IMPHAL, April 1(Sangai express): A division bench of the Gauhati High Court comprising Justice TNK and Justice Mutum BK has given directive to the BRTF for making the NH 53 atleast motorable during rainy season.

Movement of goods carriers along the NH-53 has gained momentum since last year following imposition of frequent bandhs and blockades along the NH-39, considered to be the most important lifeline of the State.

Taking cognisance of the fact that the condition of the NH- 53 has not shown any sign of improvement despite entrusting BRO for the main- tenance along with providing the required fund by the Govt of India over the last many years, two members of Transporters and Drivers Council (TDC), namely H Kulamani and M Tomba have jointly filed a Public Interest Litigation (PIL) in the Gauhati High Court on July 26, 2010 praying for necessary actions as well as for development of the road.

In the hearing of the PIL today, the division bench directed the BRTF to make the road atleast motorable during rainy season.

The Court directive was given directly to Executive Engineer (Civil), SG-24 of BRTF M Rajendrakumar, who personally appeared in the court in the hearing of the PIL today. The Court further directed that the stretch of the NH 53 from Khongshang to Jiribam should be made motorable before the onset of rainy season and the BRTF should approach the State Govt as well as the Central Govt for the required security in connection with maintenance of law and order in carrying out the work. Moreover, the Govt should do the needful in this regard promptly.

The Court also directed that if case spill over mud and other debris from laying of the railway track upto Imphal blocked the road or fall into the drain along the NH, thereby causing difficulties in the work of BRTF, the Govt of Manipur should ask the Northern Frontier Railway to remove the debris at the earliest possible. The division ben-ch directed Rajendrakumar, the attending BRTF representative, to submit a copy of the progress report of the road development work taken up from Khongshang to Jiri-bam along NH-53 to the court by May 25.

Addressing a press conference today afternoon in the backdrop of the court directive, TDC president H Ranjit lamented that althou-gh the Court has always fixed the date of hearing the PIL filed by TDC members in time, it has remained postponed for over 7 months on account of the Government.

Pointing out that the condition of the NH- 53 for over a distance of 12 specially in between 137 kms and 149 kms from Imphal continued to remain deplorable beyond comparison, Ranjit appealed to all concerned for taking up work on war footing to ensure improvement of the said road stretch within a week.

KOHIMA/DELHI, APRil 1 (AGENCIES): Nagaland has recorded a negative decadal growth of population with the new Census data showing the state’s population at 19,80,602 against the 2001 figure of 19,88,636.

While all the North Eastern states recorded the decadal population growth more or less around the national average of 17.64 per cent, Nagaland recorded the same at minus 0.40 per cent.

Nagaland had recorded the country s highest decadal population growth of 64.41 per cent in 2001 and 56.08 in 1991 respectively.
However, the State Government had rejected the state’s 2001 Census figures describing them as exaggeration and for the past one year have made appeals to the people, particularly the village authorities to give correct data during the Census operation 2011.

State census director Hekali Zhimomi said all efforts were made throughout the year to have a correct Census figure of Nagaland and community leaders were persuaded and mobilised at various levels to carry out a meaningful Census operation this time.

Rejecting the 2001 Census, the State Government on various occasions found that most of the villages recorded exaggerated population figures believing that they would get more financial allocations from the government for various rural development schemes.

This prevailing perception prompted Chief Minister Neiphiu Rio to make repeated appeals to the people to give correct data to the enumerators and how it helps grassroots planning process. He had also explained to village authorities like village councils and village development boards that exaggerated figures would not ensue more flow of funds.

Neighbouring Assam which registers 2011 population at around 3.12 crore, records the decadal growth at 16.83 per cent against 18.85 per cent in 2001, despite popular perception of influx of migrants from Bangladesh.

The total provisional population of seven NE states and Sikkim has been registered at 4.56 crore as on March 31, 2011. Meghalaya has recorded the highest decadal growth of 27.82 per cent among all the seven north-eastern states, as per the provisional report of Census 2011.

According to the Provisional Population Totals for Census 2011, India’s population has risen to 1.21 billion – an increase of over 181 million in the last decade – but the gender imbalance is the worst since independence, indicating a persisting preference for male children.

There were eight rock bands from different parts of Meghalaya performing at the grand finale with its own ability and distinct characteristic to prove their potential to be Meghalaya icon-II, however it was Dossier urge that stood in the ways and out classed other rock bands taking the crown as deserving contestant at the platform of icon-II. Opinion Poll Of Assam Election 2011 Predicts Hung Assembly

NEW DELHI, April 1(Assam Tribune) : Is Assam heading for a hung Assembly? Smaller regional parties are tipped to be the next kingmaker. […]

NEW DELHI, April 1(Assam Tribune) : Is Assam heading for a hung Assembly? If a latest opinion poll report is any indication, then the ruling Congress Party is predicted to fall short of majority and get only 46 seats with 32 per cent vote share. Smaller regional parties are tipped to be the next kingmaker.

A pre-poll survey carried out by India Today, Headline Today, Mail Today ORG Opinion poll has forecasted 38 seats for AGP with 25 per cent vote share, while both BJP and AIUDF are projected to win 15 seats cornering only 12 per cent and 14 per cent vote share, respectively. Other smaller regional parties though may hold the key to the next government formation with 12 seats and 16 per cent vote share.

The report said if the AGP does pull off a ground-level understanding with the BJP in key constituencies, the numbers could become even more negative for the Congress.

The BJP, which has made corruption and price-rise its major campaign issues, seems convinced that it was the end of the road for the Tarun Gogoi Government in Assam. It believed that there was an undercurrent of support for the party that could sweep the Congress out of office and stop Gogoi from returning to power for a third straight time.

Tarun Gogoi’s gambit of engaging ULFA in talks ahead of the polls may have clicked, with the survey stating that 36.7 per cent voters are likely to vote for him because he initiated the peace talks with the militant outfit. A majority of 43 per cent have also stated that they were happy with that the Centre has started dialogue with ULFA and 26.5 per cent responded in negative.

A majority of 38.7 per cent of those surveyed also expected the talks with ULFA to be fruitful and 24.1 per cent responding in negative.

Another leading question was whether the present Congress-led government should be re-elected or a change of government at the State was preferred. Those for re-election of the ruling Congress was 41.1 per cent and those who favoured change was 26 per cent and those with no opinion was placed at 32.3 per cent.

At least 38.9 per cent of those surveyed said they had voted for the ruling Congress, last time and 11.8 per cent said they had voted in favour of BJP and 61 per cent voted for other parties. For 54.9 per cent the party matters most, while for 38 per cent the image of a candidate was more important than the party.

Meanwhile, the poll survey said the importance of the problem of illegal migration from Bangladesh may have gone down, as opinion was divided, with 39.8 per cent rejecting it and 39.5 per cent stating that it continues to remain an issue.

On the issue of corruption, the Opposition’s campaign may have hit the bull’s eye, with a whopping 61 per cent expressing their deep concern, while 1.9 per cent conveying moderate concern and 37.1 per cent remaining unconcern, the poll survey found.

To another question whether Centre is guilty of neglecting Assam in general and the North-East in particular, 51 per cent said no, and 26.4 per cent agreed with the assumption, the report said.

Meanwhile, 85.6 per cent of those polled said they were deeply concerned over price rise and 1.4 per cent moderately concerned and 13 per cent unconcerned.

“In the five states which are going to polls we have good stakes in Assam. We have the ground force… we have everything there. So this time around, we will definitely defeat the Congress and emerge as a major winner,” the report quoted Prakash Javadekar as stating.

“The seats for BJP may go up by 20-25 and for the rest of parties like Congress and AGP it may come down by a small number and for AIUDF it is very close. One thing is certain that there would be a non-Congress government in Assam, this time,” BJP MP Rajen Gohain was quoted in the same report as having stated.
