Today during the launch of its e-commerce website www.cctea.in at its corporate office located at the SuiGeneris House, Kwakeithel Lamdong Leikai in the presence of Head of Lithuanian Business Mission to India Mr Gediminas Citukas, Ragesh Keisam said that it was Mr Gediminas that let his product reach European countries.

In the politically correct stances of unconditionally denouncing xenophobia and racism, what is often ignored is the embedded notion of a certain hegemony of idea. Often these stances are pushed as ideological positions, be it from the right or left wings, or for that matter the centrists. But as Anthony Giddens pointed out, `ideology` may be more than simply a system of ideas and beliefs, and be actually and closely tied to the concept of power. Giddens defines ideology as a `shared idea or beliefs which serve to justify the interest of dominant groups`. The obvious implication is, ideas under the blanket guise of ideology often become instruments for pushing the status quo in which the dominant groups have an ensured position of dominance. It is for this reason that every now and then there arises the need to counter this idea hegemony. It is from this perspective that the xenophobic fears in the northeast today of indigenous populations losing their grip on the power levers must be viewed. To what extent is this fear superfluous and to what extent legitimate, must be the focus of these inquiries, for indeed there is a good measure of both. While racial hatred must be forbidden, the apprehensions of demographic marginalization of small communities is not trivial by any means especially in a democracy where a headcount decides who holds the rein of power. The fact is also that this is an open ended question. If there are fears in Manipur of unending immigration from outside, there is also a fear amongst hill communities of valley hegemony, and both must come under the same scanner and analysed impartially. Sauce for the gander must have to be sauce for the goose too.

We bring up this issue in the wake of the wave of demands for the introduction of an inner line permit system, ILP, or an equivalent law in Manipur, as in the states of Nagaland, Mizoram and Arunachal Pradesh. One fact is clear, the states which do have this legislation in force are the ones either facing migration problems more intensely, as in the case of Nagaland where there has been large influx of Bangladeshi migrants, or else are much more paranoiac about outsiders, as in the case of Mizoram and Arunachal Pradesh, where even the presence of tiny populations of Chakma and Bru refugees can create civil unrests. Surprisingly, even kindred Chins tribes are discriminated in Mizoram. The implication is, the ILP is not the panacea for this problem for there are so many other factors behind the fear of demography shifts, needing different treatments. Sometimes the fear of marginalisation by outsiders is real, as in the case of Nagaland and even Assam. In other cases it is plain paranoia. The racial venom more than apparent in the treatment of tiny populations of Chakma refugees in Arunachal and Mizoram would fall in this category.

Where then would Manipur`™s worry fit in this equation? We see no problem if the immigrant inflow is at a pace moderate enough for its impact to be absorbed by the host society organically, without any social dislocation. As for instance, in Manipur, many of the communities which have since become indigenised to varying degrees, are originally immigrant. Except amongst the fanatically purist, nobody believes these integrations have been the cause for any unique social disharmony. We can even say the same of many of the much newer immigrant populations too. It is only when there is an unregulated inflow that xenophobia becomes the overwhelming reaction. The cases of Tripura and Sikkim are too close in the memory of the region to not be alarmed.

The ILP issue in Manipur is today caught in an unexpected and unfortunate controversy, with the hills objecting to it. Hopefully the differences will be sorted out soon enough, for without doubt some sort of regulatory mechanism to check fresh influx of population from outside the state is necessary. This mechanism however must not be about shutting our doors altogether but of regulating. If the move does not go out of hand, and if it does not discriminate in unwarranted manners, it will have to be seen as a self-preservation instinct of small indigenous communities. The concern must however be put through a screen of truth so as to filter the real fears from the paranoiac. This screen of truth is also what is essential in reassessing and distinguishing the real from the unreal apprehensions in the hill-valley relationship too. In this regards, the meeting of intellectuals from both the geographical regions yesterday in Imphal to begin this important discourse is encouraging.

Challenges in court hold up police promotion to fill vacant Inspector and DSP posts

IMPHAL, October 11: The police department is current entangled in court cases regarding its promotion plans to fill vacant posts of both Inspector of Police and Deputy Superintendent of Police.

IMPHAL, October 11: The police department is current entangled in court cases regarding its promotion plans to fill vacant posts of both Inspector of Police and Deputy Superintendent of Police.

As of September end, altogether 71 posts of Inspector of Police and further another 50 posts of Deputy Superintendent of Police continues to remain vacant, as the department is barred from promoting officers to fill them by the court.

It may be recalled, the IFP in its October 11 issue had highlighted the manner in which the police department`™s promotion move to fill the DSP posts were struck down by a ruling of the Manipur High Court. Another ruling of the same court has now barred the filling of the vacant Inspector posts as well.

The matter came to a head in the case of the DSP promotion because the Manipur Public Service Commission, MPSC, has so far been unable to hold DPC for the promotions, and the police department proceeded to have the promotion done from its seniority list.

However this move was challenged in the court successfully by candidates who would be at a loss, putting the matter in abeyance.

Once the final verdict comes, the vacancies will like have to be filled through a DPC conducted by the MPSC, according to a reliable source.

In the matter of the Inspector of Police promotion, the police department had already obtained the ACR and Vigilance clearance of the seniority list it prepared, but the court challenge has forestalled any further progress.

It may be recalled the police department had prepared its seniority list in 2013 and this had been notified in a gazette notification. However, candidates from other units newly brought under the police department challenged this list, therefore the current controversy.

The legal entangle has put the career of many police officer of the sub-inspector rank, who had joined service in 1982, 1984, 1986 and 1990, for they continue to be stuck without promotion despite so many years of service, and may end up retiring without the service benefit.

IMPHAL, October 11: The 11th annual general body meeting of the Senior Citizens for Society, Manipur (SCSM) was held today here at Government Dance College, Palace Compound.

Four distinguished senior citizens representing four major communities of the State namely Rishang Keishing, former chief minister of Manipur; Late C Opendra Singh, retd district and session judge, Manipur; Prof Laldena, retired professor of Manipur University and Md. Abdul Razaque, retired professor of RIMS, Imphal were honoured at the meeting.

Rishang Keishing and Md Abdul Razaque did not turn up at the meeting due to personal reasons. As C. Opendra is also no longer with us, only Prof Laldena could be present at the meeting to receive the honour in person.

Former Minister Lisom Lalit, who is also the president of SCSM; former minister RV Minthang, vice president of SCSM; Prof L Sadananda, general secretary of SCSM, Dr. M. Nara, Md. IMPHAL, October 10: Ram Madhop National BJP General Secretary Co-ordination and in-charge North East BJP expressed surprise on witness the ground reality of Loktak Lake`™s condition, although the Centre has sanctioned multi-crores rupees for the development of the lake.

On a visit to Loktak Lake, Thanga and Moirang Loktak Lake Ram Madhop took note of the deteriorating condition of the lake and its environment, and said he was shocked after hearing of various problems, issues and grievances faced by fishermen.

At around 7am morning Ram Madhop took a trip to the lake along with President of BJP Manipur Pradesh Th Chaoba, M Asnikumar General Secretary Administration, L Bashanta Sharma General Secretary Media, Dr RK Ranjan, Retd IAS P Saratchandra and O Malesh President BJYM.

He attended the sixth BJP state executive meeting as chief guest held yesterday and unanimously decided to crack down on the Loktak Lake scandal. He surveyed the Loktak Lake area and directly met and took statements from deprived fishermen of the Lake.

After hearing of the various problems and grievances from fishermen, he said that Loktak Lake is an integral part of Manipur.

He said the lake is vital in bring about development of the Manipur socio-economy, identity and culture. The cultural diversity of the population around the lake and the unique eco-system of the lake must be preserved, he added.

People habiting in and around the Loktak Lake have a big responsibility in any effort to save and conserved the lake and its unique features, he said

He said that government should not compromise or deprive the rights of fishermen. The fishing rights are fundamental rights for fishers who depend on this lake for their livelihoods. So at any cost no one have right to violate this right from fishermen. He added that the BJP is always on the side of innocent fishermen and their welfare.

The BJP led NDA government of Narendra Modi will project this uniquely beautiful fresh water lake as a tourist attractive and put it on the map of world tourism, he promised.

Because this Loktak Lake is also a national asset we need to conserve, protect and manage the resources found in this lake, he reiterated.

Ram Madhop said that local MLA and state leaders are blind and asked if they have no knowledge about the condition of the roads from Moirang to Thanga village.

The condition of this road is the indication of the misgovernance of last 13 years of Congress government, he said.

He said the Keibul Lamjao National Park, home of the unique dancing deer Brow-Antlered Deer, a rare endangers spaces, will be developed with full community involvement.

Ram Madhop left Imphal for New Delhi at around 12:45 pm.

IMPHAL, October 10: The Democratic Students Alliance of Manipur (DESAM) has appealed the State Government to take up immediate steps to resolve the issue of primary teachers.

President of the student body Moirangthem Angamba, speaking to media persons at its head office at Keishampat junction, said on September 12, 2006 state government notified an advertisement for recruitment of 1423 primary teacher, 203 Hindi primary teacher and 49 Hindi graduate teachers.

The written test for recruitment was held on December 6, 2006. And the result was declared on September 2007. The viva voce for the selected candidates was held on December 2009. And the appointment letter was handed over to the successful candidate on December 2011.

Angamba further said that after series of complaints were received by the state government from many candidates regarding irregularities on the recruitment process, the state government formed an expert committee headed by the chief secretary.

The matter was discussed in-depth by the government authority and a review committee headed by the Director of Education (S) finally gave approval for allotment of appointment of letter, he said.

Among the selected primary teachers, 326 OBC candidates were selected which was not mentioned at all in the government notification for recruitment of the teacher.

However even after knowing that something wrong had happened to the procedure for selection of the primary teacher, the state government appointed the teachers that they selected through their recruitment process.

Nine candidates move the matter to Manipur High Court and finally the High Court verdict on October 6, 2015 directed the government for cancellation of the selected teachers, he said.

The selected teachers have been on pay roll for almost five years now.

The government even after knowing that there has been something wrong to the procedure for selection of the teachers gave them appointment letter. The government also knows that the selection might face problem after some days, he added.

When the State is already facing lack of teachers in government run schools and colleges if the 1675 teachers were cancelled then the students will suffer a lot due to lack of teachers.

And when this happens DESAM will not remain a mute spectator, he added.

This is the story of Hodson`™s Horse, also known as 4 Horse, in the second war India-Pakistan war perpetrated by Pakistan, in 1965. Hodson`™s Horse is also the regiment in which Pakistan`™s first dictator president, self-promoted Field Marshal Ayub Khan`™s father, Risaldar Major Mir Dad Khan served, way back during its horse cavalry days.

In the 1965 war, Hodsons Horse, equipped with World War II vintage Centurian tanks, destroyed the maximum number of enemy tanks `“79- most of which were newly acquired and technologically superior Patton tanks from the US) and 17 recoilless (RCL) guns. It is also the only regiment in which the commanding officer`™s (CO) tank destroyed four enemy tanks despite being hit four times and after having to bail out when the tank caught fire, the CO and his crew fought dismounted with small arms and evaded capture.

Even though Hodson`™s Horse was pitched into the 1965 war almost four and a half decades after World War I, it retained and displayed its typical fierce fighting spirit. Reacting swiftly to fast changing situations, the regiment was also a classic example of armour turning the flank and destroying supe­rior forces by skilful manoeuvre and surprise. Despite great odds on ground like enemy`™s superior/newer tanks and lack of maps and other equipment, moved to all required locations and fulfilled all tasks beyond higher commanders`™ expectations. Outstanding bravery was displayed all ranks, some of who died, some got severely wounded and some were disabled.

An excerpt from the comprehensive personal account of Hodsons Horse in that war, written by its then CO, Lt Col (Later Brig) MMS Bakshi, MVC, about the Battle of Phillora is indeed relevant. For the first time since WW II, there were such intense tank to tank engagements at Asal Uttar and Phillora, which demolished a huge chunk of Pak army`™s inventory of tanks and plummeted their men`™s morale.
By 11 September Hodsons` Horse had put a tight squeeze on Phillora. We were not only keeping the enemy`™s Phillora defences fully engaged but also destroying everything falling back from the Gadgor defences. Meanwhile, 17 Horse had also fetched up from the direction of Libbe and made contact with Phillora from the South and South West. Thus, our armour had virtually put a ring around Phillora, and threatened its life line to Chawinda. Just after midday, we intercepted an enemy wireless message. “We are pulling out from Chobara, Gadgor and Phillora. One of our units has been overrun at Gadgor, we are pulling back to Fatehpur”.

The enemy had evidently been unnerved. Not much of this force was however allowed to escape to Phillora as `A`™ Squadron was lying in wait for it in area Wachoke-Saboke and decimated the bulk of its mobile elements moving by road. By 1530 hours Phillora was taken by 17 Horse and 43 Lorried Infantry Brigade. Much booty was left behind by the enemy at Phillora. A jeep belonging to GOC 6 Armoured Division complete with his flag and star plates was captured intact. Besides a map lorry with a good stock of maps and the usual paraphernalia of a hurriedly abandoned HQ was found littered all over. Thus, our problem of maps was solved for good.

In this battle 51 enemy tanks were destroyed by 1 Armoured Brigade, of which 4 (Hodon`™s) Horse accounted for 27. Our Brigade had suffered six tanks destroyed and nine damaged. Other than my tank, we had no tank losses in 4 Horse, and none were seriously damaged. This was the first big day for the Regiment and all the squadrons had done their job magnificently.

For the enemy, it was a disaster of the first magnitude. Severely punished in his first big armour clash with us, his morale was so badly shaken that he gave up the fight for Phillora which could otherwise have been a tough nut to crack. It was also a classic example of armour turning the flank and destroying superior forces by skilful manoeuvre and surprise. By delivering this crushing blow, we had established our moral ascendency over the enemy to such an extent that from then on he fought shy of facing us with his armour in a mobile battle. In the days that followed he repeatedly abandoned his tanks as soon as our tanks challenged him to a duel. Many such tanks later fell into our hands intact.

While the regiment got 43 gallantry awards, brief mention about some personnel is relevant. Actions of the tank crews of Lt Col MMS Bakshi, Maj Bhupinder Singh and many others reflect the fearlessness of fighting with cupolas open and not abandoning their tanks despite taking even four hits and bailing out only when the tanks actually caught fire. Pakistani tank crews bailed out on getting hit once, even if their tanks`™ main guns and/or machine `“guns were functional.

Lt Ashok Sodhi, became a victim of Pakistan armour`™s poor gunnery, when an armour-piercing round failed to hit the tank but grazed his skull shattering a 3 inches diameter part of it. He was in coma in Army Hospital Delhi for over 30 days, after which he recovered with a fresh lease of life and a plate covering the shattered part of his skull. Lt Charanjit Singh was killed by being hit in the head during air strafing. Capt Jasbir Singh Hundal, the Recconnaissance Troop Leader had many near misses while operating in an open jeep throughout the duration of the war. Lt SC Mathur, Mentioned in Despatches for bravery, an emergency commissioned officer then, received release orders during the war. On strong recommendations for his valour, he was eventually retained and granted permanent commission. Capt Ravi Malhota, signal cum intelligence officer in Col Bakshi`™s tank, was recommended for Vir Chakra, but got Mentioned in Despatches. The only Vir Chakra for outstanding valour was Lance Dafadar Udham Singh, that too, posthumously. Maj Desraj Urs, C Squadron Commander lost sight of one eye in which he was hit by a shrapnel. Maj KS Dhillon, A Squadron Commander, was severly wounded by shell splinters from a near miss while gallantly directing fire onto an enemy OP (observation post-meant for directing artillery fire). He suffers from a severe permanent limp.

While Maj Bhupinder Singh was admitted to Army Hospital, Delhi Cantt for severe burns, Prime Minister Lal Bahadur Shastri came there to meet the war-wounded personnel. When the PM approached his bed, Maj Singh expressed regret at not being able to salute him. Shastri praised his spirit repeatedly after that.

And quite typically again, at the end Hodson`™s Horse was most modest in projecting its achievements.

Finally, also very relevant is an excerpt of Pak army`™s Brigadier Shaukat Qadir (retd), who examined why Pakistan`s Operation Grand Slam failed.

`Operation Grand Slam was one of a number of contingency plans that had been prepared to support Gibraltar`¦ Since Gibraltar`s failure was considered inconceivable, this plan intended to sever the road link between India and Indian held Kashmir once the valley was up in flames. Now that Gibraltar had not just failed but resulted in the loss of some key posts in Kashmir, the operation was undertaken to relieve pressure on the troops defending Kashmir. Operation Grand Slam was four phased; the capture of Chamb, the crossing of river Tawi and consolidation, followed by the capture of Akhnur, and finally severing the Indian lines of communication and capturing Rajauri. Despite the difficulties of terrain, specially entailing a river crossing, the possibility for success lay in the bold audacity of the plan, which necessitated speed in execution, since if there was sufficient time permitted to the Indians, they would reinforce Akhnur and it would be impossible to capture`¦. Perhaps if Akhnur had been captured and the Indian lines of communication severed, the Indian attack on Sialkot could never have occurred! Perhaps. But that we will never know. What we do know is that Akhnur was never captured and this led us into the attack on Lahore and later Sialkot in the wee hours of September 6 1965 `¦.It is a matter of historical record that Zulfiqar Ali Bhutto, then foreign minister, convinced Ayub Khan, the president, that the Indian response to our incursions in Kashmir would not be across the international boundary and would be confined to Kashmir`¦. Secondly, the undertaking of guerrilla operations necessitate special conditions, not only must the terrain be suitable, which it was, but there must be guaranteed local support, without which guerrilla operations are not sustainable. Preferably there should be a preliminary reconnaissance and liaison which sets the ground for such an operation. For some obscure reason, Pakistan undertook Operation Gibraltar, without preparing the grounds for it, or seeking guarantees of local support, or even attempting to assess the mood of the Kashmiri people. They only relied on the assessment offered by some adventurous element of Kashmiris from Azad Kashmir without verifying this assessment`¦. Far from rising up in arms, the local population denied any support and, in many instances handed over the infiltrators to Indian troops.

IMPHAL October 10: The titular king of Manipur Meidingngu Leishemba Sanajaoba shared his concerns about the present trend of children education which has totally ignored the significance of inculcating traditional and cultural values.

He was speaking as the chief guest in the felicitation programme of Dr Mangsatabam Nalini Devi who recently completed her research on `Meitei Angangi Mahoushagi Mashanashing`™, the traditional children games of the indigenous Meiteis, at Hotel Classic today.

While stretching on the importance of play in the holistic growth of children, to imbibe both social values and physical fitness, the titular king said modern education system has led to obsessive bookish knowledge burdening children unproductively.

He said he was of the opinion children deserve the leisure play time to relax and learn normal socializing and inculcate the cultural values.

He explained the rich moral lessons engrained in the traditional plays aimed at instilling cultural practices among the new generations.

`There is shrinking space for group plays in our modern neighbourhoods. However we should recognized the importance of reviving such traditional games else it will fade away as a thing of the past,` he said.

In addition to futuristic and holistic development of the physical and mental health of children, it will also enhance their identity rootedness and help preserve our rich culture and social relationships, he further said.

`We need to bridge classroom based education with social mores,` he said while appealing to all to promote our traditional plays/games.

The function organized by the Centre for Social Development and the Women Action for Development was also participated by Kh Norendro, president, CSD; Wangkhemcha Shyamjai, president AMWJU and Dhanabir Laishram, social scientist as the president and guests of honour respectively.

Govt delays police promotion DPC despite HC ruling

IMPHAL, October 10: In total disregard of the ruling of the High Court of Manipur to conduct the DPC for promotion of certain group of sub-inspectors to the rank of Inspectors in the police department of Manipur, the department has been deferring the said DPC several times without any obvious reason.

According to an independent investigation conducted by IFP, altogether 64 post of inspectors have been lying vacant as on October 2014 in the police department following which the Principal Secretary (Home) Government of Manipur on October 28, 2014 made a proposal to the Manipur Public Service Commission (MPSC) to conduct a DPC to pave way for the promotions of the eligible sub-inspectors as per Service Rules/Recruitment Rules.

In response to the proposal, the MPSC on November 6, 2014 released an order for conducting the said DPC nevertheless the DPC was deferred without giving any appropriate reason.

Discontented with the development, a handful of sub-inspectors within the department who were eligible for promotion by the year 2011 petitioned the High Court of Manipur to expedite the promotion process.

Unfortunately, during the time of filing the petition the post of chairman of the MPSC was lying vacant. Given the circumstances, a single bench of Justice N Kotishwar Singh, had instructed the respondents which included MPSC, DGP to conduct the DPC within two months after the appointment of the MPSC chairman.

Following the direction of the HC, the MPSC scheduled the DPC on September 2, 2015 however the DPC was yet again deferred. In similar process, the DPC was fixed and deferred for the five time including September 12, 19 and October 9 with no obvious reasons.

The inability to conduct the DPC have raised serious question in the minds of some of the eligible candidates whether the incidents was politically motivated.

Against this backdrop, the Inspector General of Police (Admin), C Doungel, IPS, also made a proposal to the Principal Secretary (Home) (vide letter No. 3/30/16/2010/PHQ(Admn)8087) to add another 7 posts to the requirement 64 posts following the demise and superannuation of seven Inspector of Police as on May 6, 2015.

IMPHAL, October 10: The upcoming by-election to be held during November 2015 is going to be a very serious and keenly fought election and the public of Thangmeiband must choose and cast their valuable vote to elect a true and sensible leader said Manipur Pradesh Congress Committee secretary Jyotin Waikhom as Guest of Honour today during Block Congress Workers Conference.

The Block Congress Workers Conference was held at Ibudhou Naothingkhong Pakhangba Sanglen, Thangmeiband Lairenhanjaba Leikai.

He regretfully mentioned that the blame for the disqualification of MLAs was levelled at the Congress party, but this is unfair as they were disqualified only on the basis of their acts. It may be mentioned that Kh Joykishan was disqualified on November 27 May 2017 by a verdict of the Manipur Legislative Assembly Speaker/Tribunal.

He further mentioned that instead of appealing to the high court against his disqualification, Joykishan joined the BJP to contest the by-election on the BJP ticket.

Jyotin Waikhom said that BJP on the other hand is not friendly with the people of Manipur. The June 18 massacre is one remarkable example of how the party can trigger and provoke the peace and harmony among the people of Manipur, he charged.

He appealed to all the public not to be swept by the false promises made by the BJP.

President of the function MLA Nambol A/c N Loken Singh addressing the public of Thangmeiband said that contract workers turned politicians are needed to be checked, He cautioned people to be wary of them for their sole intention is to earn money through politics and further charged that Kh Joykishan is a contractor and could not do any good for the pubic of the Thangmeiband constituency as he will be so absorbed in money making.

He said the people of Manipur are given too much power, as compared to those in many advanced countries. He said he had the privilege to notice this during his foreign travels as an MLA.

As an example, he said that during the ILPS movement in the state he was worried to step outside fearing fracas with the rowdy agitators. He said this needs to be controlled.

MLA Loken said that former Thangmeiband MLA has been feeding paid news to promote himself through media channels. He also appealed to the media fraternity to check and balance the news item before printing or telecasting them.

PDA Chairman and Thanga MLA T Mangibabu as Chief Guest of the function mentioned that it is for the first time for Manipur Legislative Assembly will have by-election by disqualification. He continued that those veteran BJP members may be ethical but with the new members knows little ethics and act like goons.

Special fund package to uplift North East Region is being cancelled by Narendra Modi led BJP central government and he questioned why all from BJP Manipur Pradesh have been staying mute on the issue.

Instead, he claimed, BJP Manipur Pradesh is repeatedly and irresponsibly putting pressures the central Government to impose President Rule (PR).

IMPHAL, October 10: The inaugural function of the `Peoples`™ Movement for the Common Future of Manipur` was held today at Sangai Conference Hall, Hotel Imphal.

The public meeting was jointly organized by All Manipur United Clubs Organization (AMUCO), Committee of Civil Societies, Kangleipak (CCSK) and United Committee, Manipur (UCM).

The function was attended by UCM president Elangbam Johnson, AMUCO vice president Ph Deban Sharma and CCSK secretary general Jitendra Ningombam as presidium members.

The inaugural session was moderated by Retd Director of AVRC, Manipur University Prof Arambam Lokendrajit where academicians, intellectuals and renowned personalities gave their views regarding the issue in Manipur and especially on the controversial `Naga Peace Accord`™ signed between Government of India and NSCN-IM.

Dr RK Ranjan, a academician turn politician, speaking at the programme observed that almost all the infrastructural development works are carried out in the valley when compared with the hills, though a huge amount has been sanctioned for the hills development.

`We need to discuss how much fund has actually reached the hills from the administrators, public leaders and the executive officers,` he urges.

Lien Gangte, a Politician, said development works never reaches the hill is a common refrain however the people of the hills and their leaders are equally responsible for it.

`We cannot blame the valley people for it. It is our failure that there is no development works happening in the hills,` he maintained.

Senior Advocate Khaidem Mani while observing the people of Manipur`™s attitude of simply rejecting whatever proposal NSCN-IM leadership makes be it the `Supra State`™, `Sixth Schedule`™, `Alternative Arrangement`™, `Cultural Integration,`™ etc; said it wouldn`™t be right to simply object in whatever they (NSCN-IM) ask for but instead we (people of Manipur) should find a common way out to solve the issue by discussing it in higher levels.

Prof Rose Mangshi Haokip said `it is time for the Meiteis to also stand up for their rights as they have been idle for too long already fearing that other smaller communities like Naga or Kuki wouldn`™t be happy if they speak up as they are the majority community here.`

Prof Dr Dhanabir Laishram said when the British came to Manipur they play the divide and rule policy and that policy is still being continued by India since the time Manipur was annexed into India.

Senior journalist Irengbam Arun said in human history it has happened that people living in the plains climb to the hills to stay there, so the fear of the hill people that valley people of the State will take away their lands will never come true.

Muivah has no future in Nagaland and he is well aware of this fact. Instead of only discouraging him we (people of Manipur) should invite him and tell him to `Come dream with us` in building a Manipur, where every tribe and every community residing here whether big or small contribute their share in the governance of the State with equal status, he added.

AMUCO vice president Ph Deban Sharma said the meeting today is the first of the meetings and interaction programmes which they will be organising in the days to come.

After collecting the suggestions and ideas from today`™s meeting we will further continue to organize in large scale, he said.

Under this moto we will organize public meetings and interaction programs in various levels from political parties to transporters and drivers, teachers and people in other professions and so on.

`We will collect ideas from different sections of the society for the common future of Manipur,` he said.

`As we are well aware that every year Manipur has been facing different kinds of issues, but above all, the most worrying issue is the talks held between NSCN-IM and Government of India.`

`After Narendra Modi became the Prime Minister it has been announced that within three months a final settle will be brought to the Indo-Naga issue.`

When this issue is being discussed the civil society organizations and Mothers`™ organisation concern is whether this generation will be able to save Manipur or will be simply let it break, he said.

Peoples from different communities, who love Manipur and who want to safeguard it, needs to be united and join hands to safeguard it for a common future and this is the main aim of organizing this programme, he said.

To bring a settle to the Naga issue, India government needs to hear what the majority Meiteis, Meitei Pangals and Kukis have to say on the issue, he said.

`We have already submitted a memorandum to RN Ravi demanding to produce a white paper regarding the talks held between NSCN-IM and GOI since 1997 and its possible outcomes.`

Nothing wrong in Marathi speakers wanting to be serviced in Marathi in Mumbai

`Cosmopolitans`™ of the Indian Union were united in their righteous anger when the news broke that the Maharashtra government had decided to make knowledge of Marathi language a pre-condition for applying for new auto-rickshaw licenses. People who will never ride an auto-rickshaw in Mumbai, people who will always converse with auto-rickshaw drivers in Hindi when in Delhi and people who never raise any eyebrow with the rule that Central government job applications can be made in Hindi but not in Marathi, have now pounced upon this, waving the banner of `cosmopolitanism`™.

Maharashtra`™s Transport Minister and Shiv Sena MLA Diwakar Raote has announced that from 1st November, permits for new auto rickshaws will only be given to those who can speak Marathi. In the capital of the linguistic state of Maharashtra, where, for centuries, Marathi-speakers have graciously hosted outsiders, Marathi speakers cannot be made into second-class citizens. The stipulation of Marathi knowledge is not on an ethnic basis. We can`™t forget the second condition that Raote announced, which is, licenses will only be given to applicants who have been living in that particular locality for the past 15 years. It is only natural that outsiders who come to another people`™s homeland will indulge in cultural give and take and create their own niche. That has been Mumbai`™s story. However, that does not mean that a Marathi-speaker will be made pariah in his own homeland by outsiders who refuse to indulge in cultural exchange but still would want to benefit from Maharashtra`™s economy. Mumbai attracts Tamil speakers, Hindi speakers, Bhojpuri speakers, Bangla speakers, Gujarati speakers and many, many others who want to build their careers and homes there. The stipulation simply underlines the right of a Marathi-speaker to be serviced in Marathi in Maharashtra and his Marathi words to be comprehensible to the person providing the service. The words `in Maharashtra`™ are very important here.

There are elite special interests groups who want to underline the `special nature`™ of Mumbai. By talking about the `special nature`™, what they really want to do is to create some sort of a separation between Mumbai and Maharashtra. These are the types whose ideological and genetic ancestors tried to separate Mumbai from Maharashtra during the formation of the Maharashtra state. The mass struggle of the Marathi people destroyed that conspiracy by a few. However, since then, the defeated elites have tried every nasty trick in the book to carve out their Bombay out of Maharashtra, if not territorially, then economically and culturally. When the Marathis have protested these moves, they have been called `parochial`™. If it is parochialism to protest one`™s becoming a second-class citizen in one`™s ethno-linguistic homeland, then so be it. And the people have spoken, time after time. `Bombay`™ doesnt win the BMC elections. Mumbai does.

Beyond hand wringing by urban elites who are as comfortable in Mumbai, Delhi or Bengaluru, has there been any major protest by those on whose behalf this local-hating charade in the name of cosmopolitanism is being done? Have Bhojpuri people (themselves a victim of Hindi imposition and assimilation) taken out processions saying that they don`™t know Marathi and refuse to know it in Maharashtra? Mumbai has been built on the hard labour of locals and the poor/ lower-middle class migrants who assimilate well into the rich cultural milieu of Maharashtra. Almost all of them slowly come to learn Marathi. However, this is not the group who laments the `passing away`™ of Bombay. The non-local face of Mumbai are part of the elite `only Indian`™ gang who dominate the Mumbai story as beamed elsewhere by being articulate in English and being connected to similar such `only Indian`™ types in other metros, especially Delhi. By stressing on the identity of being a Bombayite as opposed to being a Maharashtrian (a resident of Maharashtra, which all residents of Mumbai are), they undervalue the legacy of the Samyukta Maharastra Andolan. Those shot down in 1960 by Congress Chief Minister Morarji Desai`™s police at today`™s Hutatma Chowk were proud Maharashtrians and not `only Indian`™ cosmopolitan Bombayites. Mumbai must be a rare place where rich parasites look at hosts with such contempt. Ashis Nandy says that all great cities have multiple names. Those who insist on Bombay have a certain politics. Those who insist on Mumbai also have a certain politics but at least they have the numbers. What does Bombay have, when you take away English language education, Bollywood and the rich? The `I prefer to call it Bombay`™ crowd gets their comeuppance only where their false-representation game is replaced by numerical representation contests at the BMC elections. As I said earlier, here Mumbai rules. The contempt of Bombay for Mumbai gets a regular reality check.

It is clear to any observer that this auto permit declaration and its opposition and embedded in politics. The declaration wants to underline the right of Marathi language in its homeland while the opposition wants to be able to play in any ethno-linguistic homeland by their own rules. From the latter group, now ideas of `smart city`™ and `city government`™ spring out, which are nothing but renewed attempts to detach the city from those of the hinterland on whose toil such `cosmopolitan`™ cities are built – here and everywhere. This sentiment of wanting to detach from the hinterland, from the host culture, is a common characteristic of the `cosmopolitan`™ class who in their South-Asian avatar are deeply alienated from anything that is not Anglo-Hindi. Which is why this class never says that `cosmopolitanism`™ is in danger, when a city like Delhi, which also hosts many people from many parts of the Indian Union, do not complain at the near complete dominance of Hindi at most levels, from auto-rickshaws to public services. The rootless elite always want an excuse to act parasitically when hosted by the sons and daughters of the soil. The nature reaction to this parasitism and the contempt that this class has for the people of the soil triggers certain resentments, which is utilized by some to create a politics of violent jingoism. In that cowardly politics of violent jingoism, the non-local working class becomes a soft target. Maharashtra deserves nothing less than an inclusive pro-Maharashtra politics, bereft of anti-Muslim, anti-Dravidian, labour-union busting strains of goondaism. One must remember the old Marmik slogan `” `Khicho na kaman, na talwar nikalo/ Jab tope ho muqabil to akhbar nikalo`™. Maharashtra`™s future is best secured by Maharashtrian youth and not by the descendants of Krishna Desai`™s murderers who want to attach themselves to the club of elite Indian babalogs privately and by dressing up as 17th century caricatures publicly.

Who is likely to be affected by this new auto rickshaw permit rule? It is a person who either has come to Maharashtra very recently or has lived in an urban area of Maharashtra for 15 years and has not learned Marathi in those 15 years. The Maharashtra government`™s primary responsibility is to Maharashtrians, including migrants who have settled for a longtime and only secondarily to non-Maharashtrians and recently arrived outsiders. Hence, it has laid down guidelines that put those people first who are Maharashtrians or have been there for a long time (and hence are Maharashtrians, which is not an ethnic category). In standing up for the Marathi speaker, Maharashtra government has done in Maharashtra, albeit in a very small way, what the Government of India has been doing for Hindi speakers by imposing Hindi on citizens of the Indian Union in a much wider range of things. But there is a difference. Maharashtra and many other states were created on a linguistic basis. The Indian Union was not.
