{"id":45016,"date":"2012-10-20T20:42:18","date_gmt":"2012-10-21T00:42:18","guid":{"rendered":"http:\/\/manipur-mail.com\/?p=12701"},"modified":"2012-10-20T20:42:18","modified_gmt":"2012-10-21T00:42:18","slug":"hectic-parleys-on-at-nscn-camps","status":"publish","type":"post","link":"https:\/\/www.manipur.org\/news\/2012\/10\/20\/hectic-parleys-on-at-nscn-camps\/","title":{"rendered":"Hectic parleys on at NSCN camps"},"content":{"rendered":"<p><strong><\/strong><br \/>\nDIMAPUR, Oct 20 NNN: All roads lead to Camp Hebron, the NSCN-IM\u2019s main base, off Dimapur presently but no news was heard ever again after the much publicised arrival of NSCN-IM general secretary Thuingaleng Muivah and the outfit\u2019s chairman Isak Chisi Swu two days ago.<br \/>\nWith the rising tempo given the prevailing situation, everyone is curious as to what news Isak Swu and Muivah \u201chad brought with them\u201d from New Delhi on October 18. The charged up atmosphere has been owing to Union Home minister Sushil Kumar Shinde\u2019s comment of inking the much hyped would-be Naga settlement by March next year, the time when election to the Nagaland legislative assembly is due.<br \/>\nNaga civil society organisations are yet to get invitations for the \u2018home-consultations\u2019 with the NSCN-IM leaders at Camp Hebron. The sources however said they are likely to get formal invitations in a couple of days\u2019 time. \u201cI was told that series of consultative meetings will be only after October 25,\u201d said a prominent Naga leader in Kohima.<br \/>\nThe sources added that on October 25 top NSCN-IM leaders will have their own meeting with the Tartars (the outfit\u2019s members of parliament), Kilonsers (ministers) and other top ranking leaders of the organisation. \u201cAfter this meeting only the \u2018home-consultations will begin,\u201d further disclosed the sources.<br \/>\nMeanwhile, this time round, the affairs is not going to be the ones held in the year 2003 and 2004 where the civil society leaders and the Naga public from Manipur, Nagaland, Arunachal Pradesh, Assam and even from Myanmar had participated altogether at one go. \u201cThis time, the collective leadership (i.e Th Muivah and Isak Swu) will meet separately with every Naga frontal organisations on the latest dialogue development,\u201d said another well placed source.<br \/>\nMeanwhile, it is still sketchy whether Th Muivah and Isak Swu will be meeting rival outfits\u2019 leaders though it has been speculated that there is a strong possibility of such meetings on the proposed Naga National Government (NNG).<br \/>\nLast year on August 26, three Naga underground organisations including the NSCN faction led by Khole and Kitovi (GPRN\/NSCN), NNC\/FGN and NSCN-IM had convened a meeting to take up measures for the formation of the common Naga underground government christened as Naga National Government (NNG).<br \/>\nIt was reported then, \u201cThe signatories of the Naga Concordant had met at Dimapur and agreed to take gradual and practical measures towards the formation of one Naga National Government. As a preliminary step towards creating understanding and cooperation amongst the signatories, we have agreed to jointly fight against rampant collection of tax, kidnapping, abduction, threats, intimidation, rape and other social evils. It also agreed to take stringent measures against its own cadres that are involved in criminal acts which are detrimental to the orderly pursuit of the Naga national cause. The three underground groups then agreed that in the eventuality of any crisis, the responsible leader of each delegation should have telephoned the respective counterpart on each of the other delegations [including FNR] within one hour of the crisis for verification and resolution of the problem. It finally agreed that any member of the signatory arrested or detained by another signatory should be treated with due dignity and respect, and in accordance with international standards of human rights. No detainee should be physically abused or tortured\u201d.<br \/>\n\u201cIn order to fulfill these agreed areas of cooperation, the following persons from the signatories of the \u201cNaga Concordant\u201d will have direct access to each other with full official powers to make decisions regarding the above points\u201d, the joint statement of NNC\/FGN, NSCN (Khole-Kitovi) and the NSCN-IM had said last year.<br \/>\nMentionably, on August 26, 2011, the three Naga underground groups\u2014NSCN-IM, NNC and NSCN-Khole\/Kitovi had agreed upon in principle to work towards in the formation of their single government.
