As the unfortunate drama unfolding in Manipur in the last two months following the brazen daylight assassination in Ukhrul of Ngalangzar Malue, an elected autonomous district councillor, gets more intense, having already cost some precious lives, the denouement especially after yesterday’s ambush would seem obvious to most detached observers, but likely still miss the most rabid conflict mongers who see a larger conspiracy behind every leaf that stirs in the breeze, and read between the lines of even the most innocent message to discover hidden sinister meanings.

In the latest series of events in this sorry episode, a Manipur police convoy returning to base from Ukhrul was ambushed and in it one more life was lost and two more injured. This time the casualties were on the side of government’s uniformed forces, and this is expected in an insurgency situation, as much as it is expected of insurgent fighters to come under government fire. Again, because the casualties were on government forces, the question of human rights violation would not arise technically, for the human rights movement is about checking the State’s encroachment into territories of individual rights. By this yardstick, atrocities by non-State fighters would only amount to infringement of the law, therefore remain as matters for the law to take care of.

It is not as if the human rights movement is not aware, or is not uneasy about the seeming injustice in this, and has indeed tried to address the problem, especially in the face of the LTTE when it was at its peak of power and was virtually a State in its own rights. The Geneva Conventions Protocol-II, is a translation of this anxiety, and an effort to bring in the non-State fighters within the ambit of the human rights discourse. Not surprisingly, it is mostly States with active insurgencies within their territories, including India, which refused to ratify this protocol. This is understandable, for accepting the protocol would mean acknowledgement of the insurgents as putative States, therefore the conflict would cease to be an internal matter of the State in question to be handled by its law keeping mechanism. This also means the conflict would have acquired attributes of a war between the States requiring intervention of international legal mechanisms to resolve. The State therefore need not complain that human rights workers do not invoke human rights guidelines on the casualties it forces suffer. This caveat is so that we too are not branded similarly as unsympathetic to the State when we write from the standpoint of human rights.

This editorial however wants to look into another aspect of the unfolding conflict that has little to do with human rights, or the rights issue per se. In the ambush on the police convoy yesterday, tragic as any human casualty is, there were certain other interesting features of the State of Manipur which became apparent. In a random gun assault on a police convoy, three were hit. A Tangkhul police commando was killed, and of the two injured, one was a Meitei and the other a Kuki. This should once again explode the myth of police deployment amounting to ethnic aggression so enthusiastically advocated and propagated by many conflict mongers. It was not the Valley pushing its will on the Hills, but one of the State of Manipur pushing what it feels are within its sovereign duty. The clash of interest therefore should have been portrayed at its worst only as between the government of Manipur and a community (any community), but it seems the opportunity to take vested advantage of an imagined ethnic hue in this tussle was too tempting for those who love courting and nurturing conflict.

As in all other government services, the Manipur police is recruited from all domiciles of Manipur as per the recruitment and reservation norms of the government, with probably some hitches here and there on account of individual corruption and nepotism, therefore it has personnel from every community. So far they have been operating mostly in the Valley districts, and in particular the two districts of Imphal. This is on account of two developments. One is the 2004 agitation against the AFSPA in the Valley districts and partial lifting of the AFSPA, and therefore the withdrawal of the Army from the two contiguous capital districts. But as we have seen, the police commandos can be, and has been, even more brutal than the Army. The other development is the ceasefire and peace-talk agreements between the government and various insurgent groups in the Hills, and we are all praises for the bravery of all involved in being able to come to such a decision. But all will vouch, in the Valley districts, when the commandos operate or commit atrocities, agitations are directed against the government and there has been seldom anybody asking or bothering about the ethnicity of the police commandos involved. They were just police commandos on government service, therefore the government was to be made accountable for their action. We hope it remains this way too. Let the police commandos be abolished if it needs be, but let not the venom they ever end up creating be directed towards the community any particular commando may belong to. We also hope that brutal and savage as they may be, the police at least remain loyal only to their employers and not be swayed by the disease of ethnic hatred and suspicion.

In this light, it is unfortunate certain Naga civil organisations in particular are vehemently against the idea of deployment of Manipur Police in Naga districts. Supposing tomorrow, there were to be a policy of not recruiting Nagas in the Manipur police as the Naga districts do not ostensibly need the police, there will surely be cries of discrimination from many quarters. This cry for justice will also find universal solidarity, for indeed such a policy would amount to undisguised discrimination. However, most will also agree there is something seriously wrong in saying police jobs must be distributed fairly to all sections of the society but their deployment must be restricted to only certain districts. This attitude sure must amount to a bigger communalism.

Since its independence, India witnessed some of its glaring features of a democratic set up to the outside world; earning admiration around the world. Some isturbing experience like the Gujarat Riots, Blue Star Operation, Anti- Sikh Riots, and the controversy behind the Ayodhya Temple have put its democratic foundation to test. Unbeaten and unshaken by it, India once again disprove the notion of its democratic values as still at infancy.

The projection of India’s maturity, however, is not without question- especially, when it comes to its dealing with the northeastern states and its people. From illegal Bangladeshis in BTAD to Kuki statehood issue in the east, Chakma problems in the south to the frequent provocations made by the China’s PLA, northeast has been continuously in danger of identity crisis, where exertion for control of ‘land’ becomes the bone of every contention. Besides, there are numerous issues still at the court of the centre awaiting state intervention.

The Naga issue is one among many such genuine cases spearheaded by the NSCN-IM. Also acknowledged as the mother of insurgency of the northeast by some writers, NSCN-IM gains huge admiration for gaining international recognition which their other counterparts lacked. However, one mistakes committed on the part of the Naga leadership totally eliminate its vigor to push forward its movement.

It is reported that, on 13 September 1993, unarmed villagers numbering about 104 were waylaid and butchered using spears, daos and other sharp weapons by the NSCN-IM militants in Tamenglong district of Manipur. The villagers, mostly Kukis, were reported to have followed a decree served by the said terrorist organization that they left the villagers by September 15, else face the consequence. Compliance to the ‘Quit Notice’ served seems to have little purpose. Women, children and aged were not spared. Thus NSCN-IM shocked the world.

A movement that fights for ‘rights and dignity’ of mankind have committed the same blunder what is thought as committed to them. Human Right Activist Yambem Laba lamented, ‘The Naga cry against human right abuse perpetrate by the India Army for over Fifty years was completely overshadowed by one incident of Naga atrocity against the Kukis of Joupi village on 13 September 1993.’ Such was the expression on the gravity of massacres carried out to Joupi Villagers.

‘Armed movement’ as espoused by the NSCN-IM is questionable too. According to data provided by US-based Minority At Risk (MAR), NSCN-IM committed altogether 63 raids, ambushes, attacks and other illegal acts starting from 1992 till 1997. Of all events, about 33% of the incidents, accounting 21 were launched against security forces while the innocent public endures almost 70% of the violent acts of the NSCN-IM.

Taken the data of MAR as authentic, approximately 367 lost their lives during the Naga secessionist movement from 1990 till 1997. Of the 367, about 18% of the casualty falls on the state and central security forces, while the remaining 80% which constitutes about 290 souls belongs to the Kuki ethnic group.

However, a more detailed report published by Kuki Movement for Human Rights gives more disturbing picture than the former. From 1990 till the signing of the Indo-Naga ceasefire, 823 innocent Kuki villagers were killed while 239 settlements/villages were turned into ashes leaving lakhs homeless, and thousands left incapacitated to earn their own livelihoods.

Well, to be pragmatic, ‘Why was ceasefire agreement signed?’ with an organization whose target mainly was innocent civilians. By signing an agreement with a banned organization that waged war upon innocent civilians, the Union of India, seemingly, mandates violence upon its citizens as a legitimized means of gaining ones’ political momentum. Thus, centre’s conflict resolution model for the northeast, as applied to the Nagas, may be well attributed to the rise of insurgency and ethic polarization in the northeast. In India’s northeast, Gandhi’s principle of non-violence is yet to gain its relevance in place of Mao’s word- ‘Power comes from the barrel of a gun’.

Numerous bills have been introduced and passed in recent times for the welfare of its citizens. A lot has been talked about transparency and accountability as the main criteria of a democratic life. However, it reliability is always a question where ‘being equal in the eyes of the law’, itself becomes a debate to the stakeholders.

Tribal Kukis has been reeling under continuous subjugation and maladministration since the last many decades. Besides, the NSCN-IM mass killings during the early 1990s have left lakhs still awaiting resettlement and rehabilitation in a dignified manner. The Kukis under the banner of Kuki Inpi (Apex Body of the Kukis) and the Kuki Movement for Human Rights have submitted over 60 memorandums to the Union of India for amicable political settlement. However, democratic means of raising issues have little effect to democratic India. Memorandum submitted to the successive governments of Union of India became of scrap of Paper. Even a Public Interest Litigation (PIL) filed by Kuki Inpi Manipur was turned down, making it more controversial.

The manner in which the government at the state and at the centre handles the case has left a bold mark on its accountability as a democratic state. For five years long, innocent civilians were forced to endure life at the mercy of the NSCN-IM which otherwise can be termed as a ‘free hand’ given to them.

Surprisingly, banned organization adopting Mao’s strategy in democratic India receives more attention than that of Gandhi’s. With such character, India as a nation founded on the values adopted by Gandhi is questionable. Kuki Black Day, as observed all over India today, is one such parallel principle to that of Gandhi. By being hesitant in recognizing and rewarding his ideas, our survival as a nation ‘India’ will always remains at stake.

Q 1. Madam, I recently saw a legal counseling programme on the local cable TV. The host of the programme who is also a lawyer was taking interview of a rape victim family. He himself declared that the identity and address of the victim will not be disclosed. But in the same programme he took interviews of the victim’s mother, victim’s sis-in-law and lastly the of the victim with her face morphed. He repeatedly mentioned that the victim is ‘maraibakthirabi’ and asked so many questions repeatedly. He was not only making mockery of the programme but he was actually re-victimising the victim. Just sharing some thoughts through your column.

Ans: Dear Menaka, I understand the anguish you have expressed and can understand the futility of the situation which the survivor of the unfortunate incident and the family members must have gone through. But before we jump into any conclusions its better if we can know the very purpose of the programme that you mentioned. It may be also possible that the survivor’s consent is taken and she is well aware of the whole programme beforehand.
But whatever the objective of the programme you are still right in bringing up the phenomena of‘re-victimisation’ or traumatisation of a person who had already undergone a horrific event. Many a times, no matter how well intentioned helpers may be some of our ways go wrong and this is just one instance. It may well point to lack of professional ethics and sensibility. This will do more harm than good as it had originally intended.
However, I would be limited in my comments and suggestion and encourage you to address your concern through this paper in the letter to the editor or directly to the legal counseling firm.

Ans: Your question is a very thoughtful one and revolves around an issue which challenges all of us mental health professionals. Suicide as we all know is a self-inflicted death in which one makes an intentional, direct, and conscious effort to end one’s life. People commit or attempts suicide for many reasons, most of which no one knows. Mostly these are people in crisis –that is, under great stress, unable to cope, feeling threatened or hurt, and interpreting their situations as unchangeable.
Also, families of people who die by suicide report that they have some kind of psychiatric disorder, most commonly depression or bipolar disorder. The other major risk factors include substance use and abuse. A previous suicide attempt is another major risk factor and a number of people who successfully commits suicide have made a previous attempt. The loss of meaningful relationships and issues related to sexual identity or sexual orientation can also be reasons which can get people trapped in the depression which can lead to suicides. It is said that people who are suicidal somehow are telling people and reaching out in a way they that they are looking for some relief. Most of the time before the attempt they are said to be telling their close friends how they want to end their life and even how they have planned it. Therefore it is believed that people who are suicidal want the pain to end but not their life itself. It is on this logic that suicide centres and hotlines for suicide prevention are enforced. Mental health professionals can try to help people work through that intense psychological pain and find a way through it. The centers can try to help suicidal people perceive things more accurately, make better decisions, act more constructively, and overcome their crisis. Once a person with suicide risk is identified, intervention can start at the centre by a visit or quickly through a phone call which can skillfully be developed into a proper psychotherapeutic meeting very soon. The mental health professionals can take the opportunity to gather more information about actual risk, such as determining whether the client has an actual plan and the means to carry out the plan. The professional can challenge the irrational belief if the client’s life will be better if he/she commits the suicide. Also, crises can occur at any time, therefore the centers should ideally have a 24-hour-a-day telephone service (“hot lines”) and also welcome clients to walk in without prior appointments.
Also we should be aware that after a suicide attempt, the victims’ primary need is medical care. Some are left with severe injuries, brain damage, or other medical problems. Once the physical damage is reversed, or at least stabilized, a process of psychotherapy may begin. The goal of therapy is to help the client achieve a non-suicidal state of mind and develop more constructive ways of handling stress and solving problems.
All said and done, a good communication system in the family and the environment which has a foundation in good education and proper social and moral support can prevent many suicide deaths.

Massive CBI raids at ousted RIMS Director Sekharjit’s house, official quarter

IMPHAL, September 12: The Central Bureau of Investigation today raided the residence of dismissed Regional Institute of Medical Sciences director L Sekharjit Singh.

The raids which started at around 7:30am continued late into the night.

Raids were simultaneously conducted at nine places including his official quarter and residence.

The administrative block of RIMS Dental College was a prime target and during it documents related to the purchase of dental chairs for the hospital were seized.

It may be mentioned that Dr L Sekharjit was prematurely removed from the post of RIMS director by an order issued by the ministry of Health and Family Welfare on August 25 although his tenure was to expire on September 13, 2015.

A 35-member team of the CBI led by DSP Bhattacharya arrived at Sekharjit’s residence around 7:30am in the morning. Sources said the raids were carried out regarding irregularities in the supply of dental chairs to RIMS and other misappropriations while the former director was in office.

Meanwhile, sources informed that the ousted RIMS director is presently at Delhi, however, his wife Damyenti who was at the quarter during the raid was not allowed to leave the quarter.

IMPHAL, Sept 12: The State cabinet has today decided to hand over the case of the assassination of Ukhrul ADC member Ngalangzar Malue, who was killed by unidentified persons in Ukhrul and also the killing of Thotyo Kashung, Manipur Police commando personnel in an ambush, to the National Investigation Agency, NIA.

The meeting was held with the Chief Minister in chair this evening at the secretariat building.

M Okendro, Minister of Education and CAF & PD department, who is also the spokesperson of the government speaking to media, stated that the cabinet decided to hand over the cases to the NIA in order to take up concrete actions regarding the incidents by the State government.

It may be mentioned that ADC member Ngalangzar was killed by armed unidentified persons on July 12, at Finch Corner under Ukhrul District. Ngalangzar’s driver and his nephew sustained injury in the said incident.

In another incident on September 9, heavily armed unidentified persons led two ambushes on State security forces. It may also be recalled that the security personnel were returning to Imphal after stationing at Ukhrul town on the said day. Rifleman of 5 IRB, Thotyo Kashung, who was attached to Imphal West District Police commando was killed in the ambush. Two other personnel sustained injuries.

M Oken added that in this regard, the State government will approach the Ministry of Home Affairs for necessary action. He said the Cabinet has also decided to give Rs 5 lakh to the deceased’s family as ex-gratia, and Rs 1 lakh each to those injured personnel.
