The next ‘tripartite talks’ on Manipur district creation imbroglio has been fixed at 12:30 pm on coming Friday, November 10, at Senapati district headquarters. As usual, Satyendra Garg, Joint Secretary of the Ministry of Home Affairs (MHA), Government of India will chair the talks.

Meanwhile, the United Naga Council (UNC) has expressed its disappointment today on the alleged “dilly-dallying tactics employed” by the State Government of Manipur and the Central Government on the district creation issue.

After holding an emergency meeting today over the district creation issue, UNC President Gaidon Kamei accused the Government of ‘managing’ the tripartite talks and not intended to resolve the problem. He further said that the Naga body “knows very well that the Government is not seeking to resolve the problem but managing the tripartite talks”.  Gaidon Kamei warned of an “explosive situation” because of the manner in which the Government is treating the issue.

The Government of India and the Government of Manipur should understand the nature of the issue and treat it accordingly. However, as per the records of the tripartite talks the Government is not serious about the issue,” the UNC chief further alleged. He said that the issue is very much a political one and that, “the Government should act accordingly.” Gaidon Kamei urged the Central Government and the State Government of Manipur to be “sincere and show commitment” to the issue.

 In the last ‘tripartite talks’ held on October 6, the UNC had demanded the State Government of Manipur to make its “concrete position” on the district creation issue. The UNC also demanded the nullification of the Manipur State Government constituted ‘Boundary Commission’. The State Government representatives had agreed to place the “objection” raised by UNC on the constitution of the Boundary Commission before the State Government of Manipur for “further consideration”. It can also be noted here that the October 6 talks  “agreed that the previous proceedings will be upheld by the parties concerned”.

It is worth mentioning here that the November 10 talks will be the fifth one. The first one was held on March 19, and the second one on May 19, the third talks on August 11 and the fourth one on October 6.

PAC demands CBI enquiry

People Action Committee against the Brutal Killing of Pravish Chanam of Uripok Achom Leikai at Greater Noida, Utter Pradesh has appealed the government to immediately hand over the case to CBI.

A release said the government must provide answers regarding the case by November 11.  If the government cannot provide the truth behind the case within the said date, then the case must be hand over the case to CBI, it said. The UP government has failed to provide any report regarding the alleged killing of Pravish Chanam for more than two months, the release continued. PAC has met the chief minister twice on September 14 and October 7 regarding the issue, it said.

On the meeting that took place on October 7, the CM shared to PAC a letter forwarded by the chief minister of UP which said the UP government will investigate on the issue and make a report on the case, the release continued. The letter also mentioned that if the findings in the report are not satisfactory, then the UP government have no problem in handing the case over to CBI, it further said. The release also appealed the governor, Najma Heptulla, who had assured PCA that she will provide necessary assistance regarding the issue, to help in handing over the case to CBI. The organisation is prepared to take up extreme measure to meet their demands unless the demand is made, it added.

CPI observes centenary of October Socialist Revolution

Manipur joined the world wide celebration of the creation of the Soviet Union on the ideology of socialism and equality on November 7, 1917, with a function at the Rup Mahal Theatre organised by Manipur State Council, Communist Party of India (MSC/CPI).

The centenary day of October Socialist Revolution dates back to 1917 when Vladimir Lenin with his army of labours, peasants, and workers among others succeeded in overthrowing the Tsarist autocracy of that time and formed a socialist state.

In the key note address, deputy secretary of MSC/CPI, L. Sotinkumar Singh narrated the achievements of the October revolution. He said that the result of the revolution brought equality and development in one of the most underdeveloped countries in a short duration of time. The revolution changed the face of world’s history and ideology, he added.

Sotinkumar explained that the impact of capitalism and globalisation reached and brought the country environmental degradation, farmers’ suicide, inequality in society, decrease in farm produces and so on.

Considering October revolution as the remarkable incident in world, state secretary of MSC/CPI, M. Nara Singh, said that socialist group was formed with an aim to fight against the rich and powerful elite.

He further mentioned that the true meaning of democracy in India is fading away after the coming of the Modi-led BJP government to power.

He said that in the present scenario “the nation is dividing into many groups on the basis of caste, class, religion etc.” He compared the present situation of the country to the Capitalist Imperialist developmental stage of neo-liberalism.

“In order to save the most disadvantaged group and bring equality in our society, it is high time to bring back the ideology of socialism in India,” he asserted.

The function was also attended by state deputy secretary (organisation) L. Thoiren Singh, secretariat member of the party, A. Lala Singh, secretariat member Kh. Surchand Singh among others as presidium members.

Opposition parties to observe note ban Black Day today

All Opposition Political Parties against Demonetisation is set to observe “Black Day” against demonetisation of Rs.500 and Rs.1000 notes last year on November 8 by Modi-led BJP government.

Govindas Konthoujam, chairman of the Organising Committee of All Opposition Political Parties against Demonetisation today said in a press meet at Congress Bhavan that the participants should gather at the Congress Bhavan at 10:00 am. From there they will head to the starting point of the rally Khoyathong, and then march together towards Minuthong, pass through Hatta and then Konung Mamang to culminate at the Lamyanba Shanglen.

There will be several academicians as guest speakers to deliberate on the effects of demonetisation, he said.

Govindas also urged people and other interested people to take part in the rally.

The organising committee is drawn from 10 opposition political parties including Indian National Congress (INC), Communist Party of India (CPI), Aam Aadmi Party (AAP), Bahujan Samaj Party (BSP) among others.

A booklet was released on the after effects of demonetisation called “Protest Levied against Modi-Led Disaster” by the organising committee.

Representative of CPI, Moirangthem Nara Singh during the press conference said that demonitisation is a big blunder and should have been implemented if at all, after through discussions in the Parliament but all these due process was skipped. Instead, Prime Minister Modi and his coterie imposed it on the country, making him the ‘new dictator’ of the country, he pointed out.

He also said that demonetisation is not a reform to fight black money but a reform to induce trouble to the poor majority of the population.

Demonetisation is in fact a diplomatic reform for the big corporates of the country who are actually the culprits in generating black money, he asserted.

Chief minister says govt determined to protect rare Manipuri pony

Reaffirming State Government’s determination and efforts to preserve and protect the endangered ‘Manipuri Pony’ breed, Chief Minister chaired the first meeting of the Manipuri Pony Development Board held at Chief Minister’s Secretariat today.

 The meeting thoroughly discussed the issues regarding the rehabilitation, long term sustainability to preserve and conserve the Manipuri Pony. During the meeting, Chief Minister Shri N. Biren Singh said that there is a need to develop more habitation area in various areas so that we could breed and increase the population of the Pony in the State. A breeding farm would be developed and maintained by the State Government so that the rare and precious gene of Manipuri Pony breed is not diluted at any cost.

Stating that Polo game plays an important role in protecting the state’s rare breed of ponies from extinction, Chief Minister opined that we should develop Polo fields and grounds in rural areas of the State too and grazing fields will be identified soon.

Discussing about the stray ponies in the street, the meeting unanimously decided that every Pony owner of the State needs to register their Ponies to the Government. Owners would be given some incentives for maintenance and care of the Pony. If the owners fail to register their ponies on time then necessary action will be taken up and the Ponies will be auction in public. The meeting also discussed about the procurement of dry fodder like straw etc in the post harvest period and to maintain fodder storage for the Ponies.

It may be mentioned that ‘Manipuri Ponies’ are among the seven recognised breeds of horses found in India.

Minister for Agriculture and Veterinary and Animal Husbandry Shri V. Hangkhanlian, Parliamentary Secretary (Agriculture) Shri Awangbow Newmai, Principal Secretary Shri Vineet Joshi, IGP Dr. S. Chittaranjan Singh, Director (Veterinary), members of Manipur Horse Riding and Polo Association and officials of various departments attended the function.

KYU applauds candidates on cracking exam of asst professor

Kanggui Youth Union (KYU) has congratulated Grace and Jangdeilhing for successfully cracking MPSC recruitment examination for the post of assistant professor in government colleges.

Grace Lhaineikim Chongloi (32), daughter of (Late) Haokholun Kipgen, ex-councillor of ADC Sadar Hills of Kangpokpi Ward No.7 got a post in Zoology department, while Jangdeilhing Misao (27), daughter of Henkholun Misao of Kangpokpi Ward No.6 in in Sociology department.

Grace is first among the Thadou-Kuki community to complete Ph.D from Indian Institute of Science, Bangalore and was conferred Doctor of Philosophy in Faculty of Science by the institute. She is currently pursuing post-doctoral studies in Molecular Genetics at Weizmann Institute of Science, Israel. She is supposed to work on ‘Rice Flower Development’ for about 3-4 years with funding from the institute.

Jangdeilhing completed her graduation at St. Xavier College, Mumbai and finished her Master in Sociology at Mumbai University. She got her JRF in 2015 and serve as lecturer in Ananda Singh Higher Secondary Academy since 2016.

When IFP correspondent spoke on the phone, Grace said that she is yet to decide upon her achievement while Jangdeilhing told that she will opt to work as assistant professor.

Village authority of Mapao Keithelmanbi, Kangpokpi district appealed to the government to arrange for posting of mathematics teacher at the earliest at Mapao Keithelmanbi High School.

Speaking to media persons today at Manipur Press Club, Imphal Mapao Keithelmanbi village’s headsman, Pungnaoyo Zimik alleged that there is no mathematics teacher in the school so the students are left with no means of learning mathematics.

Moreover there are only 10 teachers in the school though the government has created 17 posts for teachers in the school, he added.

During the last matriculation examination, six students appeared from the school but five of them got failed in mathematics as there the post of mathematics teacher still is vacant in the school, continued the headsman.

He said in the coming matric examination 12 students are to be appear but all of them are left with no hope of passing the mathematics subject.

Regarding the difficulties and problems face by the students in their education, a memorandum was submitted to the education minister on August 14 but till today the government has not taken up any affirmative action, added Pungnaoyo.

In an agitation against non-declaration of viva voice result, the Joint Action Committee for All Manipur Police Constable Civil Male Viva Voice Completed Candidate 2016 10+2 Fresh Batch today declared to impose bandh on November 10 from 5 am to 5 pm.

Speaking to media at Manipur Press Club today, the general secretary of the committee, Chanambam Manichandra said that the dateline of declaring their result was on November 4 but the authorities concerned did not declare on the said date and remained deaf to the demand. The general strike will be imposed by the JAC to show discontentment with the negligence of the government, he added.

He said that on August 18, the JAC went to CM bungalow in order to take an appointment of meeting with the chief minister, however, the JAC was told to come on August 23 and discuss the matter along with CM, N. Biren Singh and OC, Shubon of Imphal police station. But unfortunately the JAC failed to meet them.

The JAC finally submitted their memorandum on October 22 stating that if the authority concerned did not declare their result before November 4, the JAC will be imposing bandh and blockade for three days continuously, said Manichandra.

Wangbren-Shangnu legend testifies age-old hill-valley bond

Legends tell everything, Meiteis and Anals has inseparable centuries-old bond and close connection. During an undisclosed pre-historic era, Ibudhou Wangbren Khana Chaoba, the Meitei deity, who manned the southern frontier of Manipur, dared to compete with strong Anal youths to claim the hand of Shangnu Shanghra (also known as Shangkhurembi), the only daughter of Anal chief Mongyam Ngamba.

It is widely believed among the Anals and the Meiteis that Ibudhou happily settled with the beautiful lady after coming out victorious in the competition.

Centuries have passed and civilization gone, but this legend never gets ruined with the passing of time. It still remains in the rich folklore of Manipur with relics believed to be connected with the legend are still standing tall as testimonies at a picturesque place known as Hungke-pa in Anal Khullen village in Chandel district.

Chief minister N. Biren’s maiden visit to Chandel district headquarters recently, this legend came forth once again with a new vigour when Anal Naga Taangpi (ANTA) requested him to develop a tourist resort at Anal Khullen to commemorate the inseparable age-old hill-valley relationship.

Chief minister, who has championed in forging hill-valley ties, while speaking at a grand reception function attended by thousands of people of different communities at Chandel’s Maha Union Ground on November 4 declared that his government would leave no stone unturned in developing the sacred site no matter how much money it required.

Within 48 hours, N. Biren announced through the media that Rs. 2 crore had been earmarked by the government for the said project. 

Speaking at the same function, N. Biren said, “I was almost in tears when I went through the memorandum submitted by Anal Naga Taangpi. The Anal body requested me to develop the sacred site of Ibudhou Wangbren at Anal Khullen. We can’t overlook such realties and common history that we share together.”

Disclosing that the request was made in a memorandum of the apex Anal body, the Chief minister pointed out that the representation merits attention because it traces our forefathers, and history tells that hill and valley people have common ancestors.

The Chief minister said that his government’s ‘Go to Hills’ slogan is a sincere effort towards identifying the cause of hill-valley divide and resolve all forms of discord through understanding and egalitarian development.

“We can’t solve any problem without going to the root cause”, he opined.

The Anal body requested me to develop the sacred site of Ibudhou Wangbren at Anal Khullen. We can’t overlook such realties and common history that we share together.”

MAHUD minister, Thaonaojam Shyamkumar Singh today said that a loan disbursal office at Ngariyal Chingkhong will be inaugurated on November 20 for the people of Imphal East, especially of Andro region to ease the process of availing loans from Imphal city. This office will give awareness on various loans and schemes of the government particularly for women.

He was speaking as the chief guest at the one day awareness campaign on handlooms and handicrafts delivery and Mudra loans at Lai Manai Multipurpose Hall, Yairipok.

The minister said that there will be no development if there were no women and for the welfare of women who have helped themselves by engaging in handloom and handicrafts, there are different schemes given by government. He urged the women to avail these schemes and loans such as Mudra loan, for these will improve earnings and encourage them to work qualitatively.

He said this awareness programme will give local women an opportunity to explore their talents and idea regarding possible business opportunities. He also said that more loans under various schemes will be given after the identification of beneficiaries is made. He also appealed to the loanees to pay off loans on time so that a cordial relationship is maintained between the bank and the loanees.

Altogether, 1,250 cards were distributed to women weavers of the constituency today.

Shyamkumar also said that loans will be available to the locals of Andro constituency from the new office which is due to be inaugurated in the last week of this month. He also assured the locals that the Imphal-Yairipok road will be blacktopped soon while observing the problems faced by the commuters.

Sangai festival to be promoted at village level

The Giving Tree, an environmental conservative organisation that provides performance and event venue, is bringing a new dimension to Manipur’s state tourism festival this year.

Sangai Khunung Festival, which will be an authentic village fair, will be held as part of Sangai festival from November 21 to 30. With theme titled ‘Taking the festival’ to the villages of Manipur and to their hearts; it aims to bring an opportunity for people in villages of Manipur to interact with visitors and show them the richness embedded in their villages – its people, culture, its field, stream, traditional way of living and livelihood. Sangai festival is a favourable platform to showcase these potentials.

Sangai Khunung Festival will be a junction of ideas, skill and wisdom; an arena where rural meets urban, and vice versa. The basic principle is to take the festival to the villages of Manipur, which in entirety will mean – bringing the visitors to the villages.

The festival will be organized by The Giving Tree with full support and participation of Matai villagers. Village representatives and the Giving Tree team had several consultations discussing minutes of the festival. The Matai Village Authority and the management team will coordinate the festival.

This particular event will help bridge the gap of connecting values of our ethnic past with present youth, and exchanging the experience of village lifestyle with the urban visitors.

Matai Village in Luwangsabam assembly constituency will be the ‘Khunung destination’ for this year. Matai is a small village of 280 households, with a population of 1150 people, approximately. Located at a distance of 8kms from Kangla Gate towards North on AH1 (NH-2),  it is a pleasant 15-18 minutes drive from Kangla Gate, which takes the visitors to this village settlement where the Langol hill range surrounds the periphery from three sides.

Indigenous games, bird-watching, nature’s trails, camping, folk based music, dance and theatrical performances, film-screening, art-installations, flea-market, village area tour, village area fair, panel discussions, will be highlights of this event.

Matai Village – situated in the foothill of Langol Hill Range; offers a scenic setting for the main events, for which the village community halls will be used for certain theatrical performances. It is expected that the warm hospitality at the home-stay will be a gratifying experience for the visitors.

The Giving Tree family is a group of young enterprising motley crew with creative and constructive ideas for a futuristic Manipur. The team plans to spread this event across the villages of Manipur in the long-run.

Chief Engineer-1 (National Highways ) Nongmaithem Noren has assured that the potholes which have been reported not to be repaired along the Imphal-Churachandupur highway will be completed by this month. Addressing media persons in this regard at PWD office located at Khuyathong today, he said that the repairing of potholes have been held up due to the incessant rain.

He said that the department had inherited an unfortunate legacy of of unfinished work and the department will finish the unattended pothioles along the airport route highway as soon as possible.

He also lamented that that the positive work of the department has not been highlighted in the media and only certain lapses which have occurred due to environmental situations have been blown out of proportion.

Chiang (Liangmei) Students’ Union today complained about the irregularities of mid-day meals in Langmei High School and for exempting two lecturers from attending school since July 28.

President of Langmei Students Union, Poujengdinbou Newmai told IFP that mid-day meal was served at the school only for two days for 2017 session.

He said it is to their surprise that such governmental scheme which is supposed to be delivered every working day was served only two days for a whole academic year of 2017. The students are deprived of the fundamental right as per Right to Education Act, 2009, he alleged.

Poujengdinbou also said that classes XI and XII Arts are handled by only two teachers in the school and the terminal examination for 2017 was conducted without History and Political Science subjects.

A memorandum was also submitted to the education minister on November 3 by the student body urging the authority concerned to look into the matter and take up necessary actions against the default teacher according to RTE norms 2009.

DESAM decries selection of non Manipuris

Strongly condemning the selection of five non – Manipuris in the result of the written test conducted for the nine post of Manipur Judicial Service – III under Manipur High Court, the Democratic Students’ Alliance of Manipur (DESAM) said the selected five must decline themselves from attending the DPC.

A release said DESAM had been continually taking strong measures against the selection of non locals for posts in Manipur and making protests that no form of advantages should be given to them. It is unfortunate that five non locals had been selected in the result of the written test for the nine vacant posts under Manipuri High Court, it said. The release demanded that the selected five must decline themselves from attending the DPC to be held on November 11 and 12.

The authorities must not allow the non Manipuris to sit in the DPC and the government ought to take the matter seriously, it continued. If the candidates and the authorities go against the stated demands, then DESAM will take up extreme measures in order to save the indigenous people of the State, it said. The government, authorities of the high court of Manipur and the candidates must be held responsible for whatever the outcome, it added.

It is unfortunate that five non locals had been selected in the result of the written test for the nine vacant posts under Manipuri High Court, it said. The release demanded that the selected five must decline themselves from attending the DPC to be held on November 11 and 12.

The authorities must not allow the non Manipuris to sit in the DPC and the government ought to take the matter seriously, it continued. If the candidates and the authorities go against the stated demands, then DESAM will take up extreme measures in order to save the indigenous people of the State, it said. The government, authorities of the high court of Manipur and the candidates must be held responsible for whatever the outcome, it added.

NHPC will organise a state-level painting competition on national energy conservation day on December 14 at Raj Bhavan, Imphal.

Held under the aegis of union power ministry’s bureau of energy efficiency (BEE), the competition will have two categories. Category A will be for students from fourth to sixth standard and category B for seventh to tenth standard.

The objective is to propagate the message of energy conservation among the public as well as various sectors of the economy.

Governor Najma Heptulla will be the chief guest at the event, which will begin at 9:45 am. Guidelines issued by BEE can be found on https://beeindia.gov.in.

AMTU submits memorandum

All Manipur Tribal Union (AMTU) has submitted a memorandum to the Chairman of Hill Areas Committee (HAC), Government of Manipur seeking feasibility to promulgate an Act to enable “hill tribal people” of Manipur to own land ownership patta under Autonomous District Council (ADC) Act.

“With profound gratitude for your esteemed relentless service in safeguarding the interest of the Hill Areas, we have to state a few lines seeking your wisdom on the above stated matter”, the memorandum said.

According to the memorandum, under the purview of Acticle 371(C), MLR/LR Act.1960 cannot be extended in the Hill Areas of Manipur. “This had prompted many land owners and homestead owners of the Hill Areas to register such lands under MLR/LR Act.,1960 which records are maintained in the neighbouring valley districts,” it said, adding, “This was done so, inadvertently just to acquire land ownership patta for ownership, security and collateral purposes”.

According to AMTU, now it has become a matter of dispute for land records between hill districts and their neighbouring valley districts, which sometimes ignites communal flare-up and disharmony.

On the other hand, people of the Hill Areas face inconveniences in absence of land ownership patta system upon which their lands are huge but no valuation or cadastrally surveyed and recorded, the memorandum also said. Such lands cannot be used as collateral or mortgaged on certain essential cases such as bank loans or industrial government’s financial aids, it added.

“Hence, you are persuaded kindly to see into the matter by constituting a sub-committee and find out feasibility to amend the District Council Act to enable hill tribal people of Manipur to acquire land ownership patta under ADC which could also lend premium revenue exchequer and incorporate or accommodate the land records lying in some valley districts under the same,” the memorandum said.

Cleanliness drive undertaken at Manipur Press Club

 As a pledge to keep Imphal city clean, All Manipur Working Journalists’ Union (AMWJU) in co-ordination with Manipur Police undertook a cleanliness drive within and around the vicinity of Manipur Press Club.

 A release said, under the supervision of director general of Police LM. Khaute IPS, the initiative was led by AMWJU president, Wangkemba Shamjai and City Police Station officer in charge, Sudhir.

AMWJU expresses their gratitude to City Police Station OC, Sudhir and all the police personnel who participated in the cleanliness drive, it said.
