IMPHAL, April 12: The state government needs to gear up steps against the rising cases of crime against women in the state both in the hills and the valley at the earliest, said the Manipur State Commission for Women Chairperson Dr Ibetombi Devi today.

Elaborating on the need for immediate emergency steps on the issue, she added, “Delaying is denying”.

She was addressing media persons during a press conference this afternoon at her Lamphelpat DC Office on the recent upsurge of crime against women being witnessed in the state.

“If the issue is not handled with utmost care and concern at the earliest and checked such crimes, then there is every chance that they will go out of hand,” she added.

Though everyone is aware of the recent upsurge in the cases of violence against women in the state, the Government does not seem to be so enthusiastic about addressing the issue, she said.

The Chairperson said, though the government has taken up steps like arresting culprits in some of the cases, it is not enough and the government’s lack of interest and concern has only encouraged the criminals instead of discouraging them against such crimes.

The Government need to deal with the issue with a sterner action; she said and further added that all found guilty of such crimes should be awarded sterner punishment so as to deter others from committing such crimes.

On the Satyabhama murder case, the Chairperson said, “The government should investigate further.Investigation should have proper verification of witnesses including on the spot inquiry,” she said while adding that all found guilty should be punished.

Rejecting the claim of one of the accused in the case that he had carried Satyabhama’s dead body on his moped after killing her, she said there could be others involved in disposing the dead body.

She added,” Many have also rejected the statement of one of the accused and there is need to re-examine the statements of all the accused in the case.”

Pointing out that there is a need for community mobilization to help the investigation, Dr Ibetombi Devi said that the present issue of crime and violence against women in the state is akin to the issue of drug abuse in the state and need proper handling from all concerned stakeholders.

The major trend in such cases is that the victims at most times are from the underprivileged class while the perpetrators turn out to be from the privileged strata of the society, she said.

IMPHAL, April 12: An angry mob stormed Heirok police station in Thoubal district on Thursday morning protesting against an alleged excessive conduct by some police personnel who  beat up a band party and an autorickshaw driver who were returning from a ‘Thabal Chongba` severely.

Moirangthem Deepak (27), son of Shyamkishore, of Heirok Part 1 Heitupokpi reportedly sustained a major head injury in the incident while the others who sustained minor injuries have been identified as N Sanatombi (36), son of Irabanta; L Nongdamba (27), son of Shyamching; L Angangchaoba, (45), son of (L) Duhu; N Robin (30), son of Chaobi of the same locality and H Dev (29) , son of Ibotombi of Thounaojam and Thongjao H Keshorjit (38), son of Mohon of Thongjao.

Speaking to media persons, one of the injured L Nongdamba said that the incident happened when they (the band party) were returning home after playing at a Thabal Chongba at Irengband.

He claimed that when they reached a place adjoining Heirok and Wangjing, they were signaled to stop using a torch light by police personnel in plain clothes led by the second officer-in-charge (OC) Premjit of Heirok police station. As the police personnel were not wearing uniforms, the group thought at first that they might be some drunk people and so, they did not stop.

However, as soon as they realized that it was the police, they stop their autorickshaw. After stopping, the second OC Premjit who was in police uniform came to them and asked why they did not stop and started to beat up the auto driver Indrakumar and pushing him to a nearby drain.

Later, all of them were made to stand in a line by the police team who started hitting their heads with the butt of a gun one after another. One of the police personnel took out a stick from a nearby fence and thrashed them severely on their legs. The police also took away their mobile phones, he said.

He further said that one of them identified as Deepak started bleeding from his head after he was hit by the butt of a gun by the police personnel and was taken to CHC, Heirok by the Second OC who threathened the group not to disclose the matter to anyone.

During an interaction with the media, the injured also showed their injury marks.

Meanwhile, protesting against the excessive conduct by the police personnel, an angry mob stormed the Heirok police station on  Thursday morning demanding befitting punishment to the police personnel who had allegedly beaten up the auto driver and the band party severely.

SDPO, Thoubal Lalboi Haokip came and calmed the protesters by promising them that the matter will be reported to the Superintendent of Police and that action will be taken up according to the wishes of the people.

By Alex Guite
LAMKA, April 12: A common habit of people in Churachandpur district of setting up speed breakers on the roads and bye lanes on  their own whim are leading to road safety hazards.

Officials of the CCpur PWD who are responsible for many of the road constructions, say that they are sometime helpless as the people insist on having a speed breaker constructed at the road next to their residential gates so that they will be safe from rash drivers.

Sometimes, people put up speed breakers on their own sweet whims in most cases without the consent of the PWD, an official said.

The main problem is that some of the speed breakers are as high as 6 inches and some even have a base that are boulder shape or are not spread/wide enough to be proportionate to the height which is more riskier.

As per rule, one cannot install a speed breaker along the national highways; however the NH 150 which passes through CCPur has plenty of speed breakers some of which are not a breaker but total speed stoppers.

Not to be outdone, almost all the inner  roads have speed breaker which is against all norms.

Last fortnight itself there were two or more not so minor accidents caused by speed breakers at Rangkai which connect it with New Lamka.

Officials say the people do it on their own while the people says speed breakers are constructed for safety and to check reckless driving, however this cannot be a valid reasons for the construction of speed breakers.

There are police and traffic personnel to check anyone crossing the speed limits.

Many road accidents in CCPur are directly or indirectly related to this speed breaker (boulder) that are illegally constructed, and to quote a driver who asked, “Why do we need a speed breaker when the condition of the road in CCPur is so pathetic, which is worse than bad in major areas, that you cannot drive in speed in more than 70% of the road stretch.”

The rules also says that it is mandatory to mark out  speed breakers on the road  by the mandatory black and white color or zebra color.

Many of the speed breakers in CCPur are not marked save the two such along the road leading to the Secretariat at Tuibuang.

Many people have expressed the desire for the authorities to step in and start removing this speed breakers which at close-up look more like a mole hill with no specification followed.

District officials had earlier decided to do away with the speed breaker in front of the CCPur Police station which was a relief for all.

But presently, there are not less than five speed breakers within a 100 m radius or so in the Zoumi colony, Rangkai road, Thangzam road, Red cross road and many other roads in New Lamka and the suburbs of Lamka Town.

IMPHAL, April 12 (NNN): Total bandh along the National Highway 2 and NH-37 will begin from April 21 to be imposed by All Zeliangrong Students Union (AZSU), Zeliangrong Youth Front (ZYF) and Zeliangrong Students Union, Manipur (ZSUM) which will also be supported by several organisations demanding the safe release of school girl Alice Kamei who is in the custody of militant outfit Revolutionary Peoples Front/Peoples Liberation Army (RPF/PLA) since March 10.

The RPF/PLA says Alice Kamei is 16 years old and had joined the outfit on her own volition while the Zeliangrong organizations rejected the former`s version and accused the militant outfit of kidnapping the school girl to force her to join the group. The Zeliangrong organisations also said that Alice Kamei is only 14 years old.

On Friday, in a public meeting held today at Majorkhul Community Hall, Imphal convened by AZSU, ZYF and ZSUM, the participants resolved that the total bandh along the two national highways be imposed as long as Alice Kamei is in the custody of the RPF/PLA.

The meeting also resolved to stage a democratic and peaceful public rally on April 19.

The public meeting also resolved to demand that the police should immediately arrest the Principal of Grace Reach Academy where Alice Kamei was studying as per the case registered Under Section 406 IPC against him.

The public meeting further resolved to demand for the arrest of the absconder Shantipriya @ Ranjana Devi immediately.

It then said the Government should investigate the functioning of the school thoroughly.

Today`s pubic meeting also resolved to submit a memorandum to the President of India and to stage sit-in-protest on the day of President of India visit in Imphal.

The meeting also decided to explore legal means to secure release of the minor school girl.

“The public meeting was held following RPF/PLA`s adamant stand to continue holding Alice Kamei in its custody who has been held captive since March 10. Similar public meetings were also held on March 19 and 26, wherein we had taken several decisions and consequently the 1st and the 2nd phases of democratic public agitation were demonstrated. The public participated at the meeting strongly condemned and disagree with the RPF/PLA`s prolonged captive of the minor school girl without any logical reason,” the AZSU, ZYF and ZSUM expressed.

The intention of RPF/PLA`s prolong captivity of the minor school girl has raised great suspicion especially when the organization failed to release her despite the fact of the outfit admitting that the girl had not attained the prescribed permissible age to be a militant cadre,” the Zeliangrong bodies said.
