UNC serves 48-hour period to government to give its clear-cut position

Newmai News Network

SENAPATI | Sept 29

United Naga Council (UNC) demanded the State Government of Manipur and the Government of India to make their respective “clear-cut” positions on the 7 new district creation issue/tripartite talks within 48 hours. UNC said that Naga people and UNC should not be held responsible for any eventuality in the event of the failure from the government sides to pay heed to its demand.

This decision was taken in today’s presidential council meeting of UNC, according to the Naga body.

UNC held its ‘presidential council meeting’ in its office at Senapati where UNC executives and Naga frontal organizations participated it, according to UNC. The Naga body said also that today’s meeting “seriously viewed the dilly-dallying tactics played by the Government of India and the State Government of Manipur on the tripartite talks/the 7 new district creation issue.”

According to UNC, on September 15 it had asked the Ministry of Home Affairs (MHA), Government of India, regarding the latter’s position on the next tripartite talks “but till date nothing has come forth from the MHA.” UNC then said that the State Government of Manipur and the Central Government should not take the Nagas for granted.

“We will wait for the next 48 hours and in case if the MHA and the State Government of Manipur do not respond or do not give satisfactory response to our demand, then we have no other option but to take up our own course of action,” asserted the Naga body.

In today’s meeting, UNC executives and Naga frontal organizations also discussed their preparedness on the course of action to be taken up in the event of the failure from the MHA and the Manipur to respond or do not give “satisfactory response to our demand,” disclosed the Naga body.

It can be noted here that, tripartite talks on district creation issue was held at Senapati on August 11 where UNC, Ministry of Home Affairs (MHA) and the State Government of Manipur representatives had participated. The three parties had agreed upon to hold “next round of talks” in the month of September.

The August 11 talks were brought up to the ‘political level’ with the participation of three cabinet ministers of Manipur, which included Agriculture & Veterinary Minister V. Hangkhanlian, Tribal Affairs & Hills Minister N Kayisii and Education & Labour and Employment Minister Th Radheshyam.

Apart from the three cabinet ministers, Additional Chief Secretary (Home) Dr .J. Suresh Babu and Commissioner (Works & IPR) K. Radhakumar Singh had also participated in the talks. A large number of UNC team had participated in the August 11 talks chaired by Satyendra Garg, the Joint Secretary of the Ministry of Home Affairs (MHA), Government of India.

KANGPOKPI | Sept 29

The road leading to Saikul hill town from Imphal suddenly tumbled near Champhai located around 7 Km away from Saikul sub-division today at around 2:30 pm due to a heavy landslide.

Many vehicles passing along the road were stranded for few hours until a JCB cleared the half remaining road which could only accommodate only light motor vehicles.

The place of occurrence is reportedly under Imphal East in Khundrakpham Assembly constituency and road is near a river bank.

President of Kuki Inpi Saikul Gamkai, Seimang Lupho has appealed to the state government and concerned department for early intervention so as to avoid further grievances of thousands people of Saikul areas.

He alleged that the unfortunate incident happened today due to negligence on the part of the concerned PWD department as half of the road had already been carried away earlier. A representation had already been submitted to the IFC minister for construction of retaining wall at the site earlier, he added.

Seimang Lupho also appealed the MLA of Khundrakpham and Saikul Assembly constituency for swift intervention in the interest of their respectively electorates without further delay.

Imphal-Saikul road is the only lifeline of the people as there is no other alternate connectivity road except Sapormeina-Saikul road which is currently not motorable owing to the breakdown of the bridge over Gundung near Sapormeina in the aftermath of cyclone Mora which is still unattended.

Meanwhile, the roadway connecting from Yairipok to Nongpok Keithelmanbi was cut off after a landslide reportedly occurred at the Malom side.

The landslide occurred on the ground below the road, cutting of a massive chunk of the path and making it no longer crossable. This has caused difficulties to the villagers of Moirangpurel, Tumbukhong etc.

The villagers have appealed to the authorities concerned to urgently look into the matter. It may be mentioned that the area where the landslide occurred comes under Andro Assembly constituency.

‘IOC creating artificial scarcity of LPG cylinders’

‘IOC creating artificial scarcity of LPG cylinders’

IMPHAL | Sept 28

Karam Shyam, minister, consumer affairs, food and public distribution said the State government is now able to regularly supply kerosene oil to the beneficiaries after oil adulteration was put into check.

Speaking to the media at his official quarter at Sanjenthong, the minister said the allegation levelled by the spokesperson of a political party against the government is incorrect and baseless.

The minister further accused Indian Oil Corporation of creating an artificial scarcity of LPG cylinders in the state. Expressing concern over the inconveniences faced by the consumers due to LPG scarcity, Shyam reiterated the government is committed to solve the problem.

Further he said that he has given instructions to the officials concerned to ensure adequate supply of LPG in view of Ningol Chakouba. Stating that stern action will be taken up against those persons responsible for scarcity of LPG in the State, the minister said consumers are also losing out on their subsidies as well.

Shaym said if needed, he will consult with the chief minister and take up the matter with the Union minister of Petroleum and Natural Gas and IOC.

The State requires 51, 17.864 MT (Metric Tonne) LPG in a month for the 3, 60,413 consumers of subsidized LPG (14.2 kg). However, the IOC (Indian Oil Corporation) supplied 2791.663 MT in April, 1377.214 MT in May, 2092.76 MT in June, 1398.13 MT in July, 1663.7 MT in August and 1147.98 MT (under process) for September this year.

Shyam refuting the charges regarding Kerosene oil, he said there is no bill passed by the Manipur Legislative Assembly entitling kerosene quota to the MLAs. The present government has increased the quantity of kerosene oil for the MLAs provided from the ‘Kerosene Reserve’ of the directorate, he added.

The minister also stated the present government cleared the backlog of previous government for 4 months (December 2016, January – March 2017) by allocating 12 KL (Kilo Litre) of kerosene (3KL for each month). He said kerosene for the period of April-June 2016 was 5561. 8 KL (3 KL allocated for MLAs), July-September 2016 was 5292 KL (2 KL for MLAs), April –June 2017 was 4476 KL (2.5 KL for MLAs) and July- September 2017 is 4476 KL (2.5 KL for MLAs).

He continued despite the fluctuations in the quantity of Kerosene allocated for the State, the MLAs are getting increased quantity of Kerosene as compared to the previous government.

The sentimental languages like foreigners, non-locals, non-indigenous, etc. against Bengali speaking and other non-Manipur speaking people published in local dailies and broadcasted in electronic media by JCILPS, KSA and other hurt the sentiment of those people and added that there is doubt  and fear that such publication and broadcasting may create communal tension between the major and minority communities in Jiribam.

A statement of the association that an executive committee meeting was held on September 26 at the premises of Al-Ameen School, Sonapur, Jiribam to discuss various agendas including correction of error in Aadhaar ID and Voter ID.

Joykishan accuses Shyam of misappropriating KS oil

By A Staff Reporter

IMPHAL | Sept 27

Manipur Pradesh Congress Committee (MPCC) spokesperson Kh. Joykishan Singh, has accused consumer affairs, food and public distribution (CAF&PD) minister Karam Shyam of misappropriating Opposition MLAs’ quota under public distribution system.

Addressing a press conference at the Congress Bhawan today, Joykishan termed the act of the minister as “daylight robbery” and a “total disregard” to the anti-corruption campaign of the state government.

According to Joykishan, in 2004 the Manipur Legislative Assembly passed Salaries and Allowances of Members of the Legislature Assembly Bill under which an MLA is entitled with 3000 litres of kerosene oil among other incentives.

However, Shyam has allegedly violated the norms and allotted only 2500 litres for an Assembly constituency particularly the Opposition bench.

Demanding a clarification from the minister concerned, Joykishan observed that the government must concede to the “highhandedness” and existence of rampant corruption in its governance if it fails to clarify.

He also appealed to the people to be cautious of “highhandedness” of the government which had even dared to openly rob elected representatives.

The spokesperson also strongly reacted to the decision of the state government to open a Night Plaza in Imphal.

Although lauding the initiative which gurantees a platform for recreation, he termed it as a challenging task citing the situation of the state.

He suggested that the government should reconsider its decision to ponder on the merits and demerits before implementing the same.

He questioned the government whether the law and order situation of the state is conducive enough to launch “Night Plaza” when it hesitated to consider the demand to repeal AFSPA citing bad law and order.

He further questioned whether the state government will take the responsibility in the event of any untoward incident as a result of its initiative.

If the government is insisting on launching the Night Plaza, Joykishan said it would be wise for the government to announce a package for the flood affected people in the valley during the launch programme.
