Procurement of goods and services is one of the important activities of the Government. Substantial amount of money is being spent towards procurement covering Goods, Works and Services across the country. In view of its importance, the Government has identified e-Procurement as one of the Mission Mode Projects (MMP) under the National e-Governance Plan (NeGP). Department of Commerce has given the responsibility to NIC for implementing the e-Procurement solution developed by NIC in the State Governments under the MMP. In the case of central government organizations, in pursuance to the recommendations of the Committee on Public Procurement and the decisions thereon of the Group of Ministers constituted to consider measures to tackle corruption and ensure transparency, the Department of Expenditure has taken action for setting up a Central Public Procurement Portal (CPP Portal) through NIC and move towards e-Procurement in a phased manner.
The e-Procurement System will enable disclosure of information on procurements made across various government organizations. It aims at transparency and non discrimination amongst bidders, by allowing free access to tender documents, clarifications, secure online bid submission and access to bid opening event to participating bidders from any place through Internet.
The objective under MMP is to implement e-Procurement System in all State Governments by March 2013. In the case of Central Government organizations, e-Publishing of tender enquiries and related details are made mandatory for adoption in all the Central Government organizations by April 2012.
e-Procurement System Developed By NIC
NIC has developed a generic e-Procurement solution called GePNIC (Government e-Procurement system from NIC) which can easily be adopted by the government organizations for all kinds of procurement activities such as Goods, Services and Works. The system has been designed taking into account the tender rules followed in various states and the CVC’s guidelines on tendering. The system provides secured access to the site using Digital Signature Certificate and has role based access to the departmental officials.
The main functionalities covered under GePNIC are – Registration of Government officials under different roles; Registration of Bidders; Tender Creation (Multiple Covers) and Publishing; Publishing of Corrigendum and decisions of Pre-bid meeting; Online Bid submission by the Bidders; Online Tender opening and decryption of Bids at various stages; Evaluation of Tenders; and Award of Contract.
Security Features of GePNIC
The GePNIC system has strong in-built security features including two-factor Authentication with Digital Signature Certificates (DSCs) as per IT Act, usage of Secured Socket Layer (SSL), Role-based User Access and Bid-encryption at client-end using PKI technologies. The GePNIC system has been security audited by STQC and other third party agencies.
Implementation Status
The GePNIC system is in use since November 2007 and more than 97,000 e-Tenders have been floated using the system with procurement value worth more than ` 125,000 crores.
It has been implemented successfully in 16 State Governments till Dec 2011.
Implemented for procurements under Pradhan Mantri Gram Sadak Yojana (PMGSY) of Rural Development Ministry in 21 states including some of the North Eastern states.
Implemented in Directorate General of Supplies & Disposal (DGS&D), Mahanadi Coal Fields Limited (MCL), Visakhapatnam Port Trust, NICSI and others
The Central Public Procurement Portal has been launched on 1st January 2012 in association with Department of Expenditure (http://eprocure.gov.in).
Rollout Model
Under MMP, the cost towards back-end hardware, storage and related systems required at the Data Centre are taken care of by the Department of Commerce for implementation in 23 States. The end users will have to take care of only the front-end resources such as Desktop system, NICNET/Internet connectivity, Printer and Scanner. In the case of central government of organizations, NIC will take care of the back-end hardware, storage and related systems at the Data Centre. For providing handholding support, NIC has created 24×7 Helpdesk facility with a toll free number.
For additional handholding support and training, the implementing organizations can make use of the roll out agencies empanelled by NICSI, as per the needs of the organizations. The rollout model for GePNIC solution does not envisage any fee/charge from suppliers/bidders for their portal registration or bid submissions. (PIB Feature).

All flock to the private schools to pay any amount demanded by the schools in the interest of their children.Parents do not complain openly and complain to various bodies in private talks. Private institutes have also unreasonably resorted to taking all sorts of fees. Admission fee is taken every year. Low quality clothes are sold to the students at exhorbitant price. Students are asked to purchase uniform from a particular shop. Computer fee, sports fee, library fee, the list goes on but the institutes do not provide any of the facilities for which fee is taken. There is different dress for particular day to make the business profitable. School bag, exercise books are also supplied. In the present scenario the AMSU has taken up the issue. It is good specially for the poor students. The government is not taking any initiative. Schools are converted to market complex, post of security personnel etc. Government schools are not maintained properly and numbers of teachers exceed numbers of students in most schools. The government should take up some measures to save the government institutues. It is shameful that the Education directorate allows schools to be established adjacent to government schools. Such schools do not conduct morning assembly or have playground. Students are packed in a composite complex bereft of any space for extracurricular activities Government acts only when pressurised. Common syllabus or common textbook was taken up after stir by students. The attention of all concerned is now called for to look into the matter and to find immediate solution. Should the school concerned be given the power and authority to select the textbooks of their choice will this controversy end? Imposing the same syllabus for all schools be it private or Government is a good decision, which will go a long way in caring up the dying Government schools neglected by the people of the state. The people of the state have shown the tendency of avoiding Government schools these days, which can be checked with the implementation of common syllabus. The thought that those in the Government will also learn the same as to taught to the students in the costly private schools makes all people happy. Equal education for all students it seems is the motto the new common syllabus seek to provide. But the reality tells otherwise.

Attack on the congress (I) candidate and workers have became a daily routine now-a-days.
One bomb was exploded at the house of one Sapam Gunindro of Hiyanglam Mayai Leikai last night around 8.40 p.m. No one was injured in the blast.
He is the worker of congress(I) candidate E. Dwijamani.
Bombs were also found at the house of Wahengbam Amusana, Bishnupur ward no. 11, H. Tombi of Tharoijam Maning Leikai, Thokchom Nilkamal of Awang Khunou Maning Leikai. The bomb were planted this early morning.
Meanwhile an IED weighing about 500 grams along with a mobile wrapped in a tin was founda t the gate of TMC, Candidate of Khurai A/C, Leishangthem Sushindro alias Yaima of Khurai Sajor Leikai this afternoon around 1.40 p.m.
Meanwhile troops of 6/8 Gorkha Rifles of Loktak Brigade foiled a grenade based sabotage attempt by unknown miscreants in the house of Mr Orijit alias Amusama in Ward No 11 of Bishnupur district on 20 January 2012. On receiving information about a suspected grenade being planted in the house, the suspected area was cordoned off and one Chinese Grenade recovered and destroyed safely.

IMPHAL, January 21: The United Revolutionary Front, Manipur has banned the workings of the Trinamool Congress and the MSCP with immediate effect.

A press release by AK Pibarel, information and publicity secretary of the outfit claimed responsibility for the grenade attack carried out at the Khurai Sajor Leikai residence of Khurai a/c Trinammol candidate Leisangthem Yaima alias Sushildro yesterday.

The attack was carried out as a part of the boycott of the general election by the URF and the attack was carried out at Yaima’s residence for ignoring the dictat of the organisation and misleading the public, it said. The same will be tendered to the rest of Trinamool candidates  and the workings of the political party will be viewed seriously. Further, the Manipur State Congress Party have also been banned for not following the rules laid down by the URF, it said.

It was reported that Income Tax flying squad, set up to check extensive use of illegal money in the ensuing elections had seized Rs one lakh from her on January 19 and the said amount was for financing her husband who is contesting for the Thanga a/c namely Tongbram Robindro. While clarifying to the media the officer said that she was not involved in the case and warns that she will take legal help if the media person and the concern CEO do not clarify. She is at present serving as Assistant Commandant of Manipur Police Training College at Pangei in Imphal East District.
