IMPHAL, February 26: In all 846 numbers of vehicles are allotted to the Police Department of Manipur including SPs and Officer in-charge of every districts, said Home Minister Giakhangam.

Gaikhangam stated this while replying to query raised by Samuel Resom MLA Ukhrul Assembly Constituency, during the question hour during the second day of 10thsession of the tenth Manipur Legislative Assembly.

The Home Minister further said that of the total vehicles 206 numbers of vehicles are allotted to Hills which included 32 vehicles for SP Churchandpur, 40 vehicle for SP Chandel, 54 vehicle for SP Senapati, 37 vehicles for SP Tamenglong and 43 vehicles for SP Ukhrul.

Of the remaining 640 allotted to four valley districts a 234 numbers of vehicle are for SP Imphal West, 151 vehicles under Imphal East SP, 105 vehicles under Bishnupur SP and 150 vehicles under Thoubal SP.

The numbers of vehicles also incorporated for Officer in-charge of every districts, said Gaikhangam.

Meanwhile, Home Minister Gaikhangam who is also holding the portfolio of Tribal Development, informed the house that the economic development packaged for Hills amounting to Rs 51 crore, funded by Ministry of DoNER, is still on its course and fund are on its way to achieve the goal.

Gaikhangam was responding to calling attention motion moved by Andro MLA Th Shyamkumar Singh.

The oppistion MLA moving his motion drew the attention of TD Minister Gaikhangam on the alleged cancellation of funding in the Hills due to the inability to provide photograph and utilisation certificate.

Further in his response, the Gaikhangam said that Utilization Certificate and Photographs of scheme or project for the economic development of Hills funded by DoNER Ministry have been sent to the concern Ministry DoNER recently adding that the fund will release shortly.

He revealed that with the state facing lack of resources for economic development of Hills it relied on centrally sponsor scheme.

Subsequently, 51 crores for economic development of Hills under the 13thFinance Commission, was sanctioned by the DoNER Ministry.

A sum of rupees 21.75 crores has been acquired in four time instalment basis for the fiscal year 2011-12, 2012-13 and to acquire the remaining amount Rupees 21.75 crores, for the fiscal years, 2013-14, 2014-15, necessary UC has been sent to the concerned Ministry after due consultation with the six finance review committee and finance department of India. The latest UC was also submitted to DoNE on February 19, 2015, said Gaikhangam.

All Naga Students`™ Association, Manipur (ANSAM) and Kuki Students`™ Organisation, General Headquarters (KSO-GHQ) have resolved to indefinitely `shut down`™ all the offices of PWD in the hill districts of Manipur from February 27. The two tribal student bodies will relax this agitation only an approach road to Indira Gandhi National Tribal University (IGNTU) is constructed, as the `initial phase of agitation`™. This resolution was made during the `minutes of the joint meeting of KSO-GHQ and its unit, ANSAM and its subordinate bodies/units held at Berean Lodge, Imphal on February 24. During the discussion matters related to IGNTU students`™ demand, i.e., power connection, water supply and approach road connecting to IGNTU were placed.

`The responsibility of enforcing the picketing of PWD offices in the district headquarters will rest on respective KSO and ANSAM units/subordinate bodies,` one resolution stated.

IMPHAL, February 26: The State Legislative Assembly has unanimously passed the supplementary demands for grant of current year till March 31, 2015 amounting to Rs 2678.60 crores in the second day of the 10th session of the tenth Manipur Legislative Assembly today.

During the sitting for the supplementary demands of the current financial year, members of the house discussed the 50 demands of different departments of the State. After listening to the various issues raised by the members of the house such as Dr I Ibohalbi, Th Shyamkumar, K Shyam, Kh Joykisan and L Ibomcha, the leader of the house, Chief Minister Okram Ibobi made clarifications for the demands on behalf of his Cabinet ministers.

Responding to MLA Shyamkumar`™s observation, he said he acknowledged the problems created by pending files at the State Secretariat.

For solving the problem, the government is soon computerising all the files of its various departments, he said, adding the computerisation of government files will start soon after shifting into the new Secretariat building at Lei Engkhol.

Talking about the issue of State security personnel collecting money from vehicle users, he said the State government will take strict actions against those security personnel who take money from vehicles.

Talking about the 2500 students of CBSE affiliated schools currently facing a problem after they were not allowed to appear in CBSE examinations, he said the Education department has been instructed to file an FIR on the matter to conduct an inquiry. The State cabinet has earlier taken a stance to allow only two CBSC schools in all the districts of the State, he added.

Responding to a query by Andro A/C MLA Th Shyamkumar on the 1% labour cess deducted from every project or developmental works for the welfare of labour, the Chief Minister said the State government has deducted 1% from every developmental project for the last many years and the amount may run into Rs 20 or 30 crores. He said if the government was bound to use the money thus collected by any law for the welfare of the labours, it would utilise it properly.

Replying to the observations made by Dr I Ibohalbi on the establishment of the National Sport University in the State, he said the establishment of a National Sport University at any of the districts in the State is welcome. However, a team led by Union Youth Affairs and Sports Minister has conducted spot inspections with the concerned deputy commissioners of Imphal West, Imphal East, Thoubal and Bishnupur respectively, he added.

Due to the new land acquisition act, it may take a few more time to complete the project but the land will be very soon handed over to the Central government team for starting the constructions, the CM said.

Further asking for co-operation to the investigation of the CBI on the discovery of skeletal remains from the former Tombisana High School campus while excavating earth for construction of a new market, he said the State government has already handed over the case to CBI but it is yet to take any action.

We have preserved the skeletal remains to help in the smooth conduct of the investigation but as the CBI hasn`™t began its investigation, the construction work of the market has been delayed, he said, adding if the rainy season comes, the construction work of the market will be further extended. He was responding to a query by L Ibomcha.

Later, the Chief Minister Okram Ibobi moved the house to vote on the supplementary demands for grants of all the 50 demands of various departments. Finally, the demands for grant were passed unanimously.

Meanwhile, the leader of the State legislative Assembly also introduced three different bills in the second day of the 10th session of the tenth Manipur Legislative Assembly, today.

The Chief Minister who also holds portfolio of the Finance ministry tabled the bill for introducing the Manipur Appropriation (No.1) Bill, 2015; Manipur Appropriation (No. 2) Bill, 2015; and the Manipur Ropeways (No. 5) Bill, 2015.

NEW DELHI, February 26 (MIC): In the Phase III of Cable Television digitization in India initiated by the Ministry of Information and Broadcasting to be completed by the end of this calendar year, all the urban areas of Municipal Corporations and Municipalities of Manipur are to be covered. Ministry of Information and Broadcasting on Tuesday conducted a meeting of the Representative of the state governments at Shastri Bhavan here to implement the cable TV digitization in the country.

Ministry of Information and Broadcasting has embarked on an ambitious programme for complete switch over of Cable television Network to a Digital Addressable System in India. Government of India had issued a Gazette notification on the 11th November 2011 mandating digital switch over all cable TV networks in the country in four phases.

After successfully completed Phase I and II in four metros of Delhi, Mumbai, Kolkata and Chennai by the 31th October 2012 and 38 cities with a population more than one million by the 31st March 2013 respectively, efforts are on to implement cable TV digitization in Phase III and IV areas.

In Phase III, all other urban areas under Municipal Corporations and Municipalities in the country will be covered by 31th December 2015 and the rest of India by the 31st December 2016.

In this connection, Ministry of Information and Broadcasting had requested to all the State Governments on the 10th October 2014 to instruct the Filed officers to extent the facility of Right of Way to the Cable operators. It may be mentioned that as per 4B of the Cable Television Networks (Regulation) Act 1995, State Governments are required to grant Right of Way (RoW) to the Cable Operators for laying cables or erecting posts.

The digitization of the cable TV network essentially means that the existing cable networks will stop carrying analog signals from the specified date of the analog switch off, after which only digital signals would be carried. In order to receive the digital signals, the consumers will have to install a Set Top Box else they will not be able to receive TV signals after the switch off date.

In analog regime, cable system had a carrying capacity of 75 to 80 channels only. All these channels were of Standard definition (SD) quality but the same cable in digital can not only carry upto 600- 700 channels but even High Definition (HD) channels can be carried. From the data received from the Multi-System Operators (MSOs), it has been observed that in Delhi, Mumbai and Kolkata on an average, 300 SD and 20 HD channels are being carried by each MSO. Subscribers have choice to choose these large numbers of channels.

Since digital system has capacity to carry hundreds of channels, the Broadcasters are launching new high quality and even ad free channels which cable subscribers have started subscribing on additional payment.

In analog system, picture and quality was not only poor but was also dependent on the band i.e VHF-1, VHF-2 or UHF in which the channel was carried. In digital system, quality is excellent being digital and is independent of the band of frequency on which the channel is carried by the MSO.

In digital domain, cable subscribers are getting the full access to the programme guide and know what programme is currently being played and would be coming up at different times.

As per Regulations by Telecom Regulatory Authority of India (TRAI), it is mandatory for every MSO and his cable operator to have a Grievance Redressal Mechanism wherein a toll free number, web based system for logging and tracking the status of complaints and notification of nodal officers has been mandated. No such system existed in analog regime. Complaints can thus be addressed effectively in the digital system. TRAI has also provided a timeline for redressing the grievances of consumers in a time-bound fashion.

India is the world`™s third largest TV market with 16.1 crores TV households next to China and USA. The operations of cable television networks in the country are regulated through the Cable Television Networks (Regulation) Act, 1995 and the Cable Television Network Rules, 1994.

IMPHAL, February 26: The State Legislative Assembly has passed a sum of Rs 3567.46 crores for the first quarter of the fiscal year 2015-16 unanimously in the second day of 10th session of the tenth Manipur Legislative Assembly, today.

The voting on motion for the vote on account was moved by the Chief Minister for the salaries of the fiscal year in advance for defraying the charge in respect of different departments shown in the schedule appended for meeting the expenditure likely to be incurred during the month of April to July, 2015 pending detail consideration and passing of the demand for the full financial year.

Clarifying to the general observation of Dr I Ibohalbi, the Chief Minister said his observation that the State Plan expenditure was 25% till December last year could be wrong. The total expenditure for the year was Rs 3000 crores, he said, and now the status of the plan budget against the released fund has reached 75% from both the plan and non-plan sources. From a total Rs 450 crores from SPA, only Rs 170 crores remains to be released.

He said that that the State plan budget might reach 90% at the end of the March 31, 2015.

The news of water scarcity in Ukhrul district is shocking but not a surprise. In the years ahead things can only get worse, and if precautions are not taken, even disastrous. The fact is, it is unusual for ponds and other forms of water reservoirs, natural and artificial, to dry up by February, but this is happening. There probably are many reasons for this, but here as some which are obvious even to lay folks, but because of their everydayness, serious heed not paid to, apart from platitudes and homilies from politicians and activists alike. One of these is deforestation and the consequent loss of the soil to retain moisture, causing mountain streams and rivers to run dry faster. Let us face it, deforestation is a reality in the state. The second reason is related to the first. While people`™s lifestyle may not have changed much, practices which were not permanently damaging to the environment when the population was small, would and probably have become a big threats to the eco system now. The slash and burn agriculture for instance, when practised by a limited number of people, would have left time for the slashed and burned hillsides to regenerate when the agriculturists, in periodic rotational cycles, went to other sites to carry on their agriculture before returning to the same spot years later. Quite obviously, with a larger number of people doing it, the scenario would be altogether different, all for the worse.

Though bad, these causes can be rectified, for example, by the introduction of more scientific methods of agriculture, or prevention of commercial logging etc. But there are factors which are beyond easy human control. The drought reports from the hills hence are also a reminder that water resources are limited and cannot be augmented at all by artificial means. If more people are using it, there will be less volume per capita available. This is a problem throughout the world. China`™s three great rivers, Yangze, Hwang Ho, and Huai Rivers today are reportedly dry before they reach the sea because of overuse. Similarly, the Colorado River in the US virtually has no water today by the time it crosses into Mexico, causing tensions. It is for the same reason that the Indus Water Treaty 1960 between Indian and Pakistan is also becoming problematic today. Then there is also the issue of global warming, which is again beyond ordinary control of any particular community, and would have to be fought together by the whole world. But while the global climate battle is being fought, local communities have their private battles to fight. The current Ukhrul drought case is an indication of this. What must be kept in mind in this battle is, since the availability of water cannot increase, except in the event of a miracle, the strategy must be to use whatever water available prudently. What is also needed is to determine scientifically the exact volume of water available in the state and its various sub-regions each year from monsoon discharge, and then work out the optimum way to tap this available resource. The same problem came to the fore during another discussion on the problems and prospects of horticulture in Manipur organised by the Editors`™ Guild in collaboration with the Horticulture department recently. Of the many stumbling blocks before intensive off season cash crop cultivation raised by farmers is the question of water shortage.

While issues like food production can be augmented through human will, water availability is destiny, and nothing except divine intervention can make it change. The only recommendation therefore can only pertain to prudent and scientific use, as well as equitable distribution of available water. This should also be a thought for the Manipur government to begin thinking seriously on introducing a full-fledged independent environment management department under a cabinet minister. Or perhaps a department such as the Irrigation and Flood Control Department can be reoriented towards this mission. Let it be realised, in the years ahead, the greatest threat to the welfare of the people of the state will hinge on the environment question. If neglected, this can spell the doom of populations, and there are plenty of examples of exoduses of people from their homelands induced by environmental disasters.

Students of unrecognised CBSE affiliated schools confront State security personnel

IMPHAL, February 26: Urging for a special examination for those students unable to get their admit cards for the upcoming matriculation and secondary school examination conducted by the CBSE, UCM president Y Naba said the students are victims of circumstances and deserved to get a chance to appear in their exams.

Speaking at a press meet today at the United Committee, Manipur office in Lamphel, he said it was unfortunate that more than 2000 students from the State haven`™t received their admit cards. He further stated that it was regrettable that some students got injured during a rally in police action.

The students have become victims of circumstances and for this reason, the State government and concerned ministers are to be blamed, Y Naba said, adding that it was their duty to check and verify the unrecognised institutions and to take action accordingly.

He said if the students are not given a special chance then they might take wrong paths, adding the government will be solely responsible if that happens. The UCM president urged the State government for an alternative arrangement in the way of conducting special examination for those students in an adverse situation. The president further pointed out that the maximum of Government school teachers are not sincere in discharging their duty. He said that they failed to inculcate innovative ideas to the students and they seem to pass their time waiting for their pay day.

He also said that the children of Government school teachers are admitted at private schools or are sent outside the State to receive their education. He said it is the duty of the State government and the Education minister to look into the matter by regarding it as their responsibility to bring out a positive result in favour of the younger generation.

The press meet was also attended by the executive members of the United Committee Manipur.

Meanwhile, the Joint Students`™ Committee for Justices held a rally today which began at the western side of THAU ground and marched towards the Manipur Legislative Assembly around 12 noon which was blocked by State police personnel which included lady police personnel.

Students from the Akash Institute of Science and Arts, Kwakeithel; Akash Higher Secondary School, Changangei; Ram Krishna Higher Secondary, Ghari Makha Leikai; and CIS of Keishamthong Hodam Leirak took out the rally, assisted by their parents.

The students and their parents confronted the police personal for an hour but the police personnel started lathi- charging the students soon afterwards. Additional SP (Ops) Bikramjit arrived to control the situation and soon afterwards the DIG (Range I), IK Muivah also rushed to the spot and spoke with the students, assuring them to arrange a meeting with the State Education minister after the ongoing Assembly session.

Later, DIG IK Muivah permitted four school representatives to meet the ministers for placing their demands.

However, the remaining students continued to block the western side of the road and didn`™t move until the representatives came back with a positive outcome. A student who took part in the rally told the media that if students were not allowed to appear in the exam they would boycott the examinations.
