PLA claims blast attack

The proscribed Revolutionary People’s Front (RPF) in a release has claimed responsibility for the blast that occurred at 6.10 am today on the near Maha Mani Village under Chandel district. It said the PLA’s Demolition Unit accomplished the mission.

The release signed by assistance secretary, publicity, Bangkim also said two Assam Rifles jawans were killed in the attack and five others injured.

It said it is known everywhere in the world that since India forcefully occupied Manipur, 8983 people have been killed under AFSPA,  1528  people fake encounters and several others missing after being arrested.

India can no longer deny the charges of human rights violations in the SAARC and UN meetings, it continued. After the same reports of human rights violations were brought up at United Nations Human Rights Council (UNHRC) on May 4, 2017, there is an ongoing debate on whether AFSPA should be repealed or not, it said.

 After questions were put up as to why AFSPA was implemented in the first place, India in order to cover its crimes, started initiating ‘Look East Policy’ now ‘Act East Policy’ and started constructing roadways and bridges, appointed new posts in the government etc, in a hurried manner, it continued.

However, these acts were not done out of love for the people of the Northeast, they were carried out to make a false impression to other countries and to further oppress the people, it said.     

The army still continues to kill people by using hired hands and their lap dogs. They also use these stooges to even kill women or to extort money from the civilians in the guise of revolutionary organisations, it alleged.

When the army was found involved in drug trafficking, the people had expressed that there will be no peace as long as the army is present, it said. The people must realise that the coloniser India and its colonial forces like the army is plotting to oppress the people forever, it added.

The chief of army staff from the war office of the party commended the Demolition Unit of PLA, those who planned the attack and completed the mission, it added.

Tml ready to welcome CM

Hectic preparation is underway in Tamenglong to welcome the chief minister of Manipur and his council of ministers whose visit has been scheduled for November 15.

President, BJP Tamenglong Mandal, Phunggan Phaomei stated that the BJP Tamenglong Mandal is organising mass cleanliness activity in the town as a part of the preparation.

He said that chief minister, N Biren Singh is likely to announce development packages for upliftment of the remote Tamenglong district. He also urged the people not to call any bandh or strike in the state in view of the proposed visit and in the interest of the general public.

During the visit, the chief minister and his council of ministers are likely to inaugurate the new district hospital at Duigailong village and inspect the new building and its areas. Moreover, the chief minister, N. Biren Singh will lay the foundation stone for the Rani Gaidinliu’s market, water supply scheme, 5000 metric tonne FCI godown and transit hostel for doctors and teachers.

A special cabinet meeting is also likely to be held after the public meeting at Mini stadium, Tamenglong. 

District Concerned Development Agency (DCDA) Tamenglong has appealed to all civil societies, NGOs and organisations not to create any hindrance during chief minister’s visit.

HC committee conducts spot enquiry at RIMS

A three-member committee appointed by the High Court of Manipur has conducted a spot enquiry today at Regional Institute of Medical Science in connection with the alleged irregularities in the administration.

The three members committee headed by High Court registrar (administration), N. Rojit was appointed by the single bench of High Court acting chief justice, N. Kotiswar after taking up suo motu PIL case against the institute.

The case was taken up on the basis of recent news reports published in local dailies that one of the PG students of the institute wrote an open letter to the Prime Minister’s office complaining of existence of multiple irregularities in the administration of the institute.

According to source the committee arrived at the institute’s administrative block and conducted official enquiries in the presence of RIMS director and medical superintendent.

Later the committee accompanied by the medical superintendent entered every block and department of the institute and inspected machineries rooms and recorded present positions of those machineries.

Meantime a team of media persons who went to cover the inspection were refused entry by the medical superintendent, Dr. Arun saying that it would not be appropriate to have media coverage during the inspection.

It may be mentioned that the said media report regarding the open letter to the Prime Minister, Narendra Modi by the PG student cited series of irregularities in the institutes, which includes non-functioning of MRI machine, ceasing of CT scan, no ventilator in SICU, no monitor, unavailability of NICU and only one functional USG machine.

The open letter also mentioned that patients have to purchase all the medicine from outside including iron and folic acid tablets, there is no defibrillator in the casualty ward, and above all financial irregularities.

Earlier on November 7 the court directed the institute’s authority to submit a report on or before November 20 regarding the matter.

The court also directed RIMS authority to allow three members of the committee to access all the departments and offices of the institute and also their official documents while making enquiries.

It also further ordered that the committee is free to report on any other glaring shortcoming in the functioning of the health care rendered by RIMS if it comes to their notice during the enquiry.

‘Women’s status better than in earlier days’

Kangleipak Lamjing Apunba Meira Lup (KANGLAMEI) today celebrated its 19th birthday at Manipur Press Club, Majorkhul with health and family welfare minister, L. Jayantakumar as the chief guest.

Jayantakumar acknowledged the importance of women in building a strong society.

He asserted that the status and conditions of women have improved a lot than the earlier times with women taking active part in social activities and even in decision making bodies nowadays.

A society can never be fully developed without the help of women, he added.

Giving the keynote address, general secretary of KANGLAMEI, Y. Kamalini said that the association was formed 19 years ago during movement to repeal AFSPA Act 1958. It was formed with an aim to ban various intoxicants that can disrupt the growth of children and affect the society’s development in the whole state.

Kamalini said that the organisation have worked hand in hand with all ethnic communities of the state and also worked for better living with peace and respect of every community. She added that it will continue to serve people at its best level.

The function was also attended by other important personalities including president of UCM, Johnson Elangbam, president of ACOAM Lup, Ksh. Somorendro, president of KANGLAMEI, Y. Leirikleima among others.

PCI directs state govt to act sensibly on threat to media

The Press Council of India in a statement has advised the government of Manipur to designate a police officer not less than a rank of SP to receive and act on any complaints of threat or harassment of media person.

The PCI ruling came by its quick response mechanism.

It may be recalled, the PCI had taken up the suo-motu case with regard to a bomb threat on secretary general of Editors Guild Manipur, Yumnam Rupachandra and the media in Manipur in general in the month of December 2015, the statement said.

The suo-motu case was taken up by PCI and inquiry committee set up to pursue the case.

The State government was represented by its advocate Naresh Kumar and had on behalf of the joint secretary (Home) Rehanuddin Choudhary submitted at the inquiry committee hearing.

The secretary general of the EGM also deposed before the inquiry committee from the journalists’ side.

The inquiry committee which held its last hearing on July 13 at New Delhi also recommended the PCI to advise the media fraternity to bring its security concern immediately to the law enforcement agencies, it said.

Further the statement continued that the disposal of the case came following the state government claiming that the police has identified the person behind planting of the bomb and that effort were on to nab the culprit.

State government also placed before the committee that the government has issued advisory for safety of media houses and the journalists on the direction of the PCI, it added.

On the request for the special task force for protection of media persons, the state government submitted that the State police already have good strength of commandos who are like special squad and actively deployed in counter-insurgency operation in Manipur and that they would be in better position to take care of security concerns of the journalists, it maintained.

The release mentioned that State government also submitted that SP’s concerned were carrying out adequate security measures by the way of frequent patrolling around area where the offices of local dailies are located. It also said security personnel were deployed in strategic locations round the clock to prevent any untoward incidents.

A suspension bridge along National Highway-37, Jiribam to Imphal road, collapsed today morning around 7 am, when a loaded truck was passing over. The driver and his companion jumped off while the truck was stuck in the middle of broken bridge.

The incident happened just before reaching Sibilong village when truck bearing registration number NL-04B 1122 could not pass through when it reached the middle of the bridge. The bridge started to break down slowly as it could not take the weight of the truck loaded with cement bags. The truck fell off from the bridge after a while.

Many other loaded trucks and passenger vehicles coming from Jiribam to Imphal were stuck folowing the incident.

Chandel blast attack on Naga movement: NSCN (IM)

The GPRN office of the central administrative officer (CAO), Khurmi Region, condemning today’s bomb attack said “it is as a challenge to the Naga people movement and its logical conclusion as a nation”.

A statement issued by K. Besui, caretaker CAO, Khurmi Region, CPRN, further said the Khurmi region, despite its complexity and regardless of religion, caste and tribes, people live harmoniously and peacefully for years. And, region authorities and all law enforcing agencies are striving hard keeping the law and order intact with the maximum co-operation of the people.

With today’s attack, it has been demonstrated that the sleepless adversaries of Nagas are terrorizing the land and people of Khurmi, it said adding that such ‘sinister design and devilish’ act of attacking Indian armed forces at the heart of district headquarter is nothing but attacking peaceful co-existence and instigating another armed conflict between India and Naga forces.

“The political nature of attacking Indian armed forces at the populated areas of Nagas is nothing but challenging Naga peoples’ movement”, it contended. 

It urged all like-minded citizens to condemn and isolate the perpetrator in the strongest terms before sharing its grief with the bereaved family of the jawans.

The governor of Manipur, Najma Heptulla interacted with the team members of Assam Rifles tri nation motorcycle expedition today at Raj Bhavan, Imphal.

On the occasion, the governor appealed to the expedition team members to pen down their journey experiences to make a book, so that people of the country can get knowledge from it. She also appreciated and encouraged AR for initiating such expedition in memory of the great freedom fighter Sardar Vallabhbhai Patel.

Sharing his experience, team member Col. PKS Gaur said that the main objective of the expedition is to foster connection between border guarding forces of the three countries, India, Myanmar and Bangladesh and pay homage to the fallen heroes of wars.

Moreover, it is to spread the message of peace and brotherhood and indulging with formal and informal activities including sports, social and cultural by covering a distance of approximately 2150 kms, he added.

He continued that there are 33 members including seven officers and 26 other ranks in the team and started its journey on October 20 and will complete on November 17 at Shillong. So far, it had covered Bangladesh and Myanmar borders and some parts of the northeast states of India for about 1600 Kms and will further ride to Nagaland and Assam from Manipur.

As part of the programme, students of Assam Rifles Public School, Keithelmanbi performed cultural shows.

Crop harvest drops after using high yielding variety seeds

United Peoples’ Front appealed to the government to give compensation to the farmers of the Thoubal district whose crop yielding capacity have allegedly decreased five times  after using the seeds supplied by the agriculture department. 

Speaking to media persons today at UPF office at Keishamthong, UPF Thoubal district committee, general secretary, W. Jiban said that UPF along with the farmers of the district agriculture officer, Thoubal have supplied high yielding varieties rice seeds (DRRH2) to the farmers of the district as requested by the farmers of the district.

But the outcome of the crops have reduced five times as compared to the outcome from the normal seeds used earlier, he claimed, adding three varieties of rice crops were grown in the field after using DRRH2 seeds.

Jiban said that such poor harvest has devastated the dreams of the farmers as their livelihood is heavily depended on it.

The general secretary appealed to the government to look into the matter urgently and take up necessaries action for the welfare of the farmers.

The Socialist Students’ Union of Manipur (SSUM) and Manipur Proletariat Peoples Democratic Union appealed to the government to amend the Article 3 of the Indian Constitution and give special provision to safeguard the territorial integrity of the state.

Kuki Inpi and CVOs of Kangpokpi have called off the 36-hour total highways shutdown on NH-2 (Imphal-Dimapur road) and NH-37 (Imphal-Jiribam road), which was scheduled from 6 am of November 15 till 6 pm of November 16.

The decision has been taken by the civil bodies after assurance was given to fulfil their demand for complete implementation of powers and functions of Kangpokpi DC and SP within this month by minister Th. Biswajit Singh, who assured as in-charge of chief minister of Manipur.

The minister invited the representatives of Kuki Inpi and CVOs yesterday and urged for withdrawal of the proposed highways shutdown in the presence of social welfare and cooperation minister Nemcha Kipgen.

He had also proposed for a public consultation meeting, which was held today at KSO Sadar Hills administrative office building at Kangpokpi, where the civil bodies decided to call off the proposed 36-hourstotal highways shutdown.

Speaking to media after the meeting, general secretary of Kuki Inpi, Lamminlun Singsit said that the civil bodies have appreciated the immediate intervention of the state government in settling the issue and for stopping others form of agitation.

He said that during the meeting, the minister Biswajit assured for complete implementation of powers and functions of Kangpokpi DC and SP, especially the powers of District Rural Development Agency (DRDA) and district election officer by November 30 and appealed to withdraw the highways shutdown.

He further said that the civil bodies have also conveyed to the minister about the aspiration of the people of Kangpokpi to celebrate the first anniversary of getting district status, with complete powers and functions of DC and SP along with all necessary infrastructures and man powers, which will be organised widely on December 8.

Locals of the Soibam Leikai Meri Leirak, Imphal East today blocked the Meri Leirak as the government has not taken up any initiative to black top the road.

Speaking to media persons, Yaipha Thoujil Lup publicity secretary, Ch. Loyangamba said since the last one year the road has been in a pathetic condition and people of the locality have faced lots of health problems due to dust pollution.

Frequent complaint has been made to the authority concerned by the local club but the government has not taken up any initiative to repair the road, he added.

On the other hand the government is repairing some important road which are already in good condition for the sake of the upcoming Sangai Festival, as the President of India is to travel through those road, added the public secretary.

He warned to take up certain agitation if the government fails to take up proper action in time to repair the road.

Eleven non locals who did not speak Manipuri language and did not possess any identification papers were rounded up by a team of JCILPS, Thoubal and handed over to Thoubal police.

When the police found out the seven out of 11 were minors, they were further handed over to Child Welfare Committee, Thoubal. The children were then safely brought to a nearby juvenile home by a team led by chairperson, CWC, Thoubal, Kh. Jotindra.

The children belonged to Dibrugarh, Assam. It has been confirmed that they were brought for labour works. Jotindra said arrangements have been made so that the children may be forwarded to a CWC concerned.

The only living indigenous religion of tribal communities in the state is Tingkao Ragwang Chapriak of Rongmei community. The 18th house of worship in the state was today inaugurated at Ramji Kabui Khul, Imphal West.

MLA of Patsoi constituency, Ak. Mirabai Devi attended the function as chief guest. In her speech, she said that Manipur is like mini-India with diverse cultures. She appreciated the Rongmei community for upholding their forefather’s religion when many have forgotten and forsaken their identity.

She stressed on her belief that god is one and that religion is translated into peoples’ own conveniences. “The origin of all human beings is same. It is all God’s will that such differences are created, giving us the opportunity to learn how to live together”, she said.

She promised to construct a community hall for the Ramji community near the TRCP house of worship and also to renovate the road connectivity of the village as it also falls under her own constituency.

Giving the progress report of the indigenous religious group, general secretary of Tingkao Ragwang Chapriak Phuam (TRCP) Assam, Manipur and Nagaland, Chaoba Kamson said that this Ramji site is the 18th house of worship in the state and the 22nd in the three states.

The aim of constructing the temple is to preserve, protect and propagate the doctrines and teachings of Tingkao Ragwang.

He recalled that believers of TRC initially had no idea of worship place but started constructing when Jadonang during his short period constructed four temples at Puilon, Luangkao, Tajeikaiphun and Binnakandi.

Tingkao Ragwang Chapriak is an indigenous religion of Zeliangrong and is a constituent unit of United Religious Initiative (URI) which is a global organisation having its head office at San Francisco (USA).

The devotees of TRC believe in the concept of polytheism which means worship of many gods and goddesses. The followers believe that the teachings of Tingkao Ragwang purify mental, physical and spiritual life. The worshipping day of TRC is every full moon day and every Sunday in the morning.

The inaugural function saw many cultural contents of Rongmei community such as Ho-hoing, blessings by the headman of the village for the house of worship in traditional manner and so on.

The function was also attended by president of TRCP (AMN), Meisonglung Pamei, joint secretary of NE region ABVKA, Manoj Bhatt and member of MSCW, Ranjita Golmei as presidium members.

Former chief minister, Okram Ibobi Singh has questioned the BJP Manipur on the purpose of the all-political-party meeting it convened and the formation of a consultative committee, when the latter is confident of the promise made by the Prime Minister that Manipur’s territorial integrity would not be compromised by the ‘Framework Agreement’ signed between the NSCN (IM) and the Centre on August 3, 2015.

Ibobi was speaking on the sidelines of a sit in protest demonstration organised at Thangmeiband Andalon Keithel, as part of an intensified campaign demanding to know the contents of the agreement.

The sit-in demonstration was organised by the Thangmeiband block Congress committee to mark the launch of its campaign to mount pressure on the government to disclose the contents of the agreement.

Ibobi disclosed that similar protest would be organised in all the 60 Assembly constituencies of the state besides meeting the Prime Minister, Union Home minister and relevant officials as a part of their campaign.

He clarified that the objective of the protest campaign was not a political vendetta but a voice of dissent against the failure of the NDA government to maintain transparency despite its tall claim.

The Congress party has no intention of gaining ‘Political Mileage’ by disturbing the tranquillity but the Centre’s adamant nature to keep the agreement’s contents concealed till date has made the Congress and the people wary, he said.

Ibobi revealed that he had witnessed several proposals like formation of Pan-Naga body, special autonomous district council etc, as options to the settlement of the Naga peace talks during his tenure as the chief minister.

Similarly, granting administrative, financial or cultural autonomy, on the pretext of averting disintegration of Manipur’s territorial integrity, would be a step towards Manipur’s worst nightmare, he opined.

Contending that granting the demand of a militant group would amount to encouraging insurgency, the former chief minister said it would give rise to more UGs and demands.

Creating a problem in order to solve another would not be a wise step, he suggested.

MPCC spokesperson, Kh. Joykishan, reiterated that the Congress party appreciates the serious initiative of the Centre government trying to bring a settlement to the decades old Naga movement.

However, the settlement should not be at the cost of Manipur’s integrity and any other Northeastern states, he said.

Joykishan, asked the NDA government to stop tormenting the sentiment of Manipur by coming out with a concrete assurance not to compromise Manipur’s integrity while finding a solution to Naga peace talks.

He maintained the Congress along with the people will fight tooth and nail to safeguard Manipur’s integrity.

Former Speaker of the Manipur Legislative Assembly, Th. Lokeshwar, cautioned the BJP government to disclose the agreement’s content before things get out of hand.

The state government is planning to dredge the river bed of the Imphal river by December as maintaining a clean river bed will be helpful in controlling water pollution as well as flood, said MAHUD minister, Th. Shyamkumar.

He was delivering the chief guest speech today during the closing ceremony of the 7-day campaign and observation of Swachh Bhart Mission (urban) 2016-2017 organised by Lilong Nagar Panchayat.

Th. Shyamkumar continued that the government will upgrade the market shed of Lilong Chajing and Andro as soon as possible. Cleanliness starts from one’s home and people should at the same time take the ownership of the state as their own home, he added.

The guest of honour of the function, consumer affairs, food and public distribution minister, Karam Shyam said that cleanliness will be maintained only when the public has a good civic sense.

Prime Minister, Narendra Modi has launched the Swachh Bhart Mission as cleanliness is one of the important things to prevent unwanted diseases and to make a healthy society.

He assured that the government will bring significant development in Langthabal Assembly constituency as well in the whole state within three years.

As a part of the function prizes were distributed to the winners of the essay and painting competition organised by the Lilong Nagar Panchayat in connection with the campaign and observation.

“NE needs green revolution to increase food productivity”

Green revolution is much needed in the Northeast region said IIS regional director Mangjangam Thouthang while giving his keynote address on the occasion of the regional orientation workshop for field officers of Agriculture department, government of Manipur. 

He though India is no more an agricultural economy some 70 per cent of its rural households still depends primarily on agriculture for livelihood. Agriculture is the source of livelihood for more than 50 per cent of our population he said.

According to the government sources, the state has a lot of agricultural lands in the country out of which only some are irrigated he said. Therefore it is a challenge to provide water to the non-irrigated lands and make it a suitable adoption of advanced farming he mentioned.

 He continued the prime minister has given the clarion call on the need to increase agricultural productivity with overall welfare of farmers therefore the ministry has been renamed as ministry of agriculture and farmers welfare with a view to develop a holistic approach.

He said that as per the recent government data over 83 lakh and 81 thousand soil samples have been collected and about 30 lakh samples have been tested.

To bring success of the government’s development programs and schemes it depends on the people’s participation he said. The challenge we all face today is to take relevant information to the doorstep of the people he mentioned.

The directorate of field publicity acts as the bridge between the people and the government in a true sense, he added.

The main objective of the workshop is to educate and equip the field officers of DFP on the schemes and programmes of the ministry of agriculture and to enable field functionaries to fine tune for effective publicity campaign he mentioned.

The workshop was held at the conference hall of the department of agriculture, Sajengthong.

Civil bodies gear up for open dialogue on Naga peace talks

United Committee Manipur (UCM), Committee of Civil Societies Kangleipak (CCSK) and All Manipur United Club Organisation (AMUCO) today reiterated their stand that they will not compromise on the state’s territorial integrity at any cost. 

President of UCM, Johnson Elangbam said in a press meet held today at UCM’s Lamphelpat office said the recent developments of Naga peace talks with the Centre has alarmed the people of the state. He emphasised on the need to protect indigenous people of the state and its territorial integrity. 

Johnson asserted that their demands have been clear since ‘Framework Agreement’ was signed in August 3, 2015 between Centre and the NSCN (IM). A memorandum has also been submitted to the interlocutor R.N. Ravi in his recent visit in the state demanding to reveal the contents of the agreement to the public. However the agreement has been kept under cover till date, which creates more tension among the public, he added.

Further Johnson continued the civil bodies have been preparing themselves and in this regard they have arranged an open dialogue with the public at Lamyanba Shanglen on November 18 to discuss the pressing issue of Naga peace talks.

He invited people interested in protecting their age-old tradition of living in harmony to participate in the decision making programme in safeguarding state’s territorial integrity. He also appealed civil organisations and others not to impose any bandhs and blockades on the day and disrupt commuters in taking such an important decision of the state.

Johnson urged the people to give full cooperation in the struggle to protect the state from external and internal divisive elements. He also pressed on the politicians and bureaucrats of the state to cooperate in their demands and walk hand in hand.

He asserted that the six points included in the memorandum submitted to the prime minister are still valid till date.

President of AMUCO, Ph. Deban, who also spoke in the media briefing, added that the historic legacy set by the forefathers will never be forgotten and taking away from them would invite intense democratic agitations from the public and especially the three organisations. 

He said the Naga peace talks should respect and honour the territorial integrity and added that more intense agitation than that of June 18 will take place if the Centre takes any unwise decision.

Civil service aspirants cry foul on MPSC 2016 main exam

Group of Aspirant MPSC claimed that the result of MPSC (main) examination, 2016 was tempered according to a RTI reply given by MPSC first appellate, H. Gyan Prakash on last Wednesday.

Addressing a press meet today at Manipur Press Club, Group of Aspirant MPSC convenor, S. Robertson said that advocate, Th. Lucy under the RTI has requested the MPSC officials to provide photocopy of the answer sheets of the 82 candidates.

But the MPSC rejected the request as the RTI is filed by a third party under scheduled 11 of the RTI, he added.

The convenor said the reply of the RTI by the MPSC also mentioned that “and whereas the commission has in consultation with the examiners decided to recheck certain number of answer scripts which led to allotment of new marks in certain answer papers.”

Group of Aspirant MPSC claimed that the result of MPSC (main) examination, 2016 was tempered according to a RTI reply given by MPSC first appellate, H. Gyan Prakash on last Wednesday.

Addressing a press meet today at Manipur Press Club, Group of Aspirant MPSC convenor, S. Robertson said that advocate, Th. Lucy under the RTI has requested the MPSC officials to provide photocopy of the answer sheets of the 82 candidates.

But the MPSC rejected the request as the RTI is filed by a third party under scheduled 11 of the RTI, he added.

The convenor said the reply of the RTI by the MPSC also mentioned that “and whereas the commission has in consultation with the examiners decided to recheck certain number of answer scripts which led to allotment of new marks in certain answer papers.”
