural tourism says that in Maharshtra, village tourism took birth in Baramati district in 2004 as a pilot project spread over 110 acres of land. There is horticulture plantation in the 65 acre area. He says when they urban tourists come, they are also able to see silk processing units, milk dairies and fruit plantations. Another objective of encouraging rural tourism was to curb migration from rural to urban areas. Since 2004 more than 200 centres of rural and farm tourism have been developed in Maharashtra and more than a lakh of tourists have had the taste of village life. In addition extra income to the farmers, the unemployed youth in villages have also been roped into the activities connected with rural tourism.
Rajasthan is another state where rural tourism has developed fast over the years. Rajasthan is not only famous for historical monuments and places of worship but also for its rich culture be its performing arts or crafts or dance and music. According to Vijay Deep Singh of Murarka Foundations they have developed several packages not only for the Indian tourists but tourists from place like America, France, England and even Switzerland. He says that many tourists want to stay with villagers in their homes to get first hand flavour of local life, cuisine and culture. Under one such packages the tourists are charged 1200 rupees per day for one day and night of which 850 rupees are paid to the farmers family. For the tourists it is not expensive and the farmer too is able to earn extra money.
In Punjab it is farm tourism that has become the favourite. One can walk along the golden mustard fields, take a ride on the tractor, take the cattle for grazing or feed them, get to drink fresh buttermilk in the green fields with Makki ki Roti and Saag, enjoy the folk dance Bhangra and get to see the making of the local craft phulkari and also meet the village community and the Panchayat. The tourists also get to participate or simply watch local games like wrestling, Gilidanda , kite flying. Children too can experience the joy of jumping on the hay and taking bath in the tube wells.
Many other states too are now giving encouragement to rural tourism.
12th Plan Strategy to Boost Rural Tourism
The working group on tourism for the 12th plan observed that due to several reasons, the rural tourism projects have achieved only limited success. It has suggested a strategy that can exploit the full potential of rural tourism.
The strategy for developing rural tourism is focussed on phased development of cluster of villages for tourism instead of individual villages.
It says that the concentration of tourism facilities or opportunities in a cluster of villages in a geographically compact area, rather than in a number of individual villages spread across vast areas, is likely to provide better tourism attraction.
Another advantage is that marketing of local products can be facilitated by holding Craft Bazars or Haats, a concept which has been in vogue throughout the country for a long time.
Also it is more practical and cost effective for tour operators to take a busload or a group of large number of tourists to a rural tourism cluster, which offers more variety and opportunities of shopping, and exposure to customs, lifestyles, local arts and artisans/ artists, including performing arts. When someone gets killed for the reason not known to others including the victim himself the blame comes down showering for the thoughtlessness that shaped the commission of the crime. We have laws to deal effectively with all kinds of killings but not for the killing of innocent persons by armed elements be it unknown or by men in uniform. The absence of law to deal with the perpetrators of the crime of such nature is really sad. In the past the state had seen too many crimes involving security personnel and gun totting elements. But the incidents were not investigated properly that in a way emboldened the wrong doers to commit the crimes again and again. Manipur will continue to see extra judicial killings committed by powerful elements, all included. Even the hardened criminals are arrested for questioning. By talking to them one can gauge the ailments afflicting the society. In the name of counter insurgency operation launched in Manipur too many young people had been killed. Similarly the bomb traps laid by extremists had also claimed the lives of innocent people. Future is bleak. It seems darkness has engulfed all. Public discontentment is on the rise. What is needed is the strong will power of the men in power to work for winning the confidence of the masses. A lot of work needs to be done. It can be started with the heart to heart talk between the simplest man and the highest policy maker of the state. If one keeps aloof without talking to the common masses the answer will be elusive. All these killings will never find the solution. One dies today, someone will die tomorrow. Hundreds and thousands of youths will be dying. Realisation is yet to dawn. Who has gained, who has lost? We must ask this question to ourselves. But we are not born to die without doing anything. If other states had seen the return of peace why it cannot happen here in Manipur. It is really sad peace people of Manipur have not got its share of peace. Will the people of the state not see the return of peace in their life time? All these killings cannot be used as a means for controlling insurgency in Manipur. Large numbers of people are crying for their lost ones. The need of the hours is giving the thrust to restoring normal life in Manipur. One million dollar question that is being asked now is when will Manipur see the return of peace? Someone should be able to say to which direction Manipur and its people should go. Begin the ground work to know the mood of the rebels. Come out everybody share your views on how Manipur can be put on the right tract. Remember hate and hatred campaign flare up tension and at the end it creates turmoil and social unrest. The initiative to find lasting peace should come from the men in power. Speak out boldly what you have in store for the common people. If you show the commitment to do something for the betterment of the society nobody will desert you.

Dimapur/Imphal, Nov 21 NNN: On the eve of the expiry of its deadline for the abrogation of the (SoO), the Kuki National Organisation (KNO), one of the two umbrella organisations of the Kuki militant outfits, has reviewed its decision of abrogating the ongoing Suspension of Operation with the government. The deadline given by the KNO to abrogate was November 22. The KNO then said the Kuki State Demand Committee (KSDC)’s stand of continuing the agitation “can be suspended now” as the government of India had assured to start the dialogue after the ensuing Winter Session of the Parliament.
The KNO’s decision came a day after United Peoples’ Front (UPF), another umbrella body of the Kuki militant outfits, had pronounced that the KSDC sponsored blockade should not be imposed under the UPF’s jurisdiction.
KNO spokesman Seilen Haokip said, “We have waited for seven long years to begin the dialogue and now the Ministry of Home Affairs (MHA) had conveyed its position through the government of Manipur that the process to work out for dialogue modalities should begin any day which is a pre-requisite to hold the formal dialogue after the Parliament Session.
I think this is quite enough and that the KSDC should suspend their agitation by now.” Seilen Haokip further stated that the KNO had reviewed its decision of abrogating the Suspension of Operation following Union Home minister Sushil Kumar Shinde’s assurance conveyed through Manipur deputy chief minister Gaikhangam few days ago to start the dialogue with the Kuki militant outfits. “We are satisfied with the assurance from none other than the Union Home minister to begin the dialogue after the ensuing Parliament Session,” said buoyed Seilen Haokip.
On November 2, the KNO leader had said in New Delhi that the outfit had taken the decision to abrogate the SoO if the dialogue was not held by November 22.
“We would like to be reasonable. We are not anti-nationals. We are asserting our democratic rights under the Constitution of India.
You know, when (an) assurance has come from not other than the Union Home minister, I think that should be quite enough,” stated Seilen Haokip when asked today on the ongoing KSDC sponsored ‘public blockade’. “One should also consider the tremendous suffering being experienced by the general public due to such blockade,” added the KNO leader while saying,”Anyway, we are finding out what prompted the KSDC to carry on the agitation inspite of the assurance from the Ministry of Home Affairs.”
On being asked about the United People’s Front (UPF)’s reported position not to allow the ongoing KSDC sponsored ‘public blockade’ under its (UPF) jurisdiction, the KNO leader said,”Yes, that is because we (both KNO and UPF) share the same line of thinking”. Seilen Haokip then asked, “When the assurance was given by the government what is the need to be negative about it?”
He then said, “Peaceful protest is fine but when it turns violent then I think we do not subscribe to such line.”

Kolkata, Nov.21 (ANI): General Secretary of Gorkha Janmukti Morcha (GJM), Roshan Giri met West Bengal Home Secretary G.D. Gautam to discuss the issue of departmental transfer and demanded swift withdrawal of cases against those agitating for the Gorkhaland.
Meanwhile, the Gorkhaland Territorial Administration (GTA), the proposed new development body in northern hills of the state, is a semi-autonomous body for the Darjeeling Hills.
Gorkhas, who are ethnic Nepalese, are demanding a separate state of Gorkhaland be carved out of Darjeeling region to protect their Himalayan culture and heritage, and protests have picked up again this month.
“Our delegation of the Gorkhaland Territorial Administration (GTA) met the home secretary today to discuss two things. The main point was to discuss the clause of departmental transfer. The Home Secretary will be visiting Darjeeling on November 26 and the GTA’s departmental secretary will also meet him. An extensive discussion would take place on certain issues. In addition to this the government of West Bengal (eastern Indian state) has released 65 crore (650 million) rupees and 24 (240 million) crore rupees as fund for the GTA,” said Giri on Wednesday.
Recently GTA elections were held in three hill sub-divisions, Darjeeling, Kurseong and Kalimpong with nearly 5,90,855 voted for 45 seats.
Earlier, the elections for GTA were held in the year 1990.
He also demanded withdrawal of cases registered against those who agitated in the demand for the separate Gorkhaland.
“We also discussed the pending cases registered during the agitation for Gorkhaland (separate state). The GTA agreement talks about withdrawal of those cases and we want that the withdrawal should be expedited. We discussed this issue as well,” said Giri. The Gorkhaland movement that began in 1980s had ended with a truce between the then Gorkha leader Subhash Ghising and New Delhi, after he accepted limited autonomy in 1988 with a new Darjeeling Gorkha Hill Council (DGHC).
The Darjeeling Hills region is geo-politically as it lies close to the borders of China, Nepal, Bhutan and Bangladesh.

IMPHAL, Nov 21 NNN: Police today lobbed tear-gas shells to disperse the supporters of the Kuki State Demand Committee (KSDC) at Gwaltabi in the Imphal-Ukhrul road at around 3 pm today that resulted in the injury of seven women protestors.
Three of them werer referred to Christian Hospital at Deulahlane. Four were treated locally.
Meanwhile, KSDC information secretary George Guite has condemned in the strongest term on the act of the police personnel. The injured were identified as Namkhovah , Lhaiboi Neihoikim , Kimthing , Lhingcha , Lhingneilam and Chongboi .

On Wednesday, the Kuki Students’ Organisation (KSO) said that it does not recognize the ‘general assembly’ convened November 20 at Hotel Tampha by some tribal student leaders in the guise of All Tribal Students’ Union, Manipur (ATSUM). The KSO declared that all decisions or resolutions adopted in that “bogus assembly” were in vain. And the mooted ‘tribal commission’ advocated by the assembly was nothing but futile attempt to gain acceptance in the eyes of the public by posing as ATSUM, the Kuki students’ body stated.
“On November 13, 2012, a consultative meeting was held at Hotel Imphal participated by Senapati District Students’ Association (SDSA), Naga Students’ Union Chandel (NSUC), Kuki Students’ Organisation (KSO- General Headquarters) and its district branches, former ATSUM presidents, secretaries, and advisors; in the august presence of the ATSUM’s founder president. In that meeting the controversial formation of ATSUM was deliberated and all the participants expressed their regrets that such a situation that had never happened in the history of ATSUM came out to taunt the tribal society today.
After a threadbare discussion, it was unanimously agreed that an ‘interim body’ of five members be formed. Accordingly a ‘five member interim body’ was constituted which includes the ATSUM founder president and four other senior leaders.
The five member interim body was authorized to find a solution for holding a legitimate ATSUM election. The meeting resolved that no leaders should waver from supporting this course of action until its objective is achieved.
The interim body also decided not to resort to a ‘paper war’ in the interest of tribal solidarity and well being of ATSUM,” the Kuki Students’ Organisation (KSO) said.
According to the KSO, it pledges to find a way out of this imbroglio and settle this contentious issue in a peaceful manner.
“It is to be noted that Churachandpur District Students’ Union (CDSU), in its letter addressed to the ‘self styled’ speaker of ATSUM, has already ‘suspended’ its presidential candidacy in the supposedly formed ATSUM. It does not support this ATSUM anymore. Therefore, this supposedly formed ATSUM can never represent the whole tribal population of Manipur. It does not have the mandate to represent the hope and aspiration of the tribal people. As a matter of fact, it is prudent of these student leaders to form a new organization if they are that much eager to work for tribal interests, rather than function in the name and style of ATSUM,” the KSO suggested.
The Kuki students’ body then said since this is a “pseudo ATSUM” having no legitimate support of KSO and All Naga Students’ Association, Manipur (ANSAM), verily it will be seen that everything it embodied will be just hogwash. “These people should not try to steal the name of ATSUM but trying to realize that ATSUM cannot just work without the ‘unanimous’ support of the KSO and ANSAM as its supporting pillars. These supposed leaders of ATSUM must not hope to take the easy way out by trying to gain mileage from whatever ATSUM had painstakingly built and achieved so far,” the Kuki students’ body cautions.
Time and again, the KSO then urges the public not to accord any recognition or lend any support to this ‘pseudo ATSUM’.
The ATSUM will be restored to its former self under the auspice of the ‘five member interim body’, with the support of the ANSAM, the KSO, and the former leaders of ATSUM, the Kuki students’ body added.
