IMPHAL, April 30: Talks were held on Monday between authorities of Phek district of Nagaland and Ukhrul district of Manipur to bring a long lasting solution to the frequent clash and tensions erupted between the villagers of Jessami and Meluri.

The talks, which began at 10 am, were held at Matikhru village in Phek district where ADC, Meluri, village chairman, Citichu and secretary represented the Nagaland side, and Dhananjoy, ADC, Jessami, SDPO, Officer-in-charge, Jessami, M Joel, chairman, Jessami Village Council and Akhwe, secretary, Jessami Village Council represented on the Manipur side.

The two sides agreed that noboey would be allowed to enter the village of Kadzumbudah with deadly weapons to work there. The meeting also decided to hold another round of meeting between Tangkhul Naga Long and Potchuri People’s Forum on May 3 on the strained relations of the two border villages.

At the same time, the Jessami Village Council also submitted a report on the damages caused by Meluri villagers yesterday to the police during the meeting.

As of now, the border is relatively calm after the meeting, M Joel, chairman, Jessami Village Council said.

Notably, prior to the Monday’s talks, 144 CRPC had been imposed in and around Tebumomelu village of Jesami since April 21 following unrelenting tense situation in the villages of Jessami and Meluri.

NEW DELHI, April 30 (Agencies): Chief minister of Meghalaya Mukul Sangma has demanded a more thorough investigation, “stringent follow-up”, integration of the nation and finally, fresh legislation to deal with “instances of discrimination and cases of atrocities” against students of the northeast. He said on Monday that he intends to use the case involving his niece, Dana S Sangma, 23, who committed suicide after she was allegedly humiliated by the staff of Amity University, where she was student, to address the larger issues pertaining to the treatment of students from the northeastern states.

Sagma demanded a law that will act as a “deterrent” for all those with “limited knowledge of the huge diversity of the nation.” “I have already written to the HRD minister and will be taking up the same issue with other chief ministers,” he said. “The present situation demands a larger engagement of all the stakeholders or putting in place a system that will deter the tendency of discrimination and atrocities in institutions/universities by insensitive administration,” says his statement. Dana Sangma had been hauled up by an invigilator for having a switched-on mobile phone in her pocket during an exam.

Sangma argues that his family chose to not seek exemption from post-mortem because officials from Meghalaya house, sent by Sangma, found “some indication that was obvious” that there was more to the suicide story. Sangma says he made enquiries and found that his niece was “sitting in the first row in a small examination hall with two invigilators” – implying that cheating would have been difficult in those conditions — and added that her phone was confiscated by the authorities.

Sangma also insisted that his interest in the welfare of students from the northeast is not a sudden one brought on by his niece`s death. He says he`s been involved with student politics for long and would have reacted the same way “if it had been any other student from

IMPHAL, April 30: One person was killed while two others injured after the Chevrolet Beat car they were travelling in fell down a deep gorge at Kesinam village under Saparmeina PS along the NH 53.

The car was coming towards Imphal from Noney when the tragic accident happened this afternoon at 2pm.

The dead victim has been identified as Kadilui Panmei, 67 of Thangmeiband Namthanlong, while the two injured have been identified as Titus Riyamei, 40 Khoipum and at present staying at Chingmeirong Khongnang ani karak and RK Toni, 42 of Uripok Cheirap.

The two are stated to be undergoing treatment at RIMS.

Meanwhile, some 40/50 people who were perched on a suspension bridge over the Imphal river, watching locals fishing in the river fell down when a wire of the bridge collapse this evening around 5:30pm.

The bridge built across the Imphal river connects Chirai village with Irang Cheishaba under Mayang Imphal PS.

IMPHAL, April 30: Three militant outfits in Manipur in separate statements on Monday have greeted the people of the state in general and the working class in particular on the occasion of May Day 2012.

The banned RPF /PLA said in its message that. the more the capitalism expands its grip, the standard of living of the proletariat would decreased day by day. In the early part of the 19 century, the living status of the labour class was at the lowest level because of lack of policy to fix the working hour and the capitalists paid scanty wages to them, says RPF/PLA .

The message further says in the 1850s, labourers across the world started to raise voice to protect their dignity and they proposed the working hour to be fixed at eight hours. Likewise, movements were launched in many parts of the world to abolish capitalism owing to which the rulers and capitalists treated the working class with more abhorrence.

In 1884, a joint meeting of Federation of Organized Trade and Labour Union held at Chicago decided to fix the working hour at eight hours and to launch mass movement on April 1 every year to fulfill the demand. On May 1, 1886, conventions and mass ralies were organized in America. In Chicago, more than 40,000 labourers protested over the demand by leaving their works.

On May 3, the movement pitched up and many were hurt in police actions. On the following day, people took out at Hay Market Square and shouted slogans against the ruler and capitalists. However, the peaceful demonstration ended with bloodshed as the police opened fire on them, leading to the deaths of many and many others were hurt, thus May 1 has been observed as Labour Day since the bloody incident.

Furthermore, giving the message, RPF/PLA also urges the farmers/labourers in Manipur to cooperate so as to focus on a bright future and lay the foundation of a stronger society.

PREPAK also greeted the people of Manipur on the occasion of May Day 2012. The outfit in its message says the condition of working class in both public and private sectors in the state are worrisome. It says the status of most of the labourers in the private sector should be improved and further blamed that the colonial government has exhausted the human resource of educated youth in Manipur as it cannot provide jobs to them.

PREPAK also says it pays respect to all farmers/labourers and workers in the state and appealed for unity of all the labourers of the world together to understand the strength of the working class.

PREPAK (PRO) in its message to the people says the outfit honours the farmers/labourers in Manipur on the occasion of May Day 2012.

There is a big role of the working class of Kangleipak (Manipur) in developing the society as well as individuals, in bringing change in financial sector and in establishing self-reliance and gaining independence, PREPAK says, while adding that let us strive to become a tolerant society with sacrificial spirit and work harder with our strength so as to enable ourselves to join the development pace of the world.

IMPHAL, Apr 30: Family today claimed the body of Nongthombam Bhubaneswor who died under mysterious circumstances in the early hours yesterday.

The family and JAC formed in connection with the death claimed his body after completion of autopsy at JNIMS.

Bhubaneswor, 38, was a mason, who had engaged in the construction work of Porompat Electricity Office building at Porompat in Imphal East.

Earlier, the JAC and his family had refused to take his body, saying that the culprits involved in the alleged murder of Bhubaneswor should be booked first.

However, they claimed the body on Monday following the contractor of the construction work and head mason assured them to pay Rs 5 lakh to the next of kin for the purpose of his last rites and ritual ceremonies.

IMPHAL, April 30: The JAC formed against the beheading of one Moirangthem Mohan Singh of Napat Mayai Leikai, local meira paibis of the area and family members today convened a press conference announcing May 3 as the deadline for the government and accused Ibocha’s family to provide compensation to Mohan’s family and end the issue there.

Speaking to media persons during the press conference held at the Manipur Press Club, spokesperson Y Memcha secretary Napat Mayai Leikai Meira Paibi Association while announcing the deadline stated that Ibocha’s family had already been intimated about paying compensation to Mohan’s family considering the sorry plight of Mohan’s wife and two children, however, Ibocha’s family had refused to do the same.

She continued that the government and the accused’s family should pay the compensation by May 3 and end the issue or the JAC and the local meira paibis will launch stern agitation from the following day.

IMPHAL, April 30: In what could be termed as one of the major surrender programmes of the year, 103 underground activists belonging to several militant outfits operating in the state and its neighbouring areas surrendered before the state Chief Minister O Ibobi Singh today during a ceremony organized by the HQ IGAR (S) at Mantripukhri.

The militants who surrendered unconditionally alongwith their weapons include 22 cadres of the UNLF, 20 of PULF, 9 of KYKL, 14 of PREPAK, 8 of KNLF, 10 of KCP, 9 of PLA, 4 of UNPC, 2 of NSCN (IM), 1 each of KSCN (K), UPPK and KRPA and 2 KRF.

They also surrendered nine AK rifles, one M-16 rifle, one M-21, three Lathode, one 7.62mm rifle, 25 9mm CMG, four 303 Rif/Bolt Action rifle, 47 numbers of 9mm pistols, 10 7.65mm Pistols and two numbers of 7.62 pistols.

Speaking at the ceremony, the Chief Minister said peace and freedom from crime and terrorism are catalysts for progress and development.

Further congratulating the surenderees, he said the keenness of these youths make it amply clear that the path to violence is chosen more out of compulsion than a choice.

It hardly needs to be emphazized that the younger generation has been disappointed due to lack of job opportunities and other avenues. It is extremely unfortunate to see that a large number of our yough people have felt compelled to take to arms while society needed them as the builders of the nation.

However there are several areas in the country where the youth is disillusioned and needs to embrace by society, he continued.

It is not only in Manipur that we see such a scenario. We all know what is happening in so called Naxal affected areas. Naxalites have posed a serious challenge to law and order machinery, he continued.

“While citing this example should be no consolation for Manipur, we do see a broad common trend in all such armed movements. All these movements are mainly sustained by youths. Broadly all these movements derive their justification from poverty and backwardness. It is ironical that a country which is known for its Gandhian and Buddhist traditions is increasingly beset by prolonged violent movements” the state Chief Minister continued.

While expressing his surprise over the lack of urge of dialogue on the part of the many outfits, the Chief Minister informed that several armed groups have been in peace dialogue with the Government, while many of them still choose to remain silent.

“As I have emphasized time and again there is a space for every dissenting voice in this country. Peaceful methods like elections are primarily meant for giving say to people`s aspirations” he continued.

“But a section of people perhaps does not believe in the efficacy of these democratic and peaceful means. I do not agree with such people” he added.

“Manipur has a huge social wealth in terms of its population of younger age-group having tremendous potential. But unfortunately we have not been able to harness it” the CM lamented.

He ended by congratulating the Assam Rifles for their successful act of bringing the youths to the mainstream.

The home coming ceremony was also attended by Home Minister Gaikhangam,Chief Secretary DS Poonia, DGP Ratnakar Baral, IGAR (S) Maj Gen UK Gurung.

IMPHAL, April 28: A recent sitting of the Advisory Board on National Security Act held at the office of the Central Jail Sajiwa, Manipur had approved the detention of 15 under-trials.

According to a source, the 15 UTs include Leiphrakpam Gopen Singh alias Khangba alias Roshan, 32 son of (L) L Biren Singh of Langthabal Phuramakhong detained since March 5, 2012, Aheibam Inaobi Singh alias Suni, 35 son of (L) A Thoiba Singh of Wangjing Hodamba and Kshetrimayum Premjit Singh alias Bicky alias Manimatum, 22 son of (L) Ksh Homen Singh of Bashikhong Panthoibi Bazar both detained since March 7, 2012.

Others who have been approved for detention under NSA during the meeting include Ngangom Premkumar Singh alias Lemba, 29 son of Ng Chaoba Singh of Keikom Maning Leikai and Oinam Mangoljao Meetei alias Premchand, 25 son of O Birachandra Meetei, Khurai Thoudam Leikai both detained since March 3, Ningthoujam Momo Singh alias Poirei, 31 son of N Lukhoi Singh of Laphupat Tera at present Kakwa Khongnang Pheidekpi, Makha Leikai detained since March 13, 2012, Oinam Chourajit Singh alias Ibomcha alias Goutam alias Loiyumba alias Pradeep, 49 son of O Jilla Singh of Khurai Chingabam Leikai detained since March 14, the source informed.

The meeting also approved the detention of Sanabam Kumar Singh alias Amu, 30 son of (L) S Yaimabi Singh of yairipok Yambem Makha Leikai, Sharungbam Milan Singh, 26 son of Sh Nongyai of Yaripok Yambem Makha Leikai and Anubam Suresh Sharma alias Boy alias Amuthoi, 31 son of A Subash Sharma of Yairipok Yambem Mayai Leikai, Okram Subhash Singh alias Bothoi, 27 son of O Ibopishak Singh of Langol Housing Complex and Ayekpam Winny Singh, 27 son of A Ibohal Singh of Uripok Tourangbam Leikai all detained since March 19, 2012, the source said.

Further according to the source, the sitting had also approved the detention of Yumnam Abung Singh alias Shyamsunder, 25 son of Y Tomba Singh of Thangmeiband Thingel Maru, Nuidrom Panbi Singh alias Panthoi, 19 son of H Shyamjai Singh of Lalambung Khoirom Leikai and Waikhom Loveson Singh alias Ihulkhangba, 19 son of (L) W Deba Singh of Nagamapal Kangjabi Leirak all detained since March 20, 2012.

IMPHAL, April 28: A strong wind blew off roofs of several shops, schools, workshops and houses in the Thoubal market area in the early morning of Saturday, but no human casualty was reported.

The heavy wind, which was blowing in gusts around 7:30 am, completely blew off the roofs of seven shops under a single plot at Thoubal market, dipping them in the residential area. Another roof of a shop attached with house nearby was also blown off.

The storm also carried away the CI sheets roof of an automobile workshop in front of PHED, Thoubal and dropped them in a nearby field, and another roofs of two houses at Thoubal Mela ground also blew off by the storm throwing them in a field at a distance of about 200 metres .

A roof  about 100 ft in length of Anandpur High School at Tomching foothill was also thrown off by the wind leaving them in an open field about 100 metres from the school.

However, no casualty report was received in the storm.

IMPHAL, April 28: The Naga Peoples Movement for Human Rights has demanded the setting up of a special investigative task force in the Loitam Richard murder case.

The human rights body today dispatch a letter to the Karnataka Chief Minister on the issue.

Expressing deep concern over the issue, the letter stated that Richard Loitam, a 19 year-old student of architecture at Acharya NRV School of Architecture was found dead in his hostel room at Madanayakanahalll Nelamangala on April 18.

The provisional post-mortem report reveals cerebral haemorrage as the cause of death, it continued.

The institute and its officials, instead of taking responsibility in identifying the culprits, is hindering and impeding the case by tainting Richard as a drug abuser and blaming his death on head injuries he allegedly sustained in a two-wheeler accident on April 16 near Saptagiri Hospital, the letter stated.

The letter also stated that it is important to mention that the doctors there treated him as an outpatient; had there been suspicion of serious injuries whatsoever, doctors would surely have advised and followed up with the rightful tests and medical investigations as treatment protocol requires.

The absence of any such advice and the fact that he was let off after a routine procedure is indicative that Richard was fine and therefore, blaming his death on the accident is clearly done to mislead the investigation of the case, the letter further stated.

“The mala fide action of the institute and its officials to mislead and obstruct the course of justice is highly questionable; it suggests complicity on the part of the institute and its officials in the commission of the crime” the letter continued.

“The brutal death of Richard requires immediate attention from all the appropriate authorities, particularly the Government of Karnataka” it stated.

The Naga Peoples Movement for Human Rights has further demanded a special investigative task force to be set up to inquire into the death of Richard, and the guilty be brought to book immediately; that the Acharya NRV School of Architecture and its officials be held accountable for its role in hindering and impeding the case through, and fitting penalties be imposed accordingly.

IMPHAL, April 28: The banned KCP (MC) said a strategy of a colonial rule has been carrying out in full scale in Manipur which has hit hard on the people and hampered the trail of revolutionary movement of the people as well.

A statement issued by Paikhomba Meitei, secretary, information and publicity military affairs of KCP (MC) said on Saturday that it has its four views on the impact of the colonial rule in Manipur. Firstly, some reactionary people are deliberately trying to wipe out the revolutionary ethics to strengthen the Indian colonial rule. For instance, increasing number of KCP (MC)/KCP groups and indulging in “contract mafia” after changing the aspect of the revolutionary movement on ethnic line.

Secondly, the occupational forces have indulged in extortions by using the name of KCP (M) with an aim to mislead the people and hurt the outfit. Thirdly, the anti-revolutionaries are aiming to paralyze the KCP (MC) completely after breaking it into numerous factions so that it may not able to back into the rim of power politics.

Lastly, it was a wrong step of the group to recruit and provide refuge to the deserters from other militant groups who lack ethics.

Acknowledging that factionalism in revolutionary movements in the world is quite natural, KCP (MC) further stated that the mode of factionalism and factional clashes which are being witnessed in Manipur is unique.

It also clarified that KCP (MC)-Ningamba group has no any connection with KCP (MC) and that the KCP (MC) was set up on April 27, 2007 under the leadership of lieutenant colonel, secretary cum central finance, Khoirangba, central project and Langakpa alias Loya alias Tamnganba, defence secretary.

Gaikhangam has urged his Karnataka counterpart to give appropriate instructions to concerned law enforcing agencies for speedy delivery of justice under the law of the land regarding the alleged killing of Loitam Richard by his co-hostellers over an apparently trivial issue.

In a letter written to the home minister of Karnataka, R. Ashok, the home minister of Manipur stated that Karnataka ranks among the top destinations for higher studies for many Manipuri students as the city is perceived to be safe and friendly to people from the North-East region, and not only have students enrolled in various educational intuitions in Karnataka, many Manipuri professionals have settled and are working in companies in Karnataka and made it their second home.

But the brutal killing of Loitam Richard (21), who was a student of Acharya NRV School of Architecture in Bangalaru allegedly by his co-hostellers on April 19 over an apparently trivial issue, has vitiated this image of Karnataka as a hospitable state, shocked parents of students studying there and also scared off Manipuris residing there, stated Gaikhangam.

Gakhangam urged his counterpart in Karnataka to give appropriate instructions to concerned law enforcing agencies for speedy delivery of justice under the law of the land.

Applications are invited for the positions (co-terminus with project) in an Indian Council of Social Science Research [ICSSR] sanctioned research project entitled “LAND USE AND LAND COVER IN AND AROUND LOKTAK LAKE AND ITS IMPACTS ON LIVELIHOOD OF THE PEOPLE AND ENVIRONMENT”.

Position – Research Officer [one] Rs. 13,000/- p.m. (consolidated) Duration 2 years
Qualification – M.A./M.Sc. Geography/ Environmental Sciences/ Environmental Studies or a related subject

Position – Research Investigator [one] Rs. 10,500/- p.m. (consolidated) Duration 2 years

IMPHAL, April 23: Keirao MLA K Thamarjit accompanied by ICDS staff and media persons inspected the Anganwadi centers in the constituency today.

Out of 24 Anganwadi centers in the constituency, the buildings of only three centers had been completed. In many other centers, it was found that the centre was opened in the courtyard of a residence, while many exist only in name.

Speaking to media persons, the MLA said the frequency of Anganwadi centers will be checked.

He further added that, there are certain localities where there is excessive number of Anganwadi centers. The excess will be shifted to other localities where there is lack of Anganwaddi centers.

He has further urged the concerned department to retrieve the funds for the building of such excessive centres if it has been allotted already and to reallocate the same to the new proposed centers.

IMPHAL, April 23: Assam Rifles authorities have denied any human rights violation during the entire episode regarding the death of a NSCN (IM) cadre in Arunachal Pradesh recently.

In reaction to the Newmai News Network report carried by the IFP under the headline ‘No respite in AR-IM tension’ wherein the NSCN-IM had charged the Assam Rifles of torturing a captain of the outfit in Arunachal Pradesh leading to his subsequent death, the PIB has denied any violation.

It has stated that based on specific information, a column of 19 Assam Rifles along with police representatives of Khonsa launched an operation in the jungles near Hollam Village in Tirap district of Arunachal Pradesh on April 15.

It further added that at approximately 6.45pm, the column apprehended one militant, later identified as SS Captain Yormi Horam Tangkhul of NSCN (IM), along with one muzzle loaded rifle (Baruah Rifle), an extortion note of NSCN (IM) and two pairs of combat uniform. 

Yormi Horam Tangkhul was found to be in a sick state and was therefore immediately taken to District Hospital, Khonsa along with the local police representatives. He was handed over in a fit physical condition after proper medical examination to the SHO, Khonsa police station and District Hospital, Khonsa, it continued. 

It is learnt that the NSCN (IM) cadre Yormi Horam Tangkhul subsequently expired on April 20 at the said hospital.

It has further continued that proper laid down procedures and norms were followed during the conduct of the operation and further handing over of the apprehended NSCN (IM) cadre to the police. There have been no human rights violations by the Assam Rifles troops during the entire episode.

IMPHAL, April 23 (Newmai News Network):  The Naga Peoples` Front (NPF), Manipur State Unit has urged the National Socialist Council of Nagalim – Isaac-Muivah (NSCN-IM) leadership and the Assam Rifles to withdraw from their standoff position in the larger interest of the public and for return of peace in the region.
  
General secretary, NPF, Manipur state unit S Kho John has stated that it is going to be about a century that the Naga people have undergone such circumstances as human rights violations, provocations and suppressions in their hometowns and villages. The Front further stated that among the paramilitary forces, the Assam Rifles in particular have been operating in the North East region, particularly in the Naga areas since the introduction of the Armed Forces Special Powers Act, 1958 and series of counter violence have resulted in heavy human casualties affecting everyone including Indian soldiers, civilians and Naga underground cadres before the ceaseless declaration. However, with the ongoing ceasefire and the peace process, violence has been drastically reduced to a great extend, the press note stated.

The NPF thanked the wisdom and farsightedness of Indian political and military leadership who believed in political solution and initiated a meaningful dialogue, which led to the signing of the first ceasefire agreement between the government of India and the Naga underground leaders in 1964, which unfortunately ended in a deadlock due to the rigid stance adopted by different parties.

The second ceasefire agreement was again signed in 1997 during the prime minister ship of I.K.Gujral with great expectation from the Naga people, and since then the dialogue has been continuing till date for the last 15 years involving many personalities as interlocutors appointed by the Indian government, the press note stated.

The initiation of political dialogue began from the time of Indira Gandhi in 1964 and continued with the successive government led by (L) P.V.Narasimha Rao, Deve Gowda, I.K.Gujral, Atal Bihari Vajpayee and Dr Manmohan Singh till date, and it sufficiently indicates that there is a problem and it needs some serious concern and efforts from both the parties including all right-thinking people and organizations, added NPF.

“Therefore, at this critical juncture, the NPF Manipur State Unit strongly feels that the need of the hour is not to hamper and complicate this crucial negotiation that is delicately on track, but help build confidence and mutual trust between the two concerned parties so as to enable them to take a bold decision for any political solution relevant at the given time. The ongoing peace process is a result of a hard-earned effort of both the political leadership of the country”,  the NPF said.

The NPF appealed to the NSCN-IM leadership to wisely avoid any such temptation of retaliation in the ongoing impasse, while, at the same time, it also appealed to the Assam Rifles to refrain from unnecessary over-indulgence, and expressed belief that Delhi is capable enough to look into the matter and deal with judiciously for an immediate solution.
