IMPHAL, October 17: A 15 day workshop on Barrier Free Campaign organised by the Handicapped Development Foundation (HDF) under the theme `Let us smile together, let us work together`™ was inaugurated at the Manipur Press Club today.

Speaking as the chief guest, Disability commissioner L Ibomcha Singh said attitudinal barriers that often lead to discrimination cannot be overcome simply through laws.

The best remedy is familiarity, getting people with and without disability to mingle as co-workers, associates and social acquaintance and eventually most of the attitudes will give way to comfort, respect and friendship, he added.

He also stated that laws assuring the participation of persons with disabilities in offices or organisations to develop society where each and every person should avail equal opportunities must be implemented.

Opportunities lost and non participation is not only a loss for the individual but also a loss for the society, he stressed.

Ibomcha Singh further asserted that society needed to understand why and how barriers must be removed to bring equality for all.

Delivering the keynote address, HDF general secretary Dr S Jasobanta Singh said a barrier free environment is one in which people can move around safely, independently and without restrictions.

Accentuating the importance of a barrier free society which can fulfil the needs of all the people equally, he said the necessity for a barrier free environment needs to be highlighted as it concerns not only persons with disabilities but all sections of the society to improve the situation.

The fourth edition of the journal `Matamgi Shingnaba` and a leaflet of the Barrier Free Campaign was also released by the chief guest and post metric scholarships for persons with disabilities for the academic year 2014-2015 was also handed out to the students.

Meanwhile, SSA state coordinator Joyrani spoke on `Accessibility in the educational institution`™ while rehabilitation psychologist at the office of the State commissioner for persons with disabilities, L Dhaneshwor Singh dwelt at length on `The role of society to promote barrier free environment as AMJWU vice-president Ratan Luwangcha spoke on `the role of media to promote barrier free environment` as resource persons.

A traffic police official highlighted the role of the traffic police in promoting a barrier free environment.

Retired Art and Culture joint director Sapam Bheigya Singh and HD chairman Dr Ch Rupachandra Singh also graced the function as the guest of honour and president.

IMPHAL, October 17: The steering down protest of the petroleum tankers who have been demanding separate dedicated CRPF escort today called off its agitation following an official order released by the Director General of Police (DGP) Manipur, in favour of the tankers.

It may be noted that the petroleum tankers stopped plying since October 10 in protest, under the aegis of the All Manipur Petroleum Transporters`™ Association (AMPTA) and All Manipur Petroleum Tankers Drivers`™ Union (AMPTDU).

Speaking to IFP, Bhupenchandra Ghosh, executive members transporters union, stated that the factors that have led to the demand included establishing of five more check posts within Nagaland and exorbitant taxes imposed by these check posts.

He also elaborated that the FCS trucks sanctioned to lift only 9 tonnes worth commodities however the trucks are made to ferry goods over 20 tonnes at a time.

This has prompted the check post to impose additional fine of Rs. 500. Taking the advantage, these check posts started imposing taxes on the petroleum tankers, he said.

`Our main demands was reduction of the number of check posts and allotment of separate escorts`, continued Bhupenchandra.

He recalled that on September 1, 2014 representatives of AMPTA and AMPTDU, met with the Chief Minister, Okram Ibobi. The meeting was also attended by Minister of CAF&PD and DGP wherein the transporters reportedly served an ultimatum apprising of their collective plight.

Similar meeting was also held on September 19 afternoon, at the CAF&PD Minister`™s chamber. The same day, the transporter also met with the DGP, he said.

Despite repeated appraisal the Government remained indifferent following which it launch `steering down` protest, he added.

On October 13 another reminder was sent by the transporters. Moreover, endorsing the demands the same day, a senior depot manager of IOC, wrote to the CAF&P Minister, Chief Secretary and DGP to provide dedicated escort for the petroleum tankers.

IMPHAL, Oct, 17: The District Consumer Disputes Redressal Forum, of Imphal District has admitted a case filed against Dr N Saratkumar Singh, professor & Head of Nephrology of Regional Institute of Medical Science, RIMS.

The case has been filed against Dr Saratkumar, for allegedly defying the guidelines provided by National AIDS Control Organisation, regarding obtaining informed consent of the patient prior to HIV test.

Thangjam Sanjoo of Uripok Tourangbam Leikai had complained to the consumer forum that his wife was sent for HIV testing without prior consent and counselling, when he along with his wife went to consult Dr Saratkumar on September 28.

Sanjoo has sought Rs 20 lakhs as compensation from the said doctor.

President of the District Consumer Dispute Redressal Forum, Naorem Dwijamani, along with other members have admitted the case on October 14, and further proceeding has been scheduled on November 6.

UKHRUL, October 17: Calling for a need to revamp the existing education system in western Ukhrul, the Zingtun Tangkhul Katamnao Long (ZTKL) on Friday kicked off a two-day seminar on education reformation at Dr. Earl E Brock Training Centre, TBCA, Mission Compound at Ukhrul district headquarters.

Speaking as the resource person on day first, Ngathingshim Lunghar, MCS elaborated upon the topic `Redefining the idea of schooling `. He observed that there is a need for all concerned to recognize the varied backgrounds of school children and deal with them accordingly at learning places.

Further noting that students need to be motivated to inculcate in them a sense of responsibility in attending classes, he suggested that they should be made to understand their own targets to begin with and their desire to come to schools would follow automatically.

During the program, the zingtun Tangkhul public in attendence also minutely deliberated upon the ideas put forth by the speaker so as to help strengthen the functioning of schools operating in western Ukhrul areas.

Manipur enjoys a year-long season of festivals. As scarce as means of entertainment is in the State, we have a healthy dose of festivals to keep us entertained throughout the year. While this comes as a welcome excuse for celebration, it is also generally understood that festivals and alcohol go hand in hand. A delightful characteristic of the State is its multi-ethnicity, with each ethnic group bringing in their own festivals for the State to celebrate together. However, like everything else, this characteristic too has its own pros and cons. While it has at times been detrimental to the collective development in the State, it has, at times, showed hopes of binding the groups together. Multiple communities mean that people tend to draw more towards one`™s own community discarding the collective good of the society, whereas at times, the festivals provide a common platform for the whole society to come together and strengthen their bond.

Although Manipur has a dry State status since 1991, it is never a surprise when one easily finds a bottle of liquor. It would however be a big surprise if one fails to get a bottle anyday. During a budget session in July earlier this year, local dailies had reported the State Chief Minister of stating that even though there is a ban on liquor; India Made Foreign Liquor is continuously being brought into the State from other States. Unavailability of the high spirits in Manipur is never an option, as bootlegging ensures free flow of the high spirit throughout the year. Villages where the prohibition is exempted have also helped in the easy availability of liquor. The prohibition is exempted in some villages like Sekmai, Andro and tribal populated pockets in Imphal for customary purposes.

Alcoholism, as any other issues, could not be contained or checked by merely implementing a ban or conducting raids and arresting defaulters.
Considering the dire need of entertainment avenues today in the State, it is no big surprise that people especially the younger lot seem to be taking to the glass for a few hours of enjoyment and abandonment before life`™s ups and downs comeback haunting once again. Unemployment has also ensured that several individuals find solace in the bottle for their failure to achieve their perceived goals or better still a decent lifestyle. Drinking among the youths heightens during the festivals and this is when it gets rowdy and violent. Groups of young kids in inebriated conditions racing along the pothole filled roads on their bikes become a concern. Any misunderstanding among such groups could easily end up in bloody fistfights. Unless properly implemented bans and checks can only act as catalysts for many to satisfy their adrenaline rush by going against the law. In order to encourage the State to recuperate from all such issues and herd the youth away from the problem, there is the need to first understand the issue.

Imphal, October 17: A total 94.92 percent of the electorate cast their votes at the Hiyanglam bye-poll which concluded peacefully today.

Despite reports of some minor skirmishes in a few polling stations, the bye-election went without any cases of violent incidents.

Polling began at 7 am and continued till 4 pm but the polling duration was extended in 38/13 Lamjao Girl`™s LP School, the polling station with the maximum number of voters, as a result of the sloppiness of polling personnel and the large number of voters.

In all the 34 polling stations, people turned out in large numbers and waited in long queues to cast their ballots.

Polling station number 38/13 Lamjao Girl`™s LP School with a total number of 1150 voters, making it the the biggest in Hiyanglam, registered a turnout of a total 96.26 percent.

Despite having more female voters, the polling station witnessed a higher male voter turnout as 96.63 percent of the 564 male voters cast their ballot as compared to the 95.90 percent turnout witnessed among the 586 female voters.

However, 38/32 Arong Nongmaikhong P/S at 97.09 percent witnessed the highest voter turnout. The polling station which recorded the lowest turnout was 38/24 Thongjao Primary School at 92.37 percent.

An analysis of the male-female ratio has revealed that men turned out in greater numbers only in seven polling stations, while 27 polling stations witnessed a higher female turnout, as per the statistics released today by the returning officer of 38-Hiyanglam AC. The polling stations that recorded more male voters than female voters were 38/1 Sekmaijing P/S( East Wing), 38/2 Sekmaijing P/S (West Wing), 38/5 Hiyanglam Ibotombi P/S, 38/6 Hiyanglam Makha P/S, 38/13 Lamjao Girl`™s LP School, 38/21 Lamjao Tejpur LP School and 38/31 Arong Junior High School.

The final tally for male voters stood at 93.73 percent whereas for the female voters it stood at 96.05 percent as per the statistics released this evening by the RO of Hiyanglam AC.

Polling station number 38/34 Thounaojam Primary School (South Wing) with only an electorate of 411 voters, the smallest in the constituency, witnessed a turnout of 93.67 percent.

The State police and BSF personnel deployed for the bye-poll provided tight security in all the polling stations preventing any untoward incidents during the polling hours.

In some of the polling stations with less number of voters, polling ended as early as 3 pm. Overall, the poll percentage in all polling stations during 7 am to 1 pm was high as per the records of the presiding officers of the polling stations.

All the candidates rushed to the largest polling station as polling continued even after 4pm at 38/13 Lamjao Girl`™s LP School. Talking to media persons at the sidelines, BJP candidate M Dhanabir exuded confidence of winning the bye-poll.

It is good that polling has concluded peacefully but polling at the largest polling station is going at a snail`™s pace in comparison to other polling stations. The main reason being that it has the largest electorate which is further compounded by inexperience of the polling personnel, he observed.

Meanwhile, BJP general secretary M. Asnikumar Singh said this election will witness a political game change in Manipur. Now, people have changed and no money power or muscle power can decide the result of the elections in Hiyanglam anymore, he added.

MPP candidate Mayengbam Amutombi expressed disappointment with the people of Hiyanglam for not understanding the current state of affairs in the constituency.

This election will reveal to the people of Hiyanglam how unaware they were of the future. National political parties have spread a dangerous disease of bribery to the people. They treated the election as a big festival by buying voters with money, he rued.

AITC candidate Dr Yumnam Radheshyam observed that the poll was conducted peacefully without any signs of violence in all the polling stations. The huge turnout of voters shows that AITC is close to winning the bye-poll, he adds.

Meanwhile, MPTCC vice president M Thoiba said AITC will lead in 16 polling stations and records suggest that the chances of success for AITC is increasing in all the polling stations.

Guwahati, October 16, 2014: Rajeev Chandrasekhar, an Independent MP from Bangalore, through his charitable trust, the Flags of Honour Foundation, organised a relief camp in Goalpara district recently. The camp was held in partnership with Utsah, a Guwahati based NGO that works in the area of Child Protection.

The day long camp saw essential relief material like blankets, baby food items and oil being distributed among women and children. Relief was extended to the girl children from over 200 homes who have been suffering due to lack of sanitation facilities and malnutrition in the flood affected villages of Narayanpara and Ambari villages in Goalpara district in lower Assam.

The gesture was an expression to show solidarity by the people of Karnataka to those of Assam. Rajeev Chandrasekhar has in his two terms in the Rajya Sabha been one of the few members to espouse the causes and concerns of the North East. Amongst others, he has talked extensively about racist attacks against citizens from the North East in Bangalore and other parts of India, drinking water concerns in Assam, Meghalaya and Arunachal Pradesh, the expansion of livelihood opportunities for the youth in these regions and need for more air connectivity for Guwahati.

He has always advocated that a vibrantly progressive Northeast is important for a strong India. Recognizing that the floods hitting the north east almost annually are severely jeopardizing the development of the region, he has constantly raised the urgent need for an institutional assessment of the flood problem and for a long term, strategic policy response to the flood problem in the region.
