Manipur,IMPHAL, Janurary 31: The state government has kept in a sorry state of affairs two fast track courts of the state which were established 11 years back to take up cases relating to violence related cases against women and children remain unknown to the public and are in a sorry state even as the clamour for such courts have only begun in other states following the brutal rape resulting in the death of a 23 year old student in New Delhi.

As per an investigation conducted by IFP, there are two fast track courts in Manipur, namely Additional District and Session Judge, Manipur East and Additional District and Session Judge, Manipur West.

Both are fast track courts of Manipur which were officially set up by the government of Manipur officially on December 31, 2001.

However, the presiding officer of Additional District and session judge, Manipur East was transferred in course of time following his promotion.

His post has been lying vacant for seven months.

The presiding officer and the staff of Additional district and Session Judge, Manipur west, have not got their salaries for 11 months while all the staff have only been appointed on a contract basis .

The investigation report further said that the two presiding officers of two fast track courts have been entrusted with the additional charge of the special court of narcotic drugs and psychotropic substances (NDPS).

It is unreasonable that the post of the presiding officer which has been lying vacant for 11 months has not been filled up with a Additional District and session judge, Manipur East.

This has lead to the two fast track courts to be more or less defunct.

When IFP asked for the reasons about the prevailing condition of the two fast track courts, some advocates who did not want to disclose their names  said the general public of the state do not have any knowledge about the two fast track having being in existence for11 years in Manipur.

They also pointed out that the Delhi gang rape incident had led to the establishment of a fast track court for trial of those involved in the incident and trial has been initiated but in Manipur, such a court has been lying defunct for a long time.

The advocates went on to say that a political heavyweight who is the president of a political party had demanded the setting up of a fast track court in Manipur.

The advocates asserted that there is no need for the establishment of other fast track courts in the state.

Instead, the two fast track courts of Manipur should be made permanent feature courts and should be provided with adequate manpower and other required infra structures, they maintained.

They further observed that fulfilment of  these required facilities by the government  would help the two courts take up and deal with various cases in time.

Manipur,IMPHAL, January 31: A man was shot dead by some unidentified persons while his wife was injured when they shot her at the Horizon village, 10 kilometres North- east of Yairipok police station at around 9.20 a.m. The deceased has been identified as Hopeson Jajo (49) son of Masatai Jajo of Horton village.

He had moved from Hongbai village under Kasom sub-division to Horton Village along with his wife and little sons and lived there for 4/5 years.

While Jajo and his wife , Maiying (33) were sitting on the veranda, two unidentified persons entered and then the duo fired three rounds of bullet at the couple. A bullet hitting Hopson’s chest passed through his back and a bullet scratched Maying’s  forehead. Both the husband and wife were taken to Yairipok PHSD but Hopson died on the way while Maying was discharged as her case was not critical.

According to police, the incident seemed to be related to a land dispute. However, the police are yet to ascertain further details on the circumstances leading to the case due to the bullet injury sustained by Maying. Yairipok police has registered a case regarding the incident. Further, 3 empty cases of 9mm pistol are said to have been recovered from the site of the incident .

The deceased has been handed over to the family following the post mortem. According to another source, the incident may be related to the murder of Ngochnmi (41) of Chonglom village under Kashom sub-division who was stabbed to death at a tea stall at New Checkon Maringlen under Porompat police station on 5 July, 2011. The stabbing incident resulted from the argument about NREGS.

5.         In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarters/Naval Headquarters/Air Headquarters as per their first preference/choice.

The Union Cabinet has approved the proposals submitted by the Department of Personnel & Training for moving official amendments to the Lokpal and Lokayuktas Bill, 2011 as reported by the Select Committee of Rajya Sabha.

The Lokpal and Lokayuktas Bill, 2011 was passed by the Lok Sabha on 27th December, 2011. The Bill was taken up for discussion and passing in the Rajya Sabha on 29.12.2011. Discussions remained inconclusive. Thereafter, the Rajya Sabha adopted a motion on 21.05.2012 to refer the Bill to a Select Committee of the Rajya Sabha for examination and report.

The Select Committee submitted its report to the Rajya Sabha on 23.11.2012. The Select Committee has, in its Report, made recommendations suggesting amendments to Clause 3(4), 4(1 )(e), 14(1)(g), 14(1)(h), 20(1), 20(2), 20(3), 20(5), 20(6), 20(7), 20(8), 23, 25, 37, 46, 63-97 and Part-II of the Schedule. The Committee has also recommended consequential amendments in other provisions of the Bill as may be necessary.

Significantly, the Committee has recommended to do away with Part-III of the Bill which deals with setting up of the Lokayukta in the States. The Committee has recommended replacement of Part-Ill of the Bill with a new Section 63 which provides for setting up of the institution of Lokayukta through enactment of a law by the State Legislature within a period of 365 days from the date of commencement of the Act. Government has decided to accept this recommendation.

Some of the other important recommendations made by the Committee and decisions taken by the Government on them are as follows:

(a) In clause 3(4) of the Bill (dealing with disqualifications for becoming Member of Lokpal), the Select Committee has recommended that the words “connected with any political party” may be replaced by the words “affiliated with any political party”, so as to overcome the ambiguity associated with the word “connected with any political party`”. Government has decided to accept this recommendation.

(b) In clause 4(1 )(e) of the Bill (composition of the Selection Committee for selection of Lokpal), the Select Committee has recommended that the fifth member of the Selection Committee (i.e., eminent jurist) may be nominated by the President on the basis of recommendation of the first four members of the Selection Committee (viz.. Prime Minister, Speaker (Lok Sabha), Leader of Opposition (Lok Sabha) and Chief Justice of India). Government has decided to accept this recommendation.

(c) The Select Committee has recommended exclusion of bodies and institutions receiving donations from the public from the purview of Lokpal. Since bodies receiving donations from the public were also covered in the original Lokpal Bill, 2011 and the Department related Parliamentary Standing Committee had also endorsed this inclusion and had additionally, recommended the inclusion of entities receiving donations from foreign sources under the Foreign Contributions Regulation Act (FCRA), Government has decided not to accept this recommendation and seek an official amendment in the Bill as reported by the Select Committee. However, having regard to Section 10(23BBA) of the Income Tax Act (regarding exemption of income of bodies /authorities established under Central or Provincial Act for administration of public religious or charitable trusts or endowments or societies for religious or charitable purposes registered under Societies Registration Act), Government has decided to exempt only such bodies or authorities established, constituted or appointed by or under any Central or State or Provincial Act providing for administration of public religious or charitable trusts or endowments or societies for religious or charitable purposes registered under the Societies Registration Act.

(d) In clause 20(1) of the Bill, the Select Committee has recommended that the Lokpal should be given the power to order an investigation straightaway (without first ordering a preliminary inquiry) in case Lokpal finds that a prima facie case exists. Government has decided to accept this recommendation subject to the modification that the Lokpal should, before coming to a conclusion that there exists a prima facie case for entrusting the matter for investigation, call for the explanation of the public servant and only then decide whether there exists a prima facie case for ordering investigation.

(e) The Committee has recommended that in clause 20(2) of the Bill, the seeking of comments from the public servant during the preliminary inquiry should not be mandatory and has accordingly suggested the addition of the word “may” in the said clause. As the affording of an opportunity to the public servant and to the government/competent authority at this stage, would help clear doubts in several cases and would substantially reduce the number of cases going for regular investigation. Government has decided to oppose this recommendation of the Select Committee and move an official amendment for the purpose. Similar recommendation of the Select Committee to dispense with opportunity of hearing to the public servant before ordering regular investigation by the Lokpal in clause 20(3) of the Bill, is also proposed not to be accepted.

(f) The Select Committee has recommended that the power to grant sanction for prosecution of public servants could be shifted to the Lokpal in place of the Government. The Select Committee has also recommended that Lokpal may be required to seek comments of the competent authority and the public servant before taking such decision. Government has decided to accept this recommendation.

(g) The Select Committee has recommended a number of amendments in the Bill with a view to strengthening the Central Bureau of Investigation (CBI), including (i) the setting up of a Directorate of Prosecution headed by a Director of Prosecution under the overall control of Director, CBI, (ii) the appointment of the Director of Prosecution on the recommendation of the Central Vigilance Commission, (iii) maintenance of a panel of advocates by CBI, other than Government Advocates, with the consent of the Lokpal for handling Lokpal referred cases, (iv) transfer of officers of CBI investigating cases referred by Lokpal with the approval of Lokpal, (v) provision of adequate funds to CBI for investigating cases referred by Lokpal, etc. Government has decided to accept all these recommendations except one. i.e. seeking approval of Lokpal for transfer of officers of CBI investigating cases referred by Lokpal, as it would, in Government`s view, affect the smooth functioning of the CBI.

The festival was jointly organised by Manipur Film Development Corporation and Children’s Film Society of India (CFSI). To showcase the festival 7 children films were selected to picture at the MFDC theatre.

The inauguration function was attended by Commissioner (Art & Culture) Dr. RK Nimai Singh, Director Art and Culture K Sobita Devi and film critic and national awardee RK Bidur Singh as chief guest, president and guest of honour respectively.

Speaking to the function RK Nimai Singh said that the children films selected to showcase at the MFDC theatre need to film place to place to reach every part of the state. He further said that children films are needed to promote more as it is almost neglected in the state of Manipur. He said that the films which are to be screened in the MFDC theatre including animated films will witness good films to the children of the state. The children films are not only for kids but the films are worth watching for the adults too concluded RK Nimai Singh.

Dr. K Sobita Devi delivering presidential speech said that children film festival was started from the year 2005 in the state of Manipur. She continued that it was unfortunate by that time because the department had no theatre to showcase the film festival. She lauded that today the department is jointly organising the 4th Children Film Festival at its own theatre.

Today one Manipuri film ‘Paari’ was screened to kick starts the children film festival. The film was produced by Aribam Syam Sharma.

NEW DELHI, January 31 (Vision COmmunications): The Centre would definitely include the Kuki Statehood Demand Committee or KSDC in the forthcoming talks with Kuki groups to resolve the grievances which are leading to blockades and many disturbances in Manipur.

This was disclosed to Vision Communications in an exclusive interview by Sh Shambhu Singh, Joint Secretary (NE) of Ministry of Home Affairs.

“The KSDC might be feeling ignored. They might be feeling that we would just talk to KNO and UPF on the Kuki side and NSCN(IM) on the Nagaland side.

Had they come to me when I last visited Manipur I would have told them, that their feelings are unfounded. We will definitely include the KSDC in the talks”, Shambhu Singh said.

However the talks would not be presided over by any Ministry official but by an interlocutor. Singh disclosed that the cabinet has to clear the idea of deputing an interlocutor for talking with the Kukis.

“Once that is over, talks” shall start immediately” he said before decidedly going on record to say that “talks will start within one month’s time”.

The chosen interlocutor will talk separately to all the three Kuki organisations to try to come to some common ground, the Joint Secretary assured before urging that blockades should not be resorted to.

“These agitators are unnecessarily inconveniencing the people of their own state. For us every citizen of the country is important. If the Kukis are important, the common people are also important, so we cannot ignore one at the cost of the other”, he said.

Addressing the locals attending the function, Dy Chief Minister Gaikhangam said the state government is trying to bring equal development in both the hills and the valley.

“Tamenglong could well become one of the most advanced districts of the state in the future, however the people should cultivate a work culture and prepare themselves for the upcoming development works,” he said.

The Dy CM who is also the state Home Minister said that the government is targeting production of 66 megawatt of electricity from the Loktak Downstream project and another 60 megawatt from the Irang Hydro project. The two projects are being undertaken under the National Hydro Power Commission.

He said the the Leimatak bridge is of great significance for the completion of the projects.

Elaborating further, the Dy CM said, the people of the state have waited for more than 20 years for the completion of the two projects which had been shelved for a long time after problems erupted even before work was started. The projects were once again revived only after the state Chief Minister along with himself fervently urged the concern authorities, he continued.

Completion of the two projects will lessen the present electricity supply problem to a great extent and as such the people of the area should consider the projects as their own and co-operate with the authorities for the completion of the projects, he said.

He said for the completion of the two projects, road connectivity is a priority and in order to complete the Leimatak Bridge at the earliest, 70 percent of the required material has already been stored at the work site.

The government will provide all possible security cover during the construction of the bridge, he assured.

Once the construction of the bridge is completed it will not only develop the economic condition of the area but will also create a township, he said while adding that the area has also all the needed attractions for adventure tourism.

The place could also attract a lot of tourists, he said.

Works Minister Ratankumar said that if there were no hindrances to the construction, the aim is to complete the bridge within a period of six months. He further sought all possible cooperation from the people of the area.

He continued the NEC has already sanctioned Rs 147.71 crores for the Rengpang to Erang road and Bishenpur to Nungba road. Tenders for the construction of the two roads will be announced soon, he added. Another Rs 277 crores has already been sanctioned under the ADB project for the construction of Tupul to Bishenpur in Phase I and Thoubal to Kasom Khullen in Phase II, he said and added that the tenders will be announced soon.

The Works Minister continued that the Leimatak Bridge is very much important for the Loktak Downstream project and as such a team of the North East Council has already inspected the Tupul to Leimatak Bridge road.

Construction work of the said road is in full progress, he said.

The projects undertaken will improve the present power supply in the state and as such the PWD will take up all possible steps to ensure the early completion of the works on the road, he said.

All the concerned have been strictly instructed to maintain quality control, he said and added that 90 percent of the formation cutting of the road is complete, however the singling of the road will be completed before the rainy season, he said.

Manipur, IMPHAL, January 31: The State Advisory Committee on RTE constituted under Right of Children to free and Compulsory Education Act 2009 rule number 26 with the Education Minister, Moirangthem Oken as the Chairperson has appealed to the Catholic School Society not to conduct any admission entrance tests for this year.

Speaking to media persons during a press meet at his office, the Education Minister said the committee was formed to give advice to the Government in relation with the educational system in the state.

“The committee also will decide along with intellectual persons to make-up a new system akin to screening tests for the new enrollment for the next year,” he said while adding that RTE must be implement in all the Catholic School and there should be 25% reservation for the minorities.

The voice made by various civil society organizations to change the education system is appreciated by the Government, he added while saying that such calls were aimed at bringing about a better educational system. 

The Minister further requested the public to inform if anyone use the name of the Education Department and takes bribes under promise of employment, adding that such complaints should be immediately taken up to the concerned Minister or to a nearby police station to take action.

New Delhi,  1 Billion Rising campaign states, “One in three women on the planet will be raped or beaten in her lifetime”. In India, according to National Crime Record Bureau in 2011, 14.7% rape cases are registered in cities while 85% rape cases are registered in rural India; there are more than 1 lakh rape cases pending; a total of 2, 28,650 women faced violence and abuse during 2007-2011 which includes rape, kidnapping, abduction, dowry death, cruelty by husbands and relatives, molestation, sexual harassment, importation of girls, immoral traffic etc. and the National capital Delhi has the highest percentage of crime rates against women which is 31.2%.

In Northeast India, a total of 13,308 incidence of crime against women had been reported according to the National Crime Records Bureau 2011 with 11503 cases in Assam, 269 cases in Meghalaya, 1358 cases in Tripura, 167 cases in Mizoram, 247 cases in Manipur, 38 cases in Nagaland, 171 cases in Arunachal Pradesh and 55 cases reported in Sikkim. Not only in their states, Northeast Indian women are also prone and are vulnerable in metropolitan cities like Delhi, Mumbai, Bangalore etc as violence and crimes happened to them such as rape, molestation, sexual harassment as frequently reported at the National media.

The panel, Justice J S Verma Commission that was set up in response to public outcry over the brutal gang rape and murder of a 23 year old woman on 16 December 2012, of a young woman has delivered its report outlining recommendations on how to tackle gender violence in the largely patriarchal country. The committee suggest key recommendations to tackle increasing violence against women in India that includes key recommendations such as  to amend rape laws in India, to make to make gender sensitization through education, electoral reforms, police reforms , to monitor illegal patriarchal village council etc .Taking strong cognizance of sexual offences committed by armed forces personnel in conflict zones, Justice J S Verma committee report has not only recommended amendments to the Armed Forces Special Powers Act (AFSPA) but even questioned its continuance in such areas.

Gender equality is, first and foremost, a human right. Women are entitled to live in dignity and in freedom from want and from fear. Empowering women is also an indispensable tool for advancing development and reducing poverty. In order to find strategies for change at this crucial time, we are hosting a round table discussion meeting on “Women, Peace and Security: Strategizing to End Violence Against Women in India” on Friday, 1 Feb at 2pm to 4 pm at the Conference Room , Control Arms Foundation of India , B 5/146, First Floor, Safdarjung Enclave, New Delhi 110029. 

Eminent panelist of the event will include Mr Arvinn Gadgil, State Secretary from the Norwegian Ministry of Development; Ms Reecha Upadhyay, Independent Gender Consultant; Ms Nandini Rao, Delhi-based activist with the Citizens’ Collective Against Sexual Assault Representations from YWCA;  Ms Monica Banerjee, Senior Programme Officer, National Foundation for India, Dr Deepa Ahluwalia: Sr. Project Advisor, National Mission for Empowerment of Women  and Ms Binalakshmi Nepram Founder, Manipur Women Gun Survivors Network & Secretary General, Control Arms Foundation of India amongst others. Hundreds of spectators were waiting for the international polo tournament to start the other day at the historic Imphal Pologround. The shade caused by the setting of the sun was extending eastward yet the match could not be started. Amidst the rapturous clapping of the crowd came the announcement “no matter whether the chief guest watches this game or not the match will be started because the game cannot be played when the sun had set in”. The chief guest came but after the game had ended the first chukker (a chukker lasts seven minutes). The functional president, who attended the function in time and had witnessed the uproar and anger of the crowd, might have asked him why he came late. Yesterday three day Bharat Nirman campaign organised by PIB in collaboration with other sister organisations began at mini conference hall at Thoubal DC complex. The invitation card indicated the starting time of the programme as 10.30 am but it started at 12. 30. Reason being the chief guest was not available and her deputy was assigned the task of gracing the occasion. Imagine the plight of the common people, who came at 10. They had wasted time sitting idle in the echo filled hall. The time wasted could have been used either in attending on ailing parents or in digging pond or nullah. Precious time was wasted without doing anything. When will our leaders realise that every function state level or village level is important. If they cannot attend a function in time question will arise where lies the necessity for these VIPs to light the candle to mark the inauguration of a function. A function can be held without lighting the candle and also without any VIP adoring the dais. If they will not be able to attend the function in time a culture will need to be evolved so that organiser can start a function by just reserving a seat or two for the VIP and the latter can occupy the seat when they come. Then the speaking style of the VIPs also needs to be reformed. They cannot waste time while speaking. They start their speech by mentioning the names of all present in the crowd and on the dais. Cannot they start the speech by addressing the crowd as ladies and gentlemen in the same manner English speaking people are doing? Imitating the VIPs the mediocre speakers also mention the names of the dignitaries present at the function. These verbose are wastage of time. Vivekananda was hailed when he started his speech addressing the Americans as brothers and sisters of America. He received unending claps for the opening words. If he mentioned the names of the religious leaders present on the occasion he would not have been remembered. Nevertheless the top executive and head of the state always keep time. They attend function at the right time. This is known to all organisers. Therefore any function attended by them starts in time. A lesson must be learnt from them. But who cares attitude is shown. This needs to be checked. The question arises who will do that? It is to be done by you and I. Do not attend the function, which does not start in time.

District-level agro-meteorological advisory service, providing a 5-day weather forecast for farmers, in 550 districts made operational by the India Meteorological Department is providing information through mobile to about 2,500,000 farmers for planning their agricultural activities.
The Agromet Advisory Services through various channels have resulted in significant increases in farm productivity, resulting in increased availability of food and higher income generation. It has helped the farmers not only in increasing their productions but also reducing their losses due to changing weather patterns and others problems. There is need to ensure that all farmers, small, marginal and big, are able to benefit from the Agromet Advisory Services.
At present about 15 percent of the farmers are benefitting from the SMS services and about 24 percent farmers are aware about Agromet services. The economic benefit of these services which has been estimated by NCAER at Rs.50,000 crores per year is extrapolated to rise to Rs.211,000 crores if the entire farming community in the country were to apply Agromet information to their agricultural activity.
Still no doubt there is a long way to go in not only increasing production but raising the income of farmers and reducing their losses and ultimately distress. It is a challenging task for the Government, IMD as well as the other stake holders to achieve this. However making use of IT and developments in the field of information technology transfer many new initiatives are in pipeline to far reach the AAS service by the IMD. Soon IMD will be launching spoken web service so that farmers across the country can soon get their agriculture and weather-related queries answered and it will also provide an interactive medium for the farming community which will be of great use to illiterate farmers who are not technologically equipped.
Dissemination
Disseminating agrometeorological information is part of a process that begins with scientific knowledge and understanding and ends with the evaluation of the information. The task of AAS is to provide information to help farmers make the best possible use of weather and climate resources. For a very long time programme like Krishi Darshan were the only source of information for farmers across the country. In the changing scenario and revolution IT sector the dissemination of information to farmers too is taking multi-channel routes. Good communication and working relationships mechanism have been set up under IAAS with the largest agricultural extension agencies in the country, network of Krishi Vigyan Kendras (Agriculture Science Centres), Kisan Call Centre etc., to promote participatory methods for interactions with farmers. Due care is being taken regarding content of the message which must be relevant to the weather based farm decision making by the farmer. This involves the identification of weather & climate sensitive decisions and interactions between the weather forecasters from meteorological Centres of IMD and the agriculture scientists from Agriculture Universities and Institutes of Indian Council of Agriculture Research to develop weather based advisories and technological decisions. Information is disseminated through multi-modes. It includes All India Radio, Doordarshan, Print Media (local news paper in different vernacular languages), internet as well as group and individual relationships through email, telephone etc. The use of media such as mobile, e-mail or the Internet by the farming community is on significant rise. SMS and voice messages on mobiles are the latest techniques to reach out to the farmers.
Of late encouraged by many State Governments Maharashtra, Tripura, Arunachal Pradesh, Madhya Pradesh and Kerala, many private firms started disseminating advisories through SMS to the farming community under PPP mode. Like Reuter Market Light, Handygo, Vritti Solution, IFFCO Kisan Sanchar Limited (IKSL) and Nokia are disseminating the agromet advisories through SMS and Interactive Voice over cell phone to farmers at 15 states namely Uttar Pradesh, Punjab, Haryana, Rajasthan, Madhya Pradesh, Orissa, West Bengal, Gujarat, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Bihar, Maharashtra and Himachal Pradesh. State Department of Agriculture, Government of Maharashtra has taken an active role in disseminating advisory in local language through SMS to the farming community of Maharashtra. At present 2.8 million farmers are benefited by this service.
Awareness Programmne
As the interaction between the weather and agriculture is complex, it is not just a case of applying a simple solution and expecting the same to be implemented by the farmers. More targeted weather and climate information can increase preparedness and lead to better economic, social, and environmental outcomes for farmers. Given the current concerns with climate change and it’s impacts on crop productivity, there is an urgent need to sensitize the farmers about the projected climate change in their regions and the different adaptation strategies that can be considered to cope with the projected change. Hence, awareness process to understand the influence of weather and changing climate on sustainable agricultural production is an integral part of the service. Under IAAS, awareness programs for farmers highlight the farming community about the climate change and its impact on agriculture are being conducted. 76 such programs have been conducted across the country so far.
Feedback
Regular feedback from farmers, State Agricultural Departments and Agricultural Universities, ICAR and other related Institutes is being collected and processed for further improvement of services. Feedback informations are collected from Regional and stations of DD, AIR, and FM channels, Krishi Vigyan Kendras, ATMA, CSCs, NGOs, VRCs and VKCs and by participating in kisan melas and field visits. India Meteorological Department (IMD) in collaboration with AMFUs, SAUs, IITs etc., also published Agromet Brochure in 14 regional languages highlighting the activities of IAAS.
Impact Assessment
Impact assessment of weather forecast based agro-advisory service shows that in most of the cases use of AAS advisories resulted in decline in the
cost of cultivation up to 25% for the study crops. In some cases, cost of cultivation did increase up to 10% as a result of follow up action on AAS advisories, but this was more than offset by the consequent increase in net returns up to 83%, with a modal value of 20%. The major crops which benefited most from the use of AAS service are paddy, wheat, pearl millet and fruits and vegetables. This proves the usefulness of AAS advisories.
This also endorses the need for dissemination of Integrated Agro-Meteorological Advisory Service (IAAS) information to farmers on a wider scale and convincing them about its positive impacts on a sustainable basis. Equally important but the most challenging task would be to enhance the accuracy of weather forecast and to make the AAS more useful and demand-driven for the farm households
In spite of advances made in weather forecasting and operational agromet advisory services to the users, the real value in terms of offering right advice at right time to the farmers is somewhat lacking.
The integrated agromet advisory services was launched with a dream to provide real time crop and location specific agromet services up to village level is a long way not only in reducing weather and climate related risks in Agriculture but also promote scientific agriculture. Hence to overcome the hurdle in shortfall of observation, seamless weather forecast, manpower, real time information flow, Research and Development (R&D), dissemination etc., IMD proposes to extend this service to block level by developing block level forecast and advisories using satellite and remote sensing data, establishment of District agromet field unit, assist various research organization by providing online agromet data and creating a Centre for Research and Excellence in Agrometeorology (CREAM) at Pune during the XIIth Five Year Plan and thereby reaching the target upto village. AIZAWL, Jan 30 NNN: Training and research establishment of the Indian Army, the Counter Insurgency and Jungle Warfare School (CIJW) in Vairengte in Mizoram, which is one of the premier counter-insurgency training institutions in the world, has been awarded with Unit Citation for its meritorious contributions to the Indian Army.
Lieutenant General K Surendranath PVSM, AVSM, VSM, General Officer Commanding in Chief conferred the Unit Citation today to the CIJW School, in recognition of its meritorious contributions in enhancing training ethos of the Indian Army. The Award was received by the Commandant, Major General Rajeshwar Singh, SM, in a short function held at Nair Hall in the CIJW School premises this morning.
The Army Commander lauded the efforts of the school for its invaluable contributions towards nation building, imparting time tested specialized counter terrorism skills, constantly updating training methodology & training infrastructure so as to impart best possible training across the globe to combat the multifaceted prolonged and invisible war. The Army Commander also said that the award is meant, not for the past, but rather for enhancing better service in the future. Appreciating its invaluable service in the last 42 years, he also wished and urged that the training school may continue to be a great asset for the nation and be an excellent one in the world.
Lieutenant General K Surendranath, while interacting with the training troops after the award function, asked about the training system, to which the soldiers from different foreign countries, replied that the training being imparted to them in CIJW School is excellent.
In reply to media query, one of the trainees from Bhutan said their training is for 8 months duration; and they got the opportunity as provided by the Indian Government. And, the present training units includes from Bhutan, Myanmar, Fiji, UK, Nepal and others. He also expressed his satisfaction over the training imparted to them. CIJW School has hosted visiting military units for training from the United States, Nepal, Bhutan, Russia, United Kingdom, Israel, France, Bangladesh and many other nations.
Meanwhile, in a press communique, the CIJW School said, “The Indian Army has been battling the scourge of insurgency/terrorism for a prolonged period. The CIJW School is functioning as Indian Army’s nodal agency for imparting training in Sub Conventional Operations. The school has been doing a yeoman service to the Nation by imparting training on counter insurgency aspects to the Indian Army as well as to CAPFs. This has enabled the Security forces to conduct successful counter insurgency operations with minimal causalities to own troops and avoiding collateral damage. Large Number of Foreign Armies are seeking training their contingents at CIJW School. The training imparted at the School has empowered the soldiers of the Indian Army as well as CAPF and even those from Friendly Foreign Armies to meet almost all the challenges posed in insurgency infested areas.”
The Award conferment function, attended by Army officials and soldiers that filled the hall with delighted spirit, ended with light delicious refreshment in front of the hall.
CIJW was established in 1967 as the Jungle Training School. It was initially located in Mynkre, near Jowal in Jainta Hills district of Meghalaya. In 1968, the designation was changed to Eastern Command Counter Insurgency Training School. On 1 May 1970, it was upgraded to a Category A Training Establishment of the Indian Army, given its current name and relocated to Vairengte, Mizoram.
The reputation of the CIJWS lies in the fact that the training module is framed in a highly scientific manner – soldiers receive training in identifying improvised explosives devices (IED), jungle survival, counter terrorism, and interrogation techniques. The training focuses on physical fitness, reflex firing techniques and tactical lessons. The module for training is practical oriented with number of lectures, discussions, case studies, sand model exercises & outdoor exercises.
Taking into account the successes in combating militancy to a great extent, New Delhi in 2001 threw the school at Vairengte open for soldiers from other countries with three US army officers being the first overseas batch to be trained. After the 9/11 terror strikes in the US the jungle warfare school at Vairengte began attracting military cadets from across the world. In 2003, a group of about 100 elite US commandos completed a three-week anti-insurgency combat training at the institute. France, UK, Israel and Italy are the latest have sought India’s help to train their soldiers in counter-insurgency operations at this elite facility. CIJW School presently trains over 7000 officers and soldiers every year. The school’s motto is to “fight the guerrilla like a guerrilla”.

Imphal, Jan 30 : The two days Youth Exhibition (Yuva Kriti) organised by Nehru Yuva Kendra Imphal at DRDA Hall,Imphal West D.C.Office Complex,Lamphelpat was inaugurated by Prof. N. Mohendro Singh, Former Member, Steering Committee, NE Vision 2020 and Dr. Kh. Somorendro Singh Director,ICM Imphal on the 30th January,2013. 30 stalls for handlooms,handicrafts and food items were being exhibited in the Yuva Kriti. . Jackie Ruivah, Zonal Director, NYKS presided over the inaugural function. In his key note address Y. Laksman Singh, Dist. Youth Co-ordinator NYK Imphal pointed out the guidelines of Nehru Yuva Kendra Sangthan. The main objective of the programme was to provide opportunity to the talented youths to showcase their traditional skills such as traditional arts, crafts, handlooms, handicrafts and food items prepared and produced by the youth Clubs,SHGs and the young artisans.
In his address to the youths Dr. Kh. Somorendro Singh Director ICM, Imphal announced that the Yuva Kriti organised by NYK Imphal is a success. Prof. N. Mohendro Singh, advised the young artisans to develop skills and the personality so that they will be answerable about their products. Production and learning go together. As such the exhibitors should be customer friendly. Mrs.Jackie Ruivah, Zonal Director, NYKS appreciated the efforts made by NYK Imphal for organising the Yuva Kriti in a befitting manner.

SENAPATI, Jan 30 NNN: Brig. S.K Sharma, Commander 59th Mountain Brigade as the chief guest and Senapati District Olympic Association president T. Robert Maram as guest of honor graced the grand finale of the 4th edition of the General Thangal Memorial Sports Meet, 2013 organized by United Thangal Sports Association (UTSA) at Mayangkhang village ground in Senapati district.
Attended by village leaders, social organizations, a large crowd and football enthusiasts the memorial trophy concluded with praises and laurels. The event witnessed one of the finest local footballing fest for boys and volley ball for girls which were represented by 11 Thangal tribe villages. In the finals, prominent football powerhouse village Tumuyoan Khullen won the coveted memorial trophy defeating Makeng Cheijinba Village by 3-0 margin. Worngam of the champion team won the best player award while Lucky son from MCYC won the best goalkeeper title. The women’s volleyball championship was won by Ningthoupham girls defeating Makeng Cheijinba Village girls.
Encouraging the youths to involve in sports and tap its resourceful talents, Brigadier Sharma stated that, physical fitness along with mental works is an important essence of a healthy living. The army commander also spoke on the employment opportunities in recent times provided by the State and Center Government through paramilitary recruitment. Based on the memorandum submitted by the host club, the Army officer assured to consider constructing a youth hall cum guest house at Mayankhang village.
