Fast track court convicts three men for raping girl

The additional sessions judged Fast Track Court, FTC, Crime Against Women, CAW, Manipur, A. Noutuneshwari Devi, today convicted three individual of raping of a girl three years ago in Imphal East district.

The three individuals convicted by the court have been identified as one Khuraijam Bungbung, 30 year old, (L) Indrajit Singh of Lamlongei, Nongthombam Bocha alias Biren Singh, 43, son of N. Bihari Singh of Lamlongei Mantripukhri Maning Leikai and Khuraijam Khamba Singh, 26, son of Kh Guno Singh of Lamlongei Mantripukhri Maning Leikai. They were convicted under section 376-D of IPC Gang rape of a woman.

The judgement order of the court said, “In the conclusion the prosecution has successfully established beyond reasonable doubt that all the three accused persons namely Bungbung, Bocha and Khamba have committed gang-rape to the victim on 22-01-2014 (evening) at the Leihaopokpi hillock.

Hence the accused persons namely Bungbung, Bocha and Khamba are convicted u/s 376-D of the Indian Panel Code”.

The three convict raped Naobi (name changed) on the evening of January 22, 2014 at the Leihaopokpi hillock, in Imphal East district.

Following the incident, the uncle of the victim lodged a complaint with the Heingang police station around 1 pm the next day (January 23). The police lodged a regular case under FIR no. 04(1) 2014 under section 376/34 IPC.

In his complaint, the uncle said that his niece was kidnapped by three persons at Lamlongei when she (Naobi) was coming from Mantripukhri and after detaining for few minutes at Lamlongei she was raped at Lamlongei jungle.

After thorough investigation of the case charge sheet was submitted and then the case was committed to Session Judge, Imphal East as the offence is exclusively trialable by the court of sessions. Later the case was transferred to the FTC.

Subsequently, charge was framed on July 24, 2017 against the accused u/s 109/354/376/385 and 34 IPC of the IPC.

During the trial it was established by the court with evidence on records that it was gang-rape and thus u/s 376-D IPC was slapped against the accused.

The court order further said “Applying the legal position with regards to the provision of Sec. 376-D IPC on the evidence on record, in the present case, the prosecutrix P.W no.7 was slapped and her boyfriend was kicked and beaten by the three accused persons while sitting together at the Leihaokpokpi hill-lock, then snatched away their mobile phones, and taken away the boyfriend under threat by accused Khamba and Bocha molested the victim by holding right breast of the victim and hold the two hands of the victims from her backside, pulling down the trouser and panty upto knee of the victim by accused Bubgbung forcibly raped the victim whereas the accused Bocha had escorted thereby standing near to them. So the evidence on records speak of the participation of the commission of crime jointly and then committed gang-rape to the victim. As such all the three accused persons are thus liable jointly for the offence committed to the victim girl.”

The sentence hearing of the case has been fixed on December 20 by the court.

Regional cancer centre at JNIMS to be set up soon: CM

Chief minister, N. Biren Singh said that the central government is ready to establish a Regional Cancer Centre at JNIMS with all the modern amenities for treating increasing number of cancer patients of the State.

He said people need not go outside the State and face financial and other hardships. This was stated by him at the 10th Foundation Day of Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Imphal today.

Speaking as chief guest of the function, he stated that the central government would sanction Rs. 45 crores for the establishment of the Regional Cancer Centre. The newly constructed Accident and Trauma Care Centre at JNIMS to deal with all emergency cases will be ready by March 31, 2018, he added. He mentioned that the government is also planning to open a Geriatric ward to provide better health care services to elderly persons and a new 100 bedded Special Ward under the N.E.C. fund.

He said, “Let us provide better healthcare services that could bring smiles on the face of the people of the State.” He stressed that we must collectively strive to ensure that high standard of professionalism is always maintained, and the sick, poor and the weak are cared by the healthcare professionals take care with compassion and respect.

On the occasion, chief minister said that it is indeed painful to see many poor people seeking medical assistance on ‘Meeyamgi Numit’ held every month.

Mentioning about referring patients from government hospitals to private hospitals, he said that it is human psychology that poor people prefer government hospitals for seeking medical treatment because they cannot afford for treatment in private hospitals.

He appealed the doctors and paramedics to treat and care for the patients at their best level and capacity in government hospitals so that the referral of patients to private hospitals could be avoided. Doctors of different departments must consult and discuss each other while giving treatment to a patient, he added. While treating serious and complex medical cases in government hospitals, he urged the doctors of the government hospitals to consult or engage the specialist doctors who are working in private hospitals to provide better healthcare services in the State. He also acknowledged of the fact that lack of certain infrastructure drives away the patients from government hospitals. He lamented that the government will try its level best for the up gradation of infrastructure of JNIMS. Certain areas need to be indentified and should be given priority such as development of Neuro Department etc., he added.

Delivering presidential address, minister for Health and Family Welfare, L. Jayantakumar Singh mentioned that the State is facing shortage of doctors and nurses and the government is trying its level best to cope up with the situation.

He made an earnest request to the doctors and nurses to serve the people of the State with sincerity and dedication.  The land acquiring process for the expansion of JNIMS would be discussed soon, he added. Mentioning the importance of nurses and paramedics staffs, Minister stated that the duties and responsibilities of Nurses are huge towards providing better care for the patients. We must never forget that professional ethics should be maintained and we should work with dedication, he added.

On the occasion, several students were given meritorious awards by the dignitaries. A Souvenir and an Annual College Magazine was also released during the function.

MLA of Khurai assembly constituency, L. Susindro Meitei, secretary of Health and Family Welfare  Sumant Singh, director, JNIMS, Th. Bhimo Singh, medical superintendent JNIMS Professor, L. Ranabir, students, teaching and non-teaching staffs of JNIMS and others attended the function.

The Cabinet also agreed for the creation of two temporary supernumerary post of OSD (Forest and Environment), Government of Manipur at PCCF (Apex) Scale and one post of OSD (GAD) at APCCF Scale as former cadre post for Indian Forest Service (IFS) under the Indian Forest Service (Cadre) Regulations, 1966. The Cabinet also gave approval for the creation of four temporary posts of Additional Director General of Police in the Manipur Police Department in the IPS Above Super Time Scale of HAG plus in level of the Pay Matrix for giving promotion of 1986 and 1987 batch of IPS Officers.

The State Cabinet gave its nod to complete the DPC proceedings for Direct Recruitment of 20 vacant posts of Primary Teachers in respect of Meritorious Sportspersons under department of Education (Schools), Government of Manipur. The Cabinet also agreed the proposal for modification or change of the present Warrant of Precedence in the State of Manipur.

Khurai MLA clarifies on stolen SUV

Khurai MLA, L. Sushindro, refuting the news report appeared in local dailies of surrendering a  missing SUV to police by the MLA’s worker, has contended that the report as baseless and fabricated.

Sushindro, asked the certain media houses to come out with a corrigendum with regards to the news report by December 20 failing which he warned of legal proceedings against the media houses.

As per news report, the MLA’s worker allegedly surrendered a missing SUV (scorpio) from Assam to the Imphal east police station on December 15 last. It said the vehicle was surrendered to the police only after a team of Assam Police and state police went to the MLA’s residence.

Sushindro clarified that no police came to his residence as alleged in the reports and added that he is ready to give footage of the CCTV installed in his official quarter and Khurai residence.

The Khurai MLA further expressed his dissatisfaction over the statement released by the concerned Superintendent of Police the following day after the news report appeared in the local dailies.

He said that the vehicle appeared on the news report in whatsoever is not related to him.
