IMPHAL, October 27: Agriculture Minister, Abdul Nasir while inspecting the recently flood affected areas in Kumbi today promised his government would provide maximum help to flood affected farmers of the area during the approaching Rabi crops season to make up for the losses incurred due the floods.

The inspection tour covers large areas of flood affected field in Kumbi including the fields where the department is experimenting on new varieties of rice `Champra Fou`™ (Champra rice) at Mayang Loukon, even after the field have faced huge flood damage in the recent past.

The minister exhorted the farmers must prepare for Rabi crops cultivation assuring that the Agriculture Department will list Kumbi in its priority list.

Further interacting with the farmers in the Kum LouMee Tinnaba 2015 at Kumbi Lai Achouba Mandop, Abdul Nasir opined that Kumbi constituency can compete with other state like Punjab and Haryana in the field of Agriculture judging by the fertility of the soil and climatic condition.

He further divulged that the state Government has taken decision to give maximum help to Kumbi constituency assuring the government would provide Rabi crops seeds like peas and mustard seeds.

At the same time, he urged the farmers to form cluster having 200/300 members which will then be provided with maximum machinery and technical support in subsidised manner.

The minister also warned that any officials found indulging in corrupt acts or misappropriation while implementing the ambitious project to make up the losses of the farmer will be dealt with seriously.

Kumbi MLA, Sanasam Bira, who also took part during the inspection tour, said that 99% of Kumbi`™s population are cultivator and added that the cultivators should take maximum benefit of the proposed programme promised by the Minister besides show full appreciation of the initiative of the Minister.

Taking the opportunity of the tour he also announced that the Pakka Dam which is under construction at Uyumpokpi area will be completed very soon.

The Dam once completed will give maximum benefits to the farmer as it will provide proper irrigation water paving way for double and multi cropping systems.

IMPHAL, October 27: The Comptroller and Auditor General of India, in its audit has indicated that altogether Rs. 417.25 lakhs is believed to have been misappropriated in the Veterinary and Animal Husbandry Department, Government of Manipur.

It is learnt that the Government of India provided assistance to states and union territories for control of economically important diseases of livestock and poultry by way of immunisation, strengthening of existing states veterinary biological foundation units and state diagnostic laboratories, holding workshops/seminars and in service training to veterinarians and Para-Veterinarians.

The programme was to be implemented on 75:25 sharing basis between centre and the state.

However, 100 percent assistance was provided by the centre for training and seminar workshops. As per Utilisation Certificates (UCs) submitted to the Ministry, the expenditure incurred for implementation of the schemes during 2009-10 to 2013-14, it reportedly came to light that during 2011-12, the centre had released its share of rupees 150 lakhs. As against this, the department could utilise 22.77 rupees only.

The non-utilised fund of 127.23 lakh rupees was revalidated by the centre for utilisation in 2012-13. Non-utilisation of available fund of 134.45 lakhs in 2011-12 was indicative of inefficient management of funds by the department, said the audit report.

Audit records at the Directorate showed the following deficiencies in implementation of the scheme starting from fiscal year 2012.

During 2012-13 vaccines and appliances worth 136.72 lakhs rupees including 65.87 lakhs for 17 general medicines, 70.85 lakhs for 52 generic medicines and appliances, were procured for implementation of the scheme.

As seen from the stock register, none of the medicines procured were distributed to the veterinary institutions. Thus, inspite of having sufficient stock of medicines, the department failed to take the required measures for controlling/prevention of animal diseases in the state during 2012-13, it mentioned.

Similarly in 2013-14, vacancies and appliances worth 280.52 lakhs rupees including 140.19 lakhs for 14 general medicines, 140.33 lakhs for 33 generic medicines and appliances, were procured for implementation of the scheme. It was however noticed that only three of the items procured were fully distributed by the department. The balance stock of 44 different items worth 83.74 lakhs was not distributed.

The department did not maintain vital information of the medicines and vaccines procured such as batch number, expiry date, manufacturing date, chemical analysis report of the vaccines and medicines procured, it said. As such, expiry of the medicines and vaccines could not be ascertained.

It has been informed that during exit conference, the department stated (October 2014) that though materials procured were distributed, records could not be maintained due to lack of manpower.

To this the Comptroller and Auditor General found the reply was not acceptable as the relevant record for the distribution such as indents, signature of acknowledgement for receipts, APRs stock verification certificates etc. were not available.

Thus, in the absence of the aforesaid records, the authenticity of distribution of the medicines and appliances of value 417.25 lakh rupees including 280.53 lakhs, 136.72 lakhs could not be ascertained

Any person who desires to appeal against the order, it invited to submit written justification for retaining his/her licensed firearms to the District Magistrate on or before October 13.

Addressing the gathering as chief guest, MLA Sekmai, Kh Devendro Singh said that Satjal Academy is an institute where one could learn about the true culture of Meiteis before the arrival of Hindu culture besides various ancient arts such as Huyel Langlon Thang-Ta.

The MLA further promised to set up a Shanglen of UFO Awang Sekmai Branch within two years.

Around 300 members wearing black uniform gave general salute to the `Pakhangba`™ flag the symbol of the Satjal besides Maibam Shyamchandra and his team consisting of seven members including four females performed both opening `Kumja Kayagi Tungda` and closing `Eikhoi Punsinnarase` songs, marking the day.

The function was attended by Yaiskul Khwairakpam, retired teacher cum writer; Robin Khwairakpam, social worker and Imasi RK Pishak as president and guests of honour respectively.

Around 900 individuals were also attended the function.

The issue over the three bills the Manipur Assembly passed on August 31, is far from settled, especially in the wake of unprecedented and violent opposition to them, particular in Churachandpur district. The opposition is largely on account of a belief that the three bills are part of a tacit strategy for the non-tribal resident in the Imphal valley, the Meiteis, to grab hill lands which are deemed as tribal exclusive. As to how far this apprehension is based on reality or an honest interpretation of the three bills, is hotly contested. The three bills together were meant to do what the Inner Line Permit System, in vogue in Nagaland, Mizoram and Arunachal Pradesh, does `“ that is, to put a check on influx of migrant populations into the state so as to assuage fears that local indigenous peoples were slowly but surely pushed to the margins. This concern, it does unfortunately seem now was confined to the valley districts, which are open to every Indian citizen to settle, unlike the hills which as scheduled tribe areas are already protected from outsiders acquiring landed properties. Looking back a little beyond the agitations, first the agitations for the introduction of the ILPS or an equivalent system in the valley district and then the agitation in Churachandpur district to oppose the bills, it must be acknowledged that the Manipur government did resist the very idea of a restrictive law on migrants for a long time, explaining it would go against the spirit of the Constitution. However, under mounting pressures, the Manipur government in what it probably believed was a halfway house, introduced a watered down version of the ILPS named the Manipur Visitors, Tenants and Migrant Workers Bill, 2015. But even as the bill was awaiting the assent of the state Governor Syed Ahmed, street agitators in the valley denounced the bill saying it will not be able to do what the ILPS does. Chief minister, Okram Ibobi had to finally in a special session of the Assembly, convened on July 15, moved a withdrawal motion of the bill.

Still under pressure, and a volatile situation after the death of a school boy Sapam Robinhood who was hit by a police tear gas shell during a street procession, the Ibobi government in what was then described as an ingenuous strategy to ensure at least a major portion of the demand for the introduction of an equivalent of the Inner Line Permit system could pass the legislative process, including the Governor`™s vigil, spilt the substance of the demand and spread it over three bills: the Protection of Manipur People Bill 2015; the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill 2015; and the Manipur Shops and Establishment (Second Amendment) Bill 2015, and passed them unanimously during a special Assembly session. The idea was, if the first and controversial bill ran into hurdles, the remaining two should not be held up with it. Of the three bills, only one was original and the remaining two were amendments of existing laws. It is the original one, the Protection of Manipur People Bill 2015, which even the government was probably aware, could run into legal and constitutional trouble. It first of all concedes to the demand from the streets of taking 1951 as the cut off year for deciding who is indigenous to Manipur. The question was, how can somebody who has settled in the state for 65 years, whose children were born in the state, who have voted in elections therefore were responsible for electing successive democratic governments, many of whom have also probably held important positions in the government, etc., suddenly be called outsiders. Then again this was a financial bill, for upholding this responsibility would have necessitated the formation of a directorate to resister, enumerate and monitor migrants, the overheads for which would have to be reflected in the state`™s annual budget. The assent of the Governor for this would have therefore become mandatory even for its introduction in the Assembly. Fortunately for the government, the Governor allowed the bill to be introduced and passed, but is now withholding his assent for it together with the other two. There has even been a Public Interest Litigation, PIL, filed by an individual seeking the content of the 1951 census figure of citizens with respect to Manipur, and the government has still not responded to the PIL.

The popular anticipation was the latter two bills, Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill 2015; and the Manipur Shops and Establishment (Second Amendment) Bill 2015, would not face any legal hurdle for they are existing laws, and were also valley specific. The amendments to them were meant to merely make transfer of landed properties in the valley districts to non-domiciles, not altogether impossible but difficult. Legally and constitutionally, there would have been nothing to object to them even by the Governor, therefore probably would have become law easily if not for the trouble that erupted from in Churachandpur, which led to the tragic deaths of nine young people. The fact that even tribal MLAs did not object to these bills should also be seen from this vantage. It would be presumptuous to believe they were eager to sell off tribal rights, and more reasonable to believe they saw no infringement on tribal rights in these bills. The bills were not referred to the Hill Area Committee, but probably this was because nobody saw it as hill related. They were discussed in the cabinet, and in all-party meetings. Newspaper readers will remember it was only NPF legislators who shunned these meetings saying they would not support or object to the movement for ILPS. It was only when the Churachandpur trouble broke out that they jumped to the opportunity to push their own agenda, which is well within their right. Sometimes, when things get complicated, it is advisable to return to the basics of the genesis of the problem. Unlike in the pre-literate mediaeval ages when the court chronicles were the only historical records, in today`™s literate society, on a daily and even hourly basis, newsy events of all kinds are recorded as they unfold by numerous media organisations. Referring back to these records to reflect on the sequence of events that led to the present crisis may be what is necessary now to bring about a resolution to the current ugly entangle.

IMPHAL, 27 October: The `Mera Houchongba`™, the festival that brings together all ethnic communities of Manipur fostering a sense of brotherhood was celebrated throughout the state today.

The Mera Hou Chonga 2015 was also observed today here at Kangla Uttra organized by Kangla Religious Committee, Kangla Fort Board, Imphal.

Deputy Chief Minister Gaikhangam, Deputy Speaker MK Preshow, Oinam AC MLA Dr I Ibohalbi Singh, who is also member of Kangla Fort Board and Kangla Religious Committee chairman Sairem Nilbir attended the function as chief guest, guests of honour and president respectively.

The function was also attended by Chief Secretary O Nabakishore and Arts and Culture Director.

Exchange of gifts between the hill people and valley people of the State, and other cultural programmes like Maibee Jagoi, Maram Dance, Khamba-Thoibi Jagoi, Tangkhul Dance, Thang-Ta, and also indigenous games like Mukna and Pou Chingnaba mark the day`™s function.

Delivering his chief guest speech, Deputy Chief Minister Gaikhangam said Mera Hou Chonga is a historic event and the essence of it is unity of hills and valley.

He said since time immemorial the people of hills and valley have been living together as children of the same parents and this day once again reminds the people of the oneness.

Mera Hou Chongba is a very important event and with the passage of time the importance of this occasion is increasing.

Shedding lights on the genesis of Mera Hou Chongba, the Deputy Chief Minister said `Even though topographical condition or landscape divides the hills and valley people we are still one and children of the same parents,` he said adding that history stands as the testimony of our oneness.

`When we were young our elders from the hills told us stories that the King of Manipur invited every tribe King or Khulakpa to a grand feast once in a year. The King or Khulakpa representing their respective tribe would come to join the feast on this day wherein they would bring the first harvest for the King of Manipur.`

He said this day is observed on the foundation of facts and truth and it is not a cook-up story for taking political advantages.

He continued, `This day reminds us that we the people of hills and valley cannot be separated. `We are like the two faces of the same coin. One side is different from the other however without these two sides the coin is invalid.`

On the other hand it is very unfortunate that some people are trying to bring out baseless theories to separate the hills and valley in a time when people are moving towards finding their real origin, he further said.

`When there is a fact based theory of oneness, some people are bringing out theories based on fake evidences and baseless claims and make it sound like a real history, in an intention to break the unity of the hills and valley,` he said.

`We should identify those elements that are trying to break the oneness of hills and valley and should avoid from them, and challenging the oneness of hills and valley is like challenging to God and challenging to the Nation,` he said.

In this modern age whether we stay in America or Bengal or Tripura or Nagaland or Europe we need to know where we belong and we should not forget our birth place, he said.

With the sense of oneness, belongingness and participation let us one again work for a prosperous Manipur, he added.

Chief Secretary O Nabakishore speaking at the function informed that from next year onwards the `Mera Hou Chonga`™ will be observed in a grander manner.

The festival was also celebrated at the Sana Konung (Royal Palace) Imphal with the titular King of Manipur Leisemba Sanajaoba as the chief guest, and organised by the Mera Houchongba Thousil Lup.

Speaking during the occasion, the titular King observed that the true essence of the festival is gradually becoming murky with different organisations celebrating the festival in their own convenient styles, although he appreciated the effort of these organisations to prevail the sense of brotherhood.

According to him, 95 percent of the festival is in the form ritual and 5% convergence of people.

The members of the observation committee have been conducting rituals for 15 days and on the 15th day people from both Hills and Valley converged at the Sana Konung wherein they exchange gifts upholding brotherhood.

Given the fact, he suggested that the celebration of Mera Hou Chongba other than Sana Konung should be given a different name to preserve the sanctity of the festival.

Mera Hou Chongba is observed both at Kangla Fort and Sana Konung today showcasing the love and togetherness between hill and valley people of the state.

Meanwhile, the Titular King termed the less participation of Hills people in the festival this time as unfortunate.

He revealed that he was informed that the hill people really wanted to participate in the age old tradition but the prevailing situations in the state became the deterrent factor adding that their sentiments of brotherhood remain unchanged.

Later in the evening at Sana Konung cultural entertainment programmes were showcased and gifts were exchanged between the hill and valley people.

Delhi Mellei, which is meant to be a film of social relevance, has been reduced to a korfu of craps by its own lame, male chauvinistic narrative that has no real social or cinematic values.

“If you are a man of note, (find) for yourself a household, and love your wife at home, as it beseems. Fill her belly, clothe her back…but hold her back from getting the mastery. Remember that her eye is her storm wind, and her genitals and mouth are her strength.”

You do not ‘fine’ a police report; you ‘file’ it.

What do you say about a film that you watch it entirely because you do not want to waste the half-an-hour you already spent watching it? You will start seeing faults in every scene but in Delhi Mellei, it was more than a fault and reeked of a Ptahhotepian declaration. It is grave and equally ridiculous that you become a grammar Nazi and end up watching it twice. And yes, in the film, it was not a single character, who used the expression, but a hundred of them who wanted or suggested to ‘fine’ a police report, when Mellei (Bala) went missing with Tomthin (Bonny).

The boy is studious; the girl is crazy. The boy attends class regularly; the girl bunks and gets molested while she is drunk. The boy is loyal; the girl is, to use a local expression, like the ever-changing cloud. The boy makes breakfast though Manipuri men are not supposed to do such effeminate tasks; the girl loses her mind like a true mean and temperamental girl. The girl fell into a pit she digs herself; the boy saves the girl. The boy is going to bring glory to Manipur; the girl insults the boy and the whole Manipur by taking sides with the locals. The boy becomes a professor; the girl just waits for the boy, doing nothing even if her parents are searching for a suitable groom for her. The film ends on a positive note; the audience is left with a royal pain in the ass.

Despite Tomthin’s patriarchal insistence, Mellei is not only annoyed but breaks all ties with him. This has convoluted Erica Jong’s statement about smart guys going out with dumb women but hardly a smart woman with a dumb guy. Perhaps in this prejudicial story, Tomthin is confused whether he is smart or dumb to bark at Mellei about the role and the place of women in a society. Earlier Mellei had admitted she belongs to a kitchen.

One of its loglines screams that the story is based on the life of people from the Northeast in New Delhi, but the film is more torturous than the daily name callings and frequent abuses these people face in the hands of the North Indians. At one point, one of the characters, Pankaj, an ‘outsider’ who is in love with Mellei, becomes an object of reverse racism. Note: In another poster, the logline changes to “It’s the time to recall our childhood dreams once again”. It is it’s not its. I have no idea how the second logline is related to the film.

Many researchers consider that films are no different from other representational art in documenting the socio-cultural and political lives of a society. From ordinary daily existence to social mores, both fiction and non-fiction films capture them succinctly. Films are an excellent medium of communication and a custodian of an era’s way of life. This is why many filmmakers are obsessed with documentaries to capture life in its fullest. In this context, Delhi Mellei is supposed to be a socially relevant film. Yet it has been reduced to a farce by its double standards, stereotypes and parochial outlook on gender, racism and morality.

We make stereotypes about others and it is quite a natural process. Others do the same for us as well. However, it is abnormal when we start making stereotypes about ourselves. Each year, nearly 50,000 students, professionals and job seekers arrive in the metros from Manipur, thanks to the existing armed conflicts and the utter lack of educational and job prospects in the province. Delhi Mellei revolves around one group, the student community in the Indian capital. They mostly put up around North Delhi’s university areas. The film is a stereotypical story about this community.

Now I understand why Dr Akhu of Imphal Talkies & the Howlers once told me that he had turned down an offer to sing a song or two for this film. The biases were glaring from the start. Mellei’s parents, living in Manipur, were watching a television news about a Manipuri girl in shorts, who was molested in New Delhi. The responsible father preached that the girls should not wear revealing dress and those attires will only invite more crimes. He should be awarded with a Father of the Year trophy. So were the members of a student organisation who passed the same decision in the film—all of them should get gold medals for the deeply sexist remarks and resolutions that have been passed off as a social message.

Their view is no different from those of the village councils around the NCR, which publicly declare that eating chowmein is the main cause of rape.

Tomthin stays with Gunanu (Ratan Lai), who is a typical elder or a guardian. Our hero’s roommate lingers around the university and is unable to graduate even after six–seven years. He was the force behind a drive against drug abuse in the capital too. He is the kind of guy who could make any vigilante group in Manipur as proud as a Miss World winner. He is apparently a Tarzan in the town when it comes to his study but a master in preaching how the girls should live in a place like Delhi, what they should wear and how they should be the ideal Manipuri woman. All the ‘shoulds’ reflect the mentality of a misogynist, and the film’s severely flawed premise of a socially relevant film.

So the male room-mates, putting up at around a ghetto in Patel Chest, are role models. They excel individually as well in groups. However, Mellei shares her accommodation in Vijay Nagar with Sanatombi, a Jenny-Khurai lookalike, who smokes weeds, fucks around and influences Mellei to try drugs and go to clubs. She would say a woman is like a liquid that takes its form according to the container, echoing the film’s concept of an ideal woman. But it is too much for a stoner who has a Bob Marley’s poster up her wall.

Their part is accentuated by Sanathoi, Mellei’s boyfriend, who further introduces her to drinks and pubs. He is also a sexist and going by the mood of the film, he plays the role superbly. At one point, he gave his sermon on the concept of ideal woman. The fact that he persuaded Mellei to drink, bunk class and do all the nitty-gritty is seemingly irrelevant. Some of us are okay with the propagation of sexism as a form of violence and are happily living, dreaming our life is still in a hunting-and-gathering society in which the male members go out for food and the females manage the household chores.

In Gunanu’s word, men are magnet; while women are the nails that sway around it. The only condition is to possess some degrees of power.

Both the bold female protagonists have no world to exist but to give in to the traditional concept of graciousness, or rather to become conventional women of elegance as defined by Manipuri male chauvinists in their patriarchal society. To Tomthin, they are just shameless. Sanatombi do become a gracious Meitei ningol/chanura when she sets ablaze her western attires and dons a phanek.

The cinematography is splendid even if the amateurish editing is way below the average. There are repeating dialogues and the music can be best described as a fusion of Hindustani, reggae and international western pop that lends nothing extra to the ambience.

For the last fifteen years in the Manipuri digital film industry, audience have been experiencing only one issue. They will appreciate the movies more without motion interpolation or popularly, the soap-opera effect. It is known by different names such as ‘motion smoothing’, ‘motion/frame interpolation’ or simply as ‘ME/MC’. The filmmakers should try repeating the frames or inserting black frames that can help reduce the motion blur as well as dim the picture to produce a movie effect.

To quote the video experts, it becomes so real that it turns impracticable. To overcome this hindrance, Samsung has initiated its interpolation technology called Auto Motion Plus; Sony has developed Motion Flow and for LG, it is TruMotion. Besides, Philips is drawn on Digital Natural Motion and Perfect Motion Rate, Sharp has AquoMotion, Toshiba utilises ClearFrame or ClearScan, Panasonic features Cinema Smooth, Vizio uses Smooth Motion, Bose has an untitled VideoWave III, Hitachi works with its Reel120 and Mitsubishi applies its Smooth 102 Hz.

For television, the technology is always on a developing-mode to offer the best to a brand that its competitors cannot, even if these technologies have made television footages fluid and advanced, while digital films lose their authenticity. The latest television sets in the markets provide options to change the setting but it is just too meagre to allow the audience enjoy a film, so to say, in a proper movie environment. Some people do like it. Their complaints have compelled plasma television manufacturers to add a smoothing mode to their TV sets even if plasma has never had the motion blur issue.

Finally in Delhi Mellei, it was hilarious to watch the swimming pool scene. We have seen many modest women wearing long pants and t-shirts because they are a traditional and domestic animal. In our society, many women are too elegant and polished to wear swimsuits. Some of them blame other women for bringing them down by wearing skimpy outfits and indulging in immoral activities and so on. I would say they have heeded too much to Coco Chanel, when she said that a girl should be two things: classy and fabulous. Well, in the film, the two of them have set a new benchmark by dolling up in party wear and swimming. They should try a burqa and a poncho next time.

If we talk about reality, this film is quite right on the target. We talk about Nupi Lan, Meira Paibi and Irom Sarmila, but we are the same assholes, who would relegate women, with their permission though, to second-class citizens.

Delhi Mellei is a commercial melodrama and it might interest the sexists, bigots and orthodox morons. It would put Pat Robertson, the American media mogul, to shame. This guy professes that feminism encourages women to leave their husbands, kill their children, practice witchcraft, destroy capitalism and become lesbians. Father Ptahhotep would become literally archaic too!

If you want to learn about morality, ethics, racism and crime faced by the people from the Northeast in New Delhi, you should be doing other things—anything other than watching this film, which is simply not fine.
