Education is the empowerment of masses to shape and mould their destinies. It is also the instrument of the enlightened and the empowered to ignite their vision and of mediocre & less privileged human beings in multi- faceted forms, it may be for understanding the intricacies of the nature i.e., cosmology, strengthening the wisdoms, reaching out to technologies and attaining high standards of in learning at research centres, ethics, morals and the aesthetics . Till independence of India i.e., 1947 and a decade thereafter educationalists depended on conventional education aimed at joining blue/ white collared jobs only. With huge expansion in service sector there was a phenomenal rise in student’s enrolment at schools and colleges which remained managed in conventional manners only miserably lacked in infrastructure. India being a vast country and rural based, educational experts realized that some additional system to spread education to every nook and corner of India be introduced. It saw the introduction of non-formal system of education i.e., open schools, open universities and other related institutions to benefit the under privileged people and persons who could not afford to go for further studies in places like Delhi, Mumbai, Chandigarh and Chennai and also to assist those who wished to improve qualification’s while in service. However this type of open, distant education and conventional system in vogue were found not commensurate to accommodate upsurge in student’s community, especially so in the North East. To meet this challenge, Govt. of Manipur approved many private schools and gradually but progressively such schools produced excellent results and today toppers list is shared by them every year. Conversely, governmentally run schools went down and down. But one gets surprised when hears about repeated extortion demands on such schools for the past two decades. Considering this, it has to be said that not raising our voice against extortion demands on our schools that are doing yeoman service in shaping our youth is a big mistake. It does not mean that certain anomalies & malpractices set in educational system in both governmental & privately run schools need not be checked or exposed. There are lawful means available to do it & RTI is the right weapon to be used. Extortion from schools by undergrounds is actually extortion from our children and their parents. Education, whether through non-formal or formal system, conventional or non-conventional, malpractices in overall educational system which are attributed to corruption and extortion in various forms has crept in the system. So with degrees multiplying and honest students scholars lagging behind in selections for jobs where honesty, sincerity and creativity is involved , they feel not only disappointed & frustrated but in many cases they commit suicides too. But still we do make a big cry for quality education. Teachers are honoured every 5th September, by student bodies in a dignified manner and now they are resorting to streets, weeks in advance to fleece money from passers-by and citizens. Constitutions of student welfare bodies must be scrutinised. To meet any demand by non- educational organisations by politicians and undergrounds, through processions be banned. It ignites different and negative ideas in the minds of students which ultimately affect the body and mind of the entire society. Above all, if the parents wish to see their ward(s) come up in progress and growth, they (whether educated or uneducated) must guide their ward(s) to positivities & establish continuous contacts with their teachers and prevail on undergrounds to leave education as a free zone. Some chapters like importance of role of religion in one’s life, understanding the meaning of human rights duties and values, vicious affects of corruption and extortion on the societal order in the services, health & education sectors if adopted in school syllabus will surely lead to give quality education which can bring upright youth to evolution for a peaceful State and better understanding of the human core. As said by Socrates “ Education means bringing out the idea of universal validity which is latent in the mind of every man” This is the story of education. Health sector which is again a major building block of healthy society on the edifice of dependable youths and cheerful adolescents can be acquired only with good health care. During Ashoka period King & philanthropists used to establish free dispensaries & hospitals not only for human beings but for animals too taking health as ‘service to God’. With hundred fold increase in population,, eco-environs sufficiently shaken , global warming, adulterated food, contaminated drinking water, lack of hygienic living conditions for majority of people many new set of diseases are appearing and Govt. Hospitals are not sufficient to meet medical needs of populace , Govt. of India and UNESCO have encouraged setting up of new hospitals privately too. 100% costs cannot be borne by the Govt. so medical experts out of dedication and desire to provide health care and create job opportunities for deserving & the needy opened the private clinics & hospitals depending on availability of the resources & loans. In the context of Manipur, there are many – some of very big but others of medium nature. Here in the last two decades it is found that almost all such hospitals and all the privately run (though Govt. approved) hospitals & schools are being slapped with monetary demands from not one group of undergrounds but as many as are carrying some or the other nomenclature . Many a times, chemists had to close down their businesses for days together due incapacity to meet UGs repeated demands. At times even life saving drugs had run out of stock. Meeting one monetary demand leads to consult the corruption reference book which is patent to Manipur only to make up the losses. Who suffers mostly, the poor or say ‘aam admi’. Many specialised doctors are threatened to send their juniors to attend to suffering UG cadres for treatment at risk to their life. It causes fear psychosis though they might have been looked after well. Thus this corruption & extortion move hand in hand overarching the state machinery. Everyone will agree that in Manipur the practice of corruption, terrorism, insurgency, revolution and extortion criss – crosses various sections of society, hills and valley both. In our contemporary situation much to the dislike of the society, the activity of extortion has come to stay. Anti- social elements are mushrooming day by day. To eke out huge sum of easy money in a materialistic world through unlawful taxes, black mailings, ransom vis- a- vis hostage methods are becoming a matter of research. The drama of extortion has different themes viz, kidnapping on account of business rivalry or the administrative diktat or a political hostage for repatriation or extradition and so on. Even in Manipur where extortion has been sadly accepted as an integral part of one’s day to day life, extortion from schools and hospitals cannot be tolerated. It is like stealing the rice meant for BPL families. Scripturs hold a society where teachers, priests and doctors are not shown respect heads for doom. Or is it our majority choice. It is simply eroding our social base. Please watch out!

The empirical demands of history, much worse, prehistory, when it is allowed to assert them by its practitioners, drawing us to empirical evidence from archaeological evidence (if there is any) or texts, at least writings from non-archaeological contexts, is flawed with mistrust especially when it has taken a few decades emphasising the evidence. However, the usefulness of empirical work is that a hypothesis can be made from data collected that is essential to the research.

The present Manipur is home to the majority Meiteis who live in the Imphal valley. Manipur is also home to a variety of ethnic groups such as Tangkhuls, Kabuis, Kukis (Thadous), Paites, Gangtes and Hmars, koms and so on, altogether 36 tribes, who inhabit the surrounding mountain ranges.

I use the word ‘tribe’ as a biological noun to mean – a group of people related by blood or marriage, united by language and culture with shared lineages, and not as used in anthropological literature, which some people regard it as derogatory. This was exactly the concept of Nikhil Manipuri Mahasabha/Congress Party, during the merger of Manipur with India.

As we know the total area of Manipur is 23.327 sq km. The valley accounts for only 2.238 sq km. Manipur shares 350 km of international border with Myanmar in the east.

The Meiteis constitute 60 per cent of the population but occupy less than one tenth of Manipur’s area in the valley only, because of ‘protective racism’. Immigrants from the eastern part of undivided Bengal during the British period, known as Pangals forming about 8 per cent, settle in the Imphal valley. The rest known as Mayangs (non-Manipuri Indians) came from different parts of India and also settle in the plain.

How the Meteis and other tribal peoples of Manipur came to live in Manipur is speculative. In the absence of a more cogent explanation, this article attempts to reconstruct the origin of Manipur from a geo/archaeological perspective.

To emphasise the prehistoric nature of Manipur – a Mayang word coined in the early part of the 18th century, I prefer to use the original name Kangleipak instead, until I come to the 18th century Kangleipak

To quote W Ibohal in his great book, The History of Manipur (An Early Period) – “The mountain chain where Manipur is situated belongs to the great Himalayas.” To prove his geological point he writes that ‘in 1952-53 AD one fossil of a sea living creature, cuttle fish, now extinct, was found at Kangpokpi in the northern part of Manipur.’

Further, he cites that recent findings in the tunnelling for Loktak Hydro-electric project, clays (representing the bottom of the sea) were discovered instead of hard rocks (expected from mountain ranges). The examination of different layers in the soil profile of the diggings strongly indicates that some 5,000 BCE the entire valley was submerged in water. He concludes: “so the land masses of Manipur is now 60 million years old since its birth from the bottom of the sea.”

I agree with Yumjao in the new light of the Theory of Plate Tectonics. What I try to do in this paper is to individuate a few aspects of geological and zoological analysis to draw a modicum picture of how Kangleipak was formed. Recent scholarship suggests that Manipur was part of the Himalayan belt.

Picture this scenario… in the outskirts of Imphal a girl of 7-6 yrs, in tattered clothes with a small oil stained plastic bottle clutched in one hand and a ten rupee note in the other hand, coming to the dilapidated local grocer to buy mustard oil for Rs. 5 and ngari for Rs. 4 and Re. 1 for her bubble gum. But going to her house it may turn out to be no surprise if they happen to use a tooth paste tube costing more than Rs. 120/- made by a multi level marketing (MLM) company, wash utensils with a solution costing more than Rs. 200. All these and much much more when most of them are not sure from where their next meal will come from.

The newspapers and magazines in the metropolises as well as the small towns are flooded with lines like these “Earn Rs. 30,000 to 50,000 a month, work from your home, no qualification needed. Call Preity/ Rahul at 9860000000” enticing and alluring more and more unsuspecting prey.

Ever seen those people in ill fitting suits and shabbily tied ties on Sundays and holidays congregating in stadia and halls across the length and breadth of this poor country with a glint in their eyes like those of possessed people. This is simply mass hypnosis triggering a mass hysteria.

Ever heard the refrain -what do you want from life? What are you missing in your life? Are you satisfied with your job and how much money you’re getting? Promises of an easy and considerable sum as income sound so alluring as also the added world tour while working at your own pace, why Mr. so and so from your locality has left his job and became a fulltime runner or is it distributor(hic ! so confusing) Mrs. X has gone so many times to foreign lands courtesy this organization.

There are so many of them…Amway, Conybio, DXN, Herbalife, Avon, Oriflame, Aviance, FreeIndia concepts, RCM etc. etc. They come in all shape and sizes and in a myriad number of hues. Under their skin they are all the same except for a little difference here a difference there. Such easy and get rich quick schemes, have struck root in our society exploiting the basic human trait…greed. For every sane voice there are 10 who are ready to fall into this trap. Many have sank their savings while others have landed up with broken families, worse still some have paid with their lives believing in the cure-all, magic potion like qualities of their products and ignoring doctors orders for their diabetes, hypertension, cancers. Doctors too are not beyond reproach as some of them have flouted all ethics and jumped into this bandwagon and are prescribing this magic potions to their gullible patients, woe to them and their ilk. Why prescribe vitamin c tablets costing more than Rs. 15 when the same is available from leading pharma brands for less than Re.1, even eating a heikru (gooseberry) is much better. Same is the case with calcium, ginseng and many other products. Amways nutrilite ginseng tablet cost Rs 2300 for a pack of 100 tablets amounting to a whopping Rs. 23 per tablet after giving it some exotic name like Siberian ginseng while the original Panax ginseng imported by leading pharmaceuticals like Ranbaxy are available for around Rs. 7 per capsule.
The greatest irony is that Amway is forcing the poor citizens who otherwise find it hard to have a roof over their heads let alone own a car to buy car wash which cost more than Rs. 250 per bottle. Do they expect them to drink car wash?

In the case of Herbalife, you pay about Rs.4000 per person to either gain or lose weight, which is even more than the whole month’s expenditure of a middle class kitchen of around 4 persons. It is even more than two times the monthly salary of a private school teacher. Forget third world countries like us it is even on the costlier side for the developed western world. Their motto “Lose weight now, ask me how” should better read “Lose wealth now, ask me how”

So how come you earn quick? You form a team below you who in turn form a team below them and it goes on. And you get a share from what business they do. Sounds a little confusing. But whatever, they claim that you can earn so much that you can resign your regular job and do MLM full time. And many fall for this ploy. I have known many a people who unable to sell these products use it themselves.

The tag line they use for these products is that the “quality is superior; you don’t get it in shops”. May be true then may not be. People are willing to spend now…the ball pen made the revolution but does everyone have the selling ability and is it wise to take up this business as an alternative to you regular job?

JIT, FOREX. UNIPAY, VISAREV…when the going was good, those of us who did not join into the bandwagon were made to look like fools, even our wifes started complaining why we did not join so and such network and get rich quick like tomba, chaoba, ibethoi…why even so and so doctor, MLA and chief engineer are raking in moolahs. Now what happened…these companies just fed on one basic drive of humans…greed just plain greed nothing else. Its all boil down to something called the PONZI scheme, just google it or visit http://en.wikipedia.org/wiki/Ponzi_scheme and the secret will be unravelled(sic…everyone of those investors seemingly know the net these days waiting for another date set by these companies, a la waiting for Godot)

Coming back to Manipur…it’s a classic Ponzi, first you entice a few with very regular payments from Unipay then float another company Visarev.The people already bedazzled by the earlier scheme came in troves that’s when the squeeze came, classic and it could have succeded so well only in our state Manipur. It’s mostly in our state that people want to get rich quick…damn quick not even pondering to check out the status of the company where you are investing thousands and lakhs of rupees. In other states people do think twice if a company or organization is offering astronomical returns for their investment but the gullible people of our state seemed to be tricked time and again…remember “Golden forests” of yore. The present scams have made our state poorer by about Rs.1500 crores according to modest estimates, maybe even more. This is going to impact us more than the our wars with Burma and the subsequent seven years devastation!!!

Our state which already has a bleak future due to the law and order and lack of development has been looted again and again by such nefarious networks/ companies making our economy poorer and poorer. We will not be victims of such scams if we remember two simple quotes “ All that glitter is not gold” and the other being “ Work is worship”. Lets forget the dreams of being rich without doing any work and one also need to just keep one’s eyes and ears open to witness such heart rending stories.

This article is intended to make the citizens of my poor state think, yes… think and decide. There will be many angry rebuttals to this article, but I don’t have the time and the inclination to reply to them, I am just urging my brethren to at least start thinking, keep their eyes open and do what they think is best.

It is always fascinating to look back in the past events. No doubt, Manipur’s insurgency story has been quit repulsive, though 2010 proves to be the twilight zone for a better future. The level of violence has decidedly come down in 2010 as compared with the past. The Suspension of Operation (SoO) agreements with Kuki militant outfits were signed and since effectively monitored. Consequently, violence level has considerably gone down in Kuki-dominated areas of the state. Also a large number of militants surrendered after a long spell and continuing in 2011. No complaint of human rights violation against security forces was noticed during the year. Agitations against the Army and the Central paramilitary forces were hard to come by. The scenario is aptly described by top brass of the security forces as “…the clouds of insurgency are being blown away by winds of change, a perceptible shift in the mindsets of the common man whose yearning for peace and development is becoming increasingly palpable as there are very clear and visible manifestations of sign of return to normalcy”.

Also in the changed scenario, the security forces engaged in the counter insurgency operations have now indicated their strategy for a ‘civic face’. This was evident from the speech of the GOC-57 Mountain Division, Major General D.S.Hooda in his address to the one-day seminar on “Fostering Civil-Military Relations” jointly organized by Manipur University and Red Shield Division of the Army (7-1-2011) at Manipur University, Imphal. According to him, the Army have been called to protect ‘the rights and freedom of the common man’, challenged by ‘terrorist organizations’. The Major General said, “the rationale of counter-insurgency operations is to protect the human right and democracy”. Therefore, what the GOC meant was that human right should not be violated in any counter insurgency operation as its purpose is to restore human rights. In that light he said during 1990-2009, as many as 1500 cases of human rights violations have been filed against the Army. Of these, 53 cases were established while in 17 cases the Army took suo muto cognizance. Altogether, 104 personnel including 39 officers have been punished for human right violations.

Almost all the speakers in the seminar expressed concern over human right violation with reference to the Armed Forces (Special) Powers Act (AFSPA), 1958. Thus, the discussion lay centred around the issue of human right violations by both state and non-state actors. Prof. Gangmumei Kamei, a national fellow of the Indian Institute of Advanced Study (IIAS), Shimla, in his key note address supported the demand for a more human face to the AFSPA while referring to Kautilya’s dictum, “Army is an important limb of the State”. He said, the main role of the Army would be to fight against external threat.
The other speakers also aired almost similar views on the AFSPA vis-à-vis human right violation by security forces. Irom Chanu Sharmila, who is still continuing her fast-unto-death since 2nd November 2001 demanding repeal of the AFSPA, has built up a strong public opinion in Manipur against the Act. Against this backdrop, Major General, D.S.Hooda laid bare a security stance that “we also attempt to the best of our ability to make a clear distinction between the civilian and underground. Let an underground escape, it does not matter, we can catch him another day but try to make sure that no innocent life is lost. I know mistakes are made, I know mistakes happen in the heat of the moment but principally the approach is that no innocent civilian should be killed”.

Having heard people’s expectation, the Major General on his part did some plain speaking. He said, young soldiers who come to Manipur from other parts of the country never witnessed insurgency situation and find themselves at odds for not knowing the local language.

It is common place knowledge that security forces are only helping state administration in counter insurgency operation since 1958 and continued use of army may not be solution to the problem. The long term solution therefore lies in streamlining and modernizing the state police force.

Much to the surprise of the general public, security forces have effectively controlled militancy in the state, among others, by bringing Kuki militant outfits to the negotiating table in the hills. It has also effected similar arrangement with at least one militant outfit Kangleipak Communist Party (Lallumba Group) in the valley. Consequently, the level of violence has considerably gone down in the state. The people of the trouble torn state are now seen yearning for a ‘positive peace’ through a negotiated settlement of the vexed insurgency problem of the state. Now, it is for the political leadership to take over and bring it to its logical conclusion.

The viewpoints of the academia and other elite participants in the seminar will accelerate the peace process, so long hard to achieve. Ultimately, failure is crowned by success if one persists.

Peoples forces are whirlwind storm lasted for few minutes. They are innocent, emotional and believe in miracles. In such an environment, you need an understanding of the forces that shape a domain—technique, technology and skills—so that you can anticipate changes. You need to have rigorous data oriented approach for creating scenarios. No one believe that Sheila Dixit will regain her lost glory after common wealth games swan song but now, retained her glory slowly and slowly. Her focus on social sectors to improvise in basic amenities in city like housing for poor priority, regularization of unauthorized colonies, e-governance, RTE Act, bidding for heritage city, Service Level Augments (SLA) for timely delivery of service to put an end to harassment faced by citizens, Project management Institution etc. attracts the common people. Design for future—to be one step ahead of the curve; you need the confidence to extrapolate the curve. That is what a good politician does. That is why powered by intellect and driven by values—face for new world. Their culture is all about enabling people to excel and work with pride—ethics, tenacity, rigour and analytics.

No matter—common people are not politicians- have the courage to say good or bad if somebody do good or bad. We appreciate Shri Pranab Babu, Union Minister of Finance for his new initiatives of “Swabhiman”—special campaign for financial inclusion to bring banking to the masses. It will facilitate opening bank accounts, provide need based credit, remittance facilities and help to promote financial literacy in rural area to cover up the economic distance between rural and urban areas. I was among the foremost advocate of financial literacy in rural and urban poor of India. My definition of financial literacy is simple and it has inclusion of skills development—how to earn one rupee and where to spend it through safety net (modern banking). NABARD’s infrastructural loan for river improvement projects in Manipur is his initiative.

My anger to UPA-II has cooled down gradually after Mr. Rahul Gandhi asked the nation to give a chance to clean the corruption within 10 years. He wants to bring back all the black money stashed away in those secretive Swiss banks. The money belongs to India’s poor. Young Ajay Maken—I called him in 2003, today, an experience politician want to make a different in Youth Affairs and Sports—good governance, PPP model in sports, fund raising from corporate bodies for sports infrastructural in North East are his first priority. But, please do not give everything to Thoubal District of Manipur. Our hill people love sports too!

Politician can learn many things from corporate governance which are applicable to political organization. Corporate governance is about ethical conduct of business. Ethics are concerned with the code of values and principles that enables a person to choose between right and wrong, and therefore, select from alternative course of action. Further, ethical dilemmas arise from conflicting interests of the parties involved. In this regard, directors/ managers make decisions based on a set of principles influenced by the values, context and culture of the organization. Ethical leadership is good for business as the organization is seen to conduct its business in line with the exceptions of all stakeholders.

The ministry of company affairs, which is finalizing the new companies Bill, has accepted a parliamentary Standing Committee’s recommendation on the issue of 2% net profits of corporate social responsibility programme. It has proposed the companies with a turnover of Rs.1000 crore or net profit of Rs5 crore earn mark 2% of net profit for the preceding three years on corporate social responsibility (CSR).Coal ministry toying with idea of mandating CSR levy on mining in no go areas.

The domestic atmosphere of peace will result in good law and order in the nation. If there is orderliness in a nation, there will be peace and happiness in the whole world. To my interaction with group of civil service aspirants from Assam, Bihar, UP and Uttara khand, I advice them Mr. Rahul Gandhi must be protect if India want to go forward. We will protect BJP youth leader if any one they projected. Friends, I am a diehard animal lover. I just cannot bear to see any animal being ill-treated or subjected to bodily pain. I almost feel that type of pain within me when I see an animal being treated cruelly by anyone. I know, there are many others like me out there in this world. We had been taught to love animals and not hurt them, right in our nursery classes and some of us have retained those values taught to us when we were toddlers learning our first ABC’s and words. Animal love is indeed a very captivating practice among those who love them. There have been some very poignant stories about animals and their masters, captured in books and films as a part of our heritage of relationship with our wordless friends. Those stories have often moved us to tears and left lasting images of poignancy deeply etched within our minds and hearts. Animals are fascinating. They are coexisting with us in this universe and are our counterparts, living just like us but in different environmental realities, facing diverse challenges in comparison to us. All the same, they face challenges just like us. And, also feel pain intensely, like us.

I have been prompted to write this piece today, after seeing a particular cat in my neighbourhood. Now, this cat was actually abandoned by its previous owners when they went away from here, without even telling us neighbours about it. The cat was left pitilessly to live on, on its own and search for its own food.  We were there to help of course. My wife took it upon herself to provide it with our leftovers, and it gratefully accepted whatever we provided for it and also began to depend on us completely, in no time. Gradually, the cat became a part of our neighbourhood and many other families also pitched in for its welfare. It began to adjust to its changed realities and harmonised with all of us equally. Soon enough, this cat also found an emotional cushion in another feline and they were a happy couple to look at.

This feline belonged to another area and yet used to be seen gyrating with our black one often. One thing led to another, and presto they had their litter of kittens following them mewing and meowing all over the locality. The brood followed their mother devotedly during their nursing and toddling days. A couple of years have gone by since this family has been in our neighbourhood. However, one afternoon, tragedy struck this cat family. A pack of dogs attacked the feline and she was killed instantly. The black tomcat has been searching for her ever since. His search of course will not yield any results, and we know it.

In recent days, this tomcat has begun to wail like a baby, and to me it sounds like as if he is crying for his beloved. It is a heart rending cry. Throughout the day, he keeps crying and people tend to drive him away from their sight using various standard means to do that. Some even go to the extreme extent of using their catamarans on him and seriously injuring him. That is how I saw him yesterday. He was limping as his left hind leg was soaked in blood and his ear was also bleeding. Evidently someone had found their target while aiming at his head and intending to put him to sleep. However, he escaped from that obviously, and came back with this serious injury. As soon as he saw my wife, he ran towards her, limping painfully and when she saw him do that and his condition with bleeding from the ears too, she was also almost in tears. The tomcat had run towards her, perhaps for some solace and help to overcome his agonizing situation. It was a pathetic sight to see him in so much pain.

I direct this piece to all those people who tend to treat animals with merciless intolerance. When pain is inflicted on any animal, the experience is the same as with every other animal. Man, who considers himself as a sophisticated being is also an animal. When man experiences pain, he can react to it in various forms. However, wordless animals are incapable of expressing their predicament of pain and have to deal with it in the only way they know…tolerance. They can do nothing to alleviate their difficulties in dealing with it and have to live with it in a submissive mode. Please, let us be considerate and live up to the calibre of human beings and perform our duties towards our speechless counterparts with a little more dignified grace. They deserve it in this life time just like we do, as it is not their mistake if they are born as such animals.  Nature has its own holy plan in creating them for our existence too. We depend on them for our ecological balance as they perform a specific task to maintain the equilibrium of our world’s ecosystem. If we are heartless to them and treat them with inhumanity, we lose our qualification as superior beings who take responsibility for our own actions. We must have a better way of treating animals and that is nothing but compassion. We treat others like we do not want to be treated otherwise. It is as simple as that folks. Next time you decide to slaughter any animal using the most painful means you can use, be careful. It could come back to you one day with equal ferocity. It will come back, as a matter of fact.

I have seen some animals being slaughtered in the most inhuman of ways possible. The method of piercing a thin spear like bamboo through the rectum while the poor animal writhes in awful pain and the cry that it produces to go with it is the worst sight to see. When I saw it happen, the people doing that to it seemed to enjoy the gory sight of it without batting an eyelid either. It was horrific. And, I moved away from there with a deep ache in my chest, wondering how men can be so heartless towards the dilemma of poor wordless animals. I even had a silent tear welling up in my eyes at the sight of the tragic death of the poor animal. It was meat for the butchers, but the manner of its death was beyond the dignified that we must dare to accept. I know, we have no laws or PETA and things like that here in Manipur. It is unethical to even have any such organisation to protect the animal rights in a place like ours, where we love to gorge on flesh as food. But, have a heart folks. Have a heart! They don’t need us to cry for them, but have mercy in your treatment towards them…yes…they want that. Kill them and eat them by all means; however you could always exercise some degree of moderation when you butcher them. Please….!

The winds of change are blowing the world over. Corruption and authoritarian regimes are under pressure in all the countries today. While in the earlier eras of human evolution, people had little knowledge as to how and with what mechanism these evils were to be fought against, they now do have the mechanism as well as the medium for effectively putting this into application. For the first time in human history, the relative strengths of the leviathan and the public opinion have been put to real test. It has now been established that despite the look and perseverance of power, the leviathan is essentially vulnerable. Further it has been established that the ruling elite too are a very fragile group. Since they consist basically of self-serving individuals, whenever there is any groundswell of public anger there easily arises cracks in the veneer of consensus they profess to have. Now is the time when we could warn the powers that be anywhere with Jacques Necker (1792), finance minister to King Louis XVI of France, thus: “Only fools, pure theorists, or apprentices fail to take public opinion into account.”

While the officers in the security set-up may remain loyal to the power elite, we cannot expect the citizen army to be brutal on the fellow citizens whenever a formidable public movement arises. This was fully demonstrated in Manipur in the June 18 event and in the developments now marking the Arab world. When the movement possesses massive support, the size of the leviathan security forces makes no difference; the force of the security agencies gets neutralized.  
 
Old But New: It is true that corruption has been an issue societies have had to fight against for a pretty long time. But, as mentioned earlier, people now have the methods to fight against it. At the global level, we already have the United Nations Convention Against Corruption. Further, unlike before, transparency and accountability are increasingly becoming the buzzwords of public demand.

When it comes to India, the reality really bites. While many countries have already ratified the United Nations Convention Against Corruption, India still remains one of the major laggards yet to ratify it, of the total. This is understandable of course. The recent events unfolding one scam after another and including the issues of money laundering in Swiss accounts speak of the reasons why India is still reticent about signing the convention. But it is going to be increasingly difficult for the power elite in this country to stop the global tide of movements against corruption with the power that modern information technology has given to the formation and assertion of public opinion. The very fact of the scams getting dug out by the news agencies testifies to the emerging trend in this country.

By any yardstick, the moral authority and public credibility of the Indiangovernment have already suffered a nose-dive consequent upon the exposure of the scams. Even the clean-image of the head of the people of the country has not only suffered a beating, he himself wears an injured look while facing the media. This is in sharp contrast to the image he commanded and confident posture he displayed while he was fathering the spate of economic reforms as minister responsible for looking after finances of the country.

Manipur Not Left Out:  My colleague economist Elangbam Bijoykumar has recently interpreted the emerging economic scenario of Manipur. He forcefully and quite rationally explains the increasing hold of the contractors on the society of Manipur with construction emerging as a major component of the State’s economy. The contextual interpretation of this trend speaks of the unhealthy direction the society of Manipur is heading at an increasing speed.

But what is of utmost interest to social observers of the land is that the global and national trend of fresh wind blowing seems to have touched Manipur as well. In terms of capability to use force and indulge in manipulations to achieve the desired outcome, the present government in the province would have very few competitors. But the recent bye-election to an assembly seat held by a prominent member of the ruling party has turned out to be an eye-opener. It has established beyond doubt that the people of the land can and do hit back as when the situation compellingly demands. What only awaits the land is a spark that fires a collective sharing of public opinion simultaneously. Under pressure of public dissatisfaction, the provincial government seems to increasingly losing its grip over issues. The handling of the ongoing strike by the teachers and the statements being made in this regard only speak of absence of application of mind.  
 
The Final Lesson: The key lesson emerging from both the international and provincial developments is singularly significant. It might take time for public opinion to coalesce, as many citizens would just sit back when the issues involved have elements of haziness. But when the regime perpetrates the excesses beyond a reasonable intensity and also beyond a tolerable time limit, it would definitely dawn on the people for the necessity to unite and assert aggressively. Once this dawn occurs, the public opinion alone would determine the course of history. What was unthinkable till yesterday would be the reality today. Miracles do happen when the public are resolved of the issues involved in a united way.
