A heavily decomposed dead body of a man was found lying today amongst haystacks in a paddy field near the national highway flanked by Langthabal Khunou and Sora, under Khongjom police station, around 8 am in the morning.

Police report says the dead body is 90 percent decomposed and difficult to identify. The deceased is of height 5.5 feet and found wearing one red colour T- shirt, black colour jean pants, one woollen jersey of mix colour and black “Thabak Khaibi”, one black colour plastic beads on the neck, one steel bangle on the right hand, one pair of green coloured sleeper, and wears one flower shaped tattoo on the right wrist, it said. 

The body was collected by a team of police and forensic experts, and being kept at the morgue of JNIMS.

Scholarships to provide education free of costs

Narengbam Ibotombi Memorial Trust will be launching a scholarship scheme in 2018 to provide education free of costs for girls and bright students who are orphans. The trust has been founded by the family of former principal of YK College Wangjing, late Narengbam Ibotombi from Wangjing Sorokhaibam Leikai.  

This was announced by managing director of the trust, Narengbam Rajiv at a press meet organised at their office today. He said the decision to bring out the scholarship scheme in 2018 was made by the trust, as his late father, Narengbam Ibotombi wanted to provide quality education at the backward village areas.

He further said the scheme will provide free education to selected groups of three students studying in class V to X. A total of 18 students will get the benefits of the scheme, including boarding facilities also. 

The costs for meals, lodging and academic fees for a year that would amount to Rs. 6, 00,500 for the 18 beneficiaries will be covered by the trust.

Out of the 18 seats, 6 will be kept reserved for girls. To make avail of the scholarship, the trust will conduct and open test for each class in the first year of its implementation. However, from next year onwards, the test will held for students of only class V.

The students who can clear the test organised by the trust will be made to take admission at IRE Senior School, Wangjing that was founded by late Narengbam Ibotombi.

The application forms of the scholarships are now available and the last date for submitting of forms will be January 5, he informed. 

The press meet was also attended by chairman of the trust, Narengbam Ongbi Chaobi. 

She urged that the aspiring students  should try to make avail of the scholarship scheme, which will be launched in the name of the late teacher who took a major role in trying to bring changes in the field of education at Thoubal district, and that all should help in making the goals successful.

Minister of Health and Family Welfare, L. Jayantakumar Singh formally inaugurated Primary Health Sub Centre (PHSC) of Hengbung village today, after seven years of establishment in the village of Kangpokpi district.

The inaugural function was attended by the Health minister as chief guest while Kangpokpi DC, T. Ranjit Singh and director of Health and Family Welfare, SMD, Dr. K. Rajo Singh attended as functional president and guest of honour respectively. It was also attended by SP of Kangpokpi district, M. Pradip Singh and other officials of the department.

After unveiling the inaugural plaque at the PHSC Campus, the formal inaugural function organised at Hengbung playground which began with a gospel hymn from Hengbung Youths.

Speaking at the occasion, L. Jayantakumar Singh said that there is nothing much more important and valuable than health and exhorted the people of Hengbung village to take care of their children health more than anything else.

He also assured to provide sufficient medicine and other medical items through the nurses at the PHSC while giving his commitment to send doctors at the sub-centre at least once or twice a week for the welfare of the people.

The minister, however, said that without the collective participation of the local people nothing will be achieved even if the government exert tremendous efforts for the upliftment and welfare of the people. He also urged the people of Hengbung and its surrounding area to render their service and cooperation towards the government so as to witness changes in the health sector and other areas as well.

Ranjit Singh said that with nine sub-divisions, Kangpokpi is the largest district which could be the fastest growing district in the state with the collective participation of the people in any sector. He also said that except Champhai sub-division, all other eight sub divisional offices in the district will be made functional very soon.

Former minister and chief of Hengbung village, Haokholet Kipgen has appealed the concerned ministes and district administration to remember Hengbung village in any developmental projects and schemes of various concerned department as the people of the village are mostly unaware of any governmental schemes or projects.

The ministerial teams also visited KVK Hengbung and its various activities under FEEDs. Before leaving the village, the health minister had a Christmas lunch along with the villagers at the campus of FEEDS, KVK.

The minister was warmly welcomed by the villagers led by chief and elders of Laiching Meipou village, which has only 60 households and a population of 600 people. Karam Shyam appreciated the villagers for upholding the traditional customs and rituals of the forefathers.

While stating that love conquers everything, Karam Shyam urged the villagers to follow the teachings of the Lord.

‘Irrespective of one’s faith, we all have a sense of duty to ourselves and to one another to make a difference in the world’, said Karam Shyam.

The minister said that he is first minister to visit the village and also stated that people of the area has compelled him to visit and celebrate Christmas. He also promised to help the villagers in developing the area by approaching concerned MLA, deputy commissioner and other officials.

Jiribam madrassas found abandoned by teachers

In the year 2010, a total of 150 part time teachers were appointed by the government to teach five general subjects at 30 Madrassas selected from different parts of the state, for the purpose of advancing Madrassa modernisation.   

Upon inspection by a media team, at the Madrassa schools of Jiribam, it was found that none of the teachers had been coming to their Madrassa. Some caretakers of the Madrassa, which were not appointed by the government, expressed that the Madrassa schools do not keep registers to mark the attendance of the teachers.  

Teacher of Darul Ullom Madrassa, Sonapur, Md Abdul Jolil said some of the teachers sent by the government used to come initially, but had stopped coming altogether for a long time at the school, which has around 70 students.

He said that there are no teachers’ attendance registers kept at the Madrassa, and they are usually kept at the possession of the teachers themselves.

The classes are being maintained by the few who are still running the school. He further appealed the concerned authorities to look into the matter. 

Alia Madrassa at Kashimpur which has around 63 students was found to be facing the same issue. Teacher of the madrassa, Abdul Tamit said the government had appointed teachers for the madrassa but they also had stopped coming after sometime.

A supposed teacher of Al Madrassa Tul Bannat, Kashimpur, Jiribam said on the phone that it had been a long time since any of the appointed teachers came to take classes at their madrassa.

What came as a surprise is that on December 7, before this investigation was being taken up, Mohatmim (Headmaster), Al Madrassa Tul Bannat, Kashimpur, Jiribam, MV Abul Kalam had denied the allegations made by chairman, WAQF Board Manipur, Md. Fajur Rahim that the teacher of Al Madrassatul Banat, Kashimpur, Jiribam, Md. Arshad Ali had been found absent for two years.

Upon inspection by a media team, at the Madrassa schools of Jiribam, it was found that none of the teachers had been coming to their Madrassa. Some caretakers of the Madrassa, which were not appointed by the government, expressed that the Madrassa schools do not keep registers to mark the attendance of the teachers.  

Teacher of Darul Ullom Madrassa, Sonapur, Md Abdul Jolil said some of the teachers sent by the government used to come initially, but had stopped coming altogether for a long time at the school, which has around 70 students.

He said that there are no teachers’ attendance registers kept at the Madrassa, and they are usually kept at the possession of the teachers themselves.

The classes are being maintained by the few who are still running the school. He further appealed the concerned authorities to look into the matter. 

Alia Madrassa at Kashimpur which has around 63 students was found to be facing the same issue. Teacher of the madrassa, Abdul Tamit said the government had appointed teachers for the madrassa but they also had stopped coming after sometime.

A contractor engaging on temporary restoration of Tamenglong-Khongsang road was found putting black topping over the dust.

The shocking very poor quality work was found when Zeliangrong Union Tamenglong zone and District Concerned Development Association (DCDA) Tamenglong along with media persons jointly inspected the road condition today morning. It was led by chairman of Zeliangrong Union, SP Athui.

The inspection team told the workers to stop working after finding the low quality black topping in the heart of the town.

Athui told media persons that the black topping works will be stopped from today until the authority concerned and civil voluntary organisations of Tamenglong discuss the matter. He said that the season is right time to work but the contractor of Morung and Sons Pvt Co Ltd are delaying in restoring the road. He also strongly refuted the contractor for putting black topping over the dust.

‘Tamenglong roads have been very bad and many precious lives have been lost and the contractor needs to speed up the black topping’, said Athui.

While appealing the authority concerned to immediately visit the work site and meet the CVOs, Athui said that neither officials from National Highway Infrastructure Development Corporation Limited (NHIDCL) nor contractor or any work in-charge was found today during the inspection.

It was also found that black topping of some portions of the road at Sangrungpang village was done by the same contractor, however it is yet to be inspected.

It may mentioned that during the interaction with the Zeliangrong frontal organisation at Sangrungpang village in the beginning of this year, contractor, K Milan of Morung and Sons Pvt Co Ltd had assured to complete the construction of temporary restoration work to complete by February 15, 2018. The temporary restoration works of the 40 km stretch of Tamenglong to Khongsang have been executed by the company under the supervision of NHIDCL from beginning of this year.

AMCADEA opposes service extension of addl chief engineer of CADA

All Manipur Command Area Development Employees’ Association (AMCADEA) has strongly objected the extension of service of additional chief engineer (in-charge), Command Area Development (CADA), K. Lokeshwor, who is due to retire on December 31.

A release by AMCADEA has stated that the state government is processing to extend Lokeshwor’s service by proposing a cabinet memo to be placed before the cabinet, which is against the state policy of not giving service extension after superannuation. State government is violating the fundamental right of equality and equal opportunities to the junior officers and staff, it added.

Against the extension of service, AMCADEA had submitted a memorandum on December 23 to the principal secretary of CAD with copies to the chief minister, minister of CAD and chief secretary, said the release.
