Imphal, Jan 18: As part of Military Civic Action Programme undertaken by 33 Assam Rifles under the aegis of Loktak Brigade of Red Shield Division an Inter Community Peace and Harmony Meet is being organized at Moirang from 20-25 Jan 2012 on the occasion of Republic Day 2012. The event is aimed at fostering peace and harmony amongst the various communities of Manipur by promoting sports & culture and also show case the varied culture of Manipur. As part of the meet, Loktak Brigade Republic Day Football Tournament 2012 is also being organized from 20-25 Jan 2012 at Moirang College and Moirang Multipurpose High School football ground. As many as 12 football clubs from various parts of Bishnupur and Nonei are participating in the event.
On the culminating day of the tournament, the rich customs, culture, traditions and ethnic diversity with their uniqueness will be showcased by troupes from various communities of Manipur, ie Meitei, Kuki, Naga and Kom, who will perform cultural dances of respective communities. The security forces will also showcase their own skills in pipe and brass band.
The event will be kicked off on 20 Jan 2012 by Colonel N Bhardwaj, Commandant 33 Assam Rifles at Moirang College, Moirang.
During the inaugural function, sports items under Military Civic Action Programme worth Rs. 1,50,000/- will be distributed to various sports clubs of Thanga Heisnam, Keibul Lamjao, Konumla, Kamlakhong and Moirang Khunou falling under the area of responsibility of 33 Assam Rifles.

New Delhi, Jan 18: The Additional Sessions Judge, Tis Hazari Courts, Delhi has convicted four accused persons i.e. Gurdeep Singh; Sanjay Kumar; Manoj Kumar & Ashok Kumar and sentenced them to undergo three years Rigorous Imprisonment with a fine of Rs.5000/- each U/s 468, 471 r/w 120-B, 420/511 r/w 120-B IPC
The case was registered on 17.02.1999 U/s 120-B, 420, 468 & 471 IPC on the basis of a complaint from the office of Prime Minister, New Delhi relating to a Forged Letter dated 16.10.1998 purported to have been written by the then Prime Minister of India as addressed to the Chief General Manager, Telecommunications, M.P.Circle, Bhopal forwarding an application dated 6.9.1998 of Shri Gurdeep Singh, an Assistant, Department of Telecom for his transfer from Chattarpur (MP) to Sagar Telecom Division, M.P. and expedite the matter immediately for his transfer from Chattarpur to Sagar.
After thorough investigation, a chargesheet was filed on 28.01.2000 in the Court of Chief Metropolitan Magistrate, Tis Hazari Courts, Delhi U/s 120-B, 420, 468 & 471 IPC against accused Gurdeep; Sanjay Kumar; Manoj Kumar & Ashok Kumar.
The Trial Court found all the four accused guilty and convicted them.
The Special Judge, Lucknow convicted Sudhakar Tripathi, the then Cashier of State Bank of India Domariaganj (UP) and two private persons, Abid Ali & Ram Shankar Singh @ Sohail in a Fake Indian Currency Note Case and sentenced them to undergo six years Rigorous Imprisonment with a fine of Rs.Five lakh each U/s 489-B & 489-C of IPC. Further, the genuine currency to the tune of Rs.17.19 lakhs which was recovered from the residence of Sudhakar Tripathi was ordered to be confiscated in favour of the State.
The Fake Indian Currency Notes(FICN) to the tune of Rs.Five Lakh from Abid Ali(Private person); Rs.5,000/- from Sudhakar Tripathi, the then Cashier at State Bank of India, Domariaganj and Ram Shankar Singh(Private person) were seized from their possession.
CBI filed a chargesheet against all the three accused on 21.10.2008 . The Trial Court found the accused guilty and convicted them.
One of the accused Ram Shankar Singh has also been earlier sentenced to undergo four years Rigorous Imprisonment with a fine of Rs.5,000/- on 24.10.2011 in another FICN case investigated by CBI.

Inputs from the Ministry of MSME
The Government launched the Credit Guarantee Fund Scheme for Micro and Small Enterprises in August, 2000 with the objective of making available credit to Micro and Small Enterprises (MSEs) for loans up to Rs. 100 lakh without collateral/third party guarantees. First generation entrepreneurs in MSE sector find it difficult to access credit from the organized banking sector. The banks on their part are concerned about the likely defaults in small loans and hence try to collateralize their exposure to the small borrowers. Keeping this in mind, it was thought fit to create the instrument of Credit Guarantee to enhance the comfort level of the banks for financing loans, as well as a new gateway for MSE entrepreneurs to get funding without collateral security and/or third party guarantee. The scheme is being operated by the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) set up jointly by the Government and SIDBI.
The scheme covers collateral free credit facility (term loan and/ or working capital) extended by eligible lending institutions to new and existing micro and small enterprises up to Rs. 100 lakh per borrowing unit. The guarantee cover provided is up to 75% of the credit facility up to Rs.50 lakh with an incremental guarantee of 50% of the credit facility above Rs.50 lakh and up to Rs.100 lakh (85% for loans up to Rs. 5 lakh provided to micro enterprises, 80% for MSEs owned/ operated by women and all loans to NER). One time guarantee fee of 1.5% of the credit facility sanctioned (0.75% for NER including Sikkim) and Annual Service Fee of 0.75% is collected from Member Lending Institutions (MLIs). The corpus of CGTMSE is contributed by the Government and SIDBI in the ratio of 4:1. At present the corpus is around Rs.3300 crore which enables substantial enhancement in the credit flow to MSEs by leveraging it many times over.
A total of 125 Member Lending Institutions comprising of 26 Public Sector banks, 18 Private Sector Banks, 68 Regional Rural Banks (RRBs), 4 foreign banks and 9 other Financial Institutions have been registered which allows a wide coverage across country.. CGTMSE has been recognised internationally and has been made a member of the Asian Credit Supplementation Institutions Confederation (ACSIC), which promotes sound development of the credit supplementation system for Micro and Small Enterprises in the countries of Asia through exchange of information, discussions and interchange of personnel among credit supplementation institutions. CGTMSE was chosen to host the 24th ACSIC Conference, a annual conference for Heads of Guarantee Organisations of Asian region for the first time in India during October-November, 2011.
The scheme has helped around 7 lakh entrepreneurs by providing guarantee & enabling them loans worth more than Rs. 31 thousand crore. Success stories abound, from a small taxi driver to steel equipment manufacturer. Some of these stories are narrated below.
Driving Life, Collateral Free
Ghanshyam Dubey, a taxi driver in Mumbai, tells us how easy his life has become, thanks to the CGTMSE. In the 30 years of his driving career, the past owner of six cars had to struggle to raise loans. Without collaterals he could not get a loan from a bank and would typically be forced to look at the unorganized sector for funding. This time, however, he approached an MLI of CGTMSE, which not only gave him the loan without collateral but also helped him with all the paper work. Ghanshyam says his loan was sanctioned in a record 3 days time. Talking about his experience, he says that while his colleagues had to wait for more than 20 days just to clear the paper-work, his taxi was at his front door in just 5 days. All he has to do now is pay his monthly installments through post dated cheques. With his current monthly income he can now provide quality education to his children and take care of their other needs without any hassle. The Trust has presented him with a better life.
Funding Modernization
Raju Mathews, a steel equipment manufacturer in Mumbai, was faced with the proposition of modernizing his machinery involving an investment close to Rs 70 lakh. Changing his decade old equipment was essential to make his upcoming delivery, which meant he was running against a deadline to raise funds. The entrepreneur of 14 years, Raju approached an MLI of CGTMSE for a loan after learning of a scheme for MSEs, which provided a subsidy. Raju was hoping for more than a subsidy in a tough market. Could someone help him with collateral? Fortunately, Raju’s requirement was eligible under CGTMSE scheme which gave him a credit guarantee cover. The whole sanctioning process was completed in time for his delivery. Raju’s company manufactures steel equipment and makes them available in the markets of Iran, Africa, Vietnam, Bangladesh and Sri Lanka, apart from selling it in India. His enterprise now boasts of a turnover of around Rs. 4 crores during the first quarter of FY 2011 as against the turnover of Rs. 15.45 crores during the previous year. The company now has a manpower of around 25 employees.
Life Sciences Entrepreneur All Praise For Collateral-Free Loans
Nidhi Saxena’s dream of floating her own company bore fruit in 2005. After having served 15 years in the IT and the BPO industry, she was keen to become an entrepreneur. This had been her goal ever since she completed her MBA from the SP Jain College, Mumbai, in 2002. Sensing unlimited potential in the life sciences business, Nidhi took the plunge and started Karmic Life Sciences with a fund of Rs. 80,000 backed by an angel investment. Initial year’s success meant that Nidhi had to raise funds to grow her business but she had no collateral to raise loans from banks. Private equity funding was her first natural choice until her angel investor, Indian Internetwork, put her on to an MLI of CGTMSE for collateral free loans. After evaluating Nidhi’s requirements, the MLI recommended the CGTMSE scheme and explained to her how the Trust can help her not only in getting a collateral free loan but also get timely advisory assistance. Since the fund requirement was higher than what CGTMSE could cover, it was decided that a mix of loan and equity investment could be worked out under the small and medium enterprise promotion loan of the MLI. The only thing Nidhi had to assure was the promoter’s guarantee.
Moreover, CGTMSE scheme gave her business a clear window to pay back in easy quarterly installment, a real boon for a startup. Today, with about 45 professionals in its fold, Karmic Life Sciences is on the growth path. The company which is aiming at Rs. 8 crore turnover in 2011, has already got into the US market. The company has a 12,000-square feet facility in Mumbai. It is planning to go for full Gold Standard in terms of information security by September 2010. It also plans to set up a sales office in the US. Nidhi’s company is also working towards setting up a cancer hospital in India. Contented with the collateral-free loans availed by her, Nidhi now recommends the Trust to potential entrepreneurs.
CGS Puts Dattaray In Driver’s Seat
Dattaray Wedhikar’s career as an entrepreneur had begun when he set up a small scale unit called Bharti Industrial Corporation in Mumbai that manufactured components for sheet metal press. He was soon joined in the business by his son Sri Rajendra Wedhikar, who had just completed his Diploma in Engineering. Dattaray realized that Pune, which was then emerging as an industrial city, offered immense expansion potential for their business. The Maharashtra Industrial Development Corporation (MIDC) area in Bhosari, Pune, accommodated several industrial enterprises belonging to the MSME and large scale production sectors. Most of the MSMEs in the area were engaged in manufacturing automobile parts, components and small components as they fulfilled the role of OEM suppliers for large auto manufacturers based in India and overseas. Sensing an opportunity there, the Wedhikars relocated to Pune and set up a small unit in Bhosari in 1983 named Datsons Engineering Works, for supplying components mainly to TELCO. Dattaray raised the capital for this project by selling his modest flat in Mumbai and his meager savings. In its initial years, the unit struggled to provide adequate returns on the investment. It was crippled by poor infrastructure and the lack of a steady supply of raw materials, and their equipment that was unable to function at high capacities. Despite these problems, the unit was able to grow with the help of loans from a leading Public Sector Bank. The unit was aided in its growth momentum by the bank’s branch in Pune that provided four loans with collateral security in the unit’s initial years.

As one of the oldest and greatest civilizations of the world, India indeed has an incredible story to tell about its rich and glorious past.The treasures of its golden past are kept in its museums for the mankind to see, enjoy and cherish. There are over a thousand museums in India, both large and small. Over 90 percent of these are funded and maintained by the Central and State Governments and few renowned museums have also been set up through private efforts. The Archaeological Survey of India itself manages 44 site museums located near important historical sites, some of them in the remotest parts of the country like Dholavira and Lothal in Gujarat and others at well-known World Heritage Sites such as Agra.
Some of the oldest museums were established by the British and their collections were a combination of natural history and antiquarian remains like the 197 year old Indian Museum, Kolkata (which will be celebrating its 200th anniversary in 2014) Victoria Memorial Hall, Kolkata and Chhatrapati Shivaji Maharaj Vastu Sangrahalaya, formerly Prince of Wales Museum, Mumbai.
Museums have always played an important role in our society by bringing us closer to our roots and making us aware of our glorious past. Museum visits as an integral part of school life were important events, which shaped our understanding of the growth of human life on earth.
It is in this context that Jay Winter, American Historian has said that, “Museums are, in a way, the cathedrals of the modern world, places where sacred issues are expressed and where people come to reflect on them. A museum is also a kind of bridge between the academy and the public.”
However, of late museums across the country have suffered a down-turn, both in terms of their working and their public image as they have not been able to keep pace with the international best practices in the field. There is a severe shortage of museum professionals in the country because of which the museum sector has suffered a setback. This is amply clear from the fact there is a high vacancy rate in almost all the National level museums in the country. Due to the unavailability of dedicated professionals many of the museums in the country today are in a state of neglect, being managed by staff with little or no knowledge or professionalism in their business.The need for modernization and up-gradation of museums in India has been felt and expressed for several decades. In the light of much needed reforms in the field the Ministry of Culture has proactively pursued a path of initiating museum reforms. After brainstorming with Museums Experts and Directors, The Museum Reforms Programme was instated by the Ministry of Culture, to address 14 key concerns in the Museum Sector. These concerns are:
Collection & Stores Management
· Introduce computer aided collections management.
· Verify physically stocks with registers/database.
· Modernize methods of storage and retrieval & introduce visible storage.
· Develop adequate storage facilities.
· Control/filter atmospheric heat, dust, humidity, light and pest in Stores.

· Take professional quality digital photos of stored items.
· Upload entire collections’ database with images of objects online.
Proper/Scientific Display of Artefacts

· Design and develop exhibit-specific display systems.
· Up-grade display techniques on professional lines.
· Introduce atmospheric control of heat/cold, humidity, dust, etc. in Galleries.
· Modernize lighting with power-saving/auto switch & heat control.
· Have variety in gallery presentations, with other ‘attractions’ interspersing.
· Circulate periodically displayed materials, from Store to Gallery.
Information, Signages, Floor Plans & Visitor Facilities

· Set up ‘Visitor Interpretation Centres’, & give different options to them.
· Improve Object Interpretation Board, communication strategies/narratives.
· Introduce Braille plaques for the visually impaired visitors.
· Arrange attractive videos and digital shows and hands-on activities.
· Put interactive strategies, touch screen kiosks, ‘sound posts’, etc.
· Print international-standard guide-books with floor plans/signages.
· Keep comfortable benches & resting places, and nooks/seating corners.
· Drinking water facilities and clean toilets with signages.
· Set up cafeterias, vending machines and spaces to interact.
· Have flexible and extended visiting hours, with some special ‘free days’.
· Engage enthusiastic volunteers as museum assistants, to guide visitors.
Museum Shops and Souvenirs

· Set up proper Museum/Souvenir Shops, preferably on PPP model
· Merchandise professional selected museum items, for souvenirs.
· Produce, with ‘class’, replicas, prints, postcards, albums etc.
· Publish world-class books & catalogues, through the best available.
· Arrange inter-museum & outsourced sale of books/catalogues & CDs.
· Promote/market India’s heritage as a brand, through all museum shops.
· Approach corporates to popularize museum culture through gifts.
Multi-Media, Audio Visual & Guide Facilities

· Design, and continuously update, website & information systems.
· Introduce museum related activity cum technical research blogs.
· Digitize important stored artefacts for ‘Virtual Guide’, CDs and Websites.
· Introduce / improve audio guides: work on time-bound plans.
· Set up LCD panels, to display digitized artefacts on videos and power points.
· Introduce 3-D holographic projections, simulated images & virtual reality.
· Set up interactive sound & talking trees, musical clocks & other attractions.
Attract Various Audience Segments, including Students/Children

· Plan the calendar of events for the entire year, and more, if possible.
· Send newsletters and keep updating mailing lists, through visitor registers.
· Arrange special training for Education Officers, PROs & ‘Guides’ for this work
· Plan ‘Out-reach’ programmes for different segments, target specific.
· Design invitation cards, brochures, fliers both artistically and professionally.
· Organize regular interactive programmes and set up ‘children’s corners’.
· Formalise networks with schools and colleges, on a regular basis.

Visiting & Travelling Exhibitions

· Strengthen networking through professional bodies like ICOM, MAI etc.

An MoU was signed in 2010 with British Museum, Victoria & Albert Museum and British Library, London and the Ministry of Culture (on

behalf of Indian Cultural Institutions) to strengthen and enhance friendly cultural relations and promote cultural cooperation and

exchange. The MoU offers an appropriate platform for collaboration and sharing of best practices in different areas of Museum

Management.

The Ministry has recently initiated the Leadership Training Programme for in-service museum professionals in India in collaboration with

the British Museum, London. This is the first Leadership Training being organized for museums in India. The Programme is being

coordinated by the National Culture Fund, an autonomous body under the Ministry of Culture that facilitates public private partnerships

for the preservation of arts and heritage in India. The Training Programme will include intensive training sessions on Curation, Museum

Education, Design & Display, Scientific Storage, Conservation & Preservation, Museum Marketing, Outreach and Collection

Management. 20 museum professionals from 12 Indian museums will undergo this six month Leadership Training in Delhi, London and

Mumbai respectively. They will take part in three sessions of training which have been specially created to balance the theoretical with

the practical, building on participants existing skills and advising on museum best practice. The training has been carefully shaped to

ensure participants can immediately apply and share their knowledge and skills within their organisations. The first session was

commenced in Delhi in January 2012, the second in London will be in March, and the final session in Mumbai will be in May. This will

ensure the training has the highest possible impact and takes advantage of local conditions.

Museums are increasingly engaging personnel with a wide variety of skills to increase their profile and remain relevant to 21st century

audiences. While academic scholarship remains the bedrock of our organisations, it is increasingly acknowledged that this work benefits

from, and is enhanced by individuals with different specialisms. The range of practitioners involved in conducting the training programme

is broad. Among many others, sessions will be taught by specialists in strategic planning, project management, exhibition display,

education, communications, marketing, digital technology, conservation and security, drawing on their extensive first-hand experience of

working museum environments. This programme will generate museum leaders who will further train museum professionals all across the

country to create a rich web of world class museums in India.

As part of the training programme, Indian scholars will be given substantial access to the British Museum’s world collection and will be

encouraged to share their invaluable knowledge, particularly of the Indian collections. The exchange of knowledge between Indian and

British Museum scholars will be strongly encouraged and it is hoped will form a foundation for future collaboration in the areas of

Imphal, Jan 17NNN : All Manipur Tribal Union (AMTU) today urged upon the tribal people of Manipur to elect leaders in the ensuing Manipur general elections who can strengthen the Hill Area Committee (HAC), a sole institute which constitutionally protects the interest of the tribals, saying that the Government of Manipur is attempting to reduce them to victims of feudalism.
For example, the Reserve Forests in the district of Chandel were just declared in the year 1939 when the British colonial regime forcibly made the declaration under Indian Forest Act 1927 without the consent of the tribal chiefs, AMTU general secretary Romeo Bungdon stated while adding that the Manipur Forest Rules 1971 classified the forests of Manipur into three Reserve Forest, the Protected forest and the Unclassified Forest or Open Forest.
He said the State Government’s another policy is to transfer of power in recognition of a village while establishing from hills department to revenue department under the duress cabinet decision, most probably by overruling the Hill Area Committee.
The Government under its ambiguous policies will take up various land policies and land reformation against the aspiration of the tribal people, AMTU said, while adding that land grabbing and village displacements have already begun which is a gruesome violation of Article 371 of the Indian Constitution.
AMTU also said the tribal people should focus to elect leaders in the 10th Manipur Assembly elections who can strengthen the Hill Area Committee and further urged that hill based political parties and other leaders to necessitate such survival politics for retrieval strategies beyond political party lines which may ultimately eradicate threats of communal cord in the future.

Imphal, Jan 17: Discovering the movement of UG cadres at Wangoo, troops of 24 Assam Rifles of 26 Sector and 33 Assam Rifles of 73 Brigade launched joint operation in the area and apprehended one UNLF cadre on 17 Jan 12. The apprehendee was identified as No 1624 SS Pte Amom Atomba Meitei,29 yrs,s/o Mr Amom Ibotombi Singh,Wangoo Awang Leikei.
On 17 Jan, Troops of 33 Assam Rifles of Loktak Brigade under Red Shield Division along with troops of 24 Assam Rifles apprehended a cadre of UNLF from Sangram Wangu area. Identity of individual has been revealed as Amom Atorrba alias Romeo (29 years), r/o Wangu Awang Leikai, Napaching Makhong. Amom also confessed to his involvement in carrying out recruitment and tax collection on behalf of the banned terrorist outfit from the area Wangu. He has been handed over to Kumbi police station.

Dimapur/Imphal, Jan 17 NNN : Normal activities in Nagaland commercial hub Dimapur and the state capital Kohima and also in the Naga areas in Manipur were affected due to the 12 hour bandh called by the NSCN-IM in protest against the move of New Delhi that prevented Naga outfit’s chairman Isak Chisi Swu and its general secretary Th. Muivah from visiting Zunheboto on Saturday last.
Talking to Newmai News Network this evening, convenor of the NSCN-IM Steering Committee V.S Atem said the bandh ended at 6 pm on Tuesday which began this morning in ‘Nagalim’, meaning in all the ‘Naga areas’.
All the business establishments in Dimapur were seen shut during the bandh hours today. In the Nagaland state capital Kohima the severity of the 12-hour NSCN-IM bandh was also strong. No shops were seen opened today in Kohima. However, vehicles both private and public were seen plying as usual in Dimapur and Kohima.
In Senapati district headqurters, the shops were seen closed since this morning. Reports received from the district headqurters said that except few vegetable vendors more or less all the shops were shut due to the bandh. Similar reports were also received from the district headqurters of Ukhrul, Tamenglong and Chandel.
It is worth noting that on January 14, Thuingaleng Muivah and Isak Chisi Swu were on their way to Zunheboto from their camp Hebron in the large entourage consisting of about 70 vehicles but were stopped by the waiting Assam Rifles at Bade village led by an Assam Rifles brigadier at around 9:30 am. Bade village is located at about 20 kilometres from NSCN-IM’s Hebron camp.
The Assam Rifles asked Muivah and Swu not to go ahead with their visit to Zunheboto without obtaining a permission from the Ministry of Home Affairs. At around 3 pm the Ministry of Home Affairs had reportedly allowed Muivah and Isak Swu to visit Zunheboto but with certain conditions.
One condition of the Ministry of Home Affairs (MHA) for the NSCN-IM leaders’s tour to Zunheboto is that Muivah and Swu will travel without weapons. The second condition of the MHA to the NSCN-IM leaders is that personal security guards shall not carry weapons even in concealed manner. The third condition has been that the number of vehicles not to exceed twenty. and the NSCN-IM leaders will not hold any public meeting or press conference.

Imphal, Jan 17 NNN: Manipur police retrieved five bombs in a single day from different locations in Manipur on Tuesday which aimed and threatened the Congress candidates and their supporters, the incidents which are often claimed responsibilities by the CorCorm (Coordination Committee) that imposed a ban on the national political party from Manipur.
A Chinese hand grenade was planted at the residence of one T. Kashi, (67), a Congress supporter at Ngaikhong Khullen under Nambol police station in Bishnupur district and another bomb was retrieved by police at the house of a Congress worker namely, Ch. Tomba, 64 in Bishnupur Ward No. 3 this early morning, police said.
In Thoubal district, a handgrenade was lobbed at the house of Kakching Municipal Council chairperson M. Inakkhunbi at Kakching Ningthou neighborhood, but the bomb did not explode.
A bomb was also recovered at the courtyard of M. Borajao, 55 of Lamlai Makha locality this morning. The police said he was also a Congress worker.
In Imphal west, a hand grenade was found planting on the side of a drain near a shop located just opposite to the main gate of Manipur University at Canchipur. It was not known as to why the bomb was planted there.
The five bombs were defused by the Manipur police bomb squad teams and later disposed them, the police added. 
On 17 Jan, acting on specific input, 6/8 Gorkha Rifles, of Logtak Brigade under Red Shield Division, alongwith Bishnupur Police Commandos recovered three live Grenades, one from Ward No 03 and two from Naikhong Khulen area in Bishenpur District.
The suspected houses were immediately cordoned, vacated and a thorough search of the area was carried out. The grenades could have caused extensive damage to life and property had they not been detected in time. The grenades were placed by functionaries of unknown underground groups to instil fear in the minds of people in wake of the forthcoming elections.
Two active workers of Congress have been reportedly kidnapped by suspected militants somewhere between Senapati district headquarters and Karong in the district yesterday, a police source said Tuesday.
The police just named the two abducted individuals as Thoii and Lamkhai, both natives of Oinam village in Senapati district and they are supporters of Education and Youth & Sports Affairs Minister, DD Thaisii who is also contesting the coming January 28 Manipur Assembly poll from Karong assembly constituency.
At around 5 pm yesterday, some unknown armed men kidnapped Thoii and Lamkhai at a place between Senapati district headquarters and Karong, said the police. Senapati is a hill district of Manipur which is about 65 km from the state capital Imphal.
However, the police did not provide full particulars of the abducted Indian National Congress (INC) workers or the details on which militant group involved in the kidnapping.

New Delhi, Jan 17 (ANI): A day after Army Chief General V.K. Singh moved the Supreme Court against the government’s rejection of his claim on his date of birth, Defence Minister A K Antony met Prime Minister Dr. Manmohan Singh here on Tuesday to discuss the matter.
According to reports, Defence Secretary Shashikant Sharma, who was in Malaysia on a visit, has also been called back in view of the latest developments that have taken place.
The Defence Minister reportedly also had a discussion with Attorney General Goolam E Vahanvati on the issue.
Meanwhile, the government earlier in the day filed a caveat in the Supreme Court against any ex-parte order on the petition of Army Chief Gen challenging the decision over his date of birth.
General V.K. Singh is believed to have questioned the government’s decision to treat his date of birth, as May 10,1950 instead of May 10,1951 as claimed by him on the basis of his matriculation certificate and other documents, in his writ petition filed in the apex court.
General Singh had earlier on Sunday said that he has ‘’no clue’’ of any early resolution of the ongoing controversy surrounding his age issue, but insisted that the matter be allowed to rest and not become a public debate.
To a poser on whether he is expecting an early resolution of the issue surrounding his age, General Singh said: “I have got no clue. I am working as I am.”
“I don’’t want to say anything. He has expressed his confidence and I am following that. Earlier also I have said that I am working for the organisation. I appreciate his confidence and will try to stand upto that,” he added, when asked to comment on the confidence expressed by Defence Minister A K Antony in him regardless of the ongoing issue.
When asked to clarify whether the issue has been settled by the Defence Ministry, General Singh said: “Why do you want a clarity? I have said this is an issue that should be allowed to rest, and not become a public debate. So there is no requirement to give it any spin, or to give it any more wings than what it actually is.”
“I think I have already said a lot of things on this subject. Actually there is no requirement for me to say anything on this subject. The reason is that, whatever I say will either be misinterpreted or interpreted in a manner in which somebody will write it,” he added, when asked whether he would accept the government decision, if the age issue is delinked from his tenure in office.
General V.K. Singh had earlier this month disassociated himself with the reports of fresh representations by him concerning his date of birth.
Reports in the media had earlier indicated that General V.K. Singh had written to the Government that his date of birth was May 10, 1951 and not 1950 as entered on the basis of his application when he entered the National Defence Academy.
According to certain reports, the controversy stemmed from different sets of records in the adjutant general and military secretary branches of the Indian Army Headquarters.
While the adjutant general’s branch that deals with pay, perks and pensions maintains 1951 as his year of birth, the military secretary branch that deals with appointments and promotions has 1950 in its records.
The Ministry of Defence had earlier rejected Army Chief General V. K. Singh’s statutory complaint seeking a correction of his date of birth in the army records.
According to reports, General Singh has been conveyed that that he will have to retire from service on May 31, 2012 on completion of his two-year tenure.
General Singh, who has consistently claimed that he was born in 1951 and not 1950 as maintained, had in his statutory complaint asked the Defence Ministry to consider May 10, 1951 as his date of birth.
The Army Chief had earlier filed the statutory complaint with Defence Minister A. K. Antony after the government issued an order on July 21 in which it said that it will consider May 10, 1950 as his date of birth.

The Ministry of Development of North Eastern Region (DoNER) has a scheme “Capacity Building & Technical Assistance” to impart training to youth of North-Eastern Region (NER) through various eligible institutes/agencies in sectors which have a high employment potential. The scheme is not collaborative in nature in terms of responsibilities of training and placement of unemployed youth of the NER. Construction Industry Development Council (CIDC) has been sanctioned about Rs.1.03 crore in the financial year 2010-11 to train 500 youth.
CIDC has informed that so far 252 youth have been trained and 101 are undergoing training/counselling. 278 and 75 youth respectively are from Assam and Tripura. So far, all 252 trained youth have been offered placement, 118 of them have accepted the placement.
The training programme provides for 20% classroom (theoretical) and 80% hands-on practice at a “live work site” to enable the trainees to learn skills required in construction so that they may become better supervisors as well as are able to appreciate dignity of all aspects of menial works involved in construction business. Learners at CIDC Training Centre come from all the States, including those from North East States and like in any training institute, are treated equally.
The Ministry of DoNER has also apprised the management, CIDC to keep the candidates informed about the nature of the course and likely hardships involved in it prior to their selection. The Ministry has released Rs.77.47 lakhs so far to CIDC.

Imphal, Jan 16 NNN: Manipur will be provided 42,000 personnel of security forces or 350 companies of paramilitary forces, including police personnel from other States for the forthcoming Assembly polls where 218 companies of security forces have already been arrived and being utilized across nine districts of the State which will go on poll on January 28, official sources said Monday.
A total of 350 companies that include CRPF, BSF, ITBP, SSB, Assam Rifles, Orissa police, RPF, Bihar police, Andhra Pradesh police, Mizoram police, Tripura police, Jharkhand police and CISF will spread out in the nine districts on election duty.
Maximum security forces that numbered 55 companies will be deployed in Thoubal district from where the present Chief Minister Okram Ibobi will be contesting the general elections, and out of these, 27 companies have already been utilized in the district.
Imphal West and Senapati districts will have the second largest number of security deployment and that the two districts will have 50 companies each. The districts have already been using 28 companies and 44 companies respectively.
In Imphal East district, 27 companies have already been deployed and more companies will be added to make a total of 45 companies for these two districts.
Chandel district, which only has two Assembly Constituencies, will have the lowest number of security deployment of 20 companies and out of these 14 has already been arrived.
In Churachandpur district, where 30 companies have already been deployed, will have a total of 41 companies.
For Ukhrul and Tamenglong districts, 30 companies each will be provided where 12 companies and 21 companies have already started been deployed respectively. Bishnupur district will be provided a total of 28 companies where 15 companies have already been utilized. Out of the 350 companies, one company will be kept in reserve, the official sources added.

NSCN-IM chairman Isak Chisi Swu and the outfit’s general secretary Th. Muivah were prevented by the Assam Rifles personnel from visiting Swu’s home town Zunheboto (in Nagaland) with the directive from the Ministry of Home Affairs (MHA) on Saturday.
Expressing anger over the Saturday development, NSCN-IM leader V.S Atem in a press conference in Dimapur today said the act of the Ministry of Home Affairs (MHA) was nothing but a violation of the ceasefire ground rules. “The Government of India wants to solve the Naga political problem. The Nagas want the solution. However, if we don’t meet our people for consultation how can we move forward in solving the problem?” fumes V.S Atem, a former ‘military chief’ of the NSCN-IM.

On 16 Jan, 5 Assam Rifles under the aegis of 59 Mountain Brigade, Red Shield Division apprehended an NSCN (IM) cadre from Karong area while travelling in Hyundai Santro vehicle. Cadre has been identified as Under Secretary of Finance Wing, NSCN (IM) for Senapati region and was also involved in the recent kidnapping of Mr Thoii, Union President of Purul on 02 Jan. Search of the vehicle led to the recovery of two meter green Cordex. Some brown Cordex and 100 gms of plastic explosive. On further questioning, it was revealed that he was planning to carry out numerous bombings to terrorize the public during elections. The apprehended cadre alongwith the recovery was later handed over to PS Imphal (west).

On 15 Jan, 5/9 Gorkha Rifles of Logtak Brigade under Red Shield Division apprehended two lady arms dealers from Kwakta and Phugakchou areas. Apprehendee revealed her identity as Boino alias Boicy (30 years), d/o Kamkho Singsom, r/o Keithelmanbi, District Senapati and one 9mm Pistol along with five 7.62 mm live rounds were recovered from her. Based on follow up action, another lady arms dealer namely Negchin Haokip alias Chin (42 years), d/o Jamlani Haokip, r/o village Tuinom, District Churachandpur was apprehended along-with one 7.62mm Pistol from Phugakchou area in a joint operation by 5/9 Gorkha Rifles and Manipur Commandos. Both the arms dealers confessed to their involvement in illegal arms trafficking for various banned terrorist outfits in Manipur. Apprehendees, along with recoveries have been handed over to Moirang Police Station.

One of the three youths gunned dawn by Imphal West commandos at Iroisemba last night around 8.30 p.m. was identified as Md. Abdul Haq Ali (36) Lilong Leihaokhong . He is the rifleman of 15th AR posted at Thoubal.
In another incident the unknown youth shot dead by Imphal West commandos at Naral Konjil under Wangoi PS on January 14 was identified as Thangjam Anil alias Thoithoi (21) Thangmeiband Sinam Leikai at present staying at his grandmother’s house at Khurai Tinsid Road. He was kidnapped by commandos from a house of a Candidate of Khurai A/C and later killed at Naral Konjil. Meira Paibis staged a sit-in-protest against the fake encounter at Thangmeiband Sinam Leikai today.
Meanwhile the body of Thingujam Bheigya of Naongada Thongkhong was received by relatives after post mortem today. He was gunned down by Imphal West commandos in between Yurembam and Taobungkhok on January 12.

MNS: The Democratic students alliance of Manipur, Desam urged the authority of MPSC to re schedule the combined civil services examinations 2010-11 as the pre-liminary exam was full of mistakes and corruptions. The result of the pre-liminary exam of the said combined exam should not be valid.
The president of Desam L.C. Santosh today said that the combined civil services exam 2010-11 conducted by MPSC were full of mistakes. It should be re-examined in the interest of the students community. The head of the state governor is urged to take attention to the issue. Many questions were found mistake. At least seven question papers were wrong in the exam. There was no confidential question in the exam. 29 questions were direct copy in toto from the CBSE exam. In many answer scripts, the names of the candidates were wrote. It is against the norms and rules of the exam. The govt. should advise to the authority of MPSC to reschedule the said exam, he added.

Imphal, Jan 16: Following the search and rescue mission launched on 14 Jan 2012 in Loktak Lake, troops of 33 Assam Rifles and 5/9 Gorkha Rifles under Loktak Brigade continued their search for the missing fisherman. On extensive search of the Lake the dead body of the fisherman was found inside the Lake water. On interaction with the villagers of Phubala, it came to light that his name was Laishram Tomba Singh, Age 46 years, son of Late L Mani Singh. Mr Lairellakpam Shoben Singh, age 46 years, son of L Nilamani Singh who survived said that the incident took place when he was returning to his village with other two men after fishing. As per him, the Lake became turbulent due to heavy winds and they lost control of their boats and drowned. Troops of 33 Assam Rifles and 5/9 Gorkha Rifles continue their support to the villagers of Phubala following the unfortunate incident of drowning of three fishermen on night of 13 Jan 2012.

Some unknown persons presented bombs at the residence of four workers of Congress workers.
Some unknown persons hurled a bomb at the residence of one Ng. Joykumar (35) Khurai Chingangbam Leikai this morning around 6.15 a.m.
Joy is the youngest brother of INC Candidate Ng. Dr. Bijoy.
Ina similar incident, a bomb was found at the house of one Huidrom Brojen (31) of Ishok Awang Leikai this morning.
He is the worker of Congress (I).
In another incident, a bomb was found at the residence of Md. Hajmad Ali (40), Keirao Makting. He is the worker of Congress (I) Candidate.
Meanwhile a bomb was found at the house of one Md. Chaoba (37) Urup khunou. He is the worker of Congress (I) Candidate.
