MNS:- Without people’s help, Sarva Siksha Abhiyan (SSA) cannot be successful. Therefore, the people of Thoubal district should extend full co-operation to the authority, Shri P Sukumar, District Programme Manager, SSA, Thoubal district Manipur.
Shri Sukumar, who spoke as a resource person on the third day of the three-day Bharat Nirman Public Information Campaign organized by PIB, Imphal at Thoubal, further said that SSA was introduced in 2009 under Right To Education (RTE), and launched in 2010. The main theme of SSA is to provide free education to every child within the age of 6 to 14, i.e., from Class I to Class VIII.Every child within this age group should be made aware of their Right to Education.
Speaking about the implementation of SSA in Thoubal district , the resource person said, there are two blocks in the district, namely Thoubal block and Kakching block. There are eight clusters in Thoubal Block and four clusters in Kakching Block. These clusters have taken up different programmes to implement SSA. As part of the programmes, Early Childhood Care(ECC) is taken up with a view to inculcate the habit in the children below six years of going to school. Thus Anganwadi Centers are opened in different areas in collaboration with ICDS.
Teachers are given training on using computer in order to introduce computer added learning in the schools.Free Health Check-up camps are held from time to time. Text books are provided free of cost to the students. In 2011-12, about one lakh text books were distributed to about 21,000 students. Sometimes complaints are received on non availability of text books in time. The Board of Secondary Education, Manipur has been asked to supply the text books in time. Uniforms are also provided free of cost to boys belonging to ST/SC and BPL families. But for girls , all are given uniforms free of cost.
Various other programmes such as Residential Bridge Course and Non Residential Bridge Course for students who got admitted to schools but did not go to attend the class , so that the children would not miss their RTE. Under Inclusive Education, differently able children are given free education up to the age of 16 years.
Earlier, Smt Premlata Loitam, media and Communication Officer, PIB, Imphal welcomed the audience. She said that this public Information campaign is organized al over the country to spread awareness among the people on whether the people are getting the benefits of the various flagship programmes launched by the Government of India.

MNS:- The Nehru Yuva Kendra, Thoubal is preparing to organize a development fare—Vikas Mela and Saral Yojgar on February 23, 2013 in Thoubal with a view to attract youths who are looking for employment.
This was announced by Shri Ch Basanta, Project Manager, NYK Thoubal while speaking as a resource person on the concluding day of the three day Bharat Nirman Public Information Campaign organized by PIB, Imphal at Thoubal.
Speaking on the topic “Youth Initiative for the publicity of message on development and peace in Manipur”, Shri Basanta said, the development fare will give an opportunity to the unemployed youths of Thoubal district for easy employment in a big firm or organisation, such as Army, Assam Rifles, etc. through telephonic interview instead of going to far away cities in the country. Those youths who want to come to the development fare need to fill up a form mentioning which trade or skill they want to go for. Then there will be telephonic interview with the authorities of the organization concerned.
Such development fare is going to be organized with the hope that at least some unemployed youths would benefit by getting employment in an easy manner. This programme is being taken up to bring about economic growth in the country, Shri Basanta said.
He said, NYK came into existence in 1972. Every youth whether student or non-student can join the NYK. Youths are given training in various fields so that the y would become responsible citizens. Unemployment causes restlessness leading to desperation and unrest. Therefore the NYK’s objective is to bring about development and peace. When there is development, there will naturally be peace, he said.
Shri Basanta further said that four National Youth Cores (NYC) are working hard to usher in development and peace in Thoubal district. Ten members including President and Secretary of each club in Thoubal district are being given training on entrepreneurship. The NYK Thoubal is also taking up projects in 60 villages in the district on prevention of narcotics substances. The NYK is taking up yet another project called Youth Employabilty Skills(YES) for selected youths to be given training for three months in any trade he/she chooses.

MNS:- On the concluding day of the three-day Bharat Nirman Campaign held at Mini Secretariat Conference hall at DC complex Thoubal the second session in the morning focused on mid-day meal. The main speaker was H. Priyokumar DI, Hqrs. Zonal Education office Thoubal.
He said mid-day meal was first launched in August 1995 across the country. Earlier dry grains were provided to the lower primary and upper primary level students. Now cooked foods are provided to the students. To provide cooked foods to the students cooks too have been appointed.
Mid-day meal programme covers 234 schools in Thoubal Distt having students in the group of class I to V and 23 schools in the same district having students from class VI to VIII. 310 cooks are used in Thoubal district he also said.
The programme, which is a component of the flagship programme was launched by the UPA Government at the centre keeping two sections of the society in view. They are weaker section and disadvantaged group. The disadvantaged group consists of SC/ST, OBC and minority. The weaker sections are those whose annual income does not exceed Rs 40000.
The aim and objects of the programme are to attract young students to the Government and Government aided schools and also to enhance nutritious status of the students. Too many young students come to the school without taking food so they cannot remain till the end of the school hour. If they are given food at half time they will be able to remain till the end of the school. Based on this guiding principle mid day meal programme was launched he also said.
A Government employee wanted to know the criteria adopted in the allotment of food grains to the schools, because some of the schools have minuscule number of students and others are packed to the full. Priyokumar said the food grain is allotted considering the number of students in a school. Another asked the wisdom of including disadvantaged group in the extension of Government programmes. Giving reply he said not all belonging to this section are as better off and wealthy as you see them to be.
Later questions were asked to the participants and winners were given prizes.
