Imphal, Apr 17: The Movement for Tribal People’s Rights Manipur (MTPRM) had demanded rectification of reservation norms in recruitment process and not to declare the DPC result until and unless rectification is done regarding reserving of only 7.5 percent instead of 34 percent for Scheduled Tribes for recruitment of
various posts under Regional Institute of Medical Sciences (RIMS) . A memorandum was submitted to the Chief Minister of Manipur who is the Vice – President of RIMS also similar copy submitted to Director, RIMS on the 3rd of this month. But without rectifying the anomaly the RIMS authority had declared the DPC results. The RIMS authority declaring the DPC results without following the reservation norms issued by the Central Govt is a total violation which is amounts to ignoring the existent of Scheduled Tribes population in Manipur and also disrespect of the rule formulated by the Central Govt, President. S Ramhaoleng today said in a press statement.
There is a clear reservation norms issued vide O.M No.36012/22/1993-Estt.(SCT) Dt.29/121 1993 by the Department of Personnel & Training, Govt of India for different States where Scheduled Tribes population are existent by mentioning different reservation percentage based on Scheduled Tribes population in their respective states and that 27 percent for Scheduled Tribes is reserved for Manipur in respect of direct recruitment to group C and D posts. With the increased of Scheduled Tribes population
in Manipur and in other States the Central Govt vide O.M No.36017/1 /2004-Estt (Res), dated 5th July, 2005 issued by Department of Personnel & Training had revised the reservation norms for Scheduled Tribes based on 2001 census which now stands at 34 percent reserved in Manipur for recruitment to group C and D posts. Inspite of this facts and rule of the Central Govt, the Govt of Manipur violated the reservation norms determined by Central govt for Scheduled Tribes in Manipur.
The RIMS authority reserving only 7.5 percent for Scheduled Tribes in the recently held DPC for recruitment of 71 nos of Staff Nurse and 11 nos. Of LDC instead of 34 percent in pursuance to the reservation norms determined by the Central Govt for Manipur is taken by the MTPRM as a plan of the Manipur Govt to keep the Scheduled Tribes economically backward and to render the Scheduled Tribes minority in govt employment representation. The MTPRM has appealed the State Govt in various occasions on various issues in the past but nothing effective mechanism have been worked out by the Manipur Govt as such having no option the MTPRM has submitted a Memorandum to Union Minister, Health and Family Welfare highlighting such dealings committed towards the tribal people of
Manipur. The MTPRM will further expose the ill treatment meted out to the tribal people by the State Govt and to get justice.
