Speaking during the eighth session of the 12th Manipur Legislative Assembly, Hangshing said insecurity and disruption caused by the conflict had affected education, employment opportunities, supply of essential commodities and the living conditions of displaced people.<\/em><\/strong><\/p>\n

Saikul MLA Kimneo Haokip Hangshing on Thursday raised a series of concerns over the hardships faced by people in her constituency and the wider Kangpokpi district amid the prolonged communal conflict, urging the Manipur government to take immediate steps to improve access to essential services and support internally displaced persons (IDPs).<\/p>\n

Hangshing said insecurity and disruption caused by the conflict had affected education, employment opportunities, supply of essential commodities and the living conditions of displaced people.<\/p>\n

The MLA also expressed appreciation for the security arrangements made by the state government, saying these had enabled her and her colleague, a Lok Sabha member from Saikul, to attend the Assembly session after nearly three years.<\/p>\n

While acknowledging the government’s efforts to restore normalcy and peaceful coexistence among communities under Chief Minister Yumnam Khemchand Singh, Hangshing placed three key issues before the House.<\/p>\n

Demand for competitive exam centre:<\/strong><\/p>\n

The MLA said many aspiring students from the district had been unable to appear for competitive examinations in recent years because of insecurity and difficulties in travelling.<\/p>\n

She urged the government to establish a Central government recruitment examination centre at Kangpokpi district headquarters, arguing that this would provide greater access to job aspirants and reduce the need for candidates to travel to Ukhrul amid security concerns.<\/p>\n

Essential supplies disrupted for months:<\/strong><\/p>\n

Hangshing also sought uninterrupted supplies of food, medicines, medical facilities and fuel to all parts of the state.
\nReferring specifically to Saikul, she said the constituency had been deprived of supplies of essential food items and lifesaving medicines for more than three and a half months, which she attributed to economic blockades and counter-blockades imposed by sections of different organisations and communities.<\/p>\n

She further said filling stations and petrol pumps in Kangpokpi district, particularly in Saikul, had remained shut during the period, creating additional difficulties for residents.<\/p>\n

Concerns over IDP relief camps:<\/strong><\/p>\n

The MLA also highlighted the conditions of internally displaced people, particularly those staying in relief camps in Churachandpur.
\nBased on her recent visit to the camps, she said many displaced families were still living without adequate basic amenities, infrastructure and medical supplies.<\/p>\n

She said financial assistance for rebuilding homes destroyed during the conflict was either being delayed or was insufficient to meet the actual costs of materials and construction.<\/p>\n

Hangshing further pointed to overcrowding in relief camps, saying it had contributed to unhygienic conditions and inadequate privacy, particularly for women. She said displaced families were continuing to depend on limited government rations and monetary assistance that was inadequate for their needs.<\/p>\n

The MLA urged the government to increase financial assistance, improve conditions in relief camps and expedite the reconstruction of destroyed houses to enable displaced families to rebuild their lives.<\/p>\n

Concluding her intervention, Hangshing expressed hope that effective implementation of the measures would help reduce the possibility of further violence and contribute to restoring normalcy, peace and peaceful coexistence in Manipur.<\/p>\n
