New Delhi, Jan 23: The Indigenous People Welfare Organization, in active collaboration with Delhi Tourism and supported by a host of other entities and authorities including the DoNER Ministry, Ministry of Home Affairs, Manipur Development Society (A Government of Manipur Undertaking), Sangai Caterers, NE Sun, etc., is organizing a mega event titled “Carnival of North-East India 2012” to be held at Dilli Haat, Pitampura, Delhi w.e.f. 18th to 28th February, 2012.
The event has been visualized and organized with the primary objective of providing an apt platform for projecting and promoting the diverse ethnic culinary arts, innovative craftsmanship and rich cultural heritage of the north-eastern region of India to people of the rest of the country as well as sensitization at the international level.
The spirit of the spring season coupled with the gaiety and effervescent mood that normally entails such a season, makes the period the perfect time for providing a fresh impetus as well as exploit the huge tourism potential of the region.

Imphal, Jan 23 NNN : Militant outfit Zeliangrong United Front (ZUF) on Monday said the outfit is in no way involved in election matter of India or Manipur and blamed the State police chief of attempting to tarnish its image. Sharply reacting to the news report published on 22 January in one of the local dailies of the State wherein the GOC 57 Mountain Division, Major General Benoy Poonem was said to have requested by DGP Y Baral to open some extra Army posts in the areas where ZUF operates in order to refrain the outfit from indulging in subversive activities in the coming general elections , ZUF in a statement made available to Newmai News Network on Monday said that the State police chief was attempting to tarnish its image by making such statement against it.
In the news report, the DGP also indicated that ZUF might try to interfere in the election process and even activities like extortion, kidnapping of candidates and supporters and attacks on security forces might carry out by the militant group.
The outfit has been working to defend the people and guard them against those people who are trying to clutch power and that the militant front was formed to protect the people and their land to finding justice against all forms of discrimination, ZUF added.It said ZUF is not against India, the Kukis, the Nagas or Manipuris, but it is struggling for bringing peace in the region.

Dimapur, Jan 23 NNN : The NSCN-IM has announced today to impose a 36-hour bandh in ‘Naga areas’ to express its resentment over the move of the government of India ‘for the violation of human rights’ by preventing the outfit’s leaders Isak Chisi Swu and Thuingaleng Muivah from visiting Zunheboto few days ago.
Ministry of information and publicity’ (MIP) of the NSCN-IM said the bandh will begin from 6 am of January 25 and ends on 6 pm of January 26 in all the ‘Naga areas’.
“It is to inform that for the deliberate violation of ceasefire ground rules by the government of India and for the violation of human rights by disallowing the collective leadership from going to Zunheboto and deployment of security forces around the designated camp at Hebron without any provocation and placing unacceptable terms and conditions for the collective leadership to accept the NSCN/GPRN shall declare bandh for 36 hours beginning from 6 am 25th to 6pm of 26th January, 2012.
All public institutions including education and commercial establishments are included. Hospitals and pharmacies are however to be exempted.The public are therefore requested to extent full co-operation,” the NSCN-IM said.
The Assam Rifles had asked Muivah and Swu not to go ahead with their visit to Zunheboto without obtaining a permission from the Ministry of Home Affairs. At around 3 pm the Ministry of Home Affairs had reportedly allowed Muivah and Isak Swu to visit Zunheboto but with certain conditions.
One condition of the Ministry of Home Affairs (MHA) for the NSCN-IM leaders’s tour to Zunheboto is that Muivah and Swu will travel without weapons. The second condition o the MHA to the NSCN-IM leaders is that personal security guards shall not carry weapons even in concealed manner. The third condition has been that the number of vehicles not to exceed twenty and the NSCN-IM leaders will not hold any public meeting or press conference.

Imphal, Jan 23: Today, the Gauhati High Court, Imphal Bench has issued a Notice of Motion against the Respondents, which is made returnable on 14th February 2012, in connection with a Writ Petition filed by three RTI activists from Top Dusara Mayai Leikai, Imphal East District for misappropriation of fund released exclusively under Twelve Finance Commission Award, Thirteen Finance Commission Award and State Finance Commission Award for taking up developmental programmes such as construction of crematoriums, community halls, construction/renovation of public ponds, market shed, improvement of public toilet etc. in and around Top Dusara Gram Panchayat area.
The Gauhati High Court, Imphal Bench headed by Mr. Justice Tayenjam Nandakumar Singh has issued the notice of motion
following a Writ Petition jointly filed by Keisham Ongbi Ibeton Devi, Smt. Langoljam Ongbi Romita Devi, Keisham Ongbi Prabha Devi and Laikhuram Ongbi Nirmala Devi of Top Dusara Mayai Leikai, Imphal East District.
Meihoubam Rakesh, Advocate appeared for the Petitioner and he contended that on 26th May 2011, the State Public Information Officer (SPIO)/Block Development Officer, Imphal East – II CD Block, Manipur has provided certain information regarding the work programmes taken up under the awards of Twelve Finance Commission Award, Thirteen Finance Commissions and State Finance Commission Award in response to the application filed by one of the Petitioners under the Right to Information Act, 2005.
The said information reveals that various work programmes meant for rural development of Top Dusara Gram Panchayat are not actually implemented/ executed after withdrawal the funds released for the purpose by the functionaries of Top Dusara Gram Panchayat.
Thereafter, the Petitioners have conducted a fact finding inspection/survey by visiting the spots where the development programmes are said to have been taken up.
During their survey/inspection they found various shortcomings and complete failure on the part of the Panchayat to execute the work.
And as such the Petitioners have approached the authority of the Panchayat to rectify their defects and shortcomings so as to have effective implementation of the developmental programmes. But the Panchayat’s authority refused to listen to the proposal made by the Petitioners. Having no other alternatives, the Petitioners have submitted a representation dated 14th September 2011 addressed to the Principal secretary/Commissioner, Rural Development and Panchayati Raj, Government of Manipur on the basis of the findings of their inspection/survey.
This time also the authority concerned failed to dispose of the said representation without assigning any reason.
It is also contended that any action or order of any statutory or public authority bereft of reasoning would be arbitrary, unfair and unjust violating article 14 of the Constitution of India. Hence, non disposal of the Petitioners’ representation by the public authority is a positive act of omission, an arbitrary, unfair and unjustified decision of the public authority, not to dispose of or not to make a reply, thereby frustrating the Petitioners’ fundamental right enshrined under article 14 of the Constitution of India.
The Respondents listed in the petition include (1) the State of Manipur through Principal Secretary/Commissioner (RD&PR) to the Government of Manipur, (2) the Executive Director, District Rural Development Agency, Imphal East District, (3) the Block Development Officer, Imphal East- II CD Block and (4) the Top Dusara Gram Panchayat, Imphal East-11 CD Block, Imphal East District, Manipur.
The present Writ Petition is being filed at the active initiative of Human Rights Law Network (Manipur).

Elected representatives are accessible and there is always time available for people to meet them. RTI has come handy for the people to know what the executive is doing. It is good but many had to face wrath of unknown persons for filing RTI exposing criminal and executive nexus in our state. There should be room for people to reach out to the officials. Each and every office is barricaded and visitors are not treated well. There should be a proper redressal system . If officials can not meet the people then officials should give official email so that people can inform them about any problem. Complaints loded at the various sites of the central government are attended to but state officials never reply to any of the letter given to them. This has made people distance away from the system. The system exists for the people, they are supposed to serve the people not their masters. The steps taken up at West Bengal is welcome. With an aim to swiftly resolve the problems of the villagers, West Bengal administration recently set up a system called ‘Samadhan’ for redressal of public grievances in Maoist-hit Purulia District.District Magistrate of Purulia, Avanindra Singh, said that this system has been set-up to improve service delivery and to build a cordial relationship between the government and the common man.”Basically, Samadhan is an ICT, which uses informatics for redressal of public grievances , enabled very simple and accessible system, where any person of my district can approach district administration to get grievance resolved and redressed. This is very cheap because it requires only one phone call and there is accountability in the system, nobody can avoid his responsibility because everything is recorded and accounted for. And at the same time, it is basically a tool in the hands of the district administration, especially District magistrate to monitor the performance of public grievance redressal of each and every department,” said Singh.Singh said that a person has to merely dial the helpline number and the details of the complainant and complaint will be noted down and recorded simultaneously and the problem would be addressed at the earliest.Singh further said that the introduction of the system enabled them to be directly in contact with the people.”At the same time, this is helping us in formulation of the scheme, where our political representation is not sufficient or that area is not being properly represented by the political representatives, so public is directly ringing us for demanding different public amenities like good roads or there is only single drinking water source, they are demanding to provide more sources or doctors are not attending the villagers. Such feedbacks we are getting directly from the public and we are getting it verified through our block development officer and we are intervening directly in the problems of those backward or say neglected geographical areas,” said Singh.He further said that after the introduction of the new system, there was a surge in the rise of complaints received by the administration as compared to what they used to receive by post.

After a delegation led by North East Support Centre & Helpline team to National Commission Women and Joint Commission Police (Southern Delhi Range, Mr. Amulya Patnaik, the Delhi police has arrested the rapist of Manipur girl this evening after five days. The suspected rapist’s name is Anuj Saini as printed in the Bank ATM card recovered from the spot where rape took place.
The delegation was led by Mrs. Jarjum Ete – General Secretary of National Alliance for Women, Ms June Rose Vaiphei – member of Manipur State Commission for Women and General Secretary of Manipur Pradesh Mahila Congress Committee, and North East Support Centre & Helpline’s Spokesperson Mr. Madhu Chandra and Secretary Rev. Ambika Hongsha.
The North East Support Centre & Helpline had sought help from National Commission Women. The delegation has also submitted memoranda to National Commission for Scheduled Tribes, National Commission for Minorities copies to Manipur State Women Commission, Delhi Commission of Police and Director General Police of Manipur. It was demanded that the Spa centre at Gurgaon where the girl was working must be booked for failing to follow 9 point safety guidelines provided by the Delhi Police.
The culprits should be booked under suitable sections of IPC and SC/ST Atrocity Prevention Act 1995.
The victim should be compensated as per SC/ST Atrocity Prevention Act or any other prevailing law that cover this nature of crime.
Numbers of FIR are registered in various Police stations in Delhi and NCR and they are not taken up to give justice victims of sexual violence and racial discrimination from North East India.

The 10th Assembly elections will go down in history as one of the bloodiest. Numbers of blast, attacks can not be recorded. Attack on the residence of the Speaker Irengbam Hemochandra on Sunday evening proved to be fatal A man died and four sustained injuries. Security tasks are extremely challenging as people can not be denied entry to the residences of the Congress candidates as candidates are trying to woo votes by inviting people. The Speaker was bold reacting to the bomb attract and he said “this is not going to undermine the democratic process, people can not be intimidated by such act”. People are in a dilemma as many are not fortunate enough to know even their own candidates. Due to stringent ECI measures to check misuse of money and muscle power people are not fortunate enough to know and listen to the candidates who would represent them. Campaigns are galore and some programmes done by the agencies of the Information and Broadcasting. The state election department should make people aware of the issues and election related programmes in the newspapers. Such programmes should also be broadcast in electronic media but unfortunately people are not able to glue to their television sets as there is no power supply in the state. About 350 companies of security personnel would be used for the election and unlike previous elections, this time elections would be done on a single day. The ECI should review the security situation as elections held in violent times could not produce good results. People and candidates are anxious and tense, a calm mind is needed to elect good representatives. With each passing day more and more security personnel are coming, but violence is increasing. The insurgency related issues should be addressed immediately. Attacks on candidates,arrest of political workers are increasing. People should be assured that arrests are not confined to a particular groupd. It should encompass those from ruling front. Check money power and at the sametime check violence.

It was stated that as per 1941 census report the total numbers of citizens were 5,12,100 and under Manipur Constitution Act 1947 for the first time in South East Asia elections based on Adult Franchise was held from 11th June -27th July, 1948 . Of the 50 elected Manipur State Congress won 14 seats, Praja Santi Party 12, Krushak Sacha 6 and Hill representatives 18 . Praja Santi Party formed the government .
Coordination Committee (Corcom) has issued a list of INC workers who have been warned and if any of them are related to KCP MC actions will be taken.
For anti-party activities U. Binod of Pangei, Wangkheimayum Inao of Pangei, Sinam Prem of Pangei, Leishangthem Robin of Pangei Maning Leikai, Sangeeta of Pangei Lairam mapal, M.Inao (Pradhan) of Pukhao, Oinam Khamba of Ishikha, Biren (Pradhan) of Takhel Sanjenbam, Leiphrakpam Ibungo leipham Khundrakpam, Langoljam Ibohal of Khundrakpam and Nepali Joy of Pangei Nepali Leikai have been asked to surrender AK-47-2, live round 1500, Chinese Hand Granade-13, 9 mm pistol 5 , donation letter.

It also called general strike from 01:00 hrs to 17:30 Hrs on January 26. The statement issued by Coordination Committee (CorCom) of seven parties of Manipur, Hynnewtrep National Liberation Council (Hnlc) , Kamatapur Liberation Organization (Klo), National Liberation Front Of Twipra (Nlft), Tripura People’s Democratic Front (Tpdf) and United Liberation Front Of Asom (Ulfa) said mass boycott of the India’s Republic Day Celebration has been called, “as a mark of resistance against Indian Occupation of our Region. The Republic Day Celebration serves to legitimize a veiled form of colonial oppression that we are determined to eject from our region and since the peoples of our region are not Indian, there is no reason to take part in this celebration.”
It was added, “ We have every right and reason to fight against and overthrow Indian Colonial Regime to regain our lost Sovereignty and Independence. To make this resistance of our people meaningful, and to convey a resolute message to the Indian establishment that their hegemony over our region and its people are not being tolerated and will not pass unchallenged, we solicit our peoples to observe a general shut-down to show our solidarity. During these hours, all trade and commercial activities, all forms of public entertainment and all kinds of public and private transportations must not operate in our region it was added. However, emergency measures, essential services, media and religious activities are exempted from its purview.

Dimapur, Jan 22 NNN: The Kitovi-Khole faction of the NSCN on Sunday accused the Assam Rifles of violating the ceasefire ground rules.
This allegation of the Kitovi and Khole led NSCN faction came few days after another NSCN faction led by Isak Swu and Th. Muivah hurling similar allegation.
On Sunday, the NSCN (Kitovi-Khole) said ceasefire agreement between the outfit and New Delhi is reaching its breaking point owing to the deliberate violation of the ceasefire ground rules by the Assam Rifles. The outfit also accused the Assam Rifles of working hand-in-glove with NSCN faction led by S.S Khaplang.
In a statement made available to Newmai News Network tonight, the NSCN (Kitovi-Khole) said, “The Assam Rifles authority is tasting the patience of the Naga Army at designated Camp Khehoi. They have shifted their check post closer to the GPRN/NSCN designated camp and indulging in frisking ID card holders and taking away weapons which is a serious violation of ceasefire ground rules. Basic amenities and medical supplies are prevented from reaching the designated camp. Basic human rights are being violated. Taking away ID card holders’ only weapons for self protection is to allow K group (NSCN-Khaplang) to wipe out responsible authorities. This is unaceptable and GPRN/NSCN will not allow its authority to become sitting ducks for Khaplang group. Let it be reminded that Assam Rifles are allowing K people to send in men to shed blood in Dimapur. Ministry of Home Affairs must clarify immediately before situation gets out of hand”.
The statement claimed that the outfit has clear information that the Assam Rifles are providing logistic support to NSCN-Khaplang at Mon town by giving safe passage to Wangtin Naga and Kughalu Mulatonu. “At Kohima, Hokato Vusshe in connivance with the CO of Assam Rifles is transporting arms and ammunition to different places and indulging in violent activities. At the residence of Khuivi Sumi, gaonbura (GB) of Lower Forest Colony, Kohima, the Assam Rifles have allowed K group to plan their strike at populated areas. Safe passage is being given to K group for their entry to Dimapur to create trouble.
Diabolic policy of the GOI, through Assam Rifles, is becoming clearer by the day. Unless the glaring voilations are corrected, Assam Rifles shall be held solely responsible if the situation deteriorates,” it alleged.

Imphal, Jan 22: A man was killed and four others sustained injuries when a bomb blasted at the residence of Irengbam Hemochandra, Speaker today around 6.20 pm. The deceased has been identified as Maisnam Ratan (38), believed to be a worker of I Hemochandra . Security guards of Hemochandra chased the miscreants while opening fire but to no avail.
No one ventured into the area where the victim’s body was lying for about an hour fearing that other bombs could also be in the vicinity. Meanwile Cor Com has claimed responsibility of the attack at the residence of the Speaker and five other places . The persons who planted the bombs returned to their respective camps it was claimed.
CorCom said it is unfortunate that casualties occured. It added warnings were already given. It advised to remain cautious and desist from working for Congress.

Tombi Singh, ex-ZP member, Salam Maning Leikai on 20th January, (no blast), Thokchom Nilkamal, Panchayat member, Lamshang Awang Khunou on 20th January (blast), Maibam Kesho, Khundrakpam Awang Leikai on 21st Lethod bomb (blast), Ningombam Gojen, Thoubal Ningombam on the night between 21st and 22nd January (blast), Ningombam Rajen, Thoubal Ningombam on the night between 21st and 22nd January (blast),

Immediately after the incident police conducted search operations . Every passersby was frisked .
Police suspected involvement of Coordinating Committee of seven militant outfits which has banned the Congress party. During the last ten days the Committee has launched series of bomb attacks on Congress candidates and workers.
Meanwhile four persons were injured when unknnown armed persons fired during a meeting of Congress candidate DK Korunthang.
Some unknown persons blasted two bombs at two different areas of Thoubal Ningombam this early morning around one a.m.
A bomb was blasted at the residence of Ningombam Gojen (52) near Thoubal Lai Haraopham this early morning around one a.m. The unknown persons also fired some rounds. No casualties were reported in the incident.
At the same time, some persons blasted a bomb at the house of Ningombam Rajen of Thoubal Ningombam near mini Stadium. Some reounda were also fired at the house of Rajen. Following the incident, a team of Thoubal Police commandos rushed to the area and searched in order to nab the attackers.
Meanwhile some persons suspected to be cadres of NSCN (I/M) Kidnapped a worker of INC candidate and education minister DD Thaisii from Senapati Bazar last night around 8.15 p.m.
The kidnapped persons was identified as Anthoni Posiba of Senapati Tawn. He is at present the secretary of art and culture of Naga Peoples orgn.
No arrests were made in connection with the Kidnapped case.
In another incident, some persons fired some rounds at the houses of Moirangthem Achouba (48) Konjengbam Rabichandra (45) Kongba Makha Nandeibam Leikai, Thokchom Angouba (46), Sagolsem Joykumar of Ucheckon Chongabi this early morning around 2.30 a.m.
The attackers also shouted it is last warning.

The Vice President of India, M Hamid Ansari addressing at the “Golden Jubilee celebrations of India International Centre (IIC)” today, he said that Justice, democracy, human rights, good governance – nationally and globally – are impeccable in themselves but often stand diluted or abandoned for other considerations.
Following is the Text of the Vice President’s address:-
A meadow of the mind
“Anniversaries are occasions to celebrate, and there is much to celebrate on a fiftieth anniversary. I am happy, indeed honoured, to be here today, doubly so because it was a very distinguished predecessor of mine, Dr. Sarvapelli Radhakrishnan of revered memory, who presided over the inaugural ceremony of the Centre on January 22, 1962.
The stated purpose of the venture, emanating from a pooling of ideas and models from different lands, was for ‘the quickening and deepening of the true and thoughtful understanding between peoples of nations.’ Jawaharlal Nehru, present on the occasion, was realistic enough to accept that ‘the Centre will, of course, not change the nature of the world but will help in the process, which is very essential today.’
Half a century on, the impulse to look back is irresistible.
A perceptive historian at the turn of the century had sought to gaze into the world of tomorrow. He used the symbolism of meadow, park and garden and went on to describe the characteristics of each:
In a meadow all is profusion, randomness, variety. A park is for the most part publicly maintained, highly regulated with different sectors for different uses. A garden is smaller and more inwardly turned; it aims for the sublime, not the efficient or the just.
My own experience of the Centre suggests the presence of all three, in proportions that vary from individual to individual, occasion to occasion, pursuit to pursuit. Here lies its multi-dimensional character, a trait that allows diversity, even eccentricity, to flourish.
And, of course, we have our share of uni-dimensionality – from the sublime to the mundane. The ambiance permits sufficient space, perhaps in actualisation of the poet Ghalib’s perception:
Dair nahin, haram nahin, der nahin, aastan nahin
Baithe hain reh-guzer pe hum, ghair hamain uthae kyun
Personally speaking, I would like to characterize this reh-guzer or pathway as a meadow of the mind, a location and an ambiance that allows for pursuits ranging from philosophical speculation to artistic creativity and to what Disraeli called ‘the hair-brained chatter of irresponsible frivolity.’
Some years back, the Centre published a book Birds of the IIC.
These include the spotted owl. For us here, therefore, Hegel’s owl of Minerva is a resident entity ever ready to demonstrate the capacity to understand existing realities or even go beyond Hegel and prognosticate on emerging ones. Talks, lectures, discussions, seminars, exhibitions all contribute to the process.
The peripatetic amongst us finds welcome refuge in the Lodi Gardens, only to return and quench the thirst with reviving liquids on offer! And, of course, a good and wholesome cuisine does help since a full stomach usually leads to moderation of approach and eschewal of radical deviations!!
A question may well be posed. How does this contribute to a deepening of understanding among peoples and nations?
I submit for consideration a general preposition. Since human behaviour is often shaped by apprehensions or misunderstandings, the removal of these should have a primacy in the promotion of welfare of humankind.
The twentieth century, it has been said, was characterised by mega-myths and mega-deaths.
It saw the end of colonialism and apartheid but not of disparities between and within nations. It witnessed great ideas of social transformation succumbing to their own contradictions. Writing in the last decade of the century, a historian said the world risked both explosion and implosion and needed change.
And change did come, in ample measure but accompanied by its own limitations.
On one side, converging technologies and emerging social trends changed the landscape in societies and in their functioning; on the other, the new actuality is yet to mature in thought processes.
Both enhance the scope for non-understanding and misunderstanding.
Some years back Professor Rajni Kothari had urged his audience, in its quest to better comprehend the fast-changing Indian reality, “to think beyond the merely political and tap the deeper psycho-spiritual dimensions of the Indian reality.”
I would venture to suggest that the IIC’s intellectual charter was and remains this, but riveted on a wider, global, scale where a perceptive observer would note rapid emergence of new situations and patterns of behaviour. Both result in fresh perspectives in culture, economics and politics. The difficulty is that the tools of analysis, and the vocabulary of discourse, is often embedded in a past that was qualitatively different.
In a period of nation states, national sovereignty, economic autarky and exclusive cultural identity, the founders of the IIC spoke of peoples of nations. In the past five decades, however, the import of these concepts stands modulated.

Globalisation, economic and cultural, has done much good and some harm and has led to calls for a re-erection of dykes. The same holds good for universalisation of political values. Justice, democracy, human rights, good governance – nationally and globally – are impeccable in themselves but often stand diluted or abandoned for other considerations. Butros Ghali’s aspiration, “to maintain the integrity of each while finding a balanced design for all,” is yet to be achieved.

Each of these propels us towards a quest for greater understanding amongst peoples premised on closer scrutiny of values and institutions. Prescription would not work. The challenge would be to eschew hegemonic or homogenising models and contribute towards the promotion of justice, equity and diversity reflective of the ground reality of the world we live in.

In a cynical essay, Bertrand Russell once wrote that philosophers are constitutionally timid, dislike the unexpected and that “few of them would be genuinely happy as pirates or burglars.” But have we not had enough of pirates, burglars and adventurers, some in present-day incarnations, who have destroyed societies, systems and peace for misperceived gains? Would we not be better served if those among us who care to introspect devote energies to locating the sources of misunderstanding and promotion of common good?

The imperative of patience and understanding, in a period of great change and crumbling certitudes, is evident. It requires cultivation of tolerance as a virtue, acceptance of diversity as a necessity, imbibing a spirit of enquiry as imperative and adoption of scientific temper as desirable.

I am confident the IIC fraternity, each in his or her own perception, would continue to contribute to this noble venture and make our shrinking world a better place for coming generations. I thank the Trustees and members of the Centre for inviting me today.”

The imperative of patience and understanding, in a period of great change and crumbling certitudes, is evident. It requires cultivation of tolerance as a virtue, acceptance of diversity as a necessity, imbibing a spirit of enquiry as imperative and adoption of scientific temper as desirable.

I am confident the IIC fraternity, each in his or her own perception, would continue to contribute to this noble venture and make our shrinking world a better place for coming generations. I thank the Trustees and members of the Centre for inviting me today.”
