JIRIBAM, July 20: The 16th N Pattama Devi Memorial Meng Kang tournament 2013 organised by the All Jiribam Sport Association (AJSA) has today concluded with a final match played between Yaipha Lamjing Club, Dibong Khunou and Yaow Club, Champanagar.

The Yaipha Lamjing Club won the final match at 19-11 while Yaow Club took the prize of runners up. The Yaol Club won the toss of the final match thereby selected the side of their choice and its opponent Yaipha Lamjing Club had kick started the game.

The Kang tournament was participated by six teams viz, Yaol Club Champanar, MNC Ningthembam, Yaipha Lamjing Club Dibong Khunou, Echel Club Dibong, KYC Kalinagar respectively.

The best Lamtha of the final match was got by Th Gunadhor Singh of Yaipha Lamjing Club with a score of twelve while Th Ranjan Singh of Yaipha Lamjing Club got best Chekphei with score of fifteen.

The function of the final match was presided by the president of AJSA while Addl SP of Jiribam O Menjor Sing MPS as Chief Guest. The tournament was donated by N Rajbehari Singh of Jiribam IB Leikai in memory of his mother.

Srinagar, July 20 (ANI): The Amarnath Yatra remained suspended for the second day on Saturday, as security authorities refused to lift the curfew imposed in sensitive areas of Jammu and Kashmir due to the tension arising out of the BSF firing in the Gool area of Ramban District earlier in the week.
The authorities said the suspension of the yatra has been done as a precautionary step.
So far, over 2.50 lakh pilgrims have participated in this year’s yatra to the naturally-formed ice lingam at the Amarnath cave in the south Kashmir Himalayas.
The state’s Director General of Police, Ashok Prasad, said restrictions imposed Friday morning would continue till Sunday evening.
Over 30 people were injured in clashes between security forces and stone pelting mobs in Srinagar city and other places in the Valley Friday where people defied curfew, blocked roads, pelted stones on passing vehicles and engaged security forces in sustained clashes.
Heavy deployment of police and Central Reserve Police Force (CRPF) has been made in Srinagar, Ganderbal, Badgam, Bandipora, Shopian, Kulgam, Anantnag, Baramulla and Kupwara districts Saturday to prevent violence.
All major road intersections in Srinagar have been blocked with coils of razor wire, cross parking of security force vehicles and makeshift barricades.
The district magistrate of Srinagar has said identity cards of those manning essential services and media would be treated as curfew passes by the security forces.
An emergency control room has been set up to facilitate passage of patients to hospitals during emergencies. The strategic Jammu-Srinagar highway remained closed for the third consecutive day Saturday.
BSF Inspector General (Frontier Jammu) Rajeev Krishna told reporters the BSF guards at the camp had opened fire to prevent looting of arms and ammunition.
Locals have dismissed the BSF explanation as ‘fabrication’ saying that the troopers had opened fire at peaceful protesters.
Four villagers were killed in the firing while 43 were wounded.
The state government has shifted the BSF camp from Dharam (Gool) village and the camp has been taken over by personnel of Jammu and Kashmir Armed Police.
An ex-gratia of Rs.5 lakhs and a government job to the next of kin of each of the deceased was announced by the state cabinet .

KOHIMA, Jul 19 (NEPS): Nagaland Chief Minister Neiphiu Rio continued to shower praises on the State media, appreciating their works, contributions and roles in strengthening of the “pillars of democracy.”
While presenting Budget for the year 2013-14 in the Assembly on July 18, the Chief Minister, who is also Minister in-charge of Finance, acknowledged that the “press and media have come a long way in Nagaland, and they continue to play a constructive role. “I must specially compliment them for their comprehensive coverage of the proceedings of the Assembly sessions, thereby taking the business of this august House to our constituents,” he stated.

The user-friendly SMS based ticketing system which has already been effective since 28th June 2013, is being introduced by the Indian Railways in order to further improve the customer convenience and empower the common man who does not have access to internet and cannot afford to buy smart phones.
Since the mobile penetration in India has increased rapidly, this new system will be helpful in enabling booking of tickets by masses themselves. Ticket booking through non-internet based mobile, introduced as a pilot project by Indian Railways Catering & Tourism Corporation (IRCTC), a Public Sector Undertaking of the Ministry of Railways, will also help Railways in overcoming the menace of touting whereby unsuspecting people are fleeced by such elements.
This will particularly be useful for labourers and workers staying away from their home and who have to book tickets for travel to their native place.
Inconvenience in booking reserved railway tickets has been a cause of concern for all.
In order to facilitate easy access, Indian Railways have been making efforts by expanding the passenger reservation system counters network.
The online booking through IRCTC has now grown up to about 45% of total reserved tickets. This has eased the rush at counters to a great extent. While internet access in India is only about 10%, mobiles are now in easy reach and more than 80% people in our country use mobile phones.
The key features of ticket booking on mobile are as follow:-
Railway e-ticket now on mobile
• IRCTC introduces for the first time a non-internet based ticketing system that will empower masses even in remote areas to use the omnipresent mobile device to make reservations.
• Millions of rail travellers can now use their mobile phones to book tickets in a simple, convenient and secured manner.
• It uses simple SMS or menu-based USSD technology which works on all mobile phones and involves no internet and costs very little.
• The services can be availed by IRCTC registered users only.

Two years ago, Beed in Maharashtra’s Marathwada region made news nationwide on account of heinous crime of female foeticide, leading to a serious crackdown on several medical practitioners. According to 2011 census, Beed recorded a Child Sex Ratio of 796 girls per 1000 boys, much worse than the Child Sex Ratio of 894 for Maharashtra and the all India figure of 914.
Child Sex Ratio is defined as the number of females per 1000 males in the 0 – 6 age group. This ratio, on its own may not be able to present a correct picture of sex ratio as there are instances of under reporting of girls. Therefore, the Sex Ratio at Birth, defined as the number of girls born for every 1000 boys, is considered a more accurate and a refined indicator.
While unplanned pregnancy is generally the reason behind abortions, female foeticide is a far more heinous crime than the age old practice of killing the unwanted child after it was born. Selective elimination of the girl child in the womb itself is done after the determination of child’s gender through the medical means. This is usually done under family pressure from the husband or in-laws or even women’s parents. Sadly a majority of female foeticide cases involve an enthusiastic participation of women – both old and young.
Like many societies around the world, India too is patriarchal in nature. Right from the ancient scriptures, one finds instances were men are glowingly praised as the key to continue family lineage. This results in a fanatic obsession for a male progeny.
A Wake Up Call
Alarm bells began to ring when the rampant practice of pre natal sex selection came to light with the connivance of several reputed medical practitioners in Beed. The Pre-conception and Pre-natal Diagnostic Techniques (Prevention of Sex Determination) Act, enacted by Parliament of India in 1994, bans use of sex selection techniques before or after conception and prevents the misuse of prenatal diagnostic technique for sex selective abortion. However, due to laxity in enforcement, the there was no let up in discrimination against the girl child.
The state government woke up to the challenge and announced a slew of measures to stop female foeticide and catch its perpetrators. Teams were formed to crack down on illegal ultrasound centres indulging in sex determination tests. Food & Drug Administration kept a watch on the sale of drugs and medicines required for medical termination of pregnancy. Action was taken against 12 chemists in Beed district who failed to provide satisfactory replies to the show cause notices served upon them.
Awareness is the Key
To supplement the enforcement programme, a massive awareness drive was initiated to drive home the importance of girl child. Besides the public service advertisements broadcast over television and radio, Amir Khan’s TV show ‘Satyamev Jayate’ also helped raise the level of awareness about female foeticide.
Voluntary Organizations (NGOs) came forward to supplement government’s efforts in this girl child mission. In Beed, organizations like ‘Tee Foundation’ and ‘Marathwada Lok Vikas Manch’ came forward to adopt talukas, in a bid to improve child sex ratio. These Voluntary Organizations adopted Shirur-Kasar taluka for a comprehensive survey and provision of necessary support services. “It was a grim scenario when we began our survey in 2011; Beed had a low sex ratio of 733 and it was even worse in Shirur- Kasar taluka, where child sex ratio was only 669” says Dr. Bharati Lavekar of the Tee foundation .
The Voluntary Organizations conducted house to house surveys and listed out the reasons for adverse sex ratio. “After studying the mind-set and the behavioural pattern of villagers, we became convinced that the situation can not be improved merely by enacting laws or conducting television sting operations. We needed to get to the root of the problem and change people’s mindset” adds Dr.Lavekar.
While the government supervised strict enforcement of the PCPNDT Act, holistic health services were made available to pregnant women through regular health check up, vitamin administration and nutrition supplement under the National Rural Health Mission, NRHM. Special training programmes were held for ASHA (Accredited Social Health Activist) volunteers and Anganwadi Sevikas for skill upgradation. Voluntary Organizations played a key role in inter-personal communication, by reaching out to women during their free time.
To motivate people to raise girl child a fixed deposit scheme under the Balika Suraksha Yojana was introduced. Under this scheme Rs 5000 would be deposited in the name of every girl child born after August 15, 2011 to be held as Fixed Deposit with State Bank of Hyderabad for a term of 18 years. The lump sum money would be payable to the girl on becoming a major, subject to attaining certain minimum educational qualifications.
Surprise Results
Sincere efforts of government, voluntary organizations and citizen activists began to show results. A report prepared by the State Health System Resource Centre based on District Health Information System – an online portal for calculating sex ration at birth, had a surprise for everyone associated with the project. Beed district recorded an impressive 159 points jump in sex ratio during 2012 as compared to 2011. According to the NRHM Mission Director for Maharashtra, Vikas Kharge, “awareness drives, stringent enforcement of law, initiation of technology like mother and child tracking system, routine inspection and crackdown on ultra-sound / sonography centres have all resulted in improving the state’s sex ratio at birth. Along with Beed, Parabhani and Aurangabad have also shown improvement.”
At 906 girls per 1000 boys, Beeds sex ratio at birth is now on par, or rather a shade better than the state average. However, activists say there is still a long way to go to catch up with the ideal sex ratio of 951.

IMPHAL, July 19 NNN : Only 45.9 percent of the Nirmal Bharat Abhiyan (NBA) scheme has so far been able to implement in Ukhrul district of Manipur due to lack of sincerity and awareness among the people in the hill district, said a PHED official.
A one-day workshop on NBA was held at Kamjong, Ukhrul on Friday during which L Swamikanta, Director, Communication and Capacity Development Unit (CCDU), PHED, Manipur said that full implementation of NBA scheme in Ukhrul has been hampered by lack of sincerity and awareness among the people of the district.
He said only 45.9 percent of NBA scheme, which was launched in the state in 2006, has so far been implemented in the district because the people of the district lack attentiveness about the scheme.
Tamenglong district is recorded to be the highest among other hill districts of the state to implement this scheme at 90.50 percent, Swamikanta said.
He said people need toilets to lead a healthy life and also to ward off many diseases like common cold, diarrhea and dysentery.
NBA is a scheme jointly sponsored by the state and Central Governments under which the poor can build toilets at home free of cost.
He appealed to the Ukhrul public, particularly with poor economic background to avail the benefit and to construct toilets with sincerity.

(South) launched an operation and recovered huge cache of arms and ammunitions on 19 Jul 2013. One M-16 Rifle with magazine, four rounds of M-16 Rifle, two 7.65mm pistol with magazines, four rounds of 7.65mm, one C-150 Radio Set, one IC-V85 intercom RS and one G-3 Magazine were recovered from the cache.
15 Assam Rifles of 9 Sector AR under the aegis of HQ IGAR (South) organised a meeting of local community leaders of Yairipok and neighbouring Villages ThoubalDist on 19 Jul 2013. A total of 40 villages heads, Pradhans and local leaders belonging to Thoubal District attended the meeting. This meeting discussed issues related to infrastructure development, cleanliness, flood control and security aspects. The local leaders projected their requirements which will be taken up by 15 Assam Rifles in due course.

Imphal, July 19 : Chief Minister O Ibobi inaugurated Thoubal session court today . He said he was happy that ThoubalDistrict has got its own District and Session Court today. With this a new chapter has begun in the re-organisation of the District Judiciary System in Manipur. His Government always supports that the Judiciary and the Executivework togetherto build a strong justice delivery system in the Manipur State.
He recalled the speech of the Prime Minister Dr.Manmohan Singh at the inauguration of the Joint Conference of Chief Ministers of States and Chief Justices of High Courts, held recently in New Delhi,where he had assured that the Union of India would increase appropriately the quantum of funding for the scheme under which they provide support to the State Governments for the creation of infrastructure for subordinate judiciary.
He said he was conscious of the enormity of the task wewould encounter in giving every District of the State to have their own District and Session Courts in a phased manner within this short period of five yearsto which his Government had already taken decision recently. The Cabinet decision was taken in view of the State having now its own High Court as well. All these endeavours certainly involves financial expenditures. The State on the other hand, though not in a sound financial position because of the limited revenue resources and other factors, duly consider the proposals for the Judiciary as the Government has its obligation to build a strong judiciary system.
He was confident that establishment of District Courts in all the Districts will enhance not onlyquality and capacity building of the judicial officers but also for the practicing Advocates so that the State gets a quantum jump in justice delivery system.
He said he was aware that the social issues are drawing attention ofboth the Centre and the States to rising crimes such as rape against women, children etc. The numbers of cases instituted in all the Courts are still low. Speedy disposal of cases is the vision statement of the nation. The faith of the public in the Judiciary depends on the speedy disposal of cases. To achieve all these goals, nevertheless, co-operation from all sections of the society is also required. He hoped that the Thoubal Session Court is empowered by the High Court to deal with cases under special laws such as the Family Courts Act and Narcotic Drugs and Psychotropic Substances Act.
Besides, there is a lot to be done for the Juvenile Justice System. This is another area where my Government is concerned with cases of missing children. The system needs improvement and if necessary, workshops or seminars at the State level with the participation of senior civil and police officers, the judiciary, the prosecution and stake-holders give the concrete recommendations for implementation at the earliest.
He said he was aware that the High Court of Manipur has also undertaken to bring in the practicing lawyers for training on their capacity building in the programme of the Manipur Judicial Academy. He believed that the practicing lawyers will take opportunity of such training since the improvement of the Justice Delivery System needs improvement for both the Bar and Bench.
Justice Abhay Manohar Sapre, Chief Justice, High Court of Manipur was also present in the function. He emphasized the importance of court in every district to ensure the benefits of judiciary system in the state.
Th. Debendra Singh, minister of Law and Legislative Affairs, Dr KhRatankumar, Works minister, Justice N Kotiswar Singh, Judge, High Court of Manipur and ThIbohal Singh, Advocate General were also present on the occasion.
