IMPHAL, Nov 7: Security forces claimed to have arrested two cadres of KCP (P) and a sympathiser of UNLF during separate counter insurgency operations.

A statement issued by the PRO Police, the KCP cadres have been identified as Laishram Inao Singh alias Loya, 30, son of (L) L Binoy Singh of Phayeng Mamang Leikai and Konjengbam Amar Singh alias Nanao, 30, son of K Joy Singh of Jiribam Golathon Bazar.

They have been arrested by a combine team of Bishnupur Police Commando and 12th Bihar Regiment on Friday from Meitram, it said.

It further said that based on receiving reliable information, the combined team conducted search operation at the area and arrested the two persons.

Investigations revealed that both were involved in extortion of money from general public and business establishments of Imphal area and also involved in threatening the general public by using fire arms and explosives to extort money for party fund, it said.

While a case has been registered at Nambol Police Station and further investigation is going on, added the statement.

Meanwhile, on same day, a combine team of Bishnupur Commando and 6th Assam Rifles rounded up a woman sympathiser of UNLF militant namely Salam Ichan Devi alias Abem, 22 daughter of S Deva of Keibul Forest Mamang from Nganukon area.

The statement said that she was involved in recruiting new cadres and extortion of money from general public and government servants in Bishnupur for party fund and a case has been registered at Moirang Police Station and further investigation is going on.

Constitutional protection need of the hour to end claims and counter claims

IMPHAL, November 7: The Association of Premier State College Seniors, Manipur (APSCS) representatives including its president K Chandradhan Singh, general secretary Dr AK Chishti, joint secretary Dr O Kumar Singh and treasurer Dr H Madhusudan Singh had met GOI interlocutor RN Ravi at Classic Grande on November 4 at 10:20 am.

Speaking at a press conference held today afternoon at APSCS office in DM College campus, Dr AK Chishti said that they told RN Ravi that it is improper to keep the Naga Peace Accord signed on August 3, 2015 between the Government of India and NSCN (IM) still as a classified document for more than 3 months.

He said the APSCS has demanded for making the so called “Frame Work Agreement” public to end the guesswork and that 3 other stakeholders which included Manipur, Assam, Arunachal Pradesh should not be kept in the dark while informing that the representatives of the region were sidelined in course of the event.

Dr AK Chisti, further quoting the interlocutor said that the state can’t be disintegrated or broken in response to query raised on the issue of reunification of the Nagas.

“The mind of the Centre is to do something after hearing their complaints. So that they manage their affairs by themselves say in the form of District Councils in the hill areas and not more than that,” Dr Chishti further said quoting the interlocutor.

The GOI interlocutor reportedly expressed GOI’s desire to settle the issue in a peaceful manner by removing age old misunderstandings among the communities in the region to ensure that the people here co-exist as brothers in the natural way, he said.

“He also appealed to us to also reach out to the hill brothers. We also wish that it should be our reciprocal basis,” he continued.

He revealed that the APSCS members told the interlocutor that APSCS’s opinion is not the opinion of all; it is the opinion of their members/association like that of NSCN (IM)’s secretary Muivah who had also represented his organization in various platform.

‘Democratic Norms’ should be followed in matters of registering of public opinions through Representatives or Assembly or Parliament, said the APSCS secretary, claiming that Muivah is not an MLA or an MP.

The Centre should without fail collect views through Assemblies—Nagaland and Manipur for that matter, the APSCS members urged the interlocutor, Dr Chishti said.

Dr Chishti further said that the territorial integrity of the State is not free from threat as there is no full proof as only verbal protection pronouncements were made by the central authorities and the leaders so far.

“What we need is a constitutional protection to end the claim and counter claims over the years,” he said.

“Manipur and other small/tiny states can be disintegrated under the Article 3 of the Constitution of India anytime. There is no constitutional protection at all,” he said.

“If Article 3 is not amended by the Parliament this fear will always loom large,” he added.

APSCS had prayed for amendment of Article 3 by giving valid reason to the Centre and also we remember our State Assembly submitting its resolution to the Centre recently but without no consideration still, he said.

“We appeal to all the MLAs/MPs of Manipur to once again come forward and be with the people (their electorates concerned) and who will be backing to create history.”

“We also appeal to the brothers in the hills of Manipur that based on looks or ethnicity or simply of being tribe terminologically, thinking of joining other family leaving their age old family be reviewed.”

“We should not forget that together we defended our tiny kingdom Manipur from outsides invasions in the past.”

“It will be in the best interest if we co-exist by not turning against each other. Let us forgive and forget all those omissions commissions simply,” he added.

IMPHAL, November 7: The KB enterprises, a tour operator in the state responsible for the brining of Golden Myanmar Flight, has appealed the Maoist Communist party of Manipur to lift its ban imposed on the firm taking into account the initiative it had taken to put Manipur on the road map of the world.

A press conference was convene in this regards today in Imphal wherein the proprietor of KB enterprises, Pangambam Kunjabihari, clarified that the initiative taken by his firm was not sponsored by any Government agencies.

He claimed that it was with the initiative of his firm the first international flight (Golden Myanmar Airlines) landed at Imphal Airport on November 21, the inaugural day of Manipur Sangai Festival 2013. With the landmark event, Imphal Airport was included in the global map of international airports on that very historic day, he asserted.

In 2014, KB enterprises brought the second spell of the same international flight the Golden Myanmar Flight during the 7th edition of Manipur Sangai Festival, 2014, he said adding that till date the Golden Myanmar Airlines remains the only international flight that has ever landed at the Imphal international Airport.

The proprietor of KB enterprises said that is working relentlessly to start other international flights operational from the Imphal Airport and also arranging to bring back the international Golden Myanmar Flight again to Imphal during the upcoming Manipur Sangai festival 2015 this November.

Unfortunately, KB enterprises have faced obstacles, the most recent being a ban and warning to stop its business regarding the so awaited international flight, he rued.

According to him, the ban has invoke a second thought in the minds of the tourist both state and domestic tourist, who intended to travel to Myanmar with the help of the Golden Myanmar Flight giving an adverse effect in ticket sales.

Explaining how elaborate the task to organised the flight, he revealed that the KB enterprises has put in a lot of effort and money in persuading the Government of India as well as the Myanmar’s authorities in bringing the Golden Myanmar flight to Imphal.

He had to travel to New Delhi and Myanmar several times spending a lot of money to make the historic flight happen and yet he did all these only to make Imphal Airport as an international Airport and to sustain its international tag, continued Pangamba.

He further pointed out that as per the civil aviation rules of India, no Indian Citizen is allowed to board on a foreign chartered flight. However, in the case of the chartered Golden Myanmar Flight visiting Manipur, such rule was exempted giving the people of Manipur, the rare opportunity of travelling to Myanmar in a chartered flight, he added.

Given the circumstances, losing such an opportunity not only is a lost for the KB enterprises but for the entire people.

The proprietor said that his firm regards and respects the suggestion of the organisation as both are working for the progress and welfare of the people of Manipur.

He further appealed the people and the State Government to support and co-operate in his endeavour in promoting Manipur as an international tourist destination.

JIRIBAM, November 7: The All Jiribam Contract Lecturer’s Association (AJICLA) will launch cease work strike from November 9 in pursuance of its demand for regularization of service of Lecturers working on contractual basis in the Higher Secondary Schools of the State.

The decision of the cease work stir was taken during a meeting of AJICLA, said members of the association in a press conference held at Jiribam Higher Secondary School, Jiribam in presence of contract lecturers of Jiribam.

According to advisor of AJICLA Kh Indikumar Singh, the lecturers on per time basis were appointed by Th Devendra Singh in 1992 when he was the Education Minister of the State government to meet the shortage of staff in the secondary level of the schools with a meager monthly remuneration of Rs 1000.

Later after several agitations by the association and Part time lecturers on March 13, 2013, the part time service of the Lecturer was converted into contractual basis. The lecturers were allowed to enjoy the basic pay plus grade pay of the 6th ROP amounting to Rs 13,700 as monthly salary, he said.

President of AJICLA N Sanjib Kumar Singh said that among the contract lecturers, some of them have been serving from the last 20 years and they are likely to be retired in next two-three years.

He further said that they had met with the concern authorities several times to highlight their grievance and the authorities had shown sympathy towards the aggrieved teachers.

As the teachers have been reeling under untold miseries owing to mere salary, the association decided to launch cease work strike with no option left, he said.

Advisor of AJICLA H Rajenkumar Singh lamented that the contractual lecturers of the Higher Secondary School are the long sufferers and their fates remain uncertain due to inaction of the government on the service regularization.

He said that it has become a hard task for them to maintain their families with meager monthly earning.

Vice- president of the association M Romeo Singh said that the contract lecturers are not getting their salaries for the last nine months and asked the concerned authorities how long the teachers will provide quality education with starving stomach.

Meanwhile, the AJICLA has submitted a memorandum to the Chief Minister requesting for service regularization of the contract Lecturers serving in the Higher Secondary Schools on humanity ground.

According to Shiva Kumar Basnet, Pradhan of Kanglatongbi Gram Panchayat, Lucky Poudiyal was a reaving soldier of elite Para Commandios based in Jammu & Kashmir, who lost his life in an unfortunate accident on November 4 when he was hit by a truck on National Highway 2 while riding a motor cycle.

He continued that the last rites, was carried out with full military honour under the supervision and presence of Commandant, Jwalamukhi Battalion of Senapati Brigade under Red Shield Division.

The Commandant extended sympathies of Senapati Brigade and Red Shield Division to the grief stricken family, Basnet said, adding that the Commandant also met with the family members of the deceased soldier and extended condolence while assuring of all help and support.

The Commandant also assured help and support to the bereaved family, he said.

The Chief Minister was delivering his speech as a chief guest during a one day political conference held at Khongman Zone-3 community hall organise by Khongman Development Committee.

Okram Ibobi further taking a jibe on rival party said that the Trinamool Congress is a party that doesn’t follow any principle and consider politics as business.

He further said that the public must have consciences while electing their representative that the Congress has delivered its promises for the development of every assembly constituencies, adding that he assured in the future too, the Congress will work for the up-liftmen and development of the people.

The Chief Minister claimed that the public must have realised how BJP fooled the people by giving only lip service and false hope of development when the reality was completely reverse. There is communal strife and uncertainty wherever there is the rule of BJP, added the Chief Minister.

He further claimed that since the BJP lead NDA came to power at the centre, many schemes which were once part of the flagship programme of the Congress government are either scrapped or given new names to use it in their (BJP) favour.

Pointing out that Manipur have made it presence felt in the recent past like securing first position in health sector for low infant mortality rate, Chief Minister O Ibobi illuminated that there are many things to be done.
