IMPHAL, Oct 26 NNN: Food items imported from neighbouring Myanmar to Manipur are now subject to safety and efficacy testing in laboratory and at the same time the next step is to pay special attention to different brands of packaged drinking water produced in the state, an official of Manipur Medical Directorate said.
The step has been taken up by the state Government in response to an official instruction by Central Government, an official of the state Medical Directorate who did not want to be named told Nepram Tombi of Newmai News Network on Friday.
With the centre paying special attention to all the eatables included in Indo-Myanmar boarder trade, the instruction was given to the state Government by Food Safety and Standard Authority of India (FSSAI) at the Centre acting on a prior proposal submitted to the latter by Manipur Government in this regard in July this year, the official informed.
As per the instruction, the largest imported food item betel nuts were tested at Food Testing Laboratory, Lamphelpat in August, he said. The test was conducted after taking samples of the betel nuts under the supervision of food experts.
However, no detrimental substance was detected during the testing after which further import of betel nuts in the state was approved, he added.
The procedure of testing of every suspicious food item is carried out by way of purchasing them from traders and then sending them to the state laboratory, he further said. This, he said, is done by the concerned Food Safety Officers (FSOs) of all the districts.
In the case of imported foodstuffs, test is conducted after the samples are received, the Medical Directorate official said. The food samples are sent to the laboratory by custom officials.
He also said it has become quite necessary at the same time to keep special attention to all the packaged drinking water available in the state. It does not mean that they are all bad but the point is that the need for testing such article has grown up, he stressed.
The official said it has been a demand from some section of the public that manufacturing and expiry dates pasted along with label tags on every bottled drinking water brands should be indicated by markings only.
A chemical compound called bisphenol-A is contained in every bottle to make the water look clean and clear but as expiry date of the compound extends beyond it dissolves slowly and causes harm to health, he further said.
Considering the above fact, experts from the state Food Testing Laboratory are also of the view that it is better to indicate manufacturing and expiry dates of every packaged drinking water through proper markings on the surface of the bottle itself.
This will enable to prevent from reselling of already used bottles and also selling of bottled drinking water brands beyond expiry dates, he suggested.
He further informed that the Central Government has also given approval to upgrade the present building and equipments of the Food Testing Laboratory at Lamphelpat by April 2013. All the other eatables included in the Indo-Myammar Border Trade will be tested at the laboratory a soon as it is upgraded but testing of all the items is impossible as of now due to lack of better proper tools and microbiology room, he added.
The major food items now imported from Myanmar through barter mechanism are betel nuts, turmeric, red kidneys beans (rajma), kuth roots, gram, resin, dry ginger, etc.

MNS: Poverty in Bhutan has a rural face. According to the latest estimates available, around 98 percent of the poor are living in rural areas. In efforts to understand the importance of economics and politics for the eradication of poverty, UNDP together with the Gross National Happiness Commission and the Royal Thimphu College organized a two day international conference from 15-16 October.
Technical sessions on topics like the Macro Framework for Inclusive Growth, Poverty & Health, Social Protection, and Democracy among other topics were presented to students, faculty and other guests who attended the conference.
Various academicians; policy makers and researchers from, Nepal, India, Bangladesh, Canada and Bhutan attended the conference. Longjam Meena Devi, a Research Scholar in Manipur university with her paper entitled “Empowering women through alternative media” and Oinam Goldflag Meetei a lecturer in Sherubtse college, Bhutan on his paper entitled “RTI ACT in India” were among the delegates who presented the papers in the conference.
The conference themed Interplay of Economics, Politics and Society for Inclusive Growth provided a platform for discussion on the various thematic pillars for inclusive growth paths – policies, processes and institutions. The conference theme was closely aligned to the overall goal of the 11th Five Year Plan of Bhutan -Self Reliance and Inclusive Green Socio-Economic Development. Best practices from the region experiences from different countries were also presented on the issue of inclusive growth.
UNDP Economist, Mr. BasudebGuha presented the comparative trends of income disparity between Bhutan, Nepal and the rest of the world. He also stressed on the importance of polarization and its impact on inclusive development, saying “to measure polarization we need to decompose of inequality”.
UNDP Resident Representative, Ms. Claire Van der Vaeren in her statement said that the definition of inclusive development remains controversial due to difference in views such as “growth might be inclusive if inequality declines” and the other thought group which supports “growth should be considered to be inclusive as long as poverty declines”. She also added that in the case of Bhutan, the rapid growth has been accompanied by significant progress in poverty reduction and other MDG indicators.
The event was attended by students, academicians and policy makers from countries within the region for a focused discussion on the issues relevant for inclusive growth and effective empowerment of the marginalized.

MNS:- The 13th meeting of the Home Secretaries of India and Bangladesh was held on 16-17 October 2012 at Dhaka. The Indian delegation was led by Mr. R.K. Singh, Union Home Secretary, Government of India. The Bangladesh delegation was led by Mr. C. Q. K. Mustaq Ahmed, Senior Secretary, Ministry of Home Affairs, Government of Bangladesh.
The two Home Secretaries recalled the excellent and friendly bilateral relations existing between India and Bangladesh and reiterated their commitment to further take these multi-faceted relations forward. They noted that the exchange of visits by the Prime Ministers of Bangladesh and India in January 2010 and September 2011 respectively had infused a new dynamism in the bilateral relations and opened up new avenues for cooperation between the two countries.
The two Home Secretaries expressed satisfaction at the visit of both delegation to Agartala – Akhaura Integrated Check Post (ICP) to review the existing infrastructure, and noted that this would facilitate trade between Bangladesh and India, particularly North-East. They also welcomed the opening of several Land Ports/Integrated Check Posts for bilateral trade between Bangladesh and India. Both sides agreed to allow developmental work including construction of ICPs/LCSs within 150 yards of zero line. Both sides also agreed to constitute a high-level team to monitor development of border infrastructure.
They took note of the outcome of the 12th JWG meeting on security issues held on 15 October 2012, wherein the two sides discussed issues such as land boundary demarcation, border management, security issues, implementation of agreements, visa and consular related issues and capacity building etc.
Indian Home Secretary conveyed the appreciation of Government of India to Government of Bangladesh for extending cooperation for addressing the security concerns of India, particularly in dealing with the Indian Insurgent Groups. Both sides reiterated their commitment to act against the elements inimical to both countries. .Both sides expressed satisfaction at the smooth operation of Coordinated Border Management Plan (CBMP) and agreed to increase number of joint patrolling with a view to curbing criminal activities along the border.
They noted with satisfaction that the implementation of the Coordinated Border Management Plan has reduced the number of incidents along the border. They expressed confidence that increased number of coordinated patrolling would enhance cooperation between the border guarding forces of the two countries, and enable them to manage the identified vulnerable areas with a view to preventing criminal activities, illegal movement, acts of violence and loss of lives along the border areas. As an additional measure for better border management, both sides agreed to revive the mechanism for regular consultations between the Deputy Commissioner (DC) District Magistrate (DM) of border districts for resolving local issues. Both sides agreed to further intensify the activities of the different nodal points in different areas of cooperation such as human trafficking, drugs, INTERPOL, etc. They expressed satisfaction at the regular interaction of different bilateral mechanisms, including BGB-BSF DG level meetings, Narcotics DG level meetings, JWG on Security issues etc. and noted that these regular exchanges helped to enhance understanding and resolve issues for mutual satisfaction.
Both sides agreed to extend cooperation for apprehension of wanted criminals and fugitives and in this regard, Bangladesh Home Secretary once again urged for immediate tracking, arresting, and handing over the killers of the father of the Nation, Bangabandhu Sheikh Mujibur Rahman. The Indian Home Secretary assured that all possible assistance would be extended in this regard.
Both sides welcomed the recent meeting of Directors General of the respective Narcotics Controlling agencies held in New Delhi in the first week of October 2012 and expressed satisfaction at the level of cooperation for the seizure and curbing of drugs particularly Phensydile. It was agreed to expand and strengthen further cooperation in this regard to curb the menace of drugs. Both sides noted that the implementation of three agreements (Mutual Legal Assistance in Criminal Matters, Agreement on Transfer of Sentenced Persons and Combating Terrorism, organized crime and illicit drug trafficking) signed during the visit of Prime Minister Sheikh Hasina to India in 2010 has been satisfactory.

MNS:- India and Indonesia today decided to significantly enhance their defence cooperation with the Defence Minister Shri AK Antony declaring his meeting with his Indonesian counterpart Mr Purnomo Yusgiantoro as a ‘turning point’ and an ‘excellent beginning’.
This was the first Ministerial level biennial defence dialogue between the two countries which lasted nearly two hours. The two sides exchanged views on a whole range of issues relating to regional and global security, bilateral exercises involving Services, training, co-production of defence equipment and ammunitions and visits at high levels. The defence dialogue mechanism at the highest level was agreed upon during the visit of Indonesian President SusiloBambangYudhoyono to India in January last year.
Giving an overview of India’s perspective on global and regional security, Shri Antony said the threat of terrorism perpetuated by State and non-State actors affects all of us equally. Shri Antony said some times, the acts of individual terrorists and terrorist organizations are also actively or otherwise encouraged by allowing such organizations safe refuge and other forms of support. ‘It is seen that there are countries from where terrorists are free to launch their operations against other countries. This cannot be tolerated. The world is paying a heavy price for such mindless policies. No country should allow its territory to be used for any form of terrorism, directed against any other country or its people, Shri Antony said.
Dealing at length the power rivalries in the Indian Ocean Region, Shri Antony said although these are being conducted in local theatres, the impact is felt in the wider regional arena and also, globally. He said, we have a stake in the maintenance of peace and stability in our immediate and extended neighbourhood. This includes the entire Indian Ocean region to our east and west. ‘We have a vital stake in the evolution of balance security and cooperation mechanisms through which we can build consensus and pursue dialogue. We seek to improve our partnership with all countries in the Indian Ocean Region on bilateral basis as well as through multilateral for a like IONS, IOR-ARC etc’, he said.
Replying to a question from reporters on South China Sea, after the meeting, Shri Antony said maintenance of peace and security in the region is of vital interest to the international community. ‘Our view is that all countries should exercise restraint and resolve the issue through dialogues according to principles of international law. He said, India supports the freedom of navigation and access to resources in accordance with principles of international law. These principles should be respected by all.
The two sides also exchanged views on the emerging scenario in Afghanistan and West Asia.
The two sides noted with satisfaction that Defence Cooperation constitutes one of the principal focus areas of their diversified relationship. Encouraged by the success of the first Joint Exercise on Counter Terrorism and Jungle Warfare in India earlier this year, Shri Antony proposed that the two countries should continue the joint exercises between the two armies on a mutually agreed frequency.
Similarly, the two navies are regularly conducting coordinated maritime patrols (CORPAT). He said we can examine the possibility of enhancing the engagement through conduct of joint naval exercises. He also offered to Indonesia establishment of a formal maritime domain information sharing arrangement between the two navies.
On the Air Force side, Shri Antony said a high level Indian Air Force team would send a team to finalise details of training and spares support package, once the Indonesian Air Force firms up its requirements.
Shri Antony was assisted by a high-level delegation including the Defence Secretary Shri Shashikant Sharma, Indian Ambassador to Indonesia, Shri Gurjit Singh, CISC Vice Admiral SPS Cheema, C-in-C Andaman & Nicobar Command Lt Gen NC Marwah and DG Ordnance Factory Board Shri SK Beri.
Shri Antony invited Mr Yusgiantoro to visit India for the next round of talks next year and the same was accepted.
Earlier, on his arrival at the Defence Ministry Headquarters in Jakarta, Shri Antony was accorded an Inter-Services guard of honour.

MNS:- Mr. Olaf Scholz, First Mayor (Chief Minister) of Hamburg, Federal Republic of Germany called on the Minister of Shipping, Shri G.K.Vasan today in New Delhi.
During the meeting, the Minister recalled the long association with Germany in maritime sector and informed that an Agreement between India and the Federal Republic of Germany on Maritime Transport Relations was signed on 15 June, 1966 in New Delhi.
The Minister said that India values its strategic partnership with Germany and stands ready to broaden and deepen it in all its aspects. The Minister enquired about the strengths of Hamburg City in logistics and maritime industry sector. Possible areas of cooperation were discussed during the meeting. India would like to seek German expertise in areas in areas such as decongestion of ports; information technology for the movement of container traffic and maritime training.
The Minister recalled that the India participated at the Hamburg Port Festival 2012 held between 11-13 May, 2012, as partner country and featured a variety of activities dealing with Indian culture and provided visitors with information on the country`s culture, cuisine and ways to travel to India. Senior officials from the Directorate General of Light houses and Lightships, Inland Waterways Authority of India, Indian Ports Association, Shipping Corporation of India, Cochin Port, New Mangalore Port and Mumbai Port Trust also took part in the Festival to highlight the recent developments in the logistics sector in India.

The stunning function organised under the initiatives of The Brialliant Club, Naoremthong, Samushang and LAKHSH Pioneer Committee of Naoremthong Khulem Leikai was held at Jawaharlal Nehru Dance Academy in Imphal.
The function was graced by Lok Sabha MP Dr. T. Meinya, W. Brajabidhu Singh, MLA of Lamshang and M. Okendra Singh (Sekpil Foundation) as the chief guest, president and guest of honour respectively. M. Okendra Singh himself  is the Guinness World Record holder of Manipur for his Sambal Lei Sekpil which was officially announced on 2002 at Kumbi.
Speaking as the chief guest, Dr. T. Meinya hailed M. Itomba for his extraordinary performance saying that it will bring laurels to the state. M. Itomba Meitei had participated in the State Level Weight Lifting Championship on January 11-12, 2007 held at Khuman Lampak Sport Complex in the weight category of 50 kg, where he got first. In the same year he joined in the All India SAI Inter Weight Lifting Championship from September 7-12 at Vishakapatnam. In that he gotsecond position. Besides, he also participated at the 4th Sub Junior (Boys) National Championship from November 22-24, 2007 where he stood first position.

HAL signs MTA Follow-on Contract with Russian Partners

MNS:- Hindustan Aeronautics Ltd (HAL), the aerospace major, signed the Preliminary Design Phase (PDP) Contract here today with the United Aircraft Corporation – Transport Aircraft (UAC-TA), the Russian partner and their JV-Multirole Transport Aircraft Ltd (MTAL) for the Multirole Transport Aircraft (MTA) project as a follow on contract of the General Contract signed between the three parties in May 2012. “With this HAL and UAC-TA will start the preliminary design work immediately at Moscow. HAL design team consisting of 30 designers will be positioned at UAC-TA”, says Mr. R.K.Tyagi, Chairman, HAL who was present on the occasion. The primary objective of the project is to achieve self-reliance in design, development and production of aircraft of this size and also to manage the programme with international collaboration and large number of global suppliers, he adds.
The contract was signed by Mr. T. Suvarnaraju, HAL’s Director (Design and Development) and Mr. S.Velmozhkin, General Director, UAC-TA. An Inter-Governmental Agreement was signed on November 12, 2007 to design, develop and produce the multi-role transport aircraft in the 15-20 tonne class, jointly by the Indian and Russian agencies (HAL and UAC-TAS) to meet the requirements of 100 aircraft for the Russian Air Force, 45 aircraft for the IAF and 60 for other countries. The total requirement for the present is 205. On completion of the agreed work share of the PDP Contract in 10 months, Detail Design Phase (DDP) Contract will be signed to complete the design and development of MTA.
The aircraft will be designed for cargo / troop transportation, paradrop/air drop of supplies including ‘low altitude parachute extraction system’ and is to be co-developed by HAL, UAC, and Rosoboronexport of Russia, through MTAL. HAL will carry out the design and development of its workshare of the MTA at the Aircraft R&D Centre (ARDC) at Bangalore while its Transport Aircraft Division (TAD) at Kanpur will manufacture the prototypes and subsequently the serial production will be undertaken at Kanpur where dedicated facilities are being set up. HAL’s other R&D Centres and manufacturing Divisions will share development of systems and LRUs and manufacture of components, sub-assemblies and composite structure. HAL will showcase its expertise in design of aircraft as well as systems, manufacturing and flight testing while jointly working with the Russian team in Moscow as well as in India.
HAL has a dedicated Division for manufacture and support of transport aircraft at Kanpur which is the only proven facility in the country for transport aircrafts. This Division has a co-located R&D centre for transport aircraft. The production of 44 seater HS-748 (Avro) passenger/transport Aircraft commenced at this Division in early 1960s. Eighty nine Avro aircrafts were produced at this Division out of which 22 aircrafts were supplied to civilian customers. The Division is still supporting these aircrafts even after five decades inspite of obsolescence and non-availability of OEMs support thanks to R&D efforts in maintaining fleet serviceability. HAL has undertaken a number of upgrades and modifications to overcome obsolescence and performance enhancement. Subsequently, production of 19 seater Dornier 228 passenger/utility aircraft started in early 1984. So far 116 aircrafts have been produced for various roles out of which 14 aircrafts were supplied to domestic civilian customers besides export of another two aircrafts.
HAL is also exporting complete Dornier 228 aircraft structure to Ruag, Germany with EASA certification. Currently, the Division is supplying aircraft to various defence customers. One aircraft will be exported to Seychelles during this financial year. The Division is also expecting a number of bulk orders from domestic/foreign customers in near future.

MNS:- The twelfth meeting of the India-Russia Inter-governmental Commission on Military Technical Cooperation was held in New Delhi today. The Indian delegation was led by the Defence Minister Shri AK Antony and the Russian delegation was led by Shri AE Serdyukov, Defence Minister of the Russian Federation.
During the meeting of the Commission, which was conducted in a spirit of mutual cooperation and understanding, the two sides expressed readiness to take all necessary measures to further expand the cooperation on a mutually beneficial basis.
The Commission endorsed the Protocols of the meetings of the Working Group on Shipbuilding, Aviation and Land Systems, (WG SALS) and the Working Group on Military Technical Cooperation (WG-MTC) which were held in New Delhi on 27-28 August, 2012 and 30-31 August, 2012 respectively. The Commission appreciated the work done by the Co-Chairmen and Members of both the Working Groups and noted with approval the significant progress made in promoting bilateral military technical cooperation between the two countries.
The Commission noted that during the period under review, the two countries have taken various steps to deepen interaction in the development of defence technologies, modernization of military equipment and joint manufacture of military-purpose products. The two sides confirmed that such cooperation involves the strengthening of interactions between the Armed Forces, defense industry enterprises and research agencies of the two countries.
The Commission reviewed and discussed the status of some of the major issues in Military Technical Cooperation. Earlier, immediately after his arrival this morning, Mr. AE Serdyukov visited Amar Jawan Jyoti at India Gate and laid a wreath in the war memorial. Later he was accorded a tri-services Guard of Honour at the Lawns of South Block. Shri Antonyalso hosted a lunch in honour of the visiting Russian Defence Minister and his delegation.
N Ao/DM/NN Cable TV Digitization in Delhi crosses 66% Ministry of Information & Broadcasting monitoring progress of digitization
Ministry of Information and Broadcasting has been monitoring the progress made towards digitization with all stakeholders regularly. As per the data made available to the Ministry by the Multi System operators, the level of Cable TV digitization in Delhi has increased to 66%.. As per the Census data 2011 released by the Office of Registrar General & Census Commissioner, India, the Total Households in Delhi are 33.41 Lakh with 88% TV penetration which implies that Delhi has 29.39 Lakh TV households. It has been reported by the 6 private DTH operators that 9.45 Lakh households have got DTH connections in Delhi as on 9th October 2012. This implies that 19.94 Lakh households have Cable TV connections. Adding a provision of 20% to account for multiple TV homes and TV sets in offices etc., it is implied that about 23.93 Lakhs subscribers require set top boxes. As per the data made available by the Multi System Operators, 15.88 Lakh Set Top Boxes have already been installed in Delhi.
There have been reports in certain sections of the Press questioning the reliability of data given by the Ministry. During the initial stage of planning, the data was collated by the Ministry based on the information supplied by the MSOs. On perusal of the data, it was observed that there were grave discrepancies in data, particularly number of Cable TV subscribers in four metro cities furnished by the MSOs as it did not present the true picture largely due to duplication of cable connections. Industry stakeholders also felt that the data projected by MSOs are on higher side. Moreover, the data did not reflect the numbers vis-à-vis service and entertainment tax collection. In view of the given discrepancy, the Ministry has under taken the exercise to base the data Census of India 2011, released by Office of Registrar General & Census Commissioner, India. This data has authentic figures relating to households and TV penetration in four metro cities of Delhi, Mumbai, Kolkata and Chennai. Census data has been widely used both Government and non Government agencies for planning and policy purposes as data collection is done by house to house survey by an impartial body. Data in respect of the number of DTH subscribers in four metros are also being collected by the Ministry on a regular basis from six private DTH operators to know their reach in the four metro cities.

One million households in India are now using decentralized solar energy to meet their lighting energy needs, said the Prime Minister. Government is also striving to light up around 20 million rural households with solar home lighting by 2022. Renewable energy technologies provide probably the most sustainable and economic options for energy access. At present renewable power represents about 12 per cent of the total installed generating capacity in India. The Jawaharlal Nehru National Solar Mission, launched under the aegis of India’s National Action Plan on Climate Change aims to install 20 Gigawatt of grid connected solar power by 2022. The links between access to energy and the various Millennium Development Goals are now well established and they are well documented. Energy access is an issue of over arching importance and is closely related to poverty, development, gender disparity, environment, health and also sustainability. Over three billion people in developing countries today rely on traditional biomass for cooking and heating; about one and a half billion people are without electricity. The Government of India, Ministry of New and Renewable Energy along with other stakeholders – NGOs, civil society organizations and state governments is promoting energy access for sustainable economic development.
About 30 countries are participating of which 26 Ministers in the ministerial level delegation included the Prime Minister of Guiana, Deputy Prime Minister of Mauritius from about 26 countries. Over 100 foreign participants including senior Government functionaries High level policy/decision makers, International Financial Institutions, Banks/ Financial Services Providers from participating countries, UN bodies/organizations, international players and NGOs etc are attending the event. MNS:- Shri Kamal Nath, Union Minister of Urban Development, and Ms. Nicole Bricq, Minister for Foreign Trade, Government of France signed an Administrative Agreement in the field of Sustainable Urban Development in Paris. Speaking on the occasion, Shri Kamal Nath expressed appreciation for the related work in the field of Sustainable Urban Development carried out in France and felt that India could benefit immensely from the French experience.
Earlier, Shri Kamal Nath held talks with Ms. Nicole Bricq. The two Ministers expressed satisfaction at the maturity reached in the strategic relations between India and France. The two Ministers discussed ways to enhance economic and commercial relations between the countries. Shri Nath briefed the French Minister about the recent decisions taken by the Government of India to further liberalise the Foreign Direct Investment (FDI) regulations in India and reiterated the Government’s commitment to continuing with liberalization of the Indian economy.
Shri Kamal Nath stated that both India and France would benefit from the Agreement as it would provide an enabling platform for the officials, professionals, business leaders and local self-governing bodies to meet and share knowledge and best practices in the urban sector. He expressed the hope that this Joint Declaration would lead to enhanced cooperation and deepen the engagement between the two countries. He invited the international firms including French firms to participate in the process of making cities greener and more sustainable. This offers avenues for further cooperation in the coming years.
The implementation of this Agreement will take place under the aegis of the Indo-French Joint Working Group on Urban Development comprising representatives from the Ministry of Urban Development (India) and the Ministry of Regional Equality & Housing and the Ministry of Ecology, Sustainable Development & Energy (France).
Shri Kamal Nath also participated in a business roundtable organized by the MEDEF International. The roundtable was attended by leading infrastructure companies.

New Delhi, Oct 5 : The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) and Minister
of State for Parliamentary Affairs Paban Singh Ghatowar addressed a two-day India-Bangladesh Dialogue organized by Asian Institute of Transport Development here yesterday. The topic of the address was on connectivity in North Eastern States.
Ghatowar said that the North Eastern Region (NER is a critical geographical region of India. The Region accounts for 8 % of country’s area, has combined population of 45 million and GDP of around $38 billion and has 96 per cent of the boundary forming international border. The region is India’s gateway to North and Southeast Asia on account of its borders with China and Myanmar. The region also has borders with India’s South Asian neighbours – Bhutan and Bangladesh.
The Minister stated that Ministry of Road Transport & Highways has been constructing roads under National Highway Development Project Phase II (East West Corridor-670 km) and SARDP-NE (10141 km; phase A- 4099 km, Phase B- 3723 km and Arunachal Package- 2319 km). Under the flagship Prime Ministers Gram Swarojgar Yojana (PMGSY) programme of Ministry of Rural Development, road construction is being undertaken in rural areas. Investments in road sector have been from multiple sources like, Ministry of road Transport and Highways, Ministry of DoNER, Planning Commission, External funding, BADP, PMGSY, MNREGA BRO etc. In SARDP-NE alone, about Rs 5500 crore has been spent for construction of 892 km road during 11th plan. Road connectivity in district towns as well as remote areas will continue in 12th Five Year Plan too.
He added that Ministry of Railways has taken up various Railway projects like (a) new lines connecting to State capitals and others places (These are 13 in no. and 965 km in length; of which 8 are National Projects), (b) gauge conversion (4 in no. and 1510 km in length; of which 2 are National Projects) and (c) doubling of Railway lines (1 in no. and about 45 km in length). Railway electrification of 836 km stretch is also under progress. During 11th Five Year Plan, a sum of Rs. 7881.80 crore has been invested in Railway sector in NER. Ministry of Railways has indicated a throw forward of Rs.16153 crore (as on 1.4.2012) for ongoing projects. Most of the projects are likely to be completed by 2015-16.
On the air connectivity, the Minister stated that Ministry of Civil Aviation has been operating flights from 11 operational airports. Simultaneously, efforts are being also made to operationalise 12 non-operational airports. Ghatowar informed that Airport Authority of India (AAI) has spent Rs 601 crore in 11th plan for development of airport infrastructure in NER and for 12th plan their budgetary requirement has been projected as Rs. 1833 crore. Proposals for development of Guwahati as hub and improvement of other airports are also being considered. The DoNER Minister observed that the NER being riverine, offers immense scope for development of Inland Water
Transport. Ministry of Shipping is working on maximizing the transport facilities on National Waterways-2 and presently, they have taken initiative to notify National Waterways-6 on River Barak in Assam.
He said that there are also several international connectivity projects in the pipeline which have the potential to transform the region economically. These include the multi-modal transport project for linking Mizoram by road and an inland waterway to the Bay of Bengal through the Sittwe Port in Myanmar, road links for connecting the NER to Thailand and a rail connection from Delhi to Hanoi in Vietnam through the NER. Similarly, there is a proposal of rail link between North East India- Bangladesh and West Bengal, the Minister added.

Union Tourism Minister Shri Subodh Kant Sahai has said that tourist from countries having sizable Buddhist population such as Thailand and Malaysia would be provided the facility of Visa on Arrival ( VOA). Inaugurating a two day International Buddhist Conclave at Varanasi recently, he said his Ministry had also decided to develop a Ghat in the temple town Varanasi in the name of Lord Buddha on the bank of river Ganga. He said his Ministry had adopted a Keep India Clean Mission to keep clean the cities particularly tourist places across the country to attract maximum tourists. The Minister appealed to the State Governments to take initiatives for the success this Mission. He assured full cooperation of his Ministry to the state Government local administration to keep the holy city of Varanasi clean.
Shri Sahai said India being the land of origin of Buddhism, is the main attraction for the Buddhist tourists from across the globe. He said his Ministry is drawing up plans to to attract more tourists from Buddhist countries by providing them special facilities. Buddhism being a world religion now, its sites have a great attraction for tourists’ world over. The Ministry of Tourism is continuing with its efforts in identifying more and more Buddhist Circuits and developing them in holistic and integrated manner.
Shri Sahai announced that his Ministry has identified three circuits to be developed as part of Buddhist Circuits during the 12th Five Year Plan.they are:Circuit 1: The Dharmayatra or the Sacred Circuit – This will be a 5 to 7 days circuit and will include visits to Gaya (Bodhgaya), Varanasi (Sarnath), Kushinagar, Piparva ( Kapilvastu) with a day trip to Lumbini in Nepal.Circuit 2: Extended Dharmayatra or Extended Sacred Circuit or Retracing Buddha’s Footsteps – This will be a 10 to 15 days circuit and will include visit to Bodhgaya (Nalanda, Rajgir, Barabar caves, Pragbodhi Hill, Gaya), Patna (Vaishali, Lauriya Nandangarh, Lauriya Ariraj, Kesariya, Patna Museum), Varanasi (Sarnath), Kushinagar, Piparva (Kapilvastu, Shravasti, Saniska) with a day trip to Lumbini in Nepal.Circuit 3: Buddhist Heritage Trails State Circuits- Jammu and Kashmir – Ladakh, Srinagar and Jammu; Himachal Pradesh – Dharamshala, Spiti, Kinnaur and Lahaul. Shri Sahai expressed the hope that deliberations at the conclave would help us to carry on this process of identifying and developing more Buddhist circuits.
The Tourism Minister said that tourism today is being looked upon as a driver of economic growth. India too has seen rapid development in tourism over the last few years apart from promoting our rich heritage and culture and its diversity. He said during 12th Five Year Plan period we have identified around 35 major integrated circuits and destinations having potential to attract a large number of tourists. It is proposed to develop around 20 tourism parks on the lines of Sentosa Islands in Singapore
The conclave is being held with a view to showcasing and projecting the Buddhist Heritage of India. The delegates at the conclave include the International Buddhist scholars, tour operators and media both domestic and international who actively promote Buddhist Tourism. About 130 Overseas guests including Buddhist Scholars/Tour Operators and Media representatives (mainstream media and travel journalists) from 30 countries including Australia, Belgium,Bhutan, Cambodia,Canada, China, Fran ce, Holland, Hungary ,Indonesia, Italy, Japan, Laos, Malays ia, Myanmar, New Zealand, Phillipines, Republic of Korea, Russia, Singapore, South Africa, Spain, Sri lanka, Taiwan, Thailand, UK, USA and Vietnam are attending the conclave. More than one hundred Indian Tour Operators, Scholars, Media personnel from 16 States/UTs including Andhra Pradesh, Uttar Pradesh, Himachal Pradesh, Jammu & Kashmir, Sikkim, Arunachal Pradesh, Maharashtra, Odisha and Bihar are also attending the Conclave.
The Conclave is an important tourism marketing event designed to bring together international buyers from around the world particularly from the popular Buddhist destinations like Singapore, Malaysia, Japan, Korea, China etc. together, to interact, promote and sell, with the objective of increasing tourist arrivals to India and specifically to the Buddhist sites in different states.

In his welcome address, Shri Azad said that even though Dr. Alain Berset does not handle matters relating to public health, today’s meeting is a reflection of the keen interest that the two governments attach for a more meaningful engagement in matters related to health of the both countries. Switzerland has amongst the best health indicators in the world.
Talking about India he said that over 13 billion dollars have been invested by the federal government in addition to the spending by the States for building up robust rural health infrastructure under the National Rural Health Mission during the last 7 years. Mother and Child Tracking System is the one of the excellent examples which aims at ensuring quality service delivery, micro birth planning and ensuring universal immunization. More than 25 million pregnant women and more than 18 million children have been registered in MCTS since its inception in 2010.
Shri Azad said that India is the fourth largest producer of pharmaceuticals in the world in terms of volume and 13th largest in terms of value. Indian pharmaceutical products are exported to almost all the countries of the world. The total export from India for the year 2011-12 was more than 13 billion US dollars. Indian pharmaceutical products, world-wide are known to be of good quality, safety and efficacy. Indian generic drugs have helped in bringing down the cost of treatment of various diseases world-wide which includes HIV/AIDS. Our traditional system of medicine goes beyond Yoga, which most in the West are familiar with. We have a separate department in the Ministry of Traditional Indian Systems of Medicines.
During hour long meeting, India and Switzerland exchanged views on various health issues such as health system reform – the challenge of Universal Health Converge, Non-communicable diseases (NCD’s), E-Health (including the Indian experience with the “Mother and Child Tracking System”), Pharmaceutical policy, global Health Governance and WHO reform etc.

The Minister of Housing and Urban Poverty Alleviation and Culture Kumari Selja has said that in the last decade, more population has been added to urban areas than rural areas and the need of the hour is to take proactive policy action to manage these changes such that they do not become roadblocks to our economic growth. Speaking on the occasion to commemorate the World Habitat Day 2012, she said that the prime requirement for preparing the cities for change is proper urban planning. The Minister said, current paradigm of urban planning is based on the anachronistic concept of static Master Planning. This planning process has proved to be exclusionary. Even though more than 80 per cent of the population in our cities belong to poor and low-income groups yet these master plans are based on the space requirement norms of the average middle class residents. The Master Plans have failed to provide space for shelter and livelihoods to these poorer urban communities. There is a need for complete overhaul in the system. She highlighted how the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and the Rajiv Awas Yojana (RAY) scheme run by the Ministry of Housing & Urban Poverty Alleviation work aggressively to tackle such residential vulnerability through a rights-based approach to the assignment of property rights to slum dwellers.
She said, through reform oriented schemes of Jawaharlal Nehru National Urban Renewal Mission and Rajiv Awas Yojna, her Ministry is motivating and prodding the states to modify this planning paradigm to that of transportation-led inclusionary planning In a bid to tackle occupational vulnerability of the urban poor, Minister for Housing and Urban Poverty Alleviation and Minister of Culture informed that the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill 2012 had already been introduced in Parliament in a bid to help street vendors who are the poorer sections of the urban population to fight poverty through self-enterprise, to pursue their livelihoods in a hassle-free environment. She also highlighted the plans of her Ministry to launch the National Urban Livelihoods Mission (NULM) to empower the poorer urban population through skill training and credit support for securing livelihoods in the changing market environment. She concluded with the view that making cities engines of growth was only meaningful if that growth ensured equitable access to resources for all citizens and the belief that this view would require proactive and concerted efforts from all stakeholders to make this happen.
The Secretary, Ministry of HUPA, Shri A.K. Misra, in his address emphasised the need of integrating the housing debt market with the financial market, foreign direct investment, setting up of joint ventures, availability and affordability of loans to EWS section and to explore potential of rental housing finance and community led housing initiatives. He also mentioned that Government is in the process of forming an apex real estate regulatory body to provide guidelines to facilitate single window services. On this occasion, the Secretary, also reiterated the need for collective responsibility for formulating suitable strategies for the future of the human habitat. He said that appropriate policies, institutions and emerging technologies will have a major impact in managing urban system.
Shri Misra mentioned the efforts are already being made by the government through their Affordable Housing for All and ISHUP schemes. The creation of Mortgaged Risk Guarantee Fund and range of fiscal initiatives would encourage banks to lend for lower income housing in the country. The theme of the World Habitat Day this year is “Changing Cities: Building Opportunities”.

Speaking on the occasion to commemorate the World Habitat Day 2012, she said that the prime requirement for preparing the cities for change is proper urban planning. The Minister said, current paradigm of urban planning is based on the anachronistic concept of static Master Planning. This planning process has proved to be exclusionary. Even though more than 80 per cent of the population in our cities belong to poor and low-income groups yet these master plans are based on the space requirement norms of the average middle class residents. The Master Plans have failed to provide space for shelter and livelihoods to these poorer urban communities. There is a need for complete overhaul in the system. She highlighted how the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and the Rajiv Awas Yojana (RAY) scheme run by the Ministry of Housing & Urban Poverty Alleviation work aggressively to tackle such residential vulnerability through a rights-based approach to the assignment of property rights to slum dwellers.
She said, through reform oriented schemes of Jawaharlal Nehru National Urban Renewal Mission and Rajiv Awas Yojna, her Ministry is motivating and prodding the states to modify this planning paradigm to that of transportation-led inclusionary planning In a bid to tackle occupational vulnerability of the urban poor, Minister for Housing and Urban Poverty Alleviation and Minister of Culture informed that the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill 2012 had already been introduced in Parliament in a bid to help street vendors who are the poorer sections of the urban population to fight poverty through self-enterprise, to pursue their livelihoods in a hassle-free environment. She also highlighted the plans of her Ministry to launch the National Urban Livelihoods Mission (NULM) to empower the poorer urban population through skill training and credit support for securing livelihoods in the changing market environment. She concluded with the view that making cities engines of growth was only meaningful if that growth ensured equitable access to resources for all citizens and the belief that this view would require proactive and concerted efforts from all stakeholders to make this happen.
The Secretary, Ministry of HUPA, Shri A.K. Misra, in his address emphasised the need of integrating the housing debt market with the financial market, foreign direct investment, setting up of joint ventures, availability and affordability of loans to EWS section and to explore potential of rental housing finance and community led housing initiatives. He also mentioned that Government is in the process of forming an apex real estate regulatory body to provide guidelines to facilitate single window services. On this occasion, the Secretary, also reiterated the need for collective responsibility for formulating suitable strategies for the future of the human habitat. He said that appropriate policies, institutions and emerging technologies will have a major impact in managing urban system.
Shri Misra mentioned the efforts are already being made by the government through their Affordable Housing for All and ISHUP schemes. The creation of Mortgaged Risk Guarantee Fund and range of fiscal initiatives would encourage banks to lend for lower income housing in the country. The theme of the World Habitat Day this year is “Changing Cities: Building Opportunities”.

MNS:- The United States and India have signed a Memorandum of Understanding on Antitrust Cooperation that aims to facilitate greater cooperation between the U.S. and Indian competition authorities. The Chairperson Federal Trade Commission (FTC) Jon Leibowitz and the United States Department of Justice Acting Assistant Attorney General, Joseph Wayland from the US side and Competition Commission of India Chairman Ashok Chawla and the Ambassador of India for the Ministry of Corporate Affairs (Government of India) signed this Memorandum of Understanding. The MOU was signed in Washington DC on 27th September, 2012. The signing took place in the presence of senior officers from the US Department of State, the US Federal Trade Commission, US Department of Justice and the Embassy of India.
The U.S. and Indian competition authorities desire to enhance the effective enforcement of their competition laws by creating a framework that provides for enforcement cooperation. The two countries have recognized that it is also in their common interest to work together in technical cooperation activities related to competition law enforcement and policy.
The U.S. and Indian competition authorities intend to cooperate to enhance the effective enforcement of their competition laws, to share and to keep each other informed of significant competition policy and enforcement developments. They also plan to evaluate the effectiveness of the cooperation under this Memorandum on a regular basis to ensure that their expectations and needs are being met.
This cooperation aims to enhance an environment in which the sound and effective enforcement of competition law and policy supports the efficient operation of markets and economic welfare of the citizens. The cooperation between the two countries shall also establish good communications between the U.S. and Indian competition authorities on competition law and policy towards improving and strengthening the relationship between the two countries.

At this juncture sections of the people, who have forgotten their own identity and made dependency their sole source of survival, are trying to keep Manipur a part of Indian Union forever by advocating that Manipur could not join the global race if Manipur falls out of India. On the other hand they have been trying to find a source of living by begging from India and when they could not get any they try to get something by putting the blame on rulers by saying that Manipur is underdeveloped because it is not getting its due share and ultimately they try to project that with the doles Manipur will have meaningful freedom under Indian Union and with these begging bowls Manipur can be a welfare state.
On the other hand, the freedom struggle, which is marching ahead with the firm belief that peace and normalcy could be restored in this society, which is plagued with many troubles and filled with chaos, through negotiated settlement with India is being put aside by projecting it as an internal conflict. In the midst of all these some selfish people are siding with the enemy for personal and family gains and making it their sole duty to fight the revolutionaries. As a result of the spread of dependency culture by these narrow minded and self serving people our masses have become panic stricken and cowards and our society a meek one. Taking advantage of the situation India is playing Manipur in whatever manner it wants as a result of which Manipur has become a land of complete disorder and it would be very difficult to pull together.
In the meantime, After annexing Manipur without the consent of the people India’s treacherous policy of expansionism has not only turned Manipur its market and economic playground but also using it as its fort. New Delhi, which has not created any worthwhile infrastructure in Manipur during its 65 years of independence and has successfully nurtured the culture of dependency is now trying to convert Manipur into a playground of merciless Global Capitalism. Our masses should realize India’s game plan to project that construction of some roads with funds from global investors is the real development of Manipur, where 60 year long militarization suppressed our indigenous people and kept them far away from all the modern day meaningful development benefits.
On one side as a result of Look East Policy and endless competition of capitalism India is trying to win military and other logistic supports from South Eastern Asian countries so as to crush the freedom struggles of Manipur and West Eastern South East Asia, now named India’s North Eastern Region. In addition to this in the name of neo-liberal policy and a new competitive way India has not only overtly and covertly violating human rights by enforcing inhuman laws but also trying to snatch away the indigenous economic system, environment and natural resources.
The agreement signed on July 19, 2010 by India with Jubilent Oil and Gas Private Ltd (JOGPL), headquartered at Netherlands and based at Noida for extraction of oil from Manipur without the knowledge of the people is continuation of India’s coercive rule. The attempt to extract oil from Churachandpur, Jiribam and Tamenglong is a big plot ofIndian government and Global Capitalism to loot natural resources of the people. The extra power given by Indian Constitution under Seventh Schedule to Union government to use freely natural resources found in any part of India is as good as “Drain of Wealth” under colonial rule. India government is challenging the rights of the indigenous people guaranteed by the UN Declaration on the Rights of Indigenous Peoples, 2007 by giving false report in the Environmental Impact Assessment (EIA) that one sixth of the total geographical area of Manipur does not have any important flora and fauna.
Spineless representatives of Manipur, who have addicted to the culture of dependency could not prevent extraction of oil and preserve valuable wealth of Manipur like oil, which should be used by generations after generations. Our priceless environment and natural wealth could be protected only when the hill and plain take a collective decision by shedding narrow and sectarian outlooks. The strong opposition put up by communities in the hills of Manipur against the attempt to extract oil clandestinely is a right step. We all should join the movement.
The ill-treatment meted to the people of the WESEA in other parts of country in the aftermath of Assam violence has made clearer the relationship of WESEA and India is that of an oppressed colony and colonial masters. On top of this harassment, rape and ill-treatment of women of this region and ignoring of complaints of neglect and ill-treatment of the people are not a new story. This is an extension of political framework of Indian state based on racism. All these things have clearly exposed an Indian political culture, which could not see the region beyond the geo-political and strategic point of view.
The present case will not be the end of racism. Because of this reason it is impossible for the people of this region have a peaceful living in other cities of the country. India is trying to cover up its racism by spreading false propaganda that the exodus of people of the region from other cities recently was caused by rumours and instigation by Pakistan. Moreover, India’s attempt to lend a communal colour to the clash by projecting it as a fight between the indigenous people and Muslims is a part of the game plan against the freedom struggles of the region.
Land lords dominated India’s political class, who have mastered the British imperialism founded the nation-making process on militarism, racism and divide and rule policy and the system is still in practice. As India’s scheme of things did not include the region Sardar Vallabhbhai Patel told Pandit Jawaharlal Nehru on November 7, 1950 that “ People of this region could not be trusted because of their Mongoloid like features”. The same treatment is evident in targeting people from the region in other cities and this has strengthened the case for the need of restoring our freedom. We all should remember the directive by Pandit Jawaharlal Nehru to Indian soldiers to flee the region by leaving its people alone during the 1962 Sino-India war.
It is high time for all the revolutionary groups of the region to come together and launch a fresh warfare against the colonial rule. It is because of this reason that various revolutionary groups were successful in forming a united front for a more effective and stronger warfare. In such a crucial time the move by some communal forces to have trust on Indian state was nothing but falling into the traps laid by Colonial Empires. Therefore, now is the time for revolutionary groups entering into the ongoing peace talk to come back and join the struggle for a united fight.
Because, no negotiated agreement made under the framework of Indian Constitution could settle the sovereignty issues of the region. Now scheming India is relentlessly luring revolutionaries by distributing lucrative posts in their political space. In this backdrop all should be very cautious about the recent offer made by MLAs of a state to resign and hand over the reign of governance to one group having peace-talks. The Mizo Accord of 1986 duped revolutionaries by making them members of their political class. However, all the states borne out of peace-accords are now surviving on an economic system founded on grant-in-aid with the status of an economically dependant state.
On one hand, the present movement for “Alternative Arrangement” should not be given support because this could not end the so called oppressions and suppressions being perpetrated against the Nagas. It is not only the Nagas who are reeling under the repressive colonial rule, all the communities residing here are also suffering the same. The only means to end the sufferings is to stand together. If the present puppet rule in Manipur is communal people can collectively dethrone it.
RPF never believes in any communal policy or sectarian activities. Our party has no faith in the policy of fighting communalism with a communalism means. The communal policies of Manipur government should not be fought with Alternative Arrangement. It is equally communal. This will only pull apart the people and widen differences between communities. We all should understand that our enemy is Indian government and its puppet government in Manipur. India and Manipur government are not the enemy of only the Nagas, but also of all the communities.
At the conclusion, I would like to remind all that the need for freedom could be looked beyond the canvass of historical circumstances. The unstoppable journey of the freedom struggle has its faith in finding roots of our history because this can only usher in a society where there exist non-communal, classless people, communal harmony and wellbeing of all the people. The ongoing freedom struggle in Manipur is not for a future founded on the history of well off and powerful people. The masses should realize colonized and oppressed people have the need for living as a free men. It is the responsibility of the revolutionaries to fulfill the aspirations of the masses.

The 7th round of India-Pakistan talks on Commercial and Economic Co-operation was held during 20-21 September 2012 at Islamabad between the Commerce Secretaries of India and Pakistan.
The Indian delegation was led by Mr. S R Rao, Commerce Secretary and Pakistan’s was led by Mr. Munir Qureshi, Secretary, Commerce. Both sides expressed satisfaction with the progress made in the bilateral trade relationship, since last round of talks in New Delhi (14-16 November 2011). The bilateral meetings and discussions of the Trade and Commerce Ministers of both countries (September-2011, February-2012 and April-2012) provided a strong political impetus to enhanced economic engagement. The transition towards full normalization of trade relations with India was initiated by moving from a ‘positive list’ regime to a ‘negative list’ regime. Following the visit of Commerce Minister Shri Anand Sharma to Pakistan in February 2012, Pakistan side notified its negative list on 20th March 2012. The understanding at the previous Ministerial level talks has been that after approval by the Cabinet this negative list would be dismantled before the end of 2012.
The Commerce Secretaries reviewed with satisfaction that Commerce Ministers of India and Pakistan as well as the Chief Ministers of Punjab on either side of the border had jointly participated (April, 2012) in the Inauguration Ceremony of the new Integrated Check Post (ICP) at Attari. Commerce Secretaries appreciated that better trading opportunities provided through land route would enhance mutual prosperity of the business communities and consumers of both sides of the border. They however, noted that there is need to further strengthen infrastructure on both sides. They directed the customs and the port authorities to resolve all the issues through mutual cooperation, harmonization of customs procedures, provision of laboratory facilities, scanners, weigh bridges, cold houses, containerized services and automation of the business processes. For this purpose, meetings of the Customs Liason Border Committee would be held on monthly basis. CLBC would also explore the possibilities of organizing meetings between the relevant importers and exporters at Wagah-Attari border. It was decided that this Land Customs Station would operate seven days a week.
The need for more trade traffic to be carried through the Railways was emphasized. For this purpose, it was agreed that the Railway Ministries would hold joint coordination meetings on a monthly basis, at the appropriate levels. Issues on availability of sufficient number of rakes for interchange was also highlighted by the Pakistan Railways. It was noted that the earlier agreed provision of 3-4 interchanges a day has not been adhered to due to current trade patterns. A viable solution is to allow High Capacity Wagons (HCW) from Pakistan which carry three times more load than the regular wagons. The Indian Railways agreed that specifications already provided by the Pakistan Railways for HCW would be examined and conveyed accordingly within two months.
On exploring the possibilities of opening new land routes for trade, Pakistan side informed that a working group on Munabhao-Khokhrapar has been constituted. Indian side has already conveyed constitution of working group.
It was agreed that meeting of the JWG on Munabhao-Khokhrapar would be held in 4th week of October, 2012 at New Delhi. Both sides appreciated the recent signing (September, 2012) of the new liberalized bilateral visa regime. This fulfils a long pending demand of the business communities of both sides to ensure a better enabling environment for bilateral trade.
Pakistan side also appreciated the recent measures which have been taken by India to remove its earlier restrictions on inbound and outbound investments to Pakistan. Pakistan side sought clarifications from Indian authorities on investment through “Government Route” and its implications for investment by Pakistani investors in India. Both sides agreed to encourage two way investment and to enhance investor confidence on both sides, the procedures need to be simplified. It was also decided that outreach programmes may be held with the business communities on both sides, regarding the new investment opportunities, application procedures and regulatory issues.
On the issues relating to removal of Non-Tariff Barriers, Secretary Commerce Pakistan highlighted that certifications/ licensing/ lab testing/ are not the only NTBs but issues like delays in customs clearance, non availability of railway wagons for cargo transport, absence of direct flights or any problem which delays the clearance of goods with no end results or change, faced by importer/exporter is an NTB. He reiterated that concrete solutions of all such issues are crucial for ensuring market access in the Indian markets for Pakistani exporters.
Commerce Secretary India while noting the views expressed by Commerce Secretary Pakistan, emphasized the need for elimination of such NTBs on both sides. Both sides expressed satisfaction on signing of the three agreements i.e. Redressal of trade grievances agreement, Mutual Recognition Agreement and Customs Cooperation Agreement and directed the relevant authorities to frame rules and procedures to fully implement these agreements. These agreements are expected to substantially facilitate bilateral trade mechanisms. It was agreed that on the same pattern as Mutual Recognition Agreement between BIS and PSQCA, another agreement between Export Inspection Council of India (EIC) and PSQCA will be signed. Both sides have already exchanged the draft texts and it was agreed to complete the internal approvals before the next meeting of the Commerce Secretaries.
The JWG on Customs Matters has held one meeting in August 2011. In order to frame rules and procedures to implement the two agreements signed between the Customs Authorities, it was agreed that JWG on Customs would meet in the following month either at Karachi or Mumbai.
It was reiterated that the road map drawn in the earlier Ministerial meetings, for liberalized and preferential trade regimes would be scrupulously adhered to. Pakistan side informed that summary for removal of restrictions on trade through land route has been moved to the Cabinet and assured that decision to this effect is expected to be notified before end of October, 2012.

The Pakistan side expressed appreciation of the steps taken by India to reduce its SAFTA sensitive list by 30% from 878 tariff lines to 614 tariff lines as agreed earlier during the 6th Round of Talks. The Indian side explained that out of 264 tariff lines which have been removed from India’s SAFTA sensitive list, 155 tariff lines pertain to agricultural commodities and 106 tariff lines relate to textile items. To further deepen the preferential arrangements under SAFTA and to provide level playing field to Pakistani exporters in comparison to concessions allowed by India under SAFTA to rest of the countries in the SAARC region, both sides developed a long term plan. It was noted that Pakistan now has a total of 936 tariff lines at 6 digit under its SAFTA Sensitive List, as against 614 tariff lines at 6 digit of India. It was agreed that after Pakistan has notified its removal of all restrictions on trade by Wagah-Attari land route, the Indian side would bring down its SAFTA sensitive list by 30% before December, 2012 keeping in view Pakistan’s export interests . Pakistan would transition fully to MFN (non discriminatory) status for India by December 2012 as agreed earlier. India would thereafter bring down its SAFTA Sensitive List to 100 tariff lines at 6 digit level by April, 2013. As India notifies the reduced Sensitive List, Pakistan, after seeking approval of the Cabinet, will also simultaneously notify its dates of transition to bring down its SAFTA sensitive list to a maximum of 100 tariff lines at 6 digit level within next 5 years. The reductions shall be notified by Pakistan in equal measure for each year so as to complete reduction to 100 lines before end of 2017. Thus, before the end of 2017, both India and Pakistan would have no more than 100 (6 digit) tariff lines in their respective SAFTA sensitive lists.
Before the end of year 2020, except for this small number of tariff lines under respective SAFTA sensitive lists, the peak tariff rate for all other tariff lines would not be more than 5%.
The Commerce Secretaries also reviewed the progress on other issues such as enhanced trade for petroleum products, trade in power and reciprocal opening of Bank branches. Based on this review, the Commerce Secretaries exhorted the relevant stakeholders on both sides to speed up the mutual consultations so that concrete progress is achieved within the next six months. During this review, Indian side informed its willingness to consider export of gas up to 5 million cubic metres per day, for an initial period of five years. Pakistan side informed that India’s offer has been received and is under active consideration. BHEL (an Indian PSU) made an offer to cooperate with the Pakistan side in setting up 500 – 2000 MW capacity in coal/hydro or Gas power plants, as per their requirements.
Indian side indicated its willingness to cooperate with Pakistan in areas of wind and solar energy. Indian side also made an offer for meeting the requirements of Pakistan Railways for up to 100 locomotives.
Pakistan side emphasized the importance of taking SMEs along in this trade normalization process. It highlighted that sectors like surgical instruments, cutlery, fans, leather and marble products have a huge potential for trade. It was agreed that an institutional mechanism would be constituted to work out exhibitions of these products in India. Sharing of technology, skill development, training and collaboration in development of designs would also be encouraged. Cooperation in the manufacturing activities of the Gems and Jewellery sector would be actively encouraged.
As a part of this round of talks, representatives of the Civil Aviation Authorities of both the countries undertook discussions to ensure better air connectivity between New Delhi and Islamabad. It was noted that against an average of about 23 flights per week between New Delhi and other important national capitals of the SAARC countries, there is as yet no direct air connectivity between New Delhi and Islamabad. It was agreed that a Joint Working Group (JWG) would be formed before 15th November 2012, which would work out a more liberalized regime of reciprocal bilateral rights for commercial flights, to ensure economic viability of this air route. This JWG would also explore mechanisms for more efficient courier services.
The two sides noted with satisfaction the business-to-business contact which is steadily growing between both countries. Chambers of Commerce on either side have been supporting business delegations and trade issues in each other’s countries. This process would be supported and facilitated by the Commerce Ministries of both the countries, with the active support of the TDAP and ITPO. The Secretaries directed the two organizations to provide better guidance to chambers and business people on customs procedures, import regulations and how to organize exhibitions.
The Commerce Secretaries also noted the decision that was taken by the Commerce Ministers to form a Joint Business Council (JBC) as an additional institutional framework for regular and sustained dialogue between the business communities. Both sides agreed to exchange names of 10 prominent business persons from each country for this JBC within a month. The endeavour would be to have a first meeting of this JBC before December 2012 and its recommendations would be duly considered for taking forward the ongoing trade and investment dialogue. The JBC would, inter-alia, also explore measures for increasing other related activities between the people of both countries.
Preliminary discussions were also held on possibilities of better telecommunication linkages keeping in view the requirements of business communities on both sides for international roaming facilities. It was agreed that separate sub-groups on either side would take forward this dialogue. Commerce Secretaries would review thereafter.
Both sides also reviewed the earlier discussed possibilities of greater trade cooperation in sectors of agriculture and information technology. Relevant stake-holders would be encouraged to take forward economic cooperation in these areas. Cooperation for increasing cotton yield in Pakistan through trials of suitable Bt cotton seeds, would be given more focused attention
The Commerce Secretaries of both countries placed on record appreciation of their predecessors Dr. Rahul Khullar and Mr. Zafar Mahmood, who had very ably steered the trade dialogue from April 2011 onwards. It was resolved to further build upon the foundations laid by them to consolidate and enhance economic engagement.
The 8th round of talks would be scheduled to take place in India in April 2013. In the meantime co chairs of the JWG on economic and commercial cooperation, Joint Secretaries of Commerce, India and Pakistan would meet in December, 2012 at Islamabad.
The bilateral trade talks were conducted in a very cordial and positive atmosphere.

There has been no Chinese intrusion into our territory during the last three years. However, Chinese patrolling upto their perception of LAC are treated as transgressions. Such incidents of transgressions are taken up with the Chinese side through established mechanisms such as Hot Lines, Flag Meetings, Border Personnel Meetings and the newly established Working Mechanism on Consultation and Coordination on India-China border affairs.
Government is aware of the infrastructure development by China at the border and their undertaking infrastructure projects in Pakistan Occupied Kashmir (PoK). Government has conveyed its concerns to China about their activities in Pakistan Occupied Kashmir and asked them to cease such activities.
Government is fully seized of the security imperatives of the country and reviews the threat perception from time to time as well as the need for developing requisite infrastructure in the border areas. Necessary steps, as required, have been initiated for ensuring that national security concerns are adequately addressed through development of infrastructure, including rails, roads and forward air fields, as well as operational capabilities of the Armed forces to secure the desired national security objectives.
Indian territory under occupation by China in Jammu & Kashmir since 1962 is approximately 38,000 sq. kms. In addition to this, under the so called China-Pakistan “Boundary Agreement” of 1963, Pakistan illegally ceded 5,180 sq. kms. of Indian territory in Pakistan Occupied Kashmir to China. In the eastern sector, China illegally claims approximately 90,000 sq. km. of Indian territory in the State of Arunachal Pradesh. The two countries have appointed Special Representatives to explore from the political perspective of the overall bilateral relationship the framework for a boundary settlement.
