Manipur has very little number of dams. Amazingly we do not feel the need for constructing more dams in Manipur. Importance of Singda dam need not be stressed again and again. Had we not had this dam the entire Imphal area would have landed in a precarious situation without having drinking water? That situation had been averted with the construction of the dam. Chief Minister O. Ibobi has rightly praised the former leaders of the state, who constructed the dam. To save Manipur from landing in ugly situation in future it is time serious attention is paid in the construction of more dam to save water at source. A proper survey needs to be done without delay to identify the areas, where the dams of such nature can be constructed. Singda dam is facing threat to its survival by the dwellers at the side of the dam. Chief Minister O. Ibobi has given timely warning to evict the encroachers from the dam site. These dwellers are responsible for felling trees at the catchment areas. They have softened the surface of the hills by doing terrace cultivation. Naturally the soil becomes spongy and it absorbs water during the rainy season. Consequently the soil slides and runs towards the low lying areas. Prolonged siltation has raised the ground level of the dam reducing the water storage capacity. Now remedial measure is called for to save the dam. The concerned department must take it as a challenge to protect the dam. Coordination of all departments is called for. IFCD will find it handicapped to evict the encroachers. Chief Minister had also underlined the need for taking up a forestation programme at the catchment areas of the dam. Our jhumias are really a problem. They cannot grasp the harmful consequence that awaits when the forest wealth is damaged. All having said the matter will be forgotten once again and everything will return to square one. Concerned officials will not think of pursuing all that had been told to them by the highest authority of the land. Our bureaucrats, who have the habit of turning back even to their bosses will not think of doing anything. They plead the inability to check anything citing law and order as a factor. All these existing dams are really our precious possession given to us by the past. We have the bounded duty to protect all these dams be it Singda, Khuga or anything that is important to us. The world will not end with us. Let us think for the future. Let us work for them.

IMPHAL, April 19:  “Children should be nurtured so as the most important human resource as they are the pillars of the nation.” This was stated by the Deputy Chief Minister Gaikhangam at the Golden Jubilee celebration of the Manipur State Council for Child Welfare, Imphal.

In his speech as the Chief guest at the function held at the auditorium of Jawaharlal Nehru Manipur Dance Academy, Gaikhangam said that society will be ruined if the human resource cannot be managed properly. “Children’ behavior should be honed and parents, leaders and civil societies should encourage them by taking them towards the right path,” he said.

Expressing joy on the occasion of the golden Jubilee celebration of the Manipur state council for child welfare, Imphal which takes a great role in facilitating many brave children to receive national bravery awards , he expressed his wish that the Council serve the society for a long time.

A souvenir was also released in connection with the golden Jubilee celebration.The function was attended by Social Welfare Minister, AK Mirabai Devi as the President.

IMPHAL, April 19: Khongjom Day will be observed under the aegis of the State government on April 23 at Kheba Ching. As with every year, the highlights of the function include paying tributes at the Khongjom War Memorial , a Guard of honour and general salute in honour of departed souls besides observing two minute silence.

A Khongjom war drama will be presented under the aegis of Art and Culture Department. It will be attended by the Governor of Manipur, Chief Minister, Ministers, political leaders and top officers of the Government of Manipur.The function will wind up with Deputy commissioner, Thoubal giving the vote of thanks followed by the rendition of the National Anthem.  Imphal East District Transport office will also arrange buses at Koirengei, Chingmeirong and Porompat said a release.

The second leg of the United Naga Council(UNC) political tour in Naga areas was undertaken in Hunphunl(Ukhrul) district in association with the Tangkhul Naga Long(TNL) and the respective Longphangs(Zonal Organisations) of the region from the 16h to 19th April, 2013. The political tour was carried out mainly with a view to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas. Interactions were held with village elders and public leaders of the areas visited and the common refrain was the loss of hope for a future with dignity on all fronts under the communal Government of Manipur.

The tour programme concluded with a joint meeting under the aegis of the Tangkhul Naga Long at the Long(TNL) Hall, which was participated by the Tangkhul Katamnao Saklong, Tangkhul Mayar Ngala Long and the Chairmen and Chairmen/officials of the Longphangs, Members of the Senior Citizens Forum, former Presidents of the TNL, Church leaders and social leaders. The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion. The highpoint of the joint meeting was the reaffirmation of the fullest support for the political aspiration of the Naga people.

The entire tour programme was hosted by the Tangkhul Naga Long.

KOHIMA, Apr 19 (NEPS): It is good news for the people of Mon district of Nagaland that the Government of India has reportedly chosen the district for the establishment of a Central University there. According to sources, the Government of India has already announced to establish a Central University in each state of the country.

It is reported that the Government of India has reportedly chosen Mon district of the state as it is the most backward district in the state and wanting to uplift the areas. It is also reported that the Center has already sought necessary clearance from the state government for the establishment of the University in the district.

Methna Konyak, president of the Konyak Students’ Union (KSU), has confirmed this development saying that land was not the problem for establishment of the Central University in their district. “We have already conveyed that land very ideal for establishment of any Central University is available in the district,” he told NEPS over from Mon headquarters Friday. “But the state government is buying time taking excuse of not having colleges in the district.”

The backwardness of the district is not the false of the people of the district but the state government, he said describing the backwardness of the district as “man-made.” He further asked, “Where have the DUDA, Special Plan Assistance (SPA) money of Rs 300 crore, LADF and other fund meant for ENPO area development gone?” “All those claims of development under various schemes are only in the papers and not in reality,” he alleged saying the successive governments had been neglecting the district.

In the meantime, the KSU leader lauded parliamentary secretary for High Education Deo Nukhu for having visited the only Wangkhao Government College in the district and assuring for opening “science stream” in the college. “This college is the only college in the district,” he disclosed and further asked the parliamentary secretary to expedite construction works of various college blocks. All the construction works of the various blocks of the college remained dormant since long time back, he disclosed.

Konyak also said chief minister Neiphiu Rio while attending a rally in Tuensang promised to open a “Science College” in Mon district.
“Although we are very happy for the assurance of opening science stream given by the visiting parliamentary secretary, it is very appropriate to also introduce science streams in Higher Secondary Schools at least in Tizit and Aboi areas,” Methna added. He said at the moment, there was only one Higher Secondary School at Mon with science stream but hardly 50 students could be accommodated in a year. “So unless few more Higher Secondary Schools, at least one each at Tizit and Aboi are given with Science Streams, introducing Science Steam in Wangkaho College itself will not help,” he added.

The KSU leader also said there were shortages of science and math teachers numbering about 50 in the district and further opined that recruitment of teachers for the district should be open to all India level. “We want dedicated teachers here,” he added saying that “Our local teachers, once appointed to service in the district, will go away within no time along with the posts and the ultimate victims are the innocent students in the district.”

IMPHAL, April 18: The valedictory function of a “Two months training programme on setting up of Agri-Clinics & Agri-Business Centres by graduates in Agriculture and Allied Subjects and the 24th Higher Diploma in Cooperative Management” was held today at the Conference hall of the Institute of Co-operative Management, Lamphelpat.

Speaking at the function, Education Minister M Okendro lauded the ICM for organizing the training program. The Minister also assured a total of Rs 5 lakh from the state Education department for the improvement of infrastructure of the ICM.

Addl Chief Engineer, Agri/CADA on his part said Agriculture is an important sector for the development of the state. He said that even though technology today has advanced much, people of the state are yet to take full benefits from the technology advancement.

There are several centrally sponsored schemes for the development of the agriculture, however the Agriculture department alone is unable to reach it out to the grassroots level and further urged the Government to introduce schemes and benefits to the co-operative society and make it accessible to the farmers of the state.

Elaborating on the means to usher development for agriculture in the state, he said the state government can acquire all the needed technologies and other essential items including fertilizers and pesticides from the Ministry of Agriculture, Government of India and provide it to the farmers of the state at subsidized rates.

IMPHAL, April 18: The Anal Students’ Forum, Manipur has said in a press release that the staff under NRHM Chandel have been devoid of their salaries since January 2013 and that despite the arrears for 1 year for all the employees under NRHM being sanctioned to all the Districts staff, the employees of Chandel are not getting the same till date.

It said, the condition of District Mobile Medical unit ambulance is pathetic and there is no proper maintenance in spite of the sanction of more than Rs 1 lakh/yr by the Central govt.

The statement has also said  that the district has not released the 2nd Instalment to all the Blocks for the financial year 2012-13  when the said financial year has already been gone which has definitely hampered the proper implementation of NRHM at the lower level.

Continuing its complain, it said “The condition of the road at the entry point from Chandel Christian to district hospital is pathetic and needs urgent repairing”.

It has also complained of the non-availability of specialists in the lone district hospital and the absence of permanent CMO and further demanded that proper facilities should be provided to the Chakpikarong CHC as per the Indian Public Health Standard (IPHS).

IMPHAL, April 18: A Two Days national seminar on “Excellence in Higher Education: Challenges & Remedies” organized by the Maharaja Bodhchandra College, Imphal and sponsored by the National Assessment and Accreditation Council, Bangalore started at the college premises on April 18, 2013, said a press release of the college.

Dr. Ganesh A Hegde, Assistant Adviser, NAAC. Bangalore attended as the chief guest and Dr Th Manihar Singh, Principal, M B College, Imphal presided the function, it said.

In his Keynote Address, K. Monoranjan Singh said that Higher education in India is undergoing a paradigm shift especially after India undertook structural adjustment programme in the early part of the 1990s. “The catch word has been excellence. At the policy level, what largely impinges upon the education sector is the need to produce human resources with expanded capacity. Policy shift is witnessed in India’s overt declaration and emphasis on knowledge economy”,Manoranjan said as per the statement.

It also said that Dr Ganesh A Hegde said that both the Central and State Governments has to take initiatives for improving higher education.

Further according to the statement, he expressed that reformation of our society is needed, which is possible only with proper and quality education. At the same time, improvements of the students are required. UGC and NAAC are providing financial assistance to colleges and Universities in India for their improvement. In addition to imparting education to students, teachers need to undertake research and have publications. These are signs of good teachers. Government is ready to extend support including information technology for quality education.

Dr. Th. Manihar Singh said that since its inception in 1969, the M.B. College has been rendering yeomen service to the development of higher education in the country and Manipur in particular. This seminar adds another feather in the cap of MB College in its quest of becoming a centre of academic excellence, the statement said.

It also said that in the First Panel of the Seminar, “Excellence in Higher Education: The Challenges”, five resource persons presented papers. Dr. RK Ranjan Singh, CDC, Manipur University, spoke on “Reflection on Higher Education: Are We in the Proper Tune?” Dr. Chinglen Maisnam, Assistant Professor, Department of Economics, Manipur University spoke on “Financial Crisis in Higher Education”. Dr. Dhanabir Laishram, social activist, spoke on “Conflict & Higher Education: Study and Struggle.” Dr W Jyotirmoy Singh, Assistant Professor (Sr), DM. College of Teacher Education, Imphal spoke on “95% of Graduates are Unemployable” and Dr S Gyaneshwor Singh, retd. Principal, DM College of Teachers Education, Imphal spoke on “Promoting Autonomous Learning in Higher Education: An Alternative Paradigm.” Dr. Ganesh A. Hegde was the Moderator of the panel.

In the afternoon, eight scholars from different colleges and universities presented papers on the sub-theme, “Higher Education in Manipur: Historical Evolution, Constraint & Pedagogy”. The Session was chaired by Dr. Chinglen Maisnam, Assistant Professor, Department of Economics, Manipur University, it said.
